JON LENTZ Editor-in-chief Once upon a time, there was a powerful governor. He feared that some day another politician’s power would surpass his own.

So he belittled his political rivals and blocked them from achieving great things.

Each day, the governor consulted his magic mirror. “Magic mirror, on the wall, who is the most powerful politician of all?” As long as the mirror answered, “You are the most powerful,” the rest of New York’s elected officials were safe from the governor’s jealousy.

Then one day, the governor gazed into the magic mirror and saw a threat he had never faced before. Famed was the governor’s reach and influence, but even more famous was this new foe. Would he vanquish her? Or would she rally the people of New York and banish him from his mansion in Albany?

The ending is still unwritten, but in this chapter of the tale, we discover which of the characters have the greatest political connections, policy achievements, economic clout and influence over other officials.

And while we’re not a magic mirror, we promise to speak truthfully as we seek to answer who is the most powerful in all the land.

Latest HIGH TIME FOR REFORM New York City Mayor Bill de Blasio directed the New York City Police Department to create a plan within 30 days to reform its marijuana enforcement policies in order to “end unnecessary arrests.” Commissioner James O’Neill said the NYPD would put together a working group to review its policies and procedures for marijuana arrests and summonses. The move comes after the mayor initially defended the NYPD’s enforcement of marijuana arrests after an analysis found disparities that seemed to disprove police explanations for why minorities are disproportionately arrested on marijuana charges.

A GAMBLE PAYS OFF

New York City Public Advocate Letitia James became the first person to officially launch a campaign for state attorney general since Eric Schneiderman’s resignation. She did so after taking herself out of consideration to be appointed to the position by the state Legislature on an interim basis. James is out of the gate with the backing of several major labor unions, including the Retail, Wholesale and Department Store Union. But perhaps influenced by Gov. Andrew Cuomo, she has declined to seek the Working Families Party line, insisting she is simply focused on securing the Democratic nomination.

Back & Forth C&S: It was reported that your intermediaries were considering reaching out to Preet Bharara for a fusion ticket, with him as attorney general. Would that be a good idea?

MM: I think the people deserve somebody who’s going to really take on the culture of corruption that has infected Albany. I used to work there, six years in the state Assembly – I can tell you that I’ve seen, sadly, the worst of it. Whomever that individual is, he or she needs to be someone who will challenge what has been a pattern of bad behavior.

C&S: So, would you want to run on a fusion ticket?

MM: I don’t think ideology solves problems, I think people do. So what that ticket looks like, I leave to the party and the people. But I’m willing to run with anyone who’s earnest and honest about confronting what has been a pervasive culture of corruption.

C&S: What do you think about the Democratic primary?

MM: Whether it’s Cynthia Nixon or Andrew Cuomo, they do seem more interested in being the governor of the Democratic Party than necessarily the governor of the state of New York.

C&S: You’re a fan of “Star Wars.” Which “Star Wars” character do you most identify with?

MM: I would have to say Luke Skywalker.

C&S: Hero of your own story?

MM: Hero of my own story. Maybe not the hero you want. (Laughs.) But like Batman, at times, the hero you need. And up against, you know, somewhat of an Empire.

The U.S. Supreme Court repealed a federal ban on sports betting, leaving it up to the states to decide whether to allow the practice. It was a big win for New Jersey, the state that brought the lawsuit, and also opens up the possibility of legally gambling on sports at New York’s many casinos. State Sen. John Bonacic introduced a bill in the state Legislature in anticipation of the ruling, and it is expected to pass in the coming months.

What you need to know about marijuana decriminalization in NYC

T

HIS SUMMER IS going to be lit. New York City officials and district attorneys made efforts last week to curb marijuana arrests. After recently saying he was “not there yet” on legalizing recreational marijuana, New York City Mayor Bill de Blasio directed the NYPD to present a proposal within 30 days to decrease marijuana arrests, and NYPD Commissioner James O’Neill said that the department would review marijuana enforcement policies.

Here are five things to know about New York’s push toward decriminalization.

MARIJUANA ARRESTS PRIMARILY AFFECT BLACK AND HISPANIC PEOPLE. Data from the NYPD released in February revealed that 86 percent of people arrested for low-level marijuana possession in 2017 were black or Hispanic, despite being no more likely to smoke pot. Only 9 percent of those arrested were white.

Analysis by The New York Times found that the NYPD’s justification for the racial disparity – that residents in predominantly non-white neighborhoods were more likely to call the police complaining about public weed smoking – couldn’t statistically explain the gap.

IT’S BECOMING A PROGRESSIVE BATTLE CRY. Locally and nationally, marijuana legalization and de-

criminalization has quickly become a common position for progressives. Cynthia Nixon, who is challenging Gov. Andrew Cuomo from the left in the Democratic primary, made marijuana legalization a central plank of her campaign platform. But she recently got into hot bong water for suggesting that affirmative action in the distribution of licenses to sell the drug legally could be a form of reparations for the high number of marijuana arrests in black communities.

Cuomo, who has long been wary of legalization, recently said that the panel reviewing legalizing marijuana that he

convened earlier this year is close to a decision.

DON’T LIGHT UP IN MANHATTAN UNTIL AUGUST. City dwellers eager to engage in some sanctioned reefer madness shouldn’t roll into Central Park with a lit joint just yet. Manhattan District Attorney Cyrus Vance Jr. said that his office would stop prosecuting most low-level marijuana offenses, but the policy change won’t be effective until Aug. 1.

THERE ARE EXCEPTIONS. Although Manhattan will be ending the majority of its

prosecutions, it’s requesting the city to present limited exceptions with regard to public safety for prosecution. Brooklyn had already decreased its marijuana arrests, but will continue to prosecute when it becomes a public nuisance.

THE OTHER BOROUGHS ARE BEING MORE CAUTIOUS. Bronx District Attorney Darcel Clark asked the NYPD to give criminal summonses instead of arrests, while Queens District Attorney Richard Brown and Staten Island District Attorney Michael McMahon said they would wait until after the police review was completed.

TROUBLING SHIFT IS afoot across the globe. Political leaders in Russia, China and Turkey are consolidating power. Other countries are following suit, embracing authoritarian policies and scaling back reforms.

So far the United States’ democratic institutions have held strong. Our presidents transfer power peacefully. Our elections are facing threats old and new, but the process is credible and the results remain widely respected. In New York, our elected officials must win the support of voters again and again when they stand for election.

What that means is that New York’s most influential political figures can never get too comfortable – and they are frequently on the rise or falling out of favor. Incumbents can always be voted out of office. Others bring themselves down through corruption or

scandal, which speaks to the strength of our law enforcement system and the independence of our press. Still others see politics as a temporary stint, not a lifelong appointment.

The resulting ebb and flow is a central characteristic of City & State’s annual Albany Power 100 list. What are the recent track records of Albany’s most influential figures? Who are their constituencies?

How close are they to the governor or other power brokers, and how are those relationships evolving? What economic clout do they have, and how does it alter government behavior?

Each year, we apply these criteria to create this list. Being on the list is not meant to be an endorsement, or an honor; we’ve set out to create a snapshot of the state’s political landscape and how it has shifted in the past year.

HERE ARE MANY REASONS why Gov. Andrew Cuomo has enjoyed a long reign as the most powerful politician in the state.

He has the experience, having cut his teeth in Albany under his father, former Gov. Mario Cuomo, and having served in the administration of Bill Clinton before getting elected state attorney general and using the office as a springboard to the governorship.

He has the political savvy, playing the state Senate Republicans, the erstwhile Independent Democratic Conference and the Assembly Democrats off each other while positioning himself as the man in the middle cutting deals.

He has prodded state lawmakers into backing his priorities, most notably persuading four Republican state senators to vote for same-sex marriage in 2011 – even though all of them would leave office in short order.

But an overlooked aspect of his power is his resilience.

Since he took office, a number of top elected officials have gone down in scandal: Democrats Sheldon Silver, Vito Lopez, Malcolm Smith and John Sampson; and Republicans Dean Skelos, Thomas Libous and George Maziarz. Eric Schneiderman resigned as state attorney general due to allegations of physical and emotional abuse, and though state Senate Deputy Minority Leader Jeff Klein is holding on in the face of a sexual misconduct allegation, he too has been weakened. Even some Cuomo aides and associates – Joseph Percoco was found guilty, while Alain Kaloyeros’ trial is looming – haven’t been immune.

So while Cuomo hasn’t exactly cleaned up Albany, he has survived it.

Throughout it all, he has shown a gift for testing the political winds and adapting accordingly.

Early on, when the state faced a major budget shortfall, he worked with fiscal conservatives to keep spending in check and to impose a property tax cap. He co-

ordinated with industry players to balance health care spending. And he insisted on timely budget deals, avoiding the delays that plagued past governors.

Over time, as voters clamored for progressive measures, he banned hydraulic fracturing, pushed through a $15 minimum wage and enacted a sweeping paid family leave law. Now, in response to the policies of President Donald Trump, he has positioned himself as New York’s liberal champion on taxes, the environment, immigration and more. He is also responding to a primary challenge from actress and activist Cynthia Nixon by backing a plastic bag ban, brokering an end to the IDC and rallying around Democrats seeking to win a majority in the state Senate.

Always eager to amass more power, he is now seeking to back a candidate for state attorney general.

If he wins big in September and November – both personally and for his fellow Democrats – he’ll be emboldened as he eyes a bid to take down Trump in 2020.

HE MANHATTAN BUSINESSMAN FLIRTED with a run for New York governor in 2014 before declining, with the conventional wisdom saying he would have gotten crushed. Instead, he went on to mount an unlikely but ultimately successful campaign for president.

But well into his second year in the White House, it seems that about half of Albany’s time is spent reacting to Trump.

Andrew Cuomo to the left. What about “the Trump effect,” making New York bluer than it’s ever been? Would the state Senate Independent Democratic Conference – branded by progressives as “Trump Democrats” – have rejoined the mainline Democrats if the president hadn’t remade the Republican brand in his image?

But here is New York, still adjusting to a world led by a New Yorker for the first time in generations. And Trump did it all without ever visiting – or probably even thinking about – his home state’s capital.

former Assembly Speaker Sheldon Silver. But Heastie is no victim of circumstance. He built up power in the Bronx for years and earned the respect of his colleagues who supported him for the top post. He has continued to cultivate relationships as speaker, taking an annual tour to far-flung districts around the state and listening to colleagues in a way his predecessor never did. He has also worked with the governor to shift leftward, turning causes like Raise the Age, a $15 minimum wage and paid family leave into law. His power is limited by the Republican-controlled state Senate and the often more moderate governor, but Heastie has smartly framed himself as the one man representing New York City’s interests in budget negotiations – and he can’t be blamed if Gov. Andrew Cuomo and state Senate Majority Leader John Flanagan outvote him. Outside of the state Capitol, Heastie is an electoral force, playing the role of a backroom dealer and gatekeeper rather than a spotlight-hogging political boss.

Heastie has ensured that the Bronx Democrats remain powerful, while working strategically with Rep. Joseph Crowley’s Queens political machine to extend his reach. In a few years, he will face another test of his power: whether he can get his ally Rubén Díaz Jr. into the New York City mayor’s office.

.S. SEN. CHARLES SCHUMER is the most influential Democrat in Washington, D.C., but back home he’s a runner-up.

In Albany, New York’s senior senator plays second fiddle to Gov. Andrew Cuomo, whose responsibilities grant him far more power over everything from the state budget to setting policies to overseeing the offices that keep state government running.

In Washington, Schumer has been limited by his minority status. While much was made of his proven ability to schmooze and work across the aisle to cut deals, he has been outplayed by another fellow New Yorker. President Donald Trump hasn’t

been the most effective president, but he has moved forward with much of his agenda – stifling immigration, scaling back environmental and financial regulations, tearing up his predecessor’s foreign policy – over the protests of Schumer and the rest of the loyal opposition.

One early victory, for which Schumer deserved some credit, was the Republicans’ failure to repeal and replace Obamacare despite controlling the White House and both houses of Congress. But since then, Schumer has fallen short on a number of major changes that could hurt New York.

On tax policy, the senator was unable to block the cap on the state and local tax deduction, which Democrats fear will hurt the state’s long-term financial health.

On infrastructure, the Trump administration appears to be hindering the critical long-delayed Gateway rail tunnel under the Hudson River simply because Schumer wants it. And cries for gun control from Schumer and other Democrats have ultimately fallen on deaf ears in Washington.

If there’s any silver lining for Schumer, it’s the hope that Democrats could take back the U.S. Senate in the midterm elections, which could make Schumer majority leader – and put Trump on the defensive.

State Senate Majority Leader John Flanagan is arguably New York’s most important Republican, as his narrow majority in the state Senate is the only thing preventing one-party rule in the state. He is facing renewed efforts to overthrow his conference, with Gov. Andrew Cuomo backing Democratic candidates and former ally Jeff Klein dismantling the Independent Democratic Conference. But Flanagan has kept state Sen. Simcha Felder on his side, and his conference could surprise pundits at the polls this fall.

Money is power and state Comptroller Thomas DiNapoli has the power of the pension purse strings – all $209 billion.

He has opposed divestment, preferring to pressure corporate boards from within, and he has taken stands against all-male boards and sexual misconduct allegations.

His audits also can make headlines and counter inefficiencies – or worse – in state government. Losing Eric Schneiderman, a political ally, will hurt, but the good‑natured DiNapoli may just team up with the next state attorney general.

Melissa DeRosa has had a swift climb in a town that sees either decadeslong slogs to power or unanticipated falls from grace. Gov. Andrew Cuomo made history last year when he named her the state’s first female secretary to the governor, a top job previously held

by Bill Mulrow and Larry Schwartz.

DeRosa has emerged as a trusted adviser to the governor and a policy powerhouse in her own right on immigration and civil rights. Could a run for office be in her future?

A trial attorney who has argued 20 cases before the U.S. Supreme Court, Underwood has been No. 2 in the attorney general’s office for more than a decade. A consensus has emerged to keep her in the post through the end of the year.

Can a New York City actress and activist actually topple one of the most powerful Democrats in the country?

We’ll find out in mere months when Cynthia Nixon faces Gov. Andrew Cuomo in the Democratic primary.

Her surprising entry in the race has upended a staid year in state politics, attracting national media attention and nudging Cuomo to the left on an array of fronts. The race is even being touted as a proxy for the soul of the Democratic Party.

Rep. Joseph Crowley’s influence in the state often is so subtle it’s overlooked.

The veteran Queens congressman had been climbing the rungs of congressional leadership and is potentially in position to become the next House speaker while also consolidating power back home. He helped anoint New York City Council Speaker Corey Johnson and pushed for a truce among warring state Senate Democrats. Neither happens without him – and the same could be said for winning back the House.

The state Senate minority leader’s stock has been rising since the IDC disbanded, with the once-wayward Jeff Klein now serving under her instead of leading a power-sharing coalition with Republicans. If state Sen. Simcha Felder, a nominal Democrat who caucuses with Republicans, would actually join with the party, she would be the first woman, and first African-American woman, to become state Senate majority leader.

With indications of a “blue wave” in November, the dream may not be far off.

No one is sitting on a bigger stack of campaign cash than Bill Mulrow. With $30 million in the bank, Mulrow, an investment banker who served in Gov. Andrew Cuomo’s administration, will likely be doling out dollars to the best political operatives money can buy in order for the governor keep his perch atop Albany’s power structure. Given the unexpected primary challenge from Cynthia Nixon, and the GOP gearing up for November, the job is only going to get more interesting.

In November, Gov. Andrew Cuomo appointed Cathy Calhoun as his director of state operations, which made the executive chamber almost entirely full of women.

Calhoun has the enviable but demanding job of managing all state agencies and deploying resources whenever an emergency occurs. It can be a herculean task, even in calm times, but Calhoun is known for being levelheaded behind the scenes, particularly on transportation and infrastructure issues. A major challenge, though, is resolving New York City’s subway crisis.

If the governor wins a third term thanks to upstate and Western New York, Howard Zemsky should deserve some credit. The Empire State Development Corp. president and CEO gave out $2.5 billion in fiscal year 2018, on top of the billions of dollars the state spent the previous fiscal year. The Buffalo Billion initiative added another $400 million, Moynihan Train Hall collected $700 million and there’s enough left over for the regional economic development councils.

Shouldn’t the easily re-elected mayor of the state’s dominant city be higher on this list? Unfortunately for Bill de Blasio, Albany continues to impose itself on New York City, increasing its oversight on the city’s schools and NYCHA, and squeezing more money out of the city to fund fixes at the MTA. Yet Cuomo’s leftward shift – uniting state Senate Democrats and proposing to ban plastic bags – is a plus for the mayor, even if Cynthia Nixon gets the credit.

Neal Kwatra’s Metropolitan Public Strategies firm is a go-to consultancy for influential Democrats. Most recently, he guided Corey Johnson into the New York City Council speaker’s office.

Kwatra has key allies in Gov. Andrew Cuomo and New York City Mayor Bill de Blasio, all while leading a push against Airbnb for his old bosses at the New York Hotel and Motel Trades Council.

The firm also recently expanded to Florida and is developing a reputation as a boutique digital political shop.

The health care industry has been under siege since President Donald Trump vowed to repeal Obamacare. That hasn’t deterred Kenneth Raske, who has battled efforts to repeal the law and cut Medicare, while also helping his medical centers understand the complexities of the Affordable Care Act. More recently, the Greater New York Hospital Association president rallied lawmakers to allow the $2 billion sale of Fidelis Care to a for-profit company and to create a health care fund in the state budget.

The firm raked in nearly $11.5 million last year, making it the top state lobbyist for the second year in a row, according to the state Joint Commission on Public Ethics’ annual lobbying report.

While Gov. Andrew Cuomo and New York City Mayor Bill de Blasio feud over political matters large and small, New York’s junior senator has captured the national spotlight both men crave. U.S. Sen. Kirsten Gillibrand has been at the forefront of the #MeToo movement, absorbing the president’s tweet tempests and the ire of ex-Clinton campaign surrogates while building goodwill among leftist activists and legislative colleagues. She has denied interest in running for president, but she’s playing her cards right for a 2020 bid.

State Sen. Simcha Felder was once a little‑known political quantity in the quirky calculus of state Senate politics.

But now, since the evaporation of the eight-member Independent Democratic Conference, he has grown more powerful and less obscure as the single card‑carrying Democrat to remain aligned with the Republicans’ one-seat majority. The Brooklyn state senator is feeling the heat as every true-blue Democrat, including a primary challenger, wants to overturn the last vestige of state Republican power.

Testing glitches aside, MaryEllen Elia’s reign atop the state Education Department has been largely free of controversy. The opt-out movement has died down, charter school growth has slowed and lawmakers just added $1 billion in education funding. But the end of the school year will bring unexpected quarrels.

Lawmakers are again considering a plan to overhaul the state’s teacher evaluation system and a debate about school segregation on the Upper West Side may have broader policy implications.

We’re a long way from 2015, when the United Federation of Teachers ran ads criticizing Gov. Andrew Cuomo for supporting charter schools.

Michael Mulgrew is now a fierce ally of Cuomo, who recently joined the UFT president at an anti-gun violence “die-in” and has taken steps to soften the blow of a U.S. Supreme Court ruling expected to weaken public sector unions. If Mulgrew can get his 200,000 members to help Cuomo defeat Cynthia Nixon, he’ll rise even higher.

The state Board of Regents chancellor sailed through her legislative reappointment in March, but many challenges remain before the end of the school year. Betty Rosa is grappling with how the state should revamp school security and counseling resources in the wake of the Parkland massacre. The governor’s race could provide momentum for changes that Rosa would like to see. Cynthia Nixon will put the debate over equity in education funding and decoupling teacher evaluations from student performance front and center.

The union leader is one of the governor’s staunchest allies. Héctor Figueroa scored a victory when the Port Authority recommended raising airport workers’ wages to $19 an hour by 2023. Then he helped bring the Independent Democratic Conference back into the fold. Next, he turned heads by pulling his union out of the Working Families Party at Cuomo’s behest after the party endorsed Cynthia Nixon for governor.

Cuomo will count on unions like 32BJ SEIU this fall.

The once defiant and powerful Independent Democratic Conference leader, who gained stature and rebuffed criticism as an ally of state Senate Republicans, has morphed into a dependable, mainline Democratic deputy leader, albeit with a diminished staff and perks. But why?

Kumbaya rhetoric aside, it’s unclear what exactly precipitated the move beyond the governor’s call for unity. Klein also came under scrutiny for an allegation of sexual misconduct, but he denied the episode and hasn’t faced any consequences – so far.

A year ago, it seemed unlikely that the state Senate’s mainline Democrats would reunite with the Independent Democratic Conference, with insiders often citing a feud between state Sen. Michael Gianaris and IDC leader Jeff Klein. But Gianaris welcomed back Klein and gave up his deputy seat for the good of the party. Gianaris now must follow through by picking up a seat or two in the state Senate this fall – which could essentially make New York a one-party state.

The state Republican Party spent months struggling to find a candidate to challenge Gov. Andrew Cuomo. Assembly Minority Leader Brian Kolb jumped in and left just as quickly. New York’s health care system has been in upheaval, with efforts by Republicans in Washington, D.C., to repeal and replace the Affordable Care Act and threats from the Trump administration to slash health care spending. Then came the departure of Jason Helgerson, the state’s respected Medicaid director.

But by replacing him with Donna Frescatore, who previously ran the state’s online health insurance exchange and actually had served as Medicaid director before, the state won’t miss a beat.

Gov. Andrew Cuomo’s June 2017 appointment of Joseph Lhota as chairman of the Metropolitan Transportation Authority got the governor not just a competent and respected manager, but an attack dog who battled Bill de Blasio in the 2013 mayoral race. Lhota proved himself adept at both aspects, turning New York City commuters’ “summer of hell” into a not-so-bad “summer of heck” and providing Cuomo political cover by blaming the mayor for his slowness in funding the MTA’s subway turnaround plan.

A tunnel connecting Long Island’s North Shore to Connecticut may never happen, but there are plenty of other reasons why Kevin Law is optimistic about the island’s future. Who can blame him? The Hamptons are the region’s premiere vacation destination, the Long Island Rail Road is adding double tracks and new stations, and the Islanders are returning to Nassau County (and so might more horse racing). Plus, having the ear of the governor means Long Island’s concerns are heard.

Gov. Andrew Cuomo hasn’t always been the strongest ally of labor unions, but in recent years he has had their backs – which is good for the energetic Mario Cilento. He attended the meeting in which the state Senate Democrats and the breakaway IDC agreed to reunite, killed the state constitutional convention, has seen more unionized workers in the state and has won legislative victories, including efforts to brace for a U.S. Supreme Court ruling that could be unfavorable to unions.

They may as well have held this year’s state budget talks in the Bronx. Borough President Rubén Díaz Jr. is tight with Assembly Speaker Carl Heastie and has kept the peace with state Sen. Jeff Klein, two Bronxites among the “four men in the room.” It shows when he brings home the bacalao – like funding for Metro-North Railroad stations and the Kingsbridge Armory redevelopment.

Díaz is also close to Gov. Andrew Cuomo, which could pave the way for a 2021 mayoral run.

Few Albany reporters have a byline more potent than the publication they work for – but one is Ken Lovett, who has every New York politico waiting with bated breath for his Monday morning scoops. This year, however, Lovett became the news when he was arrested by the New York State Police for using his cellphone – as many do – in the state Senate lobby. As if to underscore Lovett’s influence, the governor showed up to free him after the Senate declined to press charges.

As the federal government scales back its clean energy goals, states are taking the lead on renewable energy resources like wind and solar – and New York has had a head start with Richard Kauffman driving the state’s energy policies. But Kauffman’s portfolio goes much further, with groundbreaking efforts underway to revamp the entire energy grid. As Gov. Andrew Cuomo runs for a third term, look for him to tout his ambitious renewable targets – and Kauffman’s efforts to meet them.

The president of the Building and Construction Trades Council of Greater New York keeps his 100,000 construction workers safe and fairly compensated. A union lifer, Gary LaBarbera has ties to other labor umbrella groups and sits on the Port Authority board as a voice for workers – and Gov. Andrew Cuomo.

Squeezed by private developers, LaBarbera’s been loving the governor’s public building boom. And as the man negotiating those contracts, Albany has to keep LaBarbera happy to get anything built.

If you thought Gov. Andrew Cuomo’s administration was tough on public sector workers, wait until the U.S. Supreme Court makes its ruling in Janus v.

AFSCME Council 31. Danny Donohue and his Civil Service Employees Association is sweating what could be a devastating decision that could reduce union revenue.

At least Cuomo signed legislation saying unions wouldn’t be obligated to provide benefits to public employees that don’t pay dues, which helps the CSEA if the court rules against them.

With City University of New York Chancellor James Milliken set to step down this month, Bill Thompson has a big opportunity to mold the storied urban higher education system.

Appointed chairman of the CUNY board in 2016, Thompson brought decades of experience – and a proud family name as the son of a state senator – to the job. The whole state depends on CUNY as an educator and middle‑class driver, and it’s Thompson’s job to steer it through tough times.

Pete King is the one politician who can bridge the gap between the Queens-born commander in chief and true blue New York. He’ll keep making his frequent cable news hits – assuming he survives November’s “blue wave.”

Joanie Mahoney, the Onondaga County executive for the past decade, is getting Onondaga Lake cleaned up, benefiting from a sales tax agreement with Syracuse and diversifying the county’s workforce.

Gov. Andrew Cuomo’s administration is also pumping money into the New York State Fair. She chairs the state Thruway Authority’s board of directors, which is set to complete the Gov. Mario M. Cuomo Bridge this year. One of the governor’s favorite Republicans, Mahoney will also be vouching for him this fall.

A former Catskills probation officer, Blake Washington now wrangles numbers rather than people. He’s Assembly Speaker Carl Heastie’s guy on the all-powerful Ways and Means Committee, which bills flow through before being considered in the state budget. Washington has been working on the budget for years in various positions, and with Assemblywoman Helene Weinstein taking over the committee as its chairwoman, Washington’s experience and expertise is an important asset for the Democratic conference.

Teachers around the country have experienced a spring awakening, shutting down schools and staging demonstrations in state capitals for higher wages. That’s thrilling to New York State United Teachers President Andrew Pallotta, who was elected to his position a year ago.

More encouraging news could be on the way for the veteran organizer: Both the state Senate and Assembly are considering a bill to separate teacher evaluations from student test scores – a year-end proposal teachers unions are championing.

Leave it to an engineer to steer the State University of New York system into the 21st century. Once an undersecretary of energy at the U.S. Department of Energy, Kristina Johnson became SUNY’s 13th chancellor in September.

She’s moving to reduce the 64-campus system’s carbon footprint, has been managing the governor’s Excelsior Scholarship program and lobbies for more state funding. Now she gets to give some commencement addresses. Not a bad gig.

Congressional Republicans are facing brutal headwinds, but Rep. Chris Collins will likely survive. Collins is one of the few politicians who have frustrated Gov. Andrew Cuomo without facing consequences. He won’t have to deal with a rematch against Lt. Gov. Kathy Hochul, who the governor has not so subtly encouraged to run against him. An ongoing House Ethics Committee investigation into his investments in an Australian biotech company could present a problem, although Collins recently quit the company’s board.

Whenever we hear a spirited jazz combo wafting through the airwaves, we think of Susan.

Former U.S. Sen. Alfonse D’Amato may have lost his seat to U.S. Sen. Charles Schumer in the 1998 election, but that did not end D’Amato’s political influence. He started his lobbying firm Park Strategies in 1999, a powerhouse in Albany. It was ranked the state’s fifth top lobbying firm based on compensation in the state Joint Commission on Public Ethics’ latest annual report – although the firm saw a drop in revenue from the previous year and moved down a spot on the list.

The crisis communications expert sure has handled a lot of them lately. Michael McKeon’s firm Mercury Public Affairs has represented the downstate energy company at the center of Joseph Percoco’s corruption trial. But Mercury is rising under the leadership of McKeon, a Republican veteran who worked for then-Gov. George Pataki and then‑New York City Mayor Rudy Giuliani.

A newcomer to the top lobbyists list, Capalino’s firm ranked seventh in the state last year, with nearly $6 million in compensation according to the state Joint Commission on Public Ethics’ annual lobbying report.

Beth Finkel might be the only person in the state who is excited that you’re getting older. The AARP state director is looking out for your well-being, even if you haven’t retired yet. She led a successful campaign for a retirement savings plan for small businesses and freelancers to be included in the state budget – an important victory for her members. And she has advocated for closing the racial disparity in retirement savings to aid retired people of color.

In case you haven’t noticed, the Bronx is back – and Assemblyman Marcos Crespo is in the middle of its resurgence.

The Bronx County Democratic Committee chairman helped anoint the City Council speaker and claimed the council’s powerful Land Use Committee chairmanship for a borough representative, which will have lasting implications on the future of the Bronx waterfront. He is also positioning his friend, Bronx Borough President Rubén Díaz Jr., for a citywide run.

After serving as Assembly majority leader since 2013, Joseph Morelle is looking to leap up the political pecking order by dropping his statehouse reelection bid in favor of the House seat made vacant by the death of Rep. Louise Slaughter. The upstate assemblyman served in the No. 2 job, balancing out power geographically with the New York City-based speaker. While Morelle will remain majority leader as long as he keeps his seat, it’s unclear how long he plans to stay.

There’s been a lot of pressure on judges to make sound decisions as the judiciary becomes a political target in the Trump era. But state Court of Appeals Chief Judge Janet DiFiore has maintained an even keel on cases while reducing a backlog in civil and criminal courts and standing up for vulnerable populations.

The Bronxville resident has also cooled off hot-button subjects like pay raises and judiciary performance that have flustered the state’s two other branches of government.

Assembly Speaker Carl Heastie kept many of former Speaker Sheldon Silver’s veteran staffers in the state Capitol, including Lou Ann Ciccone, when he ascended to the seat in 2015. That appears to be one of Heastie’s wiser decisions. Ciccone, the veteran program and policy secretary, often accompanied Heastie into budget meetings with the governor and conference sessions with lawmakers. She has also been in the middle of the most important legislative proposals, including crafting a uniform state sexual harassment policy.

David Previte was promoted last fall to be the state Senate Republicans’ counsel, a key role in which he works closely with state Senate Majority Leader John Flanagan. He replaced the long-serving Beth Garvey, who had held the post for four years before resigning and taking a position at the State University of New York. It’s a big question as to whether his conference will maintain power after this year – but the GOP has successfully fended off serious threats before.

There’s political power, and there’s literal power – and Gil Quiniones has both. Unlike some of Gov. Andrew Cuomo’s appointees, Quiniones is a well-respected expert in his field, having spent much of his early career at Con Edison. Now at the helm of the New York Power Authority, he oversees three hydroelectric plants that generate a great deal of clean energy. Plus, he has applied his expertise to help Puerto Rico recover in the wake of Hurricane Maria, another Cuomo priority.

Like many top state lobbyists today, Rick Ostroff at one point worked under then-Gov. Mario Cuomo.

Ostroff served as the senior Cuomo’s assistant for legislative affairs and his assistant for regional affairs. He founded his lobbying firm, Ostroff Associates, in 1995, and the firm has since grown into one of the top 10 lobbying firms in the state, representing clients like FedEx Corp. and Walmart Inc. in the state Capitol and earning Ostroff his new spot on this list.

Rich Bamberger may not be in the executive chamber anymore – has it really been six years? – but Gov. Andrew Cuomo’s staffers can never really leave.

He’s still in touch with the Cuomo administration over the best way to communicate the governor’s policies and campaign platform. While some politicians successfully fend off challengers or are able to stay in the good graces of their bosses or benefactors, there are those who lose power, willingly or not. Here’s a recap of the 21 people who no longer made the cut this year, including where they ranked last year and why they’re off the list.

FORCED OUT Former state Attorney General Eric Schneiderman (6) had built a national reputation and was seen as a likely contender to be New York’s next governor. But a bombshell investigation

by The New Yorker exposed alleged physical and emotional abuse against four women, and he abruptly resigned.

VOTED OFF THE ISLAND Another man who had set his sights on the governorship, former Westchester County Executive Rob Astorino (57) performed relatively well when he took on Gov. Andrew Cuomo in 2014.

EDITOR’S NOTE In response to past criticism that our annual Albany Power 100 list underrepresents women, we asked feminist journalist Lindsay Beyerstein to analyze this year’s list. We gave her advance access to the list and gave her complete freedom to reach her own conclusions.

HAT ARE WE to make of the fact only 29 people on City & State New York’s Albany Power 100 list are women? Only one woman initially cracked the top 10 – Melissa DeRosa at No. 7 – until state Attorney General Eric Schneiderman resigned for allegedly hitting multiple girlfriends, bringing his acting replacement, Barbara Underwood, into the rankings. Only six women made it into the top 20 and only 14 are in the top 50.

Does that mean the list is biased against women?

No, because the list is an exercise in journalism rather than activism. The goal of the list is to document the most powerful figures in state politics. This list is dominated by politicians, political staffers, labor leaders and lobbyists, with the odd university chancellor, judge, developer or philanthropist thrown in for good measure. While there’s a certain amount of subjectivity inherent in any list of superlatives, the Albany Power 100 is an effort to measure political reality.

That doesn’t mean one can’t quibble with the specific choices, or argue that more attention to gender diversity – or at least a broader understanding of political power – would lead to more women appearing on the list, or being ranked higher. Because lists are made to be debated, I have a couple suggestions: New Yorker reporter Jane Mayer merited inclusion, after her devastating exposé with Ronan Farrow of physical abuse and abuse of power forced Schneiderman to resign in under four hours – especially since she is a leading investigative political reporter at the most prestigious magazine

in New York. (Her work on major New York-based Republican donors such as the Mercers and David Koch also dramatically shifted political conversation.) Another strong contender would be New York City Public Advocate Letitia James, the city’s second-highest-ranking public official and a politician with enough juice to be discussed as a leading candidate to replace Schneiderman, until she took herself out of the running to serve the remainder of his term, reportedly to improve her odds of winning a full term at the polls.

But, quibbling aside, the makeup of the list reflects an ugly reality: Political and institutional power in New York is still disproportionately held by men. Only one person on the list holds a job that’s officially off-limits to women (Cardinal

Timothy Dolan, No. 91). Yet women are far from equally represented in the upper echelons of power in the Empire State.

When measuring power in Albany, there’s only so much room for subjectivity. A lot of people are powerful because of their institutional roles and many of these institutions are dominated by men.

A closer look at the list demonstrates the constraints on revising the list for parity: Gov. Andrew Cuomo is No. 1, immediately followed by President Donald Trump, Assembly Speaker Carl Heastie, U.S. Senate Minority Leader Charles Schumer and state Senate Majority Leader John Flanagan. None of these jobs has ever been held by a woman. The office of state Comptroller (Thomas DiNapoli, No. 6) has also never been held by a woman.

New York is a union town, and few would dispute that the leader of the 400,000-member 1199SEIU (George Gresham, No. 14), and the leader of the mighty New York Hotel and Motel Trades Council (Peter Ward, No. 15), deserve their lofty spots on the power brokers’ list.

1199SEIU hasn’t had a female president since the 1980s and the Hotel Trades Council has never had one. They both outrank the mayor of New York City (Bill de Blasio, No. 20), which has never had a female mayor. No woman has ever been Bronx borough president (Rubén Díaz Jr., No. 41), or executive director of the Port Authority of New York and New Jersey (Rick Cotton, No. 49). One could go on.

WER 100 LIST SEXIST? and Hillary Clinton, that it’s easy to get complacent. Only 11 out of 51 members of the New York City Council are women. New York’s congressional delegation has just nine women out of 29 members.

The gender imbalance in New York politics is typical of the whole country. The United States ranks 104th out of more than 190 countries for women in office.

Only 20 percent of the members of Congress are women. Nationwide, just 25 percent of state legislators are women – which is up from 8 percent in 1975 – but that share has stalled in the low-to-mid 20s for two decades.

Clearly structural changes are needed to even the odds.

Each individual rank is a judgement call. On the margins, different writers might have chosen a few more women. But the fact is that the state power structure is heavily dominated by men and any list that didn’t reflect that would be doing a profound disservice to its readers. The goal here is documentation, not validation. The point is not to feel better about a bad situation.

The Albany Power 100 isn’t an endorsement. The object of the exercise isn’t to celebrate the status quo or congratulate the people who are on the list. The goal is to illuminate the power structure.

As readers, if we don’t like what we see, it’s up to us to change it.

SHELDON SILVER A shell of his former self with a sliver of the stature he once held, Sheldon Silver will be remembered as little more than a crooked politician. The now twice-convicted ex-Assembly speaker appears to be headed for the big house for corruption – finally.
