The 2025 exhibit at the Cedar Falls Historical Society showcases an alphabetical array of artifacts from the museum’s collection. Museums are typically able to exhibit only 2-5% of their collection at any given time. Visit this year’s exhibit to sample the scope of the museum’s collection and learn the stories behind the objects, on display at the Victorian House Museum through December 19.

SEERLEY PARK & PARKS MASTER PLAN

Since its establishment in 1893, Seerley Park has served as a valued gathering place where residents can relax, play, and connect. Located in the College Hill neighborhood—just north of Seerley Boulevard between Tremont Street and Iowa Street—the park has remained largely unchanged for more than 50 years. The Seerley Park Improvements Project marks a significant transformation of one of Cedar Falls’ most historic parks. This year’s reconstruction is bringing fresh energy and renewed purpose to the space.

In recent months, the outdated shelter, playground structure, and sidewalks have been removed to make way for modern enhancements. The project introduced a new gazebo shelter, ADA-accessible and inclusive playground equipment with turf surfacing, improved sidewalks, and updated park signage. This beautiful transformation would not have been possible without the generous support of our private fundraising group. Their dedication and efforts have been instrumental in making this project a reality, and we extend our gratitude for their collaboration and commitment to enhancing our community.

The City Council adopted a new Parks Master Plan on September 15th. Work began in Fall 2024 with extensive community input. After a July 9, 2025, public open house, both the Planning & Zoning and

the Parks & Recreation Commissions recommended approval in late August. The plan outlines major initiatives, priority upgrades to existing parks, and future park areas. A draft, now under review, proposes a clear formula for how much land developers must dedicate, based on lots and development size—reducing case-bycase debate over what qualifies as adequate park space. NEW TRAIL SIGNS & REPORTING TRAIL ISSUES

As part of ongoing efforts to enhance safety and connectivity across our regional trail network, new signage has been installed at jurisdiction transition points—for example, where the trail crosses between Cedar Falls and Waterloo, or into Black Hawk County Conservation-managed areas. These signs include contact numbers specific to each jurisdiction, making it easier for trail users to report any maintenance concerns directly to the appropriate authority.

Trail users play a vital role in keeping our trail system safe, clean, and accessible for all when communicating issues such as: fallen trees or limbs, graffiti, accumulated mud or gravel, standing water, dam-

aged or missing trail signage, and any other condition that disrupts trail use.

IMPLEMENTING THE COLLEGE HILL

VISION

PLAN – PROGRESS UPDATE

On March 17, 2025, the City Council approved moving forward to prepare updated zoning standards for the College Hill District based on recommendations presented at that meeting. These recommendations include:

» Establishing standards to clearly define the desired building form and uses desired for the College Hill Business District reinforcing the storefront character, promoting walking and biking, and encouraging upper floor residential to support a variety of businesses.

» Update zoning to encourage more student housing opportunities adjacent to the UNI campus, so students can easily walk to class and to area businesses.

» Establish new standards that will provide the flexibility necessary for redevelopment of deteriorated housing near campus.

» Draft new standards for the lower scale neighborhoods in the College Hill District that will help stabilize and ensure that any new development fits into the scale and character of the neighborhood.

LOCAL FOOD BANKS

PROVIDE FOOD AND HOPE TO THE COMMUNITY

Each year, the City applies for and receives federal funding from the Office of Housing and Urban Development (HUD) that is intended to improve the quality of life for low-moderate income families in Cedar Falls through infrastructure projects, home rehabilitation projects and funding for community resources. Last year, Cedar Falls used a portion of these funds to help address food insecurity through the Northeast Iowa Food bank and 845 families in Cedar Falls received assistance. One in twelve people in Northeast Iowa don’t have enough to eat. Programs such as community-based food pantries or the Panther Pantry partnership with University of Northern Iowa provide food and hope to hungry children, families, and seniors right here in our community.

» Streamline the development review process and create clear direction through use of illustrations, diagrams, and tables that make the code easier to use.

» Revise the parking requirements to support new development and redevelopment on the Hill and provide alternatives to on-site parking where appropriate to meet the parking needs of the district.

A draft of the new regulations is anticipated in late 2025 for public review. There will be a variety of opportunities for public input. SNOW REMOVAL REMINDER

Cedar Falls residents are required to keep the sidewalk adjacent to their property clear of snow. This helps all residents to safely walk within our community. City ordinance (section 19-185) reads that all property owners are to clear all snow and ice (both natural accumulation and any left by a plow). Snow and ice must be cleared across the full width and length of the sidewalk within 48 hours of the end of the snow event. This applies to any sidewalks adjacent to a property including ramps and rear sidewalks.

If the adjacent sidewalk is not cleared within 48 hours, a notice will be posted at the property. If the sidewalk is still not cleared 24 hours after that, the city’s contractor will clear it. The cost will be assessed to the property owner. Rental properties will receive landlord accountability points if the city clears the snow.

Do you have a dog that loves to run and be social, but a yard that doesn’t let them? Then the Cedar Falls Paw Park may be the answer. The park is located on South Main Street just south of the Highway 58 overpass. The 3-acre, fenced in park bodes hilly terrain, waste bags and disposal unit, and a doggie drinking fountain (during warm weather months). It even has a picnic shelter with tables, restrooms, and a parking lot for pet owners. Annual passes are $15.00 and are valid from January 1 to December 31. Dogs residing in Cedar Falls must be registered with the City to purchase a pass. What a great way for your canine to get off-leash, exercise, and socialize with other dogs!

Poultry Licensing – Poultry are allowed in Cedar Falls, which include female domesticated chicken, turkey, goose, duck, quail, dove, pheasant or pigeon. A license is required as well as a land use permit for the location of the coop and run.

Poultry are required to be licensed annually by January 1st.

2025 GRANTS AWARDED

The Cedar Falls Community Foundation has awarded $20,250 in grants to organizations across Cedar Falls! These grants are made possible by the Diamond Arts and History Fund and the Rownd Trust. Grants totaling $16,000 were given out from the Rownd Trust. The Cedar Falls Community Theatre will receive $10,000 for the renovation of the upper level Deery Room in the Oster Regent Theatre to ensure it remains a functional, welcoming, and inspiring space for years to come. $6,000 was granted to the Hansen Elementary PTA to support the Hansen Elementary playground expansion to expand existing playground space and prioritize inclusion.

Grants totaling $41,250 were given out from the Diamond Arts and History Fund. The Hearst Center for the Arts will receive $3,000 for their future “It’s Touching” interactive art exhibit. $1,250 was awarded to the UNI Foundation for the publishing of the Centenary Edition of Ruth Suckow’s Iowa Interiors and support original artwork in the book.

COLLEGE HILL PARKING SUMP PUMP DISCHARGE LOCATIONS

– College Hill District has a wide variety of parking options to fit your needs including FREE 15-minute, 1-hour, and 2-hour parking.

– To allow for flexible, longer-term parking options for visitors to the area, paid parking is available in two municipal parking lots in the College Hill area. Rates are .50 cents per hour during parking enforcement times.

– Enforcement times on College Hill are Monday-Friday from 9 a.m. - 6 p.m.

Is your sump pump running more frequently this year due to all the rain? Please take a minute to check where your downspouts and sump pump hoses are directed to reduce impacts to your neighbors. Per city code, all rainwater discharge locations are to be at least 10’-0” from the property line and should not be positioned to create a nuisance for adjacent properties. The ideal location is your backyard, but if it needs to be in a front yard, it should be kept 10’-0” from the sidewalk. Sump pump hoses should never cross a sidewalk or create a situation of standing water or algae on a sidewalk. Downspouts should be directed to a front yard or rear yard and not towards a neighbor’s property.

GREENWOOD CEMETERY COLUMBARIUM

To help give the community additional options for their departed loved ones, the City Cemetery team completed a new columbarium project this past year at Greenwood Cemetery.

A columbarium is built to hold the cremains of the departed above ground in a ‘niche’ and includes all associated cemetery-related costs paid in advance. The Greenwood columbarium consists of 48 niches, with each niche able to securely hold two cremains. As part of the Greenwood project, the area now includes a new shelter area for remembrance services, new fencing, and updated landscaping to help beautify the entire area.

This is the first of a three-phase columbarium project in Cedar Falls. A columbarium will be coming soon to Fairview cemetery as well.

RICHTER COMPLETES PARAMEDIC CERTIFICATION KEEPING OUR COMMUNITY SAFE AT PUBLIC EVENTS

As our city continues to host large-scale events that bring thousands of people together, safety remains our top priority. This year, you may have noticed some new protective measures in place at events held on public streets.

For Sturgis Falls and Cedar Falls RAGBRAI we utilized linked water barriers and anti-ram vehicle barriers to help secure the perimeter around the Downtown District in an effort to prevent unauthorized vehicle access and ensure a safe experience. The water barriers were delivered by members of the Public Works Department and were filled with Fire Division personnel utilizing one of the tanker trucks.

The anti-ram vehicle barriers are owned by Iowa Homeland Security and Emergency Management. Locally, one of these deployment trailers is maintained by the Black Hawk County Emergency Management Agency (EMA). Police Division personnel received training from EMA and were able to install the anti-ram vehicle barriers on the roadway as well as wide sidewalk areas which could be accessible

Public Safety Officer Kye Richter has completed the necessary training and testing to become a nationally certified Paramedic. The training to become a paramedic involves roughly 1500 hours of training in the areas of cardiology, airway management, pharmacology, EMS operations, trauma, medical, and special populations such as pediatrics, neonatal, and geriatrics. This training included instruction at Hawkeye Community College and 576 hours of clinical and on-ambulance time. Throughout PSO Richter’s clinical experience, he completed time in the Emergency Department, ICU, OB/GYN, Operating Room, and Respiratory Therapy.

Following the completion of over 24-months of classroom instruction, patient simulation skill assessments, and clinical time, PSO Richter was ready for his certification tests. PSO Richter completed final testing through Hawkeye Community College and received certifications in Basic Life Support, Advanced Cardiovascular Life Support, Pediatric Advanced Life Support, Advanced Medical Life Support, and Prehospital Trauma Life Support. PSO Richter then took additional testing to be certified nationally and obtained National Registry Certification as a Paramedic.

This training certification was important to the Fire Division as he works with Fire Captain Derek Brown (paramedic) to transition into the role of Medical Officer/EMS Training Coordinator. PSO Richter will now be responsible for the additional EMS administrative duties, ordering supplies, tracking EMS training hours, maintaining Patient Report Writing Program, and providing in-house training and continuing education hours for our department’s EMTs. Additionally, PSO Richter will be our representative for engaging with outside departments and regulatory agencies as well as maintaining/updating our Standard Operating Procedures. PSO Richter is currently a member or active participant of the Black Hawk County EMS group and Medical Directors Board of the Cedar Valley.

CITY OF CEDAR FALLS EARNS PAFR AWARD

The City of Cedar Falls is proud to announce that the Government Finance Officers Association (GFOA) has named it a recipient of the Award for Outstanding Achievement in Popular Annual Financial Reporting (PAFR)!

This award is in recognition of the City’s Popular Annual Financial Report for the fiscal year ended June 30, 2024. The goal of the report is to increase public transparency. It invites citizens to learn more about the City’s current financial position and outlook by breaking down the City’s complex financial report into a reader-friendly and visually appealing 12-page document. In the document, the community can learn more about the City’s finances, including revenues, expenditures, information on debt, and capital improvement projects.

The GFOA attributed reader appeal and understandability as areas of excellence when judging the report. They stated, “It is great to read about some of the projects being worked on that help improve the City, but also improve the quality of life of its residents.”

The Popular Annual Financial Report, as well as the complete comprehensive financial report, can be viewed at bit.ly/CFFY2024.

“It is important to make materials that are user-friendly, especially when it comes to finance, so that our community can learn more about their city, its future, and how funds are being spent,” said City Communications Specialist Amanda Huisman. “The annual comprehensive financial report has a lot of good information, but at almost 200 pages long, it is difficult for citizens to understand easily.”

CEDAR FALLS HEALTH TRUST FUND BOARD SEEKS GRANT APPLICANTS FOR FUNDING

The Cedar Falls Health Trust Fund Board is currently seeking grant applicants. Individuals or organizations interested in seeking funding from the Health Trust Fund should submit an application to the Cedar Falls Department of Finance and Business Operations before 4:00 p.m. on Thursday, October 16, 2025.

All applicants must complete a Health Trust Fund Board application packet which may be obtained from the Department of Finance and Business Operations at City Hall (220 Clay Street in Cedar Falls) or by visiting www.cedarfalls.com/health.

The Health Trust Fund Board has established policies that will affect funding distribution. The maximum allocation of funding in a given year shall not exceed an amount determined annually based on the interest income generated by the Trust. The Health Trust Fund Board will have approximately $382,000 that will be available for distribution for the current year. In years past, the amount has been distributed to a number of different projects. Projects may be funded in full or partial amounts.

Eligibility

All projects funded should not conflict with services provided by other agencies and must provide a direct benefit to the citizens of Cedar Falls in the provision of health care services. Emphasis must be given to health-related purposes within the city and projects that serve a public purpose. Capital projects will receive priority funding over financing of program or operation costs. Priority and emphasis will be given to groups that propose projects that use health trust funds to match other funding sources to complete projects. Applicants’ financial needs for a project will be a consideration in determining funding priorities.

CITY TREE PLANTING

The fall season provides an optimal opportunity for tree planting, as cooler temperatures and increased soil moisture help young trees establish strong root systems before winter dormancy. Planting during this time minimizes stress from summer heat and dry conditions, allowing trees to thrive in the long term.

As trees mature, they offer numerous benefits, including providing shade to residential properties and public rights-of-way, lowering utility costs for homeowners, reducing urban heat island effects, and enhancing the comfort and walkability of neighborhoods.

For Fall 2025, the City will continue its partnership with the local Land and Water Stewards AmeriCorps Team to plant approximately 150 trees in and around the College Hill area, funded through Community Development Block Grant (CDBG) resources. In addition, City Parks staff will plant approximately 100 trees in public rights-of-way and City parks using stock from the City-owned nursery.

The City nursery has proven to be a highly cost-effective resource, enabling the planting of a greater number of trees each year at significantly reduced expense, while contributing to the long-term sustainability and beautification of our community.

WINTER MAINTENANCE REMINDERS FROM CEDAR FALLS PUBLIC WORKS

As winter approaches, the City of Cedar Falls encourages all residents to be prepared for the challenges that come with snow and ice accumulations. The Cedar Falls Public Works Department is committed to keeping streets and public spaces safe and accessible throughout the season—but your cooperation plays a key role.

Plowing & De-Icing Priorities

When snow begins to fall, crews prioritize:

• Main roads and emergency routes

• Areas around schools

These routes are cleared first to maintain safety for essential travel. Residential and secondary streets may take longer—your patience is appreciated during these times.

To help crews clear streets efficiently, please avoid parking on the street during and after snowfalls until plowing operations are complete.

Safety Around Snowplows

Safety is the top priority during winter operations. Please:

– Keep a safe distance from snowplows and de-icing trucks

– Never pass a snowplow on the right

– Be alert—plows may stop or turn unexpectedly

– Help keep everyone safe by giving crews the space they need to work.

DECADES: WORKS BY GARY KELLEY

How many of us knew what we wanted to do for a living in elementary school? Illustrator Gary Kelley did. We’ll explore the artist’s works from age 8 to 80. Visit the Hearst galleries to see a hand-picked selection from the artist, including some of his favorite monoprints, pastels, sketches, oil paintings… and maybe even a childhood drawing or two.

SWEET FACE: AN INSTALLATION BY JOSEPH DUNNING

Sweet Face is a dual-facing projection installation that presents normalized life. Excerpts of reality, fiction, and the convoluted relationship between the two materialized in the everyday are on display. Carefully constructed from natural and artificial materials, these works exists in a state of physical opposition. In these work’s classification, situated somewhere between film and object: you may leave and return without missing any beginning or end, as innumerable unique instances and relationships are produced on the screen. A distinct dichotomy emerges within the installation’s subject matter: video excerpts are indefinitely competing with and being compared to one another. The installation offers a space to collectively consider the relationships between the moving images and their place within the context of our lives.

DANA POTTER: PATTERNS OF DISTRACTION

On view through November 23, 2025

Patterns of Distraction contextualizes the social media feed as a spectacle using kaleidoscopic filters to generate video, print, and augmented reality. The kaleidoscope, invented by accident in the early 1800s during a scientific study of light, uses three mirrors arranged in a triangle to create endless, symmetrical patterns from small bits of glass and light. With just a little movement, it becomes as mesmerizing as fireworks or waterfalls. At the center of the exhibition is a video that transforms screen recordings from Snapchat and TikTok into geometric patterns. Like social media algorithms, the kaleidoscope repeats and arranges content into a system designed to hold our attention. This exhibition alters how we experience social media and reorients our attention to repetition, distraction, and visual appeal.

Grab your friends and join the Friends of the Cedar Falls Library for a literary pub crawl fundraiser with a night of stories, sips, and strolls through historic downtown Cedar Falls. The pub crawl pairs themed drinks with beloved books at your favorite Main Street stops. Participants are encouraged to come dressed as their favorite literary character. Checkin and the costume contest begin at 5 p.m. in the Cedar Falls Public Library atrium, and the crawl starts at 5:30 p.m. Registration is $20, and funds raised will support library programs, outreach, and future literary events. SIDEWALK ASSESSMENT PROJECT

The 2025 Sidewalk Assessment Project is a yearly project administered by the Engineering Department, where public sidewalks are inspected for deficiencies on a ten-year cycle. The City is divided into ten zones, and one zone is inspected each year. By City Ordinance Section 19-183, abutting property owners are required to reconstruct all broken or defective sidewalks when notice is given by the City of Cedar Falls.

Each zone is inspected a year before the project is bid and constructed to have time for the homeowners to replace their out-of-compliance panels themselves. Letters are sent to notify homeowners that they are a part of the project in early spring and again in early fall. They are given until the middle of June the following year to complete the corrections. The City also follows up with a final notice sent in April, and with this notice is a fillable form that the property owner is to return to the City. On the form, the property owner is to select whether they would like to replace the deficient sidewalk panel themselves or have the City add it to the Sidewalk Assessment Project.

After the June deadline, the Engineering Division finalizes the Sidewalk Assessment Plans and Specifications for that year’s project and places the project out for bid. The City awards the contract to the lowest bidder, and construction begins. Once construction is completed, the breakdown of expenditures is created, dividing the cost of the project out to the respective properties and then sent through City Council. After the breakdown of expenditures is approved, the bills are sent out to their respective properties, and the owners will then have 30 days to pay them at City Hall. If you do not pay within those 30 days, the bills are then sent to the county to be placed on your taxes. At this time, the bills are then handled by Black Hawk County. This process is then repeated yearly for each zone.

The 2025 Sidewalk Assessment Project occurs in Zone 7 and has roughly 100 properties that are part of the project. Construction for this project began in early August 2025 and was scheduled to be completed within 60 working days.

Once the project is complete, the Engineering Division will then close out the project with the contractor and create a breakdown of expenditures. The assessment for each property will then be mailed out to their respective property owners around the first of the new year. Below is a figure that shows how sidewalks are being evaluated when each zone is inspected.

2025 STREET CONSTRUCTION PROJECT

The 2025 construction season is ongoing, with several roadway improvements planned across the city. The work includes full concrete street reconstructions, asphalt overlays, and trail and utility upgrades. These projects are primarily funded by the Local Option Sales Tax and are aimed at maintaining the quality and safety of the city’s infrastructure.

Veralta Drive Reconstruction – Stage 2

Stage 1 of the Veralta Drive reconstruction has been completed. The 2nd stage of Veralta Drive is underway and may be close to completion at the time of this reading. During the 2nd stage of Veralta Drive reconstruction, this portion of the street will be closed for the duration of the construction. This stage includes underground utility improvements and concrete pavement replacement. Full closure of this stage will also be required to allow the contractor to complete the work efficiently and maintain access to nearby properties. The stage 2 reconstruction was expected to take approximately two months.

Laurinda Drive Reconstruction –In Progress

Laurinda Drive was closed, and the contractor was working on installing a new watermain along this road. Once the underground utility work was completed, PCI will have moved back in and worked on final grade and subbase preparation for paving.

Other Construction – Work Ongoing from Late Summer

Several additional roadway and infrastructure improvements were scheduled to begin in the late summer.

• Windsor Drive (Knollridge Drive to approximately 500 feet east): Full concrete reconstruction

• Hudson Frontage Road (south of W. 31st Street): Sanitary sewer replacement and associated trail reconstruction

• Bluff Street Drainage (near E. 7th Street): Sidewalk and grading improvements to address drainage issues

• Lone Tree Road Trail (Ford Road to Hiawatha Road): Trail reconstruction with new asphalt surface and delineation for improved user safety

Each of these projects will involve varying levels of traffic control, ranging from full closures to localized lane shifts. Construction notices will be posted ahead of each project’s start, and updates will be shared as work progresses.

HUDSON ROAD BRIDGE DECK OVERLAY PROJECT

The City of Cedar Falls’ new project to rehabilitate the Hudson Road bridge located directly south of University Avenue is well underway. Work includes removing the existing deck overlay, making associated bridge deck repairs, and then re-overlaying the bridge. Other work includes replacing the pinned median, replacing the approach pavement, and replacing the adjacent sidewalk panels. The existing bridge was originally built in 1969 by the State Highway Commission. The proposed work will extend the life of the bridge.

The project will be split into two stages in order to maintain traffic. In the first stage of construction, crews work on the west half of the bridge deck, median, approaches, and sidewalk panels. At this time, traffic will be headto-head in the east side lanes with a crossover at University Avenue and Brookside Drive. In the second stage of construction, crews will work on the east half of the bridge deck, median, approaches, and sidewalk panels.

At this time, traffic will be head-to-head in the west side lanes with a crossover at University Avenue and Brookside Drive. In the first stage, eastbound University Avenue won’t be able to turn southbound Hudson Road due to the proximity of the bridge work. Due to the traffic control, Brookside Drive will be in a right-in and right-out configuration for each stage due to the traffic control and lane separators.

CREEKSIDE BUSINESS PARK

The City of Cedar Falls is well underway on construction of the Creekside Business Park project along West Ridgeway Avenue with Boomerang Corp. of Anamosa, Iowa. The project includes the reconstruction of West Ridgeway Avenue from Hudson Road to Chancellor Drive, roundabouts at Cyber Lane and the future Waterway Avenue intersection, trail improvements, a wet retention pond, and associated utilities. South of both roundabouts, a new looped roadway, Gibson Drive, will be constructed, which will create developable PC-2 zoned lots. The goal of the project is to promote increased economic development opportunities in Cedar Falls.

Construction is expected to be substantially completed in November 2025. Throughout construction, a full closure of West Ridgeway Avenue will be required.

During construction, temporary road access will be maintained for businesses, and a public detour from Hudson Road to West Ridgeway is available via Technology Parkway. Work in the fall of 2025 will focus primarily on the reconstruction of Ridgeway Avenue, with the Gibson Drive portion of the project to follow.

MAIN STREET RECONSTRUCTION

After three years of progress, the Main Street Reconstruction Project is nearing the finish line. With the corridor transformed from aging pavement into a modernized, multimodal gateway, the City of Cedar Falls is wrapping up the final touches on one of the largest infrastructure efforts the city has undertaken.

The new roundabout at 18th Street is effectively complete, marking the last major component of the reconstruction. Over the fall season, the contractor is focused on final paving, landscaping, and remaining punch list items. At this time, the overall project is completed—or very close to it—as the community heads into the winter season.

The City would like to thank residents, businesses, and visitors for their continued patience and cooperation throughout this complex and multi-seasonal project. The improvements made to Main Street will serve the community for decades to come, improving safety, accessibility, and long-term durability.

NORTH CEDAR HEIGHTS AREA RECONSTRUCTION PROJECT - PHASE 2

The Phased work of the North Cedar Heights Area began in July of 2023, in a small community of houses located atop the Cedar River’s bluffs next to Hartman Bluff State Preserve, north of Grand Boulevard. The goal of this reconstruction effort is to assist with the current challenge of snow removal, trash pickup, sanitary service, stormwater control, and even passing oncoming vehicles.

Phase 2 work consists of Timber Drive from Greenwood Avenue to Grand Blvd., E. Ridgewood Avenue to Greenwood Avenue, including a portion of Greenwood Avenue, and Woodland Drive. The City’s Contractor, Dave Schmitt Construction, began construction on Woodland Drive and Stage 1 of Timber Drive in the spring of 2024 and was substantially completed in 2024. Work continues on Phase 2 this fall and will include Stage 3 of E. Ridgewood Drive and Stage 3 of Timber Drive. This work consists of sanitary sewer, water main, storm sewer, and full-depth asphalt with a concrete curb and gutter/edging.

UNION ROAD BOX CULVERT REPLACEMENT AND SANITARY SEWER EXTENSION

The City of Cedar Falls Union Road Box Culvert Replacement and Sanitary Sewer Extension project is well underway. The overall project is estimated to take 9 months to complete and will include

the replacement of the Box Culvert just south of W. 27th Street, as well as extending the sanitary sewer from the box culvert north to W. 27th Street.

The overall project includes the removal and replacement of the existing 6’x10’ box culvert and replacing it with a twin 8’x8’x74’ precast concrete box culvert. Once the new box is placed grading and shaping of the stream bank will be completed to match into the new culvert, and bank protection and seeding will be placed. Once the new culvert is placed, the road will be reconstructed over top.

The sanitary sewer extension that is being completed with this project is scheduled to start at the existing sanitary sewer just north of the culvert being replaced and will be extended north to W. 27th Street. This sanitary sewer extension will accommodate future sanitary needs in the surrounding areas.

During sewer construction, all affected homeowners will be able to access their properties throughout the duration of the construction. However, during the culvert replacement portion of the project, Union Road will be closed.

W. 23RD STREET RECONSTRUCTION FROM HUDSON ROAD THROUGH CAMPUS STREET

Significant progress has been made on the W. 23rd Street Reconstruction Project as work transitions from Phase 1 into Phase 2. The first phase from Hudson Road to Indiana Street was completed ahead of the University of Northern Iowa’s fall move-in, allowing students and staff to return to campus with minimal disruption.

With Phase 2 now fully underway, construction has extended east of Indiana Street to include the section of roadway past the Student Health Center, including the reconstruction of the Health Center’s parking lot. This portion of the project is expected to be completed ahead of the winter shutdown.

Landscaping and finishing touches for Phase 1 are largely in place, including the new UNI monument signage at the entrance to W 23rd Street off Hudson Road. Phase 3 of the project is planned for the 2026 construction season and will bring the full corridor upgrade to completion.

VIKING

ROAD & PRAIRIE PARKWAY INTERSECTION IMPROVEMENTS

Construction at the intersection of Viking Road and Prairie Parkway is nearing completion, with the paving of the roundabout wrapping up and landscaping scheduled to follow shortly. The intersection remains fully closed, with the detour route continuing to direct traffic along Brandilynn Boulevard between Walmart Drive and Goldenrod Way. The project remains on track to be completed before the end of the fall construction season.

Most of the trail and median segments have previously been installed, and the remaining portions—along with the RRFBs (Rectangular Rapid Flashing Beacons) at pedestrian crossings—are slated for installation, if not already completed at the time of this reading. After the intersection reopens to traffic, only minor punch list items may carry over into 2026. However, those items are not expected to require any significant traffic impacts going forward.

This project improves both safety and traffic flow at a key intersection and adds meaningful upgrades for pedestrians and cyclists alike. The city appreciates the public’s patience during construction and looks forward to fully reopening this upgraded intersection to the community.

WEST VIKING ROAD RECONSTRUCTION

The West Viking Road & Trail Reconstruction project is moving forward this fall, with Peterson Contractors Inc. of Reinbeck, Iowa, working to wrap up key improvements. Despite summer rains slowing progress, crews are now focused on completing the roadway on the west side and extending the trail on the east side.

Throughout the summer months, crews have completed various underground utility work in the corridor, including completion of the new storm sewer network and electrical system. Removal of the roadway west of Innovation Drive has been underway as material comprising of the original road is used to support the new trail system east of Arbors Drive. The roadway material being moved was a part of the original establishment of the 1860s road that provided access to the Cedar Falls No. 9 Rural School for Black Hawk County. Grading operations on the east end of the project have provided the base for the new trail and curb segment between Arbors Drive and Hudson Road.

Work this fall will be focused on paving and project completion. On the east end of the project, crews will pave the new trail connecting the Prairie Lakes Trail system to the new Industrial Park Pond. West Viking Road between Arbors Drive and Hudson Road will receive a new curb and gutter section tied into the newly placed storm sewer network to replace the previous gravel shoulder. On the west end of the project, crews will pave from the new roadway to Union Road, install driveways, and complete landscaping work throughout the corridor.

The new improvements will improve road safety, enhance trail connectivity for walkers and bikers, and support the growing West Viking Industrial Park.
