EDITOR’S NOTE Earth Day is an international phenomenon, celebrated by hundreds of millions of people across the globe.

But leading up to the first Earth Day on April 22, 1970, few would have expected it to be a turning point for the modern environmental movement.

The idea came from U.S. Sen. Gaylord Nelson of Wisconsin, who envisioned a series of teach-ins to engage the public on environmental issues. He recruited a young college graduate and activist named Denis Hayes to coordinate the first Earth Day, which drew an estimated 20 million people in cities around the country.

New York played a key supporting role, too. Months before the event, organizers bought a full-page ad in The New York Times that generated a flood of attention. In New York City, Mayor John Lindsay shut down Fifth Avenue and addressed attendees at Union Square. The city’s national TV stations broadcast the goings-on far and wide.

Today, Earth Day remains fundamentally focused on educating the public – and in that spirit, we present our 2017 Earth Day issue.

C&S: Does it matter that the state budget was a week late?

BG: We had periods where budgets were not done until August or July and then you held up school districts, notfor-profits, who provide a great many of the actual services. Their positions were eviscerated in those years of late budgets. So because of that, it is a badge of honor to get it done on time. And the LCA, or the legislative correspondents, because of all those late years, were very much focused on having on-time budgets. Is it worthy to comply with the constitutional mandate? Yes. But it’s a question of when. Two months is way too late. One week with a good budget that actually gets stuff done? I don’t think that’s the end of the world.

In fact, I see this as a budget they will all brag on to their constituents.

C&S: It seems like this was the first budget negotiation under Cuomo where the fissures – both between and within the parties – started to show. What do you make of it?

BG: It is capable of exploding at any time and it’s predicated as much on regionalism as it is on partisan and ideological differences. And when you mix the two, it can be a real devil’s stew.

One of the untold stories here is that the Senate Republicans, particularly the younger, upstate members, are resenting the fact that the IDC in their mind has had too much of a progressive influence on what came out, that they were pushing for Raise the Age, pushing for the free tuition. Dysfunction is dormant. It’s not extinguished.

TRAILBLAZING JUDGE FOUND DEAD Sheila Abdus-Salaam, a judge on the New York Court of Appeals and the first black woman to serve on the state’s highest court, was found dead in the Hudson River on Wednesday. Police are treating the 65-year-old’s death as a suicide, but an investigation is ongoing. Abdus-Salaam had been in public service her whole career, first as a public defender in Brooklyn, then in the state attorney general’s office, then to judgeships on increasingly higher courts. Gov. Andrew Cuomo appointed her to the state Court of Appeals in 2013. Just last year, she was lauded for writing a landmark decision giving visitation rights to the nonbiological parent in same-sex couples. In a statement, Cuomo remembered her “unshakable moral compass.”

NO SUCH THING AS A “FREE TUITION”?

Cuomo’s marquee proposal in the recently completed state budget was his “free tuition” program. The $163 million plan covers last-dollar tuition costs for SUNY and CUNY students in families making less than $100,000. Hillary Clinton showed up for a ceremonial bill signing, but others questioned a last-minute requirement that graduates stay in the state for four years – or see the scholarship converted to a loan.

STATEN ISLAND REMEMBERED – FOR A WEEK The forgotten borough was the first stop on New York City Mayor Bill de Blasio’s “City Hall in Your Borough” initiative. Beforehand, the mayor pledged not to build new jail facilities in the borough. He met with constituents, announced the reopening of the ferry terminals’ lower levels and even helped repave a road – all while avoiding embarrassing confrontations in the GOP stronghold.

PALADINO IN 2018?

Congeniality is not one of Carl Paladino’s traits. The 2010 Republican gubernatorial candidate has for years displayed behavior that casts doubts as to whether the emotional and rational parts of his brain communicate with one another.

Sin embargo, Paladino’s bombastic and, at times, insulting remarks haven’t quieted the buzz among political insiders that he could run against Gov. Andrew Cuomo in 2018.

A well-informed Republican bochinchero told B&B: “He was planning to do it, but as far as I know he dropped that idea after his Christmas shot at Michelle Obama. If he is still running, he hasn’t told me or any other close political adviser.”

We won’t repeat the outrageous, racially tinged remark Paladino made about the former first lady in December, but it would definitely go viral again if he were to throw his hat into the 2018 election. “Astorino and Wilson or any other Republican should be concerned with Paladino,” a Republican politico opined. But should Andrew Cuomo?

CUNY MOVING ON SEARCH FOR NEW CHANCELLOR CUNY Chancellor James Milliken’s March 31 announcement that he had recently been diagnosed with throat cancer has not deterred the search for his replacement. “They’ve been meeting and have scheduled meetings for (this) week,” one bochinchero said, discussing my item in a previous B&B column where we reported that Milliken would be ousted.

One CUNY bochinchero said, “The search is on, Gerson. If I were him I would be looking for a job.” When we mentioned that his health may buy Milliken some time, the response was, “It seems that with treatment he’ll be okay. But insofar as CUNY, he’s a dead man walking.” I cringed when I heard my interlocutor use the dead man walking reference – and I’m sure you’re having the same reaction reading it.

SOME WRIGHT TALK, NO ACTION

There was some buzz against New York County Democratic Committee Chairman Keith Wright prior to and during the committee’s March 11 gathering in Harlem to select a candidate to replace Bill Perkins in the state Senate’s 30th District. There were even some bochincheros who approached B&B during the actual process that Saturday afternoon with quejas. The complaints ranged from talks about rigging the process in favor of Brian Benjamin (Wright’s preferred candidate) to how the former assemblyman was running the county organization. “We’re going to throw his ass out of the county chair,” one angry Wright hater told us.

The state Senate special election is set for May 23 and the anti-Wright forces may be waiting for that to be over before moving on any coup attempt. All that’s happened so far is a letter signed by district leaders John Ruiz, Rev. Al Taylor and activist Joyce Johnson accusing Wright of using his position to deliver the seat for Benjamin and threatening legal action, as reported by Will Bredderman from the Observer. “It’s all shit talk, Borrero,” is the way one Wright ally put it. ACCESS-A-RIDE SUCKS Look for New York City Comptroller Scott Stringer’s 2016 audit of AccessA-Ride, which detailed “widespread mismanagement, waste and service failure” to get a second wind at upcoming MTA board meetings. The buzz is that complaints from thousands of affected passengers are getting to the oídos of board members and staffers. “I was an hour late to a four-hour dialysis treatment and the clinic couldn’t make up the hour,” one affected bochinchero said. Another bochinchero told B&B: “I waited for three hours for a pick up after I received treatment at the hospital.”

Both complaints to B&B came from Brooklynites.

Access-A-Ride services are mandated by the Americans with Disabilities Act, which requires public transportation authorities to provide a paratransit system for passengers who cannot use public bus or subway services. The MTA spends about $400 million a year on the service, but as much as $100 million is wasted on multiple contractors and administrative costs.

Letting churches promote political candidates would only tear us further apart

PIT I LOVE THE Christian church.

Though as a young woman, I cringed at the patriarchy in my traditional black apostolic church, which made me feel like a dangerous object of male temptation that had to be covered from head to toe to prevent premarital sinning. Not to mention how it kept me from even dreaming about a call to ministry.

Though as an African-American, I still cringe over how the church used scriptures to justify cruelty and slavery, and in some circles still uses them to justify racism.

Though as a gay woman, I grieve over how my LGBTQ brothers and sisters have become disaffected from the church at best, while others have committed suicide, at worst, because of a belief instilled by the church that God hates them.

And as a reverend in a small nondenominational Christian church, I’ve ministered to a lot of people like me, still dealing with the ramifications of all that difficult history – and still feeling unwelcomed by various congregations for so many reasons.

Yet, despite all of the things that already divide us, we still come to church.

I come, because I love the God of my faith and I believe in the Holy Spirit’s power to unify and heal us all. Because that’s what churches do – at their best.

From my perspective, a repeal of the Johnson Amendment, which largely prohibits 501(c)(3) nonprofit organizations from being involved in politics, threatens all of that.

It threatens to create more divisions right where we need them the least.

The Free Speech Fairness Act, introduced in February, would amend the tax code to allow charitable organizations, including churches, to “make statements relating to political campaigns if such statements are made in the ordinary course of carrying out its tax exempt purpose.”

It’s seemingly a first step toward undoing then-Sen. Lyndon B. Johnson’s 1954 amendment to the Internal Revenue Code. A full repeal could see large churches become major political players: donating to campaigns, making endorsements, hosting debates – the possibilities seem endless.

I have visited and made myself at home in many houses of worship – Christian and otherwise – that I’m pretty sure hold political views that are different from my own.

It’s easy enough to suss out. Have a chat with a few of the members after service.

Check out the bumper stickers on the cars in the parking lot. The worship leader may not directly endorse a candidate in a sermon, but you can often get a sense of who they might approve of by what social initiatives they support – or disagree with – and why. The black church in particular has a strong history of clergy running for and holding politi-

cal office. It’s pretty easy to determine where they stand when they’re not behind a pulpit.

Every church has its own culture and that’s a good thing.

Yet, I made myself at home in houses of worship of various political stripes because I love the Christian church. I love hearing a good exegesis of the scriptures, and I believe in a God who has the power to call us together – no matter what your race, color, class, sexual orientation or political party.

In 1960, the Rev. Martin Luther King Jr. famously said that one of the most “shameful” tragedies of our nation is that “11 o’clock on Sunday morning is one of the most segregated hours, if not the most segregated hour in Christian America.” I don’t know that things have improved too much since then.

If the Johnson Amendment were repealed, it would only further darken those lines of segregation and further hinder our sluggish progress toward unity.

I don’t know that I’d feel as comfortable walking into a church with obvious political endorsements. And even if I did bring myself to go in, would I give an offering if I knew it could be used to support a candidate I disagreed with? Offerings have been withheld by parishioners for far less.

Would my congregation leave if they knew I supported former Mayor Michael Bloomberg’s third term? Please don’t tell them. Could I have forced them to agree by endorsing him from the pulpit? Should I have? My own wife didn’t agree with my political choice. First. Time. Ever.

These are not the questions I want running through my head when I go to church, or when I plan my sermons. I’d rather think about the places in our faith where there is common ground. I’d rather think about ways of interpreting scripture, not ways of interpreting some candidate’s political platform.

Some argue a repeal of the Johnson Amendment would finally return free speech to the pulpit. But with all of the skeletons in the closet of the Christian church’s history, I’m less concerned about the Internal Revenue Service seemingly “censoring” preachers’ sermons, and more concerned about what some pastors would say without those restrictions in place.

So now I suppose you can guess who I voted for in the last presidential election.

But you won’t hear about that in my next sermon.

GOV. ANDREW CUOMO and state lawmakers blew past the April 1 state budget deadline this year, but the final plan had a little something for everyone.

Cuomo ultimately delivered on many of his top priorities, including raising the age of criminal responsibility to 18, expanding ride-hailing services to upstate New York, renewing a lapsed 421-a tax break for real estate developers and funding a free tuition plan at SUNY and CUNY. And despite grumbling from lawmakers, the governor maintained control over the flow of state economic development dollars.

Plus, he won new powers to unilaterally shift spending in response to looming federal budget cuts, provided that he tries to work with the state Legislature first. But the budget was still late, which upends Cuomo’s streak of timely budgets and undercuts his reputation for ending Albany dysfunction.

“It was the hardest budget that we’ve done during my administration, but it’s also the best budget that we’ve done,” Cuomo told radio host John Catsimatidis.

Legislative leaders also came away with material to fill up self-congratulatory press releases. Assembly Speaker Carl Heastie touted the Raise the Age bill, an increase in school aid and new funding for affordable housing. But he failed to secure a hike in the millionaires tax, while other priorities like the Dream Act failed to advance.

In the state Senate, Majority Leader John Flanagan failed to kill off the millionaires tax, and his signoff on a number of progressive policy measures won’t help the Long Island Republican as he confronts a contingent of upstate conservatives questioning his leadership. But he too touted the school aid increase, as well as major workers’ compensation reforms, $2.5 billion for clean

water infrastructure and budget growth that stays within the governor’s spending cap.

State Sen. Jeff Klein, the leader of the Independent Democratic Conference, also notched some victories. Klein had insisted that the Raise the Age bill be part of the budget, and he also took credit for $10 million in funding for legal aid services for immigrants. But his partnership with the GOP has spurred threats of campaign challenges from mainline Democrats.

So while each of the four men in the room came away with a mixed bag, others came away as clear winners – or losers.

It’s official: New York was the second to last state in the U.S. to treat 16- and 17-year-olds as adults in the criminal justice system. The budget agreement includes legislative changes – sponsored by these two Brooklyn lawmakers – that treat the age group as juveniles and no longer houses them in adult correctional facilities. Who knew it would take so long in a liberal state like New York?

Traditional public schools got a funding increase this year, but so did charter schools, which had been one of the big holdups in the budget talks. Charters will see a $1,500 increase per student after June and future increases will be tied to public schools. And that’s a win for Merriman, the head of the New York City Charter School Center, along with other charter proponents – even though they didn’t get the charter school cap lifted.

Mohrer’s New York Uber team has led the fight to expand ride-hailing services beyond New York City. This year, the governor made it a priority, and legislators ultimately reached an agreement that could have Uber operating upstate by Independence Day. Now state legislators will have to find something else to complain about besides upstate’s taxi services.

Albany is unique among upstate cities: It hosts the state Capitol, while also suffering from the usual upstate issues.

The Albany mayor caught a break in the latest state budget, which includes $12.5 million in funding that’s critical to the city’s future. And with a re-election bid on the way for Sheehan this fall, the timing was right.

In the wake of investigations into alleged corruption involving state economic development funds, lawmakers called for more oversight. That doesn’t seem to have panned out. So despite the possible malfeasance and persistent questions about the effectiveness of Empire State Development programs, Zemsky will still get to run the state economic development arm the way he and Cuomo want – without pesky legislators getting in the way.

Could the New York City mayor really have expected things to go differently in Albany?

While the four men in the room debated whether to extend, expand or eliminate the state millionaires tax, de Blasio figured he could convince everyone to adopt his mansion tax idea, too. And while he still wants an extension of mayoral control of city schools for more than 12 months, even a one-year extension stalled and will have to be taken up again later this session.

The major education policy discussion this year was the governor’s $163 million plan to offer free tuition for certain students at the state’s public colleges and universities. But far more consequential is the state’s overall outlay in public school aid, which is rising by $1.1 billion to $25.8 billion. While that’s a nice chunk of change, it’s well short of the $2.4 billion boost that the state education commissioner had sought.

Budget and policy experts have long touted design-build as a way to complete construction projects on time and on budget. While a number of state entities have used the project delivery method for several years, the state isn’t about to grant the same authority to the five boroughs, even though the New York City transportation commissioner has projects in the works that could benefit from it. It’s the same message Albany has been sending for years: Home rule, schmome rule.

After failing to advance for years, the Dream Act wasn’t expected to make much headway in Albany. But Assemblyman Moya persistently puts it forward, while state Senate Republicans persist in doing nothing with the measure, which would extend state scholarship assistance to undocumented immigrants. This year, Moya’s long-suffering co-sponsor, Sen. Jose Peralta, could at least tout new funding for legal aid for immigrants.

It’s often easier to just order what you need on Amazon. But what about the local shops and stores that are losing out on all that business? With that in mind, Potrikus’ Retail Council of New York State rallied behind the governor’s proposal to expand a tax on internet sales to third-party sellers to level the playing field – but they just couldn’t seal the deal.

N A HOT summer day in July 2014, a group of community leaders and elected officials sat cramped in New York City Councilman Dan Garodnick’s living room at Peter Cooper Village on Manhattan’s East Side, where he lives with his wife, Zoe, and their two sons, munching on cannolis and Italian cookies, to discuss the uncertain future of Stuyvesant Town-Peter Cooper Village.

Garodnick grew up in the apartment complex, a massive cluster of red brick apartment buildings stretching from First Avenue to Avenue C between 14th and 23rd Streets, and one of the last bastions of an ever-dwindling Manhattan middle class.

And according to those close to him, since his election to the City Council in 2005, he had spent nearly every day brainstorming solutions to preserve its affordability longterm. These efforts included an ill-fated

$4.5 billion bid Garodnick put together along with the Stuyvesant Town and Peter Cooper Village tenants associations in 2006 to buy the property from MetLife, preserve a significant amount of affordable housing and give tenants the opportunity to purchase their apartment units. But they were outbid by real estate titan Tishman Speyer – who bested the competition with a $5.4 billion bid with some help from then-Mayor Michael Bloomberg, who, hewing to his capitalist ethos, refused to let the city help the tenants buy the property.

After years of mismanagement, a class-action tenant harassment lawsuit and defaulting on its loans, Tishman Speyer turned the property over to its creditors, and it was back on the market, leaving Garodnick and the tenants associations with renewed hope. With Bill de Blasio now in the mayor’s office and committed to affordable housing development, Garodnick knew he had a rare opportunity to convince the mayor to put some city muscle behind a bid that would benefit tenants. De Blasio was sitting in his living room, his gangly 6-foot-5 frame awkwardly squeezed on the

sofa, listening to the councilman’s pitch for the city to help his neighbors stay in their homes.

The tight fit in Garodnick’s living room wasn’t the only awkward part of this encounter. Just months earlier, de Blasio had effectively big-footed Garodnick’s attempt to become City Council speaker, circumventing the Democratic leaders in the Bronx and Queens – both of whom backed Garodnick – and cutting a deal with the Brooklyn delegation to crown his preferred candidate, Melissa Mark-Viverito.

In fact, sources say tensions were still so high from the behind-the-scenes race that de Blasio’s team insisted on keeping the meeting at Garodnick’s apartment private.

Yet here he was, listening earnestly as Garodnick explained how vital the apartment complex was to the mayor’s stated goal of creating and preserving 200,000 units of affordable housing over the following decade.

Garodnick wanted to make sure the various stakeholders were willing to jump in at the moment of truth and focus their attention on a viable solution for the longtime

The mayor’s team was sold, and roughly 15 months later, Garodnick stood alongside de Blasio at a press conference in Stuyvesant Town announcing a $5.3 billion sale to Blackstone Group and Ivanhoé Cambridge that would preserve 5,000 of the 11,232 units as “affordable” for 20 years, with a five-year phase-in of rent increases, and extend rent regulations on an additional 1,400 units until 2025. It was the largest number of affordable apartments ever preserved in a single city-led transaction.

It was not the perfect deal that Garodnick had hoped for as a wide-eyed freshman councilman in 2006, and some tenants grumbled that it was a sweetheart deal for a private equity firm run by billionaire Stephen Schwarzman, who enjoys close ties to Trump. But Garodnick was determined to not let the perfect be the enemy of the good.

“In reality we had very little authority or leverage, but we made it ourselves,” he recalled recently.

Those in attendance at the meeting that day believe that Garodnick’s offer to host the meeting in his living room was purposeful – a means of disarming a mayor who may have been wary of lending a hand to someone perceived to be a political rival. For Garodnick, personal politics had no place in this conversation. Nobody in the room wanted a repeat of the Tishman Speyer debacle.

“It didn’t take but half an hour, but it very much was the key to opening the door to a different discussion,” said Gale Brewer, the Manhattan borough president and a friend of Garodnick’s, who was also at the meeting. “It wasn’t fancy, wasn’t in your 250 Broadway conference room. It was right in your apartment. That’s strategic, I think.”

OVER THE COURSE of 11 years in the New York City Council, Garodnick has cultivated a reputation as a shrewd dealmaker – deftly finding pressure points on both sides of a negotiation in order to strike a reasonable compromise. That quality has led to significant buzz around Garodnick as a possible candidate for citywide office, possibly as soon as this year, with his third and final term set to end in December.

If the Stuyvesant Town-Peter Cooper Village transaction was a window into his negotiating style, it also showed where his personal values lie – helping to lend a voice and empower disenfranchised communities.

Garodnick is truly a creature of his district, which stretches from 14th Street on the East Side to 96th Street and Fifth Avenue. The son of a lawyer and a public school teacher and a product of the idyllic urban middle-class community, he counted firefighters, construction workers and small business owners as his neighbors – a blue-collar demographic insulated from the luxuries of Manhattan.

Garodnick grew up idolizing political figures like Geraldine Ferraro, a family friend who went on to become the first female vice presidential candidate and inspired him to pursue his passion for public service. Before attending law school at the University of Pennsylvania, Garodnick ran a civil rights program in New York City public schools called Unlearning Stereotypes, which was designed to strike a dialogue between children across racial and ethnic lines to try to address prejudices and promote the use of social action to create change, as opposed to violence. He also volunteered with Manhattan’s Central Synagogue rebuilding African-American churches destroyed by arson in Virginia and Georgia.

But clerking for federal Judge Colleen McMahon in the Southern District of New York, a highly respected jurist, is where Garodnick got his formative education on the nuts and bolts of litigating tough negotiations. “(McMahon) taught me a lot on how to think through various issues in the same context separately and to boil them down to their basic parts and come to a reasonable conclusion,” Garodnick said.

After a stint in the private sector working at the white-shoe law firm Paul, Weiss, he jumped at the opportunity to run for City Council in 2005 when Eva Moskowitz left office to run for Manhattan borough president. Garodnick knocked on every single door at Stuyvesant Town-Peter Cooper Village – a total of 11,232 units – a number he recites with great pride. He would go on to win both the primary and general election easily.

Garodnick quickly set out putting the skills he honed under McMahon and in the private sector to work. A meeker negotiator might have retreated after falling short on the failed tenant-led bid to purchase Stuyvesant Town-Peter Cooper Village in 2006.

Undaunted, the councilman threw himself

into other tense negotiations with Manhattan’s business and real estate community. In 2007, he helped broker a settlement agreement between renowned chef Daniel Boulud and the staff at his eponymous restaurant, Daniel, who sought redress and compensation after Asian and Latino employees had allegedly been discriminated against and passed over for promotions.

Garodnick also won major concessions for his constituents at the nine-acre Solow site, at the time the largest parcel of undeveloped land on Manhattan’s East Side. He pushed the developer to lower the proposed residential building heights and to provide five acres of public gardens and walkways, a public school and middle-income housing. In return, the notoriously difficult developer, Sheldon Solow, was able to keep an office tower that the community had resisted.

In all these negotiations, both sides, in essence, got what they wanted. While some of his City Council colleagues would have been content to throw rhetorical bombs, or take the path of least resistance, Garodnick took McMahon’s advice to heart – if you operate under the assumption that the arguments on each side have merit, finding a middle ground is easier.

“I look at what the real interests are that are at play, as opposed to what posturing is going on. Once you understand what is truly motivating people in a truly complicated situation, you can find a positive outcome,” Garodnick said. “It was true in that rezoning with Solow, it was true with the restaurant workers, and it’s true with all of them. You really needed to understand first where people were coming from in order to deliver a positive result. That’s what negotiation is and how everybody can come out frequently with a win.”

The looming Midtown East rezoning presents a capstone challenge for Garodnick. The proposal would raise building heights in the area around Grand Central Terminal in order to expand the neighborhood’s tax base and keep it competitive with more modern business districts. Garodnick and former City Council Speaker Christine Quinn tabled negotiations with the Bloomberg administration in 2013, due to what Garodnick deemed “significant flaws” in the proposal, and the abbreviated timeline for getting it approved – a result of Bloomberg’s desire for a final victory before his final term expired. But the rezoning proposal was also a politically thorny issue for Garodnick, who was weighing a run for city comptroller at the time. Some real estate executives suggested, in not-

“Hudson Yards has abatements, the World Trade Center area has abatements, East Midtown is kind of the only one left,” Brewer said. “God knows we need those property taxes. (Garodnick) was good at coming up with those ideas.”

The idea with One Vanderbilt was to set a precedent for the larger Midtown East rezoning: Find ways to put deliverable public benefits into the zoning resolution, allow for new development and protect local landmarks by giving them a chance to sell their unused air rights. But while the revised rezoning proposal cleared a big hurdle in the Uniform Land Use Review Procedure in March when the Manhattan borough board unanimously approved the proposal, both of the community boards in the area voted against it, citing a lack of sufficient public space. Still, Garodnick sounded confident that the final proposal would pass muster.

“As long as you can feel comfortable with the fact that you made best efforts to satisfy the various interests out there and that you went as far as you possibly could to do that,” Garodnick said, “you have to accept the fact that some people will never be satisfied, and take your lumps.”

so-subtle terms, that killing the rezoning would damage his candidacy.

With a new administration in office, Garodnick and Manhattan Borough President Gale Brewer went back to the drawing board on the rezoning. They first dealt with a five-block rezoning of Vanderbilt Avenue, which included approving SL Green’s ap-

plication for a 63-story office tower at One Vanderbilt in exchange for $220 million in transit infrastructure improvements at Grand Central. Brewer gave all the credit to Garodnick for proposing that agreement, and without the property tax abatements that have become typical for similar developments in the city.

GARODNICK’S TRACK RECORD of thoughtful compromise and advocating for the public’s interest has enhanced his political standing. Perhaps more importantly, it garnered the respect of many of his colleagues in the City Council, even after all 50 of them voted against him in the contentious 2014 speaker race.

“I know there were some people who wanted to vote ‘no.’ Even if Dan wasn’t going to win, they didn’t want to vote for Melissa,” said City Councilwoman Rosie Mendez.

“At the end of the day, it was a united council voting for Melissa, Dan withdrew his name, and not enough credit was given to him for thinking about the bigger issue and what it would mean for this legislative body to go into a legislative session divided.”

Mendez, a longtime friend of Garodnick’s dating back to their pre-council days, noted that even as he was making the hard sell to his colleagues as to why he would make a good speaker, he never adopted a “you’re with me or you're against me” posture.

“The most important thing was that he told me we were friends and the most important thing to him is my friendship, whether he had my support or not,” Mendez said. “That meant something.”

Reflecting on the speaker’s race, Garodnick describes it as an “educational” process.

“As somebody who came in the City Council without having worked for an elected official, I volunteered on some campaigns but I never really worked in politics,” he said. “I come to all of this without a foundation in how to do politics.”

Sources close to Garodnick said it was eye opening for him to see how the speaker gets crowned, with the Democratic county leaders from the Bronx, Queens and Brooklyn playing outsized roles in swaying City Council members, and the mayor acting as an equalizer. De Blasio moved forcefully in support of Mark-Viverito, and suddenly Garodnick found himself rubbing elbows with backroom savants like former Bronx County Democratic leader Carl Heastie and Queens County Democratic leader Joe Crowley, who, despite their clear political (and patronage) interests, were loyal to Garodnick right to the very end.

“Of course, nobody likes to lose,” Garodnick said. “But you dust yourself off and you get back to work, which is what I did.”

From a practical standpoint, holding a political grudge against the 50 City Council members made little sense. For Garodnick to be effective as chairman of the council’s Committee on Economic Development – one of the few influential committees in developing policy – he must work collaboratively with his colleagues.

When City Councilmen Donovan Richards and I. Daneek Miller voiced their concerns to Garodnick about the ongoing foreclosure crisis in southeast Queens, the three pushed the city to buy some of the distressed debt controlled by the federal government and restructure the mortgages.

Similarly, when City Councilman Carlos Menchaca reached a tense impasse with the de Blasio administration over the $115 million redevelopment of the South Brooklyn Marine Terminal, Menchaca solicited Garodnick’s advice and worked with him to mend fences with City Hall.

“Dan has always held the institution itself higher than anything political, as it related to say, a speaker race,” Menchaca said.

“Dan played a major role in doing a couple things: Playing a supportive role to me leading the negotiations (with the city), making sure we had a good space to have a conversation, and also making sure that there was a mentorship style of leadership here. He’s also deeply committed to ensuring that the new members get what they need and the support that they need from the members that are on their way out.”

While Garodnick wants to leave behind a legacy of collegiality and respect for the City Council as an institution, he also is taking a more confrontational stance to the de Blasio administration, perhaps a function of his final term winding down and keeping an eye on a possible citywide run for office.

Chief among Garodnick’s complaints with de Blasio is the mayor’s disregard for the marked increase in city spending. The city’s budget has increased every year since de Blasio took office, from $72.7 billion in Bloomberg’s final year to a proposed $84.7 billion for the coming fiscal year. Beginning with last year’s budget negotiations, Garodnick and 25 other City Council members urged the administration to force agency heads to find 5 percent in potential savings and reinstitute a Program to Eliminate the Gap – a cost-savings program that de Blasio’s predecessors relied on to rein in spending. They were ultimately rebuffed, though Garodnick has kept at it, requesting that the administration identify $500 million in savings this fiscal year to guard against likely federal cuts from the Trump administration.

“The problems relate to the fact that while there are savings, they’re not enough and the mayor has not asked his agency heads to commit to finding real savings in their own budgets,” Garodnick said. “We have budget deficits looming on the horizon, and we’re already seeing what the federal government is doing to us and they’re responsible for 10 percent of our overall budget, so we are on thin ice here.”

Garodnick is also baffled at the mayor’s tendency to set arbitrary benchmarks without details on how to reach them. In this year’s State of the City address, de Blasio declared his intent to create 100,000 private sector jobs over the next 10 years that pay at least $50,000 a year – which left many scratching their heads as to how he might achieve such a lofty goal. The lack of detail behind that plan was laid bare during a March Economic Development Committee hearing chaired by Garodnick, in which he pointedly asked James Patchett, president of the New York City Economic Development Corp., where those jobs were coming from.

Patchett’s answer focused on specific sectors where the administration was trying to create jobs – a broad response that left the detail-oriented Garodnick unsatisfied.

“What is lacking here is any clarity on how they intend to hit that number, which tools would be employed, what methodology they’re using, what the cost is to the benefit of creating these jobs,” Garodnick said in an interview a week after that hearing.

“It’s okay to put out a big number, but when you put out the number you have to be able to support it, otherwise it raises the question as to why isn’t it 200,000 or 500,000 or more.”

But staying true to his cautious nature, there is a limit to how forcefully the councilman will challenge the mayor. While Garodnick noted that de Blasio himself has said that being the “pothole mayor” was not his priority, he stopped short when asked to list de Blasio’s managerial failings.

“It’s not something I would pick apart at this moment in time,” Garodnick said. “(De Blasio) has a direction that he wants to head and that’s fine. You can do that while also focusing on the nuts and bolts of daily management.”

That’s not exactly the statement of someone gearing up to challenge an incumbent mayor, but that hasn’t stopped the speculation among the New York City political chattering class that Garodnick is considering a City Hall run in 2017. The notion is buttressed by his sizable campaign war chest of $1.1 million. The New York Post reported in March that Garodnick had been soliciting advice from political consultants on a possible mayoral run, and had even sought advice from former Lt. Gov. Richard Ravitch, a renowned city technocrat who unsuccessfully ran for mayor in 1989.

Garodnick’s closest allies are decidedly split on whether he should challenge de Blasio. Those who advocate for a 2017 run note that de Blasio does not yet have a serious challenger, that he is particularly vulnerable for an incumbent, and that he’s dogged by corruption allegations and perceived managerial incompetence – albatrosses that the comparatively squeaky-clean Garodnick could expose. Garodnick also has a strong legislative record to run on, with the Stuyvesant Town-Peter Cooper Village deal a notable highlight.

And while Garodnick is allergic to grandstanding, some believe that quality could endear him to voters fatigued by de Blasio’s proclivity for lofty rhetoric and promises.

“We’ve moved into a time where New York is as prosperous as it’s ever been and filled with people that have very high expectations about the future of the city, and those conditions lend themselves to an environment where voters are looking for people that can sustain and grow the city economically and progressively, and not necessarily the kind of verbal or political brawlers that have dominated in the past,” said Evan Thies, a New York City political consultant and friend of Garodnick’s.

But detractors note that Garodnick is not

the type of no-holds-barred bomb thrower that one has to be when challenging an incumbent, and that while a campaign of competency might play well in certain parts of the city, he’s never managed anything beyond his City Council district.

Ravitch presents a test case in this regard, a similar political archetype to Garodnick, though with actual managerial experience.

Like Garodnick, Ravitch was credited as a tough, sensible negotiator. While working in the governor’s office, he helped save New York City from the brink of financial ruin, and later helped rescue troubled institutions like the state Urban Development Corp. and the Bowery Savings Bank and steered the Metropolitan Transportation Authority to a course of better service and capital planning. He came with a reputation as a “fixer” who was fluent in policy, yet retail politics did not come naturally to Ravitch, and his candidacy suffered for it – placing third in the 1989 Democratic mayoral primary.

For his part, Ravitch believes that Garodnick can be a valuable asset to the city, whether in citywide office or within a mayoral administration – even suggesting de Blasio should hire him as a deputy mayor if de Blasio wins re-election.

“He’s a very bright, able guy, great as a lawyer,” Ravitch said. “His values are similar to mine in terms of what this society should do for the people who live here and how government should be run. I think he’s eminently qualified to move upward in politics, but that requires money, patience and fortitude. I don’t see an opportunity for him this year, but there will be plenty of opportunities when there isn’t that much competition.”

Ballot petitioning for the 2017 mayoral race begins in June, so plenty can happen in that time frame to sway Garodnick one way or another. True to form, Garodnick played coy on his future ambitions, reacting in mock surprise when it’s noted that his term is expiring, and leaving his intentions close to the vest.

“I’d like to continue finding ways to serve New York City and I’ve raised a considerable sum of money in support of doing that,” he said. “I’m thinking about what the best way to do it, whether I should be considering running for another office this year or down the line. I like to think about the various considerations at play before I make a decision and that’s the process I’m in right now.”

Like any good negotiator, Garodnick will undoubtedly give equal merit to both sides of the argument.

ON EARTH DAY a year ago, President Barack Obama hailed a landmark international agreement to “set the world on a path to a low-carbon future.”

Nearly 200 countries had agreed during talks in Paris to substantially reduce carbon emissions, and representatives from around the world were in New York to sign the agreement, which was aimed at combating global warming.

“The Paris Agreement demonstrates what is possible when the world is united by a common concern and a shared purpose,” Obama said in his annual Earth Day proclamation. “The Agreement sets ambitious and specific targets for each nation that are necessary to solving the climate crisis.”

On this year’s Earth Day, which falls on Saturday, April 22, the tone has shifted dramatically. Before he was elected president, Donald Trump called global warming a hoax “created by and for the Chinese in order to make U.S. manufacturing non-competitive.” Last month, he signed an executive order to roll back Obama-era environmental regulations, reversing the country’s commitments to combat climate change. Environmental Protection Agency Administrator Scott Pruitt, who is tasked with carrying out Trump’s order, has even expressed support for eliminating the agency he now runs.

In response, states like New York and California have pledged to push back against the federal administration and are redoubling efforts to promote more environmentally friendly energy policies. In this special section, we look at the some of challenges New York officials face as the state balances its investment in renewables, like solar and wind, with new subsidies for nuclear power.

Cuomo will never hit his renewable energy goals if New York doesn’t step up its solar act

THE NEWS FLOATED over New York’s solar industry like a dark cloud: The state was losing solar jobs.

A Feb. 7 report from the advocacy group The Solar Foundation found more than 100 jobs in New York’s solar energy industry were lost in 2016 from the year before. As one of only six states that lost positions last year – while the industry nationwide enjoyed a nearly 25 percent growth in jobs – the critiques came in quick. The Buffalo News shared the bad news, and a New York Post editorial wondered if Gov. Andrew Cuomo’s

big investments in solar energy were going to waste. Both quoted Solar Foundation head Andrea Luecke, who blamed the job losses on regulatory delays killing off community solar projects.

Within two weeks, Cuomo’s office had a response: Solar is booming! The governor’s office sent out a press release touting an 800 percent growth in state-supported solar power over the past five years. New York had slightly more than 9,000 solar projects installed at the end of 2011. By the end of 2016, that figure had grown to 65,000 projects.

The growth was impressive, but even those numbers might not be enough to attain the high clean energy goals set by Cuomo’s office.

And some industry experts say New York needs to make changes quickly if it wants to ride the solar wave.

“We’re sort of at this point where the rubber hits the road and we have to develop a pathway that is clear that sends very clear market signals to developers and financiers that these resources need to be developed,” said Jeff Cramer, executive director of the Coalition for Community Solar Access and a

leading advocate for community solar, which recently became viable in New York thanks to new state regulations.

New York is in the midst of a promised clean energy revolution driven by the state’s Reforming the Energy Vision initiative. REV is a multipronged approach by state energy regulators to modernize the grid and make New York less reliant on fossil fuels. In fact, one of the main aspects of REV is mandating that 50 percent of the state’s electricity will come from renewable sources, like wind and solar, by 2030. Among its goals is installing 3,000 megawatts of solar electric capacity by 2023 with the help of public funds.

Reaching that 3,000-megawatt goal is a game of numbers. As of Dec. 31, 2016, the state had 744 megawatts of solar – by estimates from the governor’s office, that’s enough to power 121,000 average homes, or roughly all of Albany County. But it took the state five years to get from 83 megawatts of solar power in 2011 to the current 744 megawatts – so the state will need to nearly triple the rate of production over the next six years to get to 3,000 megawatts. In his 2017 State of the State report, Cuomo touted 325 megawatts of community solar already in the pipeline and slated for financial support from the state.

“There’s a lot of ground to make up here to get to that goal,” said Rick Umoff, regulatory counsel and director of state affairs at the Solar Energy Industries Association, a national solar trade group. Umoff gives New York credit for its “pretty aggressive and impressive commitments for both solar and clean energy,” but says the state can do more to open up regulations and create more programs to encourage solar.

Cramer agrees. “If we look at the past couple of years as an indicator of development only, we will not reach those goals.” And he thinks community solar is the answer.

Community solar is a hybrid somewhere between solar panels on the roof of a house and a solar power plant, where many individuals or companies subscribe to use the power from a single installation at a centralized location. While many New Yorkers, especially in the city, can’t use traditional roof solar because they rent or their roof doesn’t fit the specifications, anybody can subscribe to community solar. That’s a plus for the Cuomo administration, which is concerned with expanding renewable energy access to low-income New Yorkers but has lacked ways to do that. Cramer says community solar is essential to reaching the state’s 3,000-megawatt goal, but the state regulations to make it via-

C&S: Are there any potential reliability challenges the state’s energy grid may face due to the Indian Point nuclear power plant shutdown?

RK: In 2013, the Public Service Commission approved the Indian Point Contingency Plan, which has already resulted in nearly half of Indian Point’s capacity being replaced by enhanced transmission and energy efficiency measures. As a result, the loss of the plant will have a negligible or no bill impact on customers.

Independent analyses have confirmed that Indian Point’s power can be adequately replaced with minimal consumer impact by resources that are already in service or permitted and more that

ble only just came out in March, almost two years after he started talking with the state Public Service Commission.

Those regulations determined how the state will value the energy added to the electrical grid by community solar in a complex system called value of distributed energy resources, or VDER. New York previously used a system called net energy metering, which solar backers said didn’t accurately value their contributions to the grid. While standard rooftop solar installations will stay under net metering for now, the state introduced a stopgap measure in March known as VDER Phase One that can get community solar installations up and running while state energy regulators and stakeholders work together to develop a more fair tariff. The community solar upstarts face opposition from the powerful utilities like Con Edison and Central Hudson Gas & Electric that are wary of the costs of integrating community solar into the grid. The new Phase Two tariff may not be decided until the end of 2018.

Cramer says finalizing Phase Two would finally bring some predictability and hard numbers to community solar, but regulators will seemingly have to balance good policy that encourages development with a timeline that doesn’t kill all enthusiasm for the bur-

C&S: Cuomo’s nuclear power plant bailout has received much criticism. What can the state do to address concerns about the significant funding involved and why does the Cuomo administration believe this is a necessary move?

RK: The state is fully committed to developing an energy system that is cleaner and more resilient and affordable for all New Yorkers.

Had the upstate nuclear plants closed earlier this year as threatened, due to low natural gas prices, we know that dirtier fossil fuel sources would have replaced the emissions-free energy now

produced by these plants.

We could not feasibly or economically replace 3,200 megawatts worth of baseload nuclear power capacity with renewable energy overnight.

Nuclear power thus serves as a temporary but critical bridge as the state advances its State Energy Plan goals, including 50 percent of the state’s electricity coming from renewables by 2030 and a 40 percent reduction in greenhouse gas emissions by the same time.

It is crucial to also understand that taking no action and allowing the upstate nuclear facilities to close prematurely would cost residential ratepayers $7 a month compared with less than $2 a month for the Clean Energy Standard.

geoning industry. After all, it was this regulatory process that The Solar Foundation’s report blamed for job losses.

The state Department of Public Service, which oversees the Public Service Commission, declined to comment for this story, but pointed to the Phase One order as evidence that community solar is not being held up.

David Sanbank, director of NY-Sun, the state office that promotes solar in New York, defended the state’s progress. “With the look of our pipeline and the way the residential market’s moving, we’re looking pretty solid here” to reach the 3,000-megawatt goal.

There’s certainly been no lack of interest from developers. More than 2,000 solar projects were proposed last year between April and December, most of which were community solar, leading to a huge backlog.

The Journal News reported in February that some towns in the Hudson Valley are putting a moratorium on leasing farmland out to solar developers, fearing the loss of too much productive farmland to solar panels. The solar frenzy had developers submitting plans for panels on sites they didn’t have the rights to yet, and some plots had two or more developers applying to build in the same place.

But if that booming interest sounds like the answer to the state’s solar energy prayers,

even Cramer of Coalition for Community Solar Access urges caution.

“If the amount of solar that is being discussed were actually happening, we could probably supply power to the entire Northeast region,” Cramer said. He added there’s already been a huge rate of attrition for developers who have signaled interest in the community solar market but won’t actually put money down and develop projects.

“The reality is it’s going to take decades of time to fulfill even a percentage of the development that has been proposed or rumored upstate,” he said.

Solar makes up less than 2 percent of generating power in the state, and is significantly smaller in New York than other renewable resources like hydropower and wind. Those two sources alone make up more than 7,000 megawatts of power in the state.

Still, New York is going all-in on solar, with a recent directive from the governor’s office calling solar growth critical to meeting the state’s ambitious renewable energy goals.

And for that, Cramer says New York needs to help out a little more.

“We have these lofty goals. The technology is definitely there to achieve those goals,” he said. “It’s ensuring that there’s a clear pathway towards achieving those goals.”

Smart Meters Mean Cleaner, More Affordable Electricity New York is about to get smarter in how it uses electricity. The upshot will be lower costs to consumers and businesses, who will be better able to manage and reduce their electricity consumption.

And lower consumption means lower emissions from fossil-fuel power plants, and a cleaner environment.

Smart meters are electronic devices that record electricity consumption, typically in intervals of an hour or less. By providing more data about consumption patterns and costs, smart meters help people to use electricity at times of day when there is less demand for power, and thus lower costs. It can also be a catalyst for taking steps to improve energy efficiency, by making clearer what the savings from those improvements will be.

In March 2016, the New York Public Service Commission approved Con Edison’s plan to bring two-way “smart meters” to New York City

and Westchester County. The PSC noted that this would result in “…introducing money-saving products, technology, and incentives to help millions of residential and business customers actively manage their usage and take control of their monthly bills.”

The PSC noted that Con Ed estimated a net benefit of more than $1 billion from the program, with additional savings as consumers adopted new energy-saving products and services.

Con Ed will begin smart meter installations on Staten Island and Westchester this year.

Manhattan and Brooklyn are scheduled to see installations being in 2018, with the Bronx and Queens in 2019. In all, 3.6 million electric smart meters are expected to be installed.

After careful study of this matter, the PSC found numerous expected customer and system benefits. These include: • Access to a personalized online portal, accessible through smart phone and smart devices, that will give customers detailed information on how they use energy, including nearly-instantaneous data for more-immediate management of energy needs.

• Customers will be able to receive alerts about their usage continuously, before the billing period ends. This will be helpful in managing energy usage and costs.

Indeed, smart meters are a reminder of the old axiom, “What gets measured, gets managed.”

NUCLEAR OPTIONS LAST SUMMER, state regulators finalized around $500 million in annual subsidies to prop up struggling upstate nuclear power plants. Under the plan, utilities have to purchase so-called “zero-emission credits” which flow to the R.E. Ginna, Nine Mile Point and James A. FitzPatrick nuclear power plants.

Gov. Andrew Cuomo championed the plan, saying it would reduce the need for dirtier power plants. Local lawmakers also praised the move for saving hundreds, if not thousands of jobs. But energy industry officials say the subsidies amount to favoritism for the nuclear plants – all owned by Exelon Corp. – while environmentalists want the state to close the aging facilities.

Here’s the latest on two lawsuits that seek to halt the program, which began April 1.

COALITION FOR COMPETITIVE ELECTRICITY A number of power producers and energy groups – including Coalition for Com-

petitive Electricity, Dynegy Inc. and NRG Energy – filed a lawsuit against then-Public Service Commission Chairwoman Audrey Zibelman claiming the state regulator exceed its authority by undermining the Federal Energy Regulatory Commission’s statutory oversight of energy prices.

Zibelman said the state has a right to protect the environment.

Timeline: The federal suit was filed in October in New York Southern District Court in Manhattan.

An initial court hearing was held last month.

HUDSON RIVER SLOOP CLEARWATER The environmental group, along with Goshen Green Farm, filed a lawsuit against the state Public Service Commission in state Supreme Court in Albany. They argue that the subsidies would unfairly raise electricity rates. The PSC said this lawsuit

BS: To ensure that current and future New Yorkers have access to clean water, the budget initiates the $2.5 billion Clean Water Infrastructure Act. These funds will help local governments address water emergencies, pay for

local infrastructure construction projects, underwrite land acquisition for source water protection and investigate and mitigate emerging contaminants in drinking water.

These projects will improve the quality and safety of municipal drinking water distribution, filtration systems, and wastewater treatment infrastructure.

At the governor’s direction, the Water Quality Rapid Response Team is developing the nation’s leading water quality program and implementing actions to address water quality issues. The team is tackling matters ranging from currently regulated contaminants, such as lead, to emerging contaminants like perfluorooctanoic acid.

C&S: What will your committee be focusing on, and what do you hope it can accomplish before the end of the term?

CC: We’re really focused on calling out a federal government that is scaling back environmental protections and legislation. And our priority is, like we did recently, passing the most comprehensive environmental justice law of any city in the country. (The councilman was referring to legislation sent to the mayor that would require the city to map pollution, health impacts and the environmental impact of city policies in areas with large low-income populations or communities of color, and issue recommendations to address concerns.) We are

looking to try to stop power plants in our communities from burning fuel oil grade No. 6 and 4 for the next 13 years. So we are going to be pushing, on April 24, Intro. 1465, in partnership with council member Ritchie Torres. We are going to be working on continuous renewable energy. And looking at, again, how to make it easier for renewable energy to be part of the lexicon New Yorkers use every day in their homes because there is a lot of red tape, and making it as easy to be green as it is to be traditional is really important.

C&S: The borough presidents have raised concerns about lead levels in the water at some schools, and how the schools have been handling it. Is the city comfortable with current protocols for handling high lead level detections? How, if at all, is it considering changing protocols?

VS: New Yorkers should rest assured that our tap water is of the highest quality. In fact, DEP conducts over 500,000 tests every year to ensure that the water meets or exceeds all state and federal health standards.

In addition to DEP’s extensive work, the Department of

Education is also conducting citywide testing in schools.

Any drinking or cooking outlets that exceed the 15 parts per billion action level are immediately taken offline, remediated and not placed back into service until the outlet retests below the action level. Last fall, the state issued new regulations on testing water for lead in schools and the Department of Education updated its protocol to ensure it continues to exceed all requirements.

There has not been a single case of lead poisoning in New York City connected to the water supply and residents should feel comfortable that

C&S: What will you be looking for in the upcoming progress report on the OneNYC plan?

CC: We have a shared goal of reducing emissions 80 percent by 2050. We know that we have to deal with buildings, which are 70 percent of the greenhouse gas emissions in New York City.

So how we tackle buildings is going to be a huge challenge.

C&S: What’s your sense of how the mayor’s green jobs plan will work?

CC: When I heard it proposed, at the State of the City, it seemed like an idea that was needed. I agree with the mayor that training men and women in the city of New York for the jobs of the 21st century is what needs to happen. I’m going to be, of course, following it very closely throughout our budget process.

One of New York’s biggest energy debates became even bigger when Gov. Andrew Cuomo announced a deal this year to close the Indian Point nuclear power plant: How will the state generate enough replacement power for the downstate region?

Some officials question whether it can be done – or whether the facility’s 2,000 megawatts of generation can be replaced cheaply and cleanly. Others say there are plenty of alternatives – especially since the plant won’t fully close until April 2021. Here are a few of the options.

Social services nonprofits say that under de Blasio, they’ve gained some ground in securing funding increases, but that more substantial budget relief is needed to ease the financial pressure that’s been building within the sector. As contract reimbursements have lagged behind the costs of doing busi-

The financial strain has meant some nonprofits have shuttered and as many as 18 percent of health and human services providers are insolvent. In addition, the government often pays contracted providers late, contributing to the challenge of maintaining fiscal health and stability.

The City Council’s April 3 response to the mayor’s $87.4 billion preliminary budget proposal released in January is part of the annual give-and-take between City Hall and the City Council, and is followed by the submission of a revised budget proposal, hearings and the adoption of a finalized budget

before the fiscal year begins July 1. De Blasio’s proposed executive budget is expected over the next couple of weeks.

Among the most meaningful ways for the city to provide relief to these beleaguered services providers would be by honoring the City Council’s request that they be paid more to manage homeless services, day care, child welfare, education, recreation, mental hygiene and various other programs on the city’s behalf, advocates say.

The only thing a college student should have to worry about is their education: writing essays, studying for midterms and finals, and finding an internship.

Instead, college students like myself are worried primarily about working enough hours to pay for tuition, books, MetroCards and helping our families with household needs.

Students in New York City are par-

ticularly burdened with transportation costs, as the cost of a monthly MetroCard increased to $121 in March, totaling almost $1,500 a year.

Paying $2.75 or more per ride during the week to simply get to work and school is a financial strain for me.

There have been times where I could not go to tutoring on weekends because I did not have the money for

public transit. Some may argue that I should be able to afford the fare because I have a job. But, in addition to paying my college expenses, I am helping my family financially while also saving money for emergencies.

I learned about the Fair Fares campaign, which would offer half-price MetroCards to low-income New Yorkers, while volunteering with the

City & State’s editorial board is partnering with the Community Service Society of New York and Riders Alliance to support the Fair Fares campaign, an effort to convince the New York City Council and Mayor Bill de Blasio to fund subsidized MetroCards for low-income New Yorkers. I care about Fair Fares because increasing transit costs are going to drive communities of color further into poverty. Many of the students that I go to school with at BMCC are Latino and black. Communities of color often have the highest levels of poverty. How do we expect

New York City’s economy to flourish while making it even harder for communities of color to finish college, get a job or afford food, rent and child care? Why are we making it harder for students like myself to succeed?

I am disappointed that New York City Mayor Bill de Blasio has yet to come out in support of Fair Fares when it so clearly would help low-in-

come New Yorkers afford access to transportation. Fair Fares would help save low-income individuals hundreds of dollars a year in transportation costs, money that low-income students could instead use to pay for tuition, textbooks and toward building a better life.

Forcing a student to choose between paying for a much-needed textbook or a MetroCard puts them at a great disadvantage in the classroom. No student should have to give up a quality education because they can’t afford to get to class. It’s time that New York City invests in its low-income students by enacting Fair Fares.
