NOBLE CHARTER PUBLIC HIGH SCHOOLS RANKED BEST IN CPS Chicago Public Schools recently released the 2018-2019 school quality ratings. Noble charter public high schools earned 10 of the top 15 ranking slots, including all four of the top spots as measured by the School Quality Rating Policy (SQRP). Of the schools that rounded out the top 15, three schools were selective, test-in schools, and two accept only students with certain GPAs and attendance records. Noble schools are public and open to all students in Chicago, there is no testing required for admission, and just as with all CPS schools, tuition is free.

Among all Noble campuses, 89% were ranked 1 or 1+ (16 of 18), and Noble’s average SQRP rating is 4.13 which equates to a level 1+ average rating overall.

IL DEPARTMENT ON AGING ASSISTS SENIORS FOR MEDICARE OPEN ENROLLMENT The Illinois Department on Aging’s (IDoA) Senior Health Insurance Program (SHIP) is reminding seniors of the free counseling assistance available to Medicare-eligible individuals and their caregivers during Medicare Open Enrollment occurring now through December 7th.

SHIP is not affiliated with any insurance company, and counselors do not sell or solicit any type of insurance. SHIP counselors in the field help seniors and people with disabilities on Medicare understand the options available to them. They also educate and answer questions about Medicare plans and options.

SHIP counselors work through the Medicare.gov system to help seniors and people with disabilities make the best choices for their individual situation. OBAMA HEADS LIST OF MINORITY TRAILBLAZERS The nation’s first African-American president heads the list of minority trailblazers selected in the Illinois Top 200 project, followed by two Native American rivals, a Chicago mayor and a groundbreaking diplomat and cabinet secretary. Barack Obama, who rose from community organizer to senator to president during his time in Illinois, was the top pick in online voting conducted as part of the celebration of the state’s 200th birthday.

Singing sensation Melinda Bussie, whose stage name is Sandy Redd, was honored by Matteson Mayor Sheila Chalmers-Currin on Saturday for her recent appearance on the TV show The Voice.

“We are excited for Sandy because she is one of our own. She is a hometown girl right here in the village of Matteson,” said Chalmers-Currin. “This is my first time giving a resident a key to the village and I am very proud to do so.”

More than 100 people, including Matteson resident and comedian Damon Williams, attended the Saturday event at the Matteson Village Hall, 4900 Village Commons.

Redd, 36, is a volleyball coach at Southland College Prep Charter High School in Richton Park and a contestant on the talent competition show, which airs 7 p.m. on NBC Mondays and Tuesdays. Redd will be back on the show Monday, Nov. 12.

At her Oct. 2 audition, Redd sung “River”

by Bishop Briggs and thrilled all four judges who included Grammy award winner Jennifer Hudson. Contestants get to choose a judge to serve as their coach and Redd chose singer Kelly Clarkson, the 2002 American Idol winner.

After a standing ovation, Redd thanked the crowd filled with Matteson residents for their support.

to do that with support from all of you,” Redd told the crowd. “I know my mother is looking down on me from Heaven and she is pleased with what she sees.”

Redd said while she’s grateful for all the support she has received from family, friends and Matteson residents, she wished her late mother could have joined her at the ceremony.

“My mom (Margaret Owens Bussie) died from cancer in 2006 and I am striving to win this competition because I want her to know that all her sacrifices and hard work was not

done in vain,” said Redd, a single mother of two boys age 12 and 18-years-old. “I have always wanted to be a singer and I have been singing since I was a little girl. My foundation has always been gospel music.”

When Redd, who attended Hillcrest High School in Country Club Hills, is not singing or coaching volleyball, she enjoys skating and listening to music from some of her favorite singers, such as the Clarkson Sisters, Michael Jackson, Jill Scott, Whitney Houston, and Tina Turner.

Chicago Author Hosts Book Signing For Release Of Second Novel

D. A. Rhodes, author of Why?, recently hosted a book signing event for the release of her newest novel The Day Hate Stood Still.

The new book is a sequel to her first novel and chronicles the difficult life of the Boxx Family.

The Day Hate Stood Still is set in 1980’s Chicago, a time when Harold Washington was becoming the city’s first African American mayor and there was a new hope for black communities and residents. While excitement is in the air for the city as a whole, the Boxx family is once again dealing with a tragedy that will change the course of their family’s future forever.

“After the first book was released and people began to read it, they were saying that they wanted to know what happens next for the Boxx Family. That’s where The Day Hate Stood Still came into play,” said Rhodes.

Fans of Why? begged Rhodes to continue on with the story and answer some of their most pressing questions about the Boxx Family who, in the first novel, was dealing with a family members murder and the revelation that a family member had been molested as a child. This second Boxx Family novel digs even deeper into the minds of the family and their never-ending struggle to free themselves of their past.

Rhodes received a bachelors degree in Journalism from Columbia College in Chicago and currently works as the program director for WYCA 102.3 FM Radio. She is also the community affairs host for the Crawford Broadcasting Network in Chicago.

Aside from being an award-winning author, Rhodes is the Executive Director of the Rhodes Literary Group, a non-profit organization dedicated to bringing literacy to life for children and adults through scholarships and writing workshops.

“With the Rhodes Literary Group, our whole focus is to help aspiring authors to become authors so we take them through the paces of starting and finishing a book, we teach them how to publish and how to market the book as well,” said Rhodes.

The Rhodes Literary Group hosts a bi-annual Authors Brunch, held in Detroit and Chicago, to provide a platform for independent and aspiring authors to showcase themselves and their work and network with established authors and New York Times best-selling authors.

Cook County in Substantial Compliance of Hiring Practices, Ending Federal Oversight Cook County Board President Toni Preckwinkle announced recently that Cook County has been found in compliance with the Shakman Consent Decree and will be released from federal oversight.

At a hearing in U.S. District Court, Judge Sidney I. Schenkier granted the parties joint motion for substantial compliance and has agreed to dismiss the County from the Shakman v. The County of Cook, et al. litigation.

“Today marks a significant moment in Cook County’s history. When I took office, I made clear that we needed to reform and reshape Cook County government and that included professionalizing the County’s employment practices in an accountable and transparent way,” Preckwinkle said. “We have proven that we are using a fair employment process and hiring qualified candidates to provide the crucial services expected by those who live and work in Cook County. I’m grateful to those who have made this momentous accomplishment possible.”

In 1972, Cook County entered into a consent decree that prohibited the County from politi-

cally discriminating against County employees.

In 1994, the County entered into a second consent decree incorporating the 1972 consent decree’s prohibitions and extending those prohibitions to include the County’s hiring practices of new employees.

In 2006, the Plaintiffs alleged past violations of the consent decrees and the County and Plaintiffs entered into a supplemental relief order (SRO). The SRO was ultimately approved by the Court on February 2, 2007, and resulted in the appointment of a federal compliance administrator to oversee the County’s compliance.

“We have worked diligently to foster a culture of professionalism and accountability and have left behind bad practices of the past,” Preckwinkle said. “Our reforms, and the recognition of those reforms, will save the County millions of dollars.”

Among the accomplishments that have led to Cook County’s achieving substantial compliance in the Shakman case are: Adopting and implementing a comprehensive employment plan for all County offices

under the jurisdiction of the President, including the Cook County Public Defender. Also, adopting and implementing a comprehensive employment plan for the OIIG and the Cook County Health and Hospital System.

Implementing pro-active and transparent employment-related policies, practices and procedures that will prevent and remedy the negative effects of unlawful political contacts and unlawful political discrimination as required by Executive Order, ordinances and applicable law.

Implementing employment-related policies, practices and procedures that prohibit influence of political reasons and factors for non-exempt positions.

Requiring reporting to the OIIG for every employee of the County who learns of, or has a reasonable belief that, unlawful political discrimination or political contact has occurred or is occurring.

Creating a complaint hotline, formal reporting procedures and whistleblower protections that support the investigative and disciplinary

process and effectively detect and deter wrongdoing.

Prohibiting retaliation, punishment or penalty for reporting a political contact, initiating a complaint related to any alleged unlawful political contact or unlawful political discrimination, or cooperating with or assisting those investigations.

Empowering the OIIG to independently monitor and investigate County and CCHHS employment plans for substantial compliance and unlawful political discrimination and unlawful political contact.

Passing new ordinances and protocols to increase the scope of the OIIG’s authority and requiring County employees to cooperate with such investigations.

Adopting regular reporting and auditing requirements related to various elements of the employment plans and supplemental policies in order in order to increase public transparency and accountability.

Developing and conducting extensive training programs to educate employees.

South Suburban Basketball Star Drafted into NBA G-League Former Hillcrest High School and South Suburban College (SSC) men’s basketball star player – Jovan Mooring – was drafted in the first round by the Grand Rapids Drive of the National Basketball Association (NBA) G-League during their annual draft recently.

Mooring, a 6’2” Guard, was the 13th pick overall.

“Jo Mooring is a ‘once in a lifetime’ player for any coach—he has a great feel for the game and his competitiveness and drive match his incredible talent,” said his South Suburban Head Coach, John Pigatti. “This is a huge day for Bulldogs Basketball to see one of our own get to the NBA, and congratulations to Jovan. He was a hard worker and a good student, and is an even better person. He still comes back to SSC when he’s home and practices with our kids.”

Mooring averaged 26.6 points, 6.2 rebounds, 3.8 assist, and 3 steals per game during the 2015-16 season for the Bulldogs. With his production and leadership, the Bulldogs finished 3rd at the National Championship Tournament with a 34-3 record––good for best in the nation that year and tops in school history. Bulldogs Head Coach John Pigatti was named Illinois Basketball Coaches Association Junior College Division II Coach of the Year after the season.

Usually, but not always. In some cases, there are significant strings attached -- including situations in which scholarships are treated as taxable income. While unusual, it’s important for students, their families and scholarship providers to understand all the implications.

TAX STATUS The tax status of scholarships first codified in 1954 was simple: for students pursuing a degree, all scholarships, fellowships and grants were tax-free. But later legislation specified portions of a scholarship could be taxed if it is considered “fees for services,” or if it’s used for living, travel or research expenses.

What’s more, scholarships for non-degree-candidates are also taxable. As professional certifications and certificate programs become vital to certain industries, experts say these laws put non-traditional students at risk of a heavy tax burden.

THE IMPACT Some experts say taxing scholarships comes at a cost for students and scholarship providers and even the federal government.

The tax status of scholarships first codified in 1954 was simple: for students pursuing a degree, all scholarships, fellowships and grants were tax-free. But later legislation specified portions of a scholarship could be taxed if it is considered “fees for services,” or if it’s used for living, travel or research expenses.

“For students, it can harm their ability to pay for their education,” says Robert C. Ballard, president and CEO of Scholarship America, the nation’s largest nonprofit scholarship and education support organization. “For providers wanting to make the biggest charitable impact, it can make providing scholarships less attractive than alternative philanthropic efforts.”

With most federal financial aid calculations

based on the pre-tax value of the scholarship, students risk a shortfall in aid. All of this has a disproportionate impact on low-income students. Those from the bottom income quartile spend the largest percentage of family income on higher education; almost half of that money is spent on the non-tuition costs for which scholarship awards are taxable.

PSC Speech Team Brings Home Accolades from Tournament Prairie State College (PSC) students recently participated in a speech tournament at Moraine Valley Community College.

The team placed seventh overall, and several team members brought home individual awards.

Elijah Leake of Flossmoor placed fourth in Communication Analysis.

Chelsea Boyde of Tinley Park placed fifth in Informative Speech. Julia Porco of Matteson placed fifth in Speech to Entertain.

Additional team members competing were Cahron Cross of Homewood, Destiny Cunningham of Sauk Village and Esmeralda Manzo of Steger.

After the competition, team members said that the tournament was a fun learning experience, and that they look forward to refining their skills for the next tournament.

Democrat Pritzker Cruises To Victory In Illinois Governor’s Race

In one of the most expensive governors races in Illinois history, 478,103 (61.2%) voters, at the Chicago Citizen Newspaper’s press time, have selected JB Pritzker as the new Governor of Illinois. The Pritzker Campaign raised over $176 million with a majority of that money coming from Pritzker himself. Similarly, incumbent Republican Illinois Governor Bruce Rauner, who called Pritzker to concede just before 8 p.m. on election day, raised over $79 million for his reelection campaign, according to Illinois Sunshine, a tool for browsing political contributions in the state of Illinois.

Along with Pritzker comes a new lieutenant governor, Juliana Stratton who is a lifelong Illinoisan and the first black woman to hold this role. Together, Pritzker and Stratton have campaigned on improving education, balancing the state’s budget, restoring and rebuilding social services in Illinois, and protecting healthcare.

ATTORNEY GENERAL After former Illinois Attorney General Lisa Madigan announced she would not run for reelection, three candidates Kwame Raoul, Erika Harold and Bubba Harsey ran in the general election for Attorney General of Illinois on November 6. Raoul, a Democratic candidate campaigned on platforms that included protecting the environment, standing with workers, fighting public corruption, and criminal justice reform. Republican Candidate Harold, positioned herself as the last line of defense for republicans in Illinois based on the assumption that there would be a democratic governor taking office, and Libertarian candidate, Bubba Harsey, was motivated to run for Attorney General of Illinois after seeing the abuse and unconstitutional tax burdens the state government was inflicting on working class people in Illinois, according to his campaign website.

Raoul is the presumed winner of the Illinois Attorney General Election and was leading with 61.5% of the reported votes in Illinois compared to the Harold, who had 36.2% of the votes and Harsey who had 2.4% of the votes at the Chicago Citizen Newspaper’s press time.
