YEAR-END REPORT

FROM THE CHIEF OF POLICE BOB MUENZ

It is our pleasure to provide you with the 2025 annual report to our community. Our department is grateful for the support received and wants to share with you what we have been up to this past year. In this edition you will not only get to see some statistics and meet some of our new additions but learn about our recent accomplishments and plans for 2026.

First of all, I am pleased to report that our overall crime rates are trending down from recent years. While I cannot point to one factor that is causing this downward trend, I would like to think our crime prevention efforts and community partnerships played a small part. Regardless, it is good news! As part of our continuing efforts to support good mental health among our employees and community members, we welcomed support K9 Beau to our team. You will see more about Beau in the following pages. Also added to our team were new officers and professional staff as part of our continued recruitment efforts to fill vacant positions within the department. As we enter the first part of 2026, we have some of the lowest position vacancy rates than what we have experienced over the last several years.

At the end of 2025 the department also took significant steps to expand our partnership with FLOCK, adding additional crime prevention and response tools by becoming the first city in the state to become part of the Safe City Program. Through this partnership the department will be adding license plate reader and live surveillance cameras at key locations and intersections, expanding search capabilities within the system to aid in investigations and adding real time crime center software to tie all these crime prevention tools and cameras together. Probably the most exciting part of the Safe City Program is the addition of the drone as first responder (DFR) technology. DFR allows our department to increase response time by launching a drone to the emergency call or incident location providing video of the scene even before officers are able to respond. This technology will greatly increase community and officer safety, increase response time and help us use resources effectively.

And finally, with the completion of the City’s 2025 Strategic Plan, we have been provided a framework for achieving the goals outlined in the plan related to community safety and well-being. Our department has already started working on these goals, completing several and making significant strides in planning and development to complete all the objectives outlined in the document. We look forward to 2026 and continuing to serve the community with integrity, dedication and pride.

The Blue Springs Police Department’s Community Services Bureau offers a free, week-long program in the summer for girls in grades 6th through 12th for residents or students of the Blue Springs School District.

COMMUNITY PROGRAMS Girls on Fire Life Sports WEVIPS

A free summer sports camp for boys age 11-14 who are residents of Blue Springs or attend the Blue Springs School District. This is a great opportunity for middle school boys to interact with members of the BSPD.

Women Empowerment is a program focusing on teaching women and girls the basics of selfdefense. This training provides participants with the tools to protect themselves in dangerous situations.

Volunteers in Police Services (VIPS) is part of the Crime Prevention Unit of the Blue Springs Police Department. Fifty volunteers are on the job in various duty assignments throughout the department.
