GLORIA RAY KARLMARK, ONE OF LITTLE ROCK NINE, RECEIVES AN HONORARY DEGREE FROM ILLINOIS INSTITUTE OF TECHNOLOGY (IIT) Gloria Ray Karlmark, who was one of 9 African American students who ignited controversy when they enrolled at the allwhite Central High School in 1957 in Little Rock, Arkansas, received an honorary degree from the Illinois Institute of Technology (IIT) during its May commencement ceremony held recently.

After receiving her bachelor’s degree in chemistry in 1965, Karlmark worked as a school teacher, laboratory assistant, programmer, and mathematician. She later moved to Sweden and joined IBM’s Nordic Laboratory. Karlmark worked for IBM’s International Patent Operations for 11 years and received an honorary doctor of science, honoris causa at IIT for outstanding contributions to the development of a more inclusive society.

U.S. MEASLES CASES IN FIRST FIVE MONTHS OF 2019 SURPASS TOTAL CASES PER YEAR FOR PAST 25 YEARS As of May 30, 2019, the Centers for Disease Control and Prevention (CDC) reported 971 cases of measles in the United States, the greatest number of cases reported in the U.S. since 1994, when 963 cases were reported for the entire year.

If outbreaks continue through summer and fall, the United States may lose its measles elimination status, erasing the hard work done by all levels of public health. “Measles is preventable and the way to end this outbreak is to ensure that all children and adults who can get vaccinated, do get vaccinated. Again, I want to reassure parents that vaccines are safe, they do not cause autism. The greater danger is the disease the vaccination prevents,” said CDC Director Dr. Robert Redfield, M.D.

Rising Violence Leads to State of Emergency Declaration Continued from page 1

One Chicago neighborhood has experienced more murders within the last six months than any other and now state Rep. La Shawn Ford (D-8th) has declared a state of emergency for the West Side.

“Austin has been patient but the community refuses to sit back and wait for state resources while people are dying,” said Ford. “Austin is in a state of emergency and the community demands action now.”

According to Chicago police data, 23 people were murdered in Austin, which is more than any other neighborhood suffered during that same period. And besides murders, Austin leads all other neighborhoods when it comes to infant mortality and opioid overdose rates.

The West Side neighborhood is Chicago’s largest community with a population of 97,611, according to census data, but is also plagued by poor schools, high unemployment, crime, and low economic development, said Ford.

The community has one of the highest infant mortality rates in the city at 10.5 percent compared to Chicago’s overall rate of 7.9 percent, according to the Chicago Health Atlas. The pre-

dominately black neighborhood has also become an epicenter of the opioid overdose crisis in Illinois. In 2017, the last year data was available, 67 people died from an opioid overdose, according to the Chicago Health Atlas.

One way to combat crime and drugs is through resources like grants for nonprofits that provide social services to the community, contends Ford.

“We [state lawmakers] just passed a progressive agenda in Springfield with a $40 billion budget,” he said. “A casino license and legalizing recreational use of cannabis are both coming to Chicago, which will bring in billions of dollars to the city and the state.”

But gun violence is not just happening on the West Side but the South Side too.

It’s been a year since the Rev. Anthony Williams, pastor of Avalon Park Community Church of the United Church of Christ, 8100 S. Dante Ave., lost his son to gun violence. The case remains unsolved and no suspects have been arrested, according to Chicago police.

“This was my oldest son who was killed on Feb. 21, 2018, the same day Malcolm X was assassinated,” said Williams. “Violence and mental health go hand in hand. All of these shooters have some mental issue because you cannot be in your right mind if you going around shooting innocent people like my son.”

But violence is not limited to adults and children are affected too.

Over the last few years, 10 children at the West Side Child Development Center, 4920 W. Madison St., witnessed their parents getting shot including three this year, according to Tamera Fair, chief executive officer of the development center.

“We have an in-house counselor who works with children affected by violence,” said Fair.

“These are kids who suffer physiological and emotional damage from these shootings.”

And the root cause of so much violence is poverty, said Fair.

“A lack of jobs, education and access to capital is hurting ‘our’ people. If we can fix these problems, then violence would go down and the economy would improve,” explained Fair. “But until that happens, people will remain in survival mode and do whatever they have to in order to provide for their families even if that means illegal activity.”

Ford said he plans to mount more pressure on state lawmakers until they give the West Side their fair share of state resources.

“There’s enough money (from the state) to help combat these problems,” said Ford. “It’s just a matter of getting my colleagues to ‘play’ ball and help make a difference.”

New Tour Company Uses The City’s L’s to Explore Unique Neighborhoods There’s much more to touring Chicago than viewing downtown skyscrapers from a sightseeing boat or tour bus. Chicago is a city of 77 communities and approximately 180 distinct and diverse neighborhoods. You haven’t seen Chicago if you haven’t been to the neighborhoods.

Tom Schaffner, a retired corporate communications executive, journalist and self-proclaimed Chicagophile, came to that conclusion about a year ago while giving his own personal “Tour of Chicago” to friends and family members visiting from out of town.

A light bulb went off — someone should conduct tours of Chicago’s unique neighborhoods, Schaffner thought. And they should travel to those neighborhoods the same way that most Chicagoans travel anywhere — via the elevated rail system (the “L”).

Enter L Stop Tours, a company founded earlier this year by Schaffner that uses Chicago’s L to transport guests to various city neighborhoods. L Stop Tour’s Blue Line Tour, for example, travels from the Loop to Wicker Park and Bucktown; the Pink Line Tour explores the Pilsen neighborhood; two Green Line Tours explore the West Loop, Fulton Market, and Garfield Park (Green West Line) and McCormick Square, Motor Row and the Prairie Avenue Historic District (Green South Line). Mental Health Professionals And Chicago Police Host Public Forum On Violence And Trauma

The National Alliance on Mental Illinois (NAMI) Chicago recently led a community discussion on the westside at Hope Community Advent Christian Church, 5900 W. Iowa St., in Austin to talk about how the community deals with trauma that is caused by violence and what can be done better.

The discussion included community members, local police officers, elected officials, and mental health professionals who all came together to share their thoughts on what is working and what still needs to be done in the neighborhood.

NAMI Chicago is a nonprofit organization that works to provide hope and improve the quality of life for those whose lives are affected by mental illness. NAMI has stepped in across the city, but specifically on the west side, to connect violence with the trauma it causes and provide mental health resources.

“Trauma changes us. Not everyone is traumatized when they experience something so unbelievable but it does change our experience and it literally changes our brain and it changes the way our body functions,” said Alexa James, executive director of NAMI Chicago.

The first step in addressing trauma that is caused by violence is to acknowledge that it exists which has been a struggle, according to Marlena White from the Department of Public Health.

“During her inaugural address, the Mayor talked about her interest in this and even just hearing her say the word trauma was so important because there are people who have been working just to get elected officials to say the word trauma because it opens the door for the work that needs to be done,” said White.

During the public meeting, attendees were split into groups and were asked to write down what services and resources existed in the community for addressing trauma and what was missing. Most of the groups agreed that there are strong after-school programs, churches, and nonprofit organizations that are making an impact in the communi-

ty but all of the groups also agreed that more needed to be done.

“We will never have enough therapists to help everyone but some of this work does not belong to therapists, it belongs to the people who are standing shoulder to shoulder and who live together and drive on the street together.

Those are the people that are the

first responders,” said White.

State Representative Camille Lilly represents the 78th district and attended the meeting to participate in the conversation. She shared that the state of Illinois will be dedicating $22 million to the Trauma Recovery Center program and $1 million will be dedicated to trauma recovery resources in Austin.

“When we think about violence and trauma we are talking about these instances that so far stretch what you think is your capacity to have a better tomorrow,” said White. “Unfortunately there are lots of us who have lots of those times where we can say I haven’t felt the same since that one thing happened.”

Inaugural Group of Diverse CPS High School Students Celebrate Hard Hat Graduation The inaugural class of six Paschen Engineering Scholars recently graduated from the program at the annual Hard Hat Ceremony. Six freshmen from George Westinghouse College Prep were announced as the latest class of scholars.

The program curriculum includes hands-on activities to develop technical skills, build problem-solving abilities and gain real world work experience in the STEM and construction fields.

“There are so many accomplishments amongst this group worth celebrating,” said F.H. Paschen’s Executive Vice President Joe Scarpelli.

“It will be tough to say goodbye to our first group, but we’re so excited to see where they are a year from now, and ten years from now. We expect to hear their names associated with great things in the future, and we can’t wait to get our next group of new Paschen scholars started in the program.”

The graduates have received over $2 million in scholarships to schools of their choice, an $800 Amazon gift card for books and technology, $200 in college essentials, and a graduation tassel and charm.

The Barkowski Family also awarded the first John Barkowski Memorial Scholarship to one of the graduates in memory of the former FHP Vice President who passed away from colon cancer in 2017.

Survey Reveals Loss Of Lunch Breaks Weighs Heavily On Millennials

A survey by Tork, an Essity brand and the maker of nearly half of the napkins used in the food service industry in the U.S., finds that Millennials – who are now the largest generation in the U.S. labor force – are nearly three times more likely than Baby Boomers to believe coworkers would judge them negatively if they took a regular lunch break.

The survey, conducted as part of the brand’s award-winning Take Back the Lunch BreakSM program, also reveals that Millennials have a greater desire to enjoy a real lunch break than other generations.

The survey finds: l 62 percent of Millennials would opt for a longer or more regular lunch break if possible, compared to 46 percent of Baby Boomers. l 44 percent of Millennials strongly agree that they look forward to taking a lunch break, compared to 36 percent of Gen X employees. l 16 percent of Millennials would take a pay cut of 10 percent so they could take a lunch break every day, which is nearly double the percentage of Gen X employees and more than three times the percentage of Baby Boomers.

Directions: • Prep your ribs by patting them dry, removing the membrane, and trimming them, if your butcher hasn’t already.

Ann Landers Relaunches Online to Shepherd Next Generation with Common-Sense Advice The nationally syndicated and popular Ann Landers print advice column, which ran in 1,200 newspapers across the country for nearly half a century and left an indelible imprint on millions in the U.S. and throughout the world, recently relaunched at www.AnnLanders.com.

Syndicated advice columnist, media celebrity and cultural icon Ann Landers (born Eppie Lederer in Sioux City, Iowa) was affectionately known as “America’s mother” for inking commonsense advice punctuated by a dash of wit and humor.

Landers, who had 90 million readers, making her the world’s most widely syndicated columnist, died in June 2002. Her last column ran posthumously on July 27, 2002, though her classic advice will be resurrected through the new site.

Nearly 17 years later, Ann Landers’ outspoken daughter, writer, author and advice columnist, Margo Howard, in partnership with privately funded Electronic Advice Systems, will carry on her mother’s legacy. Howard is relaunching Ann Landers to shepherd a new generation more interested in counseling than any other peer group.

Howard spent 30 years writing for newspapers and magazines, as well as the Dear Prudence advice column for online magazine Slate.

The historic relaunch pays tribute to a time when most U.S. cities published two newspapers and the syndicated columns Ask Ann Landers and Dear Abby—which was written by her mother’s twin sister and sometimes rival—were considered American cultural institutions.

Graduated tax rates join amendment in moving to House floor Final vote on both measures expected next week

SPRINGFIELD – A graduated tax rate bill joined the constitutional amendment that would allow for the implementation of such a tax structure in awaiting a vote from the full Illinois House Friday.

The bill, which adopts the same rates approved by the state Senate, was advanced by the House Revenue and Finance committee on a 9-6 party line vote with two “swing vote” Democrats who serve on the committee having been replaced with substitutes.

Rep. Mike Zalewski, a Riverside Democrat and House sponsor of Senate Bill 687, said he expects the House to take up the full amendment and rate structure package next week.

The committee did not act on a separate bill that would have created a conditional property tax freeze on school districts if the state meets certain funding requirements.

Zalewski said property tax relief would be an ongoing discussion in the summer.

“I think it’s the intent of the caucuses to try to work toward a summer task force to deal with property tax relief,” he said. “Property tax relief cannot really be addressed in the income tax code. It’s a very hard bridge to gap. So we’re going to try to work on a solution

where we address property tax relief. It should be part of the conversation but it’s hard to entwine the two.”

Democratic Reps. Sam Yingling, of Grayslake, and Jonathan Carroll, of Northbrook, have both said publicly they would not support a graduated tax plan that does not offer more systemic property tax relief. Both serve on the Revenue and Finance Committee, but were replaced on the committee with substitutes Friday by Democratic House Speaker Mike Madigan.

Even if the plan passes the full House, it would not take effect unless a constitutional amendment – Senate Joint Resolution Constitutional Amendment 1 – allowing a graduated rate structure is approved by the full chamber, then by voters in November 2020.

Carroll previously voted to pass the amendment out of committee, but said his vote did not mean he would support the measure on the floor.

While the amendment would need 71 of the chamber’s 74 Democrats to vote for it, the rate structure only requires 60 yes votes.

Per the rate structure approved by committee Friday, single filers would pay the maximum rate of 7.99 percent on all income once their taxable income tops $750,000. For joint filers, that rate takes effect when income tops $1 million.

For joint filers outside of the top brackets, the rates are 4.75 percent on taxable income from $0 to $10,000; 4.9 percent from $10,001 to $100,000; 4.95 percent from $100,001 to $250,000; 7.75 percent from $250,001 to $500,000; and 7.85 percent from $500,001 to $1 million.

For single filers, tax rates are the same as joint filers up to $250,000; but the 7.75 percent rate applies from $250,001 only to $350,000, while the 7.85 percent rate applies from $350,001 to $750,000.

The bill also includes an increase in the property tax credit from 5 percent to 6 percent, and a $100 per-child tax credit for couples earning less than $100,000 and single persons earning

less than $80,000.

The discussion of the matter was similar to those in several other committees that have discussed the matter previously.

Republicans said it will drive taxpayers out of the state and make Illinois too reliant on its wealthiest residents for revenue.

Democrats said Illinois needs the estimated $3.5 billion in revenue the bill would generate to close structural budget deficits and give the state the stability it needs to attract new residents and businesses.

Currently, the state constitution mandates that taxes be levied at a flat rate. The current rate is 4.95 percent.

In response to claims that the state’s constitutionally-mandated flat tax is attractive to businesses, Zalewski said it’s only recently that this claim has been made.

“There hasn’t been a celebration of

Illinois’ flat tax over the last 10 years around here…” he said. “I’ve never seen a TV commercial or an online ad that said thank God we have the flat tax, this is a reason people need to come to Illinois.”

Rep. Rob Martwick, who will carry the constitutional amendment in the House, said every day of inaction on a graduated income tax would necessitate higher taxes in the future as the state continues to accumulate debt because of a structural budget deficit he believes the graduated rate structure would erase.

But Rep. Margo McDermed, a Mokena Republican, said reductions in pension spending – which would require a separate constitutional amendment – and cuts to other state spending are needed before a tax increase.

The House is scheduled to reconvene Sunday, May 26, with substantial action expected to begin Monday.
