Equipment Acquisitions Help Drive Operations
EQUIPMENT
By Chris Jarvais
With a nationwide presence and remarkable growth, The Cianbro Companies continue to be successful, making it essential for Cianbro Equipment, LLC (CEL) to evolve alongside them as their trusted supplier of choice. With A/Z Corporation in Connecticut, Starcon and Total Specialty Services in Texas, R. C. Stevens in Florida, and all the jobs in between, the team plays a critical role supporting the organization’s growing needs. By acquiring, maintaining, and optimizing a top-tier equipment fleet, they ensure teams are equipped with the assets needed to achieve project goals efficiently.
After securing two master service agreements to improve and maintain substations in the Southeast, it was necessary for the power and energy team to expand their equipment fleet to support the work. CEL purchased twelve JCB 500 series telescopic handlers (10,000- and 12,000-pound lift capacities), seven Takeuchi TL8R2 tracked skid steer loaders, and four Takeuchi TB290 mini excavators to aid in project execution. “The investment gives us the right equipment to provide the proper horsepower within the physical footprint we are required to operate,” said Nate Lancaster, project manager. “The commitment to putting quality work in place efficiently is something our client will notice.”
When A/Z Corporation needed to replace vehicles for their project teams, CEL stepped in to provide support. Assistant Purchasing Manager Tony Foster provided the details: “The A/Z team determined they had long term needs for everything from a tri-axle dump truck to multiple work vans and pickup trucks. It was critical for them to receive quality units at competitive prices. CEL was able to deliver.”
The Starcon team needed to replace their aged fleet of pickup trucks at three midwestern refineries (BP in Whiting, Indiana; INEOS in Channahon, Illinois; and Marathon in Canton, Ohio). The CEL team was up to the challenge. “We had to supply 18 work trucks while remaining cost competitive for our customers,” said Logistics Manager Francisco Aguilar. “Late model used vehicles were the perfect solution. The units were available, so we were able to brand them properly before delivery. Now, Starcon has reliable, professional looking trucks at a competitive price.”
In Baytown, Texas, Total Specialty Services faced a challenge in operating their new coatings facility while ensuring compliance with environmental requirements. Francisco described the solution: “We invested in a new dust collector for Total Specialty Services’ blasting operation. We can now blast product more efficiently while being good stewards of the environment.”
Through strong customer service and ongoing improvement, CEL delivers responsive support and tailored solutions for every project. By strategically acquiring the assets necessary to meet company goals, CEL will continue to enhance efficiency and increase client satisfaction.
Cianbro Equipment, LLC (CEL) assisted Starcon in upgrading its aging pickup fleet with late-model vehicles at a competitive price. The CEL team takes pride in supporting the growing needs of the entire organization.

Restoring the Past, Renewing the Future
INDUSTRIAL & MANUFACTURING

By Timothy Verrill
The town of Moscow, in the heart of western Maine, was once home to the Moscow Over-the-Horizon (OTH) Backscatter Radar Base. Built and commissioned by General Electric Aerospace in 1990, the United States Air Force operated this base as an early-warning detection hub for aircraft and missile threats. Although the base was deactivated in 2002, leaving some buildings abandoned, its legacy has been redefined. Today, the site has undergone a remarkable transformation, symbolizing a shift from air defense to energy sustainability. This transformation is being driven by the Western Maine Renewables project team.
In 2012, the United States General Services Administration auctioned the 1400-acre base. It was sold to Western Maine Renewables, a partnership between Cianbro and Patriot Renewables (solely owned by Jay Cashman, Inc.), with the vision to build a sustainable wind farm. Over the next several years, industry turbine efficiencies continuously improved, leading to a viable wind project. In 2019, the development team reverse engineered the design to maximize proposed wind farm generation and minimize the resulting upgrades
needed to the existing electrical grid. With a workable project plan, the permit process commenced and was approved in 2022 along with the ISO New England Interconnection Agreement.
Team members on the Moscow Wind project wrapped up 2024 by completing the transportation, erection, and mechanical closeout of 14 Vestas V150 wind turbines. This achievement did not come without challenges. The construction crews faced harsh weather conditions, most notably high wind speeds, which occasionally delayed crews from safely completing work. Beyond the environmental challenges, crews faced numerous obstacles with tower design and configuration. The team overcame these obstacles by working closely with the Vestas team to ensure safe and expedited solutions.
As of spring 2025, the turbines are fully erected, mechanically complete, and undergoing commissioning by Vestas. The wind farm can generate 58.8 megawatts of renewable energy, providing a cleaner and more sustainable power source for Maine's energy grid. Standing at 344 feet

at the top of the turbine and 591 feet at the blade tip, these are among the largest turbines constructed in Maine.
In tandem with the turbine construction, significant progress has been made at the Chase Pond Switchyard and the Western Maine Renewables collector substation. The completion of electrical work and testing at these facilities marks another major achievement, showcasing the collective effort of all stakeholders.
Additionally, the Operations and Maintenance (O&M) building, one of the original radar site buildings, has been renovated and will now be powered entirely by the wind farm. The building communicates with all towers and the collector substation, allowing real-time monitoring of tower conditions and power output. Such innovations ensure the success of the wind turbine park through efficient and secure operation.
A key enhancement to the site is the installation of the Aircraft Detection Lighting System (ADLS). The system, comprised of two 100-foot towers, provides continuous
aircraft detection across a 12-nautical-mile radius. When aircraft enter this zone, the ADLS system automatically activates FAA-compliant lights on each turbine nacelle, alerting pilots while significantly reducing light pollution. This environmentally conscious design minimizes the turbines’ visual and ecological footprint, blending modern technology with respect for the surrounding towns and forest.
These achievements would not have been possible without the team’s dedication. Frankie Couture, the project’s safety supervisor, was especially instrumental in the team's success. Her innovative approach to workplace safety has improved the Cianbro Accident Prevention Process (CAPP) rate, boosted morale, and fostered a positive and supportive culture. By focusing on recognition and engagement, Frankie has strengthened team cohesion and ensured a safer workplace. Thank you, Frankie, for your outstanding contributions.
Coordinating the transport of the windmill blades to the site in Moscow, Maine, took months of planning. Along the route, more than a dozen areas were improved to ensure the delivery was successful.

Building a Strong Defense through Cybersecurity
By Ed Wanat & Kelly Gumprecht
Cybersecurity is more than just a safeguard — it's a critical component in the operational success of any company. Several years ago, the Department of Defense (DOD) began working on the implementation of the Cybersecurity Maturity Model Certification (CMMC) to ensure contractors working on federal contracts comply with a set of specific security controls. The purpose of these controls is to protect our national security, preventing sensitive defense information from falling into the wrong hands. The rule-making process for this program is now nearing completion, with an expectation that compliance will be required for all federal contracts starting this fall.
In 2022, The Cianbro Companies recognized that the certification process would require significant time and effort and embarked on a journey to attain certification. The impact of this program required a hard look at how we manage protected information, making sure it is handled consistently and securely across the company.
In a joint-venture partnership, Cianbro continues to work at the Portsmouth Naval Shipyard on the Multi-Mission Dry Dock #1 project (P381) for the U.S. Navy.

The changes implemented have impacted the way we work. Passwords needed to be changed, authentication requires more steps, mobile devices had special software installed, and computers receive more frequent updates and require reboots. Applications have been enhanced or replaced, and new, more secure workflows have been adopted. These changes are all directly related to enhancing our security controls, complying with the requirements applicable to all federal contractors, and reducing overall risk to the company.
Maintaining solid security practices and controls is critical as we look to the future. Not only does this practice qualify us to continue to be awarded government work, but it also secures our foothold in other tightly controlled industries. Perhaps, even more importantly, it brings us together as a company, working collaboratively to do the right thing to protect our nation, our partners, and ourselves.

Putting Our Heads Together to Roll Out New Safety Helmets

SAFETY
By Scott Knowlen
For decades, Cianbro has been a leader in team member health and safety, constantly seeking ways to enhance team members’ overall well-being and protection on the job.
Going above and beyond compliance to ensure the team is safe is part of our culture, rooted in the belief that keeping our team healthy and safe is our moral responsibility.
We are committed to ensuring that every team member returns home in better condition than when they arrived.
The Centers for Disease Control and Prevention (CDC) reports that the construction industry has the highest number of both fatal and nonfatal work-related traumatic brain injuries in the United States. While the company has implemented many engineering and administrative measures to protect team members from head injuries, there was an opportunity for improvement.
At the end of 2023, the safety team began to explore advanced helmet technology. After researching and testing many options at all levels of the organization, a type II helmet was selected.
Over the summer of 2024, the safety team prepared to distribute new helmets to approximately 3,000 team members. Each helmet came personalized with the team member’s name, years of service, and safe hours.
Coordinating this effort across the Cianbro family of companies required tremendous planning. By the end of July, every team member received their helmet with a handshake as senior management from each market and business unit led distribution, emphasizing its significance.
During the rollout of the new helmets, the company prioritized educating team members on the transition from hard hats to helmets, highlighting the benefits of the upgraded design. The type II helmet offers enhanced protection from impacts in all directions — front, back, and sides — safeguarding team members from falling objects as

well as slips, trips, and falls. Its secure, integrated chin strap ensures that the helmet stays in place when needed most. Additionally, a variety of attachments are available to meet the diverse needs of our team.
Team members across each company wear the same white helmet, fostering a sense of unity. Each team member should take pride in their helmet as it represents being part of a team that values every individual’s perspective, skills, and experience. By working together, we know that we can overcome challenges and achieve success in the projects we take on. The adoption of the type II helmet is just one example of our dedication to innovation, continuous improvement, and most importantly, protecting our greatest asset — our team members.

Transitioning from intern to full-time team member is a significant milestone, marking the culmination of hands-on experience, skill development, and professional growth gained throughout the internship. This shift not only signifies the beginning of a long-term career with the company but also reflects the mutual value of the relationship. Full-time positions bring new responsibilities, opportunities for advancement, and a deeper involvement in projects, allowing team members to contribute to the company’s success while continuing to grow within their fields.
In May, we welcomed our class of 2025 college interns at the Cianbro Institute in Pittsfield, Maine, for a two-day kickoff event. Following their orientation, each will head to their assigned job sites to begin working alongside

their mentors and supervisors. As the summer concludes, the interns will return to Pittsfield to deliver 10-minute presentations showcasing their work experiences. They will highlight what they learned, the challenges they overcame, and offer valuable insights into one another’s accomplishments. As they return to school, each will be asked to put on their recruiting hats and identify future talent to join the team. This investment in our future is critical, and we are thankful to have the opportunity to expose our interns to the wonderful careers within our industry.

Infrastructure Meets Innovation at WALK Bridge
INFRASTRUCTURE
By Ashlynn Efferding
The Northeast Corridor (NEC) is a crucial rail line serving passenger, commuter, and freight traffic from Boston to Washington, D.C. Many of its bridges, including the Norwalk River Railroad Bridge (also known as the WALK Bridge), are over a century old. Built in 1896, the WALK Bridge is a 564-foot steel truss bridge with four tracks of railroad and a 202-foot swing span. One of the oldest movable bridges in the region, the structure has outlived its useful life and is now part of the Connecticut Department of Transportation’s (CTDOT) effort to enhance several rail and infrastructure projects through the WALK Bridge Program.
Built in 1896, the Norwalk River Railroad Bridge (also known as the WALK Bridge), in Connecticut, is one of the oldest movable bridges in the region. In a joint venture with Middlesex, Cianbro continues work on the project, which began in 2014.
To prepare for the bridge replacement, Cianbro began working in 2014 in a joint venture with Middlesex (CMJV), serving as general contractor while working with the state on the preconstruction phase of the new dual lift span bridge.
CMJV has erected four trestles, restored a wetland site, treated six wetland sites for invasive species, installed a water treatment plant, and developed laydown and access yards surrounding the bridge as part of the scope of work. The lift span pier foundation work consists of eight 12-foot diameter drilled shafts utilizing four temporary work platforms designed by the construction structures group. Four 10-foot diameter micropile clusters will be installed using two other work platforms that were installed under the existing bridge by utilizing a cantilever rigging system. The foundation work poses a
unique challenge. Most of it has been done with minimal clearance to the existing bridge as it remains operative. A key aspect of the project is the installation of two 6-foot micro-tunnels bored utilizing two secant pits, one on either side of the river, for launching and receiving the micro-tunnel boring machine. These tunnels are designed to house the utilities that run overhead throughout the footprint of the approach and lift spans. The relocation of these utilities to the micro-tunnels allow CMJV to demo the current structures and erect new structures without interrupting railroad service throughout the area.
The scope of work also involves replacing four local bridges and upgrades to the East Norwalk Train Station. CMJV is performing this work in conjunction with the Advanced Utilities Project, which started in 2019. Early procurement of bridge steel, mechanical equipment, and establishing the Manresa Yard for prefabrication activities is underway. The construction of the approaches, bridges, piers, and towers will continue to progress, with the float-in of the two 240-foot lift spans targeted to finish in late 2030.
Overall, the WALK Bridge Replacement Project totals 9,500 tons of steel, 1,200 tons of rebar, and 6,500 cubic yards of concrete, which will result in a new, dual-span lift bridge that will be 160 feet tall.
The CMJV team is leveraging the services across both organizations to deliver solutions that meet our clients’ needs. Cianbro’s construction structures group has worked with the CMJV team to design temporary trestles and work platforms that mitigate the impact on railroad operations. Additionally, the team has secured specialized equipment and rental contracts from both Cianbro’s equipment team and The Middlesex Corporation. These examples of this integrated approach enhance efficiency and collaboration, driving the project steadily toward successful completion.
The project's duration and location in downtown Norwalk, with a large population reliant on Metro-North Railroad, have posed logistical challenges. The team integrates years of experience with Metro-North Railroad, CTDOT, and the City of Norwalk to ensure safety during construction. They aim to deliver a safe and well-constructed project to Norwalk and surrounding communities.

Expanding Outside of New England
POWER & ENERGY
By Nate Lancaster
As power companies confront the need to improve grid reliability in the face of extreme weather events, unexpected equipment failures, and growing energy demand, our power and energy team has risen to the challenge. With a history of successful projects, innovative solutions, and a strong safety record, the team has been expanding its customer service base beyond New England for several years. A significant step in 2024 was the first master services agreement (MSA)/contractor of choice (COC) agreement for substation and substation security work in the Southeast.
The MSA/COC agreement covers multiple regions in the network of one of America’s largest energy companies. The company serves around 8.4 million electric customers and 1.7 million natural gas customers in the Southeast. The agreement is a vehicle that will accelerate initiating substation upgrade and expansion projects, reducing the likelihood of an unexpected failure and environmental incident.
Implementing measures to prevent crime, theft, and other physical attacks at substation facilities is the core focus of the

Along with ensuring continuous operation, the team has completed several structural steel erection projects and has been called on for numerous critical repairs in emergent situations and planned annual outages. “We are constantly impressed by the team’s performance and the input they bring to the table,” said Edwin, project superintendent. “They are always going the extra mile on safety and job quality. Everyone here at Cove Point notices and appreciates that.”
Strengthening the Future of Maine’s Pulp and Paper Industry
INDUSTRIAL & MANUFACTURING
By Kyle Jensen
As Maine's pulp and paper industry faces challenging times, Sappi has distinguished itself by diversifying operations and investing in the future of its Somerset facility in Skowhegan, Maine. Project Elevate, a $418 million investment, was designed to secure the mill's long-term viability by transitioning the No. 2 Paper Machine's (PM2) production from declining markets to innovative packaging and specialty papers. Cianbro, with its longstanding partnership and on-site maintenance presence at the Somerset mill, mobilized in early September 2023 for this new project. The team is proud to play a key role in this transformative expansion, contributing expertise across civil, structural, piping, mechanical, and electrical disciplines.
The physical size and capability of the upgraded machine required significant operational changes, including a building addition and the reconfiguration of existing spaces.

Pipefitter Adam Folsom prepares a pipe for a portion of the project.
Early on, Cianbro partially demolished the warehouse roof, installed structural steel for the expanded operating floor areas, and assisted in setting a new 80-ton bridge crane to service the PM2 winder. The team constructed foundations for the new winder, and also installed automated core cutting and supply systems, roll handling systems, and a wrap line where finished products will be packaged for shipping.
Key accomplishments include upgrades to the mill’s 15kV high-voltage distribution systems to meet the increased power demands of PM2. The team installed lighting in the expanded 65,000-square-foot warehouse, worked on electrical systems for newly installed equipment, and constructed several electric rooms. Throughout the mill, teams installed pumps, equipment skids, piping, and pulp-handling equipment to enhance pulp capacity feeding the upgraded machine.
Executing major construction while maintaining ongoing mill operations required precise planning and innovative problem solving. The team has navigated unforeseen obstacles with a proactive approach, completing critical work during planned outages. This includes seamlessly integrating new and existing equipment to ensure minimal disruption to production.
The team launched a major multi-month winter outage in January 2025. This was considered the final phase of the upgrade and included a complete overhaul of PM2 and the completion of remaining key components of the expansion. The upgraded paper machine entered the commissioning phase in spring 2025, marking a significant milestone for Sappi and the future of Maine’s pulp and paper industry.

LOOKING BACK

Cianchette Bros., Inc. began its long history of pulp and paper work at S. D. Warren in Westbrook, Maine, in 1967. This led to work at many other pulp and paper mills throughout the state. S. D. Warren was later acquired by Sappi, which operates two mills in Maine: one in Westbrook and one in Skowhegan.
The project requires executing major construction while maintaining ongoing mill operations.
The final phase of the PM2 upgrade began at the beginning of 2025. It included a complete overhaul of the machine.

Hatchery Project Restores Balance to Coastal Ecosystem
R. C. STEVENS
By Katie Kelly
In an effort to protect and advance Florida’s native fish species, R. C. Stevens is working with the Florida Fish and Wildlife Conservation Commission to expand their fish hatchery at Apollo Beach, located on the east side of Tampa Bay. The hatchery is breeding and releasing redfish and spotted seatrout to keep the ecosystem healthy.
Along with improving eight existing fish tanks by adding new LED lights and temperature devices for the fish, a new pre-engineered metal building structure is being connected to the existing hatchery. The additional space is 5,600 square feet and houses six new tanks, a viewing area for visitors, and labs. To further improve the facilities, a 4,000-square-foot buildout space is being constructed to help staff better maintain fish health and growth. Construction began in April 2024 and is estimated to be completed in August 2025.
“There is growth potential in fish hatcheries and our company is making strides to understand this unique construction and be ahead of competitors for future opportunities,” said Micah Nordquist, project manager. Micah also notes that this is R. C. Stevens' first aquaculture focused project.
The new aquaculture system will carefully monitor the quality of seawater, freshwater, and sewage produced by the fish. It also tracks temperatures for an optimal living environment.
Left: Garrett Marks, assistant superintendent, inspects aquaculture piping, which is vital to facilitate healthy fish production at Apollo Beach's fish hatchery.

Florida’s ecosystem has been at risk due to environmental and man-made stressors that throw the wildlife off balance. Hatcheries give juvenile fish a safe space to thrive before they're released into the ocean. Although many species of fish produce thousands of offspring, their mortality rate is exceptionally high due to their fragile state during adolescence. Releasing the fish once they reach a certain size helps relieve this issue, giving the fish a chance to restore their population and maintain a healthy ecosystem.
In addition to restoring the ecosystem, the project also plays a role in supporting the growth of the community.
“Increasing the number of Florida’s sport fish not only benefits the community but also brings in money from out-of-state anglers,” Micah said. Florida relies on the sportfishing industry for significant economic output.
The project team faced challenges due to the high volume of storms, such as Hurricane Helene and Milton that hit the area back-to-back in the fall of 2024. The team weathered the storms with the careful planning of Superintendent Steve Hesson, Assistant Superintendent Garrett Marks, Project Manager Micah Nordquist, Project Engineer Ricky Muniz, and Project Manager Assistant Courtney Payne. Thanks to the team working around the clock with subcontractors, the site was well prepared by having the footers poured before the storm had a chance to wash them away. The job kept in motion with additional team members stepping in to help with storm cleanup.

Going Beyond the Surface to Achieve Quality Coatings
QA/QC
By Zach Gardiner
In today’s competitive construction industry, having a system in place for managing coatings sets a company apart by delivering results that clients can trust. With a focus on durability, safety, and efficiency, this approach ensures every project meets the highest standards while reducing costs and environmental impact.
The Association for Materials Protection and Performance (AMPP) is the global leader in coatings quality management and corrosion protection inspector training. Cianbro holds QP-1 certification for field coatings, which is authorized by AMPP after they successfully audit our documented Quality Management System (QMS). Our QMS must address all applicable AMPP procedures and requirements to pass the audit. Holding this certification and successfully completing annual AMPP audits is necessary for companies to bid most projects that contain a coatings scope. Because of the type of work the company does, Cianbro is the only brand under The Cianbro Companies that requires the AMPP certification.

Cianbro holds field coatings Certification QP-1. Holding this certification and successfully completing annual audits is necessary for companies to bid most projects that contain a coatings scope.
At the project level, it is important to follow these procedures along with project specifications to ensure the proper design life of the coatings system. Each coating manufacturer publishes a product data sheet (PDS), which is a detailed recipe for successful application of that material. Within the PDS, coatings contractors can find requirements for surface cleaning, blast profile measurements, necessary environmental conditions, mixing information, application techniques, dry film thickness requirements, pot life, and curing timelines. Adherence to the product data sheets, along with the project specifications, are excellent ways to ensure that coatings are applied properly.
Whether self-performing or utilizing a subcontractor, those involved in coatings application are required to have documented annual development. AMPP offers a wide variety of classes for applicators. Additionally, Cianbro conducts in-house development to satisfy project needs and QP-1 compliance. As situations demand, the team may involve coating manufacturers' technical representatives to conduct on-site education and assessment of team members engaged in coatings activities. Inspectors performing quality control on coatings projects also need proper education, which AMPP provides. There are three levels of inspector training: Coatings Inspector Level 1, Coatings Inspector Level 2, and Senior Certified Coatings Inspector Level 3.
Success on any project that involves coatings work is achieved with the following:
• A pre-job conference with everyone involved to ensure everyone has the same expectations for following the specifications and product data sheets are met.
• Strict attention to surface preparation and cleanliness. Nearly 90% of all coatings failures are due to improper surface preparation or poor cleanliness.
• Accurate and detailed daily reports that reflect adherence to the specifications and procedures.
With a team of highly skilled coatings professionals, the company is committed to delivering the highest quality results for every project.

Safeguarding a Historic Naval Academy
INFRASTRUCTURE
By Jason Obereiner, Gabe Sloane, & Tommy Trader
Located in Annapolis, Maryland, the United States Naval Academy is a distinguished four-year service academy that prepares students from across the United States and abroad for leadership roles. All graduates go on to serve our country as part of the U.S. Navy and Marine Corps. Since its founding in 1845, the academy has produced one U.S. president, two Nobel Prize winners, five governors, 29 members of Congress, and 54 astronauts.

Cianbro’s scope of work for this contract combined a complete structural rehabilitation of the seawall with exterior improvements at Farragut Field, Brown Park, and Santee Basin in Annapolis, Maryland.
The team was honored with the opportunity to reconstruct 1,100 linear feet of seawall along Farragut Field to address daily high tides and minor storms. Funding for the $37.5 million project was made available through Congress after a U.S. senator visiting the academy found the facility's conditions concerning. The failure of the existing seawall was causing considerable sinkholes, preventing the area from being utilized at its full capacity, with traffic cones and barricades blocking off parking spaces and walking lanes. The new seawall, which is significantly taller than the previous seawall, will provide relief against sea level rise through the year 2100. It is the first project in the Naval Academy’s Installation Resiliency Plan.
Cianbro’s scope of work for this contract combined a complete structural rehabilitation of the seawall with exterior improvements at Farragut Field and Brown Park. The rehab of the seawall started with demolishing the existing concrete. The new seawall was constructed with various foundation elements, such as sheet pile, h-piles, and concrete piles.
Part of the reconstruction included the restoration of Brown Park, a waterfront green space with many historical monuments dedicated to U.S. Navy service members. For each monument, plans were developed to either remove the monuments and reinstall them following construction or protect the monuments in place throughout the project. The plans focused on making sure that the safety of the monuments was preserved, given their significance to sailors past, present, and future.

Our team at the United States Naval Academy in Annapolis, Maryland, proudly participated in the ribboncutting ceremony celebrating the completion of the Farragut seawall reconstruction.
The project presented many challenges, the most significant of which was the limit of disturbance that confined the team to an area too narrow for the operation to take place as planned. The sequence of operations and the position of equipment was necessary to maximize efficiency within the constrained site. Cranes on barges performed much of the work.
The team’s ingenuity led to several innovative ideas to overcome operational constraints. The development of a unique pile driving leads and template system and a new spacing of piling layout streamlined the work. To enhance safety during the winter months, the team also proposed the installation of a temporary asphalt road in lieu of the specified steel plate roadway, which pedestrians coined as “the best paved road at the academy.”
In August 2024, the team participated in the ribbon-cutting ceremony celebrating the completion of the Farragut Field seawall reconstruction. Speaking on behalf of the academy, Vice Admiral Yvette M. Davids, U.S. Naval Academy superintendent, shared her appreciation: “Thank you to Cianbro and all your workers for an incredible job well done. The utter professionalism and safety consciousness of your crew has been truly phenomenal. You finished on time, respected our grounds and midshipmen, and have proven yourselves above and beyond. Thank you for your great work and for helping us protect our Academy for future generations.”

The project required reconstructing 1,100 linear feet of seawall along Farragut Field. The new seawall will provide relief against sea level rise through the year 2100.

Celebrating Cross-Company Collaboration
A/Z CORPORATION
By James Oliver
In yet another example of the unity found within The Cianbro Companies, team members from Cianbro and A/Z Corporation have been collaborating on several plant expansion projects throughout Massachusetts for a major energy provider. Among these projects is the expansion of a liquefied natural gas (LNG) plant in Eastern Massachusetts, which produces up to 50 million cubic feet of natural gas daily for nearby residential, commercial, and industrial areas. The cross-company efforts between Cianbro and A/Z were a significant factor in this project’s success, with team members from both firms working closely together at every stage of construction.
“Having in-house subject matter experts with robust experience in their respective disciplines allows Cianbro and A/Z to hand-select individuals who best meet the needs of the project and client,” said Lee McConnell, senior project manager.
The collaboration began during the request for proposal phase of the project when estimators and operations managers from Cianbro and A/Z came together to prepare the scope of work and budget needed to complete the LNG plant on schedule. From there, A/Z Design team members — led by Erin Wengell, senior associate architect — developed designs for the expanded plant and coordinated preconstruction efforts with the rest of the team. Construction of the plant facilities is underway, with operations and self-perform experts from both companies working as a unified team to ensure adherence to the highest quality standards.
Three new facilities are included in the project scope: a 7,680-square-foot control building, a 2,500-square-foot

maintenance building, and a 1,625-square-foot electrical building. The control and electrical buildings are concrete masonry unit facilities featuring fiberglass reinforced plastic wall paneling and suspended ceiling grids. The control building houses the plant’s main control room, office and conference areas, document storage library, and employee amenities, such as a break room with a kitchenette. The inside of the electrical building contains new equipment to modernize the plant’s electrical infrastructure; these installations include an exterior cable tray system, a service transformer, and a backup generator. The maintenance building is a pre-engineered metal structure with a mechanical workspace, pallet racks, tool cabinets, and other equipment.
With these new facilities, the LNG plant will benefit from improved redundancy, more reliable systems, and increased space to accommodate additional staff for facility control and management. The project, anticipated to be completed in 2025, is a measure of the effectiveness of our cross-company teamwork, paving the way for future collaboration opportunities.

Hospital Enhancements to Meet Evolving Healthcare Needs
A/Z CORPORATION
By James Oliver
Lawrence + Memorial Hospital (L+M), an affiliate of Yale New Haven Health (YNHH), provides medical services to approximately 250,000 individuals in Connecticut’s New London County, Rhode Island’s Washington County, and New York’s Fishers Island. To address the ever-changing healthcare landscape and continue providing quality care for its patients, the hospital planned a $60+ million expansion of its emergency department and robust upgrades to the electrical infrastructure. A/Z, which frequently partners with L+M for such high-level projects, was tasked with executing each stage of this multi-year project.
“A/Z has developed a strong team of experts in the healthcare construction industry. Most projects here have a phased approach, only allowing specific areas of the overall footprint to be completed at a time,” said Superintendent Alex Duczynski
The first phase of this program encompassed strengthening the hospital’s electrical service with modernized equipment. The existing emergency generators, which had exceeded

their service life, were dismantled and replaced with two 2,000 kW diesel generators. Two 13.2 kV primary service feeders were installed to feed back into the hospital. New 15 kV utility feeds were also terminated, tested, and energized to support the electrical infrastructure further.
Once the electrical upgrades were substantially complete, construction progressed on an addition to the emergency department building. The three-story expansion was constructed on a micropile foundation in front of the existing facility and features a new entrance, a lobby/ reception area, and vertical treatment rooms. Several treatment areas from the main building were relocated to take advantage of the increased space; these include the ultrasound and computed tomography suites and the radiology department.
The project team completed the electric upgrades and emergency department addition in 2024, allowing them to shift their focus toward the next phase of the program: renovating the original emergency department building. This will be executed in five stages through the end of 2026. In addition to this ongoing construction, A/Z has been awarded contracts for additional initiatives at L+M Hospital and other YNHH facilities throughout Connecticut.
Connecting Communities through the Ticonic Bridge
INFRASTRUCTURE
By Tom Senior
After more than 110 years of service, the Ticonic Bridge connecting Waterville and Winslow, Maine, is being replaced due to significant structural deterioration. The new bridge is designed to serve the community for the next century, enhancing downtown accessibility with 6-foot sidewalks for pedestrians and 5-foot shoulders for cyclists. Its modern crash-resistant rails, architectural lighting, and corrosionresistant materials ensure durability and safety.
The century-old bridge, which carries route 201 over the Kennebec River, was originally built as a steel truss bridge in the 1800s. A concrete deck arch bridge, consisting of a trolley line and a small roadway, was later built. During the Great Flood of 1936, the bridge sustained significant damage when a large ice chunk struck a pier. Repairs included widening the structure. As trolley use declined and vehicle traffic grew, the bridge was further widened in 1970 to meet increasing demand, a project that Cianbro was a part of.
More than 50 years later, the Maine Department of Transportation determined that a new bridge was necessary, as repairs could not fully restore its integrity or ensure the desired longevity. The new bridge is being replaced in two parts. Stage one includes the demolition of the 1970 bridge deck and reconstruction of the upstream half of the bridge. The second stage includes the demolition of the existing 1911 arch bridge and 1936 bridge deck, followed by the construction of the remaining downstream bridge.
The innovative use of overhead gantry cranes and a custom-designed truss system played a key role as the first half of the concrete bridge deck and steel girders were dismantled. This approach, developed by the Cianbro team, enabled efficient work and showcased the collaboration between the field team and in-house engineers in tackling a complex project. “Using gantry cranes to demolish the bridge was a smart solution that mitigated risk and made a challenging task safer for our team,” said Cliff Albert, assistant project superintendent.
By the end of 2024, the team had successfully completed phase one of the project. This included constructing a new concrete pier in the river and installing new abutments. Girders, measuring up to 150 feet long and weighing over 140,000 pounds each, support the new utilities and concrete bridge deck. To complete the bridge deck, the team placed approximately 600 yards of concrete.

Due to in-water work restrictions and extreme highwater flows in the Kennebec River, it was necessary to resequence the team's work during phase one. These conditions posed challenges for concrete demolition and containment in the riverbed. Planning was further complicated by the river’s steep banks, fluctuating water levels, and its role as a habitat for Atlantic salmon and Shortnose sturgeon, which made access to the work area difficult. Additionally, the presence of numerous utilities along the bridge required special measures for relocation while maintaining uninterrupted service.
As the new year began, the team moved the overhead gantry cranes from the north set of trusses to the south set. With the cranes safely picked, rotated, and swapped, phase two of construction began. A full bridge closure during the first half of 2025 allows for the demolition of the existing arch bridge and the construction of its replacement. Once complete, the team will remove the gantry components and move on to demolish the existing piers beneath the new bridge.
“This project has brought talent from across the company to create a powerhouse team,” said Cliff. The bridge remains on schedule for completion in spring 2027, marking an important step in keeping Waterville, Winslow, and nearby communities connected and accessible.

R. C. Stevens has been working with Danone in Jacksonville, Florida, on a multiphase renovation for their newly equipped beverage processing facility, remodeling nearly 50% of their existing plant. The project began in September 2023 and is estimated to be completed in spring 2025.
The renovation will support Danone, a leading global food and beverage company with over 55 production facilities in the world. By enhancing its Jacksonville plant, the company will improve their production process throughout the United States for various dairy and dairy-free beverage brands, such as Silk, Land O’Lakes, and International Delight.
An aerial view of one of Danone’s facilities in Jacksonville, Florida, where R. C. Stevens has been delivering a multiphase renovation for one of North America’s largest food and beverage companies.
R. C. Stevens constructed and remodeled approximately 100,000 square feet of the 115,000-square-foot plant. Along with taking the storage warehouse and turning it into a process line, additions such as a new breakroom, batch room, compressor room, and process room have been added to the building.
The current project has similarities to previous scopes of work completed by R. C. Stevens for Coca-Cola and T. G. Lee Dairy, which included building industrial freezer plants and processing plants.
During construction, the team self-performed a significant amount of the work, including concrete and demolition. When the existing boilers unexpectedly went down during construction, the team sprang into action, quickly making new tie-ins to ensure the plant remained operational with temporary boilers.
The team is on track to finish the project ahead of schedule despite additions to the original plans. Over 22 change requests/additions, such as a wastewater treatment plant and more interior work were added to the original scope.
In addition to producing delicious beverages, the new plant positively impacts the surrounding community by creating new job opportunities. Operating 24 hours a day, the facility offers employees flexible work schedules. Danone also secured a grant from the city to help beautify local neighborhoods and stimulate economic growth.

Supporting Success: CFCC’s Role in Project Advancement
FABRICATION & COATING
By the CFCC Team

Cianbro Fabrication & Coating Corporation (CFCC) supports The Cianbro Companies by pre-manufacturing steel components off site and delivering them ready for assembly. This streamlined process improves safety, efficiency, and quality control. The team services all parts of the organization and provides quality steel components that meet project needs.
With over 113,000 work hours in 2024, the team covered a variety of work, from miscellaneous steel handrails for the Sappi mill in Maine to temporary jacking steel for Pulaski Skyway in New Jersey. Two large projects included the WALK Bridge Replacement in Norwalk, Connecticut, and the Ticonic Bridge Replacement in Waterville/Winslow, Maine.
The team has successfully delivered temporary work trestles to facilitate bridge construction for the WALK Bridge Replacement project. These trestles are essential for providing laydown areas and supporting cranes and other heavy construction equipment, enabling work on the challenging, difficult-to-reach portions of the bridge directly from the water.
The temporary work trestles total over 2,900 tons of steel. The CFCC team coordinated and managed the fabrication process with three partner/fabricators to complete the trestles while self-performing 1,000 tons of steel and dedicating 19,000 work hours to ensure the project’s success.
Sydney King (left) and Brooke Johnson, both structural welders, work on steel that will be used for the one of the many projects the CFCC supports for The Cianbro Companies.
The Ticonic Bridge Replacement also required CFCC’s capabilities and assistance with innovative solutions. To dismantle the old bridge’s concrete deck and steel girders efficiently, overhead gantry cranes are being used. The team has also fabricated three massive 700-foot gantry crane trusses and accompanying support towers. These structures are designed to facilitate the crane's movement across the bridge. The scale of this undertaking is substantial, involving over 1,000 tons of steel and requiring approximately 23,000 work hours from the CFCC team.
The CFCC team also supported the power and energy team with a project in western Maine by furnishing 170 tons of steel. The team has completed over 4,000 fabrication hours, providing everything from anchor bolt templates to bus/tray support steel, equipment support structures, and other miscellaneous items.
These projects highlight CFCC's expertise in large-scale fabrication and reinforce its role as a key player across the organization. Their successful completion showcases acumen and the ability to deliver complex solutions. By setting a benchmark for future projects, CFCC continues to demonstrate its commitment to safety, quality, precision, and excellence in steel fabrication.

Constructing New Tank Farms For a Global Chemical Supplier
A/Z CORPORATION
By James Oliver
For over 150 years, BYK Additives & Instruments has been a leading international supplier of specialty chemical and additive products. The company operates a 65,000-squarefoot manufacturing facility in Wallingford, Connecticut, which also serves as BYK's North American headquarters. A/Z has collaborated with BYK on multiple projects throughout the years. After installing new emergency relief vents, A/Z was awarded two significant projects — the construction of an above-ground tank farm and an underground tank farm. As demand for chemical additives grows, these tank farms will greatly increase BYK's production capabilities and enable it to meet the rising demand.
This new above-ground tank farm features twenty 11,700-gallon tanks, increasing the capacity of BYK’s raw materials storage.
Because the facility remained operational during construction, “an extremely high level of coordination was required on both projects to allow for high-impact construction activities to continue without disrupting BYK's processes,” said Project Manager Joseph Manfredi The projects were executed consecutively, with work on the above-ground tank farm proceeding first. A/Z's design team developed the layout of the facility, which covers 4,700 square feet and features twenty 11,700-gallon raw material tanks containing Class IIIB combustible liquids. A new deck was designed and built to connect the tank farm's piping to BYK's production building and provide safe
access for tanker trucks. Once the design was finalized and approved, A/Z deployed its self-perform teams to demolish an existing shed and tank pad to prepare the site for construction. Existing underground utilities were relocated, and new ones were installed to support the tank farm. Twenty concrete bases were poured to support each tank. The farm is surrounded by a steel frame structure with ladders, catwalks, safety rails, a three-foot containment wall, and a partially removable roof. During construction, A/Z’s electrical team installed new electrical equipment needed to make the tank farm operational, while A/Z’s mechanical team was responsible for installing process pipes and pumps, as well as coordinating system start-up and commissioning.
As the above-ground tank farm neared completion, A/Z and BYK began building the underground tank farm. Six underground tanks, averaging close to 30,000 gallons within BYK's chemical processing plant, will further support the storage of raw materials and expand chemical production. This project required demolishing of a structural steel
Andi Vigue Honored in JA’s Maine Business Hall of Fame
On November 4, 2024, Andi Vigue, chairman and CEO of The Cianbro Companies, was inducted into Junior Achievement's Maine Business Hall of Fame at their annual celebration. More than 400 business owners and professionals from across Maine gathered to honor influential leaders and highlight the importance of empowering students for future economic success.

canopy, installing a structural earth retention system, and relocating a spill containment catch tank. The storage tanks and their associated pumps, pipes, and instrumentation were installed afterward. Once the tanks were in position, a new canopy was constructed over the tank farm, and a pipe bridge was built across the active courtyard.
“The Underground Tank Farm project has been both interesting and challenging,” said Senior Project Manager Colin Chan. “Thanks to an excellent client, outstanding trade partners, and dedicated A/Z team members, it has been incredibly rewarding to see our planned work come together smoothly, on schedule, and within budget.”
The above-ground tank farm was completed in May 2024, while construction on the underground tank farm is planned for a spring 2025 completion. With both farms in operation, BYK will enjoy expanded storage capacity at its Wallingford facilities and match its supply with the increased demand for chemical additives.

Junior Achievement (JA) of Maine is a nonprofit organization that inspires and prepares young people for success. JA's Maine Business Hall of Fame recognizes individuals who have made a lasting impact on both our economy and our communities. Andi was one of two honorees recognized at the celebration.
“I wake up each morning thinking about the 3,500 people I work for and what my focus needs to be to support them in their efforts moving forward,” said Andi. “It takes a true team to successfully overcome all that is dealt our way. Being diverse and able to leverage each other’s strengths is fundamental to our success.”

The Peter G Dedication
Successful leaders are like workboats — they lend a guiding hand while supporting the organization as it moves in a strategic direction. That’s why the newest workboat to join the Cianbro fleet in 2024 was named Peter G.
Peter G. Vigue, honorary director and chair emeritus, and former chairman and CEO, dedicated his career to building, leading, and guiding The Cianbro Companies. The Peter G serves as a working example of Cianbro’s approach to leadership through personal power: guiding, supporting, and catalyzing success.
The companies’ most successful leaders, including Peter, rely on their personal power, not positional power, to guide their actions. Positional power comes from a title, while personal power is earned through respect and setting an example. Personal power is many things: how you treat others, show that you care, develop perspective, build relationships, and gain insight.
The Peter G was dedicated on June 17, 2024, at the Tidal Basin in Washington, D.C., and will stand as a testament to its namesake for many years to come, guiding a hand while supporting the organization as it moves forward.

North Hero Grand Isle Bridge Replacement | Cianbro
ABC for New Hampshire/Vermont presented the team with an Excellence in Construction award for the North Hero Grand Isle Bridge Replacement project in Vermont. The historic double-leaf bascule bridge is the only vehicular movable bridge in Vermont. It was replaced on a new foundation with a similar aesthetic and the same draw width as the existing bridge built in 1953. Throughout the construction project, planning was an essential tool to ensure the bridge was completed on time. With time of year restrictions, boating season, and difficult winter conditions, the construction planning and startup of the new bridge needed to be in lockstep.
After winning at the regional level, the project moved forward to compete nationally and earned ABC National’s Excellence in Construction Eagle Award in the Infrastructure: Heavy category.

Team members Mike Mantoni (left), Marc Caldwell (center), and John Ciolfi (right) were present to receive the Excellence in Construction award from ABC New Hampshire/Vermont for the North Hero Grand Isle Bridge. Also present, but not pictured, were Amanda McDermott, Will Traver, and Alan Fisher.

Cianbro and A/Z team members attended the ABC Massachusetts awards ceremony where both companies were recognized with project honors.

This project was executed during the height of the COVID-19 pandemic, and the project team was recognized for their ingenuity and collaboration to overcome supply chain disruptions and maintain pandemic-era safety practices.
Replacement of Wash Tanks 1 & 2 | Cianbro
The ABC Massachusetts and ABC Connecticut chapters recognized the team during their annual award ceremonies for the Replacement of Wash Tanks 1 and 2 project for our client Eastman Chemical. The Massachusetts chapter presented the team with an Excellence in Construction Eagle Award while the Connecticut chapter presented an Award of Merit. The awards for outstanding field personnel on the project went to Katherine Baker and Jonathan Correia.
The project involved replacing two wash tanks within the primary chemical processing area of Eastman’s facility in central Massachusetts. The scope of work included coordinating construction schedules for all involved contractors and removing existing infrastructure, as well as installing new vessels, agitation equipment, monorails, access platforms, and roofing. The team cut approximately two weeks from the planned outage by preassembling the new vessels and agitators, which helped ensure minimal disruption to Eastman’s operations.
HMD Turnaround | Starcon
At the ABC Greater Houston chapter’s annual Excellence in Construction Awards Gala, Starcon’s team at Invista in Victoria, Texas, received two awards for their performance on the HMD Turnaround project. The first honor received was the Best in Class Excellence In Construction Award in the turnarounds and shutdowns category. The night was capped off with the most prestigious award presented to Starcon — the Best of Houston Award. This award recognizes the best overall project out of all competition categories.

Our team is playing a key role in the rehabilitation of the seawalls around the Tidal Basin and along the Potomac River through West Potomac Park in Washington, D.C., for the National Park Service. The rehabilitation will ensure some of the nation's memorials and Japanese flowering cherry trees are protected from failing infrastructure and rising sea levels.
