Tax Alert The Canada Revenue Agency warns Canadians of mail scam The Canada Revenue Agency (CRA) is warning taxpayers to beware of a recent scam where some Canadians are receiving a letter fraudulently identified as coming from the CRA and asking for personal information. The letter is not from the CRA. A PDF version of the letter is available on the CRA Web site at www.cra.gc.ca/alert.

The letter claims that there is “insufficient information” for the individual’s tax return and that in order to receive any “claims,” they will have to update their records. The letter attaches a form specifically requesting the individual’s personal information in writing, via fax or email, including information on bank accounts and passports. This letter is not from the CRA and Canadians should not provide their personal information to the sender.

All taxpayers should be vigilant when divulging any confidential information to third parties. The CRA has well established practices to protect the confidentiality of taxpayers’ information.

The CRA has notified the proper law enforcement authorities of this scam.

Saskatchewan School Boards Association: I had opportunity to attend the annual general meeting of Saskatchewan School Boards Association held in Saskatoon at the end of November & early December. The three northern boards met to select a rep for the year.

I was asked to see if I would be interested in being the rep. Because there were two nominees elections had to be held. I am happy to report that I was elected by the three northern boards to represent them on SSBA. I have attended a few meetings thus far and have had opportunity to sit down with the minister of education and to ask specific questions pertaining to education in our province and particularly in our beautiful north. The minister who is aware of the plight of school boards has an appreciation of the many needs of the northern boards and the many unique educational challenges of the north. SSBA plays an advocacy role on behalf of the school boards across the province currently we are preoccupied with advocacy with the provincial budget being uncertain whether there will be cuts or status quo in funding. One other major issue that we are working on is the issue of “student achievement” the report was not flattering for our province and especially the aboriginal and northern achievement levels. We are collecting submissions from school boards, students and SCC’s and compiling them as recommendations to the ministry on behalf of the provincial school boards.

I will keep you posted on a regular basis during my term of office to try to make sure that you are aware of programming in schools for the

betterment of the students who are our future.

Skidoo Cavalcade 2010 February 19, 2010 Once again the Skidoo Cavalcade was a great success. The last skidooer departed from the Beauval forks at 10:30am. We had a total of (21) riders who traveled through freezing rain to get to their destination of Prince Albert. Although weather conditions weren’t the greatest, they were dedicated to make the full trip in memory of Lloyd Daigneault and Connie Buettner. All the riders had a super time and are already talking about the trip next year. The riders were: Jerrod Bell, Mike Natomagan, Clifford Maurice, Jerry Morin, Sean Welcher, Anthony Hansen, John Laprise, Bryan Morin, Craig Maurice, Frank Kiezie, Brent Casey, Rocky Hansen, Barry Kimbley, Clyde Gauthier, Timothy George, Donald Corrigal, Fred Morin, Roland Corrigal, Keith Chartier, Mitchell Laliberte, Brad Aubichon, and the scout Shirley BellMorin.

We would like to take this time to give an extra special thank you to all the people who helped make the trip a success. First of all the (21) riders for committing their time and at their own expense to join us. To all the businesses that donated items for draws for the riders; MDeez Confectionary, Northern Store, Cameco, Areva, Martodam’s, Atomic Sports, Ace Lumber, Home Building Centre, Renegade Recreation, Field’s, The Source, Extreme Speed, Meadow Power & Equipment, Canwood Motel Management & Staff for catering to us and making us

feel welcome, Big River 3rd and Main Restaurant for preparing a hot and tasty hot lunch, Leda Corrigal, Marlaina Corrigal, and Marina Morin for assisting with the draws and tallying points for the rally.

We also had a poker rally to make things more interesting. A total of $320.00 was collected with 100% payout for high hand and low hand. High hand was won by Jerrod Bell with a total of 288 points and low hand was won by John Laprise with a total of 58 points. They both received $160.00 each.

We encourage people to join us every year, so if you are interested in doing so, we welcome you. It is a lot of fun and we would like to carry on the tradition so we encourage the younger generation to participate as well.

Northern Lights School Division #113 Region # 3 Report

By Board Member: Joe Daigneault NLSD #113 Region 3: TANSI. It has been a short four months since being elected to represent region # 3 on the Northern Lights School Division and three months since attending my inaugural meeting where all board members took their oath of office and were sworn in to make it official. I would like to take this opportunity to thank everyone who came out to vote and for those that supported me, I will do my best to represent all of you. I have had opportunity to raise a number of issues such as the issue of the many break-ins that occur to teacher’s homes in almost every northern community.

This happens whenever the teacher is away for a weekend or during a lengthier period during school closures. It seems that the majority of the B&E’s are being carried out by school age children. It could be considered a form of retaliation toward the teacher or perhaps just for the sake of getting into mischief. Recently the school division requested from the law enforcement authorities to allow communities to deal with the issue through restitution. There are a couple of reasons why this concept has a lot of potential. It is felt that when teachers are victimized they feel violated and hurt and it makes it that much more of a challenge for recruitment & retention of teaching staff. By going through the process of restitution the teacher will feel vindicated and have the sense of comfort and security in the community.

The second reason for the restitution concept is to force the perpetrator to face their victim and to pay back the damage they caused to the victim. It is well known that when youth go through the court system they are usually given a slap in the hand with barely any

consequence and the victim does not feel justice has been served. With restitution, the perpetrator and victim sit across from each other with parent/s or guardian/s as well community leaders & elders are brought in to contribute in the process. NLSD has put together a manual for safety and safe school, the manual is in place for school administrator’s to implement. There are suggestions in the manual for dealing with bullying and how to handle threats from within or from outside the school. There is tremendous opportunity for involving the community, in this regard perhaps the local Police Boards could play a role and become involved at a level to help in the implementation of the plan in partnership with the School Community Councils.

Another issue that I raised has to do with purchasing of goods and services of the school division. It seems that NLSD does not have a procurement policy that supports northern contractors or service providers. Currently most purchases are made through individual schools through their administration. There are a lot of reasons why this concept may not provide solutions but at the same time there are a lot of ways to make it work. It would take the public’s participation through providing ideas and innovations. The public should demand changes and question why it is necessary to bring goods and services from outside of the north if they can be made available through local businesses. I encourage those public that have ideas to put them in writing in a form of a proposal or a concept paper to the board or as a start to their respective on the board. I see a lot of potential and entrepreneurial opportunity in everyday

operation of the division we need to look at this as economic boost and growth in the communities and the north as a whole. One example of what I refer to; I have been able to initiate and encouraged the “Driver Education program call for proposal” currently being advertised in the papers. This is an excellent opportunity for an entrepreneur to pursue this with the board. The training required to become a driver education instructor is relatively short and the contractor would need to provide a vehicle that is safety equipped in accordance to the ministry of education and highway traffic board. The opportunity is great and the longevity of this service could mean a life long business relationship with the board.

One other motion that I was able to initiate at the board table is a motion to call for building assessment to determine the condition of current school buildings to insure a good learning environment for the children also an environment that promotes good health & safety of the students. Our facility in Beauval will be one of the first schools to be assessed.

My feeling is that Beauval is long overdue for the replacement of the elementary end of the existing school building. I will be keeping this in close scrutiny.

I would like to take this opportunity to congratulate and thank those individuals that chose to get involved in the School Community Council. These councils play a vital role in the community in terms of communicating and allow parents to have a voice in the goings on in the school. I encourage parents with school age children to participate fully in SCC sponsored activity and to support the council; this is your link to the school and to the board.

The NLSD board members will be setting aside 2 days next month to go through a

strategic planning session and to set long term goals & strategies for the next 5 to 10 years.

If there is something that any member of the public would like me to take forward to the board table to make up part of the strategy please do not hesitate to call me at home or on my cell phone. The annual general meeting is fast approaching the meeting will be hosted by the Twin Lakes School in Buffalo Narrows on February 24, 2010 starting with a supper at 6pm.

A motion was passed unanimously by the board in support and to encourage schools under their jurisdiction to carry out day long activities that promotes Metis’ culture during Louis Riel Day every year. This is the first time that this has come to the board table for formal recognition of the day. Perhaps we will be following Manitoba’s lead and we will set aside the February holiday as Louis Riel Day across the province.

NORTEP/NORPAC: The nortep/norpac board met recently for the first time since the elections. These meetings are normally held 4 times per year. The first meeting was more of an orientation for both old and new board members. As one of the first order of business a chairperson was selected. There were 3 nominees 2 nominees declined and I was left as the chairperson of the board by acclamation. I think I have a lot to offer to this board with my education and having gone through the program, I have some knowledge of the intricacies of the institution. With my job with Northlands College I already see some opportunity to work collectively toward an increase in university programming on behalf of northerners. One exciting initiative currently in the works is the summer courses to be offered. There will be university level Maths
