GOVERNMENT

The City of Blue Springs has a Mayor-Council-Administrator form of government as set forth in the Home Rule City Charter. The City Council is the governing body of the City, elected by the public. The City of Blue Springs employs a talented and dynamic workforce of more than 300 employees who serve the City and its residents under the leadership and direction of the City Administrator. The City Administrator is appointed by the Mayor with the approval of the City Council and is responsible for the implementation of policies and decisions made by the Mayor and City Council. The City of Blue Springs is organized into departments, each managed by a professional, municipal department director who works diligently every day to meet residents’ government service needs.

MEETINGS The Blue Springs City Council meets at 6 p.m. on the first and third Mondays of each month for official Council Meetings for actions on legislation, in the Howard L. Brown Public Safety Building, 1100 SW Smith Street, Blue Springs, Mo. Blue Springs’ history is tied to the migration of settlers on their westward journey. Pioneers found the area to be an ideal stopover due to the abundance of cool, clean water from a spring of the Little Blue River - hence the name Blue Springs. The presence of water and a need for pioneer supplies led to the construction of a grist mill and permanent settlement at the site of the City’s Burrus Old Mill Park on Woods Chapel Road. The Jackson County Court granted the incorporation of Blue Springs on September 7, 1880, making the City the fourth settlement in the county, predating Kansas City, Missouri. An early settler, Franklin Smith, arrived in Blue Springs from Virginia in 1838 and became a leading figure in the community’s development. He established the first post office in 1845, naming it after the well-known springs. The settlement continued to grow near the springs until 1878, when the Chicago and Alton Railroad announced plans to build a station about one mile east of the original settlement. To take advantage of the railroad, the town moved its center to the site of the new station and continued its development as a rural trading center. In 1970, Blue Springs had a population of 6,779. Today, Blue Springs continues to grow with a population of more than 58,600 residents.

YARD WASTE

Per City Code, residents are required to dispose of their own yard waste properly. Raking or blowing leaves into the street creates traffic hazards, such as slippery or unsafe obstructions for traffic and environmental hazards such as clogged catch basins, which can create neighborhood flooding issues.

ANIMAL CONTROL FAQS

How do I get my animal out of impoundment? For the release of your pet you will need to provide proof of current rabies vaccination. The vaccination must have been given by a licensed veterinarian within the last year. Is there a leash law in Blue Springs? Yes, for dogs and cats, both. They must be kept under restraint at all times. Is there an ordinance regarding barking dogs? Yes, Section 215.050 of the Municipal Code states that no owner shall allow a dog or cat to bark, howl, meow or cry, disturbing a reasonable man.

MUNICIPAL COURT The Blue Springs Municipal Court is a division of the 16th Judicial Circuit Court of the State of Missouri. The jurisdiction of the Municipal Court extends to all cases involving alleged violations of the Municipal Code or other ordinances of the City.

The Central Jackson County Emergency Management Agency (CJCEMA) is a cooperative effort among the cities of Blue Springs, Grain Valley, and Lake Tapawingo in conjunction with the Central Jackson County Fire Protection District.

Both Public Works and Parks Department employees work together to serve as the City’s first responders for snow emergencies. The team maintains a 24-hour state of readiness for inclement weather from mid-November to midApril. Emergency Snow crews work closely with first responders, police, fire and EMS to ensure they can respond to emergency calls. To contact the Snow Removal hotline, call 816-228-0295.

FENCE, DECK AND POOL CONSTRUCTION

A new deck, fence or pool construction requires a City building permit. All pools holding 24 inches of water or more, including inflatable pools, must have a permit from Codes Administration available at 816-228-0118.

GARAGE SALES

Garage/yard sales and associated sale signage do not require permits. Signs must be placed on your own property. They may not be posted on public utility/light poles or on street rights-of-way. Signs cannot be posted on premises for longer than 3 days per sale.

HOME CHILDCARE BUSINESSES

All in-home childcare businesses require a business license issued by the City of Blue Springs. For more information, call 816-228-0131.

INOPERABLE VEHICLES

Inoperable vehicles must be stored inside a garage or removed from the premises. For inoperable vehicles in the street, contact the Blue Springs Police Department at 816-2280150. Registered commercial vehicles weighing more than 6 tons, boom and tow trucks are not permitted in residential districts.

LAWN CARE

Lawns should not exceed 8 inches in height. Eradicate any poison ivy on the premise of your residential property.

REPLACEMENT FURNACES, WATER HEATERS AND AIR CONDITIONERS

All replacements require a building permit and City inspection. If a contractor is used, they are required to have a valid City Business License.

PARKED VEHICLES

Parking of cars and trucks is not permitted on grass and lawns. Recreational vehicles can be stored in driveways, side/rear yards.

PARKS & TRAILS The City of Blue Springs Parks system is made up of 18 public parks including 4 undeveloped parks and an 18-hole golf course. Vesper Hall is a nationally accredited Senior Center that offers a variety of activities for individuals ages 50 and up. The facility also hosts many Parks & Recreation classes open to all ages and outside community events.

WEEKLY NUTRITIONAL LUNCH Served Monday - Friday from 11:30 a.m. to 12: 30 p.m. A $3.50 donation is suggested for ages 60 and up and for those who are disabled. A fee of $5.75 is required for age 59 and younger. Reservations must be made at least one day prior to guarantee a meal. Cancellations must be made prior to day of reservation.

HOME-DELIVERED MEALS Available for home-bound individuals in Blue Springs and Lake Tapawingo who are 60 years and older or disabled persons age 18-59. Meals delivered Monday-Friday and a $3.50 donation is suggested. Contact Vesper Hall to receive more information. Meals programs are cosponsored by Mid-America Regional Council. Federal funds assist in the cost of meal planning and preparation.

TRANSPORTATION SERVICES The City of Blue Springs offers transportation services for residents 60 years and older and adults with disabilities ages 18-59. The City contracts with OATS Transportation Services for medical and/or shopping trips within Blue Springs. Door-to-door pick-up and return to Vesper Hall 50-Plus Community Center for lunch is co-sponsored by Mid-America Regional Council. Buses can accommodate up to two wheel chairs and nine other passengers.

A seven-room home that was built in 1906 by Morgan Vachel Dillingham. From 1928-1947, Miss Narra Lewis resided in the home. In 1976, the home was purchased by Blue Springs Historical Society, Inc. and today is open for tours from April - December, three days a week (except holidays). Missouri Town 1855 is a living history museum with more than 25 buildings dating from 1820 – 1860 spread across nearly 30 picturesque acres. Original structures from seven western Missouri counties are filled with historic tools and furnishings, setting the stage for life in the mid-1800s.

Burr Oak Woods Conservation Area is 1,071-acre property located in Blue Springs just north of I-70. Natural features on the area include steep forested hillsides along Burr Oak Creek (the namesake of the property), large limestone boulders and outcrops, restored prairies and woodlands, and a trail complex that will guide visitors through many of the listed features.

Lake Remembrance is a 54-acre lake that offers anglers a chance to test the waters for bluegill, largemouth bass, redear sunfish or channel catfish. Fishing can be done year-round along with canoeing and kayaking; however, swimming is not allowed at Lake Remembrance. Accessibility is made easy in this location thanks to an allweather trail visitors can use to reach the entire shoreline and a handicap accessible dock.

Blue Springs Lake, located in Jackson County Parks + Rec’s Fleming Park, offers 720 acres of water excitement. Power boating, water skiing, tubing and jet skiing are all familiar sights on this popular lake, a public beach (currently closed due to lifeguard shortage), 6 picnic shelters and campgrounds.

CITY OF BLUE SPRINGS BOARDS AND COMMISSIONS The City of Blue Springs has numerous advisory boards and commissions comprised of volunteers from within the community who serve without compensation. Generally, these commissions make recommendations to the Mayor and City Council regarding actions and policies affecting municipal government, City departments and the community. All meetings are open to the public. APPEARANCE REVIEW COMMITTEE

This committee reviews applications for site plan design review applications in areas of the Adams Dairy Parkway Overlay zoning district and makes recommendations to the Planning Commission.

BOARD OF ADJUSTMENT

This board hears and decides upon variances or appeals of administrative decisions related to the Unified Development Code. This board is unique in that its decisions are final. No recommendations are made for the City Council to act upon. Appeals of board decisions are referred to the Circuit Court of Jackson County.

COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY COMMITTEE

This committee assists in the assessment of projects presented for annual funding consideration. The sevenmember committee includes members of the community with a knowledge of and interest in redevelopment with low- and moderate-income areas, downtown capital improvements, housing, and homeless and disability needs. 28 www.bluespringsgov.com

DEVELOPMENT ADVISORY COMMISSION

This commission was formed to foster proactive communication between the City and the building community. The commission meets on an as-needed basis. Proposed development regulation changes are reviewed and recommendations are forwarded to the Mayor and City Council.

DOWNTOWN REVIEW BOARD

This board serves as the governing body of the Downtown Development Code and reviews building permits and site plans within the Downtown Zoning District. The board is comprised of nine members who work closely with developers and downtown businesses to create a welcoming and vibrant downtown corridor.

ECONOMIC DEVELOPMENT COUNCIL

The Economic Development Council is responsible for advising and making recommendations regarding the sale, acquisition, and development of property; developing strategies, objectives, and policies to attract and retain business; and general policy guidelines for the City’s Economic Development program to the Mayor and City Council.


HUMAN RELATIONS COMMISSION

The Human Relations Commission is responsible for securing for all citizens equal opportunity in employment, public accommodations, public services and housing and to continually strive to eliminate and prevent discrimination, including but not limited to segregation or separation, in these areas against individuals and groups for reasons, including, but not limited to, race, gender, sexual orientation, gender identification, ethnicity, family structure, physical ability, religious affiliation, age, color, language, national origin, veteran status or ancestry and makes recommendations to the Mayor and City Council.

LAND BANK OF BLUE SPRINGS

The Land Bank of Blue Springs is responsible for returning non-revenue-generating and non-taxproducing land to usefulness by managing, selling, transferring, and disposing of real estate owned by the Land Bank.

PARK COMMISSION

The Park Commission is responsible for guiding the operations and growth of the Parks and Recreation Department and makes recommendations on the acquisition of land to be used for park sites and on the supervision, improvement, care and custody of City Parks to the Mayor and City Council.

PLANNING COMMISSION

This Commission is responsible for reviewing a variety of planning and development applications, including holding public hearings. The Commission will make recommendations to the City Council for most applications. The Commission is also responsible for reviewing and approving the City’s Comprehensive Plan, generally updated every 10 years.

PUBLIC ART COMMISSION

within the City limits, to promote the acquisition, maintenance and upkeep of works of art on sites within the City through private fundraising, contributions of specific art or funds to acquire and maintain the same, grant applications, and short- or long-term loan agreements with art museums, artists, art organizations, galleries, or businesses and to make recommendations to the Mayor and City Council.

PUBLIC SAFETY CITIZENS’ ADVISORY BOARD

HISTORIC PRESERVATION COMMISSION

This Commission is responsible for reviewing building permits on properties that are designated historic landmarks or are within historic districts or historic conservation areas to ensure historical resources and features are protected and preserved.

This board advises the Mayor and City Council through the Police Chief and City Administration regarding various public safety programs, services, policies, budget issues, public safety planning issues, public relations, criminal activities and crime prevention programs within the City. This board consists of eight members and meets the fourth Tuesday of the month.

SOLID WASTE MANAGEMENT COMMISSION

The commission acts as an advisory committee and keeps the City Council informed regarding state and federal regulation of solid waste. There are five appointed members and meetings are scheduled on an as-needed basis.

TECHNICAL REVIEW COMMITTEE/HOUSING ADVISORY & APPEALS BOARD

The Technical Review Committee considers appeals of interpretations of the Building Code. The committee is comprised of five members who serve three year terms. Meetings are held on an as-needed basis and can be called by the Chair or the Director of Community Development.

TAX INCREMENT FINANCE (TIF) COMMISSION

The TIF Commission is responsible for conducting hearings and processing TIF Plan Applications in accordance with requirements of TIF statutes. The Commission also approves or denies the TIF Plan, and if approved, designates the developer.

COMMUNITY EMERGENCY RESPONSE TEAM (CERT)

The Community Emergency Response Team (CERT) Program educates people about disaster preparedness for hazards that may impact our area. This program trains participants in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhood or workplace following an event when professional responders are not immediately available to help.
