CHICAGO — As part of her continued advocacy for workers’ rights, state Rep. Lakesia Collins, D-Chicago, passed legislation to steepen penalties for employers who violate the One Day Rest in Seven Act. “The One Day Rest in Seven Act is an essential tool in ensuring the safety and wellbeing of workers across the state,” said Collins. “Increasing the penalties for violating this regulation underscores the importance of treating workers with the respect and dignity they deserve.” Collins passed Senate Bill 3146, which installs a two-tier penalty system for employers who do not comply with the one-day rest period and meal period requirement. Under the bill, individuals who work longer than 7.5 hours are entitled to a 20-minute meal period every 4.5 hours, and employees are granted a rest day after any 7 consecutive days. The bill also requires every employer to post a “Know Your Rights” poster in the workplace and online for remote/traveling workers. Senate Bill 3146 passed both chambers of the Illinois General Assembly and now heads to the Governor for consideration.

CHICAGO — Related Midwest announced that it has completed a land transfer to the Discovery Partners Institute, which will anchor the innovation district in Chicago’s newest neighborhood, The 78, with a 300,000-square-foot research and innovation center. The interdisciplinary hub and magnet for technology investment, led by the University of Illinois System, is projected to break ground in 2023 and open in 2026. The Discovery Partners Institute will prepare young people, especially women and people of color, for careers in technology, fund research and development teams, and launch new ventures based on University of Illinois System research. The team has grown to about 45 people with eight positions open and has recently doubled its current headquarters at 200 S. Wacker Drive. Related’s one-acre land donation will enable DPI to attract and retain top talent in Chicago, with certain option rights to expand at The 78. The 78 will transform 62 acres of undeveloped riverfront land into a vibrant downtown mixed-use community drawing inspiration from Chicago’s existing 77 neighborhoods. The 78 will expand the heart of Chicago southward, connecting the South Loop with Chinatown, Bronzeville with Pilsen, and providing industry-leading companies with a rare downtown campus opportunity that looks to the future of innovation while embracing the city’s rich history. Approved for 13 million square feet of mixed use space, The 78 will include the capacity for more than 20,000 people to work onsite, drawing on Related’s proven track record of dynamic mixed-use projects. The 78’s forward-looking design incorporates multiple infrastructure improvements to support commuters and draw visitors, including a new pedestrian- and bike-friendly road, the new Wells-Wentworth Connector, that will link the Loop to Chinatown. It also extends Chicago’s famed Riverwalk, with a halfmile of entertainment-optimized riverfront space for visitors of all ages. Moore faces Democrats Alexi Giannoulias, former Illinois Treasurer; and Anna Valencia, City Clerk of Chicago. Current Secretary of State Jesse White announced he would not seek re-election in June 2021. Moore has been representing the 17th ward, which includes Englewood, since 2015. Moore’s interest in serving as a public servant came when he was 13 years old and met Harold Washington, who was running for Illinois Congress. Moore called being an elected official a calling, where people get to serve people. He described the Secretary of State seat as a servant’s seat. He sees the Secretary of State seat in three parts: The service of the Secretary of State, The business of the Secretary of State and the responsibility of the Secretary of State. Moore has been adamant that he wants the Secretary of State seat to remain a servant’s seat and that it not go back to being a political seat. He contends that he is not seeking election as the Secretary of State as a steppingstone in his political career. In the future he does not intend to run for Governor of Illinois or Senator. “I am interested in serving every resident in the State of Illinois,” Moore said. Moore said on his watch as the Secretary of State, there would be transparency in all 20 departments included in the Secretary of State’s Office. He would also ensure equity in hiring, equity in contracting and equity in serving every resident across the state.
Moore wants digital license plates, which he believes could curb carjackings as the technology would record the car’s location and mark the car as stolen for other drivers to see. He also wants to create satellite Secretary of State offices at the libraries to alleviate crowding at those facilities. Moore wants to create 122 youth engagement offices at every Driver’s facility throughout the State of Illinois. The aim is to provide young people with access to jobs and resources through those facilities. He wants 18-year-olds to be automatically registered as voters and give them an opt-out option instead of an opt-in option. Moore has been serving his constituents in the 17th ward as a non-partisan Alderman. He wants to do the same as Secretary of State. He has made himself accessible to his constituents as Alderman. He said he has done it so he could hear what their needs are. He does this through weekly community meetings. If elected Secretary of State, he wants to have quarterly County meetings to give Illinois residents access to him. Moore doesn’t believe his work as Alderman is done. He believes that in his tenure in the role, he has done more than any other 17th Ward Alderman. He said in his seven years, he has done more economic development, had more streets repaired, and engaged more young people. “No, my work is not complete. I’ll still be living in the 17th Ward and will be involved in the 17th Ward, as I’ve been since I was 11 years old. I’m not going anywhere,” he said. “There’s more work to do and we’re going to continue to do that work, regardless of whether I’m Secretary of State or if I’m a regular citizen.”
MAYOR LIGHTFOOT, CDOT, AND BACP ANNOUNCE MICROMOBILITY EXPANSION TO INCLUDE CITYWIDE SCOOTER PROGRAM CHICAGO - Mayor Lori E. Lightfoot, Chicago Department of Transportation (CDOT) Commissioner Gia Biagi, and Department of Business Affairs and Consumer Protection (BACP) Commissioner Kenneth J. Meyer announced the selection of three companies to operate shared scooter programs across the city, with 3,000 scooters starting operations later this spring. In addition, the Divvy bike-share system will add 1,000 scooters, creating the first docked bike and scooter system in the nation. All enhancements are anticipated to launch in early May 2022. In October 2021, the Chicago City Council passed an ordinance to create a new business license category to allow up to three scooter-sharing companies to operate in the city. In January, BACP and CDOT launched a process to accept applications from prospective companies that will permit scooter operations citywide. The City evaluated license applications from a total of 6 companies: Lime, Spin, Bird, Helbiz, SuperPedestrian, and Veo. After an extensive review, the City plans to award licenses to Lime, Spin, and Superpedestrian. “A scooter program offers another easy way for residents and visitors to choose active transportation to get around Chicago,” said Mayor Lightfoot. “As transportation costs go up, it is critical that we support micromobility solutions like shared bikes and scooters, which provide affordable ways to travel in Chicago without needing a car.” CDOT and Lyft, which is the operator of the Divvy bike-sharing system, also announced today that 1,000 scooters will be incorporated into the downtown core of the Divvy system. The innovative docking scooters will be able to park at 230 stations in and near downtown, creating the first docked system in the nation that can accommodate both bikes and scooters side-byside. Divvy scooters will be available under the existing membership programs, including the $5 per year Divvy For Everyone (D4E) program for low-income residents. “CDOT has taken a balanced approach to bring bikes and scooters to Chicago in a responsible manner. Today’s announce-
ment underscores our efforts to not only grow Divvy but to also welcome three scooter companies to the City. The Divvy program has been a huge success as ridership continues to break records and the system expands across Chicago,” said Commissioner Biagi. “With Lime, Spin, and Superpedestrian, Chicagoans have more options than ever to connect to the places they want to go.” “We look forward to working with CDOT to build upon the Divvy program, using the existing Divvy station network to dock scooters and help eliminate sidewalk clutter,” said Caroline Samponaro, VP of Transit, Bike and Scooter Policy at Lyft. “Under the City’s leadership, an integrated Divvy scooter and bike-share system will immediately become one of the largest shared micromobility programs in the country, and Divvy for Everyone will also become the largest equity membership program.” In order to manage sidewalk riding and clutter, all scooters will be equipped with cable-locking technology, as well as sidewalk-riding detection technology to help reduce riding on sidewalks. Scooters will not be allowed on the Lakefront Trail, the 606, Riverwalk, or Navy Pier. Scooters operated by Lime, Spin, and Superpedestrian will deploy citywide with 50% of scooters required in Equity Priority Areas covering many south and west side neighborhoods. To manage the introduction of scooters in the pedestrian-rich downtown area, only Divvy scooters will begin operations in the central area, and docking in Divvy stations will be incentivized. In mid-summer, the remaining scooter companies will be able to deploy scooters in the downtown area if they meet performance targets. “This first-of-its-kind license demonstrates the business landscape is ever-changing and that the City is here to support innovation and new emerging industries,” said BACP Commissioner Kenneth J. Meyer. “The launch of the new license was a collaborative effort stemming from an evaluation of the two previous scooter pilot programs. The success of the programs led us to an inclusive and equitable mobility option for Chicago residents.”

Northeastern Illinois University to Host Former Illinois Department of Public Health Director Dr. Ngozi Ezike as Goodwin Distinguished Lecture Speaker, April 25 CHICAGO — Northeastern Illinois University is pleased to announce the speaker for the eighth Daniel L. Goodwin Lecture Series will be former Illinois Department of Public Health (IDPH) Director Dr. Ngozi Ezike. “An Evening with Dr. Ngozi Ezike” will take place at 7:30 p.m. Monday, April 25 in the Auditorium on the Main Campus, 3701 W. Bryn Mawr Ave. in Chicago. The lecture will also be live streamed on neiu.edu/lectures. Ezike was the first Black woman appointed to lead IDPH in its 145-year history as a state agency. For nearly three years, she helped the state navigate the COVID-19 pandemic. She is a board-cer- NEIU tified internist and pediatrician who previously worked for Cook County Health, the hospital and healthcare system addressing the needs of the residents of Cook County, for more than 15 years. Ezike is a nationally recognized expert in the area of healthcare within the juvenile detention and justice systems. A graduate of Harvard University and the University of California San Diego School of Medicine, she is a Certified Correctional Health Professional and diplomate of both the American Board of Internal Medicine and the American Board of Pediatrics. She is also an Assistant Professor of Pediatrics at Rush Medical College. Ezike is the recipient of several honorary doctorates from Southern Illinois University, Rosalind Franklin University of Medicine and Science, and Knox College, and numerous awards including the University of St. Francis’ Sister Clare of Assisi Award, the 2020 Excellence in Public Service Award from the Motorola Solutions Foundation, the Lester H. McKeever Individual Service Award from the Chicago Urban League, and the Health Innovator Award from Erie Family Health Center. In the press conference announcing her resignation, Illinois Gov. J.B. Pritzker declared March 1, 2022, as “Dr. Ngozi Ezike Day” and noted that his top health advisor “will go down in the Illinois history books as a woman who changed our state for the better.” USA Today recently
named Ezike the 2022 Illinois Honoree for their “Woman of the Year” project. An advocate for maintaining work-life balance, particularly in challenging times, Ezike is an avid tennis player and reader, and is fluent in Spanish and French. The Daniel L. Goodwin Distinguished Lecture Series was created in 2015 by Daniel L. Goodwin, Chairman and CEO of Inland Real Estate Group of Companies, Inc., as part of his historic $2.5 million commitment to Northeastern Illinois University. The lecture series fund supports freedom of speech by providing prominent thinkers representing all sides of issues. Collins Passes Bill to Support Incarcerated Students CHICAGO – As part of her commitment to providing educational opportunities to marginalized communities, state Rep. Lakesia Collins, D-Chicago, passed a bill to allow students to use remote learning programs while incarcerated. “When people lack access to a high school diploma, they’re more likely to face social and economic issues,” said Collins. “Providing incarcerated individuals access to education reduces recidivism rates and leads to greater opportunities once released. This bill opens doors for incarcerated students to lead better lives and have fulfilling futures.” House Bill 5016 allows for qualifying students to continue their remote learning when in custody of a Department of Corrections facility or institution. The bill creates a pilot program where current students of Consuella B. York Alternative High School, or students who attended within six months prior to their incarceration can complete their high school education while incarcerated. Students must be within two years of completing all the course requirements for their graduation. “I would like to thank Sen. Simmons for his hard work on this legislation,” said Collins. “This pilot program is the first step toward greater educational, economic and social opportunities for incarcerated youth.” House Bill 5016 passed the House of Representatives and the Senate, and now heads to the Governor for consideration. Secretary of State and State Librarian Jesse White announced today that entry forms are available for the 18th annual Illinois Emerging Writers Competition Gwendolyn Brooks Poetry Award. “We created the Illinois Emerging Writers Competition to promote creative writing and provide an outlet for talented writers,” White said. “Great poems have the ability to enrich and enhance our lives, and I am looking forward to celebrating talented poets with this year’s competition.” The competition is named in honor of the late Pulitzer Prize-winning Illinois Poet Laureate Gwendolyn Brooks, and is co-sponsored by the Illinois Center for the Book and Illinois Poet Laureate Angela Jackson. LIGHTFORD: BUDGET PROVIDES SOLID ECONOMIC RECOVERY FOR HARDWORKING ILLINOISANS
Illinois Senate Majority Leader Kimberly A. Lightford (D-Maywood) released the following statement after the Senate passed its Fiscal Year 2023 budget Saturday: “Building on our recent economic decisions, this budget has the largest surplus we’ve seen in years. We are using these additional funds to provide stability to more than 95% of taxpayers. “We are succeeding in paying our debts by meeting our pension obligations, saving taxpayers over a billion dollars, and fully funding College Illinois. In addition, to address violence in our communities, we are allocating funding to the Reimagine Public Safety Act. “I also worked diligently to allocate more funding for the Department of Human Services programs such as early intervention, parents too soon, and healthy families. Also, to better serve our students’ success, I increased our early childhood education by more than ten percent and expanded our evidence-based funding model for K-12 students. “We even increased mental health treatment services to address health crisis and enhanced our senior citizens’ care. This budget keeps on track with meeting our financial obligations and helps us on the road back to normalcy and economic recovery.”

Resources cover newborn care, child health, literacy at home, youth access to healthcare, substance use, nutrition, screen time, LGBTQ+/Identity and much more. “Whether you’re considering pregnancy, are a first-time parent or have other children at home, finding answers to your questions and resources for your family can be overwhelming,” said CDPH Commissioner Allison Arwady, M.D. “We’re here to help.
