SXU SECURES $3 MILLION U.S. DEPARTMENT OF EDUCATION TITLE V GRANT Saint Xavier University (SXU) was awarded a $3 million grant from the U.S. Department of Education under its Developing Hispanic-Serving Institutions Title V Program to increase retention and graduation rates.

The Comprehensive, Aligned Supports for Attainment (CASA) initiative outlined in SXU’s successful proposal (#P031S190311) will enhance student outcomes through an institution-wide approach.

In the immediate aftermath Stacey Abrams of her hotly contested defeat to Republican (and Georgia’s then-secretary of state) Brian Kemp, Abrams launched Fair Fight Action, and together with another advocacy group, filed a federal lawsuit seeking to overhaul Georgia’s election system on the grounds that the current system impaired citizens’ ability to vote in the 2018 gubernatorial election, and thus deprived them of their constitutional rights guaranteed under the First, Fourteenth, and Fifteenth Amendments.

State Representative LaShawn Ford recently hosted a FAFSA Completion Night at Michele Clark Academic Prep Magnet High School, 5101 W. Harrison St., for students who are preparing to continue their education after graduating from high school and who need help navigating the federal financial aid process.

FAFSA, or the Free Application for Federal Student Aid, is how potential students apply for financial aid, including grants, work-study programs, and loans, to help them pay for college or career school. The Federal Student Aid program is administered by the U.S. Department of Education and provides $150 billion in financial aid every year through the FAFSA applications, according to the FAFSA website.

Representative Ford currently serves as the Chairman of the Higher Education Appropriations Committee for the Illinois General Assembly. The committee is in charge of overseeing the funding for public post-secondary institutions in Illinois

and the Monetary Award Program (MAP) which provides grants for Illinois residents who attend approved post-secondary schools in Illinois.

“Our goal in this committee is to do everything we can to get our public universities built up and make them more affordable. Right now, the problem with our public universities is that students cannot afford to even go to our public universities,” said Ford. “A public university is still very, very expensive and federal money on top of the MAP grant money is not enough.”

During the recent FAFSA Completion Night, students and their parents were able to come together to ask questions, connect with resources, and complete their FAFSA applications together.

“We wanted to not only raise awareness about FAFSA but to also provide technical assistance because it’s difficult and it’s not an easy process to apply for financial aid,” said Ford. “What we did was make sure we brought parents and students together in one room with the technical assistance so that they can apply for their award.”

In previous years, FAFSA applications opened up in January but recently that start date has been moved up several months to October 1 which is critical for students and their parents to know because federal student aid is awarded on a first come first serve basis until it is gone for the year.

“People are not aware that financial aid is first come first serve and that’s major because there is a limited funding source for FAFSA and for MAP,” said Ford.

“We want to make sure we connect with people in the neighborhoods where we know the graduation rate is lower, which can be for a number of reasons and one of the reasons is affordability. We know that people start and then don’t finish because they can’t afford to finish but we also know that a lot of people are not making a deadline for applying for their grant money.”

For those unable to attend the recent event, Representative Ford’s office can provide further assistance and resources to help apply for post-secondary education financial aid.

Organizations Illuminate the Need for Critical Afterschool Learning Opportunities By Lighting Up Billboards Nationwide The Afterschool Alliance, the National League of Cities and the National Summer Learning Association, a coalition of afterschool supporters, recently joined with Clear Channel Outdoor to launch a campaign across more than 1,000 digital billboards nationwide encouraging city leaders and other stakeholders to turn the Lights On Afterschool.

In its 20th year, Lights On Afterschool is the only national rally for afterschool programs.

Throughout October, and leading up to Oct. 24, the official anniversary of Lights On Afterschool, the coalition expects to involve more than one million people at more than 8,000 events across the country and at U.S. military bases worldwide.

The groups are sending the message on this anniversary that demand for afterschool programs remains high and millions of students are without the programs they need.

In fact, the America After 3PM household survey of more than 30,000 families, commissioned by the Afterschool Alliance, found that participation in afterschool programs has increased to 10.2 million

Parents Support Teachers Fighting for their Children

As the teacher’s strike lingers on this week many parents said they support the effort by Chicago Public Schools teachers and staff to ensure their children have the necessary resources needed at their schools.

“I think teachers and staff should get paid for what they do for our children. The schools in minority neighborhoods do not have the same support services like a social worker, librarian or nurse as schools in more affluent neighborhoods and I think that’s unfair,” said Darren Johnson, 52, whose 6-year-old son is a first grader at Martha Ruggles Elementary School in Park Manor.

CPS is the nation’s third largest school district with nearly 400,000 students, 660 schools and a 2019-20 budget of $7.7 billion, which includes $1.87 billion from the state of Illinois.

According to Jesse Sharkey, vice president of the Chicago Teachers Union, one of the main sticking points in contract negotiations with CPS is a written commitment by the school district to provide at least one social worker, librarian and nurse at every school five days a week.

According to Mayor Lori Lightfoot, CPS officials made a counter offer to fund $400,000 a year to hire more support staff, but she said it was rejected by the CTU, which Sharkey confirmed.

“That amount of money would pay for less than five new employees and there are more than 600 schools across the district and CPS knows this,” said Sharkey. “Getting class sizes reduced and securing more social services for our students are key parts in our negotiations.”

Lightfoot added that CPS negotiated with

the CTU in good faith and will continue to do so until an agreement is reached.

“From the start, our team has focused on building equity and targeting greater supports and investments to the areas of greatest need.

We believe this is a vision we share with the Chicago Teachers Union,” said Lightfoot. “We are committed to bargaining in good faith so that we can create a fair agreement our students, families and teachers deserve.”

dealt with a teacher’s strike and hopes it is her last time. In September, she transferred her 10-yearold son to a public school from a private school.

“Up until last year my son attended a private school, so this is the first time I had to deal with something like this. I regret taking him out of private schools but had to do so for financial reasons,” explained Lipsey, a Chatham resident. “Class sizes should be smaller like his previous school where class sizes were no more than five students per class.”

Focus on mental health as cause of mass violence may be increasing stigma In response to recent mass shootings and consistent public outcry, President Donald Trump’s administration is considering a controversial proposal to monitor people with mental illness in hopes of preventing mass shootings. But focusing on mental illness as the root cause for mass violence may do little to solve the problem. Instead, it will increase the American public’s stigmatization of people with these conditions, according to a new paper by IU Distinguished Professor of Sociology Bernice Pescosolido.

The paper, published in the October edition of the Health Affairs journal, examines trends in public perceptions of violence in people with mental illness and support for coerced treatment for these individuals across a 22-year period. The analysis found that not only had the perception of people with mental disorders as dangerous increased, the support for stripping these individuals’ civil rights also increased.

The National Stigma Studies, fielded in 1996, 2006 and 2018, were topical survey modules included in the General Social Survey, the longest-running monitor of attitudes, beliefs and behaviors in American society. In the survey, respondents were given one of three vignettes describing individuals who meet clinical criteria for schizophrenia, major depression or alcohol dependence, or a fourth non-clinical “daily

troubles” vignette, without being labeled as such.

Respondents were asked to measure how likely the individual described was to do something violent toward others and how likely they were to do something harmful to themselves. They were also asked if they think the individual should be forced by law to get treatment from a doctor, take prescription medication to control their behavior or be admitted to a hospital.

In general, analyses showed an increase in perceived dangerousness over the 22-year period, especially in individuals with schizophrenia.

Results in 2018 showed that: l 60 percent of Americans thought individuals with schizophrenia were likely to be dangerous to others.

l 68 percent of Americans thought individuals with alcohol dependence were likely to be dangerous to others. l 30 percent of Americans thought individuals with major depression were likely to be dangerous to others. l 20 percent of Americans thought individuals with “daily troubles” were likely to be dangerous to others.

Pescosolido said these results are troubling because there is little evidence that supports the notion that individuals with mental illness are more likely to commit violence.

In fact, she said those with mental illnesses are more likely to be victims of violence than to be perpetrators of it. Also particularly alarming to Pescosolido is the increase in perceptions of non-clinical “daily troubles” as dangerous.

She said these shifts likely reflect the hope that medicine can solve the problems of increasing violence in America.

“In a society that’s progressive, people hold medicine in very high esteem,” said Pescosolido, who is also director of the Indiana Consortium for Mental Health Services Research.

“But this way of thinking presumes that psychiatry can identify people who have never been violent as potential mass shooters, when the best predictor of violence is past violence, and most people with mental illness don’t have violent pasts.”

already high, increased more than 10 percent between 1996 and 2018.

Increased support for coercive physician treatment and hospitalization was higher among recipients who assessed individuals’ potential dangerousness as more severe.

“There is a strong link between these perceptions of danger and the willingness to take away someone’s civil rights or their own ability to determine whether or not they need treatment,” Pescosolido said.

“I believe that one way the American public tries to understand why someone did something heinous is to assume they must be ‘sick.’ But the majority of those who commit mass violence have not been documented to have a mental disorder.”

Even though there is a link between perceived violence in mentally ill people and a willingness to strip their civil rights, she said studies have also shown that perceived violence is not significantly linked to

the support of increased government funding for mental health services.

But, according to Pescosolido, even if this were the case, the country does not have enough facilities or doctors to support a government plan that rests solely on psychiatry’s shoulders to solve the colossal issue of mass violence. While many doctors have rallied behind gun control and see mass violence as a public health crisis, she said they have not suggested returning to the mass confinement of people with mental health problems.

“I really hope we change the dialogue around issues of violence in our society and try to get at the root causes rather than the typical and seemingly easy answers that will not help us eliminate issues of mass violence,” Pescosolido said. “What is it about isolation in our society and culture or how we treat each other that makes people want to take out other people?”

MBDA Awards NAIC Million Dollar Grant To Raise $1 Billion For Investment In Minority Entrepreneurs The Minority Business Development Agency (MBDA) of the U.S. Department of Commerce and the National Association of Investment Companies (NAIC), the largest network of diverse-owned private equity firms and hedge funds, recently announced that MBDA has awarded NAIC a $1.4 million grant to support a project that will facilitate the aggregation and deployment of approximately $1 billion in growth capital into minority-owned businesses.

Access to capital remains the most important factor limiting the ability of many of the nation’s 11 million minority- and womenowned business enterprises (MWBEs) to increase in scale. The $1.4 million grant demonstrates both a recognition of the obstacles faced by minority asset managers and a prioritization towards addressing the many

challenges faced by MWBEs. Through this landmark MBDA grant, NAIC will launch the Minority Growth Equity Funds Initiative, which aims to increase the amount of capital available for MWBEs poised for growth. As a key goal of the initiative, NAIC will quantify the demand for and current supply of capital focused on MWBEs, then leverage its extensive expertise and broad network to attract and invest growth capital in

innovative businesses owned by women and ethnically diverse entrepreneurs. The outcome will empower MWBEs to drive substantial job and wealth creation and to make a significant economic impact in historically underserved communities and in the Nation.

“According to U.S. Census Bureau, the number of minority-owned small businesses in the U.S. is growing much faster than the overall small business growth rate. But, despite their growth rate, minority-owned firms are still

having a much harder time accessing capital,” says MBDA National Director Henry Childs II. “MBDA is committed to getting more minority-owned businesses growth capital through forward thinking investments like the Minority Growth Equity Fund initiative.”

“The importance of minority-owned businesses to our nation’s economy cannot be overstated, but the entrepreneurs who run them are often overlooked in the growth equity market, substantially limiting their ability to scale,” says Robert L. The summit is a multidimensional collective of men of color from across the country that have come together to openly exchange ideas, commonalities, and knowledge to uplift and inspire each other and the next generation of men of color.

“I did not overcome adversity autonomously. Much of my growth and success can be attributed to both my male role models and time spent focusing on vision,” says Louis Carr, Creator of the Blueprint Men’s Summit and President of Media Sales for BET Networks.

Trunk Club Launches New Charitable Giving Platform in Partnership with Dress for Success and Career Gear Trunk Club recently announced its new charitable platform, Trunk Club Cares, focused on improving job training and preparedness in local communities through partnerships with nonprofits Dress for Success and Career Gear.

Trunk Club committed more than $30,000 and employee volunteers to both organizations, which serve communities through innovative programming designed to help individuals find employment.

“At Trunk Club, we understand the power of a good outfit and how that boost of confidence can impact your day-to-day work and career, regardless of your experience or where you are in your career,” said Fanya Chandler, president of Trunk Club. “We designed this program by listening carefully to our employees’ and customers’ passions for giving back.

10 Acronyms Homebuyers Need to Know StatePoint - PMI, APR, LTV… these unfamiliar acronyms don’t need to bewilder or intimidate uninitiated homebuyers.

To help you negotiate the homebuying process like a pro, Freddie Mac is sharing definitions of 10 key acronyms you’ll encounter as you meet with lenders, make a down payment and pay back your loan.

1. APR (Annual Percentage Rate): The APR tells you the annual cost of borrowing money based on the loan amount, interest rate and certain others fees. Use it as the bottom-line number to shop and compare rates among lenders.

2. FRM (Fixed-Rate Mortgage): The most common type of mortgage, an FRM, has an interest rate that doesn’t change, giving you stability over the life of the loan.

3. ARM (Adjustable-Rate Mortgage): An ARM usually offers lower monthly payments at the outset, but after three, five or seven years, payments change with interest rates and reset periodically.

4. LTV (Loan-to-Value): The LTV ratio equals the amount of money borrowed divided by the home’s appraised value. It shows how much of your home you own versus how much you owe, and lenders use it to help evaluate the risk and terms of your loan.

Live showcase of up-and-coming local talent will take place on Saturday, October 26 The City of Chicago’s Department of Cultural Affairs and Special Events (DCASE) has announced the 14 local artists and bands selected to participate in the 2019 ChicagoMade A&R Auditions.

The epic, live showcase of up-and-coming local talent will take place on Saturday, October 26, Noon–4pm in the Claudia Cassidy Theater of the Chicago Cultural Center (78 E. Washington St.). A limited number of artists were selected from more than 170 applications submitted to DCASE in September. The showcase is FREE and open to the public.

River Roast Offering Dream Wedding To One Lucky Couple Campfire Horrors at Northerly Island On Friday, October 25, the Chicago Park District will hold a screening of the movie, Interview with the Vampire, (R) at 7 p.m. as part of its 4th annual outdoor horror movie series, ‘Campfire Horrors.’

The screening will take place at Northerly Island, located on 1521 S. Linn White Dr. In the movie, a nearly 200-year-old vampire recounts the incredible story of his transformation and the unbelievable events of his very long life to a sceptic reporter.

• Learn Credit Card Basics: Before leveraging the benefits of a credit card, understand the terms and conditions and the potential impact it can have on your credit score. Read the paperwork thoroughly and ask a parent or friend to help you with anything you don’t understand. Only use credit for an amount you can pay off entirely each statement. Interest rates are high, so you don’t want to be paying more for what you purchase.

• Study Student Loan Requirements: Study the different types of student loans available, and then run the numbers.

Before borrowing a dime, figure out what your payments are actually likely to be, and make sure you can truly afford to borrow without putting other financial necessities at risk.

• Open a Checking Account: You can open a checking account by filling out an application online or in person, usually in just a few minutes, as long as you have the necessary documentation banks require.

The bank will issue you a debit card, allowing you to pay for items using funds from your account. Monitor the flow of funds by checking your account online frequently.

• Monitor Credit Scores: There are three national credit bureaus that may have a credit report file for you once you start using credit. What’s in your file is what is used to calculate a credit score that lenders look at to determine if you’re a good candidate for credit. You can obtain a free credit report annually at annualcreditreport.com.

If you’re responsible for your cell phone bill and utility bills, consider using Experian Boost – a free online tool – to add these accounts to your Experian credit file and potentially increase your credit score instantly. A consistent history of on-time payments may increase your credit score.

• Budget: Learning to budget is essential, teaching you to set goals, live within your means and manage your money responsibly. Create a spreadsheet and review it on an ongoing basis.

• Use New Tech Tools: Unfortunately, the topic of money management doesn’t always appeal to young people. Only 38 percent of those surveyed find personal finance topics interesting. Luckily, techdriven tools like apps and YouTube tutorials are making financial education more interesting and accessible to generation Z.
