SPEAKER WELCH CONGRATULATES LEADER FLOWERS ON ACS AWARD Springfield, Ill. – House Speaker Emanuel “Chris” Welch is recognizing deputy majority leader, State Representative Mary Flowers, for receiving the National Distinguished Advocacy Award from the American Cancer Society Action Network.

“Leader Flowers is the quintessential elected representative. She is well-convicted in her values and leads with determination that is only matched by her kind heart,” said Speaker Welch.

“Most importantly, she knows how marginalized communities can be better served by government.

This is particularly the case when it comes to access to health care.”

During her more than 30 years in the General Assembly, Leader Flowers has advanced efforts to improve disadvantaged communities’ access to health care. In 2021, Flowers continued these efforts by sponsoring House Bill 1779, which will require health insurance policies and managed care plans to include coverage for biomarker testing for diagnosis, treatment, or ongoing monitoring of an individual’s condition. Biomarkers are defined as characteristics that are objectively measured and evaluated as an indicator of normal biological processes. Biomarker testing is used to examine blood or tissue to find cancer and other complications.

The American Cancer Society awarded Leader Flowers the National Distinguished Advocacy Award, the highest award for elected officials who help lead the fight against cancer. With House Bill 1779 becoming law, Illinois became the first state in the nation to have covered biomarker testing for insured individuals.

Under the Illinois Dentists Salute initiative, participating dentists will provide critically needed dental services for the selfless men and women who have served our country—at no cost to the veteran!

The Village Of Matteson Is One Of The Finalist For The Southland Casino Continued from page 1

The Village of Matteson has been named a one of two finalists for the Southland Casino. The Village of Matteson made a presentation to the Illinois Gaming Board on October 13th. The Village Homewood is the other finalists.

There were four applicants for the South Suburban Owner’s License. Charles Schmadeke, chairman of the Illinois Gaming Board said it was not an easy task and each applicant had positive attributes.

He added, the decision was based upon the Illinois Gaming Board’s statutory duties and standards that have been set.

“I also looked at the quality of the application and the extent of its development, the level of commitment of the applicant to the community, the level of commitment to the applicant from the community and just the general support, the level of community support is important,” Schmadeke said during the Illinois Gaming Board’s Oct. 20th meeting.

Schmadeke acknowledged the importance of finding a casino operator that understood how distressed the South Suburbs are and can provide jobs and help with the development of the distressed area.

Schmadeke chose the Village of Homewood and the Village of Matteson because they demonstrated quality in the develop-

ment presentation and support to and from the local community.

The Village of Matteson plan would include a casino at the site of the former Lincoln Mall, as well as entertainment and retail. The land is already owned by the Village of Matteson.

There was 4-0 vote in favor of South Suburban Development LLC, which would be located in Matteson, obtaining the South Suburban Casino license.

“Matteson is a wonderful thriving community that has experienced tremendous growth under Mayor Chalmers-Currin’s administration. Moreover, Matteson is prepared to begin casino operations on day one given the announcement of their temporary facility. I’m fully engaged and prepared in continuing to advocate for the great Village of Matteson,” said Illinois State Representative Debbie Meyers-Martin.

Sheila Chalmers-Currin, the President of the Village of Matteson, is set to meet with the staff and the developer to make amendments to the proposal. Now that the Village is aware that Homewood is the other finalists, the enhancements will be made to their proposal to make them the frontrunner. Once those amendments have been made, the Village will go before the Illinois Gaming Board again.

“We’re different from the village of Homewood in the fact that we have a

shovel-ready site to start building there.

We have a site where we can start to make revenue for the state, by using an alternate position of having gaming at the Holiday Inn,” she said.

Chalmers-Currin said the Choctaw Nation is a very big part of the Casino management. She has been on the phone with the developer and the Choctaw Nation.

“We’re honored and thrilled to be here.

The Iillinois Gaming Board has done a thorough job under difficult circumstances. We look forward to demonstrating our community support, diverse team, and great project in the next round,” said Rob Miller, of Miller Companies, a gaming investment firm.

Mayor Chalmers-Currin acknowledged the proposal has the support of the Southland Regional Mayoral Black Caucus and other mayors from surrounding suburbs.

“Our overall relationship with the community was a big plus for us. The fact that we already had community buy-in was definitely a factor, and the idea that we have so many Mayors that are supporting us and are a part of what we do here,” she said.

Mayor Chalmers-Currin believes Matteson is the best location for a Southland Casino because, based on a feasibility study, it is the farthest from the City of Chicago and that the Village is positioned in the right space to have a casino that works.

Rural LISC to Scale Digital Workforce Programs Washington, DC – Rural LISC has announced an initiative to help accelerate digital inclusion and to address the digital skills gap in the rural Midwest, with support from Microsoft.

The initiative will build the capacity of community-based nonprofits to help bridge the digital divide and expand access to economic opportunity for residents in disinvested and underserved communities in IL, IN, MO, MT, NE, and OH. The collaboration will expand existing Rural LISC workforce development programs, including its Digital Navigator model, Financial Opportunity Centers and Rural Works framework, to better identify diverse workforce candidates in need of upskilling and to support broad-based technology adoption. Outreach and training will focus on device and internet literacy and advanced occupational technology skills that result in increased placements in living wage jobs.

“Millions call rural America home, but too many don’t have access to the technological tools and skills needed to thrive in the digital world,” said Mary Snapp, Microsoft Vice President of Strategic Initiatives. “This initiative represents an opportunity to scale digital workforce programming and help rural communities throughout the country.”

The Midwest regional focus will leverage Microsoft Airband markets to foster deeper connection between broadband internet access and its meaningful connection to education, healthcare, government services and civic participation through Rural LISC’s Digital Navigator program.

Digital Navigators are crosstrained human service professionals who offer trust-based individualized assistance to vulnerable individuals and families experiencing digital isolation.

Nielsen’s 2021 African American Consumer Report Explores Black Culture New data shows African Americans spend more time consuming media than any other group, yet there continues to be a lack of representation of the collective Black community.

CHICAGO PRNewswire -- Nielsen continues to dedicate itself to telling the story of the power of Black audiences, their diversity, and the representation of the collective Black community. According to “Seeing and Believing: Meeting Black audience demand for representation that matters,” the newest report in Nielsen’s Diverse Intelligence Series, the U.S. Black population has a complex and powerful legacy that continues to shape countries and cultures around the world. Yet, when it comes to representation in media, the complexity that creates the richness of their experience is often lost, and when present, undervalued.

As Black Americans continue to video stream, listen to radio and podcasts, as well as buy Black, they continue to lead the conversation and stay connected through social media -- having an unprecedented impact on brands and what consumers watch, purchase, and listen to.

“As the media industry looks to be more inclusive of Black storytellers and brands look to grow their bottom lines and brand awareness with Black audiences, understanding who we are, where we’re connected, and how we’re changing is as important as ever. All of this work translates to the important acknowledgment of the value the Black community delivers ‘for the culture’ and beyond,” says Charlene Polite Corley, VP, Diverse Insights & Partnerships, Nielsen.

Key findings from the report include: Black America is taking control of both the economic and media influence they hold and they are using it to invest in Black experiences, Black communities, and Black content.

Two out of three Black viewers are more likely to watch representative content and buy from brands that advertise in representative content.

In 2020, Black Buying Power was at $1.57 Trillion.

In 2021, Black viewing power was at 1.06 Trillion.

The urgency to get representation right is real—it’s a primary factor for the massive viewing levels Black audiences deliver and the shift in Black viewing power to platforms most representative of their community and identity group.

But getting representation right is increasingly nuanced.

According to the 2020 U.S. Census, 9% of America’s rural population is Black; 16% of Black people in the U.S. report speaking a language other than English at home; people identifying as “Black in combination with another race” increased 89% in the last decade; and Afro-Latinos are 8% of today’s U.S. Black population.

58% of Black audiences say there’s still not enough representation of their identity group on screen.

Nearly a quarter of the reported genres in Gracenote Inclusion Analytics reported zero representation of Black talent in recurring lead roles.

The preference to connect with meaningful content extends to audio with traditional radio reaching 92% of the U.S. Black population each week, and this same group of listeners averaging over an hour and a half a week of streaming audio.

Traditional radio continues to prove the power of its reach providing the gossip, pandemic guidance, and breaking news that’s kept Black listeners connected this year, for over 21 million minutes a week.

other audiences, they’re listening closely when brands reach out—averaging a 73% brand recall for podcast ads.

Social media’s omnipresence within Black people’s daily media routine continues as a source for nuanced content; digital influencers are an even more important touchpoint.

51% of Black people 18+ spend daily time on TikTok and 29% spend daily time on Instagram than their counterparts.

Audience influence and advocacy are intertwined as Black creators and viewers across platforms unify to uproot exploitation within the media ecosystem and create a sense of urgency for social change.

27% of credited writers were Black on the most representative broadcast and cable dramas for Black talent in the first quarter of 2021.

70% of representation isn’t just for endemic networks: seven out of the 10 top dramas represented by Black talent aired on general audience networks.

In the era of personalization and inclusion in media, Black audiences worldwide are looking to see both their collective and distinct experiences represented.

Black America delivers over 1 trillion viewing minutes in a single quarter but is also twice as likely to feel portrayals of their identity group on T.V. are completely inaccurate.

Jamaica has a culture with global influence, including places like the U.K. and 20% of the foreign-born Black population in the U.S. Nigeria is the most populous country in Africa, outsources global trends like Afrobeats and “Nollywood” films, and is considered home for 18% of foreign-born Black people in the U.S. Businesses need to demonstrate their understanding of the diverse segments within the Black community.

Black men have a high on-screen presence in T.V. content with a 15.5% share of screen, but 44% of Black men feel that the content that portrayed their identity group on-screen was inaccurate.

While the number of advertisers spending in traditional media focused on reaching African Americans has been up 16% since last summer, Black men are increasingly engaged outside of these platforms to find the forums that offer nuanced representation, connection, and solace.

Black women are twice as likely compared to viewers overall to seek out content where they are seen on screen.

Embracing the impact of historically Black colleges and universities (HBCUs) is a strong example of when brands show they understand the nuances of the Black experiences. It is the opportunity to connect with diverse communities on personal, culturally relevant levels.

POLITICAL Affairs Cook County Treasurer Maria Pappas to share government transparency and social equity initiatives at real estate and tax conference in the Dominican Republic Cook County Treasurer Maria Pappas will discuss how

advancements in the Treasurer’s Office have increased transparency and efficiency while promoting social equity during a conference next week in the Dominican Republic.

The Inter-American Conference on Cadastre and Property Registry will bring together experts in the public and private sectors to discuss land registry systems and challenges governments face as a result of the COVID-19 pandemic and climate change. #ConfCat21 will take place Nov. 2 - 4 in Santa Domingo. It is organized by the Dominican Property Registry National Administration, the National School of the Judiciary of the Dominican Republic, the Organization of American States and the World Bank.

Pappas’ presentation, “On the Frontier of the Property Tax System,” details changes made in the past two decades in her office that have improved efficiency, convenience and transparency while reducing costs to taxpayers.

The advancements have enabled the office to undertake studies on the property tax system and better assist property owners. Since the start of Pappas’ Black and Latino Houses Matter program in the early days of the pandemic, the Treasurer’s Office has returned more than $120 million in refunds to communities with majority Black and Latino populations.

“I welcome the invitation to speak and look forwarding to exchanging information about processes that benefit property owners, in addition to discussing the critical issues local governments face today,” Pappas said.

Pappas’ invitation is the most recent one extended by officials in other countries who are interested in learning about the progress made at the Cook County Treasurer’s Office. Earlier this month, she addressed a global forum in Seville, Spain, that was attended by officials from 19 countries.

Reflecting on the impact of our commitment in Chicago

Last October, I was honored to share the stage with Mayor Lightfoot and We Rise Together, representing JPMorgan Chase as the bank announced a $600 million commitment to increase homeownership for 3,000 Black, Latino and Hispanic families in Chicago.

This announcement was part of a larger, five-year $30 billion national commitment the company made to advance racial equity. To be a part of such important work was a professional and personal highlight for me, having grown up in the Chicagoland area and witnessing first-hand the inequities for people of color in the community.

I was fortunate -- raised in a middle-class family with parents who moved to the area to provide a better life for their children. Although we had resources and support, it didn’t change the fact that I was always viewed a certain way because of the color of my skin.

My father taught me early on that I needed to work twice as hard and leave no doubt when competing – win so convincingly that the results don’t need to go to a photo finish.

He also taught me the unfortunate realities around dealing with law enforcement and the racial biases that we’re still coming to terms with as a country. Equipped with this knowledge, I went to college and pursued a career in banking – and still dealt with discrimination along the way.

But I grew up seeing people who look just like me on the South and West sides of Chicago who didn’t

have that support growing up. They continue to face generational barriers to building wealth and stability without sufficient tools and support to help them along the way.

That’s what our commitment seeks to change, by focusing on expanding opportunities for Black, Hispanic and Latino people in key areas that help build wealth in areas like homeownership, affordable housing, small business growth, financial health, and access to banking. It is why we recently created the role of Community Home Lending Advisor to help more customers achieve the goal of homeownership. A new team of 10 now serve as experts in hyper-local housing assistance and down payment assistance programs in underserved areas of Chicago.

It is why we doubled our homebuyer grant to $5,000 to help customers with upfront costs of buying a new home — available in 412 majority Black census tracts in the Chicago area.

It is why earlier this year we opened our community inspired branch in the South Shore neighborhood to offer free financial health resources

like skills training, small business pop-ups, and fintech innovation.

It is why we recently hired five Community Managers in neighborhoods like Stony Island, Chatham and Brighton Park to engage the community, increase awareness of available resources, and help connect local residents with financial health tools, products and services.

It is why we piloted a nationwide program in Chicago to help entrepreneurs in historically underserved areas access coaching, technical assistance and capital. Chase small business consultants will provide over 1,500 Black and Brown-owned small businesses with 1:1 mentorship and digital education to help grow their businesses.

It is why in June, JPMorgan Chase announced a new $150 million, five-year commitment in philanthropic capital and low-cost loans to Chicago’s South and West sides. That brings our total business and philanthropic investments toward Black, www.citizennewspapergroup.com

Latino, Hispanic and other underserved communities in Chicago to $800 million by the end of 2025.

These and other steps reflect our commitment to investing in Chicago and working with local officials, community partners and others in the community to help address structural economic and racial disparities in lending, including helping more people achieve affordable, sustainable homeownership.

It has been inspiring to see this work play out over the past year work that so many of my colleagues are passionate. I’ve been overwhelmed by the response from our community partners, non-profits, public officials, and other businesses wanting to get involved. But we need to keep pushing and know that the hard work is ahead of us to get Chicago to where we all know it needs to be.

This means investing in our employees, building larger coalitions, and working with policymakers to tailor

programs that help Black, Latino and Hispanic people across the economic spectrum build wealth.

It touches me personally to think about the journey that we have been on from 2020 in the wake of George Floyd’s murder, because for too many of us this is deeply personal. The country came together and stood up – across racial lines – to protest.

I marched with my children with thousands of others in my community and felt emotional thinking about my grandmother marching in Mississippi for the right to vote in the 1960s. It underscores that the fight for racial equity continues, but it also says that we’re making progress. I am proud to be a part of a company that recognizes this and uses its resources and expertise to continue this work and help close the racial wealth gap. To work alongside a team of people who live and breathe this effort to help drive inclusive economic growth in our community and others like it, is a reason for hope.

Awards were presented to the Cook County Sheriffs Department for "Peace Officer Meritorious Service Award.

The South Suburban Emergency Response Teams of Park Forest Police Department and Oak Lawn Police Departments both received the "Unit Citation Service Award". During the event several other South Suburban Police districts were honored for various heroic efforts.
