DESPITE STAGNANT ENROLLMENT, INTERNATIONAL STUDENTS CONTRIBUTE NEARLY $41 BILLION TO THE U.S. ECONOMY NAFSA: Association of International Educators announced new data recently that show that the more than one million international students at U.S. colleges and universities contributed nearly $41 billion to the U.S. economy and supported 458,290 jobs during the 2018-2019 academic year. This represents only a 0.6% increase in job support and creation and a 3.8% increase in dollars contributed to the economy from the previous academic year.

Further analysis showed that for every 7 international students, 3 U.S. jobs are created or supported by spending in the following sectors: higher education, accommodation, dining, retail, transportation, telecommunications and health insurance.

The growth rate of students choosing to study in the United States continues to decline while competitor countries experience double-digit growth (Canada up 16%; Australia up 15%). NAFSA estimates the continued decline in international student enrollment since fall 2016 has cost the U.S. economy $11.8 billion and more than 65,000 jobs.

AMERICAN DIABETES ASSOCIATION® AND VSP® VISION CARE COLLABORATE ON PUBLIC HEALTH INITIATIVE TO SAVE SIGHT IN PEOPLE WITH DIABETES The American Diabetes Association (ADA) recently announced a new collaboration with VSP® Vision Care, a VSP Global® company which serves nearly 90 million members as the largest and only national notfor-profit vision benefits provider, to focus on an often overlooked but costly and devastating complication of diabetes: eye disease. This initiative will focus on the crucial role annual comprehensive eye exams play in the early detection, intervention and prevention of eye disease and vision loss caused by diabetes.

The new eye health initiative will be launching in 2020 as part of the ADA’s Overcoming Therapeutic Inertia campaign to accelerate care, treatment and early intervention to improve the lives of people living with and those caring for people with diabetes.

JUSTICE DEPARTMENT ALLOCATES $19.7 MILLION TO HELP JURISDICTIONS REGISTER, TRACK SEX OFFENDERS AND PROTECT YOUNG ATHLETES The Office of Justice Programs’ Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) recently announced awards of nearly $15.8 million to help states, U.S. territories and tribal communities develop and improve their systems to register and track sex offenders. SMART also awarded $2.3 million to help protect participants in U.S.-Olympic and Paralympic athletic programs from abuse and $1.6 million to maintain the Dru Sjodin National Sex Offender Public Website.

The awards will be used to help jurisdictions meet the requirements of the Sex Offender Registration and Notification Act (SORNA), Title I of the Adam Walsh Child Protection and Safety Act. Jurisdictions will develop and enhance their sex offender registration systems in order to better track and monitor sex offenders, reduce violent crime and improve public safety.

Black ministers are denying an allegation by Mayor Lori Lightfoot that Uber offered them $54 million to lobby her regarding a proposed ride-share fare hike.

“I have not been approached by Uber and I do not know any other minister that was offered money in exchange for their services,” said the Rev. James Meeks, pastor of Salem Baptist Church in Pullman. “If Uber did make such an offer, it’s a secret to me.”

The mayor has proposed increasing fares for single-passenger rides downtown and in outlying neighborhoods to generate $40 million in tax revenue, while also reducing congestion downtown.

The Rev. Byron Brazier, pastor of Apostolic Church of God in Woodlawn, echoed the same sentiments of Meeks.

“The first time I heard about this offer was when it came out in the newspaper. I was quite surprised when I heard it,” said Brazier. “What I do know is that I have not heard any ministers talking about it and I try to stay informed about what’s going on in my community.”

The mayor made a stunning allegation against Uber during a Nov. 13 news conference where she claimed Uber had offered black ministers millions of dollars to persuade her to back down from increasing fares.

“In their ongoing efforts to increase their profits and avoid accountability or responsibility, Uber and Lyft are engaging

in divide-and-conquer, scare-mongering tactics to target Chicago’s black and brown communities, and pushing out a narrative around my administration’s rideshare proposal that is deliberately misleading,” Lightfoot said in a statement. “That strategy has included offering up $54 million in investments to certain neighborhoods as part of their alternative proposal, all in an effort to avoid regulation.”

However, in a statement, Kelly Quinn, a spokesman for Uber Technologies Inc., denied the mayor’s allegation and instead insisted a counter proposal by Uber would raise millions of dollars for the city.

“The mayor is entitled to her own opinion, but not her own facts. Weeks ago, we shared a proposal that would have raised $54 million more for the city,” said Quinn.

“For months, we worked on a proposal that would have raised more money for the city in a more equitable way.”

Lyft officials did not return calls seeking comment.

In the Austin neighborhood on the West Side, the Rev. Ira Acree, pastor of Greater St. John Bible Church, said to his knowledge, “no one in this world is aware of such a proposal” and questioned whether it was a good idea for the mayor to go public about it.

“That was a reckless statement and an insensitive statement the mayor made.

It was not one of her better moments as mayor,” said Acree. “But I am glad to see she (Mayor Lightfoot) has since backed off her initial allegation. Uber is not going to offer anyone $54 million let alone black ministers. That amount of money would be

a real game changer.”

Acree added that while he is a big supporter of Lightfoot, he hopes Uber and the mayor could come to a resolution on ride-sharing fares.

“She has been an advocate for the poor and a game changer since taking office and I am looking forward to her continuing to do good things on behalf of the people,” said Acree.

After first saying she would release the names of black ministers that she met with earlier this month, Mayoral Press Secretary Anel Ruiz, told the Citizen, the mayor would not be releasing any names.

“Uber has put forward a proposal that would generate $54 million, which would only increase their profits and do nothing to solve our congestion issues,” explained Ruiz.

“Chicagoans have been subjected to a misinformation campaign backed by individuals who have been enlisted to do the company’s bidding, so Uber can increase its revenues and avoid further regulation by the city.”

Riders said as long as it does not cost them more money to use Uber or Lyft, they could care less if black ministers were offered money.

“I just want to be able to take my kids to school and get to work every week,” said Morgan Simms, 27, a Hyde Park resident, who said she commutes daily to her job in south suburban Hazel Crest. “All this ‘Who Shot John’ talk is ridiculous. Instead of arguing over what was offered to black ministers, maybe they should be discussing how to reduce fares for riders.”

Babies Understand Counting Years Earlier Than Believed Babies who are years away from being able to say “one,” “two,” and “three” actually already have a sense of what counting means, Johns Hopkins University researchers have discovered.

The findings reveal that very early on, years earlier than previously believed, babies who hear counting realize that it’s about quantity.

“Although they are years away from understanding the exact meanings of number words, babies are already in the business of recognizing that counting is about number,” said senior author Lisa Feigenson, a cognitive scientist at Johns Hopkins who specializes in the development of numeric ability in children.

“Research like ours shows that babies actually have a pretty sophisticated under-

standing of the world – they’re already trying to make sense of what adults around them are saying, and that includes this domain of counting and numbers.” The findings are newly published in Developmental Science.

Most children don’t understand the full meaning of number words until they’re about four years old. That’s surprising, Feigenson said, considering how much counting young children are exposed to.

“We buy counting books for babies and we count aloud with toddlers. All of that raises the question: Are kids really clueless about what counting means until they’re in the preschool years?”

To find out, Feigenson and first author Jenny Wang, a former graduate student at Johns Hopkins who is slated to

become an assistant professor at Rutgers University, worked with 14 and 18-month-old infants. The babies watched as toys, little dogs or cars, were hidden in a box that they couldn’t see inside of, but could reach into.

Sometimes the researchers counted each toy aloud as they dropped them into the box, saying, “Look! One, two, three, four – four dogs!” Other times the researchers simply dropped each toy into the box, saying, “This, this, this and this – these dogs.”

Without counting, the babies had a hard time remembering that the box held four things. They tended to become distracted after the researchers pulled just one out – as if there was nothing else to see.

But when the toys were counted, the babies clearly expected

more than one to be pulled from the box. They didn’t remember the exact but they did remember the approximate number.

“When we counted the toys for the babies before we hid them, the babies were much better at remembering how many toys there were,” Wang said. “As a researcher these results were really surprising.

And our results are the first to show that very young infants have a sense that when other people are counting it is tied to the rough dimension of quantity in the world.”

The team is now conducting several follow-up studies, trying to determine if early counting practice leads to later number skills land if English-speaking babies react to counting in a foreign language.

Michelle Obama Announces 7 New Co-Chairs Joining When We All Vote Michelle Obama recently released a video message announcing 7 new Co-Chairs joining When We All Vote, a national, nonpartisan organization launched in 2018 to increase participation in every election.

Joining Mrs. Obama as co-chairs of When We All Vote – as her Voting Squad – are Selena Gomez, Liza Koshy, Shonda Rhimes, Megan Rapinoe, Tracee Ellis Ross, Kerry Washington, and Rita Wilson will officially join Co-Chairs Tom Hanks, Faith Hill, Janelle Monáe, Lin-Manuel Miranda, and Chris Paul.

In the video message, the Co-Chairs urge Americans to join When We All Vote and sign up to create their own “Voting Squads”.

In the months directly before the 2018 midterm elections, When We All Vote organized over 2,500 local voter registration events across the country, engaged 200 million Americans online about the significance of voting, and texted nearly four million voters the resources to register and get out to vote.

This year’s Voting Squad program builds on When We All Vote’s successful 2018 digital campaign where Americans were encouraged to get out to vote. Outcome Health Agrees to Pay $70 Million to Resolve Fraud Investigation ContextMedia Health LLC, which operates under the trade name Outcome Health (Outcome), a digital provider of medical information and advertising in doctors’ offices, has agreed to a resolution with the Department of Justice by which it will pay $70 million to victims of a fraud scheme that targeted its clients, lenders and investors, according to a press release.

Outcome, a privately held company headquartered in Chicago, Illinois, admitted in resolution documents that from 2012 to 2017, former executives and employees of the company perpetrated a scheme to defraud clients — most of which were pharmaceutical companies — by selling advertising inventory that the company did not have.

“Outcome’s payment of $70 million is an appropriate resolution for the corporate entity given the misconduct of executives and employees acting on its behalf,” said Assistant U.S. Attorney Brian Hayes, chief of the criminal division for the Northern District of Illinois.

“This resolution demonstrates that there are significant consequences for businesses whose executives and employees engage in fraud.”

“Outcome Health deceived its lenders and investors, and overbilled its clients, by fraudulently misrepresenting both the quality and quantity of its advertising services and concealing those misrepresentations from auditors,” said Principal Deputy Assistant Attorney General John P. Cronan. “Today’s resolution demonstrates the Criminal Division’s unyielding commitment to making whole victims of fraud.”

“For five years, employees of Outcome Health purposely failed to deliver on advertising campaigns and engaged in a pattern of misrepresentations to conceal their fraud,” said Special Agent in Charge Emmerson Buie Jr. of the FBI’s Chicago Field Office. “This resolution demonstrates the FBI’s commitment to working with its prosecutorial and investigative partners to ensure that justice is done.”

“Today’s agreement holds a healthcare technology company accountable for systematically committing fraudulent business practices for financial gain over many years,” said Inspector General Jay N. Lerner of the Federal Deposit Insurance Corporation’s Office of Inspector General (FDIC-OIG). “The FDIC-OIG is

committed to investigating such corporate corruption which harms lending institutions, investors, customers, and competitors. We remain dedicated to working with our law enforcement partners to investigate those who commit such misconduct.”

The press release added that Outcome admitted that as a result of its practice of selling clients inventory it did not have, it under-delivered on its advertising campaigns. Despite these under-deliveries, the company still invoiced its clients as if it had delivered in full. To conceal the under-deliveries, Outcome employees at the time falsified affidavits and proofs of performance to make it appear the company was delivering advertising content to the number of screens in its clients’ contracts.

Outcome executives and employees during that time also inflated patient engagement metrics regarding how frequently patients engaged with Outcome’s devices. Furthermore, an executive at the time altered a number of studies presented to clients to make it appear that the campaigns were more effective than they actually were, Outcome admitted.

lease, Outcome further admitted that its under-delivery on advertising campaigns resulted in a material overstatement of revenue for the years 2015 and 2016. The company’s outside auditor signed off on the 2015 and 2016 revenue numbers because executives and employees at the time fabricated data to conceal the under-deliveries from the auditor. Outcome used the inflated revenue figures in its 2015 and 2016 audited financial statements to raise $110 million in debt financing in April 2016, $375 million in debt financing in December 2016, and $487.5 million in equity financing in early 2017, it admitted.

The press release also stated that the Department of Justice and Outcome have entered into a non-prosecution agreement (NPA) to resolve this matter. Outcome’s obligations under the agreement will have a term of three years, unless the term is modified by the government. Under the terms of the NPA, Outcome and its current parent company, Outcome Health LLC (Outcome Parent), committed to compensating the pharmaceutical client victims in the amount of $70 million, approximately $65.5 million of which has already been made through

a combination of cash payments and in-kind services, and to set aside an additional $4.5 million to compensate any additional pharmaceutical clients who have not yet been made whole.

The NPA does not require Outcome and Outcome Parent to provide compensation to lenders and investors who were victims of Outcome’s scheme, however, because many of those lenders and investors are now the companies’ new owners. Under the terms of the NPA, Outcome and Outcome Parent also agreed to cooperate with the government’s ongoing investigation of individuals, to report evidence or allegations of U.S. federal law to the Department of Justice and to enhance their existing compliance program and internal controls, where necessary and appropriate, to ensure they are designed to detect and deter violations of U.S. federal law.

The FBI and FDIC-OIG are investigating the case. Assistant U.S. Attorney Matthew F. Madden of the Northern District of Illinois and Assistant Chief William E. Johnston and Trial Attorney Kyle C. Hankey of the Department of Justice’s Criminal Division’s Fraud Section are prosecuting the case.

Maywood native and local song writer to release Christmas single in time for the holiday season

By Jenna M. Walker Young, Focused, and goal oriented are a few words that come to mind when describing who Tristian Arnez is. He is a multi-talented self-taught singer, songwriter, athlete, musician, actor and model. Tristian was born in Maywood, IL. , began singing at the age of 4. He's a self-taught bass/baritone singer with class and much talent. Tristian's inspiration to record his new holiday single “A Christmas Song", was inspired by his love for legends like the late Nat King Cole.

Tristian grew up listening to Cole; his grandparents were huge fans of Nat King Cole and played his music throughout his childhood. Tristian continues singing along until the age of 14. Like most young men, when puberty set in Tristian voice changed and he could no longer sing at the higher register. Not allow the change to stop him from his passion, he found that his favorite song "The Christmas Song" was a perfect fit for his new found voice.

In fact, he sang that song at his college scholarship audition and was offered a college scholarship instantly.

Currently, a freshman at Illinois Benedictine University, Tristian was awarded scholarships in music/academic and track. Sports and music are

his loves!! He's the former captain of his high school track team and also a USA Track and Field Jr. Olympics Finalist. He made the team for an astounding 3 consecutive years (2016, 2017, 2018), and Illinois Top Ten Twice in 2019. He’s a back-to-back SSC Conference Champ and named Athlete of the Meet twice in 2019.

His events are indoor and outdoor sprints, 100, 200, 4x100 and 400, his favorite event is the Long Jump where he have set 3 school records; jumping 23 feet, thus earning him an appearance in the indoor/ outdoor state finals.

Arnez, the new 21st century Nat King Cole is a Millennial who is reaching for the stars. He's singing has taken him on the road to Milan, Italy with Timeless Gifts Vocal Ensemble. He's a total superstar who not only can sing but also have tried his hand at acting making a short appearance on The Chi, Empire, Utopia and Netflix mix tape.

Red Clay Dance Presents Winter Sharecase and Holiday Party Red Clay Dance Company (RCDC) engages its community by hosting a Winter Sharecase and Holiday Party Saturday, December 14 at 2 p.m. at Fuller Park Auditorium, 331 W. 45th Place, Chicago.

The performance features students of Red Clay Dance Academy, the official school of Red Clay Dance Company, and Red Clay Dance’s Youth Ensemble. The Academy is committed to offering world-class dance training for youth, teens, and adults. Classes are open to students aged one and older from beginners to advanced dancers.

The gathering is also the culmination of an online series of commentaries this fall, entitled Words to Live By. Each post has focused on a different word that has importance and meaning for the RCDC community: Artivism, Glocal, and Community Engagement. National Museum of African American Music Assembles All-Star Band of Creative Agencies to Launch Grand Opening When the National Museum of African American Music (NMAAM) officially opens its doors in the summer of 2020, it will be a firstof-its-kind cultural institution that celebrates the tradition of the people behind Black music and the music’s significant impact on the soundtrack of American society.

Located in the heart of Downtown Nashville, Tennessee, the museum will be the newest crown jewel to Nashville’s royal musical landscape. MORE THAN 900 VENDORS AND ATTENDEES TAKE PART IN WOMEN'S SMALL BUSINESS EXPO City Treasurer Melissa Conyears-Ervin's first Women's Small Business and Entrepreneur Expo was a huge success over the weekend. The UIC Dorin Forum was packed with small business vendors, banks, government experts on certification, women leaders from corporate boardrooms, and entrepreneurs in the making. During her welcome address, City Treasurer Melissa ConyearsErvin told the crowd, "Women make up 50% of the population, but only own a fraction of the country's businesses. Not so great, huh? Let's make this a great day.

Starting now, today, let's change those stats. Let's change the narrative!"

Energized, the attendees packed the vendors' marketplace. The businesses were diverse. They ranged from insurance companies, to craft jewelry makers, to an entrepreneur with a draft for a cell phone prototype. Conyears-Ervin's vision for the free expo was to inform and educate women small business owners and entrepreneurs about important resources and programs available to help create, grow and sustain their business.

In addition to the vendors' marketplace, there were 12 break-out sessions focusing on where to get business financing, how to land government contracts, and more. "I couldn't wait to come," said Shanara Carter of Bronzeville.

"This is one stop shopping. I need all the help I can get to grow my business."

Women business owners are less likely to apply for, or receive, funding from financial institutions to get the assistance needed to grow their businesses.

"Where's the procurement panel?" many attendees asked. It's a fact that despite the number of companies that are qualified as women owned business enterprises, very few of these businesses are awarded significant government contracts. The City of Chicago Department of Procurement conducted a panel and there was standing room only.

The other break-out sessions were also well attended and their subjects ranged from Finding City Funding, How to Start a Business, Using Social Media to Brand and more.

The Women's Small Business Expo distinguished itself from other expos by providing for free, a vendors marketplace, break-out sessions, a leadership panel and a fireside chat. "Finding financing to start a business is tough. Women get a fragment of what men get to start their businesses and that needs to change," said Marianne Markowitz. She is the CEO and one of the founders of the Women's Bank of Chicago.

The financial institution is the first bank in the United States to be founded and run by women. Markowitz was a respected member of the Obama Administration. She spoke candidly about wanting to close the opportunity gap when it comes to women and small businesses, as well as her White House years.

City Treasurer Conyears-Ervin visited vendors in the marketplace, and took photos as the six hour event began to wind down. "I hope you have this again next year," an attendee said as she pulled out her camera and asked to take a selfie.

"Absolutely!" Conyears-Ervin promised.

"And it will be bigger and better!"
