Changes were required to assist residents and businesses financially, to govern openly, safely and virtually, and to provide venues for food and mask distribution, testing and vaccinations. Heading into the pandemic, our city was financially strong and we were on the verge of accepting new developments. We met the challenges of the pandemic and look forward to continuing our strong commitment to make Fort Pierce the best it can be." ~ Mayor, Linda Hudson.

It is my honor to present the 2020 Annual Report and 2021 Calendar for the beautiful City of Fort Pierce.

The year 2020 has been one of the most challenging and unpredictable years in recent history, but we have persevered, and not allowed circumstances to deter us from our mission. Our community has suffered greatly from the Coronavirus pandemic; however, I have seen great resilience and fortitude in the manner our citizens and businesses have continued to shine in the face of challenges. In the wake of this unprecedented event, the City of Fort Pierce continues to rise and we have provided the basic municipal services that are essential for a community to thrive.

The City of Fort Pierce has seen explosive growth and investment due to the tremendous foundation that has been established ensuring the necessary infrastructure for economic development. We are entering 2021 in a strong financial position, and are focused on continuing to reduce our debt while identifying innovative methods to fund our capital improvements and support our current operation. We shall remain centered on

Named to the 2020 list of Safest Cities in Florida Provided over $350,000 COVID-19 Recovery Grants to small business and household grants impacted by the pandemic.

Coordinated five (5) COVID-19 testing events that provided 2,300 free tests for our community.

Distributed over 100,000 meals/grocery packs with community partners and volunteers in response to COVID-19 pandemic.

Coordinated the 5th Annual City of Fort Pierce Job Fair with CareerSource Research Coast with 643 job seekers, 92 employers and 30 community partners attended.

Acquired the historic Means Court School and began planning for its revitalization by hosting two Lincoln Park community input meetings to share input, ideas, and feedback regarding the Avenue D corridor and this historical asset.

Coordinated the 5th Annual City of Lights Decorating Contest.

Administered the Way to Grow Lincoln Park Grant Program that assisted in the restoration, renovation and repair of commercial facades for a in Lincoln Park along the Avenue D corridor.

Reconstructed boat ramps at South Causeway and Moore’s Creek Named one of the Most Affordable Beach Towns in Florida Initiated the redevelopment of Fisherman’s Wharf to create a mixed use development in the transitional area between the Port of Fort Pierce Mega-Yacht Center and the Historical Downtown area of Fort Pierce.

Completed the required all land use and zoning modifications in preparation for the $100 Million King’s Landing Development along Moore’s Creek in Downtown Fort Pierce Launched long-term micro mobility scooter share program the request for proposals process.

Continued beautification efforts throughout the community with installation of new downtown street signs, street pole banners and traffic box wraps.

Reduced the feral cat population with Trap Neuter Vaccinate and Return program.

Completed several much-needed infrastructure projects funded by the voter approved half-cent sales tax funds.

SERVING OUR COMMUNITY IRSC WINS ASPEN AWARD

CI T Y HOSTS FOOD DISTRIBUTION SI TES The City of Fort Pierce embarked upon a robust food distribution program to serve the needs of our community during the COVID-19 pandemic. In partnership with several entities throughout our community including, The Boys and Girls Club of St. Lucie County, GraceWay Village, Treasure Coast Food Bank, Farm Share and Saint Matthews Missionary Baptist Church, the City of Fort Pierce was able to serve approximately 107,610 prepared meals or grocery packs to our community. In addition, the City of Fort Pierce held a free Back to School supplies/food distribution event on Saturday, August 15, 2020 at the Percy Peek Gymnasium. City representatives in cooperation with representatives of the Children’s Services Council, Roundtable of Saint Lucie County, and volunteers from the Fort Pierce Lions Club distributed 1,000 preassembled pandemic-readiness backpacks complete with disposable masks, hand sanitizer and a 20-piece school supply kit.

THE CITY OF FORT PIERCE ACHIEVED A SIGNIFICANT REDUCTION IN CRIME, AS REPORTED BY THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT. THE OVERALL DECREASE IN CRIME WAS 35.7 PERCENT OVER THE PAST 5 YEARS.

The Aspen Institute, an educational and policy studies organization based in Washington, D.C., awarded its highest honor, the Aspen Prize for Community College Excellence, to Indian River State College in April 2019. The award is the nation’s signature recognition of high achievement and performance among America’s community colleges. IRSC was selected from more than 1,000 state and community colleges following a rigorous review of data, strategies, and outcomes related to student learning, degree and certificate completion, high rates of graduate employment, earnings for graduates, and exceptional access and success for minority and low-income students.

CO V I D -19 DISAS T E R R E CO V ERY GRAN T PROGRAM In April 2020, the Fort Pierce City Commission approved the COVID-19 Recovery Assistance Plan which included a series of grants supporting residents, businesses, and community-based efforts. The grants aimed to provide immediate assistance to residents and businesses directly impacted by COVID-19. The City’s goal was to help offset the loss of income or revenue during the pandemic.

The City of Fort Pierce approved 36 recipients for mortgage and rental assistance totaling $62,687.96 and 36 recipients for small businesses totaling $108,000.00, overall providing $170,687.96 in assistance. The United States Department of Housing and Urban Development has provided a total of $728,232 to the City of Fort Pierce in Community Development Block Grant funds to be used to prevent, prepare for, and respond to the coronavirus.Upon entering the Florida Housing Finance Corporation contract on 9/8/2020 (original City Commission approval date) and 10/5/2020 (contract amendment approval date), the City agreed to receive and spend a total of $283,318 on Coronavirus Relief efforts.

The City of Fort Pierce currently has remaining funds in the amount of $178,000 that must be expended

by December 31, 2020 as per the FHFC contractual guidelines. On November 2, 2020, the City Commission shall be presented with the approval of an Interlocal Subrecipient Agreement with St. Lucie County in the amount of $178,000 in order to expedite funding community distribution and to reduce the probability of duplication of efforts. As of 12/21/20, City of Fort Pierce staff has been notified that the entire allocation has been distributed to City of Fort Pierce residents through this partnership.

INFRASTRUCTURE SURTAX PROJECTS

COVID-19 TESTING The City of Fort Pierce successfully teamed up with local community partners such as Dynix Diagnostix, Allegany Franciscan Ministries, Florida Department of Health, and Indian State College to offer five free swab and antibody testing events throughout the community. Over 2,000 residents were able to be tested for free during these free testing events.

ROAD RESURFACING The City of Fort Pierce continues to address the road resurfacing needs in our community. In 2020, the total reconstruction of South 7th Street was completed which also included the installation of a new drainage collection system to aid in the conveyance of stormwater.

The US1 intersection at Ohio Avenue was realigned and reconstructed. The reconstruction of Avenue A and B was completed between 7th and 8th Street. In addition, the following roadways were resurfaced, Fulton Drive, Tucker Court, Pierce Street, Miami Court, 17th Street, South Avenue, Easter Avenue, 18th Street, 21st Street, and Tennessee Avenue.

Thanks to voter support in November 2018, the City of Fort Pierce has the ability to address several backlogged infrastructure projects that were featured in the Half Cent Sales Tax campaign, “Better Roads, More Sidewalks, Cleaner Water.” The total road reconstruction of 17th Street got underway in 2020, featuring drainage replacement, roadway and sidewalk reconstruction, signage, pavement markings, street lighting and landscaping. Utility upgrades, as well as undergrounding of overhead utilities will be part of this project but funded from separate sources. In addition, the Citrus Overpass Bridge was refurbished which included repair of concrete spalling, repair of exposed reinforcement bar, correction of failed compression joints, understructure corrosion removal and painting, along with replacement of deck joint seals. The bridge was also painted a beautiful royal blue to complement our waterfront.

DEVELOPING OUR COMMUNITY

KING’S LANDING The redevelopment of the former H.D. King Power Plant Site remains a top priority for the City of Fort Pierce and the Fort Pierce Redevelopment Agency (FPRA). The development agreement with Audubon Development for the $100 million-dollar King’s Landing mixed-use development was executed in November 2019. However, in March 2020, all deadlines set forth in the development agreement were suspended due to the COVID-19 pandemic and the Governor’s State of Emergency. The site plan approval process is currently underway and this monumental project continues in forward progress.

FISHERMANS WHARF

THE FUTURE OF MEANS COURT

The Fort Pierce Redevelopment Agency (FPRA) embarked upon a twophase solicitation process -- Request for Qualifications and Request for Proposals -- for the redevelopment of Fisherman’s Wharf in early 2020.

The City of Fort Pierce held a community input meeting in September 2020 at Percy Peek Gymnasium to share ideas and feedback regarding the Lincoln Park District with emphasis on the Avenue D corridor and the former Means Court School. Topics of discussion included: beautification, activity generation, economic development, and community revitalization.

This meeting was held in preparation for the redevelopment of Means Court Plaza which the City of Fort Pierce acquired from St. Lucie Public Schools. A request for proposals for the utilization of this development is expected to be released in 2021.

The goal of the FPRA is to create a unique place where people will visit and gather to shop, dine, work, and live. Retaining waterfront accessibility to all residents and visitors and enhancing the waterfront for public use is a top priority while also achieving redevelopment of the parcels that will add to the tax base and stimulate the economic activity in the redevelopment area. The FPRA looks forward to entering negotiations for the redevelopment of Fisherman’s Wharf in 2021.

SURPLUS PROPERTIES The restoration of Fort Pierce’s neighborhoods is a key strategy to revitalizing the Fort Pierce Redevelopment Area and has been identified in the updated FPRA Plan.

One way to accomplish this goal is to dispose of surplus property owned by the City/FPRA. Several properties were successfully placed out for bid in 2020 and we look forward to their redevelopment.

CRABBY'S DOCKSIDE

Crabby’s Dockside officially opened to the public in June 2020. The 199-seat, $2.6 million restaurant is located at the Fort Pierce City Marina and is the result of a successful public-private partnership with Beachside Hospitality Group. Crabby’s has been a welcomed addition to the Downtown Fort Pierce waterfront!

NEW DEVELOPMENT IN FORT PIERCE RESIDENTIAL: Fort Pierce has experienced exponential

growth in housing development over the past year which has been almost unhampered by the current health crisis.

New housing developments approved or under construction in 2020 include – Celebration Pointe, Bent Creek, Carriage Pointe, Avalon Crossing, Mayfair at Lawnwood, Aria, Blue Sky among others.

COMMERCIAL: Development for commerical has also

remained steadfast in Fort Pierce with a total of 498 new businesses welcomed in 2020, including – Starbucks, Crabby’s, Thirsty Turtle, Gander Outdoors, Beach Bowls, Hard Axe, Hemp Collaborative, Dunkin, 7-11, Delicious, Cream Republic, Anytime Fitness Midway, Taylor Creek Publix redevelopment, and more.

CRA PLAN UPDATE: LOOKING AHEAD

RETAIL STUDY

The 2020 FPRA Community Redevelopment Plan was officially adopted in August 2020 and builds upon the previous accomplishments of the Fort Pierce Redevelopment Agency. These successes include the restoration of the Fort Pierce Marina, the beautification and development of Moore’s Creek, restoration of the Sunrise Theatre and the rehabilitation for redevelopment of the former HD King Power Plant site. The 2020 FPRA Plan addresses contemporary challenges to investment and redevelopment within the Fort Pierce Redevelopment Area, identifies targeted investment areas and provides a vision for the continuing redevelopment of the Fort Pierce Redevelopment Area.

Colliers International was selected as real estate consultants in response to a request for proposals for a Retail and Business Recruitment Plan in July 2020. Colliers completed a Comprehensive Market and Retail Feasibility Study evaluating the retail needs by understanding the demographic and psychographic trends of the community, identifying spending patterns of local consumers, conducting a retail void (or “GAP”) analysis, peering Fort Pierce against comparable cities with viable success stories, and cataloging opportunities for the City’s redevelopment districts. This information is vital to assist staff with recruiting new businesses to the area and help existing businesses better understand their market. Phase II of the project will be completed in 2021 which will include a robust plan to achieve the goals identified in the study.

BUILDING DEPARTMENT RELOCATES

Mayor Linda Hudson held her 2nd Annual State of the City Address on February 25, 2020. The theme “Fort Pierce Vision 2020: Promise and Progress,” was aimed to bring the community together by celebrating past accomplishments, highlight the City’s vision and preview the exciting year ahead for the beautiful City of Fort Pierce.

“Our Fort Pierce Vision in 2020 is looking forward to a decade of progress and promise,” said Mayor Linda Hudson. “Our accomplishments of the last decade promise to produce meaningful and visible improvement in economic development, tourism, community engagement and pride. We are excited about the prospect of moving forward together to improve the whole city.” The event was very well attended at the Sunrise Theatre with hundreds of citizens gathering to learn about accomplishments and goals of the Sunrise City.

In February 2020, the Fort Pierce City Commission appointed the first members of the City’s inaugural Youth Council. Fort Pierce Youth Council (YOCO) is an advisory board of high school students dedicated to assisting the Mayor and City Commission in solving problems and accomplishing goals on behalf of youth in the community. YOCO gives youth a voice and a chance to identify and solve community issues from a youth perspective. YOCO members are resources for elected officials to receive advice on issues youth face, especially those decisions that directly affect young people. The Youth Council presented a series of recommendations to the City Commission intended to achieve their goals of promoting safety, connecting with other youth, and engaging youth in civic education.

Keeping citizens and employees informed, connected, and involved with citywide initiatives is a top priority for the City of Fort Pierce. When the COVID-19 pandemic emerged, the City of Fort Pierce became even more dedicated to keeping our residents safe and conversant by sending daily COVID-19 informational updates to our citizens, communicating via the COVID-19 Information alert center on the City’s website, preparing video public service announcements on the FPTV Channel 27 and participating in joint press conferences. Residents can subscribe to receive updates from the city via email and text message on www.cityoffortpierce.com.

The City of Fort Pierce Building Department recently relocated to the 3rd floor of the Sunrise Center building, in City Hall’s 5-story Parking Garage. The Building Department, previously located on the 2nd floor of City Hall, moved into a more modern and contemporary office space consisting of 8,000 square feet which include a bright and spacious lobby, a large conference room, and two educational training rooms suitable for seminars and stakeholder meetings. The Building Department will be able to provide a convenient and more efficient service to the public, including a self-service kiosk to submit documents electronically, with more technological advances to come.

2020 CENSUS: MAKING IT COUNT!

The City of Fort Pierce continues to encourage residents to stay connected through the SeeClickFix online reporting tool. The mobile-friendly platform enables citizens to report issues by submitting requests for city services from their smart phone at any time, especially in the event of a crisis, such as COVID-19.

SeeClickFix is free and easy to use and is a virtual way of informing city staff of issues or concerns in the community such as potholes, litter, or cracked sidewalks. By uploading pictures, videos, and descriptive information of the problem, SeeClickFix immediately sends the valuable data to the appropriate city department so the job gets handled efficiently and effectively. Citizens can also view, comment on, and vote to fix problems submitted by their neighbors, and receive notifications on the status of their request. It is a convenient way for residents to connect with the City remotely. The Fort Pierce Works mobile app is available for download on Android (http://bit.ly/1SFITP3) and iPhone (http://apple.co/1kvaEJk). In addition to the mobile app, citizens can send reports to the City of Fort Pierce’s website.

About SeeClickFix

SeeClickFix was founded in 2008 to empower citizens with tools to publicly document quality of life concerns in their neighborhoods. By radically improving the quantity and quality of this data, SeeClickFix was quickly adopted by local governments, who needed a better way to receive information from citizens.

Every 10 years, the federal government attempts to count every person living in the United States. An accurate census helps ensure that fair representation occurs at all levels of government and it directly impacts the funding local governments will receive for the next decade. It guides the process of planning for education, infrastructure and transportation, emergency preparedness and disaster relief protocols.

In 2020 the City launched a Census engagement campaign in an effort to educate residents and stakeholders about the importance of participating in the census and returning the questionnaire. The program was aimed to increase the percentage of responses in City of Fort Pierce by getting the information out to the public with a gift-card sweepstakes sponsored by a local business, yard signs, media releases, website promotion, sign waving, and social media engagement.

St. Lucie County’s self-response rate in 2020 was 66.3% - a 5% increase over the previous Census rate 10 years ago and higher than Florida’s response rate of 63.8%.

BEAUTIFYING OUR COMMUNITY NEIGHBORHOOD BEAUTIFICATION

Artist Ronald “Ziggy” Bennett completed the restoration of the Night Train Mural on Avenue A on July 20, 2020. This mural is a beautiful representation of the Fort Pierce’s history in the railroad industry.

GO BLUE!

BlueTubes are bright blue containers located at popular parks that hold clean, used plastic bags. Visitors grab a bag, pick up trash and throw it away.

When people add their extra bags, the cycle continues. In addition to the parks and beach accesses on South Hutchinson Island, in 2020, BlueTubes were added along Moore’s Creek, River Walk, Manatee Center, Melody Lane Fishing Pier thanks to a grant from Wells Fargo.

The City of Fort Pierce continues to prioritize the beautification of our neighborhoods. In 2020, the City completed the design and installation of new street signs in Downtown Fort Pierce and the historic Edgartown neighborhood. The new street signs are consistent with the signs recently installed in Lincoln Park and the Peacock Arts District. Each neighborhood has its own distinct color scheme to differentiate the districts while complementing each other with one cohesive design. New street pole banners were also installed in Downtown Fort Pierce that pay tribute to the heritage while freshening up our streetscape with contemporary, bright designs.

T HE GREAT AMERICAN CLEANUP

CI T Y CON T INUES TO BEAUT IF Y T RAFFIC BOXES The City of Fort Pierce recently completed phase 3 of traffic signal box wraps throughout the community, bringing the total number of decorative boxes to 61. Artwork is printed onto four vinyl panels and placed onto the traffic boxes, which hold all the equipment that operates the traffic signals. The goal is to beautify the community, instill pride in neighborhoods and create art in unexpected public places.

The Keep Fort Pierce Beautiful Board held the annual Great American Cleanup on Saturday, March 7, 2020. The event was a great success with over 225 volunteers! The Keep Fort Pierce Beautiful Board and the Tree Board planned and organized four projects for this year’s event. Tree City USA-Arbor Day Celebration was held at Jaycee Park where volunteers planted trees, shrubs, and sod on Melaleuca Drive. The Fort Pierce Lions Club also installed a beach handicap access mat at one of the picnic pavilions on the river to be able to access the water. Indian Hills Recreation Area volunteers cleaned the park, removed staking from the palms and removed dead plant material near the walking paths. Chester A. Moore Elementary School volunteers planted a beautiful hydroponic garden, flowers, and vegetables for a total 5 new gardens. These volunteers were so energetic they made time to also work at the City of Fort Pierce Community Garden. Jetty Park volunteers painted the entire beach observation boardwalk at the park. The graffiti abatement team toured the city to remove graffiti and learn about graffiti removal in public places.

THE CI T Y SPREADS HOLIDAY CHEER Out of an abundance of caution, the 2020 Sights and Sounds Parade was canceled due to COVID-19 but that did not stop the holiday spirit from spreading throughout our community. The Holiday Lights Spectacular was magical with over 100,000 Christmas lights wrapped around palm trees, synchronized to the sound of Christmas music. The City of Fort Pierce also installed several new displays throughout the community to make the season even more merry and bright.

FORT PIERCE CIT Y MARINA THRIVING The Fort Pierce City Marina Dockmaster and Retail Store opened in May 2020.

The beautifully designed and conveniently located store offers fuel, ice, bait, tackle and other necessities for a day on the water. The Fort Pierce City Marina was especially busy in 2020 with the opening of Crabby’s, recreational boaters and dockage for those unable to make the cross to international waters due to pandemic restrictions.

ONTO 2021...

Due to COVID-19, the City of Fort Pierce and Main Street Fort Pierce were unable to host the annual Stars Over St. Lucie 4th of July fireworks display. Instead of cancelling all together, the City postponed the fireworks to New Year’s Eve allowing residents and visitors to celebrate the new year from their vehicles and vast outdoor spaces of the Fort Pierce waterfront.

FITNESS IN THE FORT Residents and visitors can now enjoy outdoor fitness by the beautiful waterfront at no cost. The City of Fort Pierce installed an outdoor fitness station at the corner of Indian River Drive and Seaway Drive. This location, and more specifically the bridge, has been used for years by exercise enthusiasts and people that just want to enjoy the beautiful scenery. With beautiful views and fresh air, exercising is fun and potentially more effective. In addition, the fitness station promotes fellowship, improves health, is available to everyone in the community, and it is free of charge. Placed on a concrete slab, guests will find nine apparatuses, including double pull-up bars, twist/ step machine, pushup/dip station, row machine, sit-up bench, chest press/lat pull down, cross skier, a combo station, and a fitness bike to boost their physical fitness.

SUNRISE THEATRE

Like all live performance venues, the Sunrise Theatre was among the first businesses to close and will be one of the last to reopen due to the COVID-19 Pandemic. On March 12th, 2020, the doors were closed to the public, and operations on what was proving to be a financially successful season came to a sudden halt. In an effort to provide entertainment, a semblance of normalcy, and to keep our community engaged, the Sunrise Theatre offered different activities such as virtual streaming concerts, coloring contest for children, pre-recorded acoustic mini performances, guitar raffles and offered online full-length pre-recorded concerts- all to benefit our community. Venue procedures, policies and codes of conduct have all been revisited to include new health and safety measures that are essential for safe operations. The Sunrise Theatre is also seeking federal grant funding to offset operational costs. The Sunrise Theatre reopened to the public in January 2021.

INDIAN HILLS GOLF COURSE

The Indian Hills Golf Course continues to increase rounds and revenue year over year. Through midJanuary, the golf course is approximately 1,500 rounds and approximately $35,000 ahead of last year to date. In the height of the pandemic, golf, exercise and enjoying the outdoors have provided a great outlet for our residents.
