Understanding Your City Government Workshops vs. Regular Council Meetings
As part of a new City of Blaine newsletter series, Understanding Your City Government, we are highlighting how local government works and what residents can expect when they engage with the City.
You may notice both City Council Workshops and City Council Meetings on the city calendar. While both are open to the public, they serve different purposes.
City Council Workshops: Learning & Discussion
Workshops are designed for in-depth discussion and information sharing. During a workshop, council members:
• Receive presentations from city staff, consultants, or project applicants
• Ask questions and explore options
• Discuss complex topics in a less formal setting
• Provide general direction to staff
Workshops help councilmembers better understand issues before formal decisions are considered. No formal votes are taken during workshops, and there no public comment periods. Workshops are open to the public to observe.
City Council Meetings: Action & Decisions
City council meetings are where the council takes official action. At these meetings, councilmembers may:
• Approve resolutions and ordinances
• Take formal votes
• Hear public input during designated comment periods
• Conduct official city business
These meetings follow a more formal structure and are where decisions are finalized.
Why Both
Matter
Using both workshops and regular meetings allows the City Council to:
• Spend more time understanding complex issues
• Ask detailed questions before making decisions
• Keep regular meetings focused and efficient
• Improve transparency by allowing residents to see both discussion and decision-making
Often it may appear that decisions are made quickly at council meetings. But in reality the council may have spent multiple hours discussing the topic in a workshop before it came up for a vote at a meeting.
Coming Up in This Series
Future articles in this series may cover topics such as how agendas are created, how residents can provide input, what boards and commissions do, and how city budgets are developed.
Residents are welcome to attend or watch both workshops and regular meetings. Agendas, meeting times, and live/recorded streams are available at BlaineMN.gov/Agendas

Distracted Driving Awareness Month
Stay Focused, Stay Safe
April is Distracted Driving Awareness Month, a reminder that safe driving requires our full attention - every trip, every time. Distracted driving occurs whenever a driver’s focus shifts away from the road, whether by using a cell phone, adjusting a GPS, eating, or engaging with passengers. Even a brief distraction can have serious consequences.
Blaine Police Department actively enforces Minnesota’s hands-free law and uses a variety of tools to keep our roads safe. This includes two unmarked, lifted trucks that allow officers a higher vantage point to spot distracted driving behaviors, such as drivers using handheld devices. These efforts are paired with roadside education to help drivers understand the law and make safer choices.
Preliminary data from the Minnesota Department of Public Safety shows encouraging progress. In 2025, there were 21 distraction-related traffic deaths statewide, a 30 percent decrease from 2024 (30 deaths), a 34 percent decrease from 2020 (32 deaths), and the lowest total in the past seven years. Ongoing education and enforcement - especially related to Minnesota’s hands-free law - are believed to be contributing to this decline. In 2025 alone, Blaine officers issued 528 hands-free citations. By staying attentive and keeping phones out of hand, we can all help reduce that number in 2026.
As spring traffic increases, drivers are encouraged to put phones away, program navigation systems before driving, and remain alert - especially near schools, neighborhoods, construction zones, and pedestrians. Parents and caregivers should also talk with teen drivers about the dangers of distraction and lead by example.
Distracted driving is preventable. Staying focused behind the wheel helps protect everyone who shares Blaine’s roads.
Construction Activity Increasing
in the 105th Avenue Redevelopment District
Residents and businesses can expect to see increased construction activity this spring and summer in the 105th Avenue Redevelopment District.
As redevelopment efforts continue, site work, utility improvements, and private construction projects will become more visible throughout the area. These projects represent continued investment in the district and are part of the long-term vision to create a livable entertainment and retail destination.
In addition to redevelopment activity within the district, Anoka County will be completing road work at 109th Avenue NE and Radisson Road later in 2026. This county-led project will result in periodic traffic impacts in and around the area.
Motorists should plan for possible delays, follow posted detours, and use caution when traveling through construction zones.
The City will continue to share updates as construction schedules are finalized and work progresses. For more information, visit BlaineMN.gov/105thAvenueRedevelopment
Federal Law Enforcement Information
During the first two months of 2026 the City received many questions from community members about the increased presence of federal agents in the metro area. The City created an informational webpage to help answer common questions from residents about the role of local police during federal law enforcement activity.
The FAQs explain that the Blaine Police Department’s primary responsibility is local public safety and that Blaine Police do not oversee, direct, or control federal agencies. The information also clarifies that Blaine Police do not enforce federal immigration laws.
Residents are encouraged to visit the City’s website to review the full list of frequently asked questions and access official, up-to-date information. The page also includes a contact form if you have additional questions.

Hydrant Flushing
Starts April 20
The Public Works Department will be performing annual fire hydrant flushing April 20-May 8, 2026. This process removes any sediment that may have settled in water mains. Hydrant flushing also allows crews to make sure hydrants are in proper working order. Crews will be working citywide each day from 7:30AM until 3PM to flush all hydrants. Hydrant flushing will create periods of low water pressure, with the disturbance in the water main potentially causing dark water. Although safe for human consumption, the discolored water may stain clothes, Residents are asked to refrain from washing clothes between the hours of 7:30AM to 4:30PM or until hydrants in the area have been flushed. Please check for water discoloration before washing. If you experience discolored water, run cold water for 10 minutes to help clear the lines.
Smoke Alarms and Carbon Monoxide Detectors
Smoke alarms and carbon monoxide detectors are small devices that make a big difference! Working alarms save lives. Take a few minutes each month to test your alarms and replace batteries at least once a year. Smoke alarms themselves should be replaced every 10 years to ensure they’re working properly. For the best protection, make sure alarms are installed on every level of your home and near all sleeping areas.
Need help checking or installing alarms?
SBM Fire is happy to assist residents with smoke alarm needs. Call 763-767-4003 to schedule an appointment and help keep your home and family safe.
Senior Safety and Wellness Fair

The afternoon will be filled with entertainment and activities. The fair will be held at Fire Station #3 in Blaine. Refreshments will be available through the day and lunch is included.

New Playground Coming to Jefferson Park this Summer
Families in Blaine will see a new playground installed at Jefferson Park this summer as part of the City’s ongoing commitment to maintaining safe and engaging park amenities.
The existing playground equipment at Jefferson Park is approximately 20 years old, and the swing structure being replaced is about 50 years old. The new playground will provide updated, safer equipment designed to better serve today’s families and park users.
The City’s Public Works team includes certified playground inspectors who conduct annual inspections of playgrounds to ensure they meet current safety standards. These inspections also help the City prioritize which playgrounds should be repaired or replaced in future years.
Construction is expected to take place this summer. During installation, portions of the park may be temporarily closed to ensure safety.

A Reminder to Dog Owners
As temperatures rise and the snow melts, it is important to continue picking up your dog’s waste, even on your own property. Dog waste contains harmful E.coli bacteria and excess nutrients that can wash into our waterways, polluting lakes, ponds, and streams. These water pollutants can make waterways unsafe for recreation, like fishing and swimming, and can harm aquatic life. To help minimize these impacts, dog waste should be properly disposed of by placing it in a trash can.
Picking up after your dog is not only the right thing to do, it is also required by Blaine City Ordinance 14-110. View the ordinance at BlaineMN.gov/DogWaste Help protect the health of our community, always pick up after your pet.
