briefly COOK COUNTY PASSES PAID LEAVE ORDINANCE, REPLACES EARNED SICK LEAVE

On December 14, 2023, the Cook County Board of Commissioners passed significant amendments to the former Cook County Earned Sick Leave Ordinance, shifting to the Cook County Paid Leave Ordinance.

Effective December 31, 2023, the Cook County Paid Leave Ordinance will ensure employees in Cook County: Earn at least one hour of paid leave for every 40 hours worked for your employer in Cook County; and Can use paid leave for any reason of the employee’s choosing.

This represents a significant shift, as the Earned Sick Leave Ordinance previously outlined conditions during which earned sick leave could be used (e.g., when you or a family member are ill, receiving medical care, etc.). Paid leave, by contrast, can be used for any reason, providing more flexibility to employees in Cook County to take time off. This change also aligns with the State of Illinois’ Paid Leave for All Workers Act, which will be enforced by the Illinois Department of Labor starting January 1, 2024.

The Cook County Commission on Human Rights is the enforcement agency for the Paid Leave Ordinance. Employees who believe their employer is not providing the required hours of paid leave, failing to allow use of paid leave as required by the Ordinance, or is otherwise violating the Ordinance, should contact the Cook County Commission on Human Rights with any questions or to file a complaint.

The Paid Leave complaint form and additional information can be accessed on the Commission’s website.

Ordinance No. 24-0583 Paid Leave Ordinance (PLO) was passed by the Cook County Board of Commissioners on December 14, 2023. Enforcement of the Cook County Paid Leave Ordinance will begin on February 1, 2024.

ILLINOIS CHAPTER OF THE BLACK PANTHER PARTY DOCUMENTATION APPROVED BY NATIONAL PARK SERVICE

Chicago – An email announcement from the National Park Service listed its approval for a Thematic Listing for the Illinois Chapter of the Black Panther Party.

The documentation, available at this link, successfully adds the historical context of the Black Panther Party to the Illinois record and sets the criteria for properties affiliated with the chapter to be added to the National Register of Historic Places.

The first property under the Thematic Listing is the Church of the Epiphany, affectionately called the People’s Church. The Church of the Epiphany was landmarked for its stunning architecture in 1998 and the Historical Preservation Society is seeking an amendment to add the ILBPP’s history to the listing.

A decision from the National Park Service on the Church of the Epiphany is expected soon.

Since its founding in 2016, DF has dedicated its time to providing opportunities to Chicago, Milwaukee, and Houston neighborhoods in need of support, guidance, and, ultimately, love. The work is rooted in random acts of kindness. This holiday season, DF teamed up with Meijer, ComEd, and a host of other sponsors to carry out their 7th annual Holiday Magic event at Howe School of Excellence in Chicago’s Austin Neighborhood (720 N Lorel Ave, Chicago, IL 60644) on December 13th, 2023.

Illinois Governor JB Pritzker, Illinois Lt. Governor Juliana Stratton, and CEO of Chicago Public Schools Pedro Martinez spoke and gave out gifts to the first round of students, bringing them extra holiday joy. The latest Center, operated by the Safer Foundation, is located in the North Lawndale neighborhood at 808 S. Kedzie Avenue, Chicago, IL 60612. The reentry center will serve residents returning to Chicago’s West Side.

The CRSCs are essential resource hubs aimed at providing returning individuals with a supportive and holistic environment for reintegration. The newest Center will serve as a safe space where individuals can access a range of services, including job training, counseling, education, and social support networks.

“By fostering connections and partnerships between returning residents, community members, and service providers, the center will work towards breaking down barriers to ensure successful reentry and promote healing to help individuals chart the next phase of their lives,” said Brandie Knazze, Commissioner of the Department of Family and Support Services. “Our goal is to make sure individuals have the tools and resources they need to thrive.”

The four additional Community Reentry Support Centers are operated by Teamwork Englewood, Centers for New Horizons, Howard Area Community Center, and Community Assistance Programs. Each Center offers employment assistance, education and training,

mentoring and support groups, access to housing assistance, emergency housing and food assistance, substance use and mental health counseling and supports, strategies for presenting criminal backgrounds to employers, information on sealing or expunging criminal records, and family reunification and child support assistance.

Mayor Johnson’s FY2024 budget allocates $5 million towards opening an Office of Re-Entry within the Mayor’s Office. The Office will coordinate the City’s efforts to ensure the re-integration of residents returning from incarceration.

In October 2023, DFSS announced the kickoff of its SPRING Forward program (Selected Pre-Release for Intensive Navigation support Going Forward) which also aims at providing comprehensive support for up to 400 individuals with employment and 200 with housing over the next two years reentering society. This $9M program includes extensive housing and employment navigation which builds a strong foundation to ensure returning residents are provided supports in certain areas that can place barriers to successful reentry.

Interested returning residents should begin by calling the SPRING Forward hotline (312) 798-3310 to get started with an Employment Navigator today. These new initiatives from DFSS highlight and promote the understanding that effective reentry programs can contribute to a safer and more prosperous city, ultimately benefitting all residents.

HUNTER’S LAW TARGETING SNAP BENEFIT FRAUD EFFECTIVE JAN. 1 The Illinois Department of Human Services will collect data on the frequency of stolen SNAP benefits beginning Jan. 1st after a new law from State Senator Mattie Hunter takes effect.

“We have heard from many Illinois residents who have been victims of identity fraud and lost access to their SNAP benefits,” said Hunter (D-Chicago). “By tracking the frequency of these occurrences, IDHS will have a better idea of the scope of the problem and how we can effectively move forward.”

Under the new law, IDHS will have the authority to track how often benefits through the Supplemental Nutrition Assistance Program are stolen from their rightful recipients. SNAP participants receive monthly benefits for groceries deposited onto EBT cards, and in the past year, card skimming has increased significantly in many states. IDHS began collecting data on card skimming and other fraud methods in December 2022, making it unclear how much theft had previously occurred.

Last year, Congress passed legislation to replace SNAP benefits stolen between Oct. 1, 2022 and Sept.

30, 2024. This new law will serve as a starting point for Illinois to gain a clearer understanding of the scope and frequency of SNAP benefit fraud in the state, allowing for more effective measures to be put in place to combat this issue.

“When families lose their benefits —at no fault of their own — they are unable to purchase food until the situation can be resolved,” Hunter said. “We must ensure these benefits remain accessible to those who need them.”

House Bill 2214 takes effect Jan. 1.

PETERS’ NEW CIVIL RIGHTS REMEDIES RESTORATION ACT TAKES EFFECT ON JAN. 1 Financial penalties for civil rights violations will increase starting Jan. 1st under the new Civil Rights Remedies Restoration Act that State Senator Robert Peters championed.

“In previous court rulings, Illinois has been prevented from intervening in discriminatory damages and relief – this measure eliminates the red tape,” said Peters (D-Chicago). “We can’t put a price on mending the emotional trauma endured as a result of discrimination but we can ensure we provide substantial support to enable those suffering a firm financial footing on their restorative journey.”

This act was created in response to the 2022 U.S. Supreme Court decision in Cummings v. Premier Rehab Keller, P.L.L.C. that ruled emotional distress damages are not recoverable in a private action under the anti-discrimination provisions of either the Rehabilitation Act of 1973 or the Patient Protection and Affordable Care Act. Peters’ new law allows state claims for violations of federal civil rights laws to be heard in any court with jurisdiction. The measure also allows Illinois courts to award no less than $4,000 in damages or other relief for violations, including damages for past, current and future monetary losses, emotional pain, suffering, inconvenience, mental anguish, loss of enjoyment of life and other non-monetary losses.

“The Civil Rights Remedies Restoration Act restores the rights first won 50 years ago for people with disabilities within Illinois,” said Senior Attorney Charles Petrof of Access Living. “The passage of this act demonstrates that Illinois is committed to honoring and continuing the legacy of the disability rights movement.”

BLACK WOMEN THRIVING EAST OF THE RIVER LAUNCH CELEBRATION CITES ROLE OF COMMUNITY EMPOWERMENT WASHINGTON, DC -- A powerful organization, Black Women Thriving East of the River, celebrated its community launch on December 12. The event emphasized that strategies and interventions to improve cancer survival and opportunities for quality jobs were developed by women with community ties, diverse backgrounds, and lived experiences in healthcare, community service, education, workforce development, and various other specialties.

The event, held at THEARC Black Box Theater in Southeast Washington, was a huge success, with Denise Rolark Barnes, publisher and second-generation owner of The Washington Informer, serving as Mistress of Ceremonies.

“Launched in 2019 as an initiative of the Jane Bancroft Robinson Foundation, this organization (Black Women Thriving East of the River) is a beacon of hope for Wards 7 & 8,” said Rolark Barnes. “It focuses on empowering Black women through lasting change to healthcare and workforce systems that result in optimal health and economic success.”

Lori Jackson, president of the Jane Bancroft Robinson Foundation, said its mission is to empower communities, foster positive change, and address critical issues faced by underrepresented groups in the District.

“The genesis of Black Women Thriving East of the River came from our commitment to this community,” Jackson said. “Recognizing the unique challenges faced by Black women in these wards, we embarked on a mission to design and implement a funding strategy that would significantly improve lives. We…collaborated with community residents and leaders for nearly four years. Our goal was to develop holistic solutions addressing workforce

development and cancer survival – two critical areas affecting the health and economic stability of Black women east of the river.”

The organization has launched a scholarship fund for Black women interested in health-related careers east of the river. They are considering a wide range of applicants, from those seeking training to become nursing assistants or community health workers to those who aspire to be doctors and surgeons or hold other healthcare system roles. Thus far, nearly $50,000 in scholarships have been awarded.

The goal is to increase the number of Black women health providers and their ability to influence decisions in healthcare systems.

Further, they meet with human resources departments of healthcare facilities to learn what posts will be filed now and in the future so a pipeline of community talent can be steered to these positions. The organization was awarded a $1 million grant from the Greater Washington Community Foundation’s Health Equity Fund to use data, training, and advocacy to improve workforce development systems impacting Black women.

The organization also established a Patients Bill of Rights to help Black women access high-quality healthcare. It will make Black women more aware of high-quality care, help them access that care, and identify ways for them to be treated more equitably. Six Community Ambassadors (CAs)are helping increase awareness of the Bill of Rights among the community, family, friends, peers, and networks.

The CAs are cancer survivors and caregivers, ranging from early 20s to 60s, helping promote focus groups, provide feedback, and connect the team to community groups and other potential stakeholders in their T:10.75"

A health advocate, activist, poverty abolitionist, and father, Lane founded the Health Alliance Network in D.C. and co-founded the Black Coalition Against COVID. The LFA has long led the effort to break down barriers that have limited participation in clinical trials. More than a decade ago, the LFA and lupus advocates worked with Congress to establish the OMH National Lupus Training, Outreach & Clinical Trial Program. Since that time, Congress has provided more than $20 million in funding to support programs across the country that are specifically designed to increase minority participation in lupus clinical trials.

Hypertension Control Program Aims to Tackle Major Driver of Health Disparities for Black Americans WASHINGTON, PRNewswire -- The Association of Black Cardiologists announced the launch of its Hypertension Control Program. The program will offer 50 member clinicians the opportunity to receive American Hypertension Specialist Certification in clinical hypertension care.

Certification will provide clinicians with an independent validation Association of Black Cardiologists of their expertise in diagnosing and treating hypertension. Early diagnosis and treatment are incredibly helpful in improving cardiovascular patients’ health outcomes. Now, more than ever, clinicians have an array of treatment options for their patients, including renal denervation, a novel device-based procedure recently approved by the FDA. Clinicians selected for the program will be chosen according to their potential to provide culturally conscious care to traditionally underserved Americans, particularly Black Americans. Black patients are distinctly impacted by hypertension. According to the National Institute of Health, Black patients are diagnosed with hypertension earlier in life and experience greater hypertension-related morbidity and mortality. Compared to their white peers, Black patients have a 30% higher risk of fatal stroke and a 50% higher risk of CVD mortality.

“Hypertension is a significant driver of our community’s health disparities,” Anekwe Onwuanyi, MD,

President of ABC, said. “The Hypertension Control Program,” he added, “aims to improve hypertension health in the Black community by targeting clinicians who are uniquely positioned to make an impact. Nationwide recruitment for clinicians will begin in January 2024. All those selected will receive individual test preparation for certification from the ABC team.
