NOBLE CHARTER SCHOOL SOPHOMORES EXPERIENCE A SUMMER OF A LIFETIME On May 29, over 1,000 sophomores from 17 Noble high schools across Chicago converged on Chicago’s southwest side for a final preparation and celebration ceremony before traveling to 84 colleges across the country, including Ivy League schools, several Historically Black Colleges and Universities, Big Ten schools, and dozens of others. Like Noble’s general student population, the vast majority of these 1,000 sophomores are minority and low income.

The Summer of a Lifetime program was founded in 1996 and solidifies the belief that college is a reality, not just a dream, for Chicago’s students. With funding and support from private donors, Noble students have been able to experience college life firsthand for over twenty years.

RESEARCHERS FIND 28% OF 35­-50 YEAR OLD MEN STUDIED ARE AT-RISK FOR OSTEOPOROSIS Research published in The Journal of the American Osteopathic Association found 28 percent of men and 26 percent of women between 35 and 50 years of age had osteopenia, a precursor to osteoporosis.

The findings surprised the participants and researchers, who did not expect the condition to be more prevalent in men. Osteopenia occurs when bones are weaker than normal, but do not yet break easily.

Bone mineral density (BMD) is measured to determine bone health.

Nutrition, lifestyle, environment, physical activity and genetics all contribute to BMD. Peak BMD is believed to be established by 30 years of age.

SIMS INITIATIVES AIM TO LOWER ALARMING MATERNAL DEATH RATE Two bills sponsored by State Senator Elgie R. Sims Jr. (D-Chicago) to help lower the alarming maternal death rate in Illinois passed the General Assembly.

According to the Illinois Maternal Morbidity and Mortality Report released by the Illinois Department of Public Health (IDPH) in October 2018, an average of 73 women die annually within a year of giving birth, and black women are six times more likely than white women to be one of them because of a pregnancy-related condition.

HB 2896 was approved by the legislature recently and awaits the governor’s signature to become law. HB 2895 was sent back to the House for approval of Senate amendments. If they approve those amendments, the bill will then be sent to the governor.

On June 6, a theater production created in England, called Freeman, will make its Chicago debut at the Physical Theater Festival. Freeman was created by Corey Campbell who also stars in the production and is the artistic director of Strictly Arts.

Strictly Arts is a physical theater company led by Campbell and Henry Bays, the company’s executive producer. Freeman started touring in England in 2017 and almost immediately began to sell out every show and garner amazing feedback from critics and viewers.

As a company, Strictly Arts aims to create productions that are engaging, thought-provoking, and unique, according to their website.

“In Freeman, we interrogate and explore the link between systematic racism and mental health,” said Campbell. “We have everything from shadow puppetry to physical movement to textbased work and also a-cappella gospel singing.”

During the Freeman performance, viewers

are shown six true stories of black people who had overlapping experiences with the criminal justice system and untreated mental health conditions.

“A member of the public very recently described Freeman as having moments of humor but also as being harrowing and beautiful and I think I agree with that. It does have moments of humor within it, but it is also very hard hitting, raw, visceral, and beautiful,” said Campbell.

The production tells the story of William Freeman, a 16-year-old black man, who was the first person in U.S. history to use insanity as a defense in criminal court in 1847, according to the Historical Society of the New York Courts.

Another story that is showcased in the production is the story of Sandra Bland, a 28-yearold black woman, who was arrested in Texas in 2015 during a traffic stop and three days later was found hanged in her jail cell. Her death was ruled a suicide.

“Each story we tell in this show starts with people being arrested and ends with people dying and in particular, people of color dying.

In between their arrest and death they all have some interaction with the justice system where they’re either crying out for attention or indeed asking the justice system to help them and actually not receiving the help,” said Campbell.

Although Campbell and the Strictly Arts company are based in the United Kingdom, they have been able to recognize several parallels in the way that black people experience the criminal justice system and how black people receive mental health services both in the United States and in the United Kingdom.

“The statistic around mental health that have come out both in the United Kingdom and the U.S. show a rise in mental health issues for young vulnerable black men and women. It also shows that these people are not being treated for the mental health issues they have and they are oftentimes arrested and sent to prison and to live their lives in jail,” said Campbell.

Redfin Report: Newly Listed Homes Get 3.4 Times More Online Views Than Those With a Price Drop Homes get 3.4 times more online views the day they are listed than they do the day the seller drops the price, according to a new report from Redfin (www. redfin.com), a technology-powered real estate brokerage.

The analysis looked at Redfin. com pageviews for more than 1.2 million listings and found the average number of views each listing received per day on the market, relative to the listing date and the date of the first price drop.

“It’s critical to price your home to sell from the start,” said Redfin chief economist Daryl Fairweather. “Fair or not, buyers judge a home by how many days it has been on the market. A home that has been on the market for more than a few weeks has a scarlet letter on it, and buyers will wonder why no one else wanted to buy it. Dropping the price can help get your home onto the radar of some buyers who are searching for homes priced just below the original price, but you likely won’t be able to regain the appeal of a newly listed home. “ A home for sale that is viewed by 100 buyers online in its first day receives an average of just 17 views per day after 30 days on the market. Online views of home listings drop off steeply after the first day, with half as many visits on day two and a quarter as many after a week on the market.

During the four-week period ending May 19, nearly a quarter (24.2%) of homes for sale had a price drop, up from 21 percent a year earlier, but down from the 30 percent record high posted last October. As home sellers this spring adjust to a market that’s less favorable to them than it has been in years, it’s increasingly important to make a home as appealing as possible to the most serious buy-

ers, who often receive alerts when a home is first listed.

“Especially in a market where bidding wars are not the norm, it can be tempting for a seller to price their home a little high to avoid leaving money on the table,” explained Seattle-based Redfin listing agent Dorothee Graham. “If we have to drop the price, I’ll run a new comparative market analysis (CMA) so the seller can see how much similar homes nearby are listing and selling for. Then I offer to take them in person to tour those properties so they understand where their home should be priced.”

“I also pull a list of everything available in that price range I’m

recommending so they can see what else is out there, regardless of property type, size and condition, because this is how buyers are searching,” continued Graham.

“We also keep in mind price intervals and how homebuyers tend to search on Redfin and other real estate sites. A seller might want to reduce their price by just $10,000 to $15,000, but I advise that this won’t work unless it puts them in a different price bracket. When you do a price drop it has to be meaningful.”

Community Lender Partners With Nonprofit to Pilot Job Training Program For Ex-Offenders

The Chicago Community Loan Fund in collaboration with the Safer Foundation is in the midst of their three-year-long Chicago Neighborhood Rebuild Pilot Training Program.

The program provides ex-offenders and young people with job training opportunities and allows them to assist with home renovations.

Through the Chicago Neighborhood Rebuild Pilot Training Program, the two organizations have come together to tackle recidivism, unemployment, and vacant housing in Chicago’s hardest hit neighborhoods. The goal of the three-year pilot is to rehab 50 houses in the Englewood, Lawndale, and Garfield Park neighborhoods.

“The goal of this program is to purchase, renovate, and sell 50 single-family and two-flat residential properties in the 7th, 10th, and 11th police districts. Those three police districts were chosen because they have been known to have the highest level of violence and the highest level of underdevelopment. The goal is to provide investment [in neighborhoods] while also offering workforce development for ex-offenders and the hardest to employ youth,” said Lycrecia Parks, vice president of Portfolio Management for the Chicago Community Loan Fund.

The people who participate in this program will be able to gain experience doing renovations along with other job skills that will help them find employment. So far, 78 people have been recruited to participate in the

workforce training pilot. Of those 78 people, 96 percent are black and 39 percent are ex-offenders.

“We aren’t just training them in this skill, we know that’s not enough and we have incorporated wrap-around services for them. After the cohort is over, there is still a counselor that will check in and make sure they are showing up for work on time, we can help them with their resumes, and we can connect them with any other resources that they may need to ensure that they don’t return to violent crimes or incarceration,” said Parks.

As a lender, the Chicago Community Loan Fund has its own goals in addition to providing job training. The Loan Fund is looking to get vacant properties rehabilitated and back on the market for potential homeowners.

“We are trying to improve these communities by showing that people and families still want to live in these neighborhoods. We know that homeowners take pride in their neighborhoods so having this be a forsale model shows them that we want them to have a stake in their neighborhoods,” said Parks. “They are going to be the ones that create those block clubs that will deter the crime.”

So far, the Chicago Neighborhood Rebuild Pilot Training Program has renovated five properties and sold one.

The program is currently in its second year of operation and by the end of the three-year pilot program, they hope to have shown that there are people who want to move into these three undervalued communities.

The University of Chicago Urban Labs has published two randomized controlled trials (RCTs) evaluating BAM’s impact, and has found that BAM increased on-time high school graduation rates by 19% and decreased violent crime arrests by 45 - 50% for the students it serves.

Houston had the highest inflow of moving trucks in 2018, Chicago still ranks at No. 2 Houston holds steady as the No. 1 U.S. Destination City according to the latest U-Haul migration trends report, staking its claim to the top spot for the 10th consecutive year.

Houston saw a 3% yearover-year increase in one-way U-Haul truck arrivals in 2018 to remain the busiest city for incoming traffic among do-ityourself movers.

U-Haul has 34 Companyowned stores and 155 independent neighborhood dealers currently operating in the Houston city limits.

Each year, U-Haul counts down its top 10 U.S. Destination Cities as a prelude to Memorial Day weekend, the unofficial start of the summer moving season.

About 45% of all moves each year occur between Memorial Day and Labor Day weekends.

Chicago, Las Vegas, San Antonio and Orlando round out the top five cities for the most arriving U-Haul trucks in 2018. Other Texas cities on the list include Austin (7),

Acculminating talent while breaking culture barriers, the first ever Culturefest reached back to its roots to premiere one of the largest Black Diaspora festivals of its kind on the East Coast, incorporating Black powerhouse artists from all over the world.

Scheduled to launch June 8 at the National Harbor, from 1–9 p.m., Culturefest features international artists, including Reggae icons Aidonia; Romain Virgo & The Unit Band; Tanto Metro and Devonte; and SOCA superstars Patrice Roberts; Skinny Fabulous; and Afrobeat legend Timaya and the image band.

Culturefest’s Co-founder Freka Scott says, “This one, will be one for the books.”

“I’ve been a part of a lot of festivals, but I really wanted to do something on my own, something that was going to be

unique to the Black culture,” Scott said.

Free Comic Book Day (FCBD) was once again a media favorite in 2019, with comic shop retailers, publishers, and Diamond all doing their part to drive media coverage on a local and national level, which resulted in an estimated $4 million in free publicity and an estimated 1.35 million people attending the event.

This year, over 5.2 million comics were distributed at over 2,200 participating comic book shops worldwide on Saturday, May 4th. The FCBD festivities were covered by over 700 TV broadcast stations and several thousand news outlets including CNN, NPR, Newsweek, Los Angeles Times, and Entertainment Weekly.

It also received exposure on the Reuter’s Board in Times Square. The total coverage created an uptick in press mentions, generating $4 million in free publicity for the event, comic shops, and the comics industry overall.

Word of this year’s event also spread through social media channels such as Twitter, Facebook, Instagram, YouTube, Snapchat, and others. Several thousand tweets referenced Free Comic Book Day on Twitter, resulting in the event trending nationally at the #2 spot on Twitter. FCBD also received support and promotion on social media from celebrities such as Krypton actor, Cameron Cuffe, and soccer star, Cristiano Ronaldo.

The Free Comic Book Day website recorded over 118,000 unique visitors on the day of the event, exceeding the previous years’ unique visitor count by over 20%.

Illinois Senate passes marijuana legalization bill Significant changes from initial draft helped bring on some GOP support

SPRINGFIELD – The state of Illinois is one step closer to legalizing recreational marijuana.

The Illinois Senate voted Wednesday to pass the bill, sending it to the House for consideration in the final two days of the session. The vote was 38-17, with two Republicans joining 36 Democrats in supporting it.

“This bill is going to set the model, I believe, the gold standard for how to approach social equity issues, relating (to) cannabis legalization,” Sen. Heather Steans, D-Chicago, the bill’s chief sponsor, said in her closing statement on the Senate floor.

The action Wednesday came just hours after a new, revised version of the bill was made public, and it is substantially different from the one Steans introduced on May 3, a proposal that sparked strong resistance from law enforcement, business groups and some local governments.

Like the original draft, the new bill, an amended version of House Bill 1438, provides that starting Jan. 1, 2020, Illinois residents could possess up to 30 grams, or roughly one ounce, of marijuana flower, five grams of THC concentrate and 5 grams of THC in a marijuana-infused product. It also authorizes the state to issue a limited number of licenses for cultivators, processors and retail dispensaries, and to charge excise taxes on the retail sale of marijuana products.

But other major provisions in the 622-page bill are substantially different from the original version, and those changes appeared to be key to gaining

support and diffusing some opposition.

For example, instead of enacting blanket, mass expungements of previous criminal records for minor marijuana-related violations, the new bill allows for expungement through the governor’s clemency process if the case involves less than 30 grams of marijuana. For cases involving amounts greater than that, up to 500 grams, individuals and state’s attorneys would be allowed to petition a court to vacate a conviction.

“I think what is proposed today is a significant shift from what was proposed, what, two or three weeks ago,” Sen. Jason Barickman, R-Bloomington, told reporters following a committee hearing on the bill Wednesday. “Moving that off the table, I think, paved the way for us to resolve a bunch of other issues that were very important that weren’t resolved initially.”

Among those other issues was a provision allowing people to grow up to five marijuana plants in their own homes, under certain conditions.

While the original bill would have extended that right to all adults, the new bill limits it only to people who have been approved to use marijuana for medical purposes.

The new bill also preserves the right of employers to maintain “zero tolerance” policies on drug use and to establish drug-free workplaces. And it allows local governments to prohibit

cannabis businesses in their communities, or to enact zoning regulations to control where they are located.

“We recognize there are shifts in social consensus,” Illinois Chamber of Commerce President Todd Maisch told the Senate Executive Committee. “And my board, after a lot of deliberation, said we aren’t really excited about this, but you know what, there are things that don’t shift, and that is the need for a safe workplace and a productive workplace. And I’m here to tell you that after a lot of work, and tremendous engagement from a lot of parties, … that we believe these are the strongest workplace protections in the nation.”

It also preserves the right of landlords to prohibit marijuana possession and use on their properties.

For many supporters of legalization, the most important issues other than expungement involved what they

called “social justice and equity” provisions. Among those are provisions that earmark 25 percent of the revenue generated to a grant program for reinvestment in low-income, high-minority neighborhoods.

It also gives preference in license applications to people who live in or have connections to neighborhoods characterized by high arrest rates for marijuana and other drug-related offenses.

Some opponents of the measure, however, said that provision was one of the reasons why they voted against the bill.

“There is a limited number of licenses and we’re going to give preference to vendors who are going to be in the poorest zip codes in Illinois,” said Sen. Chapin Rose, R-Mahomet. “We’re going to give preference to keeping poor people stoned.”

In addition to funding community

reinvestment grants, the bill calls for dedicating 35 percent of the revenue to the state general revenue fund; 20 percent for substance abuse prevention and mental health services; 10 percent to pay down the state’s backlog of unpaid bills; 8 percent for local law enforcement; and 2 percent for public education and safety campaigns.

“Illinois is poised to become the first state in the nation that put equity and criminal justice reform at the heart of its approach to legalizing cannabis, and I’m grateful that the Senate has taken this important step with a bipartisan vote,” Gov. J.B. Pritzker said in a statement released after the Senate vote.

“Senators Steans and (Toi) Hutchinson have done tremendous work to reach this point, and I encourage the House to take decisive action to make Illinois a national leader in equity and criminal justice reform.”
