MESSAGE FROM THE CHIEF
2021
I am pleased to bring you the Cedar Park Police Department 2021 Annual Report. This report highlights some of the work fulfilled by your Cedar Park Police Department, made up of more than 130 employees. In 2021, I was selected to become the Department's Chief of Police after serving as interim for 15 months. With more than 20 years of service in Cedar Park, I am truly honored to lead this Department. Over the last year, our Department, like everyone else, experienced the continuing impact of the COVID-19 global pandemic. Through it all, the men and women who have accepted the call to serve and protect the citizens of Cedar Park continued to do so in spite of the challenges we faced. We gained some new talented recruits and staff members. But, we also lost some dear friends and colleagues. Although it is impossible to encompass public safety in a brief document, my intention is to give you information that demonstrates the commitment of the Cedar Park Police Department to engage, inspire, and protect everyone. The citizens of this City can be proud of their Police Department and the men and women who work to keep them safe every day. I am proud and honored to serve them and you.

The City Council is made up of seven elected members - a mayor and six council members. All seven members are elected at large, serving two-year terms. The mayor and council members place two, place four and place six are elected on even years. Council members place one, place three and place five are elected on odd years.

Accreditation THE GOLD STANDARD IN PUBLIC SAFETY
T HE HIS T ORY The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®), was created in 1979 as a credentialing authority to address what was seen as a need to enhance law enforcement as a profession and to improve law enforcement. In 2006, the Texas Police Chief’s Best Practices Accreditation Program was developed by Texas law enforcement professionals to assist agencies in the efficient and effective delivery of service.
L A W E N F O R C E M E N T A C C R E DI T A T I O N The law enforcement accreditation process focuses on standards that provide best practices related to life, health, and safety procedures for the agency. These standards are considered foundational for contemporary law enforcement agencies. Accreditation programs such as CALEA and the Best Practices Accreditation Program provide the framework for addressing high risk issues within a contemporary environment, ensures officers are prepared to meet community service expectations, and are prepared to manage critical events. The Cedar Park Police Department meets 180 international and 169 Texas-specific standards of excellence for law enforcement.
O U R A WA R DS The Cedar Park Police Department gained our first accreditation in 2011 through the Texas Police Chief’s Best Practices Accreditation Program. In 2016, we entered into the CALEA self-assessment. During that time, the agency verified compliance with international standards and collected proof of compliance for each of their Tier 1 standards. Upon completion of the internal review, an outside review was conducted by trained assessors from across the United States. The results of this review was then sent to the CALEA commission, and we were formally awarded Accredited Status with CALEA on May 4th, 2019. Cedar Park Police Department remains one of the few municipalities in Texas to be dual-accredited through international and state accrediting bodies. We remain committed to policing with excellence.

TRAFFIC ENFORCEMENT In 2021, there were a total of 2,277 vehicle accidents that occurred in Cedar Park. Those include major accidents, minor accidents, accidents with injury, leaving the scene, and accidents with a pinned patient. Traffic Activity overall was up 11% from the previous year, which can be attributed to the ease of COVID-19 restrictions.

C R I MINAL IN V ESTIG A T I O N S D I V ISION The Cedar Park Criminal Investigations Division (CID) consists of 12 Detectives assigned to investigate crimes against persons, crimes against property, and the Special Victims Unit. Together, this team of Detectives works to solve incoming cases through detailed investigations and analysis. Here is some of that data for 2021:

Our CID continues to work with community partners to solve cases and support survivors including Hope Alliance, Brave Alliance, Williamson County Children's Advocacy Center, and many more.
The fentanyl epidemic was the primary focus for the Cedar Park Police Department's Organized Crime Unit in 2021. The number of pressed pills containing fentanyl seized in 2021 was 82,225. The amount of pills reflects a 994% increase in fentanyl seizures from the previous year. During 2021, a new investigation was launched that identified members of a fentanyl drug trafficking organization. That investigation led to a joint operation with DEA, and OPERATION BABY BLUES was initiated. OCU investigated a total of 10 fentanyl overdoses in 2021, 5 of which were fatalities. This brings the total to 23 overdoses and 10 fatal fentanyl poisonings since the beginning of this epidemic in 2020.

The Cedar Park Police Department Victim Services Unit was developed to assist victims, families, survivors, and anyone who has experienced trauma as a result of crime. TONKA In 2021, we welcomed Tonka the Therapy Dog to our Victim Services Volunteer team. This gentle giant has the ability to calm and ease people who might be going through a stressful time. He also makes frequent visits to the Police Department with his handler, Courtney, to boost morale amongst employees and officers.
Communications
The CPPD Communications Center is made up of 14 dispatchers and 4 supervisors who are our true first responders. Their voices are often the first point of contact for those in need of public safety services. In 2021, Cedar Park Dispatchers handled 113,828 calls including both 9-1-1 and administrative calls. That number is up from the 105,464 calls in 2020.
2021 Highlights: CTRS Tactical Dispatch Program implemented. Process implemented for Certification of Discovery Compliance regarding Senate Bill 111. Development of Fire Department Auto Aid run plans for the implementation of a Multi County Auto Aid between several fire departments. Updated PD response plans to include the addition of several nature codes to assist with accurate response times and initial broadcast from the dispatcher.
2021 Highlights: Process implemented for Certification of Discovery Compliance regarding Senate Bill 111. Procedure implemented for the Beta testing phase for Online Reporting.
Records
The Records Division is the home for all documents relating to arrests, reports, warrants, traffic accidents, traffic citations, and other incidents that involve a police record. The Records Division responds to requests for copies of police reports, prepares criminal complaints for the District Attorney’s Office for filing and prosecution, responds to court record sealing requests, subpoenas, and Public Information Act requests. Records is staffed by one Manager, one Supervisor and 3 Records Clerks.
ANIMAL A N CONTROL
In 2021, our Animal Control Team added three new members: ACO Janiece Armagost, ACO Gary Bickford, and ACO Morgan Kowalski under the guidance of Supervisor Madison English. This year, these officers fielded 3,003 c calls for service which represents a 27% increase in calls for service over the previous year.

In 2021, we helped 137 families and over 500 kids in need receive food and gifts for the holiday.
We also partnered again with Gracie's Canned Goods who collected hundreds of canned food items to distribute to each family!

June 2021 marked the 6th year since Central Texas Regional SWAT went operational including Cedar Park PD, Georgetown PD, Pflugerville PD, and Leander PD. This year, CTRS ran 25 operations including 4 barricaded persons situations. To date, CTRS has conducted 142 operations, including more than 20 barricaded person incidents. The team has continued to maintain an excellent reputation within the Central Texas Region and has solidified a number of working relationships with area police departments and tactical teams. Of special note, in 2021 CTRS added a Tactical Dispatch Program. There are dispatchers from all four member agencies assigned to CTRS tac dispatch and they all went through a robust application, background, and interview process. The tactical dispatchers are critical to CTRS and they handle all radio communications, transcription, and allocation/coordination of external resources for all of our tactical operations. Finally getting Tac Dispatch up-and-running will pay huge dividends for CTRS moving forward.

Chaplain Joe Enriquez For nearly a decade, Joe served as a Chaplain for the Cedar Park Police Department. He was so passionate about serving this community with the upmost of empathy. Chaplain Joe was a special part of our Police family and will be forever missed.
Officer K9 Rogue END OF WATCH: NOVEMBER 8, 2021
K9 Rogue suffered a medical emergency while performing training exercises and passed away on November 8, 2021.
The nine-year-old Belgian Malinois served 7 faithful years with his partner and best friend, Officer Gower.
He was responsible for multiple narcotics detections and tracking events and will be truly missed by all.
