THIS WEEK, DANA BALTER is set to announce whether she’ll take another shot at Rep. John Katko, the upstate Republican who represents a district stretching from Syracuse to Lake Ontario. Balter, a 43-year-old progressive, faced obstacles during her 2018 bid, including the Democratic Congressional Campaign Committee’s support of a rival primary candidate. But Balter sailed through the primary, then set a district fundraising record by raising $1.5 million in one quarter. She mounted a strong challenge against Katko, losing by 5 points.

If Balter runs again, she’ll have to get through another competitive Democratic primary: Roger Misso, a Navy veteran, filed to run this month. But national Democrats aren’t likely to bet against Balter again. After the 2018 primary, the DCCC added Balter to its “Red to Blue” program – and the committee has already designated Katko as a top target in 2020.

What’s also different this cycle is that the president will be back on the ballot.

To determine whether that’s good news or bad news for Balter, it’s worth reviewing her last race more carefully – and that’s what Luke Perry, a professor of government at Utica College, has done with his new book, “Donald Trump and the 2018 Midterm Battle for Central New York.” In this week’s cover story, Perry recaps his findings – which led him to an unexpected conclusion.

Latest TRUMP’S TAXES State Sen. Brad Hoylman introduced new legislation in Albany aimed at obtaining President Donald Trump’s tax returns and making them public. The bill would authorize the state Department of Taxation and Finance to release any state tax returns requested by three congressional committees for a “specified and legitimate legislative purpose.”

Gov. Andrew Cuomo threw his support behind the effort, so long as any legislation applies to everyone, not just the president.

TACKLING TENANT PROTECTIONS

New York City Mayor Bill de Blasio declared a public health emergency in response to an outbreak of measles in Brooklyn’s Orthodox Jewish community. The city will now require everyone living in Williamsburg to get a vaccination, or risk a $1,000 fine. This comes after the city told yeshivas to exclude any students from class who are not vaccinated.

At the same time, state lawmakers are mulling legislation to eliminate the religious exemption for vaccines, as well as allowing teens as young as 14 to get vaccinated without a parent’s consent.

Why was the property tax cap a win for business owners?

There are four major reasons. One is that New York state property taxes are historically, disproportionately high. Two is that the property tax cap is having the effect of bringing New York state’s historically high property taxes back, sort of bent toward the median of what states do. Three, 40% of all property taxes in New York are paid by business. So, it’s a big number for business. And four, for a lot of businesses, it’s the largest tax they pay in New York state.

early on as a serious matter. That was by far the biggest number of anything. The second biggest one was the governor’s climate change proposal. And a lot of people may have looked at it and said, well this is setting targets for 2030 and 2050, but it directed, mandated, the Department of Environmental Conservation to start adopting enforceable regulatory limits on carbon emissions within four years. That could apply to any source of emissions, commercial buildings, commercial activities, heating and powering commercial offices and activities, residential properties, off-road vehicles, all of the above in a state that’s already one of the most carbon efficient of any state. It would, in very near terms, impose additional regulatory limits in compliance costs. Potentially everybody in New York would see hardly any material impact on global emissions. I’m sure we’ll continue to talk about climate change issues post-budget.

If there’s one thing that hasn’t changed for Gov. Andrew Cuomo throughout his many years in state government, it’s this: There is always a fight to be had with fellow Democrats.

Some of his rivals have fallen from power.

Some continue to vex Cuomo. Others try to lay low. Here is a rundown of the governor’s favorite villains over the years – vanquished or not.

Who could Andrew Cuomo hate more than someone whose political career so resembles his own?

As attorney general, Cuomo landed a big political blow when he released a report detailing how Spitzer’s staff were using the State Police to surveil political rivals. At one point, Spitzer called Cuomo “the dirtiest, nastiest political player out there.”

THOMAS DINAPOLI (2007-PRESENT)

When Cuomo became governor, the New York Post reported that members of his administration referred to Thomas DiNapoli as as having “chipmunk balls” because he wouldn’t help the governor keep spending in check. In 2014, Cuomo took another swipe at DiNapoli by supporting a pilot program for publicly financed elections that conveniently only applied to the comptroller’s race.

ERIC SCHNEIDERMAN (2010-2015)

As soon as he became governor, Cuomo began undermining Eric Schneiderman, his successor as attorney gen-

eral. After declining to endorse Schneiderman in the primary, the governor then established the state Department of Financial Services to rival his old office.

By 2014, Team Cuomo was grumbling in the media of how the new attorney general was bumbling the good work of his predecessor. Cuomo would ask others if Schneiderman wore eyeliner. Schneiderman called the governor “Machiavellian.”

BILL DE BLASIO (2014-2018)

New York City mayor, Cuomo cut him down to size. Cuomo blocked de Blasio’s campaign pledge to raise taxes on millionaires. The feud gathered steam as Cuomo rarely passed up any chance to stick it to de Blasio – from problems at NYCHA to the death of a whitetailed deer.

Some call it an obsession. Who does he blame more than anyone? State Sen. Michael Gianaris. The longtime Queens lawmaker was an outspoken opponent of the deal, which Cuomo had seen as a triumphal part of his legacy. But it was not to be.

HE DEMOCRATIC CONGRESSIONAL Campaign Committee is building its voter mobilization operation for the 2020 elections and it plans to challenge four House Republicans from the New York – the second-highest number of targets of any state other than Texas. The group is going after Reps. Lee Zeldin, Pete King, John Katko and Chris Collins. While it’s unlikely Democrats will sweep all four out of office, doing so would leave only two Republicans left in New York’s 27-member House delegation and none in the New York City metro area.

As part of the multimillion-dollar “March Forward” campaign, which launched on March 7, the DCCC has hired organizers in upstate New York and on Long Island and Staten Island, building campaign infrastructure for Democrats who begin their runs over the course of the next year. The Democratic committee bolsters campaigns primarily through fundraising, paying for targeted ads and throwing their influence behind candidates in high-profile or contentious races – to varying degrees of success. Last year’s “Red to Blue” campaign struggled in some primary races where the national group supported establishment Democratic candidates who lost to progressive insurgents. This was the case in Central New York, where Dana Balter defeated the DCCC-supported candidate, Juanita Perez Williams. Balter then lost to Katko in the general election.

The four Republicans targeted in this cycle are not all especially vulnerable, since their districts, for the most part, lean Republican. But the new Democratic majority in the House of Representatives has been advancing an agenda that threatens to paint New York’s GOP into a corner, forcing them to choose between their increasingly right-wing party and their relatively moderate districts.

Several controversial measures have already placed New York House Republicans in a tight spot, including a Democratic bill during the 2018-2019 federal government shutdown to reopen the government without money for Trump’s border wall. House votes on reducing prescription drug prices and investing more in infrastructure are

also on the horizon. Democrats are sure to highlight Republican votes against any of these measures when challenging them in swing districts.

Health care and tax reform will be major campaign issues for Democrats. The DCCC plans to revisit New York Republicans’ support for the American Health Care Act of 2017 – a Republican measure designed to repeal parts of Obamacare – and to run against the tax hike some New Yorkers are facing after the Republicans’ tax overhaul limited deductions for state and local taxes. “New Yorkers are getting hit hard by higher taxes and increased health care costs thanks to the GOP’s agenda in Congress of giveaways to big corporations and the super wealthy,” Mike Gwin, a DCCC regional press secretary, said in an email.

“That’s why the DCCC is making significant early investments in districts across New York to flip these seats.”

Are these initial New York GOP targets

within reach? Here’s a rundown on what’s happening in these districts and where the Republican incumbents stand on key issues.

LEE ZELDIN, District 1 Zeldin, the third-term Republican representing eastern Long Island, could face another challenge from Perry Gershon, a progressive Democrat and commercial real estate lender whose candidacy made the race so competitive that the DCCC upgraded the House seat to its top tier of targets in 2018. Gershon ultimately lost by only 4 percentage points. The district, which includes most of Suffolk County, is Republican-leaning, but it isn’t a safe Republican seat. Though the district went for Trump by 12 percentage points in 2016, Obama narrowly carried it in 2008 and 2012.

HE NATIONAL REPUBLICAN Congressional Committee hasn’t given up on New York. After losing three GOP House seats in the state last year, the GOP’s congressional campaign arm thinks it can reclaim those seats from Reps. Max Rose, Antonio Delgado and Anthony Brindisi. The Republican committee is also hopeful that it can knock off Rep. Sean Patrick Maloney.

These four New York seats are among the 55 nationwide targets that the Republican Party is eyeing. With six initial targets announced in California and five in neighboring New Jersey, it is not the party’s

most aggressive initiative in the country, or even the region. But if Republicans can flip all four New York seats, or at least recover the three it lost in 2018, it’ll add ballast to a party struggling to stay upright in the rough waters of New York politics.

The outcome of special counsel Robert Mueller’s investigation, while not completely exculpatory for the president – and having led to guilty pleas by his former campaign manager Paul Manafort and personal attorney Michael Cohen – is a political chip for Republicans, and they plan to run on it in 2020. The NRCC is preparing to roll out an ad campaign chiding Democrats who, noting Russia’s intervention in the 2016 election on Trump’s behalf and the president’s indulgent policies toward Russia, had suggested that Trump colluded with the hostile foreign power.

“One of the things that we’re doing, in light of the Mueller report, is launching a digital advertising campaign targeting

each of those members,” said Jessica Proud, a spokeswoman for the New York Republican Party, “telling them to stop the partisan games, and get back to work on issues that people care about.”

In most targeted regions of New York, Democrats like Rose, Brindisi and Delgado – each representing swing districts won by Trump in 2016 – curbed their criticisms of the president leading up to the general election. For Maloney, however, challenging the president became a pillar of his platform in the race for the Democratic nomination for attorney general, a campaign he ran last year while also running for reelection to Congress. Maloney’s district also went for Trump in 2016.

Similar to the Democratic Congressional Campaign Committee, Republicans think their party can win by campaigning on health care and tax reform. Democrats plan to go after Republicans for their votes on the American Health Care Act of 2017 and then-House Speaker Paul Ryan’s tax reform plan that left some New Yorkers with higher federal income taxes thanks to new limits on deductions for state and local taxes, such as property taxes.

Republicans think those issues rebound to their benefit. “As far as the tax bill, we’re absolutely going to run on the economy, and again it’s going to be on offense. New Yorkers making less than $200,000 benefited from that,” Proud said. While some New York households making less than $200,000 are actually paying more in federal taxes now because of the SALT deduction limit, Proud is presumably referring to the fact that projections showed most New Yorkers making less than $200,000 would see a net tax decrease.

“While (Democrats) will criticize the SALT deduction (cap), Republicans pushed to get the cap raised. Pete King, (Dan) Donovan and Lee Zeldin and others fought to get the cap up to $10,000,” Proud said.

“They’re still talking about it, and I suspect that the Republican candidates in the targeted districts will be supportive of that, especially upstate where it saw a net benefit from the tax bill.”

Are these initial New York GOP targets within reach? It will depend on the dynamics in the districts, including the strength of the candidates in both parties.

Here’s a rundown on each district, member and potential opponents.

MAX ROSE, District 11 In 2017, Max Rose, an Afghanistan war veteran who had not previously held elected office, mounted a campaign against twoterm Republican incumbent Dan Donovan in his Republican-leaning Staten Island and southern Brooklyn district. But before CONTINUED ON PAGE 9

CONTINUED FROM PAGE 6 seems sensitive to these dynamics, and has at times split with the GOP to align with his constituents. In 2017, he voted against the tax overhaul bill, the legislative baby of former House Speaker Paul Ryan, who canceled a planned fundraiser for Zeldin following the vote. However, Zeldin is an avid Trump supporter and has consistently voted in support of his agenda. (Zeldin, a hawk on foreign policy, did vote for a joint resolution that expressed disapproval of Trump’s plan to lift sanctions on Russia.) In 2020, Zeldin might instead face a different Democratic challenger, such as former Suffolk County Legislator Kate Browning, who lost to Gershon by about 1,000 votes in the 2018 Democratic primary.

PETE KING, District 2 Neighboring Zeldin’s district on Long Island, Pete King is New York’s longest-serving Republican in Congress and is regularly ranked as one of the most bipartisan legislators. King, along with Zeldin and Rep. Chris Collins, were among the subjects of a DCCC ad campaign in January that targeted Republicans who voted against ending the government shutdown without border wall funding. King has also been outspoken about reinstating the full state and local tax deduction, which was capped at $10,000 as part of the Republican tax overhaul. King voted against it because it harmed many middle-class families in his district.

Following a close call in the midterms from Democrat Liuba Grechen Shirley, King voted with the Democrats nearly 25 percent of the time this year – compared to about 15 percent in the previous Congress. Shirley ultimately fell short by 6 percentage points, but she was an impressive candidate who made national headlines by successfully petitioning the Federal Election Commission for the ability to use campaign funds for child care expenses. King, in his 14th term, remains popular in the district and was widely assumed to be invulnerable, but Shirley challenged that idea as part of the Democratic “blue wave”; the nonpartisan Cook Political Report downgraded its assessment of his seat from “solidly Republican” to “like-

ly Republican” about two weeks ahead of the 2018 vote. If Shirley runs again, focusing on King’s American Health Care Act of 2017 vote, which would have eliminated popular protections for preexisting conditions, the seat could be within reach. However, if she doesn’t run and Democrats put up an establishment candidate like Suffolk County Legislator DuWayne Gregory – Shirley’s primary competitor – King may ultimately be safer in 2020.

JOHN KATKO, District 24 Katko’s Syracuse-area district is one of three in the country that went to Hillary Clinton in the 2016 presidential election and is still represented by a Republican, making the seat a ripe target for Democrats. Katko cochairs the moderate Republican Tuesday Group caucus in the House. During his first congressional campaign in 2014, when trying to flip a Democratic seat, Katko promised to pursue bipartisan reforms to Obamacare while keeping key pieces of the law. When Republicans proposed their revisions in 2017, Katko was the only New York Republican to split with the party, saying the bill fell far short of his constituents’ expectations.

Katko faced insurgent progressive Democrat Dana Balter in the midterms, who the DCCC threw their support behind after she beat a DCCC-backed candidate in the primary. Balter, who received an endorsement from former President Barack Obama, raised three times more than money than Katko in the final weeks of the campaign.

But she ended up losing by 5 percentage points. In 2020, Balter could run again and she is expected to announce a decision this week, or the nomination could go to a more moderate candidate like Juanita Perez Williams, who Balter bested by a wide margin in the Democratic primary.

CHRIS COLLINS, District 27 Rep. Chris Collins’ hold on his Western New York seat, which he has occupied since 2013, seemed to become more tenuous after he was arrested in August on insider trading charges. He remained on the ballot and continued his campaign, ultimately winning a fourth term by just over 1,000 votes – a stark contrast from 2016, when he won by a comfortable 34-point margin. (Collins’ trial is scheduled to begin in February 2020, and he denies the allega-

tions against him.) Trump carried Collins’ district by more than 20 points in 2016, and the ultra-conservative congressman has supported the president on 99 percent of bills and resolutions in the last Congress and 100 percent in this cycle – the most of any New York Republican.

The district likely would not be considered competitive if it wasn’t for Collins’ legal troubles, and it probably won’t be if Collins vacates the seat and is replaced by another Republican. Collins ran a commercial last year that drew condemnation for its xenophobic, anti-Asian race-baiting and false claims about his Democratic challenger, Nate McMurray. Will such Trumpian tactics be enough to save Collins next time?

McMurray said in his concession speech that he will campaign for the seat again when “the time is right,” which could depend on the timing and outcome of Collins’ trial.

CONTINUED FROM PAGE 7 the election, Democrats were leading in national polls and Rose had about $2 million more in his campaign bank account than Donovan. Rose ultimately won 53% to 47%, claiming a seat that many experts had predicted would go to Donovan.

Staten Island Assemblywoman Nicole Malliotakis has already announced she will run for the seat, perhaps preempting former Republican congressman (and felon) Michael Grimm, who told Politico last month that he’s 90% of the way to announcing. He ran in the last cycle, but lost to Donovan in the primary. Against Malliotakis, Grimm might have a better shot at a comeback. Establishment Republicans are widely believed to be rooting for Malliotakis, as Grimm’s combative personality – he once threatened to throw a reporter off a balcony for asking a question he didn’t like – and criminal record make him a

SEAN PATRICK MALONEY, District 18 Sean Patrick Maloney is an attorney who has represented the district – which stretches across New York City’s northern suburbs and through the lower Hudson Valley – since 2013. The most entrenched of the targets, Maloney trounced his opponent James O’Donnell in the midterms, beating the Republican challenger by more than 27,000 votes in a district that leans Republican. Though the district went for Barack Obama in 2012, Trump flipped it in 2016, which makes Republicans think they have a shot, but it’s likely a long one. Maloney is popular in his district and has courted swing voters with his moderate record. The best hope Republicans may have is to use that against Maloney by painting his sometimes confusing positions, notably on health care, and his attorney general campaign as evidence that he’s an unprincipled opportunist.

Republicans’ main challenge will be fielding a strong enough candidate to run against him. The 2018 U.S. Senate candidate Republican Chele Chiavacci Farley recently announced that she will challenge Maloney. However, Farley did poorly statewide in her run against U.S. Sen. Kirsten Gillibrand, losing by 34 points. She did defeat Gillibrand in Putnam County, which is in Maloney’s district, but lost the other counties that make up his district.

ANTONIO DELGADO, District 19 Antonio Delgado’s midterm victory over freshman Republican incumbent John Faso was an upset in the most closely watched race

in New York. Delgado, an African American and Puerto Rican lawyer who had never held elected office, made health care a defining issue of the political contest, despite his opponent’s efforts to make it a race about race. The district, which covers most of the mid-Hudson Valley and parts of the Catskills, leans Republican and went for Trump by nearly 7 percentage points in 2016. Delgado raised twice as much money as Faso and ran on a moderate, mainstream platform.

However, now that the Mueller report has been completed, Delgado has not tempered his criticisms of Trump, teaming up with Rep. Sean Patrick Maloney recently in Poughkeepsie to talk about infrastructure and the need to release the full special counsel report to the public. It’s unclear what kind of challenger Delgado might face in 2020, but in a district that Obama carried by wider margins in 2008 and 2012 than Trump carried it in 2016, and is split pretty evenly between Democrats and Republicans, a far-right candidate may struggle.

ANTHONY BRINDISI, District 22 Anthony Brindisi, an attorney and former assemblyman, narrowly defeated Republican incumbent Claudia Tenney, whose vociferous support for Trump and aggressive, right-wing political identity failed to carry her back to Washington, D.C. Trump won the Central New York district by 15 percentage points, the widest margin of any of the districts being targeted by Republicans.

But if Tenney’s campaign is any indication, the president’s support might not be enough to get his party’s representative across the finish line in 2020.

Tenney, who served only one term before Brindisi flipped the seat, has not ruled out another run. In fact, recent statements to the press about the “dangerous socialist agenda” suggest that she is testing the waters. But if not Tenney, Republicans will surely run another conservative against Brindisi. The Democrat has a moderate record, including voting against a gun control measure and against Nancy Pelosi for speaker. Tenney’s moderate Republican predecessor, Richard Hanna, endorsed Brindisi in 2018. Brindisi has also avoided alienating the many Trump supporters in his district. He sat with New York Republican Rep. John Katko during the State of the Union address and was very complimentary of the president’s remarks.

risky choice as the nominee.

Either challenger is going to try to link Rose with House Speaker Nancy Pelosi and the far-left contingent of his freshman class, but it’ll be a hard case to make – and not just because Rose voted against Pelosi for speaker. Rose won on a centrist platform, and while he has voted with his party on every measure this cycle, he has remained on (bipartisan) message at town halls. In debates with Donovan, Rose was adamant that if the opportunity arose, he wouldn’t vote to impeach Trump, giving him cover for the oncoming post-Mueller report Republican attacks.

N AUG. 13, Donald Trump became the first sitting president to visit Utica in 70 years. The reason for Trump’s stop was to raise funds for Claudia Tenney, then a first-term Republican representing New York’s 22nd Congressional District. Trump’s coattails had carried Tenney to victory in 2016, and she was banking on the president putting her over the top again in 2018.

Trump’s visit was important for Tenney’s campaign – and for a city long seeking to redefine itself in a post-industrial economy. Prominent political visits to Utica are a relic of better times. A century ago, the city was a thriving metropolis, and the home to Vice President James Sherman. It was a place where Franklin Roosevelt campaigned for governor, Teddy Roosevelt frequented as a New York state legislator, and Abraham Lincoln stopped to speak at the train depot en route to his first inauguration. But the last time a president had come through was in 1948, when Harry Truman spoke there.

Details of Trump’s visit remained secret, fueling speculation on the undisclosed location of the event and what was in store for the “hosts” shelling out at least $15,000 to attend, nearly half the median household income in Utica. Tenney supporters were told there were no comps, per a request from the White House, but last-minute offers of discounted tickets were made to select party faithful. Earlier in the day, Republican state Sen. Joseph Griffo, Utica’s longtime advocate in Albany, drove to Fort Drum in the neighboring 21st Congressional District to see the president. The Tenney campaign denied requests by Utica Mayor Robert Palmieri, a Democrat, to welcome the president, claiming this was not customary for a fundraiser. Later, when Palmieri requested reimbursement for nearly $30,000 in public security-related expenses, the Tenney campaign refused.

That night, Utica’s main boulevard separated Tenney and Trump supporters, who welcomed a president they believed was making Utica great again, from a larger contingent of Trump critics who expressed opposition to a president they believed was unfit to serve. Blocks away, Assemblyman Anthony Brindisi, Tenney’s Democratic challenger, organized an alternative fundraiser for a fraction of the cost, galvanizing supporters and generating competitive media coverage. In the words of one prominent district campaign operative, this pivotal moment “could have gone either way,” making or breaking either side.

Trump’s visit to Utica was marked by monolithic assessments of the president’s popularity upstate. While Trump did exceptionally well in 2016 throughout rural New York, most upstate congressional districts include small urban centers, like Utica, where a backlash to Trump energized

Democrats and divided the GOP. This produced an overlooked challenge in Central New York as Republican incumbents pursued reelection: how to navigate the Trump presidency.

Reps. Claudia Tenney, John Faso and John Katko pursued different approaches with varied results. Despite the boost Trump had provided in 2016, this time around, the president did more to hurt than to help the electoral prospects of upstate Republicans.

I

T MAY BE tempting to think that New York Republicans are an endangered species following the 2018 midterms. A blue wave gained 40 seats in the U.S. House of Representatives for Democrats, including three in New York, but this was on par with historical norms. Since 1946, the president’s party has lost an average of 37 seats when the president’s approval rating is below 50%, as was the case with Trump.

It can be easy to forget how beneficial the previous midterm election was for New York Republicans. In 2014, challenger John Katko easily defeated Democratic incumbent Dan Maffei. Elise Stefanik became the youngest woman ever elected to Congress, winning an open seat to replace Democrat Bill Owens in the North Country. Republican Lee Zeldin defeated Democratic incumbent Tim Bishop on Long Island, while GOP incumbent Chris Gibson was comfortably reelected in the 19th Congressional District. Katko, Stefanik and Zeldin went on to win reelection twice, while Gibson retired in 2016.

Upstate New York is not politically homogeneous. In 2018, New York was home to a large number of “pivot counties,” those that voted for Barack Obama in 2008 and 2012 and Donald Trump in 2016, and all but one was located upstate. Half of these counties were found in three congressional districts, the 19th, 22nd and 24th – which also swung between Democratic and Republican House representatives this century – generating national interest and becoming

targets of congressional campaign committees.

Redistricting following the 2010 census resulted in significant changes to district boundaries, bringing in new pools of constituents. Other changes came more gradually. The 19th and 24th districts became more Democratic between 2012 and 2018, while the 22nd District remained solidly Republican, with a registration advantage of 27,000. Democrats in the 24th District tripled their edge over Republicans to 14,235, while Republicans in the 19th District lost their narrow advantage in 2016, when the district flipped, and faced a more than 11,000 Democratic voter registration advantage in 2018.

While these trends were not ideal for Katko and Faso, they enjoyed the advantage of incumbency. Political scientists have documented that 93% of House incumbents were reelected since World War II, including 97% in 2016. This advantage was especially strong for Katko, who was reelected that year with around 60% of the vote. In 2018, Katko survived the threat of Democratic challenger Dana Balter, 53% to 47%. Tenney and Faso were not as fortunate, as they joined 29 other GOP House incumbents who lost in 2018.

What happened?

W

HEN ASKED FOR his thoughts on Brindisi, one longtime Oneida County Democratic leader looked across the street at the picturesque Clinton green before us, and with a shy smile said, “I’ve had several candidates speak in that little pavilion through the years. Anthony was the only one to come right down into the crowd and speak with the people. He’s a natural.”

Brindisi declared his candidacy early, six months into Tenney’s term, in order to raise money and build up his name recognition beyond Utica, which he had served as a member of the Assembly since 2011.

Brindisi ultimately outraised Tenney, though her seat on the House Financial Services Committee was a fundraising boon.

Brindisi, widely considered the best hope for Democrats, did

not face a primary challenge.

Delgado, a native of the 19th District and lawyer at Akin Gump, moved back to the Hudson Valley days after Trump was inaugurated. Faso struggled to disqualify Delgado as a carpetbagger, as Delgado defined his life story through his middle-class upbringing in the district. Delgado emerged from a crowded primary in June 2018 with just 22% of the vote.

The seven-way race was divisive, but factions unified quickly, and prompted a high level of Democratic engagement and organization heading into the general election.

Delgado became a formidable challenger thanks to “his charismatic oratory style, grassroots appeal and fundraising prowess,” as one news report described him.

In Katko’s Syracuse-area district, Dana Balter was hampered by the last-minute candidacy of Juanita Perez Williams, who the Democratic Congressional Campaign Committee included in its

“Red to Blue” program before the primary. Perez Williams had been an unsuccessful 2017 Syracuse mayoral candidate, but the granddaughter of Mexican immigrants furthered national party efforts to embody diversity.

All four Democratic county committees in the 24th District had already endorsed Balter, prompting a joint statement criticizing the DCCC for “meddling” in local races.

Balter, a community organizer, won the primary at the cost of valuable time and money. The first-time candidate had little name recognition and initially struggled with fundraising, then shattered area fundraising records after the securing the nomination.

Brindisi and Delgado benefited from facing unpopular incumbents, while being perceived more favorably themselves. Tenney and Faso hovered around 40% favorability prior to the election. In contrast, Katko remained popular throughout the 2018 campaign,

with 48% favorability weeks before Election Day. Incumbent unpopularity was part personal, part political.

Tenney’s strategy was to tightly align herself with the president to help expand her base from the 46% she won in 2016 in a three-way race. Tenney emulated Trump’s personal and populist campaign style, and sided with him on major legislation, including the Tax Cuts and Jobs Act of 2017 and the American Health Care Act of 2017. Prominent face time with national elites was helpful for Tenney, who arranged visits to the district by members of Trump’s administration, members of the president’s family, the White House press secretary and, of course, the president himself.

Tenney frequently went on the attack, against Brindisi’s family and the local news media, made nationally controversial statements, perpetuated conspiracy theories, hyperbolically lauded the administration, and defended the president’s advisers as

local GOP officials bolstered rural and suburban turnout.

Balter made significant inroads by flipping Onondaga County, home to Syracuse, but Katko won each of the three other counties with 60.6% of the vote. Katko benefited from Balter being more progressive than Delgado and Brindisi. Balter was the only one to run on “Medicare for All.” As an organizer, Balter tended to not view the electorate in ideological terms, but related positioning was necessary to expand her base beyond its progressive core.

In the 22nd District, Tenney lost 50.9% to 49.1% because Brindisi took the two most populated counties, flipping Oneida County, home to both candidates, and winning Broome County.

staff’s little dog scurried about our ankles. Following our interview, Faso pulled an ID out of his wallet and showed it to the two students with me. “I interned on the Hill in college,” he said, looking down at the 40-year-old picture of himself, with the long hair he used to sport. A quiet moment passed.

Faso looked up with a smile and almost whispered, “This was my office.”

Faso won more convincingly than Tenney in 2016, elected with 54% of the vote, but he lost more decisively in 2018.

Trump was less popular in his district than in Tenney’s, with higher disapproval than approval. Faso distanced himself from Trump to a greater degree than Tenney did, but this did not work as well for him as it did for Katko, who had long cultivated an independent persona, including co-chairing the moderate Republican Tuesday Group caucus and regularly citing his high bipartisan ratings. Neither Faso nor Katko voted for Trump in 2016. Faso described Trump as “seriously flawed” prior to the election and voted for Libertarian Gary Johnson. Katko voted for Nikki Haley, the former South Carolina governor, and as a former federal prosecutor, he was critical of the president’s attacks on the Justice Department.

Faso cited “significant policy differences” with Trump during the 2016 campaign, but supported the president 90% of the time in Congress, identical to Katko, while Tenney clocked in at 97%. Faso voted to repeal the Affordable Care Act, but opposed his party’s tax cut legislation because of the new cap on the state and local tax deduction. Katko did the opposite, citing his persistent unwillingness to repeal Obamacare without a viable replacement while voting for the tax package.

Health care was ultimately a winning issue for Democrats nationwide in 2018. Faso and Tenney were hurt by their repeal vote and sought to rebuff assertions they did not support covering people with preexisting medical conditions. Russia was a main source of Faso’s criticism of Trump, particu-

saying “the party is in trouble.” Faso said Republicans are concerned “by the daily chaos and the personality issues that surrounded the president and the White House,” and wish Trump “wouldn’t say a lot of what he says.” Faso concluded: “(Trump) was a decidedly negative factor in my race and races across the country where we lost the House. I think it’s fair to say his prospects in 2020 are very uncertain.”

One thing is certain. Trump upended Faso’s rendezvous with destiny.

Trump did not visit Faso’s district to campaign on his behalf, despite a surprising but welcome endorsement from the president via Twitter. Sentiments quickly shifted post-election, when the president publicly blamed GOP incumbents for not sufficiently

This contributed to his district becoming “very divided” and the Democratic base being “energized.” Trump did prompt a unique opposition movement that bolstered Democratic candidates around the country, and in Central New York. The ranks

Katko was “humbled” by what he recognized as his toughest electoral challenge and pledged to “earn the trust” of Democrats who did not vote for him in 2018. Brindisi and Delgado have prioritized access, accountability and bipartisanship in beginning their terms, hosting several town halls in their first few months. The 2018 midterms illustrated why this is this the most electable path to Congress in Central New York.

The irony of the most divisive presidency this century is how Trump inadvertently prompted unity and bipartisanship upstate. The budding friendship between Katko and Brindisi, whom both represent Oswego County, is a departure from Katko’s relationship with Tenney. The two quickly began working together on various issues post-election, from ending the government shutdown to trying to entice Amazon upstate and even sat together at the State of the Union. Brindisi’s partnership with Griffo, the local Republican state senator, was a cornerstone of his representation as assemblyman, and one he welcomes replicating, given his poor showing in Oswego County. Meanwhile, Katko knows “the resistance” is a real and growing threat in his district. Allying with Brindisi, widely embraced by moderates and progressives, could be pivotal to holding his seat.

The 2020 battle for Central New York could look a lot different than previous congressional elections, as Republican and Democratic candidates seek to pivot from the president and his combative political style.

ANDREW HAMILTON

AS NEW YORK UNIVERSITY’S 16th president, Andrew Hamilton has overseen a period of rapid growth for the landmark New York City institution, building out its engineering and medical schools, continuing an expansion overseas in Abu Dhabi and Shanghai, and becoming a political powerhouse in his own right.

In 2017 he presided over a $500 million Downtown Brooklyn expansion, taking over an old Metropolitan Transportation Authority headquarters for the newly re-christened NYU Tandon School of Engineering. Other expansions include the massive 735,000-square-foot student hub on Mercer Street.

Hamilton is also a diplomat of sorts. The award-winning chemist and former leader at Oxford University inherited a delicate situation when he became NYU’s president in January 2016: a strained faculty-administration relationship, campus turmoil and neighborhood tensions surrounding some of the college’s expansion plans.

However, Hamilton has made significant effort to defuse these situations and has opened up dialogue with the student body surrounding concerns about the cost of tuition. Hamilton is also a board member of the American Council on Education.

LEE BOLLINGER

LEE BOLLINGER has had a steady hand in his stewardship of Columbia University, New York City’s flagship institution of higher learning, which he has led since 2002. The Columbia Law School graduate spearheaded the Ivy League institution’s expansion into nearby Harlem, winning a yearslong land use battle to pave the way for the school’s new Manhattanville campus.

Bollinger has not shied away from political issues, overseeing Columbia’s collaboration with a number of other universities on a legal challenge to the 2017 executive order restricting immigration.

And when Gov. Andrew Cuomo joined former Vice President Al Gore to announce new efforts to combat climate change, the venue for that announcement was Columbia.

A noted legal scholar on First Amendment rights, Bollinger has found himself at the center of free speech debates that have roiled his campus. “PrezBo,” as the 19th president of Columbia University is called by undergraduates there, has taken fire on hot-button topics including the Israel-Palestine debate and a 2007 speech on campus by Iranian President Mahmoud Ahmadinejad.

INCOMING CHANCELLOR CITY UNIVERSITY OF NEW YORK

FÉLIX MATOS RODRÍGUEZ, the current president

of Queens College, has worked his way up through the CUNY system. The native of Puerto Rico started out as the president of the Bronx’s Hostos Community College, where during his five-year tenure he dramatically raised retention rates and doubled fundraising. Then in 2014 he took over as president of Queens College, where he gained recognition for his acumen as a fundraiser, nearly doubling the Queens College Foundation’s endowment. Matos Rodríguez has earned repeated commendations for his success at making Queens College into a machine of social mobility, propelling working-class students into the middle class. In August 2018, The Chronicle of Higher Education ranked Queens College 11th out of all U.S. colleges for upward social and economic mobility.

Matos Rodríguez is due to start his new position on May 1, and will be the first Latino chancellor of CUNY, a sprawling system with 25 campuses across the city. He brings with him a track record of creating the kind of social mobility that the CUNY system is renowned for.

PRESIDENT CORNELL UNIVERSITY

WHILE CORNELL UNIVERSITY has traditionally been known as an elite Ivy League institution with a leafy campus in Ithaca, it has become much more than that – and computer scientist Martha Pollack has wasted little time in drawing on her tech background to help shape the school’s agenda since taking over as its 14th president in 2017.

In partnership with New York City Mayor Bill de Blasio’s administration, Pollack is overseeing the development of Cornell Tech, a groundbreaking school on Roosevelt Island that was conceived during the Bloomberg years and was reportedly a factor behind Amazon’s plan to bring its HQ2 to Queens. Even with Amazon backing out, the campus is forecasted to create 8,000 permanent jobs and generate economic activity in excess of $23 billion over a 35-year period. An expert in artificial intelligence, Pollack serves on the board of computer giant IBM, which is expanding the tech industry in upstate New York. On her watch, Cornell has also launched the Institute of Politics and Global Affairs, headed by former U.S. Rep. Steve Israel.

A native of the region, Horvath has shown she’s serious about giving back to the surrounding area.
