s we celebrate the 16th Annual Employee Service Awards, we recognize more than 220 team members who have dedicated their professional lives in service to the City of Cedar Rapids. This year’s honorees represent an extraordinary 3,070 years of combined service, with milestones ranging from 5–45 years of commitment to our community. On behalf of the City Council, Executive Team, and leaders across every department, thank you for the dedication, skill, and passion you bring to your work. OUR FORM OF GOVERNMENT

I

n our Council-Manager form of government, community members are at the top of the organizational chart. Voters elect the Mayor and City Council, who set policies, approve the budget, and determine the tax rate.

The Mayor and City Council work part-time and appoint a full-time City Manager to carry out the policies it establishes. The City Manager oversees the administrative operations of our government. With the help of Department Directors and staff, the City Manager is tasked with bringing Council policy decisions to life in the day-to-day workings of our city. The City Council also appoints the City Attorney, City Clerk, and hundreds of community members who serve on various boards, commissions, committees, and task forces. These groups play a vital role in developing, implementing, and reviewing public policy for the City Council, influencing decisions that shape our community, and protecting and stewarding the City’s assets.

Roger Aldridge

Five years ago, Roger officially joined the Veterans Memorial family — and he has fit right in ever since. We deeply appreciate his punctuality, efficiency, and flexibility. No matter what we hand him, Roger is always right on time and ready to help. He has a big heart and we are proud to congratulate him on this great milestone.

Sara has jumped right in since joining Animal Care & Control in June. She is very organized and has been able to work with our vendors on our ordering/billing processes so that expenses are paid and we continue to get important supplies when needed. She is always looking for more efficient and time-saving ways to complete tasks. We appreciate how she notices when help is needed and jumps in to assist. Cliff has shared extensive construction knowledge with Sewer Division staff, ensuring projects are completed efficiently and to a high standard. He is always ready to assist wherever needed, whether that means supporting his own team or lending a hand to others. Cliff makes sure tasks are completed safely and on schedule. In just five years, Firefighter Becker has proven himself to be a reliable driver/operator at Station 6. He has already been trusted to serve as acting Captain for his crew, a testament to his worth to CRFD. He is a hard-working firefighter who accepts any task given and always does his best to accomplish the mission. He exemplifies what a firefighter should be. Becker is an asset to our shift and a pleasure to work with. Firefighter Bell is a solid firefighter and gifted paramedic who has proven himself to be a capable and reliable driver/operator in his five years with the Department. Bell has been called upon to fill in as an acting captain at times and has accepted that role with positivity. Bell has also been named the B Shift Hazardous Materials lead. With a willingness to lead, learn, and answer the call, Bell demonstrates every day what it means to be a firefighter.

Andrew embodies the City’s Core Values. He thinks outside the box during field sampling, supports his teammates, and consistently keeps the laboratory organized, efficient, and running smoothly. He has played a key role in improving the laboratory’s training program, becoming one of our primary trainers across both the drinking and wastewater laboratories. His dedication, leadership, and hard work have made him a highly respected and invaluable member of the team. Thank you for your outstanding contributions!

Kyle is a valuable member of the CIP Engineering Team who approaches every day with a great attitude to help improve our community. He has grown from being the ADA specialist to a project manager where he eagerly shares his expertise and provides useful insight for ADA infrastructure. He also works to ensure all members of the community are heard, allowing projects to provide the most benefit while limiting impacts. Kyle approaches challenges with a positive mindset and is great at stepping up to help others. We appreciate having him as part of the team.

Brenton is an outstanding operator and a valued member of the Water Distribution Team. After joining Water Distribution in 2021, he quickly advanced to the operator position. This May, he earned his Iowa DNR Distribution Grade 2 certification. His fabrication skills have made a lasting impact, including designing our Megalug rack, modifying our skid loader trailer to transport the trench box and hydraulic shoring. It is valuable to have a trailer that keeps all our shoring equipment together. He is also repurposing old fire hydrant heads into a truck-mounted flushing tool that holds dechlorination pucks. This innovation eliminates the need to repeatedly lift the 25-pound Hose Monster in and out of the service truck, reducing the risk of injuries. Brenton is always looking for ways to improve our operations and make Distribution a better place to work. We look forward to many more years!

Firefighter Block has established himself as a dedicated and dependable member of the Fire Department. He plays an active role in developing the Department’s newest firefighters by assisting with recruit training and serving as a reliable and relatable mentor for new members. Adam leads by example through his professionalism, positive attitude, and commitment to continuous learning. His willingness to invest in the success of others has made him a valued member of his crew and an important contributor to the future of the Department.

Josh comes to work with a great attitude, expert knowledge, and years of experience. He is professional in all interactions, quick to help anyone who asks, and happy to share his insights and knowledge with others. He is a very valuable member of the FMS team! Officer Christensen has consistently demonstrated a strong work ethic, dedication, and pride in serving the community. He strives to expand his knowledge and improve his skills by embracing opportunities for professional growth. After receiving specialized training in OWI detection and processing, he shared that expertise by instructing new officers at the Police Academy, helping prepare the next generation of law enforcement officers. His commitment to supporting his fellow officers and serving the community reflects the highest standards of public service.

Since joining I.T. three years ago, Andrea has been instrumental in moving the Department forward and filling a vital role our team had been missing. Her previous two years with the Finance Department provided a strong financial foundation that has enhanced her effectiveness. Andrea is a pleasure to work with and brings the added benefit of being a true “BrainSponge.” She consistently steps up wherever needed, providing exceptional work in asset management, budgeting, contracts, and project coordination. Andrea is highly respected within the Department and across our One City Team. Her reliability and service mindedness are evident every day. Dustin’s work on the Distribution Team started with the repair and replacement of water mains, valves, and fire hydrants. He quickly transitioned to the maintenance side, where his expertise in valve maintenance, valve box repairs, and coordinating contractor shutdowns has been invaluable. Dustin has become our go-to for shutdowns, because we can trust that every job will be completed correctly and efficiently. Thank you, Dustin! We greatly appreciate your hard work and dedication to our team and the community. Officer Craun demonstrates a strong work ethic and commitment to the Police Department. He consistently accepts multiple shift-level responsibilities, contributing to improved operational effectiveness and supporting the success of his team. His willingness to step in where needed reflects both reliability and a dedication to the Department’s broader mission. Craun also contributes to the development of future officers through his role as a driving instructor with the Police Academy. Clay has quickly become someone the Forestry Team can count on. As part of a two-person removal crew, he safely and efficiently completes some of our most complex work while consistently delivering high-quality results. He has expanded his skills in small tree pruning, stump grinding, grapple operation, and many other aspects of Forestry, making him a dependable resource. Clay builds positive relationships with residents, works well with coworkers, and is always willing to share ideas and help develop work plans. Whether responding to after-hours calls or stepping in to lead a crew when needed, he approaches every task with professionalism and a commitment to quality. Clay’s contributions continue to strengthen the Forestry Team and the services we provide our community. Josh has been a valuable asset to our Utilities Customer Service Team. He skillfully manages a wide range of priorities each day, from assisting customers with care and respect to performing detailed data analysis that supports our operations. Josh makes sure customers receive quality service while upholding City policies. His support of our team has been both positive and impactful. Officer Dostal works in the Uniformed Patrol Division and has been a self-motivated officer, taking on additional responsibilities and becoming part of the Mobile Field Force and Bike Patrol. As a West District officer, Dostal works within his community to develop sustainable resolutions to community issues. This has helped him gain the trust and support of the community members he serves. Officer Dunkelberger demonstrates a strong commitment to proactive policing and consistently looks for ways to make a meaningful impact, often taking initiative in her daily work and seeking opportunities to better serve the community. She also shows a genuine desire to grow professionally, actively pursuing exposure to new assignments and areas within the Department. Her drive to learn, adapt and contribute adds value to the Department and organization as a whole. Brandon has been an exceptional employee. He always comes to work with a good attitude and takes every opportunity to learn anything new. Brandon has a bright future in leadership here; we are very fortunate to have him in the Sewer Division. In a short time, Mitchell has grown to be a reliable water treatment operator. He gained his Grade 4 license within the last year and has continued to use his knowledge to help onboard new hires and assist when they need help. He always makes safety a priority. His future is bright in the Department and I can see him continuing to grow and learn as more projects come online. MJ has served the Library in various capacities since 2018 — first as an AmeriCorps VISTA, and then in a number of other roles leading to her current position. MJ brings incredible attention to detail to her work and is not afraid to speak up when things can be improved. She takes great pride in creating unique and creative experiences for our patrons of all ages. Congratulations, MJ, on this milestone, and thank you for everything you do!

Officer Fink primarily investigates financial and property crimes within the Criminal Investigation Division. With more than 20 total years of service as an officer in a variety of different roles, he is extremely knowledgeable and well trained. His experience has made him a very passionate and successful investigator. Brian is also a valued member of Peer Support, and the go-to for the Department’s Chaplain Program. He is a great asset to the Department. Jody has made exceptional contributions since joining the Distribution Team. With a robust plumbing background, he brought a wealth of experience that has greatly benefited our operations and made an immediate impact. Jody is instrumental in performing vital maintenance and repairs on water mains, valves, fire hydrants, taps, fire flows, flushes, and standbys. His extensive knowledge and skills are invaluable, ensuring we complete our tasks accurately and efficiently. He has become our go-to expert for fire hydrant repairs, showcasing his commitment to excellence. Thank you for all your hard work and dedication. We appreciate everything you do to keep our water system running smoothly! Kristy, thank you for your dedication to your team and serving our patrons, I cannot believe it has already been 5 years!

Caitlyn has shown outstanding willingness to go above and beyond in her first five years. She has taken on an expanded role with the Cedar Rapids Public Safety Cadets and is available as a resource for coworkers and all first responders. She makes a difference every day and we can all sense her passion and commitment. Firefighter Fry has taken advantage of her first five years honing her craft and exploring and expanding horizons. One of her specialties is with the Cedar Rapids Metro Hazardous Devices Unit (bomb squad) where she is proving to be a swift learner. The role offers the chance to work cooperatively with regional first responder agencies and serve not only Cedar Rapids but all of Eastern Iowa. Kenna is a dependable team player who supports her coworkers and contributes positively to daily operations. 13

Jarrett is a steady, dependable part of the Department. As a records technician, Jarrett supported daily operations through consistent task completion that helped keep the unit running smoothly. He moved to the Evidence Unit in April, where he has taken on new responsibilities in a complex and detailed assignment. Jarrett demonstrates a willingness to learn and adapt to new expectations. His ongoing efforts to understand and perform the essential functions of evidence handling is appreciated. Jarrett’s contributions, dedication, and continued commitment to the Department are notable.

As administrative assistant of Development Services, Jennifer supports a number of the Department’s day-to-day operations. She assists with Board & Commission Agendas, uploading council documents, answering phone calls in to the Department, and coordinating responses to citizen requests. Congratulations on five years of service to the City!

Since April began working for the City, federal grant reporting requirements and the financial information the City must submit has changed significantly. April has continued to strengthen and improve these processes by working collaboratively with departments across the City to obtain the information needed for Finance to accurately report on grants. Her efforts have helped ensure compliance with evolving requirements while improving the accuracy and consistency of the City’s financial reporting.

Alison is a thoughtful and insightful writer who has brought years of experience to her role at the Library. Her ability to tell a story has allowed us to develop award-winning annual reports and quarterly magazines, as well as countless emails, social media posts, and press releases. She is instrumental in ensuring people understand the Library’s impact. Her flexibility and willingness to learn has allowed us to grow and adapt in valuable ways. We are so lucky to have her on our team.

Officer Hall’s first five years have been spent mostly on the overnight patrol shift where he works tirelessly with two beat partners. He understands his area and focuses on problem houses, arrests drug users and dealers, and seizes narcotics. He has also received the Medal of Valor, Medal of Merit, and a commendatory letter. Officer Hall strives each day to make Cedar Rapids a great place to live and work. Through hard work, skill development, and consistent performance, Jacob has earned his role as a concrete finisher. His growth within the Concrete Construction Crew is a testament to his commitment and craftsmanship. Kelly is an important part of our Civil Rights Commission Team. She is extremely dedicated to the work of the Commission and is always happy to help. We enjoy having her on our team. Brian is a valuable asset to our Housing Inspection Team. He has already handled several challenging properties, ensuring they meet compliance standards for our community. His calm demeanor and positive attitude enable him to resolve issues effectively and achieve code compliance across rental properties. During the past year, Brian also served on the City Manager’s Listening Post, giving other departments insight into the often difficult and important work happening in Code Enforcement. His dedication and contributions are greatly appreciated. Firefighter Howell came to the Department as a certified paramedic and HAZMAT technician. Since then, he has dedicated himself to becoming an excellent firefighter. Whether on or off duty, Howell has taken advantage of countless training opportunities. He was recently entrusted with training the probationary employees in our Fire Academy. Howell also fills the role of captain whenever needed. Marcus demonstrates a strong drive for continuous improvement. His dedication enabled him to advance to maintenance worker III in just two and a half years. He actively seeks out new opportunities to grow within the organization and reliably steps up to support his team to get the job done. Thank you, Marcus! 15

For the past three years, Officer Jenatscheck has been a dedicated member of the Police Community Action Team. He is known for treating everyone he meets with respect and integrity and for demonstrating how much he cares about the community. Beyond his regular duties, Jenatscheck is an active part of the Department’s Mental Health and Wellness program, helping support his fellow officers. He also lends his skills as a driving instructor. His hard work, positive attitude, and commitment to the Department make him a valuable part of our team. Officer Johnson is always willing to take on new tasks. He recently completed an accident investigation course and is working to gain his certification to become a drone pilot. He constantly looks to stay busy and is willing to put in extra work to complete his duties to best serve Cedar Rapids. Congratulations on five years! Thank you for your willingness to jump in wherever needed and for the positive attitude you bring to Transit & Fleet each day. I appreciate your commitment and look forward to many more years ahead. Chad quickly advanced through our organization, reaching maintenance worker III in just three years — a testament to the strong service he provides our City. He consistently demonstrates adaptability and teamwork in every aspect of his role. Chad is a valuable asset to the team and works exceptionally well with everyone. Jen is a very dependable employee with a great sense of humor. In addition to keeping the workplace fun, she has been an innovator, working to improve efficiency and simplify our work processes. Candice demonstrates our Core Values in her work. Her experience and expertise make her a trusted resource among teammates. Internal customers consistently praise her approachable, cooperative nature. Candice readily steps in to assist others, goes above and beyond to keep the laboratory organized and operating at a high standard, and approaches complex equipment troubleshooting with confidence and strong critical-thinking skills. She embraces every question as an opportunity to learn and grow, while continually seeking ways to improve laboratory safety. Thank you for your dedication, hard work, and positive impact on the team! For the last two years, Officer Lodge has been a dedicated member of the Police Community Action Team. His strong working knowledge of individuals involved in group violence has made him an especially effective and trusted member of the team. Lodge also serves with the Department’s Special Response Team, bringing skill, reliability, and focus to every situation. He is hardworking, committed, and truly dedicated to the Police Department’s mission. His contributions continue to positively impact our community. Firefighter Manternach brought an infectious, positive attitude to us five years ago. He works at Station #9 and brings a can-do dedication to the craft that has already led to the opportunity to serve as apparatus captain many times. This speaks volumes to not only our trust in his current skills, but our hopes for his long, successful career with us. Jacob has made a meaningful impact at the Noelridge Greenhouse through his knowledge of Iowa’s native plant species and his commitment to ecological stewardship. He has expanded the greenhouse’s native plant list to more than 150 species and continues to help transform landscapes across Cedar Rapids into thriving native areas. Each fall, Jacob takes the initiative to collect, harvest, and clean thousands of native seeds that support the Department’s ongoing planting efforts. His curiosity, dedication, and passion for native plants continue to strengthen our team and contribute to a healthier, more sustainable community. 17

Aric has spent the last few years as one of the two meter readers covering the entire city. He is known around the shop as the “candy guy,” and always has a supply ready to share. Aric enthusiastically takes on new work — and does so with a smile. We appreciate his attitude and everything he brings to the team.

For the past five years, Lauren helmed Water Pollution Control’s buzzing activities. This includes a $350 million, four-year-long Contract 2 renovation project (nearly half complete); Project Phoenix, an industrial operations reliability initiative using comprehensive solutions to maximize asset performance and workforce capability; major infrastructure repairs, including the replacement of a critical 84 inch underground process pipe; and the renovation of clarifiers and dissolved-air flotation thickeners. She has led this all while also leading the Iowa Water Environment Association (IAWEA) and earning their Harris F. Seidel award, the Golden Manhole award, William Hatfield award, and Arthur Sidney Bedell award. In the aftermath of the COVID-19 pandemic, Lauren worked with United Way to revamp their outreach program. In her spare time, she coaches 7th and 8th grade volleyball at Solon Community School District. Lauren is a valued community and City Team member. Congratulations on your well-earned promotion!

Firefighter Miller brings a positive attitude, strong work ethic, and commitment that makes him a valuable employee. His first five years here have shown him always ready for work and to jump in when needed. In addition to his service to the City, Nathan serves his local community as a volunteer Firefighter/EMT, further illustrating his dedication to service.

Alisha is dedicated to her work, supportive of her coworkers, and was recently selected to an expanded role in the Criminal Investigative Division. Her sense of humor brings joy and a lot of laughter to the day, making tough work feel easier for everyone.

Tait started with the Library during a unique period as COVID-19 restrictions began. This exposed him to working adaptably and flexibly serving our community’s unique needs given the circumstances. As restrictions lifted, the Library saw an increase in teen behavioral challenges. Tait, alongside a few other amazing Library employees, showed a willingness to work collaboratively to try new and proactive approaches to prevent issues. This work — building healthy relationships with patrons; getting to know names and interacting with community members; and treating all will dignity, compassion, and respect — has influenced the core of the Library’s operations. Officer Mullins has made a considerable impact in just five years. After learning the City while assigned to Patrol, she applied to be, and was selected to serve as, a Mental Health Officer. She works with a social worker for ongoing follow up with people battling mental-health or substanceabuse issues, directing them to the proper resources. She teaches mental health and physical training in our Police Academy. She also serves on our Crisis Intervention Team as a negotiator, and is on Honor Guard and Mobile Field Force.

Officer O’Hare is a dependable and steady presence on the team, known for his stoic professionalism and strong working knowledge of the job. He rarely needs guidance and consistently performs at the top levels of proactive policing. He approaches each day with a positive attitude and quiet determination. Zach works exceptionally well with his peers, contributing to a strong team environment with his wit and dry sense of humor along with an occasional smile.

I have looked to Kendall as a leader in shelter operations. We can count on her to keep the shelter running efficiently when the supervisor is out. Captain Kurka has repeatedly shown the decision to promote him to inspector in 2023 was the right call. He became certified as a fire inspector I and II and is currently working toward obtaining his Fire Plans Reviewer Certification. Kurka oversees the final inspections for new- and remodel-construction projects and reviews fire-sprinkler and -alarm plans. He is also the Hazardous Materials (HAZMAT) Team manager. Under his leadership, the HAZMAT Team has received several grants and equipment items keeping them on the leading edge of technology. Kurka’s growing skillset and willingness to improve are on constant display.

Captain Maas is a highly motivated fire officer who takes special pride in working on Engine 1, the City’s busiest unit. He is a student of the firefighting craft and well-versed in all things firefighting. Maas is a seasoned member of the Special Operations Program and holds technicianlevel certifications in the disciplines of rope, confined-space, and swift-water rescue and hazardous materials. Maas is the Department expert on the hydraulics of firefighting and water delivery and application. Investigator Liddle has held numerous positions during his 20 years as an officer. He is currently an investigator assigned to the Mobile Assist Team. Liddle instructs multiple topics within the Department and Regional Academy.

Firefighter McDowell is a dedicated and highly valued member of the Fire Department. He is respected by his Engine #6 crew and coworkers throughout the Department. Sgt. Wery has spent two decades in a wide variety of interesting positions: patrol officer, bike officer, field training officer, special response team (SRT) operator, SRT commander and criminal investigator. Wery was promoted to sergeant in 2020. During his tenure in this role, he has been a supervisor in both the Patrol and Criminal Investigations Division. His most recent assignment is commander of the Narcotics Unit, a sought-after position that comes with a great deal of responsibility. Officer Vozenilek has worked exclusively in the Patrol Division handling calls for service on the Southwest beat. Vozenilek is instrumental in the weapons armory, inspecting and repairing thousands of weapons over the course of his career. After 25 years on the job, Firefighter Williamson is a trusted, respected mentor for anyone smart enough to listen to his lessons. In addition to being a paramedic, he has spent years on the Rope Rescue, Confined Space, and Trench Rescue Teams. Jason is also involved in the Urban Search and Rescue Program. These specialties give him the chance to teach firefighters how to become better at their craft and offer sage advice on life. His peers and the Department value his wisdom and sincerity.

Jim Bishop

For three decades, Jim has been a steady and dedicated presence at our treatment plants. As one of the NW Treatment Plant’s original operators, Jim was there from the very beginning, learning the systems as they came online, troubleshooting the inevitable growing pains of a new facility, and helping build the operational foundation upon which the Plant runs today. In his time with the City, Jim has seen equipment upgraded, regulations evolve, and countless colleagues come and go. Through all of those changes, his commitment to producing safe, reliable water for our community has remained. The institutional knowledge he carries is something no manual can fully capture; generations of newer operators have learned the ropes under his guidance. A certified I.C.C. Permit Technician, Diana is a 30-year standout performer in our Department and our leading electrical permitting expert. She has guided the permitting process through major challenges, including the 2008 Flood, the 2020 Derecho, and the extremely heavy workload that followed each event. Over her career, she has worked on nearly 30,000 permits. Diana consistently goes above and beyond, frequently assisting customers at the counter with their permitting questions and helping them navigate complex requirements. Brian is always working to ensure our instruments are as accurate as possible, finding ways to improve our processes, and willing to help in any way he can. For 30 years, Steve Krug has helped shape Cedar Rapids Parks & Recreation as the Department’s landscape architect. He has designed and collaborated with contractors on nearly every major Parks & Recreation construction project, including playgrounds, restrooms, pavilions, pickleball courts, and more. Much of Steve’s work happens behind the scenes, bringing ideas to life to create the parks and facilities residents enjoy every day. Most recently, he expanded his role by working toward ADA certification to become the Department’s ADA point of contact while also supervising the Construction Team. Steve’s experience, collaborative approach, and extensive knowledge continue to strengthen the Department and the community we serve. Roni is a 30-year Building Services veteran who works tirelessly to meet the needs of our commercial building customers. A certified I.C.C. Permit Technician, she is our commercial permitting expert and regularly handles some of our largest and most complex projects. Roni is a true customer-service champion and the go-to for permitting answers. Her experience, dedication, and consistency make her indispensable. For 30 years, Todd has helped maintain safe, welcoming facilities for our community. As a mentor for our Recreation Maintenance Team, he shares his knowledge and experience with both seasonal and full-time staff. After becoming a Certified Playground Safety Inspector, Todd helped lead the transition of playground and outdoor fitness equipment maintenance to Recreation Maintenance. He also developed an asset management system in Elements and continues to train staff on the inspection process, helping ensure our playgrounds remain safe for the families who use them every day. For 35 years, Kevin “Chauncey” Barry has helped shape Cedar Rapids’ golf system through innovation, leadership, and a commitment to quality. He began his career as assistant superintendent at Gardner Golf Course, where he became known for his innovative approach to turfgrass management and his willingness to share ideas that strengthened the entire team. Over the years, he has served in leadership roles at Gardner, Twin Pines, and Ellis Golf Courses, bringing his expertise to each facility while becoming a trusted resource across the Golf Division. His involvement in the Golf Course Superintendents Association of America has further strengthened the knowledge he shares with coworkers throughout the Department. During organizational changes, Chauncey successfully oversaw multiple courses. Today, he leads operations at Twin Pines Golf Course and Mini Pines Miniature Golf Course. At Mini Pines, his vision and attention to detail are evident throughout the course. From shaping the landscape and refining playability to adding features such as the outdoor sound system, he has helped create a welcoming destination enjoyed by more than 26,000 visitors. Chief Dostal has spent his entire law-enforcement career with the City of Cedar Rapids, beginning as a Police Officer in 1991 and advancing through the ranks of Sergeant, Lieutenant, and Captain before becoming Police Chief in 2024. As Chief, he directs the Police Department’s operations and oversees its personnel, hiring and training processes, and coordination with law enforcement agencies and community organizations.
