CITIZENS ACADEMY
Mayor Armstrong hosted our kickoff session of the 2026 Citizens Academy last Wednesday We have 14 participants, which for the first time, includes a youth representative from the High School Mike and Jessi have done a great job of partnering with the departments to create an interactive and information packed six-week curriculum with optional tours We thank you, Council, for agreeing to host an evening. We look forward to seeing you there and join us any night you wish!
ANNUAL VOLUNTEER APPRECIATION EVENT
Will be held on Thursday, May 28 at 3 PM at Triple 3 Farms & Events We are incredibly fortunate to have an army of volunteers serving our town in departments ranging from the Animal Shelter, to PD, to Library and more The impact they have is far reaching and allows the Town to provide a level of services which simply wouldn’t be able to do without them This reception is an opportunity for us to show our support and appreciation for all our volunteers do We ask you to join us and extend your thanks to them personally
COMMUNITY OUTREACH AND ENGAGEMENT
This is an important part of our work in the Town Manager’s office The topics range from streets projects and signage, to the Airfield, the Tax Audits, employment processes, parks maintenance, and development projects - just to name a few. When citizens have questions or concerns, it is our chance be responsive and create a positive connection building appreciation for the town organization that is founded on service. Mayor Armstrong is always willing to join me in face-to-face meetings whenever it is beneficial, and it often is I thank Mike who is our frontline, ever-present ambassador of goodwill ensuring that needs are met, questions are answered, and everyone always is heard If this is the only interaction a resident or business owner has with the town we will make sure they know we are here to serve!
RYAN ANDERSON – PUBLIC WORKS DIRECTOR STARTS JUNE 1
We are counting down to the June 1 start date of our new Public Works Director Ryan Anderson who I expect to hit the ground running We contracted with Ryan to do advance work familiarizing himself with our emerging IWMP, CIP and the FY26/27 proposed budget He dove into those tasks with enthusiasm, returning a comprehensive list of questions that demonstrate his vast knowledge and experience in all things water, wastewater, and public works We are working on a detailed onboarding process to help Ryan get established quickly and he will be formally introduced to you at the June 9 Council meeting
KUDUS TO COMMUNITY SERVICES ON SUCCESSFUL FIRST EVER TOUCH-A-TRUCK EVENT
On Saturday with over 30 vehicles and pieces of equipment for display and interaction If you missed it – you missed out! Big trucks and big rigs Kids big and small had a blast climbing into cabs and honking horns The helicopter fly-in was a highlight We appreciate the support of agencies and the private sectors. Great job team!

TRANSACTION PRIVILEGE TAX (TPT)
The transaction privilege tax (TPT) data is reported with a two-month lag. For example, although this is the April update, the most recent data available is for February The February column on the chart reflects TPT activity that occurred in February and was due to ADOR in March During March and April, the data becomes available to the Town, and the Town receives its share of the TPT revenue
Through year-to-date, FY 2025–26 TPT collections total $8,107,461, exceeding the budgeted amount of $7,211,377 by $915,549 Additionally, collections are $287,879 more than those recorded at the same point last year This is primarily attributed to increased construction and speculative builder activity
STATE-SHARED REVENUES
State-shared revenue includes Urban Revenue Sharing (income tax), State-Shared Sales Tax, Vehicle License Tax, and Highway User Revenue The year-to-date budget is $5,960,073, compared to actual revenues of $6,000,723 The budget is allocated based on the percentage of total revenues received in each month of the prior year To date, revenues are $40,650 above budget and $38,162 lower than at the same point last year.

OPPORTUNITY ZONES SUMMIT ARIZONA COMMERCE AUTHORITY AND PRESCOTT ROUND TABLE DISCUSSION
What is an opportunity zone?
Opportunity Zones are economically distressed, lower-income census tracts that have received an Opportunity Zone designation by the U S Department of Treasury, after having been nominated by governors across the country The Opportunity Zone designation is meant to spur investment in these areas, as those who invest in Opportunity Zones receive tax breaks
Yavapai County only gets 3 zones only and Chino Valley has two We are fairly confident that of the surrounding competition, Chino Valley will receive one of the zones
Starting to decide on locations in the greater Chino Valley area and working with Tread Lightly for 3 panel signs! We might even get a free one!
The Greater Chino Valley Collaborative took their meeting outside and met the PCC (Prescott Climbers Coalition) at Sully’s Canyon to discuss what the management agreement between the Town and the PCC will look like. State Parks was in attendance to discuss their vision and some tribal members were there and mentioned they would like to return to look at the petroglyphs and discuss how to protect them Really productive and innovative day Maggie’s 7 year (itch lol) with the town 4/18
