Home of The Chinese Community
President’s Message Dear Members,
2023 is the year we resume everyday life, as the WHO chief declares the end to COVID-19 as a global health emergency. First of all, we would like to congratulate Mrs Theresa KWOK JP, the CEO of Chung Wah Community Care, who was awarded the 2023 Senior Western Australian of the Year during a special ceremony held at the at WA Government House on 14 November 2022. Theresa’s vast experience in social work and persistent strive for the welfare of CaLD seniors for the past 40 years since she migrated from Hong Kong in the 1980s. The Chung Wah Association is grateful and genuinely proud of her services and achievements. In celebration of the 50-year bilateral relationship between Australia and China, the Chung Wah Association has led in organising a Gala Concert at the State Theatre. It was a feast of arts of stage performance that consisted of music and dance. We are grateful for the support from cultural groups and local artists who have made the events successful. The year started with a bang with the 2023 Perth Chinese New Year Fair, and we managed to expand our reach to Yagan Square, with the help of Development WA. The City of Perth, Office of Multicultural Interests and LotteryWest continued their support to let us bring the fair back to James Street. The grand event has again attracted more than 30,000 attendees from the community. With the support from all community groups, the long-awaited street parade won the hearts of everyone. We are indeed grateful towards the support of our sponsors and volunteers to achieve another year of success. The Chung Wah Chinese New Year Dinner and Dance was the highlight of the social calendar. This year we again we again held the event successfully at the Joondalup Resorts on a grand scale. Special mention to Senior Vice President, Yudy KODRAJAYA and his team, who work hard to ensure the event’s success. Chung Wah Association is grateful towards the organising team and staff, the sponsors, and supporters from the community, including our volunteers, who indeed enjoyed this social event to the fullest. An EGM was held on 12 March 2023, marking a milestone in the history of the Association. The members supported the motion of the acquisition of of a parcel of land at Bentley to build the Chung Wah Community Centre in the South of River. The project is funded by $5 million from the state government and $1.75 million from the Federal government. On 5 August, the Honorable Roger Cook MLA, the Premier of Western Australian announced to transfer a piece of land at Bentley to Chung Wah Association, witnessed by the Honorable Tony Buti MLA, other members of Parliaments and Chinese community members. Premier Cook said in his address during the
Dr Ting CHEN President 4 | The Chung Wah Association Inc. - Annual Report 2022-2023
ceremony, with the new facilities, Chung Wah would be able to help more people in the community and WA Labor government were delivering on their commitment. The WA Government has played a significant role in securing the funding and seeking a suitable location for the building. Not to mention the full support from the Chinese community members who will benefit from this, we are deeply grateful and excited about this project. Chung Wah will pay $1 for the land with conditional use. Soon after the ceremony, we appointed Encon, a project management company to coordinate. Chung Wah Association has been involved actively in the advocacy for the CaLD groups in Western Australia. We have attended the Multicultural Framework Review and contributed our feedback towards the formulation of the framework. Our committee member, Ms LeChun ZHANG attended the session on the association’s behalf. It is essential to earn a voice in the multicultural society of WA, and of a carefully planned framework to ensure our rights are safeguarded. With the help of John HSU from the Chinese Association of WA, we paid our respects to the pioneers before us at the Karrakatta Cemetery in April. During the visit, We laid a wreath on the grave site of our first president, Luey Wah, to mark our commemoration of him. The Dragon Boat Festival this year was celebrated with a fun session of children’s dragon boat races at the Balcatta Culture Centre. This creative event allowed the young participants to put together cardboard dragon boats and race with them. We also held the annual Mid-Autumn Festival celebration under the leadership of Chung Wah Chinese School. It is essential to pass on our heritage through creative activity, not only to promote parent-children interaction but also to immerse ourselves in learning about the history and customs of the festival. Not to mention the chance to taste the exquisite handmade rice dumplings or mooncakes as part of the festival ritual. Chung Wah Association bears the responsibility to connect the ethnic and cultural roots. Before concluding my address, I would like to express my heartfelt gratitude for the support of my fellow Executive Committee members, staff and volunteers, who have put forward unconditional efforts to ensure the smooth running of all projects. I also appreciate the support from our annual sponsors, Murdoch University, SBS, Norton Goldfield and Global Lithium. As the peak body of the Chinese Community, the Chung Wah Association has a rich history set in examples of how a united community can earn respect and support from its community. Everyone has praised our work promoting social cohesion and celebrating cultural diversity. My team and I wish you well and look forward to another successful year.

6 | The Chung Wah Association Inc. - Annual Report 2022-2023
This year Chung Wah was a recipient of the Community Support Fund (CSF) from the Office of Multicultural Interests. The CSF provides triennial funding to not-for-profit culturally and linguistically diverse (CaLD) community peak umbrella associations based in Western Australia to deliver coordination, advocacy and support services to their member associations and community members. During the last financial year, Chung Wah organised a Speech and Language seminar as well as a Childrens Dragon Boat Festival.
Facilities
The Chung Wah office is responsible for organising repairs and maintenance of the Chung Wah properties, which includes the Community Hall in Northbridge and the Cultural Centre in Balcatta, as well as the rental restaurants downstairs of Chung Wah Hall. This year's repairs and maintenance expenses were particularly high. We are grateful to the Line Dance and New Vogue Groups for paying for the $28,663.25 repair of the Balcatta wooden floor. Thank you also to Chung Wah Community Care for funding the replacement of the Cultural Centre air cooling system.
Volunteers
Volunteers are an incredible part of the Association, which also includes our committee members. We held a Volunteers Team Building event, which for the first time in a long time, involved members from all parts of the Chung Wah family. Everyone enjoyed lunch, quizzes and games. Thank you also to our regular volunteers Dena, Nita, Patricia, Gaik and Jia Lin.
Administration Team
Our team consists of three part time staff, Tracy LIM, Sophie WANG and Rosetine SEW. This year, Lesley WONG left Chung Wah after nearly seven years of working for the Association. She has organised six Chinese New Year Fairs which included the challenging task of moving locations from James Street to the Perth Cultural Centre and back to James Street again, as well as enduring COVID lockdowns and not knowing if the fair would be able to go ahead. We thank her for her dedication to Chung Wah ! We welcomed Rosetine to the team, who has a background in Marketing and her passion for Chinese Culture in the community is a welcome asset to the team. Sophie has also joined us this year and has quickly learnt administration and membership processing as well as assisting with the Balcatta Cultural Centre maintenance. Tracy will be going on maternity leave in December, she will be sorely missed as our most experienced staff member. I would also like to thank Honorary Administrator, Ms. Doreen CHIN for her help and guidance throughout the year as well as Michael WU, our Exco member for assisting to send out membership notices. Our Chung Wah historical export Kaylene POON has continued to assist with historical queries and organising school cultural excursions at the Chung Wah Hall. I have much to learn from her. Jeffrey CHA, Chief Editor and Carl ONG, Executive Editor produce the Chung Wah magazine, every quarter. Their invaluable contributions are greatly appreciated. My sincere thanks to all of the administration team ! We look forward to an exciting and busy year ahead with the Chung Wah Community Centre Building project. Thank you all for your support.

Chung Wah Community Care Embrace, Elevate and Flourish
O
ver the past year, we have continued to improve the quality of life for people from culturally and linguistically diverse backgrounds to live independently in their communities. We have also embraced new talents in our ranks and jointly elevated our standards to a new height, as we set our sights towards a thriving community that is inclusive and supportive of all. Through forging new partnerships with governmental and community bodies, we’ve enhanced our care services, ensuring easier access to support and information. This success is credited to our management board, the Chung Wah CC team, and the unyielding efforts of our staff, support workers, and volunteers.
Celebrating Our Achievements
Our Growth and Commitment: We’ve achieved a significant 14.10% growth, bringing our client base to 906. With a workforce reaching a milestone of 150, our team bolstered their skills with over 2,000 training hours. Our 60 indispensable volunteers remain central to our mission. Quality Assurance: Our enriched Quality Management System upholds our commitment to the best care. We’ve achieved compliance with all eight Aged Care Quality Standards, a commendable feat achieved by a limited cohort in the aged care sector, as confirmed by a rigorous three-day audit at our Northbridge, Balcatta, and Willetton community hubs. Digital Leap: Our updated website is live, and in October 2023, Chung Wah CC Radio will transition exclusively to YouTube.
10 | The Chung Wah Association Inc. - Annual Report 2022-2023
Expanding Our Services to CaLD and Wider Communities
EnCompass: Supported by FECCA, EnCOMPASS, alongside Chung Wah CC and 21 other partners, delivers culturally apt aged care solutions. From June 2021 to March 2023, this team organised 40+ seminars and assisted over 350 individuals with one-on-one application support. New Initiatives & Collaboration: We’ve launched the Carer Gateway, care finder, and ELDAC programs, each with distinct goals and benefits. Besides, our alliances with dementia care entities and palliative care specialists have refined our community hub talks.
Gratitude and Looking Ahead…
Chung Wah CC extends heartfelt thanks to our Executive Committee, President Ting CHEN, Board of Management, staff, volunteers, and consumers. Your commitment has catalysed our transformative year, keeping the vision of “A Better Community for All” alive. Here’s to shared goals and a promising future.

It was an amazing experience to see our young energetic core group demonstrate dedication, determination and resilience with the amount of hard work put in during the challenging pandemic period. These overseas competitions not only provide a platform for the team to demonstrate the skills but also offer an invaluable opportunity for cultural exchange and networking. By engaging with lion dance troupes from different countries, we have expanded our horizons, learned from diverse styles, and strengthened our connections in the lion dance community. The connections made during this event can be invaluable for future collaborations and opportunities.

The Chung Wah New Vogue Dance is coordinated by two groups of volunteers. They are Leonard KHO and Dong, assisted by Evelyn CHIEW and Jessica respectively. The activity is held every Sunday from 1.30pm to 3.30pm.
Choir Coach and Director: Mr ZHOU Yong Jun
During this financial year 2022/2023 the number of dancers attending this New Vogue activity has decreased drastically. We hope to have more participants join this healthy activity. Everyone is welcome to join.. We collect $6 per person as an entrance fee to join this activity. All collections are used to support the maintenance of Chung Wah Balcatta Cultural Centre. During this financial year we organised a New Years Eve Dinner and Dance party with about 100 people attending the function. We also held a Christmas in July dance and a Christmas Dance with afternoon tea. We also celebrated Father's Day with afternoon tea.
Choir Pianist: Mrs Teresa TAN
The Chung Wah Choir, led by Ms Trinh QUACH, and coached by Mr ZHOU Yong Jun, is proudly entering it’s sixth year. We believe singing is great for our physical and mental health. Our mission is to encourage people to enjoy singing, and our vision is to promote Chinese cultural arts in the form of singing to the world. Our choir has about 40 members, mostly middleaged, and some elderly people. We practise every Sunday 2.30pm to 4.30pm, at the Salvation Army Building, William Street, Perth. We welcome everyone, especially men, who love singing, to join us. While we were under the cloud of COVID during 2022 up to March 2023, we still managed to take part in four performances: 10/12/22 The 50th anniversary of AustraliaChina Diplomatic Relations Concert at the State Theatre Centre, Perth. 25/12/23 Christmas Celebration at the Faith Community Church 29/01/23 Perth Chinese New Year Fair at Northbridge Piazza
Line Dancing Doreen Chin Since Chung Wah Line Dancing started in 2004, the activity is still going strong with many of the dancers, who joined the activity at the Balcatta Cultural Hall many years ago, still attending the weekend classes. It is a very proactive group, with occasional, sometimes impromptu jamming sessions, where dancers were encouraged to dress up. Chung Wah Line Dancing Group and Chung Wah New Vogue jointly funded the renovation and maintenance of Chung Wah Balcatta Hall floor and stage at a cost of $28,663.25 in September 2023. I would like to thank current Chung Wah line dancers for their many years of support. 16 | The Chung Wah Association Inc. - Annual Report 2022-2023

During 2023, the Chung Wah Table Tennis team has welcomed table tennis fans every Sunday afternoon. At the beginning of this year, with the support of Chung Wah Association Exco members, office staff and cooperation of table tennis fans and other associations, the Chung Wah Table Tennis group held the Western Australia International Table Tennis Friendship Tournament to celebrate Australia Day. Many table tennis clubs in WA were invited to participate in the competition and the Chung Wah table tennis team was the most outstanding in the competition.
The Chung Wah Tai Chi Class is open for enrolment for all age groups and weekly classes are held at Chung Wah Hall, on James Street, Northbridge. The class term commenced in July 2022, consisting of ten-week lessons, with Master HE Chang Dai as instructor of the class. Students learn foundation skills of Tai Ji, including 13 form and 24 form, pushing hand and meditation from a renowned master of martial arts.
After the competition, Mulan Association, Chung Wah Choir and the Little Spaceship Dance School presented wonderful performances. The brilliant performances received much applause. A buffet of food was provided to participants. This event enabled a deeper understanding of Chinese Culture. We will continue to enhance the fellowship and provide a healthy lifestyle to the community.
Tai Chi is an ancient Chinese exercise which became popular in Western society as it brings strong health benefits to all practitioners and it represents oriental philosophy of martial arts. We will continue our promotion of Chung Wah Tai Chi Class in the hope that more and more people will join the class and reap huge health benefits out of it.

Historical Group 历史组 Another busy year of promoting the Chinese story in WA, answering queries and presenting talks about the early Chinese, in a variety of formats. In December 2022 the Chung Wah Hall was used as one of the locations for a short film entitled ‘The Rules of Mahjong”. I was one of a group of people shown in the film, which was one of five short films commissioned by the State Library of WA in collaboration with Screen West and LotteryWest. All the films were launched in August 2023 and can be viewed on the Library’s website. Visitors to the old East Perth Cemetery can now add an audio element to a tour with a short segment about the Chinese burials which I presented for the National Trust (WA). In July The West Australian Newspapers celebrated 190 years of publication. They selected 21 people to be interviewed about events and memories of WA’s history. I was selected as the only Asian, and spoke about growing up in Northbridge among the few remaining early Chinese in Perth. Currently I am liaising with the Northern Territory Chung Wah Society regarding the return of a temple urn which was ‘salvaged’ by an Australian air force personnel, during the bombing of Darwin in 1942. It was donated to the Perth Chung Wah Association in the 1994. Before the urn can be returned it requires some professional conservation work. I will keep the community upto-date with it’s progress. The aim is to return the urn to the NT around September 2024 while there is a conference to discuss Northern Australian Chinese history. Closer to home there are a couple of important projects which require volunteers who can preferably speak Cantonese. Karrakatta Cemetery is keen to translate some old Chinese head-stones which have very little or no English carved on them. This project involves photographing each headstone and then adding it to a document template with the added translated script. The other project is interviewing mostly past Chinese restaurant owners and capturing their stories for the archives. We are also keen to collect photographs of the restaurants and customers enjoying meals, old menus or other ephemera (e.g. business cards, calendars, advertising materials). In 2029 the state turns 200 and Chung Wah will be 120 years. Any information we can gather about our Chinese history prior to these important events will add to the state’s cultural and social history. For further information please contact the Chung Wah Office or email to history@chungwah.org.au. Help us preserve our history and keep it for future generations of Australians. For the financial year ending on June 30, 2023, the Chung Wah Association achieved an operating surplus of $1,381,401, marking a significant 45% increase compared to the 2022 surplus of $955,194.
cash and cash equivalents increased by 10% this year. The good financial performance can be attributed to several factors. First, the efficient CWCC pension management system played a significant role. Second, there was a boost in government funding and welfare contributions. Third, income from cultural activities in the community rose. Additionally, reduced service costs contributed to the positive performance. Furthermore, the broader societal recovery from the COVID-19 pandemic had a favourable impact.

Revenue
The overall revenue of the Chung Wah Association amounted to $15,589,006, with the Chung Wah Community Services (CWCC) revenue for the financial year reaching $14,086,608. This accounted for 91.6 percent of the Chung Wah Association’s total revenue. The increase in CWCC’s revenue can be attributed mainly to business expansion, cost-saving measures, and an increase in welfare revenue from the government-funded system. Revenue from association services increased by over 9.8 percent this year, reaching $835,945. This
Income Surplus
Chung Wah Association posted an operating surplus of $1,381,401, marking a substantial 45% increase compared to the previous year’s annual surplus of $955,194. In contrast, CWCC achieved a remarkable 72% increase in its surplus this year, reaching $1,451,662. The continuous growth of CWCC’s earnings is inseparable from a leadership team with advanced management concepts and a harmonious and enterprising team. However, Association Services experienced a deficit this year, shifting from a surplus of $75,638 in the previous year to a deficit of $62,018. This change can be attributed to limited growth in membership income and rental income, offset by increased
growth can be primarily attributed to government funding for capital works within the Association, increased income from each cultural group affiliated with the Association, as well as contributions from fundraising activities and social sponsorships. Chung Wah Chinese School (CWCS) experienced an 8 percent increase in revenue from the previous year, reaching $666,453. This improvement can be attributed to the broader societal recovery from the COVID-19 pandemic, leading to an increase in the number of students attending the school.
expenditures on property maintenance, as well as the impact of a higher inflation rate this year. It aligns with the normal pattern and would be in surplus if we were to include the rent income from CWCC (which was treated as inter-company transactions) Despite a milder impact of the COVID-19 pandemic this year, Chung Wah Chinese schools recorded a deficit of $8,243, in contrast to the surplus of $34,148 from the previous year. The deficit was primarily caused by lower student enrolment in the three new schools, especially the recently established school in Geraldton, which resulted in reduced government funding and increased expenses.
