ILLINOIS EMERGENCY MANAGEMENT AGENCY RECEIVES MORE THAN $600,000 TO SUPPORT HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS The Illinois Emergency Management Agency (IEMA) has been awarded a grant of more than $600,000 by the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration to enhance the state’s emergency response capabilities when dealing with hazardous materials related to transportation incidents.

The purpose of a Hazardous Materials Emergency Preparedness (HMEP) grant is to protect against the risks to life, property, and the environment that are possible when transporting hazardous material in intrastate, interstate, and foreign commerce. These funds will help IEMA and its sub-applicants perform hazardous materials response duties and aid in the development, implementation, and improvement of emergency plans for local communities and training for emergency responders to help communities prepare for a potential hazardous materials transportation incident.

JUSTICE DEPARTMENT TEAMS UP WITH AARP AND THE OAK RIDGE BOYS TO RAISE AWARENESS ABOUT FRAUD SCHEMES TARGETING OLDER AMERICANS The Department of Justice recently unveiled a new public service announcement (PSA) created in collaboration with AARP and the Oak Ridge Boys. In announcing the launch of the video and accompanying social media campaign, Assistant Attorney General Jody Hunt of the Department of Justice’s Civil Division said in a released statement, “Fraudsters are targeting and stealing billions of dollars from unsuspecting Americans every year.

In order to fight this epidemic, Americans must report fraud schemes and spread the word among their families and friends. I want to thank AARP’s Fraud Watch Network and the Oak Ridge Boys for working with us to fight this critical issue. Through increased awareness and reporting, the Department of Justice can continue to take swift action to end the victimization of vulnerable elderly Americans across the country.”

School Supply Drive Held For South Suburban School Districts To Help Kids Restock Continued from page 1

The Blue Island-Robbins Neighborhood Network recently hosted a school supply drive for the students of Cook County School District 130 and Posen-Robbins School District 143.5. The purpose of the school supply drive was to help students restock their school supplies and make sure they are able to stay focused for the duration of the school year.

In noticing that most school supply drives are hosted prior to the school year starting, the Blue Island-Robbins Neighborhood Network decided to do a drive later in the year to replenish the supplies that have been depleted, destroyed, or lost over the last few months.

“We just decided that we would bring our partners together in our community to help some of the children with supplies that have been used up or destroyed. There is another population of children that are in our community schools who are homeless, and a lot of them don’t really get the back to

school supplies. And so we’re working with the parents and the counselors to make sure that those children who are in desperate need of supplies are the first beneficiaries of what we’re doing,” said Kentric Benson, program coordinator for the Blue Island-Robbins Neighborhood Network.

The Blue Island-Robbins Neighborhood Network not only called on the community to donate supplies but they also had a number of people volunteer to help pack up the school supplies and prepare them to be delivered to students from Cook County School District 130 and Posen-Robbins School District 143.5.

In addition to packing bags full of donated school supplies, volunteers also wrote notes of encouragement to each of the students who will benefit from the school supply drive.

“When they come upon their first grading period, some of the students are deemed to be underachieving and not doing as well as they would want to do so we want to give them a thumbs up and encour-

aging word to let them know that if they did not do well in the first few months of school, that doesn’t have to be a determining factor for how they perform for the rest of the school year. I think that it’s important for the students to hear that somebody’s thinking about them or somebody’s praying for them or that somebody is watching over them or encouraging them,” said Benson.

The Blue Island-Robbins Neighborhood Network is an initiative from the United Way of Metro Chicago and was created to support Blue Island, Robbins, and it’s surrounding communities with resources and opportunities to meet whatever needs the residents may have.

This school supply drive is just one way that the organization is working to support local students. Now that the school supply drive has taken place, the Blue Island-Robbins Neighborhood Network is working on plans to host a uniform drive for students.

Jazz Legend To Receive Inaugural Award At Prairie State Foundation Gala

Prairie State College recently announced that Orbert Davis will receive the inaugural Reach for the Stars Award at Prairie State College Foundation’s annual gala. The event will be held at the college’s main campus, 202 S. Halsted St., on Oct. 19 at 6 p.m. in South Holland.

Davis is the conductor and artistic director for the Chicago Jazz Philharmonic and has been working with Prairie State College to help them put on their annual jazz festival for 30 years, according to information provided by Prairie State College.

Not only is Davis a jazz musician, but he is also an educator and a composer. Chicago Magazine named Davis as the “Y2k Best Trumpeter in Chicago” and “Chicagoan of the Year for 2002.” In Sept. 2011, Davis became the second Chicagoan in history to be named Artist-In-Residence for the Chicago Jazz Festival, according to information provided by Davis.

between what students receive from financial aid and what they can actually afford. I’ve had students tell me they would have to take a semester off because they were $200 short. The Foundation is here to help keep these students in school and help them earn their degrees.”

Havighorst said that the foundation has been able to continuously increase scholarship funds every year for the last several years and help thousands of students with tuition, books, supplies, and overall support that extends beyond financial need.

The upcoming gala is blacktie optional and begins at 6 p.m. with cocktails and hors d’oeuvres in the Prairie State College conference center. There will be a gourmet dinner in the college atrium at 7 p.m.

The Gala will feature a live auction, raffles, dancing, and music will be provided by Brass from the Past, a Chicagoland band that performs Motown, soul, and rock music.

How much are you polluting your office air just by existing?

Just by breathing or wearing deodorant, you have more influence over your office space than you might think, a growing body of evidence shows. But could these basic acts of existence also be polluting the air in the office room where you work?

To find out, a team of engineers at Purdue University has been conducting one of the largest studies of its kind in the office spaces of a building rigged with thousands of sensors. The goal is to identify all types of indoor air contaminants and recommend ways to control them through how a building is designed and operated.

“If we want to provide better air quality for office workers to improve their productivity, it is important to first understand what’s in the air and what factors influence the emissions and removal of pollutants,” said Brandon Boor, an assistant professor of civil engineering with a courtesy appointment in environmental and ecological engineering.

The data is showing that people and ventilation systems greatly impact the chemistry of indoor air – possibly more than anything else in an office space. The researchers are presenting their initial findings at the 2019 American Association for Aerosol Research Conference in Portland, Oregon, going on now through October 18.

“The chemistry of indoor air is dynamic. It changes throughout the day based on outdoor conditions, how the ventilation system operates and occupancy patterns in the office,” Boor said.

The building, called the Living Labs at Purdue’s Ray W. Herrick Laboratories, uses an array of sensors to precisely monitor four open-plan office spaces and to track the flow of indoor and outdoor air through the ventilation system. The team

developed a new technique to track occupancy by embedding temperature sensors in each desk chair.

Through use of the Living Labs, Boor’s team has begun to identify previously unknown behaviors of chemicals called volatile organic compounds, such as how they are transformed in ventilation systems and removed by filters.

“We wanted to shed light on the behind-thescenes role ventilation systems have on the air we breathe,” Boor said.

Boor teamed up with researchers at RJ Lee Group to deploy a highly sensitive “nose” – an instrument that scientists call a proton transfer reaction time-of-flight mass spectrometer. The instrument, typically used for measuring outdoor air quality, helped “sniff” out compounds in human breath, such as isoprene, in real time. Boor’s team found that isoprene and many other volatile compounds linger in the office even after people have left the room.

A greater number of people in a room also means more emissions of these compounds. A YouTube video is available at https://youtu.be/mi1xi31QAfQ. “Our preliminary results suggest that people are the dominant source of volatile organic compounds in a modern office environment,” Boor said. “We found levels of many compounds to be 10 to 20 times higher indoors than outdoors. If an office space is not properly ventilated, these volatile compounds may adversely affect worker health and productivity.”

The team also revealed that a pollutant entering from outside, ozone, disappears inside. This is because ozone interacts with other indoor compounds and the vast surfaces of a furnished office. The researchers found that ozone and compounds released from peeling an orange, called monoterpenes, mix to form new, super-tiny particles as small as one-billionth of a meter. The newly formed particles could be toxic because they are small enough to get

into the deepest regions of a person’s lungs.

The effects of volatile compounds released in an office might not just be restricted to indoors.

The researchers believe that chemicals emitted from self-care products such as deodorant, makeup, and hair spray may elevate levels outdoors as they are vented outside by the ventilation system.

This work is funded in part by the National Science Foundation Environmental Engineering Program, the Alfred P. Sloan Foundation Chemistry of Indoor Environments Program and the Purdue Research Foundation.

The research aligns with Purdue’s Giant Leaps celebration, acknowledging the university’s global advancements made in health and sustainability as part of Purdue’s 150th anniversary. These are two of the four themes of the yearlong celebration’s Ideas Festival, designed to showcase Purdue as an intellectual center solving real-world issues.

HHS Awards $13.5 Million to Accelerate State and Local Planning Efforts for Ending the HIV Epidemic: A Plan for America The U.S. Department of Health and Human Services (HHS), through CDC, has awarded $13.5 million to conduct state and local planning and kick off community involvement for the proposed federal initiative, Ending the HIV Epidemic: A Plan for America, which seeks to reduce new HIV infections in America by 90% by 2030. The funding (Notice of Funding Opportunity PS19-1906) includes two parts: Accelerating State and Local HIV Planning $12 million of the HHS Minority HIV/AIDS Fund has been awarded to 32 CDC-funded state and local health departments to develop comprehensive Ending the HIV Epidemic plans that are tailored by and for each community. These local plans will be unique to each area because the HIV epidemic affects communities differently. Plans will be based upon a national framework that identified the highest-impact HIV prevention, care,

treatment, and outbreak response strategies. This one-time funding has been awarded to health departments that represent the 57 geographic areas that have been prioritized for the first year of the initiative.

National Capacity-Building The National Alliance of State and Territorial AIDS Directors (NASTAD) has been awarded $1.5 million per year from 2019 to 2023, based on the availability of resources, to enhance local health departments’ capacity to end the epidemic in the 57 geographic areas. This effort, which uses CDC HIV prevention funds, will also support strategic communication and policy activities, partnerships, data analyses, and technical assistance. As part of this work, NASTAD will provide technical assistance in the development of local plans, and will establish, build, and maintain collaborative relationships with organizations to support the implementation of the local plans.

“Nothing in HIV prevention has ever been — or ever will be — accomplished apart from the communities we serve,” said HHS Secretary Alex Azar. “Active and ongoing community involvement, both nationally and locally, is critical to Ending the HIV Epidemic. We are excited to begin this local planning phase today.”

Community input has always been critical to HIV prevention and has shaped the development of Ending the HIV Epidemic in many important ways. Throughout the year, HHS agencies have sought input from leaders at multiple levels on the national framework — and on steps for moving it forward — during national conferences; webinars; meetings with national organizations; site visits with communities across the country; and ongoing engagement with CDC-funded partners and organizations.

Feedback from these activities has led to the integration of several key elements that will shape local planning.

bility for states and local communities to design and direct approaches that best meet their needs; ongoing inclusion of new, diverse partners in local planning activities; greater emphasis on supporting bold, innovative efforts that overcome barriers to HIV prevention, testing, and treatment; and building upon community experience that is already in the field. If the initiative is funded, states and local areas will begin implementing their Ending the HIV Epidemic plans in 2020.

“For decades, local community plans have been pivotal to HIV prevention, treatment, and care,” said HHS Assistant Secretary for Health, ADM Brett P. Giroir, M.D. “And locally designed plans in each jurisdiction are also essential to the success of the Ending the HIV Epidemic initiative. We are committed to enabling communities to best use the resources they need to plan and engage stakeholders.”

Health departments will be required to engage members of local

communities that are most heavily impacted by HIV, people with HIV, local prevention and care integrated planning bodies, local HIV service providers, new partners, and others.

CDC also plans to issue additional guidance to ensure robust and diverse community involvement in development of local plans, which will continue to be refined over time, by the community.

“Our goal is to ensure that the key pillars of HIV prevention and treatment are delivered in a manner planned by the community, in the community, and for the community,” said CDC Director Robert R. Redfield, M.D. “We have engaged and listened to advocates across the country who have provided valuable input into our overall national framework. Now, it is time for these communities to be inclusive of new voices, to innovate, and to effectively reach people living with and at greatest risk for HIV, in particular those who currently are not diagnosed and linked to care.”

The event raised $500 dollars in a silent auction for the Kenwood Academy High School Jazz Band who is under the direction of Bethany Pickens. During the event Bethany Pickens was honored for her world renowned musicianship, community service and for her dedication to education.

Rubens, Rembrandt, and Drawing in the Golden Age The Art Institute of Chicago presents Rubens, Rembrandt, and Drawing in the Golden Age, on view now through January 5, 2020. This exhibition reflects a unique and comprehensive effort by the Art Institute to study and interpret its holdings of Dutch and Flemish drawings. The project is a culmination of a multi-year collaborative interdisciplinary initiative between conservation and curatorial departments within the museum.

The exhibition has approximately 120 works on view and include several new acquisitions that enhance a collection which was developed over nearly one hundred years.

Drawing reached one of its pinnacles in the Netherlands during the 17th century—a period commonly known as the Golden Age. While early modern Dutch and Flemish art typically focus on the paintings created during this time, this exhibition constructs an alternative narrative, casting drawings not in supporting roles but as the main characters.

Featuring works by Rembrandt van Rijn, Peter Paul Rubens, Hendrick Goltzius, Gerrit von Honthorst, Jacques de Gheyn II, and many others, the show traces the development of drawing in this period, exploring its many roles in artistic training, its preparatory function for works in other media, and its eventual emergence as a medium in its own right.

The 17th century brought change to the northern and southern Netherlands, including political upheaval and scientific innovation. The effects of these changes had a great impact on art—what kind of art was in demand, who could and did produce art, and where and how art was made. Most artists in 17th-century Netherlands chose their career through family connections, training with a relative who worked in an artistic trade, although there are significant exceptions to this trajectory—Rubens was the son of a lawyer and Rembrandt the son of a miller.

supervised the three most important workshops of the period, overseeing the development of dozens, if not hundreds, of students. In these workshops, learning to draw was essential. The ability to accurately depict the human face and body was critical to an artist’s success and was especially important for those who aspired to create history paintings—the genre considered most prestigious because it relied on literary sources and often required portraying multiple figures in complex and dramatic scenes.

Rembrandt, more than other artists of this period, embraced life drawing. Most notably, he pioneered the collective study of the female nude—a commonplace practice today, but one that challenged the bounds of decency in the 17th century. Studying the live figure increasingly became standard practice in the Netherlands during this period, but it was generally restricted to drawing male models, since prevailing cultural norms made it difficult for artists to find women to pose for them, especially in the nude. Among the most celebrated of all Rembrandt’s drawings is a rare study of a female nude, which is featured in this exhibition. An emotive and striking work, it highlights the importance for artists of the period to learn to draw the female figure.

Although drawings in the 17th century served many purposes—as reference materials, studies for future paintings, preparatory designs for prints— they also emerged as independent works of art, bought, commissioned, and collected by wealthy merchants. Produced in a broad range of media, including chalk, ink, and watercolor, the drawings in this exhibition are captivating examples of artistic skill and imagination.

Together they provide a new view of the creativity and working process of Netherlandish artists in the 17th century and reveal how drawings came to be the celebrated works of art we know them to be today.

Canada cannot (and doesn’t want) to be America’s pharmacy

Drug importation is no longer a pipe dream. Now it’s a pipe bomb.

The Department of Health and Human Services recently floated a proposal, dubbed the “Safe Importation Action Plan,” to allow Americans to use Canada as their personal pharmacy.

The FDA has stated over and over again that our government cannot vouch for the safety and efficacy of Canadian medicines. Pushing this policy through would needlessly threaten patient health and wellbeing. And, it’s infeasible -- Canada simply doesn’t have enough drugs to share with the United States.

The Safe Importation Action Plan offers two paths forward for drug importation. First, states,

wholesalers, or pharmacists could submit plans for demonstration projects for HHS to review outlining how they would import HealthCanada approved drugs. Second, manufacturers could import versions of existing FDA-approved drugs into the United States.

The plan sounds reasonable enough, but neither the Trump administration or any state that’s been pondering drug importation has ever consulted the Canadian government. Had they done so, they’d see that our neighbors to the north have some serious concerns with the proposal.

Canadian officials have already stated that “Canada does not support actions that could adversely affect the supply of prescription drugs in Canada and potentially raise costs of

prescription drugs for Canadians.”

These concerns are justified.

Canada is just one-tenth the size of the United States with a mere 37 million people. Given the sheer magnitude of the U.S. population -- a whopping 329 million people -- there’s no way Canada could cover drugs for all Americans.

The strain on the Canadian medicine supply would likely lead to shortages and increased costs for Canadian patients. If Canada filled 10 percent of U.S. prescriptions, Canada’s drug supply would run out in less than eight months, according to one study.

Even if Canada had an endless supply of treatments, drug importation is dangerous. Though the Trump administration’s new plan states that the drugs would www.thechicagocitizen.com

be verified before importation, the Canadian government has stated that it cannot guarantee a drug’s effectiveness.

Counterfeit drugs are very common in foreign markets. In fact, one out of ten medications is fake, according to a 2017 report by the World Health Organization. Nevertheless, counterfeit medicine sales add up to billions of dollars a year.

There are two types of counterfeit medicines. The first are cheap copies of commonly sold drugs masquerading as the real thing. They contain few if any active ingredients and have no quality control. Patients who purchase these medications may not realize they’re taking ineffective drugs until their health condition fails to improve.

Other counterfeit drugs are

composed of potentially deadly substances. Investigators have found counterfeit medicines that contain everything from paint thinner and antifreeze to arsenic and uranium.

From April 2016 to March 2017 alone, Health Canada seized close to 5,500 packages of counterfeit drugs.

Access to high-quality medicines is a crucial issue, but drug importation is not the answer.

The Trump administration’s drug importation plan would create more problems than it would solve by jeopardizing Canada’s drug supply and exposing Americans to deadly counterfeits.

Legendary Olympic Athletes Tommie Smith and John Carlos Earn Induction into U.S. Olympic Hall of Fame

The Chicago League of Lady Arm Wrestlers (CLLAW) returns this fall with its 34th match CLLAW XXXIV: Good vs. Evil on Saturday, November 2, 2019 at Logan Square Auditorium, 2539 N. Kedzie Ave. in Chicago. CLLAW’s benefit match will feature Chicago’s biggest, baddest lady arm wrestlers, live musical entertainment from indie rock band Roxy Swain and a cash bar.

Doors open at 9 pm with the first match beginning at 9:30 pm.

Tickets, priced at $25, are available in advance at www.cllaw.org or at the door (the ladies will gladly take cash or credit at the door). The event is 21+.

Their raised fists were as legendary as they were controversial.

Tommie Smith and John Carlos, known for their Black Power salute during the 1968 Olympics medal ceremonies, have earned induction into the U.S. Olympic Hall of Fame.

The induction is scheduled for Nov. 1.

Smith’s and Carlos’ gestures of declaration, performed at the height of the civil rights movement in the U.S., were among the most powerful statements made during that era in American history.

The two athletes courageously used the world’s biggest stage to take a stand against racism, injustice, and inequality.

Their selection to the Hall of Fame, an honor based on character, conduct, and off-field contributions, comes 51 years after the U.S. Olympic Committee — and much of White America — vilified the heroes.

“It sends the message that maybe we had to go back in time and make some conscious decisions about whether we were right or wrong,” Carlos told USA Today. “They’ve come to the conclusion that, ‘Hey man, we were wrong. We were off-base in terms of humanity relative to the human rights era.’”

The men competed in the 200-meter sprint during the Olympic Games held in Mexico.

Smith won the gold, while Carlos earned a bronze medal.

During the medal ceremony, the men wore black socks and no shoes. Each wore a single black glove.

Just months earlier, Dr. Martin Luther King, Jr. was gunned down in Memphis. The fight for civil rights had reached both its bleakest moment and its most volatile.

Also serving as a backdrop to the 1968 Olympics were raging anti-war protests, the assassination of Robert F. Kennedy, and the horrifying beating of protestors by police during the Democratic National Convention in Chicago.

Racism was out of control. America was out of control, and the war raged on in Vietnam.

Immediately preceding the Games, African American athletes considered a boycott, but they ultimately decided to participate.

With King’s death and an atmosphere of unrelenting police brutality and racism, African Americans were angry. Justice forever eluded the Black community.

courageously use the international platform of the Olympics to take a stand for the world to see.

Smith also wore a scarf, and Carlos dangled beads around his neck to remember lynching victims. Their black socks sans shoes symbolized poverty in the community, while the black glove was a reflection of African American strength and unity.

As the national anthem played during the ceremony, Smith and Carlos bowed their heads and raised their fists – an image that’s arguably among the most iconic in sports history.

As explained in a 2018 Washington Post article, Smith raised his right hand while Carlos lifted his left. One of them had forgotten his gloves, so they shared the one pair they had.

Carlos had also unzipped his Olympic jacket, flaunting Olympics rules of conduct, to show support of working-class people in Harlem whom he said had to struggle and work with their hands all day.

Carlos told the Post that he had

deliberately covered up the “USA” on his Olympic uniform with a black T-shirt to “reflect the shame I felt that my country was traveling at a snail’s pace toward something that should be obvious to all people of good will.”

In his autobiography, Carlos wrote: “The stadium became eerily quiet.

There’s something awful about hearing fifty thousand people go silent, like being in the eye of a hurricane.”

Immediately after the ceremony, officials expelled the two from the stadium. They were soonafter ordered out of Mexico City and suspended from the track team.

Doug Hartmann, a University of Minnesota sociologist and the author of Race, Culture, and the Revolt of the Black Athlete: The 1968 Olympic Protests and Their Aftermath, told Smithsonian Magazine, “It was a polarizing moment because it was seen as an example of Black power radicalism.” Hartmann continued, “Mainstream America hated what they did.” www.thechicagocitizen.com
