你有多久没走进公园，好好观察一朵花、一片树叶、一棵树?公园 是自然元素的供给，对人的视觉、生理、心理都产生积极影响，而且整 个过程是免费的。大大小的公园一直存在我们生活中，你去过的有几 个？

根据槟岛与威省市政厅景观组提供的资料显示，在他们管辖范围 内，槟岛现时有1个市政厅公园（Taman Bandaraya） ，1个人民公园 （Taman Metropolitan） ，194个睦邻公园（Taman Kejiranan）与 124个口袋公园（Taman Poket）；而威省区则有2个市政厅公园，19个 睦邻公园以及1773个口袋公园（包括1698个游乐场与75个游乐公园） 。 威省区共有22个休闲公园，其中15个休闲公园由威省市政局管辖，另 外7个休闲公园则属其他单位管辖。 今年三月疫情爆发后，大家历经两个月无法出门的坐困，尤其感 受公园让人大口呼吸，绿意包围的环境价值何其珍贵。

这辑“人与公园的对话” ，有人保护公园，有人开创花园，有人善用 公园，有人妆点了公园。所有付出和回收，不就是为了把生活过得更 好，与土地更为贴近。 文 | 徐秋雁 图 | BD Chang 林君磊

具旅游名胜、运动及休闲三合体的槟城植物

园，是槟城人，甚至马来西亚人的全民公园。植物

园在1884年创园，是全马历史最悠久的植物园。 人们在这里运动、野餐、休闲和玩乐，呼吸的正是 群山里的百年树木芬多精，高价但免费。

植物园发展不被重视

槟城植物园现任园长苏另源博士在植物分

类学、生态学和马来西亚植物保育工作有三十几 年经验，2017年走马上任。这位植物学家，这几年

最关注和最努力的，便是将植物园回归到植物研 究和采集的初衷。

最让大自然爱好者心悦的是，苏博士几年前

在园里实施 QR code 资讯牌制度，在每棵树下配

备资讯牌，资讯牌上附有QR码，只要扫描就能阅

读植物的简短资料，方便民众即时掌握植物知识。 苏博士乐于看见大家对植物园的喜爱，不过

比起成为公众的休闲公园，他更希望植物园被赋 予更多角色，尤其帮助提高民众对多元植物的认

识，以及回到植物研究的根本。

去年推行的《槟城植物园特别区域发展蓝

图》 ，就是重新为槟城植物园定位，还原它植物研 究中心的角色，以及拥有渊博植物知识的多元植 物品种保育区。

“植物园的真正发展一直被忽略，人们

没有认真看待它对于槟城的重要性，早期还

有负责单位为吸引游客，竟然引进马来熊、 人猿、小袋鼠、熊、鹿这些野生动物，试图将 植物园打造成像迷你动物园，这与植物园原 有的定位背道而驰。 ”

除了对外开放的各类植物屋，园内还

设有几间幼苗培育室，专门培育从森林采集

回来的植物幼苗。幼苗培育成功后，再将幼

苗移植到适合的位置。种植的地点很讲究， 种植前需要考量植物属性以及周遭环境，才 不会破坏原有的景观设计。幼苗培育室就像

个“补货仓库” ，当园内原有的植物枯萎，工

作人员可以马上从幼苗培育室搬出新幼苗 顶替。

当人们习惯了在园里挥汗和踏青，渐渐忘了其实槟城植 物园最初成立的目的是作为植物研究中心。 植物园的第一任英国园长查理柯蒂斯在创园时，为了寻 找植物品种，来到槟城规划绿地，本岛成为当年英殖民地 在东南亚的主要植物研究中心。

“公园河岸是园里最具人气地段。

一群长者围坐在石桌旁谈天说地，一旁

挂着“返老还童茶坊”的木制牌子。放眼

望去，周边绿地种上百种草药与蔬果，与 其说是茶坊，其实还是菜园。

弯弯河水绕着公园潺潺流去，公园里树木繁茂， 鸟语花香，适逢花季还有满树风铃木花随风飘下。 夹在住宅区里的新港直线公园，拥有特殊地理位置。 横跨公园的河流在槟城属少见， 仿佛河流为公园而生，公园为河流而辟。

秉持共享概念

“返老还童茶坊”是当地一班“返老还童气功协

会”乐龄成员共同打造。去年七月成形的菜园，现在持 续扩充中，种植种类也越来越丰富。

茶坊发起人 Eric Chee 透露，城市种植（ Urban

Farming）趋势近年渐普遍，让他兴起打造社区菜园的

念头。 这园地提倡共享概念，种植物有些来自街坊朋友 的捐献，每每民众向他们讨种子栽种，他们也乐意给

予。 “种植的本意不是为了吃，是想推广各种草药的知

识。 ”老人家们在每株植物旁，以洗衣液瓶制成名牌板， 标识各个植物的名字。

园里种植物达百种，有野芫荽、艾草、天鹅绒豆、

过江藤、夜来 香等。菜园的

收成除了自 给自足，也会

捐给社区内 的老人院。

越忙碌越快乐

热衷种植的“返老还童”成员皆不是园艺

中人，仅凭着一股热爱，在种植过程中不断学 习，打造出公园里的菜田。 菜园不用农药，以

咖啡渣和蛋壳作肥料，用有机酵素驱赶害虫， 果然把每株植物养得茁壮成长。

长者们每日在园地里各司其职地浇水、

施肥、翻土、栽种。劳作累了，随意围坐喝茶聊 天。和他们聊天，哪怕待上5分钟，都会被他们 的快乐分子感染。

新港河（Sungai Ara）贯穿整座新港直线 公园，是槟城少见有河流的社区公园。

公园CHARACTER

新港直线公园前身原是臭味熏天的养牛场，在居民努力争取与照顾

下，才拥有如此壮观的社区绿荫。新港河曾在2015年被誉为全马最干净 河流，这全靠居民每年定时举办全民大扫除，清理河流和齐心维护。

满坪绿草的河堤是公园的设计巧思。河堤的设计上使用了riprap

model，以大小石头加固河堤，里面放上纤维布与红木巩固石堆，再栽上

植物，让河堤成为公园最美景致。 这里河水不深，水流清澈，常吸引大人小 孩下水，有人捉鱼，有人戏水，也有人浸足。

当初，有关当局原建议在河边建造水泥桥，但Eric献议使用石头和木

柱建桥，以保公园大自然气息。当局最终回收旧式电灯木柱作为桥柱，以 大石头为踏板，筑成好看自然的石头桥。

一路扶梯而上的美景，没有一处不惊艳。 Fuan最开心的是，有人到访后因此对植栽产生兴趣。 这恰好是他创设这座花园的初衷，即结合并分享自己最爱的 两种事物，希望人人能同时欣赏艺术与大自然。

走进直落巴巷的 Art and Garden，

如同走进仲夏夜之夢（ A Midsummer

Night’s Dream）。 这是莎士比亞最流行

的剧本之一。经典剧作里的仙子森林，活 脱脱就是这园林。

这隐匿山坡上的秘密花园，步入其

中仿若不小心闯入奇幻世界。各式各类 巨型艺术品完美交织在大自然中，尤其 以植物为灵感的玻璃雕塑，美丽得让人 分不清真假。

花园占地约1.5英亩，共有三层阶

梯，拥有300多种植物品种。园主Fuan Wong是本地知名的玻璃艺术家，1985年

开始专研玻璃艺术，本身的玻璃艺术馆 开在打铜仔街。他同时是个爱植物成痴

的绿手指，热爱收集各式样奇花异草。过 去二十年，工作以外的时间，他都埋身于 花草世界中。

后来家中无法容纳过多的植物，于

是Fuan将自家榴莲园开辟一小块园地， 将植物移植到那里。同时他也开始制作 适合户外的巨型作品，尝试将艺术融入

自然环境中。他前后花了三年时间，将榴

园 内 植 物 多 属 于 多 叶 的 非 开 花 类 型，植 物

品种以凤梨科植物为主，因为凤梨科植物是Fuan 的最爱 。除此之外，园地里也包括蕨 类 植 物 例 如 鹿 角 蕨、树芦荟（Tre e aloe）、北美洲的瓶子草

（Sarracenias）、南非的苏铁（Cycads）、野生兰花 科、以及一些特殊品种，例如和蚂蚁共生的桃金娘 科植物（Myrmecophytes），都是Fuan过去二十年 收集而来的奇异植物。

远远望去，一颗颗悬挂在人造檐篷上的空气植

物，就像在白天里绽放的星星，煞是好看。 “那个是空 气菠萝（Tillandsia），他们不需要泥土也能自行成 1

长。 ”Fuan表示园内的植物都有仔细标识，并附上其 起源与用途说明。

穿插国内外艺术家作品

Art and Garden 除了有Fuan的巨型玻璃雕塑，还

有来自多位国内外艺术家的大型画作、铁丝雕塑，马赛 克作品等等交织在自然环境中，为郁郁葱葱的花园增添 色彩和鲜活。 其中艺术家包括庄嘉强，Howard Tan,Tom

Powell, Phillip Hemnell, Khor Guan Kheng, Jonathon 3

Yun, Nizam Abdullah, Nina Rupena。

在马来西亚，能够席地野餐，与青草花香为伴， 用食物和笑话与好朋友家人共度picnic时光的人们 不多（友族除外）。 怕热怕蚊虫、嫌麻烦、几乎是共同理由。

心。Summer的野餐地图遍布槟城公园与

海边，最爱去的公园包括新港直线公园，社

尾公园，打石街公园，Straits Quay 沿海的 草地以及市政厅公园 。

时是和一群朋友一起，有时乐得独自一

人。呼朋唤友的话，大家会各自准备食

物，带上缤纷的野餐布，就是众乐乐的

outing。独自一人的话，Summer则携 带便当与书本，在公园享有一个人的简 便野餐。

Summer的野餐配备包括茶具，水

果和纯素餐点。茹素多年的她，觉得人 与大自然是相依相存的生命共同体。人 与自然生态和谐共生当中，也有其自然

的规律。在公园野餐，便是其中一种人

透过野餐学习珍惜

公园的每日风景不尽相同；昨天盛开

和绿地共生的方式。

行动管制令（MCO）结束后复工

那周，去拜访乔治市区的皮革师傅，

才知道他在MCO期间生了一场大病。 出院后的他康复进展不错，看到大家

复工，他也兴致勃勃地要开店，说顾

客先前送来修补的包包一直堆积者， 必须处理，要不然就辜负了大家的期 待。

这位乔治市硕果仅存的皮革老

师傅，曾经历行业的尴尬转折期。手

作皮制品要在量产的世界里突破重 围势必得转型，当年他有能力在原有

的基础上建立自己的品牌与知名度， 但却同时需要力气经营与拓展与客

户之间的关系。在老师傅的经验中， 行销两字是陌生的，如果没有客户上

门，就表示这行业已被市场淘汰。师

傅近年运用自己制作皮制品的知识 迎合新需求，包括为顾客们修补与保 养包包或行李箱。

很久以前和师傅做过访谈，问他

修补包包与制作包包的差别。他说， 制作包包有一定的作业程序，他只要 照著这些程进行就得了。修补包包的 话，他无法预料顾客会送什么样的包 包让他修补。

“这种挑战也不错，它让你动脑

筋，让你不会这么快变老。”师傅当年 是那么乐观地回答我。

只是，人总会变老。距离复工和

他见面一个星期后，接到老师傅的电 话，他说身体与生意显然都无法回到

过往的节奏，所以决定把经营了81年 的老店结业。这个位于大门楼的老字 号就这样消失了。当老师傅在清理老

店时，我也又发现另一家经营逾70年 的皮料供应商也即将结束营业。

老行 业

大家在谈老行业的永续， 却忘了生命不可能永存， 永续不可能从一而终。 要保护老行业，与其执著于老店的存亡， 其实技术与知识的累积和发展更为重要。 哪怕这些技术最后没人再使用了， 它也应该被好好保存在博物馆或档案馆， 作为人类历史与记忆的一部分。 老行业作为非物质文化遗产， 相关的保存工作并没有一套既定方程式， 它需要耐心地被理解、 有远见地被守护， 同时也需要集体的共识与配合。

另一边厢，我们看到年轻的皮革

师傅进驻乔治市，他们虽然半路出家， 却都积极精进，很认真地探索与钻研 各种传统技术。即便一些皮革材料供

应链已断，他们也能透过网购将材料

找回来。可见，皮革行业并没绝迹，只 要乔治市还有生机和商机，传统行业 自有生存法。

皮革业以外的传统行业，也在努

力寻出路。过去游客喜爱的日本横街

伍记饼家，店家的咸切酥销量减弱了， 他们开始增加其他手作糕饼产量，如

豆沙饼、鸡蛋糕、咸蛋酥或加央角，以

不然就没饭吃了。做松谷（songkok） 的大叔也想著是不是要拍个短片，教 人们如何量出准确头型，以便开启线 上销售……

行业以人为本，当人人都在谈永

应付本地顾客的需求。藤制品店过去

续的时候，却忘了生命不可能永存，永

一般人的固有思维里，旗袍是隆重日子才 会穿戴的传统服装，好的旗袍需要量身定

做。这么一来，消费成本较高，且旗袍师傅的审美

能否和消费者达成一致，都是令人对旗袍望而却 步的种种因素。

为了让旗袍亲民化，服装设计师马如玉以旗

袍实体店的形式经营Jade’s Collection。 走进店

里，一件件裁好的旗袍任你挑选试穿，适不适合、 喜不喜欢，一目了然。 自 Gurney Plaza 开张至今， 这旗袍专店 Jade’s Collection 就一直驻扎在那

里。旗袍的本地受众不广，店铺却能在租金昂贵的 商场坚持19年，马如玉说， 只要诚诚恳恳

地把设计和制衣做好，自然能获得认 可。 虽说是成衣，每种设计也只有大中小尺码各

一件，走在路上不大会发生撞衫的尴尬。即使是同 一种设计，体型各异，穿上去也会展现出不同韵

味。臀部太大、拜拜肉、小肚子……满大街的女人，

计是生计需求，画画则是精神需求。 马如玉的画作充满娘惹元素，近年来画作开

始出现一双小脚鞋子，那是奶奶的缩影。奶奶是飘 洋过海到南洋的传统中国女人，性格婉约隐忍。她

的外婆则是本地出生，强势奔放的娘惹。这两位性

格大不相同的女性出现在她的生命中，对她的艺 术创作的灵感，乃至对美的表达种下种子。

她说，近年来旗袍开始为大众所接受，市场

上出现了许多批量制作的旗袍，做工剪裁自然不 如手作讲究。消费者常会被它们相对低廉的价格 吸引，但她对自己的旗袍有信心。二者虽然都是旗 袍，但却扮演着不同定位——前者是顺应潮流的

快时尚，她的 旗 袍 则 是 不 过 时 的 经 典 。好的旗

店前曾在成衣厂担任设计师多年，后来又开设制 衣厂，对本地人的身材尺码非常熟悉。从剪裁到布 料，马如玉并未将中式旗袍照板煮碗，而是与在地

的一大特色便是以峇迪布料制成的旗袍。布料吸 汗通风，适合湿热的气候。印花凸显南洋的

奔放热情，剪裁则勾勒出中式的气质 婉约。 马如玉体内流着娘惹血液，自觉受外婆影响

深远。小时候，她常跟在外婆身后，看见娘惹对生

活品质的追求：梳妆打扮、烹饪插花，样样精致。外

婆对生活的讲究无形中也培养了她的高审美。除 了服装设计，她也是画家。 Jade’s Collection隔间

便是她不计收益坚持开办的画廊。她笑言，旗袍设

小而美的 可能性 缩景文化

M’atural，意为Mini Natural，和盆景相互呼

应。古时中国皇帝拥有大片疆土，却因路途遥远

而无法看尽江山之美。于是，臣子们将这些山水 美景缩小成盆景，供皇帝在后花园观赏。盆景从 中国传到日本、越南、韩国，植物品种和修剪风格

随地方气候、文化而变异，却始终保留着小而美 的精致。

M’atural是一家日式盆景工作室。 工作室环

境静谧，庭院放满盆栽，室内设计走日式简洁风 格，采光充足却柔和，播放着轻柔的音乐，是个令 人舒缓的空间。

除了日式盆景以外，工作室也推广本地不太

常见的“苔玉”。苔玉源自日本江户时代，制作难

度和维护成本较传统盆景低，深受平民喜爱。把

树苗栽种在捏成球状的泥土中，铺上一层苔藓， 便是一颗可爱疗愈的观赏植物。不过，苔藓在室

内不好照顾，于是创办人陈建宏便用巧思做了小 小的改动，以线代替苔藓，实用与美感并兼。

种子与契机

陈建宏是个谈吐温和的大男生。童年某一

天，爸爸给了他一些辣椒种子，种下了他对植物 的兴趣。自此他的整个童年都在种花中度过。那

时，亲戚长辈都会对他说，长大后可以此为职业。 但那时的他只不过觉得，双手能够培养出生命十 分神奇，并没想要将兴趣转换为职业。毕业自服 装设计系的他，会进入这个行业，完全出于机缘 巧合。

大学毕业后的农历新年，恰逢母校锺灵中学百年校

庆，他回校帮忙学弟妹编一支舞，因而结识了一位纪录 片导演。后来他经过这位导演牵线，参与拍摄日本盆景

师傅平尾承志的纪录片拍摄，成为他的学徒。接触盆景 后，他对待植物多了一层审美滤镜。就像是人不只要身 体茁壮成长，还有文化与审美需求，种植不再只是期待 原始生命的萌发，也是雕琢与形塑的过程。

不确定性的魅力

盆景创作与其他艺术形式不同，作品成果并不完全

为创作者的意愿所定。陈建宏说，盆景最终呈现出的样 子，是他与植物共同创作的成果。就好像人与人之间的

关系，盆景并不是一系列方法的总和。

“比如说，我想要把它扭到某个曲线去生长，

我大概看得出他发芽的地方，可以猜想或是引导

他往哪个地方去生长。但如果到时候他不长出来， 我也是没办法的。他在跟我脑力激荡。你就等他长 出另一个枝桠时候，再去做不一样的呈现。

陈 建 宏 说，很 多 事 情 可 以 通 过 技 术 的 提 升

去缩短制作时间，但植物的生长期却是不可压缩 的。 “你可以通过控制光线缩小叶子，但30天的成

熟期，一天都不能少。你只能把你能做的事情分配 到这30天里去做。 ”

身为盆景创作者，陈建宏常常被问及最喜欢

的植物，每每都答不上来。但如果要说一个令他印 象深刻，又很喜欢的花，就必定是含笑了。含笑的

花苞长得像腊梅，当时他买回来种了一段时间都 不知其名。一天，正当他准备将它栽进盆景时，在

拉线、塑形盆栽的一小时内，那株含笑悄悄开花

了，散发出一种似白酒般的清香味。它静静地陪着

他创作，在创作结束的那一刻绽放。嗅觉是记忆的

承载体，他依然能记得当时那不知名的花为他带 来的欣喜。

这就是栽种的魅力。栽种不出个理所当然，但

惊喜却偶尔会在不经意间出现。

艺术与商业的结合

行管令解除后，人们急着走出家门娱乐，商

场拥挤的人潮令人意兴阑珊，另一些商店则无奈 结业。那些风风雨雨似乎略过了这家工作室，只因

它借出了一个绿意禅静的喘息空间。直到现在，陈

建宏还不太熟悉商业的运作，也不想把工作室定 位为一门生意。不过，他不认为商业是艺术的对立 面。 当艺术与商业结合，受众也更广泛。

除了售卖现成与定制的盆景，工作室也推出

工作坊体验。现代人的时间精力有限，短短一个小

时多的工作坊旨在让大家认识植物的生长习性、 体验栽种的乐趣，并不是速成班。工作室的经营和

创作风格偏当代，以不同形态展现生活美学的各

盆栽作为一种有生命力的艺术品， 是创作者和生命体之间的不断拉锯与融合。 正因为这种不确定性和非必然性， 最后呈现出来的样子才是一份惊喜。 就好像人与人之间的关系， 1.陈建宏从小热爱种花，但从 盆景并不是一系列方法的总和。 未把这当作职业追求。直到遇 见盆景师傅平尾承志后，才将 兴趣转为专业。

宫贵族喜爱的盆景，二者并非处于对立或是等级 关系，而是各美其美、美美与共。

精益求精的盆景技艺令人敬佩，但那毕竟是

少数业界人士的追求。面向普罗大众，陈建宏只希

望能够通过植物向大众介绍美的另一种可能性， 并在与花草共处的过程中，获得疗愈。

eorge Town is a city of shophouses.

These hybrid structures with private and commercial spaces have formed the backdrop of our port city since the 1800s.

Today, thousands of shophouses line our historic city centre, extending in every direction, in an endless parade of period styles.

A defining feature of these shophouses is the five-foot way —their street-facing sheltered walkway— which has served a purpose well beyond its original intent.

Reflections on the five-foot ways of George Town

I was certainly oblivious to their significance when I first got to know George Town during my high school days in the 1980s. Back then, I travelled daily from my home in Butterworth, across the channel on the mainland, to my school quite a distance away in Air Itam. The innumerable journeys from the ferry terminal to school gave me a good mental map of the city. During the week, from the bus window, I could see the places that I would visit come Saturday.

My routine then was, after extra-curricular activities, my friends and I would board a beigecoloured City Council bus or green Lim Seng Seng bus heading towards town. Alighting near Komtar, we would then entertain ourselves from lunch until it was time to go home for dinner.

From Penang Road to Carnavon Street, Chulia Street to Beach Street, the five-foot way led me to my friends’ homes, coffeeshops, cinemas, old and new book shops, art and stationery shops, music shops, department stores and all kinds of places. With time on our hands, we flitted from place to place, lost-butnot-lost, filling our minds with varied impressions of the city.

We certainly needed no map. The five-foot way kept us on course.

History of the five-foot way The five-foot way is significant not just for its utility — shelter from sun and rain — but also the social and economic roles it has played. Meant for public use, it is often co-opted to serve private or commercial interests.

The invention of the five-foot way has been credited to Stamford Raffles, the founder of modern Singapore who began his career with the East India Company (EIC) as a 24-year-old assistant secretary in Penang in 1805.

A capable and ambitious administrator, he mandated the five-foot way in his 1822 Town Plan of Singapore, three years after securing the island for the EIC. That plan specified a “verandah of a certain depth, open at all times as a continued and covered

A ay to der passage on each side of the street”. Raffles’ idea quickly caught on and became a feature of colonial town-planning. By the end of the century, five-foot ways were found not only in British Malaya but also in Thailand and the Philippines.

Historians speculate that Raffles’ five-foot way may have been inspired by the covered walkways he saw in Dutch-controlled Batavia (Jakarta), which in turn may be an adaptation of those found in tropical Southern China. Some also pointed to the colonnaded arcades in southern Europe where the sunny and hot climate resembled that of Southeast Asia. What is certain, however, is that wherever the British went and Chinese immigrants settled, the shophouse with the five-foot way followed.

A great area Raffles’ five-foot way was civic in concept — to ease pedestrian movement, provide shelter, improve ventilation and facilitate refuse collection. But with such advantages, it wasn’t long before this public facility gained a life of its own. Itinerant tradesmen and enterprising vendors moved in, families spilled out, neighbours gathered and children played.

Today, to the unaccustomed eye, the five-foot way may look alarmingly unregulated. It has become not only a space for commerce but a virtual freefor-all – parking, gardening, laundry, play, storage or even rubbish disposal. It may be fenced up, barricaded with equipment, or blocked with potted plants or furniture to discourage “trespassing”.

If you live in Malaysia, you may not think much of these walkways.

When this occurs, the public is not only denied their right of way, they are forced to walk around on open road alongside passing vehicles. This appropriation of public space may seem disconcerting to visitors, but locals have come to grudgingly accept it as fact of life.

The public-private nature of the five-foot way meant it has always been a grey, contentious area.

There is no easy solution. The authority’s efforts to clear obstructed five-foot ways often risk a confrontation or are ignored by apathetic occupiers.

Fortunately, most residents in George Town keep their five-foot ways in reasonably good, passable condition. This helps make our city pedestrianfriendly and easy to navigate.

If you are looking to steal a few revealing glimpses of everyday life in Penang – like the soulful front hall of an old Chinese family home, or a child doing homework at a corner of her family’s shop, or trayfulls of fresh-baked, sweet-smelling cakes cooling off in a traditional pastry shop – a stroll along the five-foot ways of George Town promises to be richly rewarding.

re five-foot ways really five-foot wide? No. They should be seven feet, as set out in Malaysia’s Street and Drainange Act 1974. The narrowest five-foot way in Penang can be found at Stewart Lane, where artist Tang Mun Kian’s steel-rod cartoon figure of an English planter remarks, “Obviously this is less than five feet.”

enang’s five-foot ways have inspired a board game called ‘Kaki Lima’ that features many familiar streets and sights of George Town. It is available at Areca Books, Gerak Budaya, Hikayat and Chai Diam Ma at Hin Bus Depot.

I

n 2019, the Penang Island City Council (MBPP) launched a campaign called ‘Pedestrian is King 2.0’ to make five-foot ways as pedestrian-friendly as possible in areas around Malay Street, Chulia Street and Dato Keramat.

The council seeks the cooperation of residents and users to keep our fivefoot ways clean and clutter-free. Let’s support all such efforts to improve the safety, accessibility and walkability of our city.

The Seven Streets Precinct is like a secret child of George Town.

Its story has only been whispered about.

Shunned for decades for its chequered past, it is now a favoured candidate for redevelopment.

Things may change sooner rather than later, so let’s get to know its streetscapes, traditional trades and small-townatmosphere while time is still on our side.

or the Chinese coolies who populated the area during George Town’s colonial days, the names of the seven parallel streets in the Seven Streets Precinct must have been impossible tongue-twisters. By necessity, an easy alternative emerged – numbers. So Magazine Road became First Street; Noordin Street, Second; Presgrave Street, Third; Tye Sin Street, Fourth; MacCallum Street, Fifth; Katz Street, Sixth; and Cecil Street, Seventh. In the Chinese imagination, these streets coalesced into a distinct neighbourhood over time, and came to be known as the Seven Streets Precinct.

The Seven Streets Precinct is the area south of what was once Prangin Canal, where Sia Boay Urban Archaeological Park is today.

Prangin Canal was the city limit during colonial times. The area immediately beyond is known to locals as Koay Kang Nga in the Hokkien dialect, meaning the other side of the river. For much of the 19th century, this side of the “river” was rural, dotted with attap houses and vegetable farms.

The simple shophouses that still stand on Jalan C.Y. Choy – a road that cuts across all the numbered streets – are among the earliest brick structures built in the Seven Streets Precinct. The streets that continue

on towards the sea and were given the suffix Ghaut, a Hindi word meaning steps leading to the water. This side of the precinct was originally coastal swampland.

Early settlers here were mostly poor, uneducated immigrants from China who worked as coolies or port labourers. Many were also members of secret societies. Indeed, gang activities were rife in the area right up until the 1980s. To older Penangites, the Seven Streets Precinct was synonymous with gangsterism and drugs. It was an area city folks avoided.

Once upon a tough neighbourhood Mr C.J. Kok, 54, grew up with his parents and three siblings in a one-bedroom unit at Noordin Street Ghaut Flats in the 1970s. He recalled, “Our neighbourhood then was a ‘black area’. Street brawls were common and gangs would confront one another armed with parang and clubs. Every few months, we would be awakened by knocks on our door in the middle of the night. It’s the police conducting their ‘Sook Ching-style’ search-and-purge raids. They would come in and check our room and cupboards for suspects.

Thankfully, the situation improved in the 1980s.”

Located on the fringe of the Seven Streets Precinct, the 17-storey Noordin Street Ghaut Flats was the tallest low-cost public housing in George Town when it was completed in 1970s. Unfortunately, it quickly became a beacon for desperate souls.

“A pair of teenage sisters led the way. They decided to end their lives together after finding out that they were cheated by the same man. My father was shocked when he caught sight of a body falling through the air, only to be followed by another. When I was eight, I witnessed an incident myself. It was about 8 am and I had just stepped away from the building towards a hawker stall when, suddenly, I felt a heavy load crashed behind me. A middle-aged Chinese man – not a resident – had jumped from a few floors above. I was too young to feel anything but the hawker lady was so shaken she was mumbling uncontrollably when she darted over to check on me.

“Despite the deprivations, many kids from my time managed to escape the grip of poverty. Many were children of hawkers – poor, but hardworking. Some excelled in school and have gone on to successful careers,” Mr Kok added.

Streetside storytellers In the days before radio and television, streetside storytellers would ply their trade along Noordin Street (Second Street). Author Toh Teong Chuan in his book Street Names of Old Penang wrote that these storytellers would set themselves up along road junctions with their makeshift table and chairs and entertain their audiences in the glow of a kerosene lamp.

Mr Lim Eng Kooi, 80, the shopkeeper of provision shop Chop Hoe Aik on Presgrave Street (Third Street) said, “They usually tell tales from Chinese classics such as Romance of the Three Kingdoms, Water Margin or folklore from the Tang, Song, Yuan, Ming and Qing eras.”

Mr Lim, who has lived in the precinct since 1952, said, “Listeners would pay 5 or 10 sen whenever the storyteller went around for donation.

He would do this several times throughout his session, which lasted about one to one-and-a-half hours.

“Before Malaysia’s independence in 1957, the Seven Streets Precinct was generally residential. But after independence, light industries began to appear.

Metalsmiths, sawmills, carpenters, foundries and other related trades started to cluster around here. Over the years, these workshops became the defining trades of this neighbourhood. Today, food is our new attraction.”

Sharp-eyed visitors will notice a unique living heritage here. Mr Lim said, “The Taoist tradition is very strong in the Seven Streets Precinct. Every street has its own shrine. These are not big temples, but smaller structures that residents maintain and worship at. During the Hungry Ghost Festival, the atmosphere is especially vibrant. Every street would celebrate in its own way.”

A tour , a treat Today, the Seven Streets Precinct is the new frontier for investors and tourists. A wave of development has rippled from Magazine Road (First Street), bringing with it cafés, restaurants, boutique hotels and new commercial ventures – and a surge of public interest.

On the area’s biggest attractions, Mr Lee Heong Wei, Chairman of the C.Y. Choy Village Community Management Council (MPKK, the grassroots organisation for community development), said, “The Cecil Street Market (Chit Tiau Lor Bansan in Hokkien) is very popular. It is also well known among many Penangites. There is a section for fresh produce and meats, and another for cooked food and drinks. Locals shop here for all kinds of ingredients for Chinese cooking. It’s well worth a tour just to experience the atmosphere and extraordinary variety of food.

“Since George Town became a UNESCO World Heritage Site, tourists have also found their

way here. Penang’s hawker food is a big attraction and this market is a hotspot. Many of our original hawkers continue to serve what has become known as ko-cha-bee (tastes of yesteryear) here – such as the charcoal-fried char koay teow, roast pork, pasembur, curry mee, duck-meat koay teow thng, Hokkien mee, chicken rice and wan tan mee. It is a buffet of authentic Penang ko-cha-bee.”

For sightseers, Mr Lee recommends starting at the Sia Boey Urban Archaeological Park on Magazine Road (First Street), then working your way street by street through the Cecil Street Market to City God Temple (Seng Hong Beow in Hokkien).

Along the way, look out for the precinct’s traditional trades and street foods, such as the Hokkien mee on Jalan C.Y. Choy, char koay teow and Hokkien mee on Presgrave Street (Third Street), and the old-school economy bee hoon and tong sui (Chinese dessert) on Tye Sin Street (Fourth Street). Many hawkers operate only in the evening and get busy around 6pm.

For the moment, visitors to the Seven Streets Precinct will find an unlikely urban village in the shadow of the KOMTAR tower. Here, the atmosphere is unlike anywhere else in the inner city.

There are no tall buildings, no grand boulevards, and no big-name attractions. Instead, you will find a low-key neighbourhood characterised by grit, faith and simple pleasures. The Seven Streets Precinct is not on the tourist map yet, but for those keen to experience a hidden side of George Town, its time-worn streetscapes and time-honoured culinary treats are gems awaiting discovery.

Who is C.Y. Choy?

A major road that runs through the entire Seven Streets Precinct is Jalan C.Y. Choy. Known originally as Bridge Street, it was renamed in honour of Chooi Yew Choy – Chooi being the surname – the third and last mayor of George Town.

I n 1 9 5 7 , G eo rg e To wn was conferred city status by Queen Elizabeth II, the first in the new Federation of Malaya. From then, George Town city had had three mayors until 1966 when Chooi’s term was cut short by the federal government due to the Indonesian Confrontation.

Today, we have a mayor for the whole of Penang island and another for Seberang Perai. Older residents of the Seven Streets Precinct know Chooi as a devoted representative of the people and the “Father of Hawkers”.

Author of Streets of George Town Khoo Salma Nasution wrote that

“he would station himself in a five-foot way along this street, equipped with a typewriter, chair and desk to write petitions on behalf of his constituents”.

Shopkeeper Mr Lim remembers Chooi as a humble, trustworthy man who never forgot his roots and served with full dedication until his death in 1980.
