An Illinois State Representative Sonya Harper-led bill to exempt unclaimed property sold by the Treasurer from sales tax was recently signed into law.

“When the state Treasurer cannot reunite unclaimed tangible property with the legal owner after five years, the Treasurer can auction off the property,” Harper said.

“Exempting these goods from sales tax makes them more accessible to the consumer and saves them money.”

Historically, tangible unclaimed property sold at auctions on behalf of the state Treasurer has been exempt from sales tax, but the Leveling the Playing Field for Illinois Retail Act inadvertently removed this exemption. Senate Bill 3832 provides that all tangible personal property sold by or on behalf of the state Treasurer would be permanently exempt from sales tax.

“Exempting unclaimed property from sales tax puts money back into the pockets of consumers,” said Harper. “I thank my colleagues on both sides of the aisle for coming together to pass this commonsense measure.”

Senate Bill 3832 is effective immediately.

Chicago’s Congo Square Theatre Company, one of the nation’s premier African American theatres, celebrates the Juneteenth holiday with two festive “Homecoming”-themed programs, Sunday, June 19, at the Zhou B Art Center, 1029 W. 35th Street in the Bridgeport neighborhood.

Citizen Newspaper: Why did you want to run for the 1st Congressional District?

Michael Thompson: I chose to run for the 1st Congressional District because we have an opportunity for something new in our district and our country. Like many in our community, I applaud the work of Congressman Rush and those who came before him. But we are at a moment in history where the issues of our society are at their highest peaks. I am running because as a lifelong resident of the 1st district, I believe the two biggest issues facing our community are a lack of jobs and violent crime. I am running because I believe in the spirit and potential of this district. Violence and poverty are certainly issues in our community, but they are not the totality of our existence. I am running because I believe working together we can re-invest in our institutions and the things that make a community great.

Citizen Newspaper: What do you think makes you a viable candidate for this office?

Michael Thompson: Political wisdom suggests viability is measured by fundraising. But access to capital does not clearly indicate who can run the best campaign or be the best representative. I submit that frugality, prudence, and organizational leadership, can allow someone to build the infrastructure necessary to run a strong grassroots campaign. Leveraging the best practices from our professional careers and learning what we could from people with political experience, we willed ourselves into a viable campaign. We will take that same ingenuity into the office, if elected, to make a change for the district.

Citizen Newspaper: How does your experience in workforce development translate to serving in Congress?

Michael Thompson: Workforce development prepared me to serve in Congress because it allowed me to serve people in various capacities. I do not believe there is one path to the United States House of Representatives. Whether your background is education, law, healthcare, activism, social work, business, or non-profit work, any experience helping people can translate.

Workforce development allowed me to engage in all of these areas in various ways. Understanding the disconnect between legislative theory versus how it is applied on the ground will allow me to ensure legislation works properly for people.

Citizen Newspaper: What do you think is the single most important issue in the District?

Michael Thompson: The most important issue is violent crime. But we cannot repeat the mistakes of the past. There is an understandable passion around ensuring justice is served when crime is committed.

But justice is not a system that places people in an endless cycle. The recidivism rate in Illinois prisons is 64%. However, workforce development program participants have a recidivism rate of 15%-45%. This is statistically significant and proves the point that economic opportunity prevents crime. But someone is not ready

for employment if they are barriered by poverty and trauma. If we want to solve the issue of crime, we must invest in our schools, our grocery stores, mental health, education and our small businesses.

Citizen Newspaper: How have you engaged the community in the last four years?

Michael Thompson: In the last four years I have worked in the nonprofit sector doing workforce development. In 2018, I worked for an alternative high school as an academic advisor. In 2019, I moved on to Skills for Chicagoland’s Future. I serve on the board for a nonprofit started by my sister called 773 Dance Project. I mentor young men who I coached in football or advised when they were high school students. I support my mother and her school community where she has been a career educator.

Citizen Newspaper: As Congressman, what policies would you enact to solve the District’s most pressing issues?

Michael Thompson: I stated earlier that the most pressing issue in the district is violent crime, but the best deterrent to crime is economic opportunity. Ensuring that federal investment goes to institutions like Chicago State University, community colleges, our public school system, the post office, and a South Suburban Airport are crucial to the effort of creating good paying jobs.

We need greater coordination amongst our community champions so that they can have a more systemic impact in our communities. If we can start by addressing homelessness, mental health, and education, we can take full advantage of federal resources when they work properly.

Citizen Newspaper: How important do you think transparency, communication and access to information are as an elected official?

Michael Thompson: Transparency, communication, and access to information is critical. That is why I will have more than just a legislative agenda, I want the community to be educated on the process of passing legislation and creating change. Whether supporting a local project or trying to pass legislation, we will show exactly where we are in the process and why. Additionally, constituent service is a crucial aspect of representation.

Citizen Newspaper: What do you think sets you apart from the other candidates?

Michael Thompson: My ability to learn and grow.

Many of the candidates were raised in the district with deep family roots, and I truly believe we all have a spirit for service. But I believe I am the candidate most prepared to learn the job and approach problems creatively. I am prepared and hungry to dive deep into the issues and how they affect us. I am prepared to learn the aspects of our government I do not know yet, and what other candidates probably are not willing to admit they do not know about. Yes, pedigree matters, but ability to develop matters too.

Wind Creek Hospitality Celebrates Start of Construction on South Suburban Casino and Entertainment Destination East Hazel Crest, Ill. – Last week, representatives from the Poarch Band of Creek Indians and Wind Creek Hospitality marked the start of construction and celebrated local leaders who provided support to the project throughout the application process. The casino, slated to open in 2023, will be built directly off I-80 near Halsted Street and 175th Street in the south suburban communities of East Hazel Crest and Homewood.

Those passing by the site should begin seeing a flurry of construction activity in the coming days and weeks. Wind Creek Chicago Southland, a 70,000-square-foot casino, will feature 1,350 slot machines, 56 table games, entertainment, dining, a 252-room luxury hotel, and will bring approximately 800 good paying jobs to the south suburban region. In addition, the project will create approximately 600 construction jobs. Revenues will be shared with the State of Illinois and sur-

rounding south suburban townships.

Wind Creek, East Hazel Crest and Homewood will contribute to the Southland Public Benefit Fund.

The Fund will distribute $150,000 per year to the combined recipients for the first five years of operation to provide scholarships for disadvantaged students and health services for the south suburban region through partnerships with South Suburban College, Prairie State College, and Moraine Valley Community College, the Ingalls Development Foundation and Advocate South Suburban Hospital. Once the Fund corpus reaches $20 million, the Fund will distribute $1,000,000 annually.

Chicago- Piers and public access points to Lake Michigan will soon be safer thanks to a measure advanced by State Senator Robert Peters (D-Chicago) that will help install essential rescue equipment was signed into law.

“Everyone deserves to feel safe when they head to the beach this summer,” Peters said. “I am glad that we are taking this long overdue step to protect our families who visit beaches on Lake Michigan.”

The new law requires owners of piers or drop-offs on Lake Michigan to install public rescue equipment. The measure also establishes tracking and reporting requirements for local governments that own a pier or drop-off on Lake Michigan.

Nationally, drowning is the leading cause of accidental death for children under the age of 5, the second leading cause for children under 15, and the third leading cause for people under 30. There are significant disparities between Black and white populations in drowning death rates, with African American males from ages 15 to 19 facing the highest per-capita rates of drowning.

The measure originated from a controversy between residents of the Rogers Park neighborhood and the Chicago Park District over a lack of life saving rings on lakefront piers.

“We have had too many tragic and, in many cases, preventable deaths on Lake Michigan,” Peters said. “Simple rescue equipment like lifesavers are an effective way to help people get to safety in case they fall or find themselves struggling in the water.”

The measure was signed into law Thursday and takes effect one year after becoming law

Simmons Led Mental Health Curriculum Becomes Law

Youth in Illinois will now begin to receive specialized education on mental health resources after a measure championed by State Senator Mike Simmons (D-Chicago) becomes law.

“This measure addresses a critical gap in the support systems that we need to offer our youth to be able to remain emotionally well,” Simmons said.

“Our youth have been so resilient during these past few years, but many of the broader issues amplified by the COVID-19 pandemic have put a severe strain on the mental health of our young people. It’s imperative that we prioritize the mental health and well-being of our young people and center the experiences they are voicing and actually living through.”

Senate Bill 4028 will ensure that the curricula for elementary and secondary schools would be required to include how and where to find mental health resources in the state. The measure helps make students aware of mental health services that are available to them and helps erase the broader stigma behind mental health.

The measure was in part inspired by two of Simmons’ Youth People’s Legislative Councils, where Simmons discussed with young people themselves the issues that are salient to them such as violence and access to mental health as part of his mission to empower young people to become more involved in policy making.

“The struggle to find adequate resources for mental health is an issue that I hear time and time again when I meet with young people in the district I represent,” Simmons said. “I am pleased that we will begin to deliver practical resources to support our youth directly in our schools.”

Senate Bill 4028 was signed into law and takes immediately.

Harlem Teens Receive Business Advice From Nick Cannon, Place Third in National Pitch Competition NEW YORK, PRNewswire -- Nick Cannon Foundation, Inc., in collaboration with Career and Technical Education (CTE) programs in public schools nationwide, held its 7th Annual National America’s Teen Mogul (ATM) Competition in Southeast Queens, NY. Governor Pritzker Announces $20 Million Investment in Humboldt Park Health CHICAGO – Governor Pritzker joined Humboldt Park Health leaders to announce $20 million in funding for the safety-net hospital on the west side of Chicago, a product of the Governor’s historic Rebuild Illinois infrastructure plan. $19 million will establish the new,

state-of-the-art Humboldt Park Health Wellness Center – set to open 18 months after construction kicks off this summer – and an additional $1 million is supporting infrastructure improvements throughout the hospital.

The new Humboldt Park Health Wellness Center will serve as a low-cost community hub for area residents to access exercise equipment, individual and group fitness classes, swimming facilities, community gathering spaces, and much more. The facility will increase access to preventative care and early interventions for the predominantly Latino community, which in turn greatly reduce hospitalizations and lower medical costs.

Advancing Healthcare Equity This funding builds on the Pritzker administration’s commitment to equity in the healthcare space. In March of 2021, Governor Pritzker signed into law the Hospital and Healthcare Transformation Bill, increasing access to community-based health services and creating innovative collaborations that bridge gaps in the delivery of care.

With support from federal matching funds, Illinois is investing up to $150 million annually into collaboratives that fill healthcare gaps and focus on underlying health conditions in areas high on the federal

Centers for Disease Control and Prevention’s social vulnerability index scale, communities that have been disproportionately affected by the COVID-19 pandemic and areas served by critical access and safety net hospitals, including rural parts of the state.

On June 30, 2021, the state announced the funding for the first round of Healthcare Transformation Collaboratives funding. The collaboratives that have received funding demonstrated equity-focused solutions and demonstrated innovative visions for closing gaps and removing access barriers to quality health care for people in their communities, to help achieve the ultimate goal of reimagining the health care system in Illinois.

Just last month, the first ribbon cutting was held for one of the Healthcare Transformation Collaboratives, the 55th and Pulaski Health Collaborative, which is based in the Gage Park/West Elsdon community.

Humboldt Park Health is a partner in two collaboratives: Westside Health Equity Collaborative, which seeks to increase convenient access to culturally responsive healthcare, supporting the unique and changing socio-economic needs of individuals and families on the Westside of Chicago, a community with one of the highest social vulnerability indexes in Illinois. Humboldt Park Health is also a partner in Collaborative Bridges, which is designed to improve behavioral health and other health outcomes and reduce health care costs by creating an unprecedented continuity of care between hospitals and community, also located on the west side of Chicago.

City, State public health officials confirm first probable case of monkeypox virus in Illinois CHICAGO - The Chicago Department of Public Health (CDPH) and Illinois Department of Public Health (IDPH), announced today a single presumptive monkeypox case in an adult male Chicago resident with recent travel history to Europe.

Initial testing was completed Wednesday, June 1, 2022, at an IDPH laboratory, and confirmatory testing for monkeypox is pending at the Centers for Disease Control and Prevention (CDC). Based on initial epidemiologic characteristics and the positive orthopoxvirus result at IDPH, health officials consider this a probable monkeypox infection.

CDPH and IDPH are working closely with the CDC and the patient’s health care providers to identify individuals with whom the patient may have been in contact while they were infectious. This contact tracing approach is appropriate given the nature and transmission of the virus.

The person did not require hospitalization and is isolating at home in good condition. To protect patient confidentiality, no further details relating to the patient will be disclosed.

The case remains isolated and at this time there is no indication there is a great risk of extensive local spread of the virus, as monkeypox does not spread as easily as the COVID-19 virus. Person to person transmission is possible through close physical contact with monkeypox sores, items that have been contaminated with fluids or sores (clothing, bedding, etc.), or through respiratory droplets following prolonged face-to-face contact.

Monkeypox is a rare, but potentially serious viral illness, which belongs to the Orthopoxvirus family, and typically begins with flu-like symptoms and swelling of the lymph nodes, and progresses to a rash on the face and body. Most infections last 2 to 4 weeks. Monkeypox is typically endemic to parts of central and west Africa, and people can be exposed through bites or scratches from rodents and small mammals, preparing wild game, or having contact with an infected animal or possibly animal products.

Hope Chicago formalizes partnerships with 23 Illinois institutions to offer debt-free higher education CHICAGO, Ill. -- Hope Chicago, the innovative two-generation scholarship program providing college and vocational scholarships to Chicago Public School students and their parents, has announced formal partnerships with 23 Illinois-based colleges and universities to support its inaugural Fall 2022 Hope Scholar cohort.

The 23 in-network institutions include all public 4-year colleges and universities in Illinois, all City Colleges of Chicago, as well as 4 private institutions. Together, these options offer Hope Scholars a broad range of educational programs, career opportunities, and geographic choices across Illinois for their postsecondary experience.

The partnerships between Hope Chicago and in-network institutions formalize the suite of comprehensive support that Hope Scholars will receive throughout their higher education journey.

Hope Chicago’s scholarships, alongside additional financial assistance that partners have committed toward Hope Scholars, will provide the funding to pursue postsecondary education, including tuition and fees, room and board, books, a laptop or other academic materials, and an annual stipend.

In addition, Hope Scholars at in-network institutions will receive non-financial support to help them complete their studies.

These supports include programming to help graduating seniors prepare for and adjust to postsecondary life, with academic, social emotional, and career exploration. ATTORNEY GENERAL RAOUL APPLAUDS OVER $220 MILLION IN RELIEF TO THOUSANDS OF DEFRAUDED ILLINOIS STUDENTS

Raoul Previously Sought Discharge of Federal Student Loans Held

by Former Corinthian Students

Chicago – Attorney General Kwame Raoul today applauded the U.S. Department of Education’s decision to discharge $5.8 billion in federal student loans held by former students of Corinthian Colleges Inc., which operated in Illinois as Everest College. As part of the relief for borrowers, the federal government will discharge more than $220 million in loans for over 26,000 defrauded Illinois borrowers, regardless of whether they submitted an individual application for relief to the Department of Education. Impacted borrowers will not need to do anything to receive relief.

“For years, Corinthian intentionally deceived Illinois students with false claims about future job prospects, leaving students unqualified for their career fields and with mountains of debt,” Raoul said. “This long-awaited relief will enable thousands of former Corinthian students to move on with their lives after being intentionally mislead and defrauded.”

Under the Department of Education’s action, all Corinthian borrowers will have their federal loans discharged and will no longer owe any amounts on federal loans taken out to attend Corinthian. The announcement is particularly timely, given the upcoming Aug. 31 expiration of COVID-related relief measures that paused federal student loan payments. Defrauded students will

not have to make any further payments on their loans, and those who have outstanding balances will receive refunds for any payments already made.

The Illinois Attorney General’s office has long advocated for widespread, group relief for defrauded Corinthian students, opening an investigation into the now defunct college in 2011. After opening its investigation, the Attorney General’s office uncovered widespread misrepresentations made to prospective students, including misleading students regarding job placement rates after completing various Corinthian programs. In 2016, the office provided the Department of Education with voluminous evidence from its investigation, as well as a group discharge application on behalf of defrauded Illinois borrowers. In 2017, the office led a national group discharge application to the Department of Education, and Attorney General Raoul again encouraged the federal government to provide relief to borrowers in 2019.

Corinthian, once one of the largest for-profit schools in the nation, declared bankruptcy and shut down its campuses in 2015 amid investigations by the Department of Education and multiple states, including Illinois. After its closure, thousands of former Corinthian students applied individually to the Department of Education for loan relief. At its peak in 2010, Corinthian

enrolled more than 110,000 students across 105 campuses nationwide.

The Illinois Attorney General’s office has long been a national leader in investigating and enforcing consumer protection violations in the higher education and student loan field. Since entering office, Attorney General Raoul has secured over $160 million in relief for Illinois borrowers who were deceived by their schools, private lenders or servicers. Earlier this year, Raoul’s office announced a $1.85 billion national settlement with Navient, formerly the nation’s second largest student loan servicer. Last year, Attorney General Raoul’s office initiated and worked to pass “Know Before You Owe” legislation to alert borrowers of their remaining federal student loan eligibility and help them steer clear of predatory private loans. Raoul has also overseen the rollout of the state’s first Student Loan Ombudsman, a position created by the Student Loan Servicing Rights Act, to provide resources for student borrowers who are struggling to make student loan payments.

Individuals with Diabetes are Up to Four Times More Likely to Develop Long COVID-19 NEW ORLEANS, PRNewswire -- A new study reveals that diabetes is a potential risk factor for post-acute sequelae of COVID-19 (PASC), also known as long COVID-19, a range of post-COVID-19 symptoms such as brain fog, skin conditions, depression, and shortness of breath. The findings were presented as a late-breaking poster session at the 82nd Scientific Sessions of the American Diabetes Association® (ADA) in New Orleans, LA. Research shows that up to 10 to 30 percent of individuals that had COVID-19 may experience long COVID-19. Post-COVID-19 conditions are more prevalent in those with severe cases of COVID-19. This is particularly concerning for patients with diabetes, a patient population at increased risk of severe COVID-19 infection. Now, researchers are working to understand whether diabetes is also a risk factor for long COVID-19.

In order to determine the impact of diabetes on the development of long COVID-19 following an initial COVID-19 infection, the study included all peer-reviewed full-text observational research studies published in English between January 1, 2020 and January 27, 2022 that reported on the risk of PASC in people with and without diabetes with a minimum of four-weeks follow-up after COVID-19 diagnosis, and narratively synthesized results.

Findings show that 43% of studies identified diabetes as a potent risk factor for PASC. However, this conclusion is limited by the heterogeneity of studies with regard to PASC definitions (e.g., ongoing symptoms of fatigue, cough, dyspnea etc.), populations at risk (hospitalized vs. non-hospitalized populations), and follow-up times (ranging from four weeks to seven months).

“As time goes on, we are seeing the negative impacts that long COVID has on the daily lives of patients. Though more research is needed, we now know that patients with diabetes are at a disproportionate risk of long COVID and that these patients should be closely monitored,” said Jessica L Harding, PhD, assistant professor at Emory University’s School of Medicine in Atlanta, GA and lead author on the study. “Careful monitoring of glucose levels in at-risk individuals may help to mitigate excess risk and reduce the burden of lingering symptoms that inhibit their overall wellbeing.”

The authors note that more high-quality studies across multiple populations and settings are needed to determine if diabetes is indeed a risk factor for PASC.
