A MESSAGE FROM THE MAYOR
Dear Neighbors & Friends:
This year has been off to a rather eventful and busy start. Many exciting things are happening in and around our community. For starters, I've been working with the Carlsbad Department of Development to increase industry and restaurant diversification. Our community continues to grow exponentially and Carlsbad needs to grow along with it. Part of that growth includes the students in our community, who deserve safe and modern accommodations for their educational needs. Therefore, the City Council and I support the $300 million Carlsbad School General Obligation Bond. The support of this bond advocates for the construction of a new high school and renovations to the Carlsbad Intermediate School building.
This past month, on the 11th, I proclaimed it 2-1-1 Day by honoring our local United Way of Eddy County with a proclamation. I am very grateful for our non-profit organizations, such as United Way, that provide assistance to our community. They provide assistance with gas, water, and electrical bills. They provide access to food, prescription medicines, veteran support, mental health support, and clothing to those who need it. On the topic of non-profit organizations, Goodwill is opening this month in our community. Goodwill is an organization that provides job training, employment placement services, and other community-based programs with people facing employment barriers. I will be attending the Carlsbad Goodwill's grand opening on March 9th. I look forward to touring the store and building and really connecting with the retail operations about their free service programs.
Later this month, we have guests from near and far visiting Carlsbad this month for the celebration of the Waste Isolation Pilot Plant's 25th Anniversary. We are looking for adult groups to help with clean up along the Hobbs Highway. Groups can earn extra funds by assisting. We are excited to continue to grow and refine the services we offer to the community in 2024. The Carlsbad Police Department has always challenged itself to find ways to improve our mission, our service and ourselves. Our top priorities this year are to expand our community outreach and community servicing programs. We want to strengthen our ties with the public and continue to find ways to police with our community as it undoubtedly works best when we work together as a team.
We are quadrupling the size of our School Resource Officer Program for the upcoming school year and are adding two District Coordinator positions that will assist the community in the beach, park and downtown areas. The expansion of the School Resource Officer program was made possible due to the city's ability to secure federal grant funding along with an overwhelming long-term financial commitment from the Carlsbad Municipal School District. Our District Coordinator program will continue to expand in years to come and we look for the positions to help address a large variety of community needs, complaints, neighborhood

watch programs, and various issues residents of Carlsbad may encounter.
We continue to set new records for calls for service in our community which means the need to expand our department is at an all-time high. The Pecos Valley Drug Task Force, which is composed of officers from the
Carlsbad Police Department and Eddy County Sheriff's Office, continues to get statewide recognition for their drug enforcement efforts and has even been recognized with national awards. We couldn't be more proud of their efforts.
Our K-9 program has expanded over the years from two to four police service dogs. They are a major reason our drug interdiction efforts are so outstanding and have yielded such remarkable statistical results. I am so proud of every one of our employees as we have been able to produce a lot of wonderful results with a relatively small workforce. It takes all of us to help complete the mission and we strive to get better every day. We look forward to working with all the other city employees and the new city administration in building a better Carlsbad for future generations.

RELEASE – NOTICE OF CLOSURE:
The long-rifle range at the Carlsbad Shooting Range located at 314 N Happy Valley will be closed on March 1st-3rd, 2024. A local organization will be hosting an ASA State Qualifier Archery Competition. The City of Carlsbad appreciates your cooperation with this closure. RELEASE – NOTICE OF CONSTRUCTION:
J&H Services Inc., will begin replacing a sewer line that will be along Old Cavern Hwy between Farris Street and Elgin Road, in Carlsbad, New Mexico, starting on March 4, 2024 and lasting for approximately 8 weeks. To aid in the construction and increase safety for the work, Old Cavern Hwy will be closed in its entirety with a detour around the worksite located on US-62. The only access will be for local residents on Old Cavern.
Traffic control devices will be installed in this area. The general public is asked to remain clear of the construction area and drivers who commute on this portion of the City are asked to please drive slow and follow any detour signs in the area. Your Cooperation and observance of all construction signs will be greatly appreciated to help ensure the safety of the public and the construction crews.
