Blaine History

U

ntil 1877 Blaine was considered to be part of the City of Anoka, Minnesota. Phillip Laddy, a native of Ireland, is recognized as the first settler in Blaine. He settled near the lake that now bears his name, Laddie Lake, in 1862.

Laddy died shortly after his arrival and his survivors moved on to Minneapolis. He was followed by Englishman George Townsend, who lived for a short time in the area of Lever St. and 103rd Ave.

It was not until 1865 that Blaine’s first permanent resident, Green Chambers, settled on the old Townsend claim. Chambers was a former slave who moved north from Barron County, Kentucky, following the Civil War. In 1870 George Wall, Joseph Gagner, and some others settled in the area and it began to grow.

In 1877 Blaine separated from Anoka and organized as a Township of its own. That year the first election was held and Moses Ripley was elected as the first Chairman of the Board of Supervisors.

Ripley, who had come to Minnesota from Maine, persuaded his fellow Board Members to name the new Township in honor of James G. Blaine, a senator and three-time presidential candidate from Maine. By the year 1880 Blaine’s population had reached 128.

While many of the other communities in Anoka County experienced growth due to farming, Blaine’s sandy soils and abundant wetlands discouraged would-be farmers and it remained a prime hunting area. Blaine’s growth remained slow until after World War II when starter home developments began to spring up in the southern part of town.

Blaine’s population went from 1,694 in 1950 to 20,640 in 1970.

As the Minneapolis/St. Paul area began to enjoy rapid growth, Blaine’s wide open spaces became attractive to many people looking for the suburban life style just a short distance from both downtown Minneapolis and St. Paul.

With the development of Interstate Hwy. 35W, State Hwy. 65, and State Hwy. 10, Blaine’s accessibility to the Twin Cities was greatly increased. Because of this, Blaine has become a very attractive location for business and residential development. The estimated population for Blaine in 2018 is over 65,000.

Family Fun Night, an evening dedicated entirely to families.

August 2019 06 • Night to Unite On the first Tuesday of August each year, Blaine joins communities around Minnesota for Night to Unite, an evening of neighborhood festivities aimed at increasing crime prevention awareness and building a strong community. Members of the Blaine Police Department and SBM Fire Department make an effort to appear at all registered block parties in the city. The city also uses the evening to promote a school supply drive for the Community Emergency Assistance Program, enabling local disadvantaged students to begin the school year with proper supplies. The drive annually nets several hundred pounds of donated school supplies.

Senior Programs

Aquatore Off-Leash Dog Park

The City of Blaine has an extensive Park and Trail System. The City currently has 65 parks encompassing 638 acres of land. Most of the parks are located within residential neighborhoods. Larger community parks are provided that contain major athletic facilities, picnic areas, or natural environment resources characteristic of Blaine. Over 50 miles of trails and trail corridors interconnect parks, schools and open spaces. There are over 650 acres of open-space land enjoyed by Blaine residents.

The Mary Ann Young Senior Center offers a wide variety of programs and services year round. At the Center, seniors have the opportunity to become involved in daily recreational activities, educational classes, special events and outings. The Center Staff also provides access services, such as information and referral, advocacy and outreach. A Senior Newsletter is published monthly for seniors. A daily senior dining program is available. Transportation is also provided for programs at the Center. For information call 763-786-9375.

Community Use of Park Facilities Residents are encouraged to use the variety of park facilities available within the Blaine Park System. Family or group reservations are available for our large pavilions. Others are available on a first come, first served basis. The Department also schedules all athletic practice and league game use in the parks. Parks are open for community use from 5 a.m. to 10 p.m. daily.

Adult Programs Adults have the opportunity to participate in a variety of recreational activities offered throughout the year. Program areas include health and fitness classes, recreational athletic leagues, lifetime sports, outings, hobby and special interest classes.

Youth Programs A variety of recreational activities are planned throughout the year for children from pre-school age through high school.

These activities range from youth athletics, arts, field trips, enrichment camps, summer playgrounds, and more. During the winter, supervised skating rinks with warming houses are provided at various park locations. A summer recreation program offers children a wide variety of leisure time opportunities.

Information & Referral Residents who need to locate a favorite recreational activity, check on registration for youth sports, find the location of a park, or need information on a special event may visit our website at BlaineParks.com or call the Parks and Recreation office at 763-785-6164.

Park Amenities include: fencing with separate large and small dog areas, shelter with heater/ power, picnic tables, clean bag containers, drinking fountains, and security light.

DOG PARK RULES • Dogs must be properly vaccinated.

• Dog owners must pick up and dispose of pet waste in trash receptacles.

• Dogs must be under control at all times.

• At the first sign of aggression, dogs must be leashed and removed.

• Dogs that are declared dangerous are not allowed.

• Dog owners are liable for damage or injury inflicted by their dogs.

• Dogs must be leashed when entering or exiting.

• No more than 3 dogs per handler.

• Parents must closely supervise children at all times.

• Dogs in heat are not permitted.

• No use of tobacco.

• No glass containers.

• No food except training treats.

• All personal property, must be removed daily.

• Dogs are not permitted to dig.

The doggy “Boot Camp” with a Unique Approach: Train to Calm™

Train to Calm™ is the basic concept that Calm dogs don’t get in trouble™. Calm dogs don’t practice unwanted behaviors such as pulling on a leash. They are not leash-reactive to dogs/people, and they do not jump on your guests (or you) or bolt through doors. The fourweek Dog Squad Behavioral Board & Train Program addresses everything from basic obedience to the most challenging behaviors.

Your dog will stay with us for 4 weeks and beginning at 6 am every day, be worked through multiple training sessions until 6 pm.

Blaine Wetland Sanctuary

S

ince the late 1980s, the City has had a vision for creating a wetland classroom in the area known as the Blaine Wetland Sanctuary. In 2000, residents approved a $3.5 Million Bond Referendum to purchase property for Open Space. The first purchase was the 62-acre wetland and 8-acre oak forest in the Lakes of Radisson Development which added to the City’s existing 435 wetland acres east of the Lakes of Radisson Development extending south to 109th Avenue.

Since that time, research has been conducted in the 500-acre open-space property west of Lexington Avenue adjacent to Anoka County Ditch 53-62. This area is part of the larger Anoka Sandplain which is home to unique plant communities found in very few places anywhere in the country. Several species of rare and endangered plants were discovered and the concept of

restoring the wetlands to allow those species to flourish began to take shape. Combined with the big picture of being in city open space and the prospect of adding a nature center for public education and access for the enjoyment of nature lovers, plans were put in motion.

The goal of the project is to enhance, restore and protect three wetland community types and upland islands. The Upland communities will be restored to Oak Forest or Aspen-Birch Forest types. The wetland communities will be restored to Anoka Sand Plain Rich and Poor Fen which are unique and rare plant community types containing two confirmed threatened and endangered species. The restoration will release the dormant native seed bank and existing rare species and their habitats will thrive and expand.

The boardwalk and parking lot were completed in August 2017 giving the public the opportunity to walk from East Lake Park in the Lakes of Radisson Development to the regional trail along

Lexington Ave. The parking lot was constructed off of Lexington Ave providing a trail head for the boardwalk and parking for the future nature center.

Active management of the wetland site will continue over the next five years to accomplish the plan approved by the regulatory agencies. Throughout the spring, summer and fall, crews will be out applying herbicides to control the invasive species which inhibit the growth of the native vegetation. Prescribed burns and over-seeding with native herbaceous species will allow the area to thrive and provide important habitat for birds and wildlife. ue to the success of the indoor farmers market and suggestions from residents, the Parks and Recreation Department started hosting a farmers market on Wednesday evenings. The Parks and Recreation Department is committed to providing healthy activities for the community.

Expanding access to fresh and local food, along with community and social engagement, through the farmers market is a major benefit to the community.

According to the Farmers Market Coalition, “farmers markets facilitate personal connections and bonds of mutual benefits between farmers, shoppers, and communities. By cutting out middlemen, farmers receive more of our food dollars and shoppers receive the freshest and most flavorful food in their area and local economies prosper.�

The vendors at the Blaine Farmers Market grow or make their own products. They are extremely knowledgeable about the ingredients, benefits, and the quality of their products. Our vendors enjoy talking to their customers and explaining the process of growing, producing, and selling their products. Customers will enjoy the quality produce, farmstead, and artisan products – all fresh and local.

The Blaine Farmers Market has established a frequent shopper program. For every 5 market visits, customers will receive a useful giveaway. Customers can sign up at the Market Manager Booth.

Blaine's First Family of Hockey “You can get roots here, and you just stay.”

Kathy Brodzinski spoke of her family’s history in the Blaine community with pride. Her high school sweetheart and husband, Mike, played hockey for Blaine High School. Now the couple owns Hockey Central, a hockey store and pro shop, and Kathy works full-time as an ice scheduler for the Schwan Super Rink.

The hockey tradition runs deep in the Brodzinski family.

After playing for the Blaine Bengals, Mike became a University of Minnesota Golden Gopher. He transferred to St. Cloud State University (SCSU) two years later and played under Olympic gold medal coach Herb Brooks in 1986-1987. Following in their father’s footsteps, Mike and Kathy’s

sons, Jonny, Michael, Easton, and Bryce, have excelled at the sport at high school and collegiate levels, one after another.

While Mike grew up playing hockey, Kathy was introduced to the sport when their youngest, Bryce, was four years old. Kathy scrimmaged with other hockey moms at Fogerty Ice Arena and gained a new appreciation for the game. “Mike does the hockey part of it,” she said, “and I do the momma-nurturing part, telling them to hang in there and keep working hard.”

The brothers’ hard work has paid off. After high school, Jonny, Michael, and Easton played in the United States Hockey League (USHL), the country’s top junior ice hockey organization. Like his dad, Jonny played for the SCSU Huskies in college. From there,

he was drafted into the NHL, and currently plays for the Los Angeles Kings. Michael was a Minnesota Gopher and now plays for the San Jose Barracuda, an American Hockey League team associated with the NHL’s San Jose Sharks. Easton is entering his sophomore year as an SCSU Husky. With one more year of high school, Bryce is set to play for the Gophers.

The whole family agrees that of the brothers, Michael is the most competitive. He’s also the only defensive player; his dad and brothers are all forwards. When Michael and Jonny played on rival college teams, their parents got creative. Mike and Kathy bought Gopher and Husky jerseys, cut them in half, and sewed them together. Two opposing collegiate colors, one jersey, and the Brodzinski name still intact.

They all enjoy hunting and fishing at their grandparents’ cabin.

In July, the family celebrated Jonny’s wedding.

Mike and Kathy are proud of the men their sons have become. “We’re really lucky,” Kathy said. “They’re good boys and they are good to us.”

A Unique Resource for Residents

It’s the largest amateur sports campus in the world, and it’s right in the City of Blaine. The National Sports Center (NSC) offers over 600 acres of year-around sports programs and events, in sports as diverse as soccer, hockey, golf, figure skating, yoga and ultimate.

With 54 soccer fields, the NSC has been certified by the Guinness Book of Records as the “largest soccer complex” in the world.

And with 4 million visitors a year, the NSC is Minnesota’s mostvisited sports facility.

The NSC opened in 1990, built by the State of Minnesota, but operated by a non-profit corporation, the National Sports Center Foundation (NSCF), the NSC operates the facility on a selfsupporting basis. State funds were used to build the facility, but no operating subsidy is provided.

The NSC’s flagship annual event is Schwan’s USA CUP, which is the largest soccer tournament in the Western Hemisphere. In 2014, the tournament drew a record 1,060 teams – all youth teams – representing 19 countries and 21 states. The nine days of USA CUP is a unique and proud time for Blaine residents, as the world truly comes to Blaine!

Schwan Super Rink Originally opened in October of 1998, the Schwan Super Rink expanded from the original four sheets of ice to eight sheets in the fall of 2006. Programs include: hockey, figure skating, broomball, shorttrack speedskating and public skating.

The Super Rink features two unique facilities. The Herb Brooks Training Center is a 12,500-square-foot dry-land training facility to teach young players the latest training techniques. For the figure

The Schwan Super Rink is one of the training homes for the U.S. Women’s National Hockey Team, and the team visits Blaine for training camps several times each year. The rink is the home ice for the Bethel University men’s and women’s hockey teams, as well as Irondale, Mounds View and Legacy Christian high school hockey teams.

At the 2014 Sochi Winter Olympic Games, 32 of the 46 USA men’s and women’s Olympic hockey players had skated at the Schwan Super Rink at some point in their careers. Some grew up as Minnesota youth players, some skated at the Super Rink as part of USA Hockey training camps, and several others competed in the major tournaments hosted at the facility.

Victory Links Golf Course Established in 2003, Victory Links is the only PGA Tourdesigned public golf course in Minnesota. Boasting 18-holes of links-style golf, Victory Links is designed to be inviting as a family-friendly course suitable for youth golf, and challenging enough to host a PGA Tour event – which it does annually as the site of the qualifying tournament for the 3M Championships.

Victory Links is comprised of an 18-hole championship course, oversized grass tee driving range, and a one-of-a-kind 18-hole bent grass putting course. Covering over 400 acres, players can enjoy the beauty of the Minnesota prairie grasses, tranquil native areas, and even glimpses of wildlife.

Gradient Financial Center Opened in the spring of 2005, the Gradient Financial Center hosts sport-related events, conferences and trade shows as well as NSC tournament activities. The Gradient Financial Center includes meeting rooms of varying sizes. The small conference rooms can double as VIP suites for major stadium events.

In 2012, the 21,000-square-foot Sport Expo Center was added to the Gradient Financial Center complex. This facility adds an expo space for consumer and trade shows, and also can be used for sports training. The addition makes the entire Gradient Financial Center facility a 36,000 square foot facility.

Major Features on Campus Stadium: The 8,500 seat NSC Stadium hosts Schwan’s USA CUP feature games and ceremonies, major soccer games such as U.S. National Team games, and even concerts and marching band festivals. The stadium has hosted six different U.S. National Team soccer games over the years, against teams from Canada, Sweden, Norway, Australia and Mexico. The NSC Stadium is home to Minnesota United FC, a division II professional team. In July of 2014, Minnesota United won a game against Swansea City FC, which marked the first time an English Premier League team had ever played in Minnesota.

Sports Hall: The indoor Sports Hall, 100 x 70 yards, is host to indoor soccer, lacrosse, baseball training, and other field sports activities. During the winter months, the NSC Sports Hall is busy every day with soccer leagues and training, offering a great off-season training opportunity for Blaine soccer families.

Fields: For first-time visitors to Blaine, the most striking feature of the NSC campus is the number of multi-use playing fields.

Currently with 46 fields, the NSC built eight more in 2015, and the plan is to ultimately add 20 additional fields, to bring the campus to a stunning 66 fields.

Soccer is the big field sport at the NSC, but the fields are also used for other sports such as rugby, lacrosse, and ultimate disc.

Administration

The Administration Department is made up of the City Manager’s office, as well as the City Clerk, Communications, and Human Resources departments. It is responsible for day-to-day operations.

The City Manager is selected by the City Council to manage the day-today operation of all functions of city government. The City Manager, along with the management team, evaluates issues and makes recommendations to the City Council. For further information, visit BlaineMN.gov/Administration

Fire Inspection is responsible for new construction plan review and inspection. The Fire Inspection Department also conducts

routine fire inspections of commercial and industrial buildings.

Housing Services is responsible for the rental license program for all single and multiple family rental property within the City of Blaine. All rental properties are required to obtain an annual license and scheduled inspections. Housing Services is also responsible for conducting the fire inspections of all apartments and residential board and care facilities as well as responding to property complaints. Planning & Economic Development Planning Department: All Planning Department functions revolve around reviewing and processing the development proposals for the Planning Commission and City Council, as well as interpreting and enforcing the zoning and subdivision codes. This department prepares and implements the Comprehensive Municipal Plan, which guides land use, zoning, sewer extension, transportation, and community facility improvements or anticipated changes.

They also prepare special reports and studies of redevelopment and long-range plans.

The Planning Department oversees all land development within the City of Blaine. Blaine Experiencing

Strong Development Year

D

evelopers are gearing up for projects in what is another big year of development in Blaine.

All sectors, including residential, commercial, industrial and public are going to be busy.

It’s anticipated Blaine will see over 300 new single-family houses built adding over $100 million in value. Several new apartment projects, highlighted by a 192-unit senior apartment developed by Dominium at the corner of 109th Avenue and Lexington Avenue, will add an additional $70 million in multi-family development.

Over 175,000 square feet of new industrial projects are anticipated, highlighted by construction of the new 75,000 square foot global headquarters and research and development facility of Crown Iron Works at 98th Avenue and Naples Street.

An expansion and remodel of Blaine High School, new Anoka-Hennepin elementary school and Eagle Brook Church highlight public sector projects in 2018.

Overall, Blaine is likely to exceed $200 million in new development in 2018.

Blaine contributes to more than one-third of all value added by new development in Anoka County and is the largest City in the County with over 64,000 residents.

Several major commercial projects to occur in 2018 include:

• Lexington Meadows Developed by Wellington Management, this project at the southwest corner of 109th Avenue and Lexington Avenue will start this summer. The 32-acre project will include a 198-unit senior apartment building development by Dominium, along with commercial space available for retail, service, restaurant, grocery, etc.

• The Blaine Medical Building Developed by MSP Commercial, located at 11091 Ulysses Street, the Blaine Medical Building is a 12,850 square foot medical office building designed for specialty medical services.

• Kwik Trip Kwik Trip has three new stores planned in Blaine. They are located at 105th Avenue and Radisson Road, 122nd Avenue and Lexington Avenue, and 117th Avenue and Ulysses Street. The first two are planned to begin in 2018.

• Auto Zone and Xperience Fitness The owner of the former K-Mart building, near Northtown, is remodeling the interior and exterior of the building and make extensive site improvements to allow for Auto Zone and Xperience Fitness to occupy a majority of the building.

• Marriot-Fairfield Inn and Suites Hotel Located at 10611 Baltimore Street, this 5-story, 80-room hotel is anticipated to begin this year.

• Tumble Fresh Laundry The City of Blaine Economic Development Authority sold the property at 105th Avenue and University Avenue to a developer who is constructing a Tumble Fresh Laundry.

• The Imagine Center Located in the Blaine Town Square near City Hall, the Imagine Center is a 16,500 square foot office building. Developed by the owner of Imagine Smiles Dentistry, the building will be the new home for Imagine Smiles along with several other businesses.

The City also continues to focus on redevelopment in various areas, most notably along the Highway 65 and University Avenue corridors, near the National Sports Center, and near Northtown Mall. With the recent closures of Toys-R-Us, Best Buy and Herberger’s, the City is working with property owners to fill those spaces.

• Panera Bread Panera Bread is constructing a new restaurant near Target in Victory Village off of 109th Avenue. Construction will begin this summer.

Safety Services

T

he Safety Services Division of the City of Blaine is comprised of the Police Department, the Spring Lake Park, Blaine, Mounds View (SBM) Fire Department, and Community Standards. Brian Podany has the dual role of Safety Services Manager and Chief of Police.

The Police Department has an authorized strength of 67 sworn officers, 11 full-time support personnel, 8 part-time nonsworn Community Service Officers and responds to over 36,000 calls for service annually. The Police Department has two canine teams, an Investigations Division and Divisions such as Crime Prevention and Records who support the mission of the Police Department. In addition, the police department also has a citizen Reserve Unit and a Law Enforcement Explorer Post.

The SBM Fire Department, headed by Fire Chief Charlie Smith, provides all hazard emergency response fire prevention and education services to the cities of Blaine, Spring Lake Park and Mounds View.

It is the largest fire protection non-profit corporation and the second largest volunteer fire department in the State of Minnesota. SBM Fire has a full-time administrative staff of 11 persons, and 57 volunteer firefighters. The Department responds to approximately 1300 firerelated calls for service annually from 5 fire stations. 4 of which are located in the City of Blaine. The SBM Fire Department has members on one of the State’s Hazardous Materials response team.

In addition to response for calls for service, the Police Department provides a number of specialized services.

• In the Patrol Division, there are two dedicated K9 Officers as well as two Officers dedicated to traffic enforcement and education.

• The Traffic Officers work in conjunction with the Traffic Commission to address and improve traffic safety in our community.

• Community Service Officers provide non-emergency assistance with ordinance issues and traffic safety/flow.

• Police Reserves and Explorers provide volunteer services to the Police Department on Patrol and at special events throughout the City.

• The Investigations Division includes 8 Detectives and 2 Sergeants and provides 24 hour investigative coverage to our community.

• One of the Detectives and one of the Sergeants are assigned to the Anoka Hennepin Narcotics and Violent Crimes Task Force.

• There are additionally four School Resource Officers assigned to Blaine High School, Roosevelt Middle School, Centennial High School, and Westwood Middle School.

• The Professional Standards Division has two Retail Officers dedicated to the Northtown Mall Area in the Southeast corner of the City. They work in conjunction with the businesses in the area to provide a safe, secure retail area.

• Professional Standards also has two Officers in the Directed Operations Group. The Directed Operations Group provides specialized targeted enforcement in problem areas of the City of Blaine.

• In Administration/Evidence, there is an Administrative Assistant who oversees a full time Property Technician and a part-time Property Technician Assistant.

• There are seven staff members who provide Support Services, which includes records management and administration, as well as Crime Prevention Services.

• Emergency Management in Blaine is additionally overseen by the Police Department.

In addition to being a wonderful City in which to live and work, Blaine is also a destination community. There are many large-scale sporting events, concerts, festivals, and other activities that present unique public safety challenges. As Blaine continues to grow, the police Department integrates with other members of the community to provide a safe, thriving community. The Community Standards Division consists of 11 full-time staff who conduct City Code compliance inspections and enforcement activities related to the Fire Marshal, Fire Inspections, Rental Licensing, and Code Enforcement. Partnering for a Safer Blaine

The Blaine Safety Services Division actively engages in citizen safety and citizen awareness. Blaine Police Department Crime Prevention and other Safety Services members, along with the City of Blaine Parks & Recreation Department annually host a summer safety camp event for two days for children entering 4th grade in the fall. This two day event teaches the children a variety of safety precautions in a fun environment. Blaine Safety Services also holds a two day bike helmet safety event. This is hosted annually in the spring and is an event to learn how to fit bike helmets for adults as well as children. You can bring in your own helmet for fitting, or buy one at cost at the event.

Annually, in the fall, adults have an opportunity to experience what it is like to be a police officer or fire fighter at Blaine’s Citizens’ Academy. This eight week program helps people understand the operations of the police and fire department and the chance to use some of the actual equipment which Safety Services members use daily.

These are just a few examples of how the City of Blaine works cooperatively to make Blaine a safe and enjoyable place to live.

Municipal Cable Channel 16

The Municipal Access Channel, Cable Channel 16, originates from Blaine City Hall. Channel 16 serves as a “community bulletin board” with text messages about events and items of interest in the community. Blaine City Council, Planning Commission, and Park Advisory Board meetings are also broadcast live each month as well as played back on Cable Channel 16.

Broadcasting Schedule:

Blaine City Council meetings are broadcast on the 1st and 3rd Thursdays of each month beginning at 7:30 p.m.

The Planning Commission meetings are broadcast on the 2nd Tuesday of each month beginning at 7:30 p.m.

Park Advisory Board meetings are broadcast on the 4th Tuesday of each month beginning at 7 p.m.

The Traffic Commission meetings are broadcast the 1st Tuesday of each month beginning at 6:30 p.m.

The Natural Resource Conservation Board meetings are broadcast the 3rd Tuesday of each month beginning at 7 p.m.

The City will also broadcast other special programming that it receives or produces, which is of interest to the community. Watch Channel 16 for the playback schedule of City programming.

Utilities Utilities Billing

The Finance department is responsible for the billing of water, sewer and garbage service to approximately 20,000 homes and commercial properties in the City of Blaine. The utility billing phone number is 763-785-6141 for all billing inquiries and moving related information. This utility number has an answering machine available after hours for the convenience of those who do not have access to a phone during regular working hours of 8 a.m. - 4:30 p.m.

Bills are sent quarterly to residential customers and monthly to commercial companies for the previous month’s services. All bills are due on the last day of the month. Any payments not received by the due date will result in a 10% late payment penalty. Any accounts that become delinquent are certified to the County for collection with the property taxes.

Single-Family Dwelling $54/quarter (for each) $27/quarter (see website for more information)

Since passage of the federal “Safe Drinking Water Act” in 1992, the City bills $1.59 per quarter to each City water customer as mandated by this act. Through the Safe Drinking Water Act the federal government determined that the number of standards monitored in drinking water should increase from 23 to 83. In order to be deemed safe for drinking, the act requires that the standards being measured fall within certain parameters set forth in the act. The State of Minnesota administers this program, and the money collected by the City is passed through to the State of Minnesota to fund this program. Residential Customers will be billed a quarterly service charge of $5.50, plus a charge per each 1,000 gallons or fraction thereof for all water consumed as outlined below.

These rates are designed to cover the costs of providing and treating the water as well as to provide for infrastructure replacement costs as needed.

Sanitary Sewer Sewage treatment services for Blaine, as well as most other cities in the seven-county metropolitan area are provided by the Metropolitan Council Environmental Services. Sewage leaving each city is metered and treated at the Metropolitan Council Treatment Site in St. Paul.

Each city is billed for the amount of sewage treated. Infrastructure replacement costs are also included in the sewer rate.

Recycling & Garbage

Blaine has organized recycling and refuse service and contracts with Walters Recycling and Refuse for all single family homes in the City.

Three service levels are available to meet a variety of disposal needs.

Unlimited single-sort recycling is included with each garbage service.

All recyclable materials can be placed together loosely in the recycling containers provided. Recycling is collected every other week on residents’ designated garbage day.

How can you SAVE money on your garbage bill?

The best way to save money on your garbage bill, especially households at the unlimited level, is to recycle as much material as possible. These days most household waste is actually recyclable.

In Blaine’s curbside recycling program you can recycle the following items: • Newspapers, and all inserts • All magazines and catalogs • Phone books • Training manuals • All mixed mail including envelopes (if it comes in the mail and is paper, you can recycle it!)

• All office and school papers, file folders, fax sheets, notebooks, etc.

• Paperback books • Corrugated cardboard boxes cut up to fit in recycling cart (or flatten and bundle 3 feet by 3 feet by 1 foot thick, and place 3 feet from the recycling cart) • Box board (cake, cereal, cracker, tissue, and shoe/shirt boxes) • Boxes for refrigerated foods • Brown paper bags • Aluminum cans • Tin/steel cans • Glass bottles and jars (clear, brown, and green) • Plastic containers and packaging number 1 through 7 • Scrap metal smaller than 30 inches in any direction, and less than 30 pounds Please do not recycle the following items: Plastic bags, Styrofoam, plastic motor oil bottles, boxes for freezer foods, pizza boxes, any type of used tissue product.

If you need additional recycling carts to handle all of the recycling material, you can get them AT NO ADDITIONAL COST! That’s right; you can put out as much recycling as possible without an increase in cost. In fact, it could save you money by allowing you to use a smaller garbage cart.

Monthly Recycling Drop-Off Day

The City of Blaine sponsors a recycling drop-off day the third Saturday of each month in the parking lot at Aquatore Park. The parking lot is near the City water tower and water treatment plant.

The collection event runs from 10 a.m. until 2 p.m., and is open to anyone. You do not need to be a Blaine resident to bring items to the drop-off day.

Green Lights Recycling collects mattresses, box springs, carpet, appliances, fluorescent lamps, electronics, rechargeable batteries, and tires.

Please note that there is a fee for some items: • Mattresses/box springs are $20 each • Most appliances are $9 each • Most electronics are between $2 and $50 depending on size • Carpet – $5/roll (up to 7 rolls) You can also drop off tires and rechargeable batteries for a small fee.

Bikes 4 Kids (April - October)

Drop off any size bicycle that you no longer want at Blaine’s monthly recycling drop-off day. The bikes will be accepted by Bikes 4 Kids to be refurbished, or have their parts used in refurbishing other bikes.

Bikes 4 Kids then donates the bikes to people in need.

There is no charge to drop a bike off at the monthly recycling drop-off day. Bikes 4 Kids are a part of The Robert & Wilma Burbach Bike Foundation. You can find out more about them at bikes4kidsmn.org

Community Ordinances

Animals

Number and Types A resident may own up to three domestic pets of any one type over six months of age. A domestic pet is defined as a dog, cat, bird or other common house pet.

Non-domesticated, “wild” animals are not permitted. Domestic farm animals, including cattle, horses, snakes, sheep, goats and domesticated birds are only permitted in Agricultural (AG) and Farm Residential (FR) zoning districts. Hogs (pot bellied pigs) are not permitted within any zoning district.

Private or Commercial Kennel If a resident owns or boards more than three adult domestic pets, a kennel license is required. Kennels are not permitted in Single Family (R-1, R-2 and R-3) zoning.

Cats Cat licensing is not required. There is no ordinance on stray cats in the City of Blaine.

Leash Law Effective as of January 2016, dogs in the City of Blaine must be on a leash and under control while off the owner’s property.

In 2016 the City enclosed an area of Aquatore Park, which serves as an off-leash dog area. Off-leash parks in our area include: • Aquatore Park 9191 Lincoln Street, Blaine • Bunker Hills Park 550 Bunker Lake Boulevard NW, Andover (Off 133rd Avenue, east of Hanson Blvd.)

• Locke County Park Rice Creek Trail West, Fridley (71st Avenue, east of University) • Rice Creek Off-Leash Dog Area 5959 Lexington Avenue, Shoreview Animals found “at large” will be seized by an Animal Control Officer and impounded.

Dog License All dogs six months or older are required to be licensed. A license can be obtained at Blaine City Hall for $10. The owner must provide evidence that the dog has been vaccinated for rabies. Dog licenses must be renewed by April 30 and are good for two years.

Barking Dog It shall be unlawful for any person to own, keep or harbor any dog considered a barking dog. By definition a barking dog is: any dog that barks, bays, cries, howls or makes any other noise continuously and or incessantly for a period of 10 minutes or barks intermittently for 30 minutes or more at any time either day or night. Contact the Blaine Police Department or Community Standards for more information.

Dog Enclosures (Kennel) Dog enclosures are only permitted in rear yards. Dog enclosures must be located at least 30 feet from the side property line and 10 feet from the rear lot line. All enclosures must be screened from adjacent property.

Dog enclosures must also be kept in a clean and sanitary condition. Contact Community Standards or the Blaine Police Department for more information.

Clean Up After Your Pets Under City ordinance pet owners are required to clean up after their dogs. Pet owners must carry a plastic bag or some other means of picking up after their pet whenever they are off their own property.

Block Parties

Block parties are permitted without special permit. However, residents should be aware of several important issues. Selling or dispensing of beer requires a temporary beer license, which must be approved by the city. Residents may not barricade or block off streets and must be conscientious of loud music and impact to surrounding neighbors.

The city’s noise ordinance restricts noisy parties and gatherings. Contact the Police Department for more information.

Boulevard Maintenance

Residents with property fronting a street right-of-way are responsible for the general maintenance and upkeep of the boulevard.

This includes mowing tall grass/weeds, raking leaves, tree trimming/removal and sidewalk snow removal.

The discharge of deadly weapons is prohibited within the city limits. Deadly weapons include all firearms, bow and arrows when arrows are point-tipped, BB guns, air rifles and slingshots. The Police Department may issue temporary bow and arrow deer hunting authorization for certain designated properties within the City.

Driveways

A permit is not required for new driveway construction or improvement. Depending on zoning districts, driveways cannot be constructed closer than three feet from the adjacent property line. All driveways and approaches must be hard surface using concrete or blacktop. Contact a city planner for more information at 763-784-6180.

Persons owning property within designated hunting areas must obtain a permit for each person who will be hunting on said property and the permit must be in the hunter’s possession. All regulations established by the Department of Natural Resources shall be adhered to. Contact the Police Department for more information at 763-785-6168.

Fences

The city requires a building permit for the construction of new yard fencing or substantial alteration of an existing. The following fence guidelines must be followed: • Seasonal fences are permitted without permit.

• Post and framework must be placed within property line of the owner.

The fencing material, such as lumber, pickets etc. shall be placed on the side of the fence facing the street or adjacent property.

• All fences must be constructed in a workman-like manner and be maintained in a state of reasonable repair.

• Maximum heights: Front yard = 4 feet.

Side and rear yards = 6 feet.

Parking

No vehicle shall be parked on any highway, street or alley in the city for more than 48 consecutive hours at any time.

Home Business

A home business may operate in a residential zoning district without a Conditional Use Permit if there is no exterior storage of materials or business equipment, the business is conducted within a residential dwelling and does not exceed 20% of total floor area of residence and only people living in the residence are employed. Contact Community Standards for other applicable standards at 763-785-6187.

Home Daycare

Providers must be licensed by Anoka County and the State of Minnesota. Specific questions or complaints should be directed to Anoka County at 763-422-7146.

Inoperable Vehicles

The City of Blaine does not allow the parking or storage of stock cars, race cars or junk vehicles. All vehicles must be in an operable condition, currently licensed and licensed to the occupants of the property or their guests. Contact Community Standards for more information at 763-784-6700.

Noise

The City of Blaine Noise Ordinance is in effect between 10 p.m. and 7 a.m. During this period the following activities are restricted: • Operation of tools and domestic maintenance equipment • Repair or servicing of vehicles if noise is audible beyond property line • Exterior construction or remodeling • Use of electronic or audio sound if plainly audible at a distance of 50 feet or more • Noisy parties or gatherings audible at a distance of 50 feet or more Contact Community Standards for information at 763-785-6187.

• From Nov. 1 to April 1, no vehicle shall be parked on any highway, street or alley between the hours of 2 a.m. and 7 a.m.

• Parking permits may be issued by the Blaine Police Department for emergency or other situations.

• No vehicle may be parked on any highway, street or alley in the city in violation of any temporary or permanent regulatory sign posted by the city.

Radio Towers

Towers less than 50 feet in height are permitted in residential areas. Any towers over 50 feet require a Conditional Use Permit and must meet several standards.

Rental Dwellings Require License

All rental housing in Blaine must secure a license prior to tenants moving into the unit.

Contact Housing Services at 763-785-6146 to request a license application and schedule the necessary pre-inspection. Licensing is required on an annual basis; the licensing period runs from June 1 through May 31.

The rental dwelling ordinance governs all rental units within the city. It pertains to single-family detached and attached townhomes and condos and all multi-family rentals comprised of two or more units.

Residential Exterior Storage

Personal unused property should be stored inside. Miscellaneous storage, including yard maintenance equipment, toys and nonpermanent recreational equipment may not be stored outside for periods longer than 72 consecutive hours. Vehicles and ornamental yard enhancements are excluded from this standard. Contact Community Standards for more information.

Satellite Dishes

Dishes exceeding 24 inches in diameter must be located in the rear yard at a distance of five feet from adjacent property lines. Contact Community Standards for more information.

Septic Systems

Septic tanks must be pumped and inspected every three years by a certified pumper. Contact the Building Inspections Department for more information.

Sheds

City zoning requirements limit the number of sheds to one rear-yard shed in residential zoning districts. A shed may be permitted in side yard if zoning requirements are met.

Maximum floor area must not exceed 200 square feet. If floor area exceeds 120 square feet, a building permit and inspection is required. Contact Building Inspections for more information.

Snow Removal

Residents with property fronting a sidewalk are responsible for the removal of snow within 48 hours after the snowfall has ceased. Residents are prohibited from pushing snow, slush or ice into the street or onto private property without permission.

Swimming Pools

Swimming pools are permitted in certain residential zoning districts in rear yards and 10 feet from all property lines. Pools cannot be located closer than six feet to the primary residence and all associated decks or patios must be located a minimum distance of 10 feet from adjacent lot lines. All outdoor pools need to be completely enclosed by a non-climbing type fence or wall.

Fence and gates shall be at least four feet tall. Building permits are required for construction of all above- and below-ground pools exceeding 200 square feet in area. Call 763-784-6700 for more information.

Tree Preservation

Residents are allowed to remove two significant trees per year from privately owned property.

Trees removed because they pose a hazard are exempt.

An approved Forest Management Plan is required if more than two significant trees per year are removed from non-developing lots or parcels. On developing lots, a tree preservation plan must be submitted for city approval prior to site grading or excavation. Prior to site disturbance the site shall be staked and fenced for tree preservation plan.

All significant trees removed or fatally damaged must be replaced on-site or in the form of a payment of a fee to the City Restoration Fund. Contact the City Forester for more information.

Building Permits

T

he Building Inspection Department reviews and inspects all new construction and remodeling within the City. All building permits and licenses, as well as Certificates of Occupancy, are issued from Building Inspections.

A building permit is needed for any new construction, remodeling, sprinkler systems, plumbing, heating, fence, deck, shed, in-ground pool, or mobile home set-up. See our Permit Requirements for Common Home Improvement Projects: A Homeowner’s Guide.

The Simple & Easy Building Permit Process

1. Talk to Your Local Code Official: Your code official wants your project to be a success and will help you avoid potential problems that could cost you time and money. You will be asked some basic questions (What are you planning to do? Where?), advised of any requirements and, if necessary, referred to other departments for their approval. The code official will provide you with the resources and information needed for compliance with the applicable building codes. You will then receive an application for a building permit.

2. Submit Application: At this stage you will document the “Who, What, When, Where and How” of the job, along with any sketches or plans of the proposed work.

3. Review Process: The code official will review your plans and determine if your project is in compliance with local requirements.

If your plans meet these requirements, a permit is issued. If for some reason they don’t, the code official will work with you to help correct the problem.

4. Receive Permit: Now that you have been approved for a permit, you have legal permission to start construction. A fee, based on the size of the job, is collected to cover the cost of the application, the review and the inspection process. An experienced code official is available to you should you have any questions concerning your project. You should consider your code official as an ally who will help you make your project a success. Normally, separate permits are required for electrical, plumbing, and heating or air conditioning work.

5. Job-Site Visits: On-site inspections are required to make certain the work conforms to the permit, local codes and plans. Again, you will have access to the expertise of the code official to help you with questions or concerns regarding the project and to ward off potentially costly mistakes. The code official will let you know approximately how many inspections may be needed for your project. Typically, several days is needed when requesting visits.

6. Final Approval: The code official will provide documentation when construction is completed and code compliance is determined. You will then have the personal satisfaction of a job done safely and correctly. You can enjoy your improvements with the knowledge that they meet the safety standards in your community.

It takes everyone in a community to keep our homes, schools, offices, stores and other buildings safe for personal and public use. Your safe construction practices help protect you, your family, your friends and your investment. Be sure to get your local code official involved with your project, because the building department is on your side.

Important! Deck, Porch

& Addition Footing Design Information

M

ost homes in Blaine are constructed on corrected soil pads. This is because soil conditions prior to development were too low and often unsuitable. These corrected building pads are not much larger than the home structure.

Footings must still be set on sandy/suitable soils (no black organic type soils) or the footing inspection will fail. In some developments, the depth to suitable soil may be much deeper than the 42” frost depth.

The footing inspection will fail if suitable soils cannot be verified, and soils corrections and/or deck footings must be designed by a licensed professional engineer.

Soils outside of these corrected pads may not be suitable for the construction of decks, porches, or home/garage additions. Any proposed construction of a deck, porch, or an addition may require soils corrections, or an engineer’s soils report may be required to verify minimum bearing capacity of 1,500 PSF.

2. Non-concrete manufactured pin style footings – The permit holder is responsible for the design size, and the base area comparison must be equal to or greater than concrete footing diameter listed in the City of Blaine Deck Handout Footing Guide.

These pin style footings are only permitted for decks and may not be permitted for porch footings – verify with the product manufacturer.

How to Design Footing for a Deck or Porch

3. Helical piles (screw-pile) are permitted in accordance with manufacturer’s instructions. These are long screw-like piles that can reach suitable soils without the need for soils corrections. Screw-piles must be installed by a certified contractor.

Note: Areas of known poor soils require soils corrections and/or deck footings must be designed by a licensed professional engineer prior to the issuance of the permit. Please call the Building Department for soil information in your development at 763-785-6170 as your first step in planning for your deck or porch.

1. Concrete Footings – The permit holder is responsible for the design size, but they cannot be a smaller diameter than listed in the City of Blaine Deck or Porch Handout Footing Guide. In lieu of using the guide in the handout, another option is to provide an engineer’s soils report to verify minimum bearing capacity, and design them accordingly.

Frost Footings for Home and Garage Additions

The following applies to all areas in the City of Blaine that have corrected soil pads, or other areas with black organic type soils at the depth of the footings. Soils corrections must be designed by a licensed professional engineer, or provide an engineer’s soils report to verify minimum bearing capacity of 1,500 PSF prior to issuance of the building permit.

Arts Council

The Blaine Arts Council is a volunteer committee. The mission of the Council is to promote, advance and celebrate the arts in our community for the appreciation and participation of our residents. The Blaine Arts Council meets on the 2nd Tuesday of each month. The meetings are held in Blaine City Hall beginning at 5:30 p.m. All interested persons are invited to attend any of the meetings. Blaine Economic Development Authority

In May 1985, the Blaine Housing and Redevelopment Authority (HRA) was established to promote economic development. State law empowered HRAs with broad authority to engage in redevelopment and economic development activities. Although the HRA was an autonomous organization, the HRA was governed by a board whose members are the City Council and Mayor.

In December 1988, the Economic Development Authority (EDA) was established to replace the HRA as the vehicle for subsequent economic development activities. The prior City and HRA projects were consolidated under the EDA’s authority. In part this was done because state statute provided the EDA with greater flexibility. The EDA is governed by the City Council and Mayor who serve as the EDA’s Board of Directors and President. The City Manager is the Executive Director of the Blaine EDA. Blaine Historical Society

The primary goal of the Blaine Historical Society is to collect, preserve, research, disseminate, and display historical knowledge and artifacts relating to Blaine, Minnesota. Future membership opportunities are anticipated for those interested in joining the Society.

Charter Commission

The Charter Commission reviews the City Charter and recommends charter amendments in keeping with the state law. Commissioners are citizen volunteers recommended for appointment by the City Council to the Tenth Judicial District Chief Judge. City Council

The Blaine City Council appoints a councilmember to sit on the Advisory Board, and the Mayor also presides. Advisory members serve a term of two years and may elect to run for additional terms pending City Council approval. For further information, visit BlaineMN.gov/SeniorAdvisoryCouncil

As the elected representatives of the people, City Councilmembers comprise the policy-making body of the City. The Council is composed of six members and the Mayor. Though voting equally with the other six members of the Council, the Mayor is the presiding officer at Council meetings and is the official representative of the City. Two Councilmembers are elected from each council ward on staggered four-year terms. The Mayor’s position, a four-year term, is elected at large.

Special Board of Review

The City is comprised of three council wards. Elections are held each August and November in even-numbered years.

Minnesota law requires that all property be appraised at “estimated market value” for tax purposes. The market value represents a reasonable estimate of what your property may sell for, based on current market conditions and information relating to your property.

The Councilmembers, as a body, implement all policies exclusively through the City Manager and, as individuals, neither perform nor interfere with any of the administrative work themselves. For further information, visit BlaineMN.gov/CityCouncil

Although your local Board of Review (also referred to as the Local Board of Appeal and Equalization) cannot adjust property taxes or unrelated complaints, they can address problems concerning estimated market value or property classifications, which cannot be resolved by the Assessor’s office.

Natural Resource Conservation Board

The Natural Resource Conservation Board is an advisory board to the City Council that develops and recommends to City Council a policy framework for the maintenance and preservation of Blaine’s natural resources. The board also develops a Natural Resource Plan, which includes long-term and near-term objectives and a plan for the acquisition of significant natural areas.

Park Advisory Board

Steps that must be followed in appeals process: • If you believe the estimated market value and/or classification of your property has been determined incorrectly, contact the Anoka County Assessor’s Office at 763-323-5400.

• If you still believe your value or classification is incorrect or you are not satisfied with the resolution offered by the Assessor’s office, you may bring your case to the local Board of Review. You may appear in person, by letter, or be represented by an authorized agent. It is required that you first attend the local Board of Review prior to attending the County Board of Appeal.

The Park Advisory Board, consisting of seven members appointed for two-year terms, holds neighborhood meetings, receives resident input, conducts surveys, addresses funding strategies, evaluates and recommends capital improvements for new and existing park facilities, and conducts public meetings and workshops for citizen involvement in the park planning process.

Planning Commission

The Planning Commission, consisting of seven members appointed for two-year terms, reviews and advises the City Council on long-range community planning goals and policies, immediate planning issues, and specific development proposals. Senior Advisory Council
