As we embark on a new year, reflecting on 2023 fills us with immense pride as we recognize the collective strength of our team and the achievements we have accomplished together. We each bring a unique set of skills and experiences to our daily work. Collectively — working as one team — we overcome obstacles, tackle challenges, and achieve great things.

Within the pages of this Chatter, you will see and feel the theme of collaboration throughout various projects where teams from across The Cianbro Companies have come together to provide the utmost level of service. From Maine to Florida and in between, our projects span far and wide. Whether working at the Portsmouth Naval Shipyard in Kittery, Maine,

Who We Are

Incorporated in 1949, Cianbro is one of the United States’ largest 100% employee-owned construction companies. The company has grown over the last 75 years to be The Cianbro Companies, comprised of five brands that include Cianbro, Starcon, A/Z Corporation, R. C. Stevens, and Total Specialty Services (TSS).

Our company is successful because we have always embraced the notion that “no one in this room is smarter than all of us.” We thrive when we embrace a wide range of perspectives, backgrounds, and talents. It’s important that we understand the task at hand, ask questions, and focus on how we may improve.

The company has never been stronger. Looking ahead, the opportunities before us are tremendous. Our backlog is strong and new prospects await us. We have a lot to be grateful for.

Starcon Celebrates Four Decades of Continued Growth

In 2023, Starcon marked 40 years of successful operations. The company began in March of 1983 with just five team members in Hobart, Indiana. In 2010, Starcon joined The Cianbro Companies expanding the company's presence and capabilities across the United States. Starcon now employs over a thousand employee-owners who remain just as committed as the day the company began. Originally performing work in the Chicago, Illinois, area, the company has grown over time to include a national presence. Today, the company’s portfolio includes turnarounds, maintenance, capital construction, and specialty services in the oil/gas refining, chemical/ petrochemical, natural gas processing, industrial manufacturing, and food/agricultural industries.

Early in 2023, Starcon welcomed Mark Parsons as the company’s new president, bringing over 30 years of experience in the construction and maintenance industry. His skills, industry connections, and one-team approach aligns well with Starcon. With a fresh perspective, the company aims to enter a new era of innovation, client satisfaction, and industry leadership. The focus on the following strategic objectives will help guide the company into the future:

Although the team has just begun to focus on these objectives with a new leader, the company has already started to make strategic investments aimed at improving client services. Starcon is thrilled to announce the expansion

of its service offerings to include comprehensive industrial instrumentation and electrical (I&E) solutions. This strategic move is a testament to the company’s commitment to meeting the evolving needs of clients and providing them with end-to-end solutions. “We are excited to offer our clients a complete range of services with the addition of instrumentation and electrical solutions,” said Mark. “This strategic expansion allows us to better serve our clients’ needs and provide them with comprehensive solutions for their most complex challenges.”

Additionally, Starcon has recently completed the renovation of its office building in New Lenox, Illinois, along with expanding the fabrication and warehouse areas. With the increase of space in New Lenox, coupled with a new fabrication facility in Baytown, Texas, the team can cater to a wider range of fabrication needs to support its projects. The team of highly skilled fabricators bring a wealth of expertise to every project, ensuring superior craftsmanship and attention to detail.

Thanks to the uncompromising dedication of its team members, Starcon continues to take strides forward and is nationally recognized by clients for providing best-in-class services. We will continue to proactively align our services with emerging markets, industry trends, and client needs. This approach, combined with the dedication of our team, will carry the company into the next 40 years.

One of Ken's last jobsite visits was in 2022 when he met Pete Vigue, chair of The Cianbro Companies, at the Veranda Street Bridge Replacement project to watch the team move the new bridge into place using self-propelled modular transporters. Ken reflected that his brothers would have appreciated witnessing the remarkable growth and progress of the company they initiated 75 years ago.

In Memory of Kenneth Cianchette

One of the key elements that makes Cianbro so successful is the diversity of its people. One only needs to reflect on the company pioneers to understand and appreciate that it is the differences in people that create great strength when working together. The four brothers that founded this company were as diverse as it gets. Carl, known for his entrepreneurship, ‘Bud’, the consummate businessman, ‘Chuck’, always the people person, and ‘Ken’, the innovator. It was the differences between the brothers that crafted the rock-hard foundation that Cianbro was built upon that still stands strong today.

While all his brothers predeceased him, Cianbro lost the final member of its founding generation with the passing of Kenneth Cianchette on February 7, 2023. Ken’s legacy has left an indelible mark on our company. His deep and reflective thinking, his innovative and inventive mind, and his genuine compassion for people, have set the foundation for values at Cianbro for generations to follow.

Ken’s long and accomplished biography began on September 28, 1924, in Pittsfield, Maine, when he was born to Ralph and Edna Cianchette, the fourth of their seven children. Ken’s father, Ralph, immigrated to the United States from Italy in 1906 in search of a better life, finally settling in Pittsfield, Maine, and beginning a career in construction.

Ken loved antique airplanes and flying. In the 1970’s, he built a replica of the Fokker DR-1 that was similar to the plane of the flying ace of World War I, the Red Baron. Ken flew the plane doing aerial acrobatics at the Owls Head Transportation Museum where he became known as Maine’s “Red Baron”.

Ken attended Maine Central Institute and graduated at the age of 17 with the class of 1942. The Monday after he graduated, he reported to work for his dad building bridges, beginning at the Wesserunsett Bridge in Skowhegan, Maine. At 18, he was drafted into the Army where it is reported he was tested and rated as a mechanical genius. Kenneth

worked as a radio mechanic while serving his nation and returned home in 1946. Remarkably, each of the six Cianchette brothers dedicated time to serving their country, with five serving during the second World War and one during the Korean War.

Immediately upon his return to Pittsfield, Ken went to work with his brother Carl who had begun his own company as a construction contractor using a loan that Ken had given him from money earned in the war. The Carl E. Cianchette Contractor company was formed. Their brother, Bud, joined them in October of that year. After Christmas of 1946, Ken and Bud went to Florida where they began working as laborers lugging heavy bags of cement and steel reinforcing bars for a project. This required carrying these heavy loads through the warehouse to a barge outside. This didn’t seem efficient to them. Using their ingenuity, they set up an elevated chute from a warehouse window that allowed them to slide the bags out from the window directly onto the barge, a simple example of working smarter, not harder.

Among the many passions in his life and work, perhaps Ken’s greatest joy was flying — which he enjoyed into his nineties. Taking advantage of the post-war GI bill, which funded education for veterans, Ken took six weeks of lessons in 1947 to become a private pilot. Stories abound from Ken’s illustrious life of his skills and escapades with flying machines. Construction of the replica Fokker triplane, which he flew for decades at the Owls Head Transportation Museum, is one of Ken’s many notable achievements.

On August 24, 1949, Ken married Evelene “Evie” Lancaster. Evie’s outgoing and social demeanor were the perfect contrast to Ken’s quiet and soft-spoken personality. The two were married on a Wednesday so that Kenneth could return to work up north. Together they built their first home in Pittsfield and raised five children.

Ready for a change from road construction, and looking to expand his building expertise, in 1953, Ken decided to leave Cianchette Bros., Inc. to form his own company, Ken Cianchette, Inc., which concentrated on sewer and water projects, along with buildings and bridges.

Ken was always trying to think up ways of doing things easier. He would tell you he did this because he didn’t want to work any harder than he had to. His ingenuity, combined with his hands-on labor experiences, led him to invent and patent two tools to make work in the construction industry easier. In 1955, Ken invented the Chinbro Beam Clamp and Chinbro Pipe Grab, making setting steel and placing pipe more efficient. This resulted in the formation of Chinbro Manufacturing, Corp. These inventions are still used worldwide in construction today. Ken’s grandson, Michael Cianchette, said his grandfather would like to be remembered for “leaving things better and finding ways to do things smarter.”

In 1961, when Ken’s company and the Cianchette Bros., Inc. had a mutual interest in the Kenduskeag Stream Project in Bangor, Maine, it only made sense for Ken to return to work with his brothers. Always ahead of his time, Ken found an innovative way to control the water with a flood dam and a flood tide-gate structure, allowing workers to stay dry regardless of the flow in the stream. Bud credited Ken with the success of that project. “He did all kinds of smart things that made a difference.”

Ken's innovative thinking and his genuine compassion for people, will serve as a guiding influence for generations to come.

In 1970, the Cianchette Bros., Inc. became Cianbro Corporation. Nine years later, the brothers decided to create a plan to transfer ownership of the company to the team members over time. Kenneth’s experiences growing up with little, combined with seeing team members retire only to return to work to make ends meet, inspired his desire for Cianbro to participate in a meaningful retirement plan. The people that worked so hard, making the company successful through their efforts, deserved to be able to have a comfortable retirement and share in the success of the company.

Having lived a remarkable and meaningful life, Ken passed away peacefully in his sleep at the age of 98 on February 7th, 2023. Ken was predeceased by his wife Evie of 48 years in 1997, his sister Marilyn Pelletier, and his brothers Clair, Carl, Norris, Ival (Bud), and Alton (Chuck). He is survived by his five children Eric, Jane, Jon, Ann, and Jean, as well as several grandchildren, nieces, nephews, and other family members.

In Ken’s words, “You build a strong team and then it’s the team that takes over and then once it gets going, there’s hardly any way to stop it. It just keeps growing.” While we will always miss Kenneth, it is our collective obligation — as a company — to make sure that we continue to build a strong and diverse team to perpetuate the great legacy of Ken and his brothers.

Three Females Forge New Paths in Fabrication

Cianbro Fabrication and Coating (CFCC) has been very busy with numerous projects both large and small. The team, comprised of just 55 team members, exceeded 115,000 work hours in 2023. Our future growth is contingent upon our ability to attract talent to the organization. We must continue to diversify our recruiting efforts and invest in the development of our current team.

An example of the success we have seen has been the addition of three talented fabricators. “Emily, Rheanna, and Brooke are definitely a great addition to our company,” remarks Craig Chambers, shop superintendent. “Their continuous hard work and the dedication that they show will lead them to more success within the company.”

Emily Emery, with 6 years of service, has paved the way for other talented females to follow. Emily started welding in high school and then went on to Washington County Community College in Calais, Maine, to learn structural and pipe welding. She demonstrates outstanding fabrication quality and an exemplary work ethic that rivals any fabricator on the floor. “My favorite part of this job is the opportunities I get to grow and learn more about the trade,” shares Emily. “I love seeing a print, starting with nothing, then getting to be a part of building it and seeing the completed job.” In addition to being a skilled welder/ fabricator, she has learned the operation of our CNC equipment, front end loader, and is currently working with the estimating department to increase her knowledge base in the overall operation. Emily is a great example of how quality work and a positive attitude can open the door to new opportunities.

Rheanna Lawn joined CFCC in March 2023. After graduating high school, Rheanna was interested in a oneyear certification program and found welding technology at Kennebec Valley Community College in Fairfield, Maine. A big hurdle for Rheanna was getting over her initial fear of trying something new. “Being a little bit scared about starting something new just means you care, and that is

a great start! I remember shaking out of pure fear when stepping into a welding booth and dropping my hood for the first time. But if I didn’t push through the fear and get past that first time, there would never be a hundredth time.” Rheanna aspires to be an engineer and is currently enrolled in a pre-engineering program utilizing the company's tuition reimbursement program.

Finally, Brooke Johnson, who started in June, came to Cianbro through a welding technology program offered through Somerset Career & Technical Center at her high school in Maine. “In my senior year, I started going to the test shop every other day for a class and was able to get my certification to start working at the fabrication shop as a structural welder,” said Brooke. “At first I was a little scared to be coming into a workplace that is stereotyped as only men can do this kind of work, but I wouldn’t change it for the world. Any woman that wants to come into this field, I say, go for it. It’s a great opportunity.” The team is excited to see Brooke cultivate new, applicable skills to grow her career.

Emily Emery, a welder at Cianbro Fabrication and Coating Corporation (CFCC), has built upon her structural and pipe welding skills since joining the team six years ago.

CFCC is proud and thankful for the career paths these young women have chosen. We look forward to what the future holds for each of them. We are also hopeful that these stories are an encouragement to others to step out and try something you did not think was possible. “Having a diversified workforce enriches the work environment. This has been a consistent objective at CFCC in recent years. Identifying talent to join our team is a crucial element for our future success. Having team members who aspire to grow and diversify their skills and competencies fits our culture perfectly. Success will favor those equipped with a diverse team — it’s with the team members that the work thrives,” states Mark McLean, CFCC’s director.

Our 2023 summer interns represented 20 different colleges and a variety of majors. 35 interns fulfilled positions across The Cianbro Companies.

2023 Summer Internship Program

CIANBRO INSTITUTE

During the summer of 2023, we welcomed 35 interns from 20 different colleges to The Cianbro Companies. Within this group, ten were returning participants, and for the first time, we had interns fulfilling positions at A/Z Corporation and R. C. Stevens. A variety of majors were represented, including project management, public relations, environmental studies, business, engineering, and more.

In May, our first-time interns gathered at the Cianbro Institute in Pittsfield, Maine, for a two-day kickoff. On day one, there was a new hire orientation, followed by a discussion panel featuring four current team members, all of whom began their careers as interns. The floor was open for the new participants to ask any questions they might have regarding their positions and what the future holds for them within the company. On day two, the students split into groups and participated in hands-on experiences with our instructors in trades such as rigging, construction math, millwright/laser alignment, and carpentry/forms.

At the end of the summer, the interns returned to Pittsfield to present about their summer work experiences through a 10-minute presentation. They shared with

the group what they learned, obstacles they faced, and challenges they overcame. This opportunity allowed each individual to gain insight into each other’s accomplishments during the summer.

A few interns shared why they chose Cianbro and what they learned from their experience:

Mason Violette “I chose to stay and continue working for Cianbro part time during the school year because it complements well with my inclass work and schedule. Studying project management at nearby Thomas College has allowed me to learn and continue to grow within the construction industry. Having the ability to translate this to on site experience has been great. I have enjoyed the challenges and the people I have become accustomed to here at Ticonic and look forward to the new challenges we face within this project as I complete my final year in school.”

Emma Ardell “At first, I chose Cianbro because of its emphasis on being a 100% employee-owned company. It caught my eye as they are for their team members and value their time and purposes. After my internship and the extensive knowledge and responsibilities entrusted, I knew it was the right fit to return the following summer. Last summer, I had the opportunity to lead a project that would make an existing process more efficient for those out in the field and the office. Working alongside knowledgeable individuals pushed me outside my comfort zone, and I learned more from them than from working individually. I created a cost-benefit analysis for a solution to save team members valuable time and money. All in all, the reason I stayed with Cianbro is the people. The vast quality of team members in this company is immeasurable. As an intern, everyone was open to questions and self-development about why they enjoyed their time at Cianbro. It’s a pleasant and relaxed environment that fosters the importance of the culture at your place of work. It aligns with why their motto is “People. Pride. Progress.”

Patrick Verrill “I began working part time at Cianbro Fabrication and Coating in May of 2022, after my freshman year of college. I worked there all through the summer and during my sophomore year. I was asked to return and be a part of the internship program for the summer of 2023. I chose to return because Cianbro is a company that truly does practice what they preach. I have listened to the company’s CEO [Andi Vigue] talk about the importance of safety and caring about those that you work with. I see those same concepts exercised by the people that I work with on a daily basis. It makes it much easier to accomplish goals as a team when those you are working with care about what they do.

For Tall Ship Providence Foundation (TSPF), Cianbro constructed a visitor’s center plus a permanent berth for the Providence — a replica of the first ship authorized to serve in the Continental Navy.

Prior Experience Secures New Opportunity

INFRASTRUCTURE MARKET

In early 2021, Cianbro’s work at The Wharf in Washington, D.C., drew the attention of the Tall Ship Providence Foundation (TSPF). Impressed, TSPF approached Cianbro with a new project: constructing a permanent berth for the Providence, a replica of the 18th-century ship that was one of the first to be authorized by the Continental Congress to form the Continental Navy. The project was also important to Senator John Warner, a former Secretary of the Navy and second longest-serving senator in Virginia’s history, who was actively involved in its planning and design.

The berth, located in Alexandria, Virginia, would not only become an area attraction for visitors to gain insight into life aboard the Providence, but would also be part of an effort to bring every fourth-grade student in the Commonwealth of Virginia to the historical waterfront while they were studying American History.

In 2022, with the help of a donation from Ingalls Shipbuilding, a 135-year-old Virginia-based ship builder, TSPF secured the funding needed to proceed with the project. The work included constructing a visitor’s center that consists of two buildings built on an elevated decking system. The center sits on a series of nine sectional barges that are mechanically connected and stabilized by ballasting and steel stiffening elements. The two buildings of the visitor’s center include an education center, naval history theater, observation deck, and gift shop.

The Cianbro team constructed much of the floating building at the Morgan’s Wharf bulkhead, a deep-water facility in Baltimore, Maryland, owned by the company. The structures were then barge towed down the Chesapeake Bay and up the Potomac River to Alexandria, Virginia. Once the structures were in their final location, five pipe piles were installed to hold the structures in place. For access, a gangway was fixed to the barge and extended to a timber landing built adjacent to the waterfront.

The project site in Virginia was situated at Waterfront Park in Old Town Alexandria, an area renowned for its restaurants, parks, historic attractions, and businesses. The logistical challenges of constructing a project near a busy

city park presented challenges in terms of available space for materials, equipment, and workspace. Through the utilization of innovative methods like off-site construction, the team successfully tackled these logistical hurdles while mitigating disruptions to the park and the surrounding area.

During construction, TSPF requested the addition of a tent to be used for events hosted on the barge with the “tie down” of the tent to be nearly untraceable. The team worked with a large tent vendor to develop a solution that included welding elevated stilts to the barges under the composite decking. The stilts are nearly undetectable to the naked eye when not in use. The visitor's center successfully held its first event with the tent, praising the team for their innovative and effective solution that met their requirements seamlessly.

In June of 2023, the visitor’s center, named the Senator John Warner Maritime Heritage Center, opened to the public.

Charting New Waters for One of the Navy’s Largest Projects

INFRASTRUCTURE MARKET

In the coastal town of Kittery, Maine, the Portsmouth Naval Shipyard was established in 1800 on Seavey Island. The shipyard employs a civilian workforce of top-tier professionals to safely overhaul, repair, and modernize the U.S. Navy’s nuclear-powered attack submarine fleet, specifically Los Angeles and Virginia-class submarines.

In the summer of 2021, 381 Constructors — a joint venture between Cianbro, The Industrial Company, and The Middlesex Corporation — was awarded the Multi-Mission Dry Dock #1 project (P381). The project is part of the Navy’s Shipyard Infrastructure Optimization Program and will expand and reconfigure the shipyard’s Dry Dock #1 area with a two-bay addition.

A portion of this project includes the construction of 27 concrete monoliths. The joint venture team decided to take advantage of Cianbro’s modular facility in Brewer, Maine, to construct the approximately 3,700-ton structures. Due to the lack of space around the shipyard in Kittery, the 41-acre facility in Brewer provided an expansive and adequate area for the construction. In addition, the facility includes deepwater access which was needed to load the structures and move them to the shipyard.

Since the project started, the P381 team has been hard at work advancing this unique and challenging project. The team is working towards a completion date of June 1, 2028. Work includes having the new Dry Dock #1 North and Dry Dock #1 West fully functional and turned over to the client, as well as completing construction of the new utility enclosure, new pump station, utility upgrades around the facility, and upgrades to Berth 11 and Berth 1.

The team of almost 500 team members, working at the Brewer and Kittery project sites, successfully completed the installation of 38, 7-foot-6-inch diameter drilled shafts, underwater removal of approximately 4,300 cubic yards of ledge rock, the installation of approximately 1,100 linear feet of secant/tangent pile walls, demolition of existing king pile and shutter panel berth walls, installation of new utilities, and the off site construction of 12 out of 27 concrete monolith structures, each weighing approximately 3,700 tons.

Putting this unique work in place has not been without its challenges. The project team and project stakeholders have come together to deploy many innovative approaches to remove obstacles. From custom-designed temporary structures that facilitate drilled shaft installation, to solutions

that allow construction work to continue directly adjacent to critical active facility structures, to custom buoyancy systems that allow approximately 3,700ton concrete structures to be set in the water and floated around, there has been no challenge that the team has not been able to collectively put their minds together and overcome. The project team has also deployed innovative technologies, such as utilizing personnel sensors on equipment to alert operators of proximity and utilizing castin-concrete sensor technology to monitor the thermal and strength properties of the concrete.

The team has not only collaborated effectively on this project but has also dedicated their time beyond work hours to support the local community through fundraising and volunteering efforts. Their contributions have made a positive impact for organizations such as Girls at Work, Inc., Habitat for Humanity, Toys for Tots, New Hampshire SPCA (Society for the Prevention of Cruelty to Animals), and multiple food cupboards.

The team is proud of the work that has been put in place and excited to continue towards the completion of this nationally significant project. It is one of the largest and most technically complex infrastructure projects the Navy has undertaken in years!

Inspiring Future Trade Professionals

CIANBRO INSTITUTE

The growth and development of our team is important to sustaining the company’s continued success. While it is essential to foster paths to fulfilling, long-term careers for our team, it is also important to share with the younger generation about the abundant possibilities a career in construction can offer. For numerous years, our collaboration with Jobs for Maine’s Graduates (JMG) has allowed high school students to gain firsthand insights into the trades. We have enhanced this partnership to create even greater opportunities for aspiring students.

In January 2023, the Cianbro Institute welcomed twenty students from Nokomis Regional High School in Newport, Maine, to our facility in Pittsfield. Over the course of eight weeks, instructors delivered hands-on trade development. Various craft professions were explored including electrical, millwright, pipefitting, engineering, construction management, and construction safety. Additionally, participants gained valuable experience with various tools and equipment in our simulated work environment, replicating real-world conditions such as rigging, crane operations, and power transmission and distribution.

To wrap up the program, students completed mock interviews with the human resources team. “The opportunity Cianbro gave us in JMG was great,” shared JJ, a Nokomis student. “It allows high school students to figure out what

they want to do in the future. I was able to see many more options, whether that’s being a lineman, pipefitter, or welder. My favorite part was lineman day and going up in the bucket. I believe that more companies should do this, just like Cianbro has done for us.”

In September, an even bigger group of students was identified by JMG to start another eight-week program. Forty students from five different area high schools including Maine Central Institute, Somerset County Technical Center, Overman Academy, Dexter Regional High School, and Nokomis Regional High, were welcomed by our instructors. “It is always a great experience working with JMG. They chose forty students who were interested in the trades. We got to work with them showing them the skills and benefits of the trades,” said Moe Gould, craft development manager. “It is a pleasure to work with these young adults, to see them engaged in activities, asking questions, and learning about being a craft professional.”

This initiative not only provided students with exposure to the construction industry but also afforded Cianbro a unique opportunity to establish meaningful connections with the younger generation, potentially sparking inspiration for future careers as a trade professional. Through hands-on experiences and mentorship, we aim to cultivate a passion for the trades, contributing to a pipeline of skilled professionals and a brighter future for both the students and our industry as a whole.

New England Power Grid Stability Project Underway

POWER & ENERGY MARKET

In June of 2023, Cianbro embarked on a project in Ellsworth, Maine, that would help with the future stability of the power grid in Down East, Maine. A 2021 ISO-New England study found certain situations, like the addition of renewable energy, could cause voltage irregularity within the Down East loop electrical system, which extends from the Bangor area to Epping. The solution to help regulate voltage in such scenarios, is a new synchronous condenser. Cianbro was awarded two separate contracts from two clients, Versant Power and WEG Industries, for this project.

The team involved with securing the project included resources from both Cianbro’s Industrial & Manufacturing team and Power & Energy estimating teams, as the work was considered non-traditional substation construction with the complex rigging of the condenser unit and associated motor alignments and pump assembly. Once awarded the project, the team began assisting with the coordination of design and procurement. Superintendent Shawn M. Bickford was assigned overall site management of the project while General Foreman Patti Brann was assigned the electrical lead for the yard, control house, and condenser building electrical dress-out. Cianbro partnered with Ranger Contracting, a familiar team, to complete the site development of the substation expansion, as well as the foundation construction for the 115kV yard, reactors, transformer, and synchronous condenser building.

The project was separated into three primary additions, which included a new ring to the existing energized 115kV bus, 115kV reactor bay, and the installation for the 60 MVAR synchronous condenser and associated 115/34.5kV transformer. The condenser arrived in January from Brazil and is being stored until ready for installation. The condenser unit weighs approximately 100 tons and will be installed via gantry system once the building is erected and weathertight.

The project site’s geographical location created a few issues that were acknowledged early in the project. A combination of the existing ledge profile at varying elevations, along with the unsuitable subgrade marine clay, posed immediate complications to design. The project continues to work with the design teams to provide information for quick resolution and design alternatives to combat the existing conditions.

and a reduction in potential impacts to environmental resources, as the original design required a cast-in-place concrete wall. This has proved to be a successful alternative since the permitted limits of disturbance were very close to protected wetlands. The team believed this method to be a lower risk of any disturbance should concrete be cast in place in such proximity to those wetlands.

There have been five design firms involved with the complete design of this yard that have issued IFC (Issued for Construction) drawings. The most schedule-invasive portion of this project has been the coordination of design. The team acknowledged the need for additional design review to ensure all designs were incorporated correctly. Coordination and accurate communication on this project have been key and will continue to drive the success of the project through completion.

Cianbro and Ranger crews will be working steadily through the winter to complete the below and above grade construction and are targeting late spring 2024 to hand the facility back over to Versant and WEG for final commissioning. This will be Cianbro’s second synchronous condenser project at completion. We look forward to continuing this work as the demand in the renewable industry continues to grow.

A Historic Port Accommodates New Water Vessels

Situated in Newport News, Virginia, Fort Eustis was established in 1918 as a component of the U.S. military expansion during World War I. It gained the status of a permanent base in 1923. The fort was named in honor of Brigadier General Abraham Eustis, the great-greatgreat grandfather of long-time Cianbro team member, Rich Eustis Beliveau. Throughout its history, Fort Eustis has served multiple purposes. Presently, it serves all branches of the military, with a specialization in transportation.

To accommodate a new class of Army watercraft, the Third Port Improvement project provides three new pile-founded concrete finger piers to accommodate up to five new vessels (Maneuver Support Vessel Light - MSV(L)). In January of 2023, the Cianbro team mobilized to the site and demolished three existing

wooden piers and dredged 3,700 cubic yards of material. The deteriorated bulkhead that spans from piers 8 to 14, was replaced with approximately 600 linear feet of new sheet pile, a new concrete bulkhead cap, and a stern ramp. The new concrete piers and stern ramp are supported by 131 precast concrete piles. Nearly half of the piles were installed on a batter (angled pile). To support the pile during the installation process, the team utilized a 40-foot, two-tier A-frame template.

In the fall of 2023, over 100 plumb and battered piles were installed to support the three new piers. The carpentry crews followed behind the pile driving to push the construction of the concrete deck on pier 8 and dolphin piers for piers 9 and 10. Additionally, the utility services were updated to support the requirements of the new vessels. Cianbro completed the cast-in-place utility trench and our subcontractors installed new utilities including water services, sanitary sewer lines, bilge lines, electrical distribution lines, and transformers to provide shore power to the new vessels.

Pier 10 consists of four octagonal dolphin piers each supported by five concrete pile. The first two dolphin piers have been stripped of formwork and the last two are still in the curing period after the last concrete placement. Fenders, bollards, and aluminum gangways will be installed at each.

One of the biggest challenges faced on the project was driving the concrete battered pile. With lengths of battered pile ranging from 114 to 118 feet, it proved to be challenging in every aspect of the job, from the template designs to the actual driving itself. Despite the challenge, the team worked through every obstacle encountered as efficiently and diligently as possible, gaining knowledge and lessons learned that will benefit future projects.

In anticipation of a May 2024 completion date, the team is completing work on a new 1,000-foot mooring field pipe and sheet pile wall along the northern edge of the current maintenance dredging prism. The installation will allow for the remaining 4,100 cubic yards of material to be dredged in the spring. Additionally, the team will complete the installation of 15 wave screen panels on pier 8 as well as the remaining marine improvements and utility work.

While dredging the new pier area, an unexpected discovery was made. The team uncovered a Gatling gun, a rapid-fire, multiple-barrel firearm invented in 1861 by Richard Jordan Gatling. In response, the project team promptly initiated a safety stand down. The Explosive Ordnance Disposal squad on the base investigated the gun using X-ray technology to ensure its safety.

Synergy Drives Success in Capital Expansion

A/Z CORPORATION

Nitto Avecia is a leading manufacturer of oligonucleotide therapeutics and the first contract manufacturing organization (CMO) to serve this market. They develop groundbreaking therapies that will lead to the creation of healthcare products that could change the world. Oligonucleotides are synthesized short DNA or RNA molecules crucial for delivering medicinal substances to a defined targeted application. Oligonucleotides and mRNA technology have proven to be highly effective in commercial therapies and have created a demand for increased production. Since 2016, A/Z Corporation has built a strong relationship with Nitto Avecia, and they engaged us to expand their Milford, Massachusetts, facility to support a M5 volume capacity.

The America M5 project provides Nitto Avecia with a new, higher-capacity cGMP manufacturing facility. The expansion included a 98,225-square-foot addition to an existing Nitto Avecia Large Scale Process Development/R&D facility. The project consisted of several phases: significant site work, core and shell, clean classified space, and process equipment

fit out to support manufacturing. The site work involved: utility upgrades (including gas lines and meters), electrical power (including transformer and generator), water and sewer lines, stormwater management, and a challenging volume of rock removal. The facility also included a new 72,800-square-foot, two-story manufacturing space, of which 55,377 square feet is classified as a cGMP manufacturing area. The new facility is married to the existing building with a 17,425-square-foot connector consisting of a 6,975-square-foot high-bay warehouse area and a 10,450-square-foot two-story office area.

Success in achieving the project objectives was no small feat; thus, there was no shortage of challenges. “Faced with major challenges, coupled with the added complexities brought by COVID-19, our exceptional team showcased unwavering dedication and remarkable brilliance,” stated Stephen Fruscillo, senior project manager. “The commitment to excellence on this challenging project is truly commendable.”

From an expedited schedule and a dynamic design addressing innovative aspects of both regulatory cGMP compliance and solvent code requirements, to predetermined budget limitations and post-COVID material and labor shortages — all served as a backdrop to the collaborative design-build approach. The team turned these challenges into opportunities, including considerable peer review and in-field coordination, approval during construction to tackle the future Phase 2 in parallel with Phase 1, and ultimately completing the project within schedule and budget.

A blend of work and play became the cornerstone of the team’s success. Embracing team activities as a “best practice” not only fostered camaraderie, but also propelled them to outperform client expectations. Their example shows that when a team is unified, they can achieve remarkable results! “Our team contributed relentless solutions to a gauntlet of challenges in delivering project objectives,” said A/Z Vice President Kevin Chronley. “Their efforts on and off site are evident in the newly expanded, groundbreaking manufacturing facility, and I would like to extend my sincere thanks to all who contributed to the success of this project.”

Service and Improvements Deliver Value to Team

A commitment to innovation helps propel The Cianbro Companies forward. This principle drives Cianbro Equipment and Logistics to continuously seek ways to enhance the value we bring to our construction operations. Recent innovations include advancements in technology, sustainability practices, and consistent messaging.

Over the past few years, the team has installed telematics devices in fleet vehicles and engine-driven equipment. Telematic devices will help the company track and share information, including vehicle efficiency, safety, and driver behavior. Currently, 60% of the equipment fleet has a unit installed. Equipment Maintenance Manager Jason Shedlarski explains, “The devices have been actively collecting data and we have been putting it to good use. We now offer electronic DOT logs and inspection capabilities for operators. The devices automatically update meter information in our maintenance software, automating compliance reports for operations. This information more efficiently informs equipment life-cycle decision making. We can also provide idle time reports to our operations teams. The report compares engine idle time to the fuel consumed and attributes cost. This provides a tool for operations to more effectively manage their fuel consumption.”

Cianbro project teams are often required to burn fossil fuels to provide temporary heat at job sites. Balancing the need for heat while trying to reduce our carbon footprint can be a challenge. Project Superintendent David Nichols may have found a way. “I contacted the equipment team and they put me in touch with a representative at United Rentals. We walked the site together and decided to utilize

Smart Heater Technology. The rental heaters come equipped with remote monitoring capabilities. They essentially monitor temperature and humidity and upload the data to the cloud in real time. This allows our team to adjust the heaters remotely using an app on a phone. United Rentals has seen reduced fuel consumption as high as 50% with this technology. We have also decided to use natural gas, which burns cleaner than other fuels. The gas will be hard piped, eliminating the need for fuel delivery trucks and potential spills on site.”

The team has also made significant investments in modernizing our lattice boom crawler crane fleet, which currently consists of 37 units. Since 2021, six new cranes have been acquired, including a Link-Belt 228, two Manitowoc 999s, a Liebherr LR1300, and two Manitowoc MLC300s. Lift Superintendent Mike Berry provides some insight. “Rebuilding friction rigs has been a very successful model for Cianbro over the years, but recent market pressures have created conditions where it is no longer feasible. New emission standards, lack of parts availability, and a shortage of qualified operators, have led us to the conclusion that the future is now for newer lattice boom crawler cranes. If we are to be responsible stewards of our environment, we need to supply cranes that meet current and future emissions standards. If we are to remain Cianbro’s equipment supplier of choice, we need to own cranes that we have qualified people to operate.”

The company has a significant presence all over the country. Now more than ever, it is important that our equipment maintains a consistently professional and well-maintained appearance. Equipment Manager Doug LaCroix shares how we are doing this. “Cianbro Equipment

is developing a branding catalog for our entire equipment fleet. This will standardize branding for all of The Cianbro Companies, regardless of geographic location. We enjoy a reputation of excellence and professionalism dating back to our founding fathers, and it is our job to protect our image into the future. A standard equipment branding policy for our team will assist in doing just that.”

Job site teams across the company collected food to be donated to those in need during the holiday season in their local communities.

Cianbro Helps House the Homeless

In addition to a 208-bed sleeping quarter, the Portland Homeless Services Center also includes on site medical, dental, and behavioral care.

Much like other cities across the nation, Portland, Maine, had seen a significant spike in homelessness in recent years. Exacerbating the problem was an aging, undersized homeless shelter that failed to provide adequate accommodations for the city’s most vulnerable population.

Following years of discussion and debate, the City of Portland commissioned a new Homeless Services Center (HSC) that not only would provide safe, comfortable sleeping quarters, but would also offer wraparound services via an on site clinic, including medical and dental care, as well as substance use and mental health treatment.

DC Riverside LLC — a consortium led by Developers Collaborative President Kevin Bunker and The Boulos Company’s Managing Director Drew Sigfridson — was selected by the city as part of a public-private partnership to build a modern, multifunctional facility that could house and care for over 200 guests. To round out the team, DC Riverside enlisted Winton Scott Architects (WSA) for design services and Cianbro for construction management. Team members from A/Z, a subsidiary of The Cianbro Companies, provided support in various civil, structural, and architectural activities to meet the project’s needs.

The 52,000-square-foot Portland Homeless Services Center was designed with sustainability in mind and has achieved LEED Gold certification from the U.S. Green Building Council.

The collaborative result is a 208-bed HSC that includes: men’s and women’s dormitories, a commercial kitchen and dining/activity room, locker rooms, showers, laundry facilities, office space for staff and partnering agencies, an outdoor recreation area, and a community garden — in addition to the aforementioned health services. Guests are assigned one bed and one locker with a combination lock while staying at the center.

Nestled on a seven-acre site, the 52,000-square-foot facility consists of a Murox prefabricated metal building that replaces the city’s decrepit Oxford Street Shelter — a converted apartment building and auto garage — where most of the 154 nightly guests slept shoulder-to-shoulder on floor mats. Because it is located about 20 minutes from downtown Portland, the new $24 million HSC provides a shuttle service that runs from 8:00 a.m. to 7:00 p.m., Monday through

Saturday, transporting guests to and from the city.

As the first new construction project built under Portland’s enhanced Green New Deal Ordinance, the facility was designed and constructed with sustainability in mind. A rooftop solar array, double-pane windows, low VOC paints and adhesives, occupancy-controlled lighting, and all-electric heating and cooling systems have combined to reduce the HSC’s carbon footprint. In fact, the energy model showed a 30% improvement over the ASHRAE 2019 standards, helping the building achieve LEED Gold certification from the U.S. Green Building Council.

The HSC project was structured with a long-term ground lease for $1 with DC Riverside as tenant and the City of Portland as landlord, accompanied by a build-to-suit lease for a 25-year term with DC Riverside as the landlord and the city as tenant. The City of Portland has the right to acquire the building when the 25-year lease concludes.

Thanks to the concerted effort of numerous City of Portland departments, committees, and individuals — as well as DC Riverside, WSA, and Cianbro — over 200 residents without permanent housing now have a clean, safe, and welcoming place to call home each night.

New Digger Derrick Expands Distribution Capabilities

Restoring power swiftly when our communities need it is the goal of Cianbro’s Distribution team. The team's commitment to efficiency and responsiveness became evident in the spring of 2021 when, in collaboration with Cianbro Equipment, LLC., a ledge boring digger derrick was purchased. When the equipment arrived in late fall of 2022, Equipment Mechanic James English worked on finishing the assembly. Once the build was complete in spring of 2023, the digger derrick was ready to assist our teams on distribution work for power companies in New England.

The ledge boring truck allows the Distribution team to respond to unexpected ledge that is encountered when assisting the bucket crews on emergency transfers, storm work, and cut and kick poles. The team uses the ledge boring digger derrick to set distribution poles roadside. Holes are augured with the attached auger to the specified depth and then the pole is hoisted into the upright position and placed into the augured hole. Sometimes ledge or large rocks are encountered and the depth for the pole cannot be reached. The ledge boring digger derrick is equipped with an air compressor that produces 825 cubic feet per minute and a rock hammer attachment. The hole is augured with a dirt auger until it hits refusal, then the dirt auger is removed and the rock hammer is installed on the boom. The combination of the rotation and compressed air, make the rock hammer turn and pound the rock to the desired depth.

The basic operation of this unit is the same as the other earth digger derricks the company has had in operation for years, with a few nuances specific to the rock hammer that had to be learned. Currently, there are two operators and two groundmen who can operate the equipment. In the future, groundmen will be rotated on and off this truck as part of their pole setting skills development to help build our knowledge base.

In the past, Cianbro has had to subcontract all ledge/rock pole sets. By self-performing this work, the team is able to build efficiencies, have less coordination efforts with outside parties on the sites, and respond to the clients’ requests in a timelier manner. More than 30 years ago, Cianbro helped put Madison, Maine, on the map with the expansion of a new paper machine for Madison Paper. Once again, the team helps bring significance to the mill with the first wood fiber insulation facility in North America, now owned by TimberHP.

A New Endeavor Brings Work to a Familiar Location

INDUSTRIAL & MANUFACTURING MARKET

Cianbro’s history in Madison, Maine, runs deep. In the 1980s, Cianbro, in a joint venture, built a state-of-the-art paper machine at the Madison Paper Mill. At the time, the project was considered one of the largest industrial and manufacturing projects that the company had ever taken on. With the expansion of the new paper machine, the mill was one of North America’s largest producers of supercalendered paper for magazine publications.

Operations at the mill came to a halt in 2016, as the demand for paper took a downturn. Now, with a new scope, the Madison mill will once again reclaim its significance as it becomes the home of the first wood fiber insulation manufacturer in North America.

In the fall of 2021, Cianbro began to retrofit the former mill into a manufacturing facility for TimberHP. The facility will bring carbon neutral wood fiber loose fill, batt, and board insulation to the residential and commercial markets in the United States. Already proven in Europe, these products will compete, both in performance and price, with insulation products already available today.

After mobilizing the site, the team began the rework of

the existing underground utilities in the yard, including fire protection, sewer, and storm water drainage systems. Preparation of the existing building started with demolishing the concrete foundations, structural steel, and the infill of floor openings where the paper machine and other equipment used to sit. Cianbro reworked the existing infrastructure, including the high-voltage circuits, city water, and compressed air systems. In the spring of 2022, equipment foundations began, and in total, the team placed 1,800 yards of new concrete in and around the facility. In addition, Cianbro supplied and installed over 700 tons of structural steel for building reinforcements and structures that support equipment for the various stages in the manufacturing process, such as natural gas dryers, dryer tubes, and cyclones.

Installation of the new equipment started with a natural gas-fired boiler including steam, condensate, and gas piping systems. Cianbro also installed new chip handling equipment, chip digesters, refiners, gas dryers, loose-fill packaging equipment, and a complete batt and board manufacturing line. Additionally, the team supported the electrical, controls, and networking systems throughout the facility. In the spring of 2023, TimberHP commissioned and began production of the first product line, TimberFill. This was followed by the TimberBatt product in the fall of 2023, and TimberBoard early in 2024. With limited early design, the biggest challenge for the team was keeping a smooth workflow between design engineering and material deliveries. The availability of materials and components had a major impact that changed the dynamics of the project. Delays outside of the team’s control required creative thinking within the schedule to maintain the customer’s original startup goals. With the project expanding to nearly double the originally anticipated scope, the team did a great job adjusting to the frequent changes.

The project benefited from a workforce of over 140 individuals, with the majority hailing from Maine, specifically from the surrounding Madison area. With many on the team having observed the mill’s closure in 2016, the team eagerly embraced the opportunity to be part of the retrofit of the mill for a new purpose. The prospect of working on such a project within the local community served as a strong motivator, and the unwavering commitment of the entire team played a pivotal role in its success!

Bridging the Past and the Future

The Blue Hill Falls Bridge (Falls Bridge) was constructed in 1926, as an overhead concrete arch bridge spanning between the reversing falls across Salt Pond leading to the Atlantic Ocean in Blue Hill, Maine. At the time of construction, the arch design was new and was expected to last 100 years.

The picturesque Falls Bridge gradually deteriorated over the years, eventually falling into a state of disrepair. Cianbro was selected to replace the existing concrete arch bridge with a new clear span concrete bridge utilizing precast concrete girders and approach beams. One of the design considerations within the community for the new bridge was the ability to maximize the scenic vistas of the ocean and falls, a goal successfully achieved with the chosen clear span design.

In the spring of 2022, work started with the installation of a temporary detour bridge to divert traffic. Once this was done, the existing structure was dismantled. Since the arch bridge held sentimental value for the local community, the team worked closely with the Blue Hill Historical Society to preserve the bridge’s plaque, the four bridge finials, and pieces of the bridge rails.

With the temporary bridge in place, work on the new bridge got underway in the spring of 2023. The new bridge accommodates two lanes of traffic with shoulders for walkers and bikers. Many parts of the arch bridge were salvaged during demolition to incorporate into the new design including the granite block abutments. A consistent channel width was also preserved to retain the “falls effect” of the water flowing below the bridge. Additionally, the bridge provides a recreational haven for whitewater kayakers and surfers.

bridge. To allow the 105-foot precast concrete girders to be set in place, the road was closed to local traffic for 11 days to place five girders over the main span of the inlet and 16 structural concrete beams for the approaches. Project site coordination and route planning with police escorts was key for precast component delivery from J. P. Carrara & Sons, Inc. in Middlebury, Vermont.

“One of the challenges for the project was that not many team members live in the area. Many of them travel, so big commitments were needed from them to be here when we need them. They are doing a great job,” said Cal Senesac, project superintendent. Other challenges the team

faced are not uncommon to Cianbro projects, including the limited space on site for storing materials, the logistics of transporting materials to the job site, and the difficult access of tight, narrow coastal Maine roads. Detailed planning was necessary for working with these challenges.

“The teamwork was great,” Cal said. “Daily, we worked in tight areas with quite a few team members doing different things. There were various challenges and schedule issues. Kudos to the team for making the big commitment needed to meet our deadlines.”

Substantial completion was reached in early winter of 2023.

Plant Upgrades Provide Safe and Reliable Energy

INDUSTRIAL & MANUFACTURING MARKET

The Industrial & Manufacturing team in the Southern New England Region was awarded three separate engineering, procurement, and construction (EPC) projects in the winter of 2022 by a respected client. The combined contracts total over $35 million. The three sites span eastern Massachusetts, in three respective towns.

All three sites provide supplemental capacity to the Massachusetts local gas distribution systems, where liquefied natural gas (LNG) is temporarily stored on site and then vaporized into the gas distribution systems. With the LNG facilities connected to the distribution system, these sites help serve over 600,000 customers in 110 cities and towns in Massachusetts, making up a significant portion of the client’s customer supply on the coldest days of the year.

With age and obsolescence being a risk to the performance and reliability of the facilities, the client has trusted Cianbro to aid with providing both design and construction services to help modernize the LNG plants for safer and more reliable operational facilities. Cianbro, along with our design partner A/Z Corporation (a subsidiary of The Cianbro Companies), is providing services to ensure continued reliability for many years to come.

Two of the projects involve the construction of a new control room building, multipurpose building, and the installation of a service transformer and backup generator at these locations. The third project involves the construction of a new control room building, maintenance building, an electrical building, relocation of electrical and communication services, and the installation of a service transformer and backup generator.

On top of being in an industrial environment, these facilities fall under the most stringent regulations under the Pipeline and Hazardous Materials Safety Administration. This requires the design of all three projects to meet an ultimate wind speed design of 183 MPH, with a 3-second gust wind speed. This is similar to the Miami-Dade requirements seen on coastal locations that experience hurricanes.

The construction and design teams have been working together throughout the various revisions of the design stages to ensure the project complies with what was required at the time of the bid. With the client considered a long-lasting partner, it has been extremely helpful to collaborate as a team and address any complications or issues that have arisen throughout the design process.

The teams have been working towards the completion of the three designs, preplanning, and completing the project management plans. With the projects running concurrently, it is essential that the individual project teams communicate to provide feedback and advice, especially during the permitting process, to avoid unseen challenges. The individual town requirements have been challenging since the local town bylaws supersede the state requirements. By holding weekly coordination meetings with all stakeholders, the teams are able to learn, grow, and support each other throughout the process with the towns.

Two of the three sites broke ground in the fourth quarter of 2023, with the third site projected to begin in the first quarter of 2024.

Powering New Partnerships in the Southeast

POWER & ENERGY MARKET

In August of 2023, Cianbro’s Power & Energy team began construction on a transmission line project for SunEnergy1. Headquartered in Connecticut, SunEnergy1 is a large-scale solar developer whose portfolio extends throughout the southeast and interconnects with local utilities such as Duke Energy and Dominion Energy.

The project, located in Gaston, North Carolina, entailed the construction of five new electrical transmission structures and one mile of conductors. The new transmission line serves as the interconnection between the new 220-megawatt solar field and the existing substation.

Although this was a small project for the team, the project had multiple challenges to overcome during its two-and-a-half-month duration. Aside from the challenging

ground conditions for setting foundations, the team had to navigate the Roanoke River. Because the line crossed the river at two points, a helicopter was used to install the pull ropes across, requiring coordination with multiple parties.

An additional challenge was the construction of a 120-foot pole located on a small island off the shore of Roanoke Rapids Lake. As soon as it was identified that access to the island was going to be difficult, engineer Ron Kief from Cianbro’s construction structures group, flew to North Carolina for a site visit. They assisted in reviewing the site conditions and created a set of design documents for the subcontractor tasked with providing cross-lake equipment access. The documents provided guidelines for the subcontractor on how to bring the equipment, materials, and personnel safely and efficiently across the lake for the monopole erection using a barge. Remarkably, this included ferrying a Grove RT890 crane, which weighs in excess of 117,000 pounds!

“This was our first project with SunEnergy1 and served as a good introduction to our expertise and commitment to serving our clients,” said Josh A. Clark, project manager. Executing projects both big and small with an extensive group of clients is part of the Power & Energy team’s strategy to further establish Cianbro as a premier construction company in the southeast.

Quality Matters: Concrete Placement Planning

QUALITY

Concrete is a fundamental material in the construction industry due to its versatility, strength, durability, and costeffectiveness, among many other characteristics that make it essential in the work we do. From the piers of a bridge, to a building foundation, or the yard of a substation, we work with concrete in every area of our business.

Concrete is a perishable material. Once water has been added to the cement powder at the concrete plant, the hydration (stiffening) process begins until the concrete is not workable anymore. Concrete needs to stay plastic (cohesive, fluid, and workable) throughout the placement process. If you take too long to place and finish concrete, rejection of trucks and quality issues (cold joints, voids, finish, etc.) become more likely. Once concrete hardens, remediation requires significant effort.

The governing standard, American Society for Testing and Materials (ASTM) C94 (standard specification for ready-mixed concrete), typically specifies that ‛discharge of concrete must be completed within 1 ½ hours after introduction of the mixing water to the cement and aggregates’. This time can be extended through the use of retarders and hydration stabilizers (i.e., admixtures that extend working time on concrete with little lasting effects on the concrete mix), but a time limit is always present.

can easily take anywhere from 45–80 minutes on a typical project. Any delays in placing will eat into the plastic time of subsequent trucks which can cause a cascading effect. As a result, the planning and implementation of a placement becomes a crucial aspect of the overall quality. This is especially important because of the coordination required between all parties involved (placement crews, supplier, operators, quality assurance/quality control, clients, and engineers).

Every concrete placement and project is different, but many topics should be reviewed when establishing a plan such as: safety, supply, weather, site logistics, placing, vibration, testing, finishing, and curing. Additionally, incorporating unexpected events that could possibly occur such as equipment break downs, delivery delays, etc., are also important to consider when creating a plan.

Equally important as the development of the plan is communicating the plan. All parties involved in the placement need to be aware of their responsibilities, be aware of their impact on others’ work, and be prepared to complete their work without delays. The size and scale can vary, so projects need to identify what works for their placement. A crew meeting or a formal pre-placement meeting are often highly beneficial, especially for complicated or larger projects.

A properly planned placement will benefit every project stakeholder and the time invested will pay dividends.

It All Started with an Orange

R. C. STEVENS

What do you think of when you first think of Florida? Warm, sunny beaches in the winter? Disney World? How about oranges?

Although the citrus industry has declined over the last 20 years, many citrus companies paved the way for R. C. Stevens to enter the food and beverage market, and to this day, the industry continues to send business to the company.

In the 1920s, Raymond Stevens started R. C. Stevens as a residential builder, constructing many homes for local Central Florida citrus barons. Excellent relationships with the citrus owners resulted in major design-build work in the citrus canning, processing, and bulk storage industry. This included the first commercially operating citrus concentrate plant for Vacuum Foods (later Minute Maid, now Coca-Cola

North America), and Kraft Foods. The connections established in the early days of the company have set the foundation for the ongoing work the company is privileged to perform today.

Coca-Cola North America Auburndale - Project “X”

Located in what was once the heart of the citrus empire, the Coca-Cola North America plant in Auburndale, Florida, has been a client of R. C. Stevens for over 21 continuous years.

In 2023, multiple areas of the plant were renovated to accommodate a new beverage product line with a project contract of $12 million. The project was comprised of site and building modifications required to install two new 50,000 square-foot packaging lines inside the plant. Renovations

included, but were not limited to: site work, underground utilities, demolitions, concrete cutting/replacement, precast, masonry, steel, roofing, doors, overhead doors, painting, resinous flooring, cold storage, and mechanical, electrical, and plumbing.

Peace River Citrus - Products Line 8

R. C. Stevens continues a long-lived partnership that has not only kept them in the citrus industry, but has also allowed them to be the general contractor of choice when Peace River developed a partnership with Coca-Cola in 2020 to manufacture juice beverages for Minute Maid.

The design-build project that resulted from that partnership was completed in early 2022. Additional projects in 2023, including self-performed and construction management, spun off the initial project and included the upgrades to a line that runs bulk beverage containers for the hospitality industry. The project involved: adding new plumbing lines, insulated metal panels, an exhaust fan, relocating air handlers, performing electrical work, designing foundations, and installing curbed areas for product tanks, as well as a foundation for a pasteurizer.

Danone North America - Project Cashew

A newcomer to R. C. Stevens' food and beverage lineup is Danone North America located in Jacksonville, Florida. R. C. Stevens was awarded the $22.4 million project that includes a phased renovation of the existing operational plant involving upgrading the refrigeration, plumbing, heating, ventilation, air conditioning, and electrical systems. This work will help support a new line that will increase production of several of the company’s coffee and cream brands in the U.S., including International Delight, Silk, and STōK.

Project Cashew started in November 2023 and will unfold in six phases, taking place while the plant remains operational. Starcon team member Christopher Littles joined the R. C. Stevens team as the project manager. The anticipated completion is set for the summer of 2024.

In reflection, R. C. Stevens’ journey from its roots in residential building to becoming a key player in the food and beverage industry is a testament to the enduring legacy that all started with an orange.

Hydro Station Upgrades Power the Southeast

The Tugalo hydroelectric facility, located in northeast Georgia, is part of a series of six generating stations spanning a 28-mile stretch of river. Collectively, these stations provide sufficient energy to power more than 100,000 homes annually. Harnessing the natural energy of cascading water, these facilities generate clean and affordable power.

In the spring of 2022, Cianbro was awarded multiple projects at the Tugalo facility. The first project replaces the fine trash racks for each of the four penstocks and upgrades the 14 original spillway gates. The second project is the Unit 1-4 Balance of Plant (BOP), in which Cianbro is demolishing the existing mechanical and electrical systems and installing

new ones. In addition, the turbine/generator is being replaced. These projects are part of the owner’s relicensing with the Federal Energy Regulatory Commission (FERC) to extend the lifespan of the existing facility. The new turbine/ generator and upgraded mechanical and electrical systems will allow the owner to generate more power to the grid.

The project location is unique with limited access to the reservoir and plant. Entry is limited to a two-mile dirt road that drops approximately 700 feet in elevation and has a series of switchbacks. The road’s conditions prevent the use of a standard 40-foot trailer, necessitating the transfer of all flex floats and new equipment onto a 24-foot flatbed truck capable of navigating the terrain. Due to these restrictions, the barge had to be assembled using 20-foot floats instead of the usual 40-foot floats.

With these projects being located on the waterway, the project team has taken special precautions to eliminate or reduce the potential release of anything into the water. The team utilizes containments around all fueled equipment, uses propane equipment when available, and takes

necessary precautions during the demolition of all lube oil.

Both projects have a repetitious scope which allows Cianbro to recognize different opportunities for continuous improvement. The project team is trying new ideas on each phase, and this has allowed the team to decrease installation time and increase productivity.

Beyond its role in construction, Cianbro has actively contributed to the enhancement of the local community. The area is a sought-after vacation destination. For water sports enthusiasts, the owner has scheduled white water releases upstream of the project, with the kayak takeout located at the Tugalo facility. Cianbro actively engages with the local community by participating in charity lunches, clay shoots, and golf outings, which not only support local charities, but also play a vital role in the ongoing improvement of the surrounding community. This approach reflects Cianbro’s dedication to creating positive impacts that extend beyond the project sites into the communities that we work in.

Team Celebrates One Million Safe Hours at P&G Facility

Almost two decades ago, a partnership was born between Cianbro and Procter and Gamble’s (P&G’s) Tambrands facility in Auburn, Maine. In 2004, recognizing Cianbro’s industry-leading safety record and its capacity to efficiently handle diverse tasks, Tambrands enlisted the fulltime support of Cianbro to oversee maintenance activities at the plant. Over time, the two companies have both grown and learned from each other to enhance the success of the respective businesses.

On August 21, 2023, the team successfully accomplished their goal of working 1 million safe hours with zero recordable injuries amidst the busiest year in the 19-year partnership between Cianbro and P&G. Team members and trade partners later gathered to celebrate the milestone. Ernie Selberg, senior project manager, thanked the entire team. “You’ve each taken this to a whole new level, and we just appreciate all that each of you are doing as far as attention to safety.”

Gaurav Chaturvedi, P&G’s plant manager at the Auburn site, told the crowd that he had never seen such a track record in his 15 years of service. “You should be extremely proud about what you have been able to achieve by working safely. For us, in P&G, safety of our people and our partners is our number one value, and I could not be more pleased than to have your partnership who shares the same values and behaves in the same way we do.”

At the Tambrands facility, Cianbro team members accomplish a variety of tasks, ranging from basic maintenance to the precise installation of production machinery. Over the course of our time on site, the team has completed several major projects that include the addition, replacement, and relocation of production lines within the facility, as well as five expansions totaling over 262,000 square feet, which equals over six acres of building expansion.

The current Cianbro team on site consists of two groups, peaking at 170 team members and trade partners, including more than 70 electrical resources. The first group is completing Phase 1 of the two-story, 50,000-square-foot Galena South expansion. This is a design-build project which Cianbro is partnering with A/Z Corporation, a subsidiary of

The Cianbro Companies, on the design. Cianbro is providing additional manufacturing, cubical, conference room, and other manufacturing support spaces. The project also includes converting part of the recently completed finished goods Galena warehouse into manufacturing space to keep up with the global product demand. The second group on site is busy installing new manufacturing lines within the Galena South expansion/converted Galena warehouse space.

Coordination and teamwork between the two groups has been crucial for meeting the client’s goals and expectations. Equipment and materials have been arriving on site daily, with the team working multiple shifts to bring these production lines online. Managing a challenging schedule,

while maintaining the site's high safety standards, is one of the team’s greatest challenges. At Tambrands — a class II medical facility — keeping production rates high, while often working in tight spaces around active manufacturing lines, requires excellent adherence to GMP (Good Manufacturing Practices).

As the team sets their sights on their next milestone, they continue to put safety first. The team’s commitment to safety and efficiency defines the lasting partnership between the two companies. What is Sustainability?

There are many definitions, as well as thought patterns, as to what sustainability means. The Oxford Dictionary defines sustainability as “the ability to be maintained at a certain rate or level.” In 1983, the United Nations (UN), observing the growing population, changing earth, and the impacts that growth was having on the environment and human health, established the Brundtland Commission. The commission was tasked with examining issues related to economic development, labor practices, and environmental protection across the developing world. The opinion of the commission founders was that the rate of growth (economic and population) of the world was not balanced with environmental resources and human health, therefore not sustainable. The commission’s goal was to essentially define Sustainable Development by reviewing the causes of environmental degradation and the interconnection between social equity and economic growth, and develop policy solutions that integrate those areas — governance. The term ESG has been used to describe the pillars of Sustainable Development or sustainability as our society now understands it.

Moreover, our company founders recognized the crucial role of sustainability as they crafted a strategy for the company’s future. Their vision came to fruition in 2003 when the company fully transitioned to 100 percent employee ownership, acknowledging the significance of treating everyone with honesty, fairness, dignity, and respect.

Sustainability Journey

The construction industry is responsible for approximately 40 percent of human-induced carbon emissions. A key component of sustainability is continuous improvement and innovation. The Cianbro Companies are continuously improving on our core mission without compromising our values. As we move forward growing our company, sustainability and formal documentation of the actions which are integral to operations will become commonplace. Our company is committed to enhancing the benchmarking of our sustainability initiatives through tracking and eventual reporting of energy, fuel, water, and waste. The challenge lies in tracking across various projects, companies, and facilities, as existing systems and software programs are not tailored to accurately represent the construction sector. In the future, formal documentation of our sustainability actions will become standard procedure, driven by evolving goals and policies aimed at better tracking and reporting. Within our established policies and procedures, we consistently employ innovative methods to reduce waste and minimize the environmental impact of our projects. The company actively collaborates with clients to find sustainable solutions for projects, recognizing that there is always room for improvement. Implementing quantitative tracking will provide a clearer understanding of our efforts — documenting the measures, systems, and values inherent in our culture.

As contractors, we need to recognize the impact we have on a project. By improving our ability to quantify this impact, we can enhance the overall sustainability of both the project and our environment.

Integral to the company's culture is giving back to the communities where we live and work. A/Z team members donated over 280 items to Save A Suit, a nonprofit organization dedicated to providing veterans and service members with professional attire to assist them as they transition into full-time careers.

Fabrication of Pedestrian Bridge Supports Megaproject

The Route 6/10 Interchange Reconstruction project is part of the Rhode Island Department of Transportation’s (RIDOT's) effort to improve safety and connectivity at the interchange in Providence. The project is a major undertaking for the state because it carries 100,000 vehicles a day and links three major commuter roadways. Cianbro Fabrication & Coating Corporation (CFCC) was able to find their way into this megaproject by fabricating a needed pedestrian bridge in the area.

The bridge project started for CFCC in 2020. The team at the Pittsfield, Maine, facility fabricated the bridge structure in 8-foot-wide by 40-foot-long truss segments. To prevent corrosion and rust, the segments were then galvanized before being shop assembled to make the final 15-foot-wide by 80-foot-long structure. Fabrication was completed in the fall of 2022.

The Cianbro Equipment team supported CFCC by coordinating the cranes used for both the assembly and the final loading of the bridge. The support towers were successfully installed in the fall of 2022 and erection of the pedestrian bridge took place in the early hours of December 5, 2023. The delivery and installation of access ramps are slated for early this year.

The overall weight of the entire project, encompassing the bridge, support towers, stairs/ramps, and guardrails, totals approximately 325,000 pounds.

After observing a fellow team member get injured, Anna (right) and Matt (left) stopped what they were doing and called emergency services. Matt found the supervisor of the subcontracted team member while Anna stayed with the inured party until emergency services arrived.

Cianbro, Starcon, and R. C. Stevens all earned spots on the lists. Cianbro ranked No. 14 for Top Industrial Contractors, No. 17 for Top 150 General Contractors, and No. 28 on the Top 250 Performers list. Starcon ranked No. 13 for Top Industrial Contractors, No. 19 for Top 150 General Contractors, and No. 31 on the Top 250 Performers list. R. C. Veranda Street Bridge Replacement Project Receives Accolades

Replacing a bridge in a weekend is an incredible feat. The project team at the Veranda Street Bridge Replacement project in Portland, Maine, opted to use an innovative method involving self–propelled modular transporters (SPMTs) to replace the high-use bridge in a single weekend. Because of their dedication and hard work, they have garnered recognition from various organizations. In 2023, the team received the Associated General Contractors (AGC) Build Maine Award in the Bridge category; the Associated Builders and Contractors (ABC) Connecticut Chapter Excellence in Construction Award in the Infrastructure category; and the Best Project Award in the Highway/Bridge category for Engineering News-Record (ENR) New England chapter.

After winning at the regional level, the project moved forward to compete nationally with both ABC and AGC. As a result, the project earned ABC National's Excellence in Construction Eagle Award and the AGC Build America Award in New Highway & Transportation.

At a ceremony in December, Cianbro, along with HNTB, was awarded the 2023 Best Project Award in the Highway/Bridge category for the Veranda Street Bridge Replacement project from Engineering News-Record (ENR) New England. Cianbro was also recognized as the 2023 New England Contractor of the Year.

R. C. Stevens Recognized for Wellness Center in Orlando

The team at R. C. Stevens was honored by the Associated Builders and Contractors (ABC) of Central Florida for their work at The Communities of West Lakes. The new 30,000-square-foot Heart of West Lakes Health and Wellness Center was recognized as one of the top commercial projects (in the $5-$10 MM category) in the 2023 Excellence in Construction awards. The facility provides residents with centralized primary care services, a fitness center, co-working space, and food services. The project, completed for Lift Orlando, facilitates connectivity and community engagement through open spaces, gardens, and walking paths.

Year over year, the team at Chevron Phillips Chemical in Baytown, Texas, finds their way into the spotlight of various awards and achievements, and 2023 was no exception.

OSHA VPP Star Status: Starcon proudly attained the prestigious OSHA Voluntary Protection Program (VPP) Star status, the highest accolade in workplace safety. This recognition reflects the team's unwavering commitment to safety, evidenced by robust protocols and a proactive approach to preventing workplace hazards. This achievement wouldn't be possible without the continuous efforts and cooperation of the dedicated team members who prioritize safety every day.

Gold Award for Safety Performance:

Recognizing outstanding safety performance, the Houston Business Roundtable and the Health and Safety Council honored Starcon with the Gold Award in the General Contractor – Medium category, during the 36th annual awards ceremony in Galveston, Texas.

Excellence in Construction ICE Award: At the annual Excellence in Construction Awards gala, hosted by ABC Greater Houston Chapter, Starcon's performance on the 1795 Turnaround in spring 2023 earned the Excellence in Construction ICE Award. This marked their third consecutive win in the Turnarounds & Shutdowns competition category. Charlie Cianchette Recognized with Prestigious Honor from AGC of Maine

In the fall of 2023, Charlie Cianchette, Cianbro vice president, was awarded the Major Achievement in Construction (MAC) Award from Associated General Contractors (AGC) of Maine. Beginning in the paint shop at just 14 years old to where he is now as vice president, Charlie has held multiple positions in between, each one giving him the experience and development he needed to further his construction career. “AGC has picked a great person to earn this award,” shares Andi Vigue, president and CEO of The Cianbro Companies. “We hold him in high regard for his exceptional leadership skills and the way he builds relationships with all of us. He stands for everything the award represents. He cares about the company and the people of the company.”

Letters We Like to Receive

Team member Chloe Downs recently received a letter of recognition for her exemplary work as an environmental inspector for the Multi-Mission Dry Dock #1 (P381) project in Kittery, Maine. Chloe began her career at Cianbro as a summer intern during her senior year at the University of Maine at Orono, where she pursued a degree in Ecology & Environmental Science. After graduation, Chloe joined the company in 2022 and has been working on the Kittery job site where her primary responsibility involves working with crews to efficiently get the job done while staying in compliance with environmental permits. Chloe is the daughter of Chris Downs, an ironworker foreman at Cianbro with over 25 years of service. Congratulations Chloe! This recognition is a great achievement. Keep up the great work!

Developing Tomorrow’s Leaders Today

CIANBRO INSTITUTE

The Cianbro Institute is dedicated to preparing our team for the future needs of the company. Instructors are intentional in developing curriculum that will meet the requirements of our projects while engaging with our team to help them advance their careers and be successful.

Over the past year, we’ve introduced new educational opportunities and enhanced existing programs. A significant effort has been made to integrate mental health awareness education into all our offerings. We are committed to educating our team members while simultaneously emphasizing the importance of caring for each other.

We are excited about the creation of the Project Management Development program. The first session convened in December of 2023, with over 20 participants. Working with our market leaders, we built a program designed to raise awareness of policies and procedures that are essential for leading people and managing a project. Participants gained exposure to topics delivered by various subject matter experts throughout the company. Topics included, but were not limited to: quality control, cost, planning, project controls, human resources, health and safety, servant leadership, and more. This program prepares those who are new to the project management role for a successful journey.

To support our effort of raising mental health awareness, all professional development curriculum, including the newly created Project Management Development program, now includes a mental health awareness component. Our goal is to enhance the ability of our team members to recognize a person experiencing a mental health crisis. Part of our instruction includes an acronym our team has developed to help participants remember how they can support an individual experiencing a crisis. The acronym is CARES.

Team members are also able to enroll in the Mental Health First Aid Certification program with an external nationally certified partner. Last year, we had over 50 team members go through the course to become certified.

Another enhancement we have made is to Cianbro’s New Hire Orientation. When the COVID pandemic emerged, we condensed our orientation into a half-day remote session. In 2023, we returned to a two-day orientation

Finally, we welcomed team members from all across The Cianbro Companies into our leadership programs. There was representation from Cianbro, Starcon, A/Z, and R. C. Stevens in Fundamentals of Supervision, Engineering Development Program, Leadership Initiative, and the Advanced Leadership Initiative.

Attracting and retaining quality team members is a perpetual task. We will continue to educate and collaborate in the development and execution of our programs. As we grow and improve with our eyes on tomorrow, we remain focused and intentional about educating leaders today.

Cianbro is in the process of replacing the Ticonic Bridge between the towns of Waterville and Winslow, Maine. In order to create a dry working area at the base of the dam, the team built a sandbag cofferdam. To aid in its construction, the team purchased automatic release hooks that are triggered by the push of a button. This technology assists in lowering the 3,000-pound sandbags into the river and placing them on the existing bedrock.

Supporting the Next Generation of the U.S. Navy

A/Z CORPORATION

General Dynamics Electric Boat (GDEB) has a long and distinguished history as the premier submarine manufacturer for the U.S. Navy. Since its founding in 1899, the company has emphasized technical excellence and innovation in delivering world-class subs, establishing the foundations of American naval superiority. A/Z regularly collaborates with GDEB on high-profile projects, with the most recent project being the construction of COATS/PCU Building 605 at its shipyard in Groton, Connecticut. The purpose of this facility is twofold — to increase capacity for assembling and testing submarines and to provide an enhanced training space for the next generation of Navy crew members.

“This building is a key component to their new Columbia class submarine construction,” said George Carpenter, project manager.

A/Z was awarded a construction management contract to oversee the construction of the six-floor, 125,000-square-foot building, which houses many vital facilities that support the needs of GDEB and the U.S. Navy. A separate contract was also awarded to A/Z’s telecom team to self-perform the installation of lowvoltage wiring and network cabling for classified and unclassified services. The telecom team completed these installations in tandem with the construction of each floor, showcasing the collaboration among A/Z’s in-house resources.

Due to the site’s proximity to residential areas, the exterior proved equally as important as the interior. A/Z was mindful of the neighborhood during the facility’s construction and spent significant time ensuring that construction activities had a minimal impact on residents. Many choices for the building, such as the public-facing facades and a pedestrian bridge, were made with these nearby residencies in mind. Carpenter stated, “There’s residential homes right across the street, so there was a big push to make it look like it belongs in the area.”

Because the shipyard was frequently active, the team coordinated construction efforts surrounding GDEB operations. “We had to adjust construction to create space for GDEB to move their large equipment,”

said Todd Gillen, superintendent. “There was a lot of coordination with other departments in the shipyard because they had multiple submarine sections coming in and out of the adjacent building regularly,” added Carpenter.

The COATS/PCU Building 605 was turned over to GDEB in the fourth quarter of 2023. It is now home to a high-bay industrial area and testing lab, which provides increased space to manufacture and test submarines at the shipyard. Four floors of the facility provide office and conference spaces, bunker rooms for Navy recruits, and, most importantly, pre-commissioning unit (PCU) classrooms where recruits will be trained. Upon completing their training, sailors will be assigned to staff one of the submarines produced at the shipyard.
