NEWS briefly EDUCATION COVID-19 VACCINE TO BE TESTED IN UIC CLINICAL TRIAL The University of Illinois at Chicago will soon test a vaccine for COVID-19. Expected to launch July 9, the trial — a phase 3 clinical study— will test the efficacy of a vaccine developed by biotech company Moderna.

“We want to see if the vaccine will prevent people from getting COVID-19 or if it will prevent people from experiencing severe illness if they do get the disease,” said Dr. Richard Novak, lead investigator of the clinical trial at UIC. UIC is expected to be the only site in Chicago selected to launch the Moderna phase 3 trial, which is being administered by the National Institute of Allergy and Infectious Disease.

“UIC has a history of engaging diverse communities in our research programs and I believe our ability to reach the communities that have been hardest hit by the pandemic is one of the reasons that we were selected for this clinical trial,” Novak said. “We want to test this vaccine in people who are most at risk of experiencing complications and death due to the virus.” The UIC vaccine trial will be accessible through a number of clinical locations in the University of Illinois Hospital and Health Sciences System, or UI Health, including sites in Pilsen, Little Village and Hyde Park.

U.S. POSTAL SERVICE RELEASES DOG ATTACK NATIONAL RANKINGS The number of U.S. Postal Service (USPS) employees attacked by dogs nationwide fell to 5,803 in 2019 — more than 200 fewer than in 2018 and more than 400 fewer since 2017.

According to USPS Safety Awareness Program Manager Chris Johnson, technology supports carrier safety in two ways: Mobile Delivery Devices, handheld scanners used by carriers to confirm customer delivery, include a feature to indicate the presence of a dog at an individual address. And the Informed Delivery service alerts customers to mail and packages coming to their homes, allowing them to plan for the carrier’s arrival by securing dogs safely.

A total of 5,803 USPS employees were attacked by dogs in 2019.

The top 20 rankings comprise 30 cities, as some cities reported the same number of attacks. In 2019, Chicago, Illinois ranked third on the list with 54 attacks.

“THE ECONOMIST US PRESIDENTIAL FORECAST” FINDS THAT JOE BIDEN CURRENTLY HAS 83% CHANCE OF WINNING AMERICA’S PRESIDENCY The Economist recently launched its first-ever statistical forecast of a US presidential election, calculating that Joe Biden currently has 83% chance of winning the presidency. https://economist.com/ us2020model The model, called “The Economist US presidential forecast,” was created by The Economist’s data team with help from Andrew Gelman and Merlin Heidemanns, political scientists at Columbia University. It estimates Joe Biden’s and Donald Trump’s probabilities of winning each individual state and the election overall. To produce these figures, it combines fundamental factors, such as economic conditions, presidential popularity and the amount of time one party has been in power, with polling data at both the national and state level. The model’s projections will be updated daily until the election to reflect the latest available data.

Meridian of Illinois and Aunt Martha’s Health and Wellness are offering free COVID-19 PCR tests and antibody tests to residents in the South Suburbs at Aunt Martha’s Pediatric Health & Wellness, located at 500 Dixie Highway, in Chicago Heights, and at the Kankakee (Illinois) Community Health Center, located at 1777 E. Court St. Results of the tests will go toward a broader research study that will be conducted to provide evidence-based solutions to help reduce healthcare inequities for underserved communities.

Karen Brach, plan president and CEO of Meridian in Illinois, said since COVID-19 hit, the company has deployed a number of programs across the state. Meridian also has donated $80,000 to the Salvation Army, Northern Illinois Food Bank and Greater Chicago Food Depository to support food-funding in local communities.

Brach said Meridian decided to partner with Aunt Martha’s because it had health centers in underserved areas with high proportions of COVID-19.

“A PCR test tells you whether you have coronavirus now,” she said. “If you

are PCR positive, you may or may not be showing symptoms of COVID-19, so you are asked to quarantine for 14 days.”

Brach said the antibody test, also known as a serology test, is done after someone has fully recovered from COVID-19.

“If test results show that you have antibodies, it indicates that you were likely infected with COVID-19 at some [point] in the past,” she said.

The antibody test is done by a healthcare professional taking a blood sample. The PCR test is done by a healthcare worker collecting fluid from a nasal or throat swab, or from saliva.

Brach said testing for this study will end once 1,000 eligible samples have been obtained.

“The hope for this study is to get a better understanding of the impact COVID-19 is having on racial minorities, rural and tribal communities, while informing the public health response to help address health disparities,” she said. “This study can also lead to a larger study of the genomic implications of COVID-19 and whether there are distinguishing economic features that put individuals at greater risk of increased mortality and morbidity from COVID-19.”

Raul Garza is the CEO of Aunt Martha’s Health and Wellness. He said since the last week of March, the company has seen more than 16,400 patients in telehealth visits and overall, they are seeing about eight times more telehealth visits per week than they did prior to the pandemic.

Garza said Aunt Martha’s partnered with Meridian of Illinois because as an organization dedicated to underserved communities, they felt that partnering with Meridian to offer free PCR and antibody tests would increase testing accessibility in the harder hit communities as well as further Aunt Martha’s commitment to understanding and shining a light on health disparities.

“For Aunt Martha’s Health and Wellness, the hope for the research study is to truly understand the acute and chronic impact of COVID-19 in communities of color, as well as to see what public health implications come out of the study, as well as interventions that result in influencing outcomes,” Garza said.

Testing is done on a first come, first served basis. Hours are from 11 a.m. to 7 p.m. Tuesday-Friday; and 9 a.m.3 p.m. on Saturdays.

Congresswoman Karen Bass Says CBC Wants Federal Dollars to Aid the Black Press

Congressional Black Caucus Chair Karen Bass (D-Calif.) joined the Black Press of America for a live interview to discuss the plight of African Americans during the coronavirus pandemic.

Congresswoman Bass, the chair of the Congressional Black Caucus (CBC), called the pandemic a “double-punch” to African Americans.

She also called out President Donald Trump for what she stated was his lack of leadership as the virus has claimed more than 100,000 lives, including as many as 40,000 black people and the deaths of Ahmaud Arbery and George Floyd.

Arbery, an African American Georgia resident, was shot and killed while jogging by a former law enforcement officer and his son.

Congresswoman Bass, the chair of the Congressional Black Caucus (CBC), called the pandemic a “double-punch” to African Americans.

Floyd died after a police officer inexplicably and aggressively pressed his knee into the handcuffed Minneapolis resident’s neck.

Bass also warned that Republicans led by Lindsay Graham (R-SC) are trying to get certain federal judges off the bench so that the GOP can shape the judicial branch for generations to come.

She said the Trump administration’s failure to act and to lead during the

pandemic has damaged America’s reputation on the world stage and the president’s obsession with former President Barack Obama is in large part because Obama was superior in every way.

“The man [Trump] has a very serious inferiority complex, I think he knows that President Barack Obama is superior to him intellectually, morally, physically, and I think that’s very troubling to him,” Bass stated.

“How dare this black man be better than him. Obama’s popularity around the world is off the charts. Trump has never been able to arrive at the same standard, quality, effectiveness, honesty, moral character of Barack Obama.”

During the 30-minute exclusive interview, Bass said the Black Press and local newspapers were essential, and she and the CBC continue to press for a financial set-aside for publishers.

“It’s not only discussions,

and it was on our priority list. It still is,” Bass said of efforts to assist struggling African American newspaper publishers financially.

“The best way to come at it is that the CBC has been calling for specific intervention in areas where COVID-19 specifically is killing black people,” Bass stated, adding that it’s a four-pronged effort.

“One is testing, one is treatment, one is tracing, and one is a public education campaign,” she said.

“The way we have packaged this; we think the public education campaign should provide direct resources to black newspapers, and that’s part of our plan. The Census needs to invest in our (blackowned) newspapers heavily.

There’s no reason the federal government doesn’t do business with our newspapers.

Of the billions of dollars they spend in advertising, some of it should be spent with our newspapers,” Bass stated.

NEWS Congress Moves George Floyd Justice in Policing Act Measure Forward

The House Judiciary Committee has introduced the George Floyd Justice In Policing Act, the first-ever bold, comprehensive approach to hold police accountable, end racial profiling, change the law enforcement culture, empower communities, and build trust between law enforcement and minority communities by addressing systemic racism and bias.

In a conference call with the Black Press of America just before voting on the measure, members of the Congressional Black Caucus (CBC) said the bill should help save lives.

“This is a real historic day here in the capital as last week we introduced the Justice in Policing Act, and today we amend the bill,” CBC Chair Karen Bass (D-Calif.) said during the conference call.

“We call it the George Floyd Justice in Policing Act, and I call it historic because this is the first time in many years that Congress has taken up a bill dealing with policing and I’m sure it is the first time that Congress has introduced such a bold transformative piece of legislation,” Bass stated.

The George Floyd Justice in Policing Act would establish a national standard for the operation of police departments and mandate data collection on police encounters.

If it becomes law, the bill would reprogram existing funds to invest in transformative community-based policing programs and streamline federal law to prosecute excessive force and establish independent prosecutors for police investigations.

It would also eliminate no-knock warrants and ban chokeholds.

“The idea that a chokehold is legal in one city and not the other, the idea that no-knock warrants are okay in one jurisdiction and not in another is very important. That must end,” Bass proclaimed.

A bill crafted by Republican South Carolina

“WE CALL IT THE GEORGE FLOYD JUSTICE IN POLICING ACT, AND I CALL IT HISTORIC BECAUSE THIS IS THE FIRST TIME IN MANY YEARS THAT CONGRESS HAS TAKEN UP A BILL DEALING WITH POLICING AND I’M SURE IT IS THE FIRST TIME THAT CONGRESS HAS INTRODUCED SUCH A BOLD TRANSFORMATIVE PIECE OF LEGISLATION,” BASS STATED. Sen. Tim Scott, and an executive order issued

by President Donald Trump, ask only for studies to be done on matters like no-knock warrants and chokehold bans, and have little bite, Bass and her CBC colleagues noted.

“In essence, their bills take the teeth out of this bill. This is not the time for superficial action,” Bass warned. “This is the time for us to demonstrate our ability to address the people who are peacefully in the street every day with comprehensive legislation.”

The George Floyd Justice in Policing Act of 2020: l Prohibits federal, state, and local law enforcement from racial, religious, and discriminatory profiling. l Mandates training on racial, religious, and discriminatory profiling for all law enforcement. l Requires law enforcement to collect data on all investigatory activities. Saves lives by banning chokeholds and no-knock warrants. l Bans chokeholds and carotid holds at the federal level and conditions law enforcement funding for state and local governments banning chokeholds. l Bans no-knock warrants in drug cases at the federal level and conditions law enforcement funding for state and local governments banning no-knock warrants at the local and state level. l Requires that deadly force be used only as a last resort and requires officers to employ de-escalation techniques first. l Changes the standard to evaluate whether law enforcement use of force was justified from whether the force was “reasonable” to whether the force was “necessary.” l Condition grants on state and local law

enforcement agencies’ establishing the same use of force standard. l Limits military equipment on American streets, requires body cameras. l Limits the transfer of military-grade equipment to state and local law enforcement. l Requires federal uniformed police officers to wear body cameras and requires state and local law enforcement to use existing federal funds to ensure the use of police body cameras. l Requires marked federal police vehicles to have dashboard cameras. l Hold police accountable in court. l Makes it easier to prosecute offending officers by amending the federal criminal statute to prosecute police misconduct. The mens rea requirement in 18 U.S.C. Section 242 will be amended from “willfulness” to a “recklessness” standard. l Enables individuals to recover damages in civil court when law enforcement officers violate their constitutional rights by eliminating qualified immunity for law enforcement. l Investigate police misconduct. l Improves the use of pattern and practice investigations at the federal level by granting the Department of Justice Civil Rights Division subpoena power and creates a grant program for state attorneys general to develop authority to conduct independent investigations into problematic police departments. l Empower our communities to re-imagine public safety in an equitable and just way. l This bill reinvests in our communities by supporting critical community-based programs to change the culture of law enforcement and empower our communities to re-imagine public safety in an equitable and just way. l It establishes public safety innovation

grants for community-based organizations to create local commissions and task forces to help communities to re-imagine and develop concrete, just, and equitable public safety approaches. These local commissions would operate similar to President Obama’s Task Force on 21st Century Policing. l Change the culture of law enforcement with training to build integrity and trust. l Requires the creation of law enforcement accreditation standard recommendations based on President Obama’s Taskforce on 21st Century policing. l Creates law enforcement development and training programs to develop best practices. l Studies the impact of laws or rules that allow a law enforcement officer to delay answers to questions posed by investigators of law enforcement misconduct. l Enhances funding for pattern and practice discrimination investigations and programs managed by the DOJ Community Relations Service. l Requires the Attorney General to collect data on investigatory actions and detentions by federal law enforcement agencies; the racial distribution of drug charges; the use of deadly force by and against law enforcement officers; as well as traffic and pedestrian stops and detentions. l Establishes a DOJ task force to coordinate the investigation, prosecution and enforcement efforts of federal, state, and local governments in cases related to law enforcement misconduct. l Improve transparency by collecting data on police misconduct and use-of-force. l Creates a nationwide police misconduct registry to prevent problematic officers who are fired or leave one agency, from moving to another jurisdiction without any accountability. l Mandates state and local law enforcement agencies to report use of force data, disaggregated by race, sex, disability, religion, age. l Make Lynching a Federal Crime. l Makes it a federal crime to conspire to violate existing federal hate crimes laws.

CBCF Launches New Initiatives To Support Social Justice Reform In America The Congressional Black Caucus Foundation, Inc. (CBCF) recently announced that it will launch three key initiatives to support social reforms and education needed to advance the global Black community.

Created in response to the historically unleveled playing field for minorities, and the recent protests and police killings of unarmed African Americans, CBCF will place Social Justice Policy Fellows in the U.S. Congress for two years; establish social justice scholarships for students attending Historically Black Colleges and Universities; and advance racial equity and human rights in research, data, analysis,

and public policy related to criminal justice reform via the newly formed National Racial Equity Initiative for Social Justice (NREI).

“Our new initiatives will advance educational opportunities for Black students and explore reform through the policy lens of education, economic opportunity, incarceration, the courts, and law enforcement, and ultimately, propose policy solutions,” said Rep. Cedric L. Richmond, chair, CBCF’s board of directors.

Housed in CBCF’s Center for Policy Analysis and Research, the new initiatives will be rolled out over the next 90 days. According to The Sentencing Project, people of

color make up 37 percent of the U.S. population, but 67 percent of the prison population.

CBCF’s NREI racial equity framework will have an evidence-based approach to developing solutions-driven policies targeted to reduce racial disparities evoked by racism and discrimination.

“We have always envisioned a society where African Americans can realize basic human rights,” said Tonya Veasey, CBCF’s interim president and CEO. “Our nation is hurting and longing after much-needed reform.

With the injustices that have plagued this country and have disproportionately affected people of color, it is important

The National Football League’s social justice initiative has continued to inspire change in underserved communities, including a $250 million commitment to bring awareness, dialogue, and a renewed direction to the conversation of racial and social inequality.

On Thursday, June 11, officials revealed exclusively to Black Press USA, that the commitment includes dedicated financial resources from the league, clubs, and players to nonprofits.

The commitment is also a league-wide amplification of inspiring stories of players making differences in their communities and society and deploying public policy and government affairs resources at the local, state, and national levels.

In the 2019 season, NFL teams participated in or hosted more than 500 social justice events.

Since 2017, teams have contributed $44 million from sources including social justice grants approved by the league’s players and owner’s workgroup; the NFL Foundation matching grants; an ongoing financial commitment to the Player’s Coalition; and as part of 32 teams’ social justice matching funds.

“What inspired [the NFL] is the players lending their voices, their work, to issues of social injustice and racial injustice,” stated Anna Isaacson, the NFL’s senior vice president of social responsibility and community relations.

“This work didn’t start yesterday. Around 2016 and 2017, Colin Kaepernick and other players raised their voices and protested and started a movement which then inspired the NFL and our ownership to launch our Social Justice Initiatives.”

As a result of those efforts, continued discussions and dialogue, Isaacson said the NFL prioritized four key areas: education, economic

advancement, criminal justice reform, and community and police relations.

Kaepernick, the former San Francisco 49ers star quarterback famously took a knee during the playing of the national anthem to protest social and racial injustice. However, the Super Bowl quarterback’s protest was widely misconstrued and condemned by many, and teams have failed to sign the former star.

In the wake of continued police violence against African Americans and the death of George Floyd in Minneapolis, the NFL recently issued an apology for failing to understand the scope of the injustice African Americans have faced.

“Over the last couple of weeks, we’ve been watching what’s going on, and there have been tons of discussions about what else we can do, how can we make it clear that this is an authentic and long-term commitment from the NFL,” Isaacson told Black Press USA. “That commitment is a standard $250 million over 10 years,” she stated.

Isaacson noted that the league’s 100-year history hasn’t just been about football. “We’d be nowhere without our fans, and nowhere without our players and the communities that invest in us,” she pronounced.

“We’ve always been about investing in our communities, and a lot of that investment has been in underserved communities, Black communities, and communities of color.

Whether it be on cancerrelated work, health and wellness, physical activities, or domestic violence.

What the NFL players have brought to the forefront over the past couple of years have been the importance of bringing community and law enforcement together. We’ve put our resources, money, and time into education and awareness. The NFL has stood for communities and giving back to communities, and particularly underresourced and underfunded communities.”
