1.0 Introduction 1.0 Introduction

Local character is the identity of a place and what makes it distinctive. A combination of land, history and people and how these specific features interact to make a place unique.

The Statement describes the desired future character for the Burwood - Concord Precinct Local Character Area. This is an evolving area that will undergo change and the future character is based on the Parramatta Road Corridor Urban Transformation Strategy (PRCUTS) vision and framework and community consultation.

This Statement combines the strategic vision for the precinct with local knowledge as a starting point for an agreed direction for the future character of the locality.

Proposed new development or future alterations to development within the LCA will need to be consistent with this Local Character Statement.

As shown below, the Burwood - Concord Precinct is situated to the north of Parramatta Road and is located within the City of Canada Bay LGA. In this Statement, this area is referred to as the 'Burwood Precinct' Local Character Area (LCA).

1.1. Local Character Statement This Local Character Statement comprises a Local Character Area Statement (Section 5.0) and a Snapshot on a Page (over page) of the future vision for the Burwood Precinct Local Character Area (LCA).

The Statement describes the Desired Future Character for a LCA in which the character will undergo significant change. It is based on an assessment of the existing area, plus the community’s views about what they want the precinct and residential areas to be like in the future. It also takes into consideration the future Metro Station and the impact that this will have in creating a new Burwood-Concord centre and precinct, and transit interchange.

Local Strategic Planning Statements (LSPSs) are the 20-year vision for managing land use change and the special character and values for a Local Government Area (LGA) Relevant to Local Government Areas (LGAs)

"Burwood Precinct will be a commercial gateway to Burwood Town Centre based around the enlivened spine of Burwood Road building upon existing amenity for new residents."

The Burwood Precinct local character area is focused around the central spine of Burwood Road, an important north-south spine connecting Burwood Town Centre to the south and Parramatta Road. The precinct will include a diversity of building heights and a range of commercial and residential uses that compliment and support the new Metro Station.

The new Metro Station within the precinct will improve connections from the precinct west toward Parramatta and east towards the Sydney CBD and a new interchange for buses connecting to the north.

This will transform the area into an active and lively precinct.

The desired future character along Burwood and Parramatta Roads will be marked by taller residential and mixed use buildings with active frontages.

Parramatta Road will be dominated by commercial buildings and urban services fronting a wide green spine. The proposed higher density will be focused around the station and along Parramatta Road and transition sensitively to lower density residential areas and nearby heritage items.

The precinct is part of the suburb of Concord, an area popular with families, with a higher proportion of people from non-English speaking backgrounds.

The area benefits from nearby regional open spaces including Concord Oval, Goddard Park and St Lukes Park.

New trees will create a 'green edge' to Parramatta Road and an improved network of footpaths, cycle routes and through-site links will make it easier to move around the precinct. New public open spaces along Burton Street will provide locally focused amenity and help to support the successful transformation of the precinct.

2.1. Integration

This Local Character Statement has adopted a methodology designed to determine the community’s aspirations for future neighbourhoods within the planning framework set by PRCUTS, which Council is required to deliver.

It follows a process which is consistent with the methodology established in the Local Character and Place Guideline (February 2019) by the Department of Planning, Industry and Environment (DPIE).

2.2. Methodology

Character, Culture and Context The process starts with an understanding of the existing character, culture and context of the place. It includes what the community told us about themselves and an understanding of the local character and history. It also considers the physical and strategic context of the location including the framework established by the Parramatta Road Corridor Urban Transformation Strategy (PRCUTS). The following headings have been used to help explain the existing character of the place; History, Social Characteristics, Economic Characteristics, Environmental Characteristics and Strategic Context.

Community Feedback and Values The next step involves summarising feedback on the community’s aspirations for the future, using the Local Character and Place Guideline to assist in identifying the community’s preferences for how an area could change while retaining its unique character and the extent of change that an area can accommodate. Change, Enhance, Maintain. The character assessment informs whether character areas should change, be enhanced or be maintained. The Guideline has special considerations for recognising local character in areas identified for growth and change.

Local Character Area Statement This section outlines the desired future character, which is informed by community feedback and aligned to the vision of the neighbourhood they would like to see created.

This section includes the following: • Character Precincts - Within the precinct there are separate Character areas based on community feedback and the existing characteristics and specific features in the locality.

• Character Principles - The Principles have been grouped into five themes: Character and Culture, Landscape, Built Form, Land Use and Activation and Movement, and cross reference key components of character as identified in the Local Character Wheel.

3.0 Character, Culture and Context

3.0 Character, Culture and Context

3.1. History

Prior to the European settlement, the Wangal clan of the Eora Nation were the original occupants of the area that became the suburb of Concord and had occupied the land for over 10,000 years.

European Settlement Some of the earliest land grants made to free settlers in 1793 were on an area of land named as Liberty Plains, a part of which is now within Concord. Subsequently, grants were also made to non-commissioned officers for land named 'the District of Concord', a name given by the Governor after a town in Massachusetts.

Historically, the area around Parramatta Road Concord was considered to be significant due to its location as a mid-point between Sydney and Parramatta. Important buildings such as the St Luke's Anglican Church, built by Edmund Blacket, and the Second Concord Town Hall (now demolished) were established within the area. Additionally, many Georgian and Victorian era houses are located along Burton Street, such as the Lansdowne house and Loretto house, which contribute to the area's local significance in the present day context.

Council has undertaken several programs of wide community engagement within the last few years that highlights and captures what the existing community values and their future aspirations for their centres, including higher density, mixed-use centres.

The overall population of Concord is estimated to be 15,948 (2020), which is the largest suburb population within the City of Canada Bay but one of the lowest suburb population densities within the LGA (31p/ha) due to the suburb's large area of 503 hectares.

3.3. Environmental Characteristics

Recent development along Parramatta Road near Burwood Road.

The precinct encompasses two urban blocks between Burton Street and Parramatta Road on gently sloping land that falls from the corner of Burton Street and Broughton Street to the corner of Parramatta Road and Loftus Street. The urban structure includes a few small laneways on either side of Burwood Road and off Broughton Street. There is a diverse range of lot sizes, with the largest lots along Parramatta Road, predominantly regularly sized lots facing Burton Street and the smallest lots with rear laneway access off Burwood Road.

The surrounding residential areas have undergone relatively little change in recent years and are largely characterised by established, low-density housing.

Some areas have a distinctive local character as a result of the significant numbers of original Federation Bungalow and Inter-War Californian Bungalow housing. In recent years there has been an increase in apartment living, including in nearby Local Centres and close to Parramatta Road.

The precinct lies on the edge of the City of Canada Bay LGA boundary with the Burwood LGA located on the southern side of Parramatta Road. The precinct is surrounded by several community facilities including St Mary's Catholic Parish Concord which includes a church, school and aged care facility, St Luke's Anglican Church and Concord Oval, a regional sports facility.

3.4. Economic Characteristics There are some significant commercial, community, retail, light industrial and car based uses within the Burwood Precinct and within close vicinity, which provide jobs for local residents and workers from the wider metro area.

With Parramatta Road located along the southern boundary, the precinct is highly accessible by car and well serviced by buses. The proximity of this busy road also creates challenges including noise and air pollution and restricted access.

The higher density Burwood Strategic Centre is located to the south of the precinct, accessed along Burwood Road. Along Parramatta Road are large showrooms and services (often car based). Small shops are located on either side of Burwood Road however the amenity of these shops is impacted by traffic and limited parking.

Due to the proximity of the Burwood Town Centre, a major hub with a shopping centre and main street shops, there is an opportunity for the Precinct to become a northern extension of the Burwood Strategic Centre.

4.0 Community Feedback and Values 4.0 Community Feedback and Values

4.1. Local Strategic Planning Statement Engagement Engagement feedback

Council’s Local Strategic Planning Statement (LSPS) is the community’s vision for future land use and character for the LGA centres and neighbourhoods over the next 20 years. It was adopted by Council on 15 October 2019 and granted formal Assurance by the Greater Sydney Commission on 25 March 2020, confirming that it is consistent with the State Government’s Eastern City District Plan for Sydney.

Feedback that relates to existing higher density and mixed use centres Feedback was used to determine the aspects and features that the community likes most about their existing neighbourhoods. The best aspects and features of these centres can therefore be used to inform the aspirational qualities for the future PRCUTS precincts.

In 2019, Council undertook wide community and stakeholder engagement to inform the LSPS. The community engagement included focus / interest group sessions, an on-line survey, pop-ups and numerous notifications, including postcards sent to all households and businesses in the LGA. The engagement strategy was designed to capture the community’s values and future aspirations for their neighbourhoods and centres. In addition to finding out what local centres residents use and why, questions were asked to capture the properties and features that the community likes, as well as does not like, about our current higher density and mixed use centres, in order to inform our future higher density, mixed use centres. The sorts of questions asked included: • What words would you use to describe the character of your local centre?

• As Canada Bay changes, what would you like to see in your local centre?

For example, the words most commonly used to describe the existing centres include ‘convenient’, ‘multicultural’, ‘friendly’ and ‘busy’. These are graphically illustrated in Figure 8, in which the most frequently used terms appear as largest text and the least frequently appear as the smallest text.

Residents have said that they primarily use the existing higher density, mixed use centres for shopping, to access services and to visit cafes and restaurants where they socialise with family and friends. Generally, the community found that the services they wanted to access were available in these centres. However, requests were made for a greater diversity of hospitality venues, including late night venues such as bars.

The community also expressed relatively strong views about what additional services and facilities are needed or desirable in these centres. Most residents said there needs to be more place-making features, such as trees, benches/tables and public art. More respondents chose wider footpaths to create vibrant local centres (68%) over more car parking (32%).

More residents also chose dedicated lanes for cyclists (57%) over maintaining the current road width and number of lanes (43%).

• Development of new dwellings around current and proposed public transport hubs, such as Parramatta Road and the future Metro Stations, is supported. However there is a strong expectation that new housing and density should be compatible with the character of existing neighbourhoods.

• Whilst car parking is desired in local centres, walkability and safe cycling is highly valued and wider footpaths should be prioritised over on-street parking.

• Trees in centres, along the streets and in parks are highly valued. Also highly valued are other placemaking features, such as seating and public art.

• There is a desire for urban services such as car repairs and home improvement outlets close to home.

4.2. Community Strategic Plan Engagement Council’s Community Strategic Plan (CSP) – 'Your Future 2030' identifies the social, environmental, economic and civic leadership (governance) aspirations and priorities for Council and the community over the next 10 years. It was adopted by Council on 12 June 2018.

In 2017-18, Council undertook wide community and stakeholder engagement to inform the CSP. The community engagement included focus / interest group sessions, a survey (both on-line and in hard-copy), pop-ups and numerous notifications, including postcards sent to all households in the LGA. The engagement strategy was designed to capture themes, goals and strategies to provide direction for the delivery of outcomes from 2018 until 2030.

Engagement feedback Feedback that relates to existing higher density and mixed use centres Whilst the CSP did not ask tailored questions that relate to the community’s aspirations for their existing higher density, mixed use centres, much of the feedback describes the properties and features that the community likes or aspires to having in their higher density, mixed use centres.

For example, the words most commonly used to describe what the community’s vision for their local area include ‘environmentally sustainable’, ‘easy to get around’ and ‘open space’. These are graphically illustrated in Figure 9.

Residents have said that access to local restaurants and cafes, al fresco dining options, and entertainment are important qualities for their centres and that encouraging new businesses that would support the local night life is a priority.

However, many participants expressed concern with the scale and quality of new developments. The community felt that ensuring new developments are well designed, sensitive to the existing local character, made from high quality materials and of ‘innovative design’ should be key priorities for higher density centres. ‘Rezoning to higher density outwards from Parramatta Road near Gipps Street’ was seen as particularly important.

The community most valued access to open space, feeling safe, feeling a sense of community, having access to a variety of community facilities, and an urban environment that is attractive and vibrant.

4.3. PRCUTS Engagement The State Government undertook community engagement to support the development of the PRCUTS. The following summarises the feedback provided by the community in surveys and submissions, that is relevant to the Burwood Precinct.

Open Space - 8% of comments: • The Precinct needs more open space.

• Some participants objected to the proposed locations.

Development - 34% of comments:

Walking and Cycling - 6% of comments:

• Building heights on Broughton Street, Burton Street and north of Gipps Street are a concern.

• Pedestrian and cyclist pathways need to be improved with a focus on safety.

• Development should be guided by good design.

Public Transport - 13% of comments:

• Loss of privacy and overshadowing from tall buildings, particularly close to schools, is a concern.

• Increase the frequency and capacity of public transport to support the projected population increases.

• Provision of affordable housing by increasing housing density is supported.

Traffic - 12% of comments:

• The proposed land use, heights and development density along Parramatta Road are supported.

• Increased population compounding existing congestion is a concern.

Character and Amenity - 8% of comments:

• Car use in the area may remain high even if public transport is improved.

• The proposed developments could have negative impact on the local character and heritage.

• Improve the intersection of Parramatta Road and Burwood Road.

• More street trees/greenery is supported.

• Further analysis on local heritage should be done prior to development.

Social Infrastructure - 10% of comments: • More social infrastructure, such as schools and health services, are needed to support population growth.

This Sub-Precinct is currently characterised by two storey shoptop housing along Burwood Rd and includes Neichs Lane which provides service access to some sites.

The future Concord-Burwood North Metro Station is to be located in this Sub-Precinct and will provide a welcoming gateway, opportunities for transport intermodal interchange and new commercial and residential development.

Parramatta Road Interface (east)

Currently this area comprises a mix of showrooms and vehicle related uses along Parramatta Rd with poor pedestrian and landscape amenity.

A six storey building height is proposed for this Sub-Precinct which will facilitate ground level commercial / retail uses with commercial and/or residential uses above. A 6m landscaped setback to Parramatta Rd will increase separation from traffic and improve pedestrian amenity.

Parramatta Road Interface (west)

This Sub-Precinct currently has similar characteristics to that of the Parramatta Road Interface (east) above.

This Sub-Precinct has higher proposed building heights than the Parramatta Road Interface (east). A 3-storey podium will define the street with tower forms ranging between 6-17 storeys to create a varied built form. The proposed mixed use zone will encourage ground level commercial / retail uses with residential uses above.

Burton Street Residential

Low scale residential development is currently the predominant feature of this Sub-Precinct.

In the future, Burton St is proposed to be zoned higher density residential with taller tower buildings. A 2-storey street wall will help to transition this built form to a lower, more pedestrian friendly scale along the street. Two large green public open spaces and a landscaped setback along Burton St will provide public amenity and contribute to an attractive streetscape character.

Burwood - Concord Precinct

5.3. Key Priorities

The proposed Burwood Precinct will improve access for cyclists and pedestrians, with shared and dedicated travel lanes.

Higher density development will be modulated due to deep upper level setbacks. A 2-3 storey street wall will present a more comfortable, human scale to the street.

Public plazas with open space and activated frontages will create a new local village and a provide a gateway to the future Metro Station.

Shared slow zones will enable comfortable pedestrian priority connections within the precinct, defined by street treatments such as flush kerbs and paved road surfaces.

Friendly frontages will encourage activity within the precinct and contribute to creating vibrant laneways and lively streetscapes.

The precinct design will enhance the extent and connectivity of Burwood’s green grid, creating green open spaces for the public.

Along Burton Street, generous landscape planting and shared paths will contribute to the street's green, neighbourhood character.

An effective transport interchange along Burwood Road will connect the wider neighbourhood with the new Metro Station.

New streets and pedestrian/ cycle links will integrate water sensitive urban design (WSUD) treatments where possible.

Along Parramatta Road, wide planting adjacent to the public domain will help create a landscape buffer between ground floor uses, pedestrians and the busy road corridor.
