Welcome to the July issue What a few months it has been in the UK, I am sitting here reflecting on the general election result and recent sad events that have happened in Manchester and London. Normally we do not comment on such events but feel it has been such a changeable period, how could I not? Hopefully we can now move forward and start to ‘get back to business’ and be Great Britain once again. Our sincerest thoughts go out to the families and loved ones of those that lost their lives in such horrific, unnecessary acts. In this issue we are looking at where to take your family over the summer holidays, taking up a new hobby of fishing as part of National Fishing Month and if you if you’re feeling a little stressed make sure you read our massage guide to help you choose the right treatment for you! You may think summer isn’t the time to be thinking about car maintenance but the fact we go on more journeys and the strain that extreme heat can put on our vehicles now is the time to think about giving your car the once over. We have compiled a guide to the most important jobs to do.

NEWS Bank of England’s chief economist meets Boston charity leaders The Bank of England’s chief economist Andy Haldane met with charity leaders in Boston to discuss current pressures. The round table was organised by Lincolnshire Community and Voluntary Service (LCVS), hosted at Boston Mayflower Housing Association and included representatives also of Boston Food Bank, Centrepoint homeless charity, Citizen’s Advice, the Credit Union and Boston Big Local. All had a story to tell. Andy Haldane is also Executive Director for Monetary Analysis, Research and Statistics and a member of our Monetary Policy Committee. He and a small team from the Bank’s East Midland regional office were in the area to get a feel for the state of the economy at a local level and how interest rate decisions affect society as well as business. The bank’s request to meet with the voluntary and community sector followed a similar round table discussion elsewhere last year. The discussion on Friday, May 26, provided valuable insights on the impact on the least financially resilient people in our communities. LCVS chief executive David Fannin said: “As a result of this discussion, the bank confirmed it has decided to widen its reach and make this a regular feature of its intelligence gathering activity. “Andy Haldane was interested in just how much squeeze is happening due to austerity when judging how well the economy is doing and setting interest rates. “Following an open and honest discussion, he left with an impending sense of ‘safety net’ support organisations being stretched more than ever before and increasing numbers of people facing personal crisis. The recovery is fragile in places like Boston and support for the sector at this time is more important than ever with funding cuts and austerity having a big effect and shifting demand as we to try to support the most vulnerable. “Part of our core purpose at LCVS is to create a stronger third sector voice and develop local networks that help that voice to be heard. This was a great opportunity to get people from local organisations which support our most financially vulnerable people together and enable them to be heard at the highest level. The challenge is massive. I am grateful to busy colleagues for giving up their time. It was a very illuminating experience for all involved. Sharing information and experience like this helps us all stay focussed on the hard road ahead and the commitment to support each other was impressive.” The Bank wants to follow developments and see how the picture has progressed in early 2018.

Musical cadets star in Belgian VE Day celebrations Musically talented cadets from Lincolnshire and Derbyshire visited Belgium last week after their talents were spotted on You Tube. The combined Band of Lincolnshire and Derbyshire Army Cadet Force (ACF) took up the invitation to play at the 2017 VE Day International Tattoo in Roeselare, Belgium over the weekend of 5 – 7 May. The band played in front of hundreds of people in the main square and surrounding streets of the city alongside Da Capo Lisee from The Netherlands, The Medina Marching Band based on the Isle of White and the host band, KH The Gildemusic. The cadets had been invited after they were spotted on You Tube by the Tattoo organiser Dirk Brabant who founded the event in 1992. After their well-received performance, cadets and adults attended the Last Post ceremony at Menin Gate, Ypres, where every evening buglers honour the memory of WW1 soldiers of the former British Empire and its allies, who died in the Ypres Salient. Before their journey home, early on Sunday morning, the Last Post was performed by band members at Tyne Cot Commonwealth War Graves Cemetery- the site of the 3rd battle for Ypres, better known as Passchendaele. For Cadet Sergeant Charlotte Towers, from Lincolnshire, it was a particularly poignant time, as she is rapidly approaching her 18th birthday which signals the end

of her cadet career. She said: “Being here in Belgium with the band has been very special to me as it’s my final parade as a cadet. I have really enjoyed playing music with bands from all over Europe. It really shows that music is a universal language.” Cadet Sergeant James Loveday, of Lincolnshire ACF Band: said: “The highlight of my trip was when we did the finale as we were able to perform with bands from Europe. “As we marched through the streets of the town we knew we were representing our country’s Army Cadets and this made me feel very proud.” Cadet Lance Corporal Kira Roberts, of Lincolnshire ACF Band said: “I have really enjoyed being part of the Tattoo. It provided the opportunity to share the stage with some wonderful players.”

NEWS Do you have book keeping or financial experience? Would you like to help a local charity that supports bereaved parents? East Lincs Sands is a local branch of Sands, the stillbirth and neonatal death charity. Sands Groups are run by volunteers and trained Befrienders most of whom are bereaved parents and offer regular meetings with practical and emotional support. The Group needs a new Treasurer to join their Committee to keep a record of the financial matters for the Group, and

ensuring all spending has receipts or invoices and are in accordance with the Sands’ aims and guidelines. The post is a voluntary one and you do not have to be a bereaved parent. Meetings are held 3 to 6 times a year, and there is huge amount of guidance, support and resources from UK-Sands and your Network Coordinator to make your role as easy as possible. Float down to Central Park for outdoor cinema experience Mary Poppins was famous for her magical brolly – but it’s to be hoped brollies will not be needed when Boston’s first open-air cinema puts on two nights of shows in Central Park in August. Tickets for Mary Poppins on Friday, August 25, and Despicable Me on Saturday, August 26, are now available from Boston Borough Council offices in West Street, Monday to Friday, 9am to 4.30pm, cash, card and cheque, and the Guildhall, Wednesday to Saturday, 10.30am to 3pm, cash and cheque, or by telephone on 01205 314200. Prices are £6 for adults, £4 for children and concessions or £18 for a family ticket (two adults and two children). The gates will be open on both nights from 6.30pm with the films starting at 7.30pm. There will be a licensed bar, popcorn sweets and candy floss and the park cafe will be open. Kristina Willoughby, Boston Borough Council’s town centre services manager, said: “This will be as first for us, so we have fingers crossed for hot August nights and no rain. The films have been selected for family viewing and are ones with all-round appeal, with Mary Poppins having stood the test of time. The outdoor experience brings a new and different element. We are especially delighted that confidence has been shown in this event and are excited to have sponsorship from Chattertons Solicitors & Wealth Management.”

Help plan new community events There are a growing number of events planned for Boston now that the better weather has arrived, but councillors have ambitions for even more... and want you to help. Boston Town Area Committee (BTAC – the town’s parish council) wants to hear from volunteers prepared to sit on a new

committee to help generate community event ideas. The committee will be public-led – with at least six members from the public, sitting with three councillors. The aim will be to generate and develop events for all the community which BTAC may be able to help facilitate. It has been

encouraged by community engagement by other volunteer groups – such as the Christmas in Boston group which is working to enhance the town’s Christmas lights. All suggestions, large and small will be welcome, especially those which could develop into popular annual events.

Plants vandal Oktoberfest caught red-handed in Boston

Detective work by the borough council’s anti-social behaviour team, aided by Boston’s CCTV system, has been instrumental in helping identify the person responsible for vandalising planters in Boston town centre. A review of footage captured by Boston Borough Council cameras showed a person pulling newly-set plants from a planter near the Ingram Memorial. Persistence paid off when the council’s anti-social behaviour officer and eagleeyed CCTV operators tracked the offender through town to gather identification evidence. They then reviewed footage of a much earlier incident in which trees were destroyed at St John’s Park and spotted the same person, gaining evidence of her part in vandalism at this location also. She was then positively identified with the help of partner agencies. The 16-year-old will now be formally interviewed in the presence of her parents by the anti-social behaviour officer and suitable reparation will be agreed.

A Bavarian style oompah beer festival is coming to Boston. Oktoberfest will be held in Central Park on Friday October 27, from 5pm to 10pm, and Saturday, October 28, from noon to 5pm and 6pm to 11pm. The event is for over-18s only and the Boston date is one of a number in the UK mirroring the festival celebrated in Munich at the end of September and the beginning of October since 1810. The beerhall tent in Central Park will host music, games, entertainment, traditional Bavarian food, singing and, of course, authentic biers served in glass steins. Traditional oompah music will give way to pop music in the evening. t is a great responsibility to have been elected Leader of Boston Borough Council and I have no illusions about the gravity of the position. Some might well describe it as a poisoned chalice, but I regard it more as a challenge to be met. I am passionate about Boston and the wider borough and I have a gritty determination to make life here better for everyone. Some well-documented issues have increased awareness of Boston. Some, for a variety of reasons often beyond our control, have not reflected well on us and have been damaging to our reputation. The truth is that Boston borough remains a safe and pleasant place to live and now, more than ever, we need a new era of positivity. I want to encourage all who live here to join with me in speaking up for the town and borough and helping promote it in the best light possible. I know that local people have had enough of Boston being portrayed for some of the wrong reasons. Of course, we have many challenges, and will not seek to sweep these under any carpets. I am up for any challenges which result in Boston being a better place. The council has set out a broad framework for what it will aim to achieve up to the end of the life of the current administration in 2019/20. It has been formulated in the knowledge that the council faces severe cuts in Government funding and focuses on main services which are a priority for residents. Main elements are promotion and support for investment, business development and growth, housing growth and development of tourism, heritage and cultural opportunities; supporting and protecting the most vulnerable; making Boston a safe place to live with quality of life for residents and continuing to provide essential public services. We will promote and support inward investment and continue supporting housing growth and development of infrastructure. We have already seized the initiative and written to the Government’s Department for Business, Energy and Industrial Strategy, to make the case for upgrading infrastructure in support of economic growth. We have welcomed draft publication of

the Industrial Strategy and recognition for improving skills levels, especially in rural areas and for those who do not go into further or higher education. We have made the case for innovative tax incentives and not protracted funding programmes to help businesses already delivering research to commercial projects. And we have supported the Government’s commitment to spend £2.5 billion by 2021 on improving flood resilience and defence. Projects in this area, such as the Boston Barrier scheme, are key infrastructure which will minimise the impact on communities and businesses. We have also highlighted the need for improving transport, power supply and digital infrastructure to prepare us for future development, especially given this area’s importance so far as national food security is concerned. A one-size-fits-all approach doesn’t support the diverse range of businesses in rural economies. The council feels that funding support for early-stage ventures and fledgling businesses is sometimes too tightly framed around and focused on existing knowledge, limiting the creation of innovative businesses. We have called for a more flexible approach to maximise, support and nurture local growth, needs and opportunities. Tourism plays a significant part in the local economy and we must seize every opportunity that comes along and act on it. We have already acted on our priorities. Some major businesses have shown confidence in the area’s economic resilience – Duckworth Jaguar and Land Rover and Sportsbikeshop, the new mint supermarket and the new Lidl supermarket arriving shortly. The council continues to do all it can to help provision of affordable homes for our young people and families, meeting current targets for affordable homes which already far exceed the target we had for last year, and continuing to provide all frontline services despite the recent years of austerity and funding cuts. Your questions answered at CAML

C

itizens Advice Mid Lincolnshire (CAML) has never been busier. Frequently, queues stretch down the street from its

offices. With a staff of only 24, supplemented by over 90 volunteers, the local Charity last year helped more than 12,000 individual clients producing 28, 000 client contacts. Although the most frequent enquiries related to debt & money and to welfare benefits, in particular Employment Support allowance (ESA) and Personal Independence Payment (PIP), the CAML team assisted people to deal with issues on a wide range of other subjects, from consumer, employment and immigration to family, legal and housing. This month we take a look at some of the problems brought to the Citizens Advice teams at Lincoln Lane in Boston, Moneys Yard in Sleaford & Fen Lane in North Hykeham. “I’ve hired a builder for a loft conversion but he’s now asking for more money to finish the job, despite agreeing a price in an email. What should I do? “ Your options depend on whether you got an estimate from the builder, or a quote. An estimate is a rough outline of costs, while a quote gives exact costs both parties agree to. If you got an estimate, ask the builder for a breakdown of the new costs - both materials and labour. The builder needs to be able to explain the price rise. Try and negotiate if you think the new costs are unreasonable. Asking another builder or a trade association for an estimate could help you decide what’s fair, and where to start your negotiation. If the builder won’t negotiate, make a complaint to them in writing describing

why you think the costs are unreasonable. If they still don’t bring their price down, you can check if the builder is a member of a trade association to see if they can help. Or you could look for an alternative dispute resolution (ADR) scheme - this is an independent third party who can help you to reach a resolution. Quotes are a legal agreement, so the builder shouldn’t be charging more unless there were unexpected events affecting the work, or an error in their calculations. Contact an ADR scheme if there were no mitigating circumstances, who will help you to resolve the situation. “I am about to apply for Universal Credit for the first time, but have been told that there is a six week wait before the first payment. I’m worried that I won’t be able to pay my bills. Is this right, and is there anything I can do?” After applying for Universal Credit, there’s usually a five or six week wait before your first payment, which is explained during the application process. Although you can’t be paid faster, there are things you can do to help tide you over. As part of the claim process, you’ll usually attend an interview at the Jobcentre Plus. At the interview ask if you can apply for an “advance payment” - this is a loan that will be deducted from your future benefits. You’ll need to show how much money you need for essential bills like food and housing, and explain why the loan will protect you from serious financial difficulty - like being unable to pay your rent. Alternatively, you can apply for an advance payment through the Universal Credit helpline on 0345 600 0723.

It’s best to apply as early as possible in your claim, as you may be turned down otherwise. If you are refused an advance payment, you can ask the Jobcentre Plus for a reconsideration. Emergency assistance may be available if you are still turned down - Jobcentre Plus or Citizens Advice can inform of you of your next steps. “I was made redundant last month and I’ve already started to fall behind on my bills. I’m looking for work, but is there anything else I can do so I don’t end up in debt?” There are steps you can take to avoid your bills from building up. First, check that you’ve been paid any redundancy money you’re entitled to - you might get statutory redundancy pay and possibly contractual redundancy pay if you’ve been in the job for two years or more. This should be evident on your final payslip, but if it’s not contact your employer. Then look at ways to boost your income. See if you’re eligible for benefits like Jobseeker’s Allowance with Citizens Advice’s benefits calculator at https:// www.citizensadvice.org.uk/benefits/ You could also check if you can make savings on your bills, for example by switching to a cheaper gas or electricity deal. Now look at how much money you have coming in and compare it to your essential spending. Priority bills include your rent or mortgage and council tax, and should be paid first as there can be serious consequences for missing payments. If you own your home, contact your mortgage lender to see if you can negotiate on your monthly repayment. You could also see if your credit card provider will negotiate on repayment amounts to give you some breathing space.

Bicker Preparatory School The children, staff and Parents’ Association at Bicker Prep School recently organised a special 80th birthday party for the School Principal, Mrs Sheila Page. Mrs Page opened the school in 1994, having been a headteacher and County Adviser for Early Years education. Headteacher, Mrs Julie Miles said ‘Mrs Page is an inspiration to us all. We wanted to do something special for her, in return for all that she has done for us.’ ‘The children all made a daisy – the school emblem- and these were put together into a daisy meadow. In class five, we have been studying Space. One of our pupils was lucky enough to visit NASA in America. She was able to report back to her class mates on the Space Agency’s work. Class 5 made models of the solar system and produced their own Space magazine to sell to parents throughout the school. We then held a debate: the topic was ‘Is Space Exploration a waste of money?’ Pupils researched facts and figures to support their arguments. Above right, the photograph shows Kasandra Giermak opening the debate. Finally, we were extremely lucky to round off our space topic with a skype call to Professor Carol Norberg, senior lecturer at the Department for Physics at Institutet för Rymdfysik, Rymdcampus,

Kiruna. Professor Norberg went to Spalding High School with our Headteacher Mrs Julie Miles and was really pleased to renew the link with Mrs Miles and our school. She is an expert in the field of human spaceflight and has carried out research into Mars. Professor Norberg was able to answer many of the questions we still had about Space. Some of the class may now consider a career in Science and even in Space exploration. We thoroughly enjoyed our live chat...all the way from Sweden! Foundation stage pupils are planting herbs and garden plants. They know they need to care for the plants, watering them and protecting them from frost. They will also watch out for caterpillars and aphids. Upper School pupils (years

1 to 6) are growing potatoes, strawberries and raspberries this year. They have also planted a variety of flowering plants to bring colour to the garden. Finally, year 5 and 6 pupils worked with parents to decorate our gardening shed. They drew flowers and animals on the shed and painted them with enamel paints. The garden now looks ready for the 80th Birthday of our Principal, Mrs Sheila Page, in July.

Boston High School 12 Year 9 students were selected to represent BHS as two teams on 5th May at a prestigious STEM event. One team of 6, focused on a 10 week project of an ‘Eco Hotel’ and they summarised – ‘Our project is to design an eco-hotel. The hotel must be environmentally friendly and almost completely self-sustaining. It must use new, sustainable and environmentally friendly ways to create the energy it needs to run. It is important that the world has new and sustainable sources of energy to create the electricity we use every day so that we can project the earth’s natural resources’. Important points to consider during the project were: • How electricity is supplied • Leisure facilities (i.e. swimming pools, gyms etc.) • How it reduces environmental impact • How it reduces waste • How waste is dealt with Carbon Dioxide omissions • Different rooms and their facilities • Structure • How it differs from a typical hotel Whilst one team of 6 did their project on ‘My School is an Island’ stating ‘We chose this project because we had more ideas on what we could do than the other projects. Also, we thought that it would be a lot of fun, as we could make a model

of an island and researched how people live on islands and we also liked the challenge of how we can have so many children on an island and how we will get all of our resources and energy. As we go to school 5 days a week, we have an understanding on what we like in a school and how we would like a school to be and what it’s like to go to school. Therefore, we can incorporate all of this into the school on an island and we can take ideas from our school that we like and change the areas that we don’t. This will also benefit us in the project because we know what a school needs and we can get all of our research easily, as we can ask our caretakers and headmaster about what goes on in a school that we don’t know about’. Each team had a professional mentor assigned by Go4Set who worked with Mr Jago and Dr Meredith creating stunning project work and a model which they then had to present and field questions on from an expert panel. Both teams did very well against competing schools and we are delighted to say that one team won, pictured above with their trophy - a great achievement!

Since opening just 7 months ago, ARK wildlife park has rapidly gained a reputation as South Lincolnshire’s premier family friendly wildlife attraction. National Fishing Month What is it all about?

Fishing Licences

National Fishing Month offers unique opportunities for the protection and promotion of angling. It has the aim of: • Increasing the number of people getting involved in the sport. • Informing the general public about the economic, social and environmental benefits of angling. • Influencing decisions about access, environmental policy and wildlife management so that they take the importance of angling into account. • Improving diversity amongst anglers to counter any perception that it is exclusively a male, white, able-bodied only pursuit. National Fishing Month is a celebration of the sport of angling. All over the country qualified coaches give their time to welcome newcomers to this marvellous sport. Fees are waived and tackle is often made available free of charge too. Events are organised around the UK to show people who have never fished before how to do it.

You need a rod fishing licence to fish for salmon, trout, freshwater fish, smelt or eel with a rod and line in: • England (except the River Tweed) • Wales • the Border Esk region of Scotland You must always carry your rod fishing licence when you’re fishing or you could be prosecuted.

You can be fined up to £2,500 for fishing without a rod fishing license. Children under 12 don’t need a licence. Licences for children aged between 12 and 16 are free.

What is actually going to happen? From 21st July to 3rd September, there will be hundreds of locally organised angling events offering non-anglers the opportunity to be taught how to fish, FREE OF CHARGE, by a qualified licensed Coach and within a controlled environment.

Family Life You may also need: • permission from the landowner if you’re fishing on private land • an additional licence to fish in locks or weirs on the River Thames You must follow national and local rules (byelaws) when freshwater fishing with a rod and line in England and Wales. Types of licence Trout, coarse fish and eel licence This lets you fish non-migratory trout and all freshwater fish. You must use your licence in one of the following ways. You can choose to fish with: • 1 rod for non-migratory trout in rivers, streams, drains and canals • up to 2 rods for non-migratory trout in reservoirs, lakes and ponds • up to 2 rods for freshwater fish You can also buy a 12-month licence that lets you use 3 rods for freshwater fish. The place where you fish may have additional rules about how many rods you can use there. Salmon and sea trout licence This lets you fish salmon, sea trout, nonmigratory trout and all freshwater fish. You must use your licence in one of 3 ways. You can choose to fish with: • 1 rod for salmon, sea trout and non-migratory trout in rivers, streams and canals • up to 2 rods for salmon, sea trout and non-migratory trout in reservoirs, lakes and ponds • up to 3 rods for freshwater fish The place where you fish may have additional rules about how many rods you can use there. new service dedicated to Ear Care is being launched in Boston. Ear Care Lincs is an innovative service, offering all types of ear care, advice and education, by Registered Nurse and Ear Care Practitioner, Rachel Nicholls. The main service on offer is “Microsuction”. This is now the preferred method of ear wax removal. This involves a very small tube being inserted into the ear canal, under the guidance of a microscope. A gentle vacuum is then applied to remove ear wax. Ear syringing or “irrigation” is becoming less practiced and out dated. Many GP’s surgeries have chosen to opt out of providing this service all together, with many more due to follow this trend. Being unable to hear is debilitating, and can be dangerous, especially if people cannot hear alarms, traffic, telephones, door bells etc. Excessive ear wax can cause a feeling of being unbalanced and dizzy. This could lead to falls occurring and potentially serious injuries as a result. Microsuction is a very safe and effective technique when undertaken by a trained and competent practitioner. Most people who have experienced Microsuction much prefer this as a method of wax removal to the syringing or irrigation with water method. Rachel first qualified as a registered nurse in 1988 and realised her passion for Ear, Nose and Throat nursing after working on the ENT ward at Pilgrim Hospital when first qualifying. Rachel then went on to complete a 6

Super Speedy Strawberry Trifle

INGREDIENTS for 8 servings 4 medium sized ripe bananas 180g Whole Wheat flour 125ml Sunflower oil 125g Brown Sugar (amount can be adjusted to suit tastes) 1 tsp. Vanilla Extract ¼ tsp. Cinnamon Pinch of nutmeg powder (optional) 2 tbsp. sunflower seeds (optional) 1.5 tsp. Baking powder ½ tsp. Baking soda Pinch of salt

1. Put one slice of Swiss roll cake into the base of a small ramekin or equivalent size dish. Serves 2 50g (2oz) fresh strawberries Spoon 2 tsp of orange juice over the top of each roll. 2 slices of swiss roll 3. Peel the satsuma orange and divide the 1 satsuma/ clementine segments between the dishes. orange 4. Pull the stalks out of the strawberries, rinse 20ml (4 tsp) orange juice and cut into halves or quarters depending on 150g (50z) ready-to-serve the size of the strawberry. custard 5. Spoon the custard over both dishes until the 10ml (2tsp) Greek or Plain fruit is covered, then top with a blob of fresh yoghurt yoghurt. You can add a strawberry slice on top for decoration or sprinkles if you choose. 6. Place in fridge if not serving immediately and eat the same day.

1. Preheat Oven to 180C. and lightly grease a loaf tin or rectangular cake tin. 2. Add the sugar and bananas to a mixing bowl and mash well until pureed. 3. Add the oil, cinnamon, vanilla, and nutmeg to the bowl and stir well. 4. Into the bowl, sieve the flour with the baking powder, baking soda and salt. 5. Fold the dry ingredients carefully and evenly ensuring it is well blended. 6. Add sunflowers seeds if chosen and gently fold. 7. Tip the mixture into the greased pan and bake for 35-40 minutes or until risen and a golden brown colour. 8. Remove the loaf when cooled from pan, slice and serve warm or cold. 9. We spend more time on the road in the summer, making the most of those bank holiday weekends, visiting family and, of course, escaping on that summer holiday. It’s important that your car is in good condition, as the heat and rain can lead to burst tyres, overheating engines and air conditioning problems. It’s crucial, therefore, to remember car maintenance as part of your summer holiday checklist!
