NEWS briefly NEW SCHOOLYARD UNVEILED AT HORACE MANN ELEMENTARY Chicago Public Schools CEO Pedro Martinez joined Horace Mann Elementary Interim Principal Karon Marie Purkett at the opening of a new ‘Space to Grow’ Schoolyard. Our Space to Grow partnership transforms Chicago schoolyards into beautiful and functional spaces to play, learn, garden, and enjoy the outdoors.

The updated green space at the South Shore school features areas for physical activity, including a turf field, jogging track, basketball, and play equipment for all ages. The schoolyard also incorporates features that capture a significant amount of rainfall, resulting in less neighborhood flooding.

“The new state-of-the-art playground equipment is the perfect space for students to balance the parts of their school day spent inside the classroom,” said Interim Principal Purkett. “The new basketball courts and track are amazing resources for our budding athletes. The gardens tie everything together and will be an awesome way to incorporate nature into what our students are learning.”

School officials and partners, including those from the Healthy Schools Campaign, referenced research that confirms school facilities can significantly impact student learning, behavior, and health.

Chicago Public Schools and its partners at Space to Grow and Openlands are currently planning to overhaul 30 schoolyards by 2022.

Capital funding partners The Metropolitan Water Reclamation District of Greater Chicago and the Chicago Department of Water Management made this investment in Horace Mann. This is the 27th schoolyard in the district that has been transformed thanks to partnerships.

Henderson, who holds a Ph.D. in Biological Sciences, worked in academia for several years, she couldn’t stay there.

Last year, Henderson took over as CEO of H&H Fast properties. The business, founded by her father Ray Henderson which renovates and revitalizes vacant and distressed properties.

Henderson’s father instilled in her and her siblings an awareness of what was going on in the community, and the need to have an economic education.

The company works with other business owners in a consortium which includes businessmen and women.

Henderson thinks about the community in a biological sense, as the interaction of different species in a confined area. “It’s the interaction of people from different demographics. It’s not just the people who live there, it’s the people who own and operate businesses, the people that pass through.”

In regards to what H&H Fast Properties does on the South and West sides, it also involves interactions, She said.

When H&H Fast Properties goes into those communities, it is trying to engage in interactions between the different demographics. It does that by recognizing who

is there, what are the resources and what’s important, providing jobs, working with children and providing youth training.

H&H Fast Properties hosted a Black Excellence Awards ceremony to recognize educators, scholars, clergy, elected officials. It also provided meals to the Wentworth Elementary School and makes donations to homeless shelters.

Returning citizens also have benefitted from the H & H philanthropy works through resources that provides jobs and shelter. Recently H&H Fast Properties worked with the Gyrls in the H.O.O.D. organization on an initiative to provide shelter for young women.

Henderson believes sustainable living and economic empowerment within under resourced neighborhoods are necessary to survive. For Henderson sustainable living is more than not drinking out of plastic bottles, recycling or solar power. “Really, it is living a lifestyle that is not destabilizing. The same is true with any economics to it. We need it,” she said.

“When I hear something like Black people are the largest consumers in the US it’s sort of disheartening to hear that the age group of 20-30 years net worth is 0.”

Henderson wants young people to be aware not only of how they can live their lifestyle but how they can continue it from generation to generation. They should be aware of how money comes in and out of their communities, especially

because oftentimes, they stay there most of their lives.

H&H Fast Properties has worked with the Lawndale Christian Development Corporation on rehabbing of commercial storefronts for businesses, office spaces and multi-unit residential spaces. H & H is venturing into rehabbing the larger vacant commercial spaces on the South Side.

“We actually love to get those houses or buildings that have been sitting for years that often go to the demo court in the City of Chicago, for a number of different reasons. It doesn’t mean that it’s not habitable, it just means no one is living there,” she said, adding the company works with different organizations that work with problem properties.

The pandemic has helped H&H Fast Properties modernize the way the company does business. It helped them to get their business in order.

The No. 1 thing Henderson hears when she hosts homebuying seminars is people saying they can’t afford it. Sometimes she finds that a mortgage can be cheaper than rent. There are programs available to first time homebuyers, but not everyone is eligible. To save up money for the down payment, Henderson says it takes discipline. She recommends that people look at their finances before considering purchasing real estate.

Preckwinkle, West Suburban Mayors Kick Off 2nd Annual “Tour de Proviso” Broadview, Ill. – Cook County Board President Toni Preckwinkle joined Broadview Mayor Katrina Thompson, other west suburban elected officials, and more than 300 bicyclists at the Broadview Fire Department on Saturday, October 2, to kick off the 2nd Annual “Tour de Proviso” bike tour.

This year’s bicycle route comprises seven suburban Cook County communities – up from three last year – now including Bellwood, Broadview, Maywood, Melrose Park, Oak Park, River Forest, and Riverside and more than double the number of participants with 300 bicyclists participating in the event to promote township tourism, a healthy lifestyle, and the need for more bike trail investments, according to Thompson.

“Last year, we had three communities, Broadview, Bellwood and Maywood, host the first Tour de Proviso and we had over 150 bike riders,” said Thompson. “This year, we added four more towns, Melrose Park, Oak Park, River Forest, and Riverside, and doubled the riders to 300.”

The idea for the Tour de Proviso sprung from Thompson and Maywood Trustee Miguel Jones’ own biking habits.

de Proviso because we organize regularly our own individual bike tours with constituents in our own communities to support health and wellness as well as clean and green transportation,” said Thompson. “Still, there are very few bike lanes or, in some communities, no bike lanes in the Proviso Township, so this year’s tour aims to showcase the need for more bike trail investment by Cook County and the state.”

Thompson says that the Tour de Proviso is also a tourism tool.

“This year we have added tourism to our cause and have partner with Visit Oak Park,” said Thompson. “We have so many historical sites in the Proviso Township, and it’s time for us to show visitors what we have to offer, such as good restaurants, shopping, hotels and recreation for all ages, and what better to showcase these assets than by bike.”

Thompson and Preckwinkle were joined by Bellwood Mayor Andre Harvey, Maywood Trustee Miguel Jones, and Metropolitan Water Reclamation District Commissioner Eira L. Corral Sepulveda at the tour’s kick-off press conference at the Broadview Fire Station.

The bicyclists were escorted along the tour route by local police and fire departments.

POLITICAL Affairs House, Senate Redistricting Committees Relaunch Public Map Making Portal to Consider New Congressional Boundaries The Illinois House and Senate Redistricting Committees have relaunched an online map making portal which will allow residents to draw and submit proposed congressional boundaries for lawmakers to consider as redistricting efforts continue.

The map making portal can be accessed at www.ilsenateredistricting.com and www.ilhousedems.com/ redistricting. Returning users that have previously used the portal do not need to create a new account.

Negotiations are underway for the Robbins Police contract

The Village of Robbins is in negotiations with the Illinois Council of Police for a contract for the Village’s police officers after officers called off on Friday, Oct.1st.

On Tuesday, Oct. 5th, the officers were back at work with a new Village of Robbins Police Chief being sworn in.

A contract for the Robbins Police Department expired in early 2020, under the previous administration. the Illinois Council of Police (ICOPS) filed an unfair labor practice for the Village refusing to negotiate. Since 2019, Illinois Council of Police had been asking for the Village to talk about the contract.

During a press conference on Monday, Oct. 4, Robbins Mayor Darren E. Bryant ensured residents that safety of the Village was the No. 1 Priority. Bryant assured residents the streets of Robbins were safe due to the efforts of the Cook County Sheriff ’s Department, which responded to calls. During the weekend, the Cook County Sherriff ’s Department covered for the Robbins Police Department.

The relaunch of the portal comes ahead of a series of public hearings the committees will hold in October to gather input on the makeup of new congressional districts. Additional details about hearings will be announced in the coming days as Democrats remain committed to a redistricting process centered on public participation with more accessibility than ever before.

Members of the public may also submit written testimony or draft congressional maps at any time at redistrictingcommittee@senatedem.ilga.gov and redistrictingcommittee@hds.ilga.gov.

“It’s never been more important that every resident of Illinois has a strong voice in Congress, and that starts with ensuring everyone has a voice in the mapmaking process,” said Rep. Elizabeth Hernandez, D-Cicero, Chairperson of the House Redistricting Committee. “This mapmaking tool gives everyone the opportunity to share their thoughts and help us create districts that reflect our state.”

“Now is the time for residents across Illinois to make their voices heard to ensure our state has strong representation in Washington,” said Sen. Omar Aquino, D-Chicago, Chair of the Senate Redistricting Committee. “We encourage residents to take advantage of these opportunities to directly participate in the map making process, as the best map is one that reflects the diverse voices across our state.”

Reps. Davis, Rush, Wenstrup, and Hollingsworth push bipartisan legislation to help people with kidney failure Richard Blass of Illinois Council of Police during a press conference on Monday, Oct. 5, in the Village of Robbins to announce the Village and Robbins Police Department were negotiating a contract.

Richard Blass, who represents the Illinois Council of Police, had confidence that Bryant would sit down at the table with ICOPS to negotiate a contract. “My administration is determined to bring resolution to this scenario,” Bryant said.

“The health, safety and welfare of the Robbins community and that of my police officers that I represent are of the utmost concern. I feel that we’re going to be able to balance the needs of the police officers to be able to do their job, that I represent. I am hopeful that we

can sit down and come to an agreement as far as the working conditions, wages and terms and the conditions of employment, pursuant to the Illinois Labor Relations Act,” Blass said.

Blass is confident that the renewed relationship with Bryant’s administration, both parties could move forward.

Part of the unfair labor practice comes from the belief that the officers are underpaid, with holidays and other working conditions. There are some improvements that can be made within the department. Incremental

changes were being made but then all communications shut down.

Bullet proof vests expired on Oct. 5th, the President of the Robbins Police Union, Hurman Mathis, informed ICOPS that vests were purchased.

At the Oct. 5th meeting the list of demands, which centered on wages, the working conditions and the terms and conditions of employment, were submitted. Now ICOPS will go back and revise the proposal and both parties will meet again on Nov. 1st.

Democratic U.S. Representatives Danny K. Davis (IL-7th) and Bobby L. Rush (IL-1st), along with Republican Representatives Brad Wenstrup (OH-2nd) and Trey Hollingsworth (IN-9th), cointroduced legislation to encourage the development of new medical devices used to treat and/or manage individuals diagnosed with end-stage renal disease (ESRD), commonly referred to as kidney failure. Currently, there are approximately 400,000 Medicare beneficiaries with ESRD, representing 1% of the Medicare population. However, ESRD patients account for approximately 7% of all Medicare spending. Rep. Davis said, “I strongly support research and development federal policies that would foster innovation for our Medicare beneficiaries living with kidney failure.”

According to the National Institutes of Health (NIH), when a patient has kidney disease, their kidneys have become damaged.

Some of the factors that increase the risk of kidney damage include diseases, such as: diabetes; high blood pressure; blocked coronary arteries; and other ancillary health issues. Kidney disease is the 9th leading cause of death in the United States.

Struggling with depression: “You know all those episodes where [Darla] was depressed — I’ve struggled with that my whole life but it was never something I would talk about or express to anyone.

Contemplating motherhood: “I’m gonna be brave here. There was a thing that sort of happened and I ended up not being pregnant. And I was sad about that. And I actually didn’t even think I wanted a child. But then when I thought it might possibly be, I was happy about it. On not showing her emotions: “You know how when you’re really good at coping and pushing through it can be good and bad. Maybe normalizing things that should not be normalized because you’re just pushing through. I was not someone that was ever emotional or cried openly— or was so expressive emotionally. THE "NEW CALUMET CITY RISING" MAYOR THADDEUS M. JONES

FIRST 100 DAYS IN OFFICE In his first 100 days in office, Mayor Thaddeus Jones has accomplished a lot for Calumet City.

After he was sworn into office on May 1, 2021, he was immediately faced with a $2.8 million dollar budget deficit left by the former Mayor.

✶ Mayor Jones took steps to get the city’s financial house in order. He ordered a forensic audit of prior years and went to work alongside the City Treasurer and erased the $2.8 million dollar deficit.

✶ On July 29, Mayor Jones worked with the City Council to pass a $49 million balanced budget that increased revenue by $14 million dollars. Mayor Jones got aggressive with pursing grant funding and worked with State and Federal officials to bring much needed dollars to Calumet City.

✶ During the budget discussions, Mayor Jones focused the city’s priorities such as: improving the budget, public safety, and employee morale in City Hall. Public Safety is a top priority for the Mayor and the City Council. That is why the Mayor put money in the budget for the hiring of 15 police officers and 15 firefighters. Moreover, when the former Police and Fire commissioners all quit, Mayor Jones installed a new Police and Fire commissioners with a mission to attract minority candidates for employment.

✶ The mayor knows that residents would begin having a tough time with the ending of unemployment benefits. To solve this, Mayor Jones implemented a program to provide residents with emergency assistance from the city.

✶ To bridge the gap for our Seniors and Youth, Mayor Jones put money in the budget for our senior programs, and created an after school program for our children. These programs will allow City Hall to connect with our schools and social service agencies to assist our Seniors in their time of need.

✶ Mayor Jones knows that we need to change the image of Calumet City, and that is why he’s targeting a new city hall that will allow disabled residents and seniors to utilize city hall more. Look for this grand opening to happen in early 2022.

Property reassessments released for South Chicago Township Residential and commercial properties in South Chicago show robust growth The Cook County Assessor’s Office released initial assessments of residential and commercial properties in the township of South Chicago. This is the fifth of eight townships in the City of Chicago to be reassessed in 2021 under the leadership of Assessor Fritz Kaegi, who took office after Chicago’s last reassessment in 2018.

“We’ve seen similar, surprisingly robust real estate trends in South Chicago that we’ve seen in other areas of the city,” said Assessor Kaegi. “In some areas, home values are rising significantly, though others have plateaued. Despite the pandemic, downtown rents have increased since 2018, driving some commercial property values higher while others still see ongoing economic effects from the pandemic. This is especially true for some retail properties.”

Increases in assessments reflect a strong market. Assessments, under Illinois law, should reflect overall market values. The first step to ensuring property owners pay only their fair share of property taxes—without needing to file appeals to correct inaccurate assessments—is to make sure assessments of all property types accurately reflect the real estate market.

Changes in assessed value in South Chicago Township The following chart represents the increase in total assessed value in residential and commercial properties in South Chicago Township.

Note: Percentage increases and total increases are for all properties in that category. Assessment increases or decreases to individual properties vary, depending on each property’s location and characteristics.

How assessments relate to property taxes An increase in a property’s assessment does not lead to the same increase in an individual property’s tax bill. A property’s share of taxes depends on reassessments throughout all of Chicago, from homes in Chatham and Jefferson Park to commercial properties in Little Village and the Loop.

Property reassessments are ongoing for Chicago’s remaining six townships. If the growth in assessed values throughout Chicago outpaces the growth of the assessed value of an individual property in South Chicago Township, that individual property’s share of property taxes could shrink despite its increase in property value.

Property assessments in Chicago are used to apportion taxing district levies, which pay for services such as schools, parks, libraries, and pensions. The Assessor does not set levies or tax rates. In addition, increases in assessments do not necessarily increase the revenue received by taxing districts.

At the end of the 2018 reassessment cycle, 22% of South Chicago Township’s total assessed value was residential, with the other 78% comprised non-residential and commercial multi-family properties.

The 2021 initial reassessed values have shifted this to 15% residential, and 85% non-residential and commercial multi-family properties.

These percentages may change at the final stage of assessment after appeals are processed by the Assessor’s Office and by the Board of Review.

The 2021 assessments will affect the second installment property tax bill issued in late 2022.

Residential assessments l In 2020, median sale prices of single-family homes in South Chicago Township were about $420,000 for single-family homes and $280,000 for condos. l In its assessment models, the Assessor’s Office estimated most single-family homes have a 2021 market value between $280,000 and $420,000 and most condo values were between $250,000 and $350,000. Estimates depend on the individual property’s location and characteristics.

The assessments for single-family homes met all three International Association of Assessing Officer standards for high-quality assessments.

Third-party reporting, including a 2017 report in the Chicago Tribune, showed that the previous reassessments of the City of Chicago resulted in overassessment of some lower-value homes while higher-value homes typically were underassessed.

Commercial assessments Hotels and retail properties are among the sectors with the largest declines since the onset of COVID, whereas rents in multi-family apartments, grocery stores, industrial buildings, and data centers have been stable or experienced positive growth since the onset of COVID. In the Assessor’s Office 2021 models: Market rents for apartments in South Chicago range from $650 to $4550 a month. o Market vacancy is between 7 and 16%. o Market values are estimated from $39k to $648k per unit.

What charity is the program supporting? Do promotional materials about the product or service clearly and conspicuously state this information?

You should be made aware where your money is going and what charitable programs your purchase will support. Funds raised to benefit Komen, for example, go to support the organization’s advocacy for breast cancer patients, investments in research and a number of direct patient care services.

3. How is the program structured? What percentage or exact amount of the proceeds will go to the charity? Will the company be making a minimum or maximum donation to the charity? Shop only with companies that offer transparency with regards to program details and how donations are structured.
