HIGHER EDUCATION GROUP NAMED FINALIST IN SUSTAINABILITY AWARDS PROGRAM The Association for the Advancement of Sustainability in Higher Education (AASHE) announced recently that a group of three community colleges and three universities in the Will County region, including the University of St. Francis (USF), Governors State University, Joliet Junior College, Lewis University, Moraine Valley Community College, Prairie State College, has been named a finalist for the 2019 AASHE Sustainability Awards for the group’s Growing Sustainable Communities Together Through Leadership in Higher Education project.

Winners will be announced in mid-September and recognized during the opening ceremony at the AASHE Conference & Expo in Spokane, Wash. on Oct. 27. Finalists’ entries will be judged on overall impact, innovation, stakeholder involvement, clarity and other criteria specific to each category.

“To be named a finalist for the AASHE award is a tremendous honor. It highlights the work of the South Metropolitan Regional Higher Education Consortium’s Sustainability Committee, leading the way to work together with our communities to be equipped to solve sustainability challenges now and for the future,” said Janine Hicks, sustainability coordinator at USF. AMERICANS PUT THEIR CARS FIRST: TWO-THIRDS SERVICE THEIR VEHICLE MORE OFTEN THAN THEY GO TO THE DENTIST While the temperatures may be starting to cool down, things are just starting to heat up between Americans and their cars as the majority admit to having strong feelings of love toward their personal vehicles, according to a new Cars.com (NYSE: CARS) national survey. The survey uncovered that nearly three-quarters of Americans (73 percent) love their car a lot, and more than two-thirds (69 percent) have a significant amount of pride in their vehicle.

But just how deep does Americans’ love for their cars run?

The majority of respondents are more concerned with maintaining the health of their vehicle than their own oral health — nearly two-thirds of respondents (63 percent) confess they service their vehicle more often than they go to the dentist.

Americans’ preventive health care comes second, too, as more than half of respondents (57 percent) say they service their vehicle more than they see a doctor.

Children’s Research Triangle along with the Partnership for Resilience recently announced they have received a 5-year, $4 million grant from the Substance Abuse and Mental Health Services Administration as part of the Linking Actions for Unmet Needs in Children’s Health Grant Program (Project LAUNCH). Over the five years, the grant will directly impact mental and behavioral health services for children in the south suburbs.

Children’s Research Triangle has been operating since 1976 and became incorporated as a nonprofit organization in 1998. The organization operates with the vision that all children, no matter what challenges or disabilities they may face, deserve to have a safe and nurturing childhood and to receive the support they need to lead fulfilled lives, according to information provided by Children’s Research Triangle.

Partnership for Resilience is a cross-sector initiative that works to address childhood trauma, increase access

to primary care, and strengthen family engagement in the southern suburbs of Cook County. The organization aims to build resilience among children, build sustainable community partnerships, create resources, training, and education programs, and advocate for research-based policies that further its mission, according to information from the Partnership for Resilience website.

“The Partnership for Resilience works with 11 Southland public school districts with over 24,000 students to help them meet the needs of children and teens who have experienced trauma. Through Project LAUNCH and our partnership with CRT, we hope to help thousands of additional Southland residents access behavioral health and parenting resources,” said Tom Lenz, coordinator of the Partnership for Resilience.

Children’s Research Triangle and Partnership for Resilience are one of only fifteen grant recipients across the nation.

This grant will allow them to create programs and services that immediately impact the area, which they say is in dire need of mental and behavioral health

services for youth.

“Southern Cook County residents, especially children, struggle with a lack of access to proper behavioral and mental health services. This grant enables us to quickly initiate programs that provide desperately needed services which directly impact children and families in the region,” said Dr. Linda Schwartz, chief executive officer of Children’s Research Triangle.

This grant will allow the two organizations to offer community partner training, where individuals learn about screening and assessing children in need of mental health services, and they will be able to operate a workforce training initiative for underemployed residents.

The grant will also allow Family Navigator Services to assist community partners with making appropriate referrals, early education, early care, and home visiting programs, and a public awareness campaign to improve knowledge about early childhood development, screenings, and treatment, according to information provided by Children’s Research Triangle.

Chicago Southland Economic Development Corporation Prepares to Give Annual Awards

The Chicago Southland Economic Development Corporation is preparing to host it’s 5th Annual Jack Lanigan Sr. Memorial Big Shoes Award event.

The event will take place on Sept. 12 from 5 p.m. to 7 p.m. at the Ravisloe Country, 18231 Park Ave., in Homewood.

The Big Shoes Award was recently renamed to be the Jack Lanigan, Sr. Memorial Award in honor of the first Big Shoes Award recipient.

Also new this year is a second award known as the No Stone Left Unturned Award.

The Jack Lanigan, Sr. Memorial Award, formerly known as the Big Shoes Award, celebrates the advanced manufacturing community in the Chicago Southland area and specifically those who actively support education and workforce programs.

This year’s 2019 award recipient is Nancy Wilson, CEO of Morrison Container Handling Solutions, who was also recently named one of Crain’s 2019 Notable Women in Manufacturing.

This year, special recognition will be given to Rick Bryant, senior advisor to Congresswoman Robin Kelly. Bryant will receive the No Stone Unturned Award for his leadership in pursuing the possibility

of creating the South Suburban Airport. He will be the first person to receive this award.

“Just as Midway and O’Hare spearheaded Illinois’ economic investment and transportation growth over the past century, the South Suburban Airport will encourage innovation and perpetuate prosperity for this century. While it’s taken us decades, and some would agree longer, to get here, the time has finally come,” said Congresswoman Kelly. “The South Suburban Airport is a unique, once in a lifetime game-changer. Just as Congresswoman Kelly has been publicly pushing for the South Suburban Airport, Bryant has been behind the scenes working tirelessly to move the needle on this matter, which is why he will be receiving the No Stone Left Unturned Award.

Also during the upcoming event, two Rich East High School students and their coach, Mike Wilson, will give a robotics demonstration from their Manufacturing, Engineering, and Robotics Program.

CDC data underscore urgent need for new HHS plan to increase HPV vaccination rate to 80% nationwide During 2012-2016, an average of 43,999 HPV-associated cancers were reported each year, according to a new study published recently in CDC’s Morbidity and Mortality Weekly Report (MMWR). Among the estimated 34,800 cancers probably caused by HPV, 92 percent are attributable to the HPV types that are included in the HPV vaccine and could be prevented if HPV vaccine recommendations were followed, according to the report.

HPV is a common virus that can lead to certain types of cancers in men and women.

It causes cancers of the cervix, vulva, vagina, penis, anus, and oropharynx (back of the throat, including the base of the tongue and tonsils). The HPV vaccine protects against the types of HPV that most commonly cause these cancers.

“A future without HPV cancers is within reach, but urgent action is needed to improve vaccine coverage rates,” said ADM Brett P. Giroir, MD, HHS Assistant Secretary for Health.

“Increasing HPV vaccination coverage to 80% has been and will continue to be a priority initiative for HHS, and we will continue to work with our governmental and private sector partners to make this a reality.”

CDC researchers analyzed 2012-2016 data from the CDC’s National Program of Cancer Registries and the National Cancer Institute’s Surveillance, Epidemiology, and End Results (SEER) Program external icon to determine the incidence of HPV-associated cancers, and to estimate the annual number of cancers attribut-

able to the HPV types in the currently available HPV vaccine. This report marks the first time these data are available at the state-level.

Key findings l During 2012-2016, an estimated average of 34,800 HPV-attributable cancers were diagnosed each year. l The most common cancers were cervical (9,700) and oropharyngeal cancer (12,600). l The number of cancers attributable to HPV types targeted by the vaccine ranged by state from 40 in Wyoming to 3,270 in California. l Oropharyngeal cancer was the most common cancer attributable to the vaccine types in all states, except in Texas where cervical cancer was most common. l In Alaska, the District of Columbia, New Mexico, and New York, the estimates of oropharyngeal and cervical cancers attributable to the types in the currently available HPV vaccine were the same.

Not all teens vaccinated CDC recommends that all preteens get the HPV vaccine when they are 11 or 12 years old to protect them before they are ever exposed to the virus. However, additional new data also released recently in the MMWR show little progress toward increasing HPV vaccination rates among teens ages 13- to 17-years.

These data, collected as part of the 2018 National Immunization Survey Teen (NISTeen) show a 4 percentage point increase in

HPV vaccination rates among teen boys and less than a 1 percentage point increase among teen girls. Overall, just 51% of all teens had received all recommended doses of the HPV vaccine, a 2-percentage point increase from 2017.

HPV vaccination rates were higher in teens whose parents reported receiving a recommendation from their child’s healthcare professional. Consistently, data shows that physicians play a key role in educating parents and are the most trusted source of information for parents of pre-teens eligible for vaccination.

CDC and state health departments continue to encourage health care professionals to talk to parents and provide them with information on the benefits of vaccination to prevent cancer and save lives.

“The HPV vaccine continues to be the best way to protect our young boys and girls from developing certain cancers, including cervical cancer, “said CDC Director Robert R. Redfield, M.D. “This new data shows 1 in 4 parents who received a medical recommendation for the HPV vaccine chose not to have their child vaccinated. The HPV vaccine is safe, and we encourage parents to get their pre-teens vaccinated and take the next step to prevent their children from developing HPV-related cancer later in life.”

HPV vaccine an option for older people The HPV vaccine is recommended for everyone through age 26 if they did not get vaccinated when they were younger. Vaccination is not recommended for everyone older than 26

years. However, some adults ages 27 through 45 years who are not vaccinated for HPV may decide to be vaccinated after speaking with their doctor about their risk for new HPV infections and the possible benefits of vaccination. HPV vaccination in this age range provides less benefit, as more people have likely been exposed to HPV. In addition to HPV vaccination, cervical cancer screening is recommended for women ages 21-65.

“Every year in the United States, HPV causes cancer in men and women, but we have the power to change this,” explained Lisa C. Richardson, MD, MPH, director of CDC’s Division of Cancer Prevention and Control. “Cervical cancer was once the leading cause of cancer deaths among women in the U.S. The HPV vaccine and cervical cancer screening have made it one of the most preventable cancers. HPV vaccination is cancer prevention. We can protect our loved ones with the HPV vaccine.”

Women ages 21-29 years can be screened with a Pap test every three years. In addition to the Pap test, a test called the HPV test looks for HPV infection. Among women ages 30 to 65 years there are three strategies: (1) Pap test alone every three years, (2) the HPV test used with the Pap test every five years, or (3) the HPV test alone every five years. The HPV test can provide additional information when Pap test results are unclear for women ages 21 and older.

U.S. Senators Dick Durbin (D-IL) and Tammy Duckworth (D-IL) recently announced more than $123 million in federal funding to improve emergency preparedness across Illinois. For Fiscal Year (FY) 2019, the U.S. Department of Homeland Security (DHS) has awarded state and local authorities, transportation agencies, and port facility operators in Illinois preparedness grants totaling $123,916,337 to prevent and respond to acts of terrorism and other hazards.

Legislation Creates Worker Protection Unit in Attorney General’s Office Governor JB Pritzker recently signed legislation creating a Worker Protection Unit within the Office of the Attorney General which will protect Illinois workers from wage theft and other unlawful employment practices.

“When Illinoisans put in a hard day’s work, they deserve to be compensated fairly and treated with dignity, and this new Worker Protection Unit will make sure of it,” said Governor JB Pritzker. “Attorney General Raoul and Leader Hoffman have led the charge to protect workers’ rights, and I’m proud to sign this legislation that ensures the state of Illinois expeditiously prosecutes employers violating state labor laws. Our hardworking residents deserve nothing less.”

The new unit law gives the Attorney General’s office the express authority to investigate and file suit against violators of the Prevailing Wage Act, the Employee Classification Act, the Minimum Wage Kwame Raoul Law, the Day and Temporary Labor Services Act and the Wage Payment and Collection Act. The new Worker Protection Unit will work collaboratively with the Illinois Department of Labor to detect unlawful conduct but may also take direct legal action against widespread and pervasive wage payment violations and unfair labor practices.

It also creates the Worker Protection Unit Task Force within the Office of the Illinois Attorney General to facilitate information sharing and collaboration between local and state prosecutors and regulators as well as promote a statewide outreach and enforcement effort targeting businesses that violate the state’s worker

protection laws. The task force will report on its work to the governor and General Assembly by December 1, 2020. Senate Bill 161 takes effect on January 1, 2020.

“Illinois’ diverse workforce is one of our most valuable assets, and I have long been committed to fighting unlawful employment practices, such as businesses stealing wages from and misclassifying their employees to undercut legal protections for workers. These practices harm workers, law-abiding businesses, and the Illinois economy,” said Attorney General Kwame Raoul.

“I appreciate Governor Pritzker signing this legislation to establish the Worker Protection Unit within the Attorney General’s office, and I would also like to thank Representative Hoffman and Senator Curran for partnering with my office to pass Senate Bill 161, which gives my office additional authority to protect the rights of hardworking Illinoisans.”

Businesses that step on their workers’ rights to widen their margins only weaken Illinois,” said House Assistant Majority Leader Jay Hoffman (D-Belleville). “I applaud the governor for signing this legislation into law, reaffirming that Illinois workers deserve fair pay, safe working conditions and freedom from workplace discrimination.”

In 2018, Gov. Rauner vetoed substantially similar legislation – SB 193 in the 100th General Assembly – sponsored by then-Sen. Kwame Raoul and Rep. Jay Hoffman.

Winfrey’s influence spans around the globe. For

Winfrey has a history of paying it forward. In 2007, Winfrey established the Oprah Winfrey Leadership Academy for Girls in South Africa to provide education for academically gifted girls from disadvantaged backgrounds. Graduates of the school have continued on to higher education both in South Africa and at colleges and universities around the world, including the Charlotte-based UNCF-member and HBCU Johnson C. Smith University.

In 1989, she established the Oprah Winfrey Endowed Scholarship Fund at UNCF-member institution and HBCU Morehouse College, where

her total gift stands at $12 million. She’s also given substantial donations to Spelman College and her alma mater Tennessee State University.

Additionally, Winfrey is a founding donor of the Smithsonian’s National Museum of African American History and Culture. In 2013, Winfrey was awarded the Medal of Freedom, the nation’s highest civilian honor. In 2018, she was honored with the Cecil B deMille Award by the Hollywood Foreign Press Association.

As Football Season Gets Underway UNLV Gaming Law Expert Weighs in on the Current Landscape of Legal Sports Betting September’s arrival coincides with the beginning of a major pastime in the lives of Americans: football.

‘Tis the season for fans to not only cheer for and cry over their favorite teams, but to make wagers on them, too.

The opportunity to bet on football teams has expanded dramatically in the past year, with more and more states legalizing and launching sports wagering markets. It’s the result of a U.S. Supreme Court decision in May 2018 to overturn the Professional and Amateur Sports Protection Act (PASPA), also known as the Bradley Act. Since then, several states have joined Nevada — the only state that previously operated full-scale, legal sports betting — in allowing their residents to bet on sporting events. But there’s even more to come.

Jennifer Roberts, associate director of the International Center for Gaming Regulation at UNLV, gives a snapshot of where Americans can legally place wagers, and what the future holds for an industry that’s nascent in much of the country.

Q: What does the current sports betting landscape look like?

A: There are 12 states with active, legally regulated sports betting, and several other states, along with Washington D.C., that have made sports betting legal, but haven’t yet launched their programs.

I estimate that within five to 10 years

of PASPA being struck down, sports betting will be legalized in at least 30 states. I wouldn’t be surprised to see nearly every state — perhaps with the exception of Utah — eventually adopt some version of sports wagering.

Massachusetts and Michigan are currently talking about it, and Louisiana nearly passed legislation this year. There are several states that I expect to propose legislation in upcoming legislative cycles.

Prior to the Supreme Court decision, Nevada was the only state that had fullscale, legal sports betting.

Q: What’s the reason that a state might want to jump in? What should states take into consideration before making sports betting a legal enterprise?

A: I think generating revenues is a piece of it. Employment is another aspect, and of course, fighting the illegal market. It’s better to have it open and transparent than maintain it in an illegal market.

Before states consider taking the plunge, they need to understand how sports betting works. That’s the key. Many states approach this new enterprise thinking that it’s going to solve budget woes, but that’s likely not the case.

In Rhode Island, for example, lawmakers there projected sports betting revenues of $11.5 million, but only about $150,000 came in over the first several months. In Nevada, sports wagering makes up 2.5 percent

of gaming revenues — a very small portion. That’s because, while we might have a large amount of money being wagered, operators also have to pay out winning wagers. Sports betting is all about managing risk — you don’t want to take wagers on things where you’re going to lose a lot of money. The New England Patriots’ Super Bowl victory, for example, cost Rhode Island nearly $1.2 million in payouts. In Nevada, sports books lose $10 million on Sunday NFL games, but they win quite a bit of money on college basketball. States, overall, need to have a realistic understanding and approach to sports betting.

It’s also important for states to keep in mind that fighting the illegal market is not easy. It’s always going to be a battle over convenience, pricing, and access to credit. But the advantages of a legal market outweigh those of an illegal market. In a legal market, patron funds are safe and secure, and there are greater consumer protections. In a regulated system, sports wagering is more likely to be done honestly and fairly, and you can also provide problem gambling messaging.

Q: If I want to open a sports book within a state that allows legal sports betting, what should I know?

A: Sports betting looks a little bit different in each state. Some states, for example, do not allow wagering on college games within their boundaries.

mobile platforms, and other states are not going to allow mobile betting at all. Some states operate sports betting through a lottery system, and others operate it through a casino. So, it’s really varied across the U.S. Working within the boundaries that each state sets up can be especially challenging if you’re an operator with locations in multiple jurisdictions.

In that case, you’re going to have to operate differently in each state, and pay attention to how the tax rates differ.

It’s also important for operators to communicate and share information between states. In Nevada, our legal sports books have an interest in protecting against betting corruption, and will notify our regulators if they see anything suspicious. It’s important to avoid silos so that the integrity of the market is protected everywhere.

Q: How will the sports betting market change and grow over the next few years?

A: There is likely going to be a push to include more and more nontraditional sporting events in the legal betting market. One major example of this is minor league baseball. Earlier this year, Nevada sports books began taking wagers on the Las Vegas Aviators after the Nevada Gaming Commission repealed a rule that prohibited betting on professional baseball games. Sports betting is also expanding to tennis, golf, international hockey, WNBA,

Australian rugby, cricket, cycling, and even college lacrosse.

Betting on non-sporting, international and esports events is also growing in the U.S. New Jersey, for example, offered wagering on the Academy Awards for the first time this year, and Nevada allows people to make wagers on the World Series of Poker and has approved wagering on Golden Tee tournaments. New Jersey was also approached about doing the Nathan’s Hot Dog Eating Contest, but they declined to do it.

In the future, it’s also possible that the location of sports books will expand. Washington D.C. will likely allow sports betting in sports arenas and the NBA recently announced a virtual sports betting platform. It will be very interesting to see how this all plays out, especially as global markets are seeing more restrictions and compliance penalties.

Chicago History Museum Explores Muslim Culture in New Exhibition A hub of culture, Chicago has long been home to people of various religious and ethnic backgrounds. Often referred to as the American Medina, the city is and has become home to thousands of Muslims as Medina in modern day Saudi Arabia has been for centuries.

Since the 1893 World’s Columbian Exposition, which featured some of the first mosques in the United States, diverse Muslim communities have made Chicago their home.

Journey through the experiences of Chicago’s Muslim communities in the new exhibition, “American Medina: Stories of Muslim Chicago” opening on Monday, October 21 at the Chicago History Museum. The exhibition is the third in a series of

religious-themed projects.

“American Medina breaks new ground for the Museum. This interactive, multi-media exhibition weaves together oral history interviews of Muslim Chicagoans with a broad array of artifacts loaned to the Museum by community members from across the region,” said Peter Alter, chief historian at the Chicago History Museum and Director of the Studs Terkel Center for Oral History. “In a collaborative and community focused way, American Medina explores the lives and histories of Muslim Chicagoans, offering visitors new perspectives on the city’s and the country’s history.”

Visitors will listen to the experiences and thought-provoking personal

narratives of Chicago’s diverse Muslim communities through more than 30 audio interviews. “American Medina: Stories of Muslim Chicago” highlights three resoundingly prominent themes that arose out of the interviews: identity, journey, and faith. Oral history interviews delve into the history of some of the first Muslim communities and the stories of subsequent generations that have made Chicago home for the past 120 years. The exhibition also offers a basic introduction to the Islamic faith to non-Muslim Chicagoans.

Museum, the teen historians have collected oral histories for the project, conducted historical research, and lead the development of the exhibition’s introductory short film. Each teen historian brings their own knowledge and vast combined experiences of community work to the project.

Admission to the exhibition is included with regular Museum admission ($19 adults/ $17 seniors and students, and free for children 12 years of age and younger and Illinois residents 18 years and younger).
