This summer, Cedar Falls will be welcoming RAGBRAI® on Thursday, July 24! As an overnight town, this event will bring 20,000+ bicyclists and thousands of visitors to our area with the main entertainment and activities occurring in the Downtown District. We want to ensure that residents throughout the community are prepared for this increase in bike and pedestrian traffic.
Get Involved
Join the fun! Please consider volunteering with your family or friends to ensure a successful event. Opportunities to assist with hosting riders in your yard/home, parking vehicles, serving beverages, keeping areas clean and more are available at www.cedarfallsragbrai.org/ volunteers.
Event and Route
Bicyclists are expected to arrive in Cedar Falls between 10 a.m. and 6 p.m. The route into Cedar Falls takes them on Union Road, West 12th Street, Main Street and Washington Street. While most of the bicycle route will not have hard closures, we encourage drivers to avoid this area when possible. If not possible, please use caution and turn off of the route as soon you are able. For businesses in the area, please review the route and detours so you can plan accordingly just be aware that this time will bring an increase in traffic and activity.
Cyclists will be camping at the Main Campground in Gateway Park and surrounding areas, Washington Park, Holmes Park/Holmes Jr. High, Overman Park, Pfeiffer Park, with UNI parking lots welcoming RV/support vehicles. Many cyclists will stay at individual homes throughout Cedar Falls, so all drivers in the Cedar Falls area must be on alert.
The route out of Cedar Falls will see heavy bicycle traffic on Friday, July 25, from 6 –10 a.m. along Lincoln Street and Leversee Road, then east on Dunkerton Road. Overnight visitors at various parks and neighborhoods will head to Gateway Park to join the official exit route.
Closures
Drivers will experience several complete road closures in the downtown area on Thursday and Friday morning including portions of Main Street, State Street, and Washington Street. Various downtown side streets will also be included. Be prepared to walk to the event area, as the closures will impact parking lot and street parking availability throughout the downtown. There are likely to be street closures in other areas of the community to support RAGBRAI.
Access to Big Woods Recreation Area will be available only from the north entrance. Due to the event, the Cedar Falls compost facility (located in the 300 block of North Main Street) will be closed from 10 a.m. on Thursday, July 24, to noon on Friday, July 25.

McDonald Construction & Remodeling, LLC was formed by Steve McDonald in 2008 offering residential framing and roofing services in the Cedar Valley. In 2024 we expanded our wall panelization shop in the North Industrial Park in Cedar Falls.
University of Northern Iowa Nursing Education Award
University of Northern Iowa’s Bachelor of Science in Nursing program launched in fall 2024 with the goal to help increase the number of working nurses in the state of Iowa. The program is focused on producing graduates who are clinically-focused and practice ready, utilizing newly renovated, specialized spaces in UNI’s Innovative Teaching and Technology Center that integrate the traditional classroom experience with stateof-the-art labs fully-equipped to facilitate active learning, simulations and hands-on experiences with patients.
In the face of growing demand, and growing interest by students, UNI is taking steps to bolster existing health-related programs, while launching new degrees, new partnerships and new opportunities for students interested in health and human sciences.
LAFORGE, LLC
CFU Energy Innovator Award
LAFORGE, LLC chose to install solar panels on the roof of our Cedar Falls facility to demonstrate our commitment to sustainability and align with our vision to be a steward of our environment. By adding the 124-kilowatt solar system, we intend to harness renewable energy to decrease our reliance on traditional power sources, while significantly lowering our carbon footprint. This installation is projected to save LAFORGE $14,000 in electrical costs during its first year of operation in 2025, with an estimated payback of less than 10 years. Beyond the financial benefits, this investment reflects our dedication to innovation, environmental stewardship, and long-term operational efficiency, setting a positive example for others in our community and industry.
Pete Downs
Representative Citizen Award
The 2025 recipient of the Representative Citizen award will tell you he’s been a resident of the community for many more years than the 45 he considers himself a citizen, the difference being developing an appreciation for your community and the quality of life it offers, and states “Volunteerism is the fallout of being grateful.” Pete Downs got involved with volunteering to become a part of the community his son would grow up in as a Parks and Recreation Commissioner, member of the Sturgis Falls Celebration Board, and now President of the Sturgis Falls Entertainment Group and Chair of the Sturgis Falls Overman Entertainment Group. Cedar Falls is proud to congratulate Pete Downs as this year’s Representative Citizen.

Grills
NFPA reports that an average of 8,900 home fires are caused by grilling each year. Here are some fire safety tips for the grill:
· Grills create very high temperatures and keeping some clearance from combustibles can prevent a fire.
· Make sure that children and pets stay at least 3 feet from the grill to prevent burns.
· Clean the grill often to prevent grease buildup and make sure to open the grill before lighting it. Failing to clean the grill before and after use is a contributing factor in nearly 20% of all grill structure fires.
· If you are using charcoal or another solid fuel, make sure the embers are completely cooled before disposing in a metal container.
· Charcoal lighter fluid can be dangerous if added after the coals are lit.
· Charcoal chimney starters and electric charcoal starters can be much safer.
· Propane gas grills give you a quick start up, but make sure your connections are tight by checking with a light soap and water solution.
· If you smell gas turn off the grill right away.
· Remember that about half of all grill injuries are the result of some type of thermal burn.
Outdoor Fire Pits

The City of Cedar Falls requires recreational fire pits to be at least 20 feet from any building. Following a few simple safety tips can keep your family safe while enjoying the great outdoor life of our community.
· Never leave young children unattended near a fire in the pit.
· Fill a bucket with water and set it next to the pit before you even begin building the fire.
· Avoid throwing leaves, pine cones, pine needles and paper into the fire. They catch fire quickly and can result in dangerous floating embers.
· Unless there’s an emergency, avoid dumping the entire bucket of water on the fire to put it out. Instead, spread the pieces of fuel as far apart as possible and gently sprinkle water over them until there are no more glowing embers. This prevents the scatter of embers and a thick cloud of smoke.
· Toast your marshmallows over the embers rather than the flames. This not only gives them that perfect golden crust, but prevents them from catching on fire.
Dryers

If your family is fortunate enough to have the space for a clothesline, what a great time of year for you catch up on that spring cleaning and be able to dry your clothes outside during these lovely warm months.
If your family is using the clothes dryer during your spring cleaning please keep in mind that the leading cause of clothes dryer-related fires is not keeping them clean. Scooping out the lintbasket takes just a few seconds, so be sure to clear it out every time you toss a load in. The NFPA also recommends cleaning out the vent pipe at least once a year and with the wonderful spring weather around the corner pick a day and just clean that out too.
Parking

Home to local dining, entertainment, and shopping opportunities, the Cedar Falls Downtown District has a wide variety of parking options to fit your needs including FREE 15-minute, 2-hour, 3-hour, 4-hour, and 24-hour parking. To help serve visitors and residents in the area, parking enforcement hours are 9 a.m.–8 p.m., Monday–Saturday. A reminder that the dedicated 15-minute parking drop off pick up zones are always designated for this purpose only.

Cover Your Cone
Cedar Falls Public Safety is happy to announce our ongoing partnership with 4 Queens Dairy Cream as we encourage you to Cover Your Cone by wearing a properly fitted helmet when out riding your bicycle. During the summer, public safety officers will be out on patrol looking to give a “citation” to people caught practicing good bicycle safety by wearing their helmet. According to the U.S. Department of Transportation, less than 20% of bicyclists wear a helmet, however head trauma contributes to 70-80% of fatal crashes involving bicyclists. Additionally, a study conducted by the Cochrane Database of Systematic Reviews determined that a properly worn bicycle helmet can reduce the risk of a traumatic brain injury by 88%. As we know habits are formed young, we want to reward our youth who are practicing good safety habits. Kids who receive the “citation” can turn it in at the Cedar Falls 4 Queens Dairy Cream for a free small ice cream cone.


Currents Homeowner Tips
Summer is the perfect time of year to complete those home projects that need to be done. Whether it’s a new deck, window replacements, bathroom remodel, or other honey-do-list items, a permit is more than likely required. Construction projects other than painting and flooring require a building permit. If the property is owner occupied and has the homestead tax credit the homeowner can pull all needed permits.
Public Safety UTV Patrol
Since 2019, Cedar Falls Public Safety has utilized a John Deere Gator UTV to patrol the substantial portion of the more than 125-mile Cedar Valley trail system within Cedar Falls. This patrol includes responding to remote areas of the city and searching for missing people. The UTV is outfitted with emergency lighting and siren system, an AED, medical kit, and water rescue equipment. This is significantly more equipment than a bike patrol unit has the capacity to carry. Officers have been able to provide aid to individuals experiencing medical events on the trail system, recovered stolen property located within wooded areas of the town, and search for individuals experiencing a mental health crisis. This provides the department with a versatile way of patrolling the more remote areas of the community while still able to respond quickly to emergency calls that arise in the city. The City Municipal Code allows the operation of this vehicle by our public safety personnel on all city roadways and trail systems. You will also see our UTV out during Sturgis Falls, UNI Homecoming, RAGBRAI, and other various community events. With the summer season upon us, we look forward to seeing you out as you enjoy all that the city has to offer.

Completing a project on your own can be a great way to lower the cost of the project. However, it can be daunting knowing where to start and all the codes surrounding construction. The city has adopted the 2021 International Model Codes, the 2021 Uniform plumbing code, and the 2023 National Electrical Codes. These codes can be found at https://codes.iccsafe. org/codes/i-codes/2021-icodes. The city also has a set of code books available for view at City Hall. However, we know that interpreting the code can be difficult and confusing, so City Staff has prepared multiple handouts to explain the code requirements of the most common projects. If you are still unsure after utilizing these resources Inspections Staff is always here to answer questions. Residential Electronics and Hazardous Materials Drop-off Event
Scheduled for September 6, 2025
Twice per year, the Black Hawk County Solid Waste Management Commission co-sponsors drop-off events for household toxic materials and electronics. BOTH events are open to ALL Black Hawk County residents to get rid of approved items from their homes and garages (some fees may apply). Business waste will NOT be accepted at this event.
The Fall drop-off event will be held on Saturday, September 6th from 9 AM – 12:30 PM at the Cedar Falls Public Works Complex (2200 Technology Parkway). Registration is required to reduce wait time and vehicle idling during the event. Registration is anticipated to open by August 8th and close at 3:00 p.m. on Friday, September 5th. Acceptable Items Include:
• Household cleaners, mercury thermometers, LED/fluorescent bulbs (limit of 10 tubes per household), etc.
• Liquid lawn and garden products including fertilizers, herbicides, and pesticides
• Automotive batteries and chemicals such as engine cleaners, brake fluid, waxes, etc.
• Hobby products including stains, varnishes, paint removers, adhesives, etc.
• Propane tanks and other flammables
• Electric items like vacuums, holiday lights, power tools, humidifiers, lamps, etc.
• Flat panel TVs/computer monitors and other audio-visual equipment including stereos, VCR’s, DVD players, game systems and speakers
• Computer equipment including towers, laptops, tablets and other handheld devices. All hard drives will be shredded after the event.
• Each vehicle may bring two Cathode Ray Tube (CRT) containing devices for free; additional CRTs are $5 each (with no limit). Please bring exact cash only. CRTs are TVs/computer monitors with a big bump in the back.
Not Accepted:
• No more than ten 4 foot or longer florescent light tubes
• Paint
• Laundry detergents, soaps, cosmetics, and medications
• Automotive oils, oil filters, and antifreeze
• Grills, lawn mowers, tires, or non-hazardous waste
• Fire extinguishers, smoke detectors, radioactive materials, asbestos, or ammunition
• Any container larger than 5-gallons (no drums)
• Appliances (including microwaves, dehumidifiers, air conditioners, water heaters, refrigerators, light ballasts, etc.)
• Items from schools, businesses, farms, non-profits, or governmental entities

The previous events served 400 residents resulting in the collection of over 27,000 pounds of electronics for recycling. Collection dates have not been set for 2025.
Volunteers needed to make collection event a success! Approximately 50 volunteers (age 16+) are needed from 8:00 am –1:00 pm to make these community events possible! Volunteers assist with unloading items, directing traffic, surveying participants, and making this event run as efficiently as possible. Community groups or businesses whom provide five volunteers can be recognized on promotional materials for the event and on the post-event handouts. Did you know that you do not have to wait to dispose of your electronic items? No need for appointments or waiting for a collection date. The Cedar Falls Transfer Station accepts stereos, VCR and DVD players, vacuums, fax machines, home phones, video game systems, handheld electronics, record players, hair dryers, curling iron, countertop devices, lamps, treadmills, space heaters, holiday lights, cable/satellite equipment, fans, cables and many other items with a cord to recycle at no cost. Summer Yard Waste Collection and Drop-Off Schedule
During the months of July, August and September, yard waste collection will take place every other week as follows.
July 7, 21 | August 4, 18 | September 8 and 22
No yard waste collected on September 1st, 2025 due to the Labor Day holiday.
Yard waste is accepted exclusively on Mondays and throughout the week in smaller quantities at the Transfer Station. The fee is $29.50 per ton. A minimum fee of $7.00 applies for quantities under 400 pounds. Individual bags can be dropped off for a fee of $1.00 each
As a reminder, during the months of April, October, and November yard waste carts are collected for a reduced fee of $5.00 per dump. Please have your cart out by 7:00 a.m. on the day of collection and brought back in by 8:00 p.m.
Transfer station hours are Monday through Friday 7:00 a.m. to 5:00 p.m. and Saturday 8:00 a.m. to 3:00 p.m.
Yard Waste Compost Facility
Located in the 300 block of East Main Street, this facility is for use by Cedar Falls residents only. Usage may be monitored to ensure compliance, so residents are asked to please bring proof of residency such as a driver’s license or vehicle registration. The facility is open daily weather permitting from dawn to dusk. Permissible disposal includes brush, logs, leaves, garden waste, and grass clippings. Please - No dimensional lumber, landscape timber, demolition material, garbage, or plastic containers.

2025 Construction and Maintenance Update
The Cedar Falls Public Works Department is ramping up maintenance operations to ensure Cedar Falls’ streets remain safe, functional, and well-maintained. Warmer weather allows maintenance crews to address essential tasks that are difficult to complete during colder months. The following information is intended to inform residents about maintenance and construction activities.
Street Maintenance and Repairs
One of the top priorities during the construction season is patching potholes and resurfacing worn roadways. Crews will be working throughout the city to identify problem areas and implement necessary repairs. Residents may notice temporary lane closures or slowed traffic in active work zones. We appreciate your patience as we work to improve the driving experience for everyone.
Pavement Marking and Signage
The City’s our annual pavement marking program usually takes place during the months of June and July. This includes repainting lane lines, crosswalks, bike lanes, turn arrows, and other critical roadway indicators to enhance visibility and safety. In addition, staff will be inspecting and replacing damaged or faded traffic signs to ensure compliance with current safety standards.
Street Sweeping and Drainage
Cedar Falls City Council voted to increase refuse rates for various services offered. Beginning July 1, 2025, residential refuse collection fees and associated transfer station fees will increase as


Regular street sweeping continues throughout the season to reduce debris, improve air quality, and prevent stormwater drain blockages. Keeping storm drains clear is particularly important during heavy rain events where debris can quickly clog storm water intakes and lead to localized flooding.
Concrete Panel and Curb Repairs
In areas where concrete streets or curbs are damaged, City staff will be replacing panels and repairing curbs as needed. These projects may cause brief disruptions in the affected neighborhoods. For larger projects, residents will be notified in advance of project impacts.

Residents can assist city maintenance efforts by reporting potholes, damaged signs, or drainage issues by calling the Public Works Department. Your input enables a more efficient and rapid response. The Falls operates under a Code of Conduct Policy designed to ensure a safe and respectful experience for all guests. We ask for your cooperation in upholding the following standards of behavior:
· Show respect and courtesy to others at all times. Practice self-control, self-discipline, and work to resolve conflicts in a peaceful, positive manner.
· Maintain a positive attitude throughout your visit. Please ensure that your tone, volume, language, and gestures are appropriate for guests of all ages.
· Understand that inappropriate behavior may result in consequences, including restricted access or removal from the facility.
Adhering to these expectations helps prevent issues from escalating and ensures a welcoming experience for everyone. Please note that inappropriate or disruptive behavior will be addressed based on its severity and the individual’s behavior history. Possible actions by staff may include verbal warnings, immediate dismissal from the premises, suspension, or permanent expulsion. In extreme cases, criminal charges may be pursued.
Parents and guardians: We encourage you to review these policies with your children before visiting. All guests are expected to follow staff directions and decisions during any incident.

The work to develop a comprehensive Parks Master Plan is continuing. Responses from a community-wide survey and on-line mapping tool have communicated interest about our parks—what improvements are of interest, which amenities need updating or replacement, and visions for new park spaces.
At Sturgis Falls we gathered input on a list of potential projects created from previous community input and existing planning documents. More upcoming opportunities for your feedback are listed below. We want to ensure the draft plan reflects the needs and priorities of our community. A draft of the Parks Master Plan is anticipated for public review this summer.

2025 Melendy Spirit Award Recipient-Dr. James McCutcheon
The Cedar Falls Community Foundation is proud to announce Dr. James A. McCutcheon as the Spring 2025 recipient of the Melendy Spirit Award. A longtime Cedar Falls resident, Dr. McCutcheon has made lasting contributions to the community through his work as a dentist, mentor, and civic leader. His dedication helped shape numerous community initiatives, including the Hearst Center for the Arts, the Falls Aquatic Center, and the Cedar Falls Community Foundation itself. Through decades of leadership, philanthropy, and public service, Dr. McCutcheon has exemplified the spirit of giving and continues to inspire future generations.
2025 Scholarship Awards
The Cedar Falls Community Foundation has awarded $28,500 in scholarships this spring from the Ed Leo Scholarship Fund and the Robert Eller Study Abroad Scholarship Fund. Amy Tran and Ryan West are the 2025 Spring recipients of the Ed Leo Scholarship, which supports Cedar Falls students who are involved with the High School First Robotics Competition Team and are attending college after graduation.
Hannah Wion, Kimryn Kuhles, Lane Harmon, Brooke Kimball, and Ilse Hooper are the recipients of the Eller Study Abroad Scholarship Fund which supports UNI students studying abroad.

Alley Reconstruction Project
The 2025 Alley Reconstruction Project consists of one (1) City alley being reconstructed into a permeable alley and four (4) City alleys being constructed with a new concrete surface. This project is funded by the Stormwater Bonds and Street Construction Fund. The following alleys are currently being reconstructed by the City-hired contractor, Beton’s Sand & Gravel Inc. Construction is expected to be fully completed by early fall of 2025.

The 3rd and 4th street alley between Washington and Clay is complete has be reopened for use. The alley W.22nd Street and Seerley Boulevard is currently being worked on and is half way done. The remaining alleys will begin construction once construction is complete for on those currently in progress.
There are two goals with the 2025 Alley Reconstruction project: the first is to reconstruct alleys that require frequent maintenance. The second goal is to help the city’s stormwater management system with the installation of the Permeable Alleys. The 2025 Alley Reconstruction Project has targeted maintenance heavy alleys and alleys of active public concern. Reconstructed Alley Between 3rd & 4th St. – Clay and Washington St.

2025 Sidewalk Assessment Project
The 2025 Sidewalk Assessment Project is a yearly project administered by the Engineering Department, where public sidewalks are inspected for deficiencies on a ten-year cycle. The City is divided into ten zones, and one zone is inspected each year. By City Ordinance Section 19-183, abutting property owners are required to reconstruct all broken or defective sidewalks when notice is given by the City of Cedar Falls.
Each zone is inspected a year before the project is bid and constructed to have time for the homeowners to replace their out-ofcompliance panels themselves. Letters are sent to notify homeowners that they are a part of the project in early spring and again in early fall. They are given until the middle of June the following year to complete the corrections. The City also follows up with a final notice sent in April, and with this notice is a fillable form that the property owner is to return to the City. On the form, the property owner is to select whether they would like to replace the deficient sidewalk panel themselves or have the City add it to the Sidewalk Assessment Project.

After the June deadline, the Engineering Department finalizes the Sidewalk Assessment Plans and Specifications for that year’s project and places the project out for bid. The City awards the contract to the lowest bidder, and construction begins. Once construction is completed, the breakdown of expenditures is created, dividing the cost of the project out to the respective properties and then sent through City Council. After the breakdown of expenditures is approved, the bills are sent out to their respective properties, and the owners will then have 30 days to pay them at City Hall. If you do not pay within those 30 days, the bills are then sent to the county to be placed on your taxes. At this time, the bills are then handled by Black Hawk County. This process is then repeated yearly for each zone.
The 2025 Sidewalk Assessment Project has roughly 145 properties that are part of the project. Construction for this project should begin around the middle of July and be completed within 60 working days.
Once the project is complete, the Engineering Division will then close out the project with the contractor and create a breakdown of expenditures. The assessment for each property will then be mailed out to their respective property owners around the first of the new year. Below is a figure that shows how sidewalks are being evaluated when each zone is inspected.

2025 Street Construction Project
The 2025 construction season is well underway, with several roadway improvements planned across the city. The work includes full concrete street reconstructions, asphalt overlays, and trail and utility upgrades. These projects are primarily funded by the Local Option Sales Tax and are aimed at maintaining the quality and safety of the city’s infrastructure.
Veralta Drive Reconstruction – Stage 1 Underway Stage 1 of the Veralta Drive reconstruction is currently closed and under construction. This stage includes underground utility improvements and concrete pavement replacement. Full closure allows the contractor to complete the work efficiently and maintain access to nearby properties. Stage 2 will begin immediately following the completion of Stage 1. The full reconstruction is expected to take approximately three months.
Ridgeway Avenue – Overlay Preparation in Progress On Ridgeway Avenue, lane closures are currently in place as the contractor completes required street patching in preparation for an asphalt overlay. Once this patchwork is completed, a final asphalt surface will be placed. During this phase of construction, traffic in both directions has been reduced to single lanes.

Upcoming Construction – Work to Begin Later This Summer
Several additional roadway and infrastructure improvements are scheduled to begin later this summer:
· Laurinda Drive (Elmridge Drive to Orchard Drive): Full concrete reconstruction
· Windsor Drive (Knollridge Drive to approximately 500 feet east): Full concrete reconstruction
· Hudson Frontage Road (south of W. 31st Street): Sanitary sewer replacement and associated trail reconstruction
· Bluff Street Drainage (near E. 7th Street): Sidewalk and grading improvements to address drainage issues
· Lone Tree Road Trail (Ford Road to Hiawatha Road): Trail reconstruction with new asphalt surface and delineation for improved user safety
Each of these projects will involve varying levels of traffic control, ranging from full closures to localized lane shifts. Construction notices will be posted ahead of each project’s start, and updates will be shared as work progresses.

West Viking Road Reconstruction

The West Viking Road & Trail Reconstruction project will continue with construction in the final summer season. Peterson Contractors Inc. of Reinbeck, Iowa, will be focusing on two areas of the project, including road reconstruction from Innovation Drive to Union Road on the westerly side of the project and placement of trail from Production Drive to Hudson Road on the easterly side of the project.
During the spring months, crews were able to complete storm sewer installation along W Viking Road, realignment of Arbors Drive for trail connectivity, installation of new curb and gutter along the existing Viking Road Pavement, brick laying around the new roundabout, placement of landscape block work at the roundabout, Hudson Road southbound turn bay expansion, established a new ADA trail crossing at Hudson Road, and started the trail extension towards Hudson Road from Production Drive.
Work this summer will include continuing to extend trail from the Prairie Lakes Park system at Hudson Road to the new West Viking Industrial Park. The associated trail work will also include a storm sewer along Viking Road east of Arbors Drive, including grading for the trail and a new curb & gutter section on the north side. Crews will also be reconstructing W. Viking Road from Union Road to the new roundabout at Innovation Drive that will include new curb & gutter, driveway connections, storm sewer, a concrete road, and grading. The expected sequence for this year’s work in chronological order will be:

West End (Production Drive to Union Road)
- Reconstruction of Roadway to Union Road, storm sewer placement, grading, and road paving.
East End (Production Drive to Hudson Road)

Creekside Business Park
The City of Cedar Falls has started construction on the Creekside Business Park project along West Ridgeway Avenue with Boomerang Corp. of Anamosa, Iowa. The project will include the reconstruction of West Ridgeway Avenue from Hudson Road to Chancellor Drive, roundabouts at Cyber Lane and the future Waterway Avenue intersection, trail improvements, a wet retention pond, and associated utilities. South of both roundabouts, a new looped roadway, Gibson Drive, will be constructed, which will create developable PC-2 zoned lots. The goal of the project is to promote increased economic development opportunities in Cedar Falls.
Construction is expected to be substantially completed in November 2025. Throughout construction, a full closure of West Ridgeway Avenue will be required. During construction, temporary road access will be maintained for businesses, and a public detour from Hudson Road to West Ridgeway is available via Technology Parkway. Work in the summer of 2025 will focus primarily on the reconstruction of Ridgeway Avenue, with the Gibson Drive portion of the project to follow.

Hudson Road Bridge Deck Overlay Project
The City of Cedar Falls will start a new project this summer to rehabilitate the Hudson Road bridge located directly south of University Avenue. Work will include removing the existing deck overlay, making associated bridge deck repairs, and then re-overlaying the bridge. Other work includes replacing the pinned median, replacing the approach pavement, and replacing the adjacent sidewalk panels. The existing bridge was originally built in 1969 by the State Highway Commission. The proposed work will extend the life of the bridge.

The project will be split into two stages to maintain traffic. In the first phase of construction, crews will work on the eastern half of the bridge deck, median, approaches, and sidewalk panels. At this time, traffic will be head-to-head in the southbound lanes with a crossover at University Avenue and Brookside Drive. In the second phase of construction, crews will work on the western half of the bridge deck, median, approaches, and sidewalk panels. At this time, traffic will be head-to-head in the northbound lanes with a crossover at University Avenue and Brookside Drive. In the second phase, eastbound University Avenue won’t be able to turn southbound Hudson Road due to the proximity of the bridge work. Due to the traffic control, Brookside Drive will be in a right-in and right-out configuration for each stage due to the traffic control and lane separators.

Main Street Reconstruction
Earlier this season, the intersection of State Street and East 18th Street was completed first, which allowed for the full removal and reconstruction of West 18th Street from Washington Street to Main Street, as well as East 18th Street from Main to State, to begin. In both stretches, all underground utility work—including water main and storm sewer improvements—has been completed.
The final major closure for the project, at the intersection of 18th and Main Street, is just about to begin. This closure will fully restrict access through the intersection, with traffic detouring along 12th Street and Waterloo Road. While this marks the last primary area of work for the season, any other remaining aspects of the project can be completed with single-lane closures as needed. The contractor will work from the sides of the road to complete these items with minimal disruption.
The project remains on schedule for completion during the 2025 construction season. Once finished, Main Street will be better equipped to handle current and future traffic demands while offering improved safety, accessibility, and visual appeal.

North Cedar Heights Area
Reconstruction Project - Phase 2
The Phased work of the North Cedar Heights Area began in July of 2023, a small community of houses located atop the Cedar River’s bluffs next to Hartman Bluff State Preserve, north of Grand Boulevard. The goal of this reconstruction effort is to assist with the current challenge of snow removal, trash pickup, sanitary service, stormwater control, and even passing oncoming vehicles.
Phase 2 work consists of Timber Drive from Greenwood Avenue to Grand Blvd., E. Ridgewood Avenue to Greenwood Avenue, including a portion of Greenwood Avenue, and Woodland Drive. The City’s Contractor, Dave Schmitt Construction, began construction on Stage 1 of Timber Drive and Woodland Drive in the spring of 2024 and was substantially completed in 2024. Work continues on Phase 2 in 2025 and will include E. Ridgewood Drive and Stages 2 and 3 of Timber Drive. This work consists of sanitary sewer, water main, storm sewer, and full-depth asphalt with a concrete curb & gutter/edging.

Seerley Park
The Seerley Park Improvements Project presents a major transformation for one of Cedar Falls’ oldest parks. Seerley Park has provided residents of our community with a cherished space where residents can play and unwind since its inception in 1893. Seerley Park is located in the College Hill neighborhood just north of Seerley Boulevard between Tremont Street and Iowa Street. The park has been largely unchanged for over 50 years but is set to undergo reconstruction this year, bringing renewed life to the space.
Over the last few months, the City of Cedar Falls Public Works Department has removed the existing shelter, playground structure, and sidewalks. The city’s contractor, Peters Construction Corp., has begun construction on the improvement project. This work will include a new gazebo shelter, new ADA-accessible playground equipment with turf surfacing, and new park signage. These improvements will
increase safety and accessibility for all and provide familyfriendly activities. Construction is expected to be substantially completed in August 2025.

Viking Road & Prairie Parkway Intersection Improvement
Work is progressing steadily at the intersection of Viking Road and Prairie Parkway as the City continues its efforts to improve this high-volume area. With construction now well underway, residents are beginning to see the early stages of transformation.
One of the first major accomplishments this season has been the completion of the new trail along the southern edge of Viking Road, stretching from Andrea Drive to Winterberry Drive. This trail will offer a safe and accessible route for pedestrians and cyclists in the area. In addition, pavement removal and underground utility installation is underway for both the new roundabout and the remaining median segments, highlighting the transition to the next phase of construction. The intersection remains fully closed, with the detour route continuing to direct traffic along Brandilynn Boulevard between Walmart Drive and Goldenrod Way. This closure is necessary to ensure safe and efficient completion of the work. Although the roundabout has not yet taken shape, construction is progressing on schedule. The project remains on track for completion before Thanksgiving, at which point the intersection will reopen with improved safety, better traffic movement, and enhanced pedestrian accommodations.

The 2025 exhibit at the Cedar Falls Historical Society showcases an alphabetical array of artifacts from the museum’s collection. Museums are typically able to exhibit only 2-5% of their collection at any given time. Visit this year’s exhibit to sample the scope of the museum’s collection and learn the stories behind the objects, on display at the Victorian House through December 19.
Volunteer with us! Volunteers help the Historical Society teach students on field trips, plan programs and events, take care of our buildings and artifacts, fundraise for projects, and more. One of our greatest needs is for volunteers to host at our museums on weekends. We have opportunities for all levels of skill, interest, and time commitment. The first fifty works of art that arrived to the Hearst Center on Thursday, May 22 were included in this community favorite exhibition. Stop in the galleries to view several mediums of art from local artists.

This dual-facing projection installation presents normalized life. Excerpts of reality, fiction, and the convoluted relationship between the two materialized in the everyday are on display. Carefully constructed from natural and artificial materials, this exhibition exists in a state of physical opposition. It offers a space to collectively consider the relationships between the moving images and their place within the context of our lives.

Historic Survey of the Overman Park Neighborhood
The City of Cedar Falls’ Historic Preservation Commission received a Certified Local Government Grant last year from the Iowa State Preservation Office, to complete a street-side survey of potential historic resources in the Overman Park neighborhood.
The survey area includes approximately 466 properties. This project was recently completed by a combined effort of the Historic Preservation Commission members, community volunteers, and a historic preservation consultant. The survey report notes the architectural style of buildings, the historic significance of properties, outlines two potential historic
districts, and lists individually eligible properties with potential to be listed on the National Register of Historic Places. The survey findings and next steps were shared at a June 17, 2025 public event at City Hall.
The report is now available on the City’s Historic Preservation Commission webpage: www.cedarfalls.com/HPC. The Historic Preservation Commission invites the public to their regularly scheduled meetings, held the 2nd Tuesday of every month at 5:30 pm in Conference Room 2 at City Hall.

W 23rd Street Reconstruction from Hudson Road through Campus Street
The City of Cedar Falls has begun multi-phase reconstruction of W 23rd Street, revitalizing the corridor between Hudson Road and Campus Street. Focusing on roadway reconstruction, underground utility replacement, and pedestrian improvements, this project will deliver a safer and updated entrance to the northwest corner of the University of Northern Iowa campus.
Phase 1 of the project, stretching from Hudson Road to Indiana Street, is well underway and remains on schedule for completion before the fall semester begins at UNI. Much of the underground utility work, primarily storm sewer installation, has already been completed within this Phase. Phase 2 will take place this fall, and will include the segment of W 23rd from Indiana Street past the Student Health Center’s parking lot.
To accommodate construction, detours are currently in place, with traffic being redirected to 18th Street to bypass the active work zone. While access through W 23rd Street is restricted, UNI is maintaining pedestrian connectivity to key buildings such as Lawther Hall and the Student Health Center through internal sidewalk routes.
The project is progressing on schedule, with final completion anticipated in summer 2026 following the completion of Phase 3. When finished, the corridor will feature new pavement, landscaping, planter beds, monument signage, and structural enhancements such as a retaining wall and stairway from the University’s parking lot. These improvements will not only extend the service life of the corridor but also provide a welcoming gateway to the campus and surrounding community.
Making Music with the Cedar Falls Public Library
If you take a walk in downtown Cedar Falls, you may just hear music in the air. Tucked behind the Cedar Falls Public Library on State Street is the new Public Library Music Garden and it’s already making the area sing a little louder.

The garden consists of chimes, bells, xylophone, and drums. Each instrument, including a sunflower petal drum, is brightly colored, durable, and crafted to reflect a whimsical nature theme throughout.
To bring the project to the area, Cedar Falls Youth Senior Librarian Rebekah Hosford worked with the Cedar Falls Community Foundation for approval and teamed up with the Cedar Falls Public Works - Parks Division for installation.
“I had been researching current library trends and music gardens are really emerging across the state,” said Rebekah.
“I asked our library director Kelly Stern about the possibility of installing one in Cedar Falls and she told me that Hudson Library had recently put one it. I spoke to them as well as the Cedar Valley Arboretum, who also has a music garden, about the logistics of making the project possible.”
After speaking to the foundation and going through the proposal approval process, the equipment arrived in October 2025. It was assembled over the winter and installed in the spring, making it now officially open for the community.
“This space previously was very underutilized,” said Rebekah.
“A music garden not only revitalizes it, but it promotes the outdoors and nature. It provides additional sensory experiences as well with the birds and the wind. The garden is joyful, but it also helps enhance cognition and develops fine motor skills. It is welcoming to people of all abilities.”
Rebekah noted that it’s not just kids that can enjoy the garden.
“Adults are welcome to come by and whack a drum; it is great stress relief,” Rebekah laughs. “I’ve seen teens out here as well. It’s nice to be working and hear people in the garden. There was a field trip here yesterday, everyone ate snacks and played some tunes.”
“There is a lot of opportunity here for future programming, it would be fun to get some sheet music for pop songs. It is fun and it’s educational in a way that people may not realize.


We have so many cool businesses here on State Street so it’s something that people can just stop by and enjoy while they are down here.”
And just like with everything at the Cedar Falls Public Library, the garden is free of charge and open to all.
“One of the great things about working at a library is being able to bring engaging activities for all families,” Rebekah said. “We know cost is a barrier so it’s part of our mission to eliminate that obstacle and bring free opportunities to the community that are available all the time. We have wonderful people in Cedar Falls and, fortunately, we also have an amazing library director who supports my crazy ideas!”

Expired permits
The City of Cedar Falls Inspections Services Division is working hard to inspect and close all expired permits. Permits are valid for one year. It is very important to properly close all permits by completing final inspections to ensure the work was completed in a safe manner. Our first step is to reach out to the permitee. If there is no response from the contractor, we then reach out to the property owner.
So, what can a homeowner do to ensure their permits are properly closed? The first thing to do is verify the work that has been done at your house has been inspected and the permit is closed. You can utilize CF1stop.com to check the status of your permits. You can search your address without being logged in to get the basic information on the status of the permit (ie open, expired, finaled). If you are registered and logged in you can obtain more details regarding any property you own.
If you find that you have open permits for your property that you know is complete, then the next step is getting the work inspected. If you hired a contractor to do the work, contact the contractor to coordinate the inspection. If they do not respond after several attempts, then call the city at 319-268-5161 to schedule the inspection.
How can you protect yourself from future expired permits? We recommend requiring a passed final inspection prior to making final payment. This protects you by ensuring the work is inspected immediately after the work is complete and keeps the contractor on site to correct any code violations immediately.

INDOOR PARK
Indoor Park is a drop-in program where parents of preschool age children can bring their children to the Rec Center Gym where toys and play equipment will be available to the children providing a safe controlled climate park environment during the winter months.
Age: Parents and preschool age children only. We do not allow older siblings in the gymnasium during indoor park. Children 9 months and older will be required to pay the admission fees.
Dates: October 15–April. This Program meets only when CF Public Schools are in session. In the event of a school holiday, scheduled day off, or weather related cancellation the Indoor Park will not be held. If you have questions, please call the Rec Center at 319-273-8636.

A Six game season. This game provides exciting, non-contact play with all players being in skill positions. This game emphasizes the basic football skills of passing, catching, defending, and running. Players will also learn about formations, pass patterns, and different types of defense. Participants should sign up according to their elementary school. All players will receive a football jersey. Register early; all programs are limited in size. RACQUETBALL LEAGUE

Description: Weekly matches are as scheduled between you and your opponent, master schedule provided by Rec Center. Coed A, B, and C Leagues. This league will provide competitive play with a variety of players to choose from within your registered division or level of play. The Recreation Division will schedule your match and provide you with court availability.

The Falls Aquatic Center provides a family friendly facility and summer fun for all. The City of Cedar Falls Recreational Division staff requests you take a moment to review a few things to help enhance our great atmosphere prior to your visit.
The Falls has a Code of Conduct Policy to help provide a positive environment for all who attend. Let’s work together to ensure this continues, by:
• Demonstrating and encouraging courtesy and respect towards others at all times.
• Practicing self-control, self-discipline, and resolving conflicts positively.
• Maintaining a positive attitude throughout your visit. Keep the tone, volume, language, and gestures appropriate for all ages.
• Accepting that bad behavior, actions, or language have consequences limiting or eliminating the ability to participate or attend our facility in the future.
Following the above levels of behavior will help to ensure a great environment for everyone at The Falls.
There are many levels of unacceptable or inappropriate behavior. Consequences will vary based on the severity of an incident, as well as behavioral history. Responses by City staff may include but are not limited to: verbal warnings, immediate dismissal, potential suspension or expulsion. All parties involved must abide by the staff’s decision at the time of incident.

@The Falls Aquatic Center will be scheduled in August following the closure of The Falls for the season. Any licensed dog wishing to swim may bring 1-3 owners with them to the pool. Admission is $5 per dog (includes 1 Adult Owner); additional owners are $4 each. Season swim passes will not be honored-All those entering the pool area should be prepared to get wet
Understanding Impaired Waters —
and How You Can Help
Some local water bodies—like Dry Run Creek and the Cedar River—are classified as impaired, meaning they don’t meet water quality standards for their designated uses, such as swimming, fishing, or even supporting aquatic life. For example, high levels of E. coli can make a creek unsafe for recreation. Low diversity of aquatic species may indicate poor biological health. And elevated nitrate levels could mean the water isn’t safe to drink. Before a water body is officially listed as impaired, it must be studied and tested—but due to limited resources, not all waters are regularly monitored. The Cedar River and the Dry Run Creek are impaired in part, because of high levels of E. coli.
Where Does E. coli Come From?
E. coli is a type of bacteria found in the waste of warmblooded animals. Common sources of contamination include:
- Leaking septic systems
- Broken or overflowing sanitary sewers
- Wildlife droppings
- Pet waste
To help protect local water quality:
- Inspect your septic system regularly. Leaks can go unnoticed and contribute harmful bacteria to nearby streams or rivers.
- Report sewer issues if you see or smell something unusual near a sanitary line or storm drain.
- Manage pet waste responsibly. Always pick up after your dog—whether in your yard, at the park, or on the trail— and dispose of waste in the trash.
- Create natural barriers for wildlife and to filter pollutants. Geese are more likely to gather in open areas near water. Planting tall native grasses, flowers, or shrubs along shorelines can help discourage them. These plantings also serve as buffers that filter out pollutants—including E. coli, fertilizers, and pesticides—before they reach the water.
Every Small Action Makes a Big Difference
Protecting our waterways is a shared responsibility. With a few mindful practices, each of us can play a role in improving the health of local streams, rivers, and lakes—ensuring they remain safe and enjoyable for generations to come.


Sewer Rate Increases 2025
The Cedar Falls City Council passed Ordinance No. 3001 in December 2021 to increase monthly sewer charges by 7% each year for the next five years. We are now in our 4th year of those new rates and you will see the FY26 rates reflected on your August, 2025 billing.
The rate schedule adopted by Council is as follows:

For the average household (based on 700 cu ft. of water used), this will mean in your August bill, there will be an increase of $3.49 per month.
These increases are necessary to fund upgrades to our treatment facility which will aid in the City’s efforts to adhere to EPA and DNR standards.

Storm Water Increases 2025
The Cedar Falls City Council had voted to increase monthly storm water charges by 7% each year over the next five years. We are now in our 4th year of those new rates and you will see the FY26 rates reflected on your August, 2025 billing.

The storm water fee was first implemented in FY07. As you can see the increase on a residential home will only be 31 cents per month or $3.72 annually in this fourth year. The increases in rates are necessary to fund various projects related to improving our watershed and protecting the water quality as listed on the City’s Capital Improvements Program. These projects may include drainage improvements, watershed assessments, bioretention cells, and permeable alleys.
