CTU endorses Kwame Raoul for Illinois attorney general

CHICAGO- The Chicago Teachers Union endorsed Illinois State Senator Kwame Raoul recently in his campaign to serve as Illinois’ next attorney general, in a gathering that included current and retired teachers and allies.

“Senator Raoul has been a rock-solid advocate of an elected representative school board for the City of Chicago and for collective bargaining rights for workers, and he has consistently raised concerns about school closings as an attack on the viability of disenfranchised neighborhoods and the basic rights of students and parents,” said CTU Vice President Jesse Sharkey. “We can count on Kwame to put the people’s business and the people’s needs front and center as attorney general, something we simply could not expect from some of the other candidates vying for this office. We’re proud to support him.”

Raoul has served as state senator of Chicago’s 13th District on the city’s South Side for the last 13 years. “Kwame has consistently demonstrated his belief in workers’ rights and voting rights,” said Hubbard High School teacher Ben Coyle, who chairs the Union’s legislative committee. “He is committed to protecting both the families who depend on public education and the union educators, clinicians and paraprofessionals who are the backbone of our school communities,” Coyle said.

Preckwinkle testified at public health hearing on legalizing cannabis

CHICAGO – Cook County Board President Toni Preckwinkle testified at the Senate and House public health hearing on legalizing adult-use cannabis recently.

It was the fourth hearing convened by State Senator Heather Steans (D-Chicago) and State Representative Kelly Cassidy (D-Chicago), who are sponsoring this legislation. Committee members also heard from medical professionals, including Dr. David Nathan, the president and founder of Doctors for Cannabis Regulation; Dr. Leslie Mendoza-Temple, former chairwoman of the Medical Cannabis Advisory Board; and others.

Andy Duran, director of LEAD, a Chicago-area substance abuse prevention organization, will testified as well.

Property Tax System

By Christopher Shuttlesworth Democratic Candidate for Governor, Chris Kennedy and his Democratic running mate, Ra Joy, Aldermen Anthony Beale and Rick Muñoz, recently released his reform plan for Illinois’ property tax system in hopes to protect taxpayers and bring fairness to funding Illinois public schools.

More than 208,000 property owners, in Cook County alone, appealed their property assessments during last year, according to Chris Kennedy’s Property Tax Reform Plan. In addition, more than 70% of commercial and industrial properties received assessment reductions from the Cook County Assessor between 2011 and 2015.

“The property tax system in Illinois is broken—the wealthiest commercial property owners are required to pay less in property taxes than they should and ultimately, their share is being pushed onto homeowners,” Kennedy said. “Despite paying more than they should pay in property taxes, homeowners aren’t seeing the benefits of their dollars in better schools, safer communities and more social services.”

Kennedy continued to say if homeowners are going to pay more, they deserve to understand why.

“Under a Kennedy/Joy administration, local assessing agencies will be required to show their work product for taxpayer appeals,” he said.

“It is crucial that homeowners are able to trust that their local assessor is qualified to perform what are often very complicated assessments. We will call for standardized training and licensing of assessors across the state.”

Kennedy stated, in his Property Tax Reform Plan, that taxpayers

should have user-friendly tools to easily understand how their tax burden is being calculated because individuals can get away with corrupting the property tax system because no one actually knows how the homes in their jurisdictions are valued.

“A Kennedy/Joy Administration will require assessors across the state to publish their formulas and guidelines so that homeowners know just how their homes are being evaluated,” he said. “In addition to requiring disclosure, a Kennedy/Joy Administration will instruct the Department of Revenue to back test these formulas and disclose the findings so that residents from across the state will know how their local assessors are performing.”

Kennedy said this new proposed system would put the state on a path to a graduated progressive income tax that will require the wealthy to pay their fair share and ensure greater educational fairness. He said resources that were formerly tied up in the property tax racket can now be channeled into funding local law enforcement, expanding social services, and creating economic opportunity.

“My administration will work to reform a broken system that benefits connected property tax attorneys—Democrats and Republicans alike—at the expense of communities across our state,” Kennedy said.

“By eliminating conflicts of interests, stopping corruption, and increasing transparency, we can end the property tax racket in Illinois and prevent the next generation from being forced into a life of economic servitude.”

Additionally, the Kennedy/Joy administration said it plans to amend the Attorney Act to limit State Representatives and State Senators from practicing as licensed property tax appeals attorneys in the counties from which they are elected.

New tax law may put squeeze on rural hospitals One of the selling points for the tax bill President Trump signed into law a few weeks ago is that it will spur job growth because corporations will use money they otherwise would have paid in taxes to hire more workers.

But for rural areas and small towns, one provision of the new law may result in the closure of one of their biggest employers – their hospital.

Rural hospitals in general operate on much thinner margins than most big city hospitals, margins so thin that dozens have been forced to close in recent years.

In fact, almost all the U.S. hospitals that have been shuttered in recent years have been in rural areas. A recent study (https://www.beckershospitalreview.com/ finance/state-by-state-breakdown-of-80-rural-hospital-closures-081517.html) by the North Carolina Rural Health Research Program found that 80 rural hospitals have closed since 2010 and that 673 more are vulnerable to closing. And that was before the tax bill was passed.

The part of the new tax law that puts rural hospitals in further jeopardy is the repeal of the so-called individual mandate, the provision of the Affordable Care Act that required most Americans to have health insurance. Only those who qualified for a hardship exemption could remain uninsured without paying a stiff penalty (https://www.nerdwallet.com/blog/health/how-much-is-the-obamacarepenalty-not-having-health-insurance/).

Polls consistently showed that the mandate was the most unpopular part of the ACA. Republicans often cited it as a reason for their opposition to the health reform law that President Obama signed in 2010.

Obama himself was once a critic of the mandate. But insurance company executives and many health policy experts told him and Congress that without it, premiums would become increasingly unaffordable for people who were in greatest need of coverage – people in their 50s and 60s and anyone with a current or preexisting medical condition. They argued that, unless they were required to enroll, many young and healthy people would stay uninsured, making it necessary for insurers to charge older and less healthy applicants much more for their coverage than if those young and healthy people were in the “pool” of insured customers.

Shortly before Congress passed the tax bill last month, the Congressional Budget Office estimated (https://www.reuters.com/article/us-usa-tax-healthcare/ repeal-of-individual-mandate-would-increase-uninsured-premiums-cboidUSKBN1D820Q) that repealing the mandate would increase the number of uninsured by 13 million over the next 10 years and cause premiums in the individual market to rise an additional 10 percent.

The American Hospital Association, along with groups representing doctors and health insurers, lobbied hard against repealing the mandate (https://aha.org/ news/headline/2017-11-14-aha-others-urge-congress-not-include-individualmandate-repeal-tax-bills), but their concerns went unheeded.

The repeal will have no effect this year because the mandate was still in effect during last fall’s open enrollment period for individual and family coverage

purchased for 2018 on the state insurance exchanges, which were created by the ACA. But no one will be penalized for remaining uninsured in 2019, and that has many rural hospital administrators – especially those in the 19 states that did not expand their Medicaid programs under the ACA – very worried.

Hospitals in those states are especially vulnerable because more of the patients they treat are those who have remained uninsured – and in many cases unable to pay for their care – than at hospitals in states that did expand Medicaid.

In states that did not expand, mostly in the South and Midwest, more hospitals have closed in recent years than in states that did (https://www. beckershospitalreview.com/finance/state-by-state-breakdown-of-80-ruralhospital-closures-081517.html). Revenue for hospitals there and elsewhere is expected to decline even further beginning this year, especially in rural areas with higher percentages of older residents than other communities, as the tax bill’s cuts to Medicare (https://www.aarp.org/politics-society/advocacy/info-2017/senatetax-medicare-cuts-fd.html) are implemented.

The repeal of the individual mandate penalties, though, may turn out to be the final nail in the coffin of many vulnerable rural hospitals as even more local residents return to the ranks of the uninsured. Many rural hospitals already provide more uncompensated care (https://www.healthaffairs.org/doi/abs/10.1377/ hlthaff.2014.1340) than their urban counterparts. For one thing, much of the emergency care provided by rural hospitals is classified as uncompensated because uninsured residents, unable to get care in doctors’ offices, often resort to the emergency department (https://www.healthaffairs.org/doi/abs/10.1377/ hlthaff.2014.1340) where they cannot be turned away.

It is called uncompensated care because many uninsured patients cannot pay their bills, and no small number of them are forced into bankruptcy. Hospitals try to make up for care their patients can’t pay for by charging insured patients more, but small rural hospitals are less able to do that than large urban hospitals that can demand higher compensation from insurance companies. That’s because small hospitals treat fewer of an insurer’s customers than big hospitals do.

The last thing rural hospitals need are more patients who can’t pay their bills, but that is likely what they will get when the individual mandate penalties go away.

Many rural hospitals will not survive.

When a rural hospital closes, local residents not only have to travel farther for care, including potentially life-saving emergency care, but the area also loses many good-paying jobs, and in many cases, its largest employer. In the rural communities that lose their hospitals in the years to come, the tax bill may turn out to be more of a job killer than a job creator.

Alderman Harris Unveils Retail Thrive Zone Small Business Grants

Eighth Ward Alderman Michelle Harris, along with her city council colleague 7th Ward Alderman Greg Mitchell, kicked-off the New Year in 2018 by sponsoring a recent successful public neighborhood business and economic development meeting at Our Lady of Peace Catholic Church on 79th & Jeffrey.

This event was attended by local small business owners and aspiring entrepreneurs seeking information and assistance from the City of Chicago’s Retail Thrive Zone (RTZ) and Small Business Improvement Fund (SBIF) Initiative programs.

“I’m an elected official who is firmly committed to encouraging new business development in our south side neighborhoods. The Retail Thrive Zone (RTZ) and the specialized Small Business Improvement Fund (SBIF) Initiatives, which offer grants of up to $250,000 to eligible applicants within the zones, will help fund new businesses, renovate existing establishments, and help local business owners provide community jobs. This will hopefully lead to a resurgence of new neighborhood businesses, giving our areas a welcome economic boost,” Said Alderman Harris.

This new City-sponsored three-year RTZ program is aimed at providing business grants to strengthen the economic vitality of eight neighborhood commercial corridors on Chicago’s South, Southwest and West Sides.

This meeting specifically focused on the ‘South Shore Retail Thrive Zone’, located on the East 79th Street business corridor which runs through the 7th and 8th Wards from Cregier to Exchange Avenue.

National Nurses United Endorses Senator Daniel Biss For Governor of Illinois

National Nurses United (NNU), the nation’s largest and fastest growing union of registered nurses with more than with 150,000 RNs across the country, including 6,500 in Illinois, recently announced its endorsement of Senator Daniel Biss for Governor. Biss is running in the Democratic primary scheduled for March 20, 2018.

“Nurses are proud to endorse Daniel Biss because he shares nurses’ values of caring, compassion and community,” said Martese Chism, RN, a member of the board of directors of National Nurses Organizing Committee, NNU’s Illinois affiliate. “Under Governor Rauner, our communities are in jeopardy. Daniel Biss shares our vision for an Illinois where every resident receives quality healthcare through a single payer/Medicare for all healthcare system. He rejects the notion that cuts to social services are necessary or inevitable and is committed to raising the progressive revenue that we require to fully fund and expand the services that our communities need.”

National Nurses United cited Biss’ support and co-sponsorship for SB 1970 which would create a LaSalle Street Tax on the nearly $900 trillion of financial transactions that occur yearly at the Chicago Mercantile and the Chicago Board Options Exchange (CBOE). While working families pay sales tax for their purchases, LaSalle Street traders pay no sales tax on trades.

Simeon Booker Memorialized at Washington National Cathedral

A memorial service for trailblazing civil rights journalist Simeon Booker was held recently at the Washington National Cathedral.

Booker, a journalistic icon, died Dec. 10 at the age of 99. Booker’s more than half-century of civil rights reporting, most notably the brutal murder of 14-year-old Emmett Till in Mississippi, helped propel the civil rights struggle onto the front pages of newspapers across the country which had long ignored the oppression of Black Americans. Previously, he had been the first full-time black reporter at the Washington Post.

Donations may be made to the Simeon Booker Scholarship at Youngstown State University. All gifts designated for this minority scholarship are matched by the Youngstown State U Foundation.

Buddig to Expand It’s Presence in Illinois CHICAGO – Carl Buddig & Co. announced recently that they will be expanding their operations within Illinois with the purchase of the former Butterball facility in Montgomery. The facility has been vacant since prior operations ceased in July 2017. Buddig will utilize the 280,000 sq ft facility to grow its manufacturing footprint for lunch meats and specialty meats production.

The project will create 250 jobs within the first two years of operations and then ramp up to 350 jobs by year five.

Buddig employs over 1,200 people within Illinois. Their most recent purchase of Rupari Food Services kept 200 jobs in Illinois.

“With our customers’ demand for great-tasting Buddig products, it was vital that we increase our manufacturing facilities,” said Bob Buddig, CEO of Carl Buddig and Company. “The Montgomery facility is our fourth manufacturing facility in Illinois, and we look forward to starting production there this Spring.”

entertainment Links Hall Wins $50,000 Joyce Award

CHICAGO— The Joyce Foundation announced recently that Links Hall and dancer/choreographer Onye Ozuzu have been awarded a 2018 Joyce Award to activate their community engagement art collaboration in Chicago.

The $50,000 award will support the commission of a new work called “Project Tool” by dancer and choreographer Onye Ozuzu. The commission by Links Hall will survey histories of black migration and the connections between Chicago, Louisiana, and Haiti by examining the ways that labor shapes the movement of a people over time, space, and geography. Project Tool grew out of Ozuzu’s contemplation of experiences as a child being charged with household chores while growing up in Ohio (the birthplace of her American Mennonite mother) and during years living as a family in Nigeria, West Africa (the birthplace of her father).

“Everyone at Links Hall is over the moon that Onye Ozuzu is receiving a Joyce Award and joining such a jawdroppingly impressive group of past and current awardees. Our partnership with Onye to date has been taking the Burnham ‘no little plans’ credo to heart,” said Roell Schmidt, Director of Links Hall. “Now with the Joyce Foundation’s support, Onye intends to push past the limits of the current dance ecosystem in Chicago and create space for dance to evolve.”

Project Tool is creating modular dance with sprung wood floor sections that can be arranged and configured in numerous ways to transform any and every place into spaces where dance can happen. The act of building the floors will explore the use of tools as if they are partners in a dance with the body. With this project, Ozuzu will craft a live performance that is meaningful to watch, think, and talk about while also leaving behind a physical artifact, a resource that can be used by dancers ongoing. Links Hall will

produce Project Platform engagements for Project Tool’s live performances as mini festivals that will showcase dance that is thriving in communities all over the City of Chicago as well as in New Orleans and Haiti.

“The support that has poured forth for Project Tool has been a profound affirmation that there are many of us who need to respond to the urgencies of being human and remaining humane in this time with hands on, body engaged, productive radical action,” said artist Onye Ozuzu. “We are dancers. We affirm that to move is to know. Our bodies embody the knowledge of the humans we have descended from. We build our own floors in order to know our full selves and to stand, and dance our own ground.”

The 2018 Joyce Awards marks the program’s 15th year. Started in 2003, the Joyce Awards is the only regional program dedicated to supporting artists of color in major Great Lakes cities with the goal of elevating their visibility and recognition in their craft. A distinctive feature of the Joyce Awards is the call for commissioned artists and their host institutions to include a robust community engagement plan as a main component of their projects.

“We are thrilled to support and celebrate the work of Onye Ozuzu and Links Hall. Both artist and organization have taken on important leadership roles in Chicago’s dance and performance community. What stands out about this project is the two-fold work it does in linking the histories of Haiti, Chicago, and New Orleans; and in connecting ideas of how the body moves at labor to how the body moves in dance,” said Tracie D. Hall, Culture Program Director at the Joyce Foundation. “This kind of investigation and innovative approach to the making of work has come, for me, to distinguish Joyce Award winners.”

The $50,000 award is used towards supporting an artist in the creation and production of a new work and providing the commissioning organization with the resources needed to engage potential audiences, new partners, and their surrounding communities at large.

Additional 2018 Award Winners The Charles H. Wright Museum of African American History in Detroit will commission a new theatrical work entitled Salt City by poet and playwright jessica Care moore, reflecting on themes of gentrification and cultural erasure, a much-debated effect of the Motor City’s economic revitalization.

The Cedar Cultural Center in Minneapolis, Minnesota will partner with Somali musician, Aar Maanta, to produce the first-ever bilingual album of children’s songs titled, Children’s Songs from the Somali Diaspora.

The Ordway Center for the Performing Arts in St. Paul, Minnesota, will commission Rosy Simas (Seneca, Heron Clan) to create “Weave,” an intersectional Native dance project that examines the interwoven and interdependent nature of our world.

Consider alternatives to opioids to manage pain after surgery (BPT) - If you’re having surgery, you can expect to be sore and uncomfortable for a few days, whether you’re recovering at home or in the hospital. But it’s best to limit opioids or avoid them altogether, opting for alternatives to manage pain and discomfort, recommends the American Society of Anesthesiologists (ASA).

Unfortunately, many patients leave the hospital following surgery with a prescription for 30 or more highly addictive opioid pills (e.g., Vicodin, hydrocodone and oxycodone), and about 6 percent are still using them three months or longer after the procedure.

“Nobody needs a prescription for 30 or 50 opioids, and even those who are in major pain should only take them for a day or two,” said ASA President James D. Grant, M.D., M.B.A., FASA. “There are effective alternatives. Many people don’t need opioids at all or at least should drastically reduce the amount they take.”

Addiction can start after taking only a few opioids. More than 2 million Americans abuse these medications, which can create a feeling of euphoria and make the body believe the drug is necessary for survival.

Since 2000, opioid overdose deaths in the U.S. have increased 200 percent.

Don’t take that chance. During Physician Anesthesiologists Week (Jan. 28 to Feb. 3), ASA offers advice for coping with pain and discomfort as you recover from surgery. * Ask about alternatives - Only take opioids when you are in extreme pain. Medications such as ibuprofen (Motrin), naproxen (Aleve) and acetaminophen (Tylenol) can help with pain and soreness. While it’s never a good idea to rely on any type of pain pills for too long, these medications are not addictive and are far less risky than opioids. * Manage your expectations - Everyone feels pain differently, but soreness and discomfort after surgery are normal and will improve

within a day or two. These sensations are less severe than pain, which is usually sharp or intense. You usually don’t treat muscle soreness after a hard workout with an opioid, so if you are sore, and not in severe pain, try ibuprofen or naproxen. * Be an active participant in your own care - While you are in recovery, the nurse will ask you if you are in pain and if so, how much.

Be descriptive in explaining how you feel. If you are in major pain, ask that the opioid prescription be written for a small amount, and only take them for a day or two, three at most.

Unused pills can fall into the wrong hands. In fact, more than half of people who misuse prescription painkillers get them from a friend or relative. Your pain will improve significantly within a few days whether or not you take opioids. * Be aware of other downsides to opioids - Opioids cause severe constipation and often don’t manage pain as well as people expect. Additionally, they can cause hyperalgesia, or an increased sensitivity to pain.

“The opioid crisis is huge and affects everyone, rich and poor, male and female. It’s got to stop, and reducing opioid use during recovery after surgery is a big part of the solution,” said Dr. Grant. “Those who are in continued severe pain after surgery should ask a physician anesthesiologist or other pain specialist about alternative strategies

to manage pain, including exercise, nerve blocks and non-opioid medications.”

ASA is committed to ending opioid abuse and has launched several initiatives to combat the epidemic.

Based on public feedback and additional project planning and engineering work conducted over the last year, CTA has selected a Preferred Alignment, which would run along the west side of the Union Pacific Railroad tracks from I-57 south to approximately 108th Place, then would cross the Union Pacific Railroad tracks and run along the east side of the tracks until crossing the Metra Electric tracks near 119th Street and continuing south to 130th Street.

The Preferred Alignment is a combination of the previously presented UPRR East and West Options. It would capture the benefits and minimize the impacts of either option and it also incorporates the feedback received on the Draft Environmental Impact Statement.

Do not be afraid; do not be discouraged, for the LORD your God will be with you wherever you go.” (Joshua 1:9) I have to admit it, I am always amused by how gym regulars tolerate us New Year’s resolution workout enthusiast. I believe their patience is soon rewarded as they see that before January is over, most of us will have felt the burn, taken sweaty selfies, broken all types of gym etiquette, abandoned the hope for a new body in the New Year, and returned to our excuses as our resolution dies a quiet death and our advanced annual payment is lost.

Likewise, becoming the best version of your self is not an exercise to be entered into lightly. Even the wealthiest, most admired, and most brilliant among us cannot avoid the challenges that come when we commit ourselves to being, doing, and having that which is consistent with our divine design. Moving out of averageness requires incredible commitment. It will also require that we allow our faith to impact our thinking as we allow our thinking to reinforce our faith. The intimate dance between these two primary factors tends to color our past, influence our present, and shape our future in incredibly profound ways.

Hebrews 11:1 tells us, “Now faith is the assurance of things hoped for, the conviction of things not seen.” Just as a car needs gas, our faith in God can be the fuel that enables us to drive through the situation, sometimes regardless of the circumstances. For it is not just what happens to us, rather what happens in us that propels us forward. As faith-thinking people, we have free will and because we know and understand that God wants the absolute best for us, we should also know that our faith in Him is what will provide the stamina that we need to overcome one more roadblock if we will just press on.

Now…get back to the gym!
