NATIONAL BLACK CHILD DEVELOPMENT WEEK FOSTERS MORE EQUITY AROUND CRITICAL ISSUES FACING BLACK CHILDREN With one of the greatest civil rights issues of our time at the forefront – the preschool-to-prison pipeline among young Black students -- the NBCDI, Inc., recently hosted its annual National Black Child Development Week (NBCDW) from May 14 -18. Reaching communities across the nation, NBCDW 2018 raised national awareness, collective action and community mobilization against the most critical issues of the day for Black children.

Heart disease is the leading cause of death for women. To improve community-police relations, police should get out of the regulation business, be given greater training in identifying and dealing with those with autism and other cognitive disabilities, build stronger bonds with the communities they serve by offering gun safety training and be given greater recognition for the good deeds they do. These policy proposals and more are being offered by the Project 21 black leadership network as part of its “Blueprint for a Better Deal for Black America.” Project 21, a leading voice of black conservatives for over 25 years, is sponsored by the National Center for Public Policy Research.

Each Monday between now and July 7, Project 21 will release reform recommendations from its “Blueprint for a Better Deal for Black America” covering a specific subject area. The 33-acre Forest Park Plaza that now houses Living Fresh Market is owned and operated by Forest Park Plaza LLC, a subsidiary of Living Word Christian Center which is also housed in the business complex.

Together, the Winstons and the Casaccios worked with the community and the Village of Forest Park officials to bring a grocery store to the west side that would meet the needs of residents.

Daniel and Kenneth Casaccio are third generation grocers, their father Gus Casaccio has been in the grocery business for 65 years and before that, their grandfather started Leamington Foods in Chicago in 1923.

“I didn’t think I would be in this situation after 65 years in this business, but this is all I’ve been doing and this is a very exciting thing for me. I appreciate everything everyone has done to help us get this store open because they have done a lot,” said Gus Casaccio.

The opening of Living Fresh Market has already made an impact on the community by hiring 150 people who will help make grocery shopping a positive experience for residents of Forest Park and its surrounding

“You feel good walking in and walking out. They have done so much to commit to this deal and the process was seamless. They never turned a blind eye and they always looked forward. It was a win-win for us at Forest Park Plaza, for them at Living Fresh Market, and for the community of Forest Park,” said Melody Winston, director of real estate, operations and construction for Forest Park Plaza.

This is a critical time in many communities, especially on the West Side, where there are not as many quality grocery options as there used to be. Forest Park Plaza, LLC listened to the people of Forest Park and worked hard to bring Living Fresh Market to the Community.

“Most villages and cities are not getting grocery stores at this time,” said Melody Winston, “As a landlord, we want to be able to bring something to the community of value. I just want you all to know that we heard you. Make them feel at home, they are a family owned grocer.”

consumers and their advocates, the clock expired on Congressional Review Act (CRA) resolutions—S.J. Res 56 and H.J. Res 122—which were poised to repeal the historic Consumer Financial Protection Bureau’s (Consumer Bureau) payday and car title lending rule. The Consumer Bureau rule, finalized in October, establishes common-sense consumer protections on predatory payday and title loans, such as requiring lenders to verify a borrower’s ability to repay before making the loan.

Separate from the Congressional action, the new leadership at the Consumer Bureau, appointed by the Trump Administration, has threatened to “reconsider” the rule. Consumers and their advocates are urging the Consumer Bureau to keep the rule, effective summer 2019, and to establish further protections for borrowers, such as protections applicable to longer-term installment loans.

“This historic victory is the culmination of years of hard work by consumer advocates. Hundreds of thousands of consumers in Illinois have turned to payday loans, but our laws do not protect them from getting caught in a debt trap – a cycle of repeat borrowing that extends far beyond a single payday,” said Brent Adams, Senior Vice President of Policy and Communication for Woodstock Institute. Adams wrote the State’s first payday loan law in 2005, and regulated the industry as Secretary of

Financial and Professional Regulation from 2009-2012. Adams went on to say, “These new protections will require payday lenders to do what they should have been doing all along – determining whether the borrower can actually afford to pay back the loan without forgoing basic living expenses and major financial obligations like rent, food, and electricity.”

As written, the historic payday lending rule will result in fewer families falling into financial ruin. At the heart of the rule is the common sense principle of ability-to-repay based on a borrower’s income and expenses, which ensures the borrower can repay the loan without reborrowing and without defaulting on other expenses— that is, without getting caught in a debt trap. An affordable loan is one a borrower can reasonably be expected to pay back without re-borrowing or going without the basic necessities of life – like heat or rent money. A 2017 poll of likely voters shows more than 70 percent of Republicans, Independents, and Democrats support this idea. In 2016, the “red state” of South Dakota voted to ban payday lending by a greater margin than it voted for President Trump (75 percent vs. 61.5 percent).

The legislative tool used to challenge the rule—the Congressional Review Act—allows a simple majority vote in Congress to undo long-considered federal regulatory safeguards without public hearings or the option to

filibuster. The CRA had been used only once before President Trump took office and began. Since then, it has been applied to repeal various rules. In this case, neither chamber brought the payday rule resolutions to a vote during the limited time allotted for a challenge, and the important rule was not repealed.

In Illinois alone, predatory payday and title lending cost families over half a billion dollars per year in abusive fees and usurious rates. Research indicates four of every five loans are re-borrowed within the month because most borrowers—like those in Illinois who make an average of less than $30,000 a year—cannot afford to repay loans at an average 323 annual percentage rate. A group of 36 Illinois organizations sent letters in March urging Congressional support of strong payday protections. Many of the same groups also support a statewide effort to cap title loans at 36 percent.

Amidst consistent pressure by consumer advocates, no member of the Illinois Congressional delegation opted to sign on as a co-sponsor of the CRA repeal resolutions. What’s more, Illinois’ Senator Dick Durbin took the lead among his colleagues in warning the CFPB to not undo the rule. Senator Durbin has also long championed the Protecting Consumers from Unreasonable Credit Rates Act, which would cap the interest rate on all consumer loans at 36 percent.

Sexism Isn’t Just Unfair; It Makes Women Sick, Study Suggests

ecent social movements such as the Women’s March, #MeToo, #TimesUp, #BalanceTonPorc (#OutYourPig), and #SayHerName draw attention to the broad spectrum gender-related violence that is pervasive in the United States and around the world.

Social science research takes a different form than protests, but paints a similar picture. A recent report by the Centers for Disease Control and Prevention estimates that 1 in 3 women and 1 in 6 men in the U.S. experience contact sexual

violence in their lifetime. Contact sexual violence is defined as being made to have sexual intercourse with someone else, being sexually coerced, or having unwanted sexual contact.

Other types of sexism, including gender discrimination and sexual harassment, are even more frequent. A 2016 report from the Equal Employment Opportunity Commission estimates that between 25 percent to 85 percent of women in the U.S. experience workplace sexual harassment in their lifetimes.

We, a sociologist and a social epidemiologist, teamed up to find out the effects sexism has on people’s health.

THE BIG QUESTION: DOES SEXISM HURT HEALTH? Our study, recently published in the Journal of Health and Social Behavior, examined patterns of workplace discrimination and harassment in the U.S. and the consequences for physical and mental health. We sought, first, to determine how pervasive these types of mistreatment were for women, as well as for men.

Our second goal was to determine whether sexism, along with other forms of discrimination and harassment, contributed to health disparities between women and men.

women tend to report worse health compared to men, and we wanted to see if workplace discrimination and harassment might be contributing to this disparity.

We used statistical methods to analyze data from the U.S. General Social Survey, a national survey of English- and Spanish-speaking adults. The 2006, 2010 and 2014

surveys each contain a special section focusing on the quality of working life in the past year, including questions about discrimination in respondents’ current job, as well as respondents’ experiences with workplace sexual harassment and other forms of harassment.

Study: Retailers Seek Closer Connections to Chinese Consumers

O

ver 80% of surveyed U.S. and foreign retailers see China as a lucrative market, as affluent Chinese consumers seek quality products from overseas. However, only 20% of retailers feel confident in their capability to succeed in China’s e-commerce market, according to research report The Cross-border eCommerce (Haitao) Opportunity in China released recently by leading consulting firm Frost & Sullivan, in partnership with China retail strategy expert Azoya Consulting. The survey focused on mid-size and large retailers with annual revenue of over US$50 million; 36% of the retailers earn annual sales of more than US$1 billion.

“This is the first report globally to review the Chinese cross-border e-commerce market from both consumer and retailer perspectives,” said Mark Dougan, Consulting Director, Asia-Pacific, Frost & Sullivan. “By understanding consumers’ behavior and needs, and retailers’ current situation, the report provides new insights and strategy guidance for international retailers who want to succeed in the online shopping market in China.”

With 500 million online shoppers, China is on track to exceed US$1 trillion in online sales this year. In recent years, China has experienced a 40% annual growth rate in the value online shopping.

The report’s key takeaways include: • Why Chinese shop cross-border: To access higher quality, trusted products (67% of online shoppers) and lower the risk of counterfeits (45%) • Top categories: Fashion (bought by 22% of online shoppers), beauty and cosmetics (20%) and mom and baby (15%) • Preferred country of origin: Chinese online shoppers prefer to buy from companies in Japan (72%), South Korea (60%), the US (55%), Australia (37%), France and Germany (both 26%) and the UK (23%) • Gender differences: Women spend US$976 on average per year, 20% more than men. Men seek fast delivery; women seek Chinese language customer support, and relevant content on the supplier’s website. Women are more likely to use an overseas supplier’s standalone direct-to-consumer website (21% vs. 18% of men).

Factors influencing cross-border purchases include Chinese consumers’ expectations of a range of payment options and efficient website performance for a seamless customer experience.

Among retailers, only 37% currently feel satisfied with their online sales in China using a global e-commerce vendor, 31% feel satisfied with their standalone online store and 21% feel satisfied with sales through online marketplaces, such as those owned by Chinese giants Alibaba and JD.com. Marketplaces’ crowding, intense

price competition, margin-eroding commissions and high upfront costs have led more foreign retailers to create standalone Chinese websites to gain direct customer access, greater control and higher net margins.

As a result, retailers are looking beyond marketplaces as their only approach to consider, especially if these companies have a long-term sales strategy in China. “To build a brand that Chinese consumers trust, which commands a healthy profit margin and repeat buyers, retailers need to approach customers through multiple touchpoints.

In addition, retailers need a robust social media strategy, including partnerships with influencers or key opinion leaders (KOLs), and understanding market trends to reach and engage Chinese consumers.

critical labor shortages across the country and especially in the Midwest, a new report focuses on the tens of thousands of young people in Illinois, not just young Black and Hispanic males in the state’s inner cities metropolitan areas, but also white youths in the state’s rural western and southern areas, who are out of school and out of work, and who, with an adequate investment of public funds, have the potential to fill those vacant positions.

The report, Industrial Restructuring and the Continuing Impact on Youth Employment in Illinois, which breaks down in detail out-of-work and out-of-school and out-of-work numbers for Illinois young people ages 16-24, was released at a May 14 news conference. Researched and written by the Great Cities Institute at the University of Illinois at Chicago (GCI), it is the latest in a series of studies commissioned by the Alternative Schools Network (ASN) and the first to drill down into the situation young people, not just those in metropolitan Chicago but across the state, are experiencing as they search for ways to support themselves.

The report finds the tragic and continuing repression of African-American communities that leaves young black males worse off than all of their contemporaries, even though their employment situation in Chicago and Cook County has improved in the last couple of years.

And, as roiling policy debates over immigration occur, the situation for Chicago’s young Hispanic or Latino youths, especially females, has gotten worse.

“We have not had a comprehensive youth employment program at the federal level in nearly two decades,” said U.S. Rep. Danny Davis, D-IL-7. “With the economy booming and employers looking for more workers than they can find, now is the time to bring those programs back. It would be a key piece of the anti-violence puzzle in our communities and it would help the economy grow.”

“Although racial disparities continue to be a profound factor, it is also the case that white residents of mid-size cities and rural areas in part of Illinois are severely affected,” the report’s authors say in the conclusion section. “Given the trends that we have described, we are likely to see exacerbated inequality and disparities in wealth, along with the associated social ills, that will extend far into the future if there are not interventions that reverse the trends.”

Sexism Isn’t Just Unfair; It Makes Women Sick, Study Suggests Continued from page 3 A total of 3,724 out of 5,579 economically active respondents across the three survey years answered all of the questions we analyzed, and this group forms the basis of our research. We used weighting procedures (i.e., numerical adjustments applied to groups of respondents which were either under or overrepresented in the sample, relative to their actual size in the population) in all our analyses, so that the GSS data would be reflective of the broader U.S. population.

As with other studies, our results showed that women report significantly worse mental and physical health compared to men.

When asked, “Now thinking about your mental health, which includes stress, depression, and problems with emotions, for how many days during the past 30 days was your mental health not good?” women reported an average of 3.6 days of poor mental health in the past 30 days. Men, in comparison, reported significantly less: an average of 2.8 days. When asked about their days of poor physical health in the past 30 days,

women reported an average of 2.7 days, with men reporting an average of 2.2 days.

GENDER DISCRIMINATION FOUR TIMES MORE OFTEN Of the women surveyed, 8.4 percent reported experiencing gender discrimination in their current job, and 4.1 percent indicated they had experienced sexual harassment at work within the past 12 months. Some men reported workplace gender discrimination and sexual harassment too, but the percentage was significantly lower (2 percent and 1.3 percent respectively).

In addition to gender discrimination and sexual harassment, we also examined other forms of mistreatment in the workplace. We found that nearly a quarter of women, or 23 percent, indicated that they had either experienced some form of discrimination, based on race, age, or gender, or a combination, in their current job or they had experienced some type of harassment in the past year. The rate of perceived workplace mistreatment among men was significantly lower at 16.5 percent.

HOW HARASSMENT HURTS One of the main goals of our study was to examine the relationship between workplace sexual harassment, gender discrimination and health outcomes. We used a range of sophisticated statistical techniques to assess these relationships, including multivariate regression

between gender discrimination and sexual harassment with health outcomes among men, but this may be a result of the small number of men reporting these forms of mistreatment.

We also examined the combined effects of reporting multiple forms of discrimination and harassment.

Here we found that respondents

We found that nearly a quarter of women, or 23 percent, indicated that they had either experienced some form of discrimination, based on race, age, or gender, or a combination, in their current job or they had experienced some type of harassment in the past year. models which estimated the effect of various forms of mistreatment on health outcomes, while accounting for other potential causes for ill health (age, low socioeconomic background, etc.).

We found that, among women, perceptions of gender discrimination are significantly associated with worse self-reported mental health. Women who perceived sexual harassment also reported worse physical health. We did not find a significant association

who perceived multiple forms of mistreatment reported significantly worse mental health than those who perceived no mistreatment, or just one form of mistreatment.

Among women, the combination of age and gender discrimination was particularly detrimental for mental health. Women who reported experiencing both age and gender discrimination had an average of 9 days of poor mental health in the past 30 days.

BIG REASON FOR HEALTH GENDER GAP We wanted to know whether workplace mistreatment contributed to the gender gap in self-reported health. In other words, our statistical models were used to test whether sexism was a driver of the observed gender disparities in self-reported health.

Our results suggest that gender discrimination is responsible for around 9 to 10 percent of the gender gap in self-reported health. In other words, if we were to reduce the frequency of gender discrimination, we’d likely see a significant reduction in gender-based health inequality.

Overall, our results suggest that sexism takes a toll on women’s health and well-being. The high frequency with which women experience sexism – at work and elsewhere – underscores the importance of viewing it not only as a social justice issue, but also a public health issue.

20 Teen Girls Will Spend a Week This Summer in Los Angeles Gaining Hands-On Experience Creating a TV Show

hough women make up 50% of moviegoers, they represent only 17% of creators in Hollywood, outnumbered by men in most roles within film and TV production, from writing and cinematography to production and editing jobs. To address the gender imbalance and bring more diversity to the screen, AT&T, Hello Sunshine, and Fresh Films have joined forces to create the AT&T Hello Sunshine Filmmaker Lab, an unforgettable opportunity for young women to immerse themselves in a professional film production and learn from industry experts, including Reese herself.

“Everyone at Hello Sunshine is ecstatic about this program where we can share our resources with young female storytellers and filmmakers,” says Witherspoon, “Hopefully, it will provide young women with the tools to tell their own stories , and ultimately, start a chain reaction that leads to continued access and opportunity for them in our industry.”

Through the AT&T Hello Sunshine Filmmaker Lab, which will be held in Los Angeles July 30Aug. 6, teen girls will learn the ins-and-outs of storytelling and production as they rotate through all key filmmaking positions - from camera and editing to sound and costume - while being mentored by professionals from Fresh Films, AT&T and Hello Sunshine.

Hello Sunshine was launched in November 2016 by Reese Witherspoon in partnership with The Chernin Group and AT&T under Otter Media’s growing portfolio.

Girls 13-18 with a passion for storytelling and creating videos can apply online at www.att. com/filmmakerlab now through June 10 to become one of 20 teen girls selected for the experience.

The program is free and open to teen girls of any experience level. And like in all Fresh Films programs, teen girls in the AT&T Hello Sunshine Filmmaker Lab program will gain career skills and practical experience on a real project. This hands-on, on-set experience will grow the teen’s problem solving, communication, collaboration and tech skills.

Fresh Films’ past summer programs for teens have produced feature film “The Stream” featuring Mario Lopez and Rainn Wilson as well as Emmy-nominated kids’ TV show “Detectives Club.”

“Fresh Films was a great program to work with. I thought the skills they were offering to teach were so priceless,” said Maya Brown, a Fresh Films alum who participated in the summer program sponsored by AT&T in 2017. “AT&T did a great job by sponsoring this program through influencing young minds to invest their time in something productive and magical.”

Future employers of these female movie makers can take note: according to research compiled

by Women and Hollywood, the inclusion of more female perspectives at all levels within the film industry results in more diverse and interesting storytelling. Additionally, female directors consistently employ more diverse production teams and casts, and films with diverse cast enjoy the highest median global box office. In short, bringing voices of women to the industry means making better and higher grossing movies.
