Spring is a season of renewal, and in Chesterfield it is a time when our community truly comes alive. As trees begin to bloom and residents return outdoors, we are reminded of the shared spaces, traditions, and opportunities that connect us. This spring 2026 edition of the Chesterfield Citizen reflects that sense of awakening by highlighting how we are caring for our community today while preparing thoughtfully for the future.

Chesterfield continues to grow in ways that reflect our shared values and long-term vision. With the adoption of the 2026 City budget, the City Council prioritized investments that support sustainable growth, maintain high-quality services, and prepare our community for the future. These investments focus on infrastructure, public amenities, environmental stewardship, and the systems that allow City services to operate efficiently and reliably. Together, they represent a responsible approach to planning that balances today’s needs with long-term priorities.

This issue also includes updates on City ordinances related to trash service, nuisance codes, and zoning authorization permits. These changes are intended to keep neighborhoods clean, safe, and attractive while improving clarity and consistency for residents and businesses. Chesterfield’s commitment to stewardship is further reflected in our recognition as a Tree City USA community for the 34th consecutive year.

Spring invites us to look ahead with optimism. As our nation prepares to commemorate the 250th anniversary of the United States of America, Chesterfield is planning events that will honor this historic milestone and bring residents together. Locally, we are looking ahead at how our community amenities can best serve residents, including preparing a ballot measure that would give voters the opportunity to weigh in on the future of the Chesterfield Family Aquatic Center.

With warmer weather upon us, I encourage everyone to take advantage of the many programs, events, and outdoor spaces Chesterfield has to offer. From spring Parks, Recreation & Arts programming to amphitheater concerts and time spent in our parks and trails, there are countless ways to enjoy the season and connect with neighbors.

Thank you for being an engaged and caring part of our community. I wish you a safe, enjoyable, and inspiring spring.

*Interest on Reserve Funds

Sales Tax continues to be a major revenue source for the city, totaling 55.32% of major fund budgets (General, Parks, Capital, and Public Safety) and 50.81% of total revenue. Sales tax revenues for 2026 are budgeted at the same level as 2025, with no increase anticipated.

IMPORTANTREVENUENOTES

Special Revenue: Projected to remain stable from 2025. Debt Service Revenue: Reduced as the Debt Reserve was utilized for debt service payments, resulting in a lower balance and subequently lower interest earnings. General Fund: Reduced from 2025 due to projected lowered interest rates.

GENERAL FUND RESERVES TOTAL: $18,306,964*

This total is 75.04% of expenditures and transfers for the fiscal year. The General Fund is the only fund with a reserve requirement, which is 40%.

*The reserve fund does not include Chesterfield Hills and Broadmoor NID reimbursements/Investments or restricted fund balances.

ACCESS THE DETAILED 2026 BUDGET HERE:

*General and Special Revenue Funds also include one-time projects and items.

**Prior year funds were set aside and restricted for a debt service reserve which provides for governmental fund debt payments through 2027.

IMPORTANTEXPENDITURENOTES

General Fund: Expenses increase as core municipal services and personnel costs continue to increase year-over-year.

Special Revenue: Focused on parks operations, capital projects, and equipment purchases aligned with dedicated revenue sources for infrastructure improvements and needs.

Debt Service: Paid from prefunded reserves, reducing reliance on 2026 revenue.

For more than three decades, the City of Chesterfield has earned the Distinguished Budget Award and the Government Finance Officers Association (GFOA) Award for Excellence in Financial Reporting; recognizing the City’s budget and annual audit report for their exceptional quality and transparency.

UPCOMING PROJECTS

GRANTFUNDEDINFRASTRUCTUREPROJECTS

The City of Chesterfield actively pursues grants to support community projects. Recent successful applications secured $7.3 million to help fund the following projects:

WILSON AVENUE RECONSTRUCTION: Construction begins spring 2026.

This project includes the reconstruction of Wilson Avenue from Wild Horse Creek Road to the Wilson Creek culvert. Improvements include an improved roadway alignment, construction of a new box culvert, a new asphalt driving surface, and a shared-use path for pedestrians and cyclists.

SCHOETTLER ROAD SIDEWALK: Construction is scheduled to begin in 2026.

This project includes a new five-foot sidewalk along the east side of Schoettler Road between Windsor Valley Court and Greenleaf Valley Drive. Currently, there is no sidewalk in this area on either side of Schoettler Road.

PATHWAY ON THE PARKWAY: Construction is scheduled for 2027.

The “Pathway on the Parkway” is the sidewalk/shared use path along Chesterfield Parkway. This project will also include modifications to the Schoettler Spur which will provide bicycle and pedestrian access to and from the pathway to Schoettler Road.

HIGHCROFT DRIVE: Construction is scheduled for 2028.

The City of Chesterfield has been awarded a grant to reconstruct Highcroft Drive from Baxter Road to Schoettler Valley Drive.

LADUE FARM ROAD BRIDGE: Construction is scheduled for 2028.

The Ladue Farm Subdivision is located along the eastern edge of the City of Chesterfield just north of St. Luke’s. The subdivision is accessed via a deteriorating bridge.

Did you know the City of Chesterfield inspects and rates each of its 186 miles of streets on a three-year cycle? These inspection results are used to create our multi-year capital replacement plan.

CONCRETESLABREPLACEMENTPROGRAM

The City of Chesterfield will manage two concrete slab replacement projects beginning in the spring of 2026:

PROJECT A

32,000 square yards of concrete pavement will be replaced along the following roads:

Baxter Ridge Drive, Cedarmill Drive, Denton Ridge Court, Grayson Ridge Court, Heathercroft Court, Heathercroft Drive, Summer Ridge Drive, Sumter Ridge Court, Sunny Wind Court, Trapp Ridge Court, York Ridge Court, and a small portion of Country Ridge Drive (14954–14978).

PROJECT B

14,000 square yards of concrete pavement will be replaced along the following roads:

Brayhill Court, Penwood Court, Royal Crest Court, Rutland Circle, Saltbox Drive, Woodroyal Court, Woodroyal East Drive, and Woodroyal West Drive.

ENSUREYOURSPRINGPROJECTRUNSSMOOTHLY WITHHELPFROMTHEPLANNINGDEPARTMENT

The Planning Department provides a wide range of land use, zoning, and development services. These include the review of building permits, sign permits, and business licenses, as well as site plan reviews, zoning petitions, ordinance amendments, and subdivision plats. The department is also responsible for zoning and code enforcement and development inspections.

Before starting any construction project, a Municipal Zoning Approval (MZA) must be obtained from the City of Chesterfield. Zoning approval confirms that the proposed use is permitted and that structures are located within property boundaries. Building permits and inspections are administered through St. Louis County. Applicants can visit the County’s website for residential and commercial permit information or contact St. Louis County at 314. 615.5184 for submittal requirements and a list of work that does not require a building permit.

A city planner is available Monday through Friday, from 8:30 a.m. to 5 p.m., to provide guidance and answer questions. Call 636.537.4733 or email POD@chesterfield.mo.us

REQUESTATREETOBEPLANTEDONYOURSTREET

Unfortunately over the past several years, Chesterfield has seen a significant number of street trees removed due to age, storm damage, and disease. While these tree removals were essential for public safety, they left many of our once tree-lined streets with noticeable gaps in shade, character, and environmental benefits throughout our neighborhoods.

To help with the loss of many trees, the City has implemented a Residential Street Tree Planting program, residents can request that a tree be planted on any street maintained by Chesterfield.

REQUEST A STREET TREE & LEARN MORE:

When making a tree request, an application fee of $100 per tree is required to partially offset the City’s cost (approximately $350) to plant a street tree.

TURNYOURLIGHTSOFFFORSPRINGMIGRATION

The Chesterfield Citizen Environmental Advisory Committee is encouraging residents to turn off unnecessary evening lights during the Dark Sky for Birds National Week. This week celebrates the beauty of the night sky while emphasizing the importance of natural darkness for birds and other nocturnal wildlife. It is the perfect opportunity to take time to enjoy quieter evenings, experience better stargazing, and gain a stronger connection to nature right in your own neighborhood. April 13-19

DID YOU KNOW?

Ruby-throated Hummingbirds migrate from southern Mexico through Chesterfield in the spring... That’s over 2,000 miles!

STAYINFORMEDONCITYCODEUPDATES

The City of Chesterfield recently approved updates to its municipal code related to property maintenance and the storage of residential waste containers.

VEGETATION STANDARDS AND EXEMPTIONS

On developed properties, turf grass and weeds must be maintained at a height of no more than ten inches. Managed native plantings, ornamental grasses, shrubs, vegetable gardens, and flower gardens may exceed this height if intentionally maintained, free of invasive or noxious weeds, properly set back from property lines, and not a safety concern. Exemptions apply to land used for agricultural purposes, undeveloped tracts larger than one acre, and naturally wooded areas.

TREES AND PUBLIC SAFETY

Dead, dying, damaged, or diseased trees that pose a risk to public health or safety are regulated under the nuisance code unless they are located in a naturally wooded area.

WASTE CONTAINER STORAGE

Trash, recycling, and yard waste containers must be stored on the property where the waste is generated, either inside a garage or within a screened side or rear yard out of public view. A maximum of seven containers are permitted in screened areas. Containers may be placed at the curb after 5 p.m. the day before collection and must be returned by 9 a.m. the following day after collection.

The City of Chesterfield has renewed the solid waste service with Republic Services for the next five years; more information to come.

A NEW AQUATIC CENTER AHEAD?

Did you know our aquatic center is more than 30 years old? A lot has changed since then, and it is time to take a close look at how the aquatic center can best serve our community now and in the future.

WHAT DO OUR RESIDENTS THINK?

As you may have experienced, our current facility is struggling to meet the needs of our residents. Our recent community survey of more than 300 residents showed a desire for a high-quality aquatic facility that is safe, can be staffed efficiently, and offers a great experience, whether residents are enjoying daily swimming, a walk in the lazy river, or a swim meet.

With changing aquatic standards and rising repair costs, continuing to invest in the current facility may no longer be the best use of taxpayer dollars. Many areas around us, such as St. Peters, Webster Groves, and St. Charles, have already updated centers; now it’s our turn. Chesterfield residents deserve a space that promotes fun, safety, and healthy habits in a family-friendly environment that enriches our community for years to come.

Based on survey responses, our design team developed several options that meet what you have said should be our highest priorities. That could include expanding the lap pool, upgrading fitness and wellness spaces for residents who walk the river, reimagining fun and kid-friendly areas, and creating flexible spaces for special events and birthday parties.

The new design ideas address the items you said were essential, and we are excited about the possibilities.

Now, it’s your turn to review our design options and share your input as we continue to move forward.

CHESTERFIELD FAMILY AQUATIC CENTER

WE NEED YOUR INPUT:

The City will be holding two Open Houses for residents to learn more about the design options and provide feedback to guide us as we move forward in the process. Members of the design team will be there to walk you through the various options, answer questions, and provide a way to share your thoughts.

OPEN HOUSE MEETING #2

While the design options are still being finalized, here are some examples of what you might see:

*Does not depict final design options. These are for informational purposes only.

Each option will be shown over the current facility so you are able to visualize what the new space might look like. It will also highlight the features in the updated space, such as the lazy river and concession stands.

There will be separate plans detailing the buildings on the site. These will show where the multipurpose space, locker rooms, and family changing rooms could be located.

We hope you can join us on Thursday, March 5, from 4 to 7 p.m. or on Saturday, March 7, from 9 a.m. to Noon to learn more about our new aquatic facility project, the progress we’ve made, and how impactful your feedback has been to guide us as we move forward.
