NEWS briefly EDUCATION

CTU: WE MUST DO BETTER IN PROTECTING OUR CHILDREN The Chicago Teachers Union is calling for an independent task force of parents, students, clinicians, teachers, union leaders, administrators and outside experts to address issues of sexual abuse in Chicago public schools – and to devise policies that will create safer school communities. The CTU is also renewing its call for more school clinicians, who are trained explicitly to address issues related to physical, sexual and emotional abuse of children. “School nurses and social workers are specially trained in how to handle sexual abuse,” said school social worker and CTU member Emily Penn, “but we have too few clinicians to support students, teachers and staff – less than 150 certified school nurses and only 170 counselors to cover over 600 schools. Much of our time is bound up with the burden of special education paperwork. That’s not enough to get students and staff the support they need, at the same time that we deal with real shortcomings in administrative follow-up or reporting on outcomes.”

HEALTH

2018 HEALTHY CHICAGO 2.0 COMMUNITY SEED GRANTS AWARDED Mayor Rahm Emanuel, Chicago Department of Public Health (CDPH) Commissioner Dr. Julie Morita and the Public Health Institute of Metropolitan Chicago (PHIMC) recently announced the recipients of the 2018 Healthy Chicago 2.0 Community Seed Grants. The $150,000 grant was presented to four community-based organizations to improve health equity and support communitydriven change in North and South Lawndale. This year’s funding supports a vision for local change, developed and led by the community. Last year, Mayor Emanuel and CDPH awarded $175,000 to five community groups that addressed the conditions that promote heath in Austin, Armour Square, Englewood, Chicago Lawn and Gage Park. Community groups worked to improve access to social services, healthy food and safe public spaces.

The third annual Chicago Southland Dragon Boat Festival was hosted by the Blue Island Park District and served as a community building and team building event for almost 200 people who participated in this year’s Dragon Boat Race.

Frerichs recently called on Governor Bruce Rauner to sign House Bill 4922 into law to put a stop to companies that issue rebate cards that charge dormancy or inactivity fees and avoid unclaimed property laws. House Bill 4922 recently passed the Illinois House and Senate with bipartisan support. The legislation amends the Consumer Fraud and Deceptive Business Practices Act to prohibit the sale or issuance of a rebate card that charges dormancy fees and almost all other postissuance fees. The legislation was sponsored by Senator Cristina Castro (D-Elgin) and Representative Theresa Mah (D-Chicago).

he third annual Chicago Southland Dragon Boat Festival recently took place at the Metropolitan Water Reclamation District Waterfall Park at Chatham and Fulton streets along the Calumet-Saganashkee (Cal-Sag) Channel in Blue Island. The event was hosted by the Blue Island Park District and served as a community building and team building event for almost 200 people who participated in this year’s Dragon Boat Race. A Dragon Boat is a big long canoe, typically adorned with dragon-like scales and a dragons head on the front of the boat, that holds 22 people. During the race, 20

people paddle, one person steers, and one person bangs a drum to keep all the paddlers synchronized. During the race two or more dragon boats go head-to-head against each other. “I think it is a really unique space for people to come together, whether it’s team building for businesses or companies or just a way for friends and family to get together to do something fun and competitive. You get a mix of everything. You get community, family, friends, a ton of good food, good times, and then you get to go out on the water in a setting that I think is really beautiful,” said said Kevin Brown, Chicago Southland Dragon Boat Festival organizer. use of the waterfront access in Blue Island. “We are really a waterfront community that doesn’t use it’s waterfront so we had been looking for something like this and we are still looking for more opportunities to do events like this on our waterway and bring some use to it and hopefully bring some development along the waterway because it’s prime for it,” said Brown. Aside from the Dragon Boat Race, spectators can enjoy food and beer vendors, live music, and activities for kids. The Waterfall Park is also within walking distance to Olde Western Ave. which is Blue Island’s entertainment district and home to the Maple Tree Inn, Rock Island Public House, and the Blue Island Beer Company. NEWS COMMENTARY

Trump May Believe in the Rule of Law, Just Not the One Understood by Most American Lawyers

BY DAVID MEDNICOFF

D

onald Trump’s June 4 tweet suggesting he could pardon himself in the event that Special Counsel Robert Mueller’s investigation brings charges drew outrage among critics, part of mounting and long-standing concern about the president’s disrespect for “the rule of law.” Many prominent lawmakers, law professors and journalists, among others, see the administration flouting this cornerstone value of American legal politics. But what is the rule of law? As a lawyer and political scientist who studies this question in diverse Arab countries and elsewhere, I can affirm that the answer is not obvious. The rule of law means a variety of things within and across countries. And they are not always consistent. This helps make sense of the fact that Trump and some of his supporters may actually endorse one version of the rule of law. If this is controversial in the U.S., it’s because Trump’s version is more dominant in nondemocratic political systems. MEANINGS OF THE RULE OF LAW Like “democracy” or “equality,” the rule of law is a popular ideal, but not always a clear one. For this reason, United Nations officials have tried to define it. Prominent organizations like the World Bank have measured it through basic indices or complex criteria, such as civil rights, order and security, constraints on government power and absence of corruption. Yet using an appealing phrase to describe different social phenomena

can have real political consequences. The “rule of law” has at least two broad definitions that exist in obvious tension. One is a dominant dogma of American political history, as conveyed by Founding Father John Adams’ succinct phrase: “a government of laws, not men.” The idea here is basic. Government leaders, like all citizens, should not be above the law, but rather bound by it. This means, for example, that a U.S. senator who extorts money is no more immune to being charged with this crime than an ordinary American. A second possible meaning, in tension with the first one but present in democracies nonetheless, is that law ensures that people obey government.

and a close reading of legal texts. Because of this, many government officials and members of the private and public-interest law firms who rotate in and out of government care about details of legal rules, procedures and transparency. A leader like Trump, whose tweets denigrate the neutrality of American judges, who refuses to submit to the same expectations of his peers or other citizens, who appears to interfere with an important legal inquiry, and who argues that he has an absolute right to pardon himself, raises the hackles of other lawyers and politicians. Many Americans who are trained in the importance of the autonomy of laws will mistrust a leader who seems not to respect such autonomy.

LAW OVER LEADERS Let’s first consider the rule of law as John Adams and the U.S. Constitution’s framers defined it. The U.S. Constitution and courts’ mandate to review specific laws defines the rule of law as a value and set of procedures that provide legal protection to all Americans. The framers of the Constitution stressed in Federalist 78 the need for judges with autonomy from politics who could defend fundamental citizen rights. Equality under the law was popularized as a foundation of the rule of law in the wider Englishspeaking world by the 19th century. This has not meant that all Americans, in fact, enjoy equal legal resources. Nor has it prevented powerful individuals or groups from using laws to their advantage. Nonetheless, institutions that enforce the idea that legal rules and procedures bind everyone, including leaders, are central to the U.S. and other countries. The expectation that rules will be applied to everyone also underpins contemporary international law. The rule of law, understood as laws over leaders, takes on added significance in the U.S. Here, a comparatively large proportion of people become lawyers. In turn, many lawyers become bureaucrats and politicians. American leaders with legal training are educated to focus on specific rules, procedures www.thechicagocitizen.com

Thus, it was not surprising that as soon as Trump became president, lawyers mobilized against an executive attitude that demeans their sense of the rule of law. As Trump and his legal team make increasingly broad claims about executive power, lawyers continue to object. LAW AND ORDER Trump and some supporters appear to embrace a different understanding of the rule of law. The president has in fact stated his dedication to the rule of law. Some argue that his leadership on certain issues, such as enforcing immigration law, has confirmed this commitment. This is not merely a case of alternative media. It underscores the importance of multiple meanings for

the rule of law. Trump seems to view the rule of law as deference to political authority and efficient law enforcement. This includes institutions that execute laws, which might be summarized as “cops, courts and clinks” (jails). Part of candidate Trump’s appeal was his repeated charge that people in the U.S. who broke the law, particularly undocumented immigrants, were inadequately policed. Since taking office, he has stressed enhancing police power and loyalty to authority, especially his own. This is hardly a fringe meaning of the rule of law. Efficient enforcement and state order are critical Continued on page 5

Trump May Believe in the Rule of Law, Just Not the One Understood by Most American Lawyers Continued from page 3 components of a legal system that also embraces citizens’ rights and protections. Yet these two key facets of the rule of law don’t always sit well together. Strong policing can accompany denial of equal protection to suspected criminals, patterns of brutality and racism. Leaders’ natural interest in strong and efficient law enforcement and citizen loyalty can override their legal accountability. Different political systems strike different balances with this tension. This helps explain Trump’s fondness for claiming presidential immunity from most criminal prosecution and some conflict-of-interest standards. This, and his impatience with protest and criticism against him, appear to show that the president cares about law as a tool to bolster his authority, rather than to enhance ordinary Americans’ rights.

The world is certainly seeing a trend toward leaders like Egypt’s President Sisi and Turkey’s President Erdogan, who wish to control law, rather than subordinate themselves to it. Trump, and Americans who consider him a strong leader, likely believe in the rule of law, as they understand it. The controversy among many lawyers is that the level to which the new administration elevates efficiency, enforcement and executive privilege tramples their dominant sense of the rule of law as government by laws, not people. Growing conflicts between the Trump administration and a range of lawyers, judges and activists stem, in part, from each side invoking real, contestable concepts of the rule of law. Naturally, even if Trump and some supporters share a genuine belief in the rule of law as enforcement and order, this does not justify

acts he may have taken that violate American laws. It should nevertheless serve as a reminder that using complex concepts like the rule of law without context or nuance may make it much harder to understand genuine political disagreements. Indeed, the world may be witnessing less an outright rejection of democracy and more a subtle move by many elected leaders to concentrate power in authoritarian ways. With Trump’s appreciation of leaders with strong power, and the possibility of a constitutional crisis over the Mueller investigation, it is particularly important to clarify whether Trump’s idea of the rule of law matches up with most Americans’ sense of this important, but slippery, term. David Mednicoff is Chair of the Department of Judaic and Near Eastern Studies at the University of Massachusetts Amherst.

FASHION Men’s Health Week Celebrated Up Until Father’s Day, Campaign Encourages People to Wear Blue to Raise More Awareness

J

une is recognized as Men’s Health Month, an annual awareness period solely dedicated to education and activities on the health and wellness of men and boys. This year, Men’s Health Week will be celebrated up until Father’s Day on June 17th. During this time, health care professionals, private corporations, faithbased community organizations, and government agencies, plan activities that focus on the health and well-being of boys, men, and their families.  Men’s Health Month is built on the pillars of Awareness–Prevention– Education–Family. “Awareness periods like Men’s Health Month are crucial in helping to educate the public on health issues and health disparities impacting men,” said Ana Fadich, VP of Men’s Health Network. “Men continue to suffer from chronic illness and lower insurance rates than women. Men are also less likely to seek out mental health services than women. Support for Men’s Health Month from policymakers, state and federal legislators, the media, and our private and non-profit partners can help fight these systemic issues and save lives.” “Health and safety are important in any workplace, particularly for men working physically demanding jobs. They are more prone to workplace injuries and it’s important for them to be aware of their health and engage their medical providers,” said Todd Washam, Director of Industry and External Relations Air Conditioning Contractors of America (ACCA).  “Men’s Health Month is a great awareness and education period to encourage men to make their health a priority. Just like your car is triggered to remind you when it’s time to change your oil or get serviced, the month of June should serve as a mental trigger for men to get their body checked,” said Jamin Brahmbhatt , MD, a urologist and advisor to MHN.  “June is the perfect time for men to stop thinking and start getting screened for medical conditions that can be easily prevented and caught early. When it comes to your prostate health and overall wellness it’s better to get check now then wait until it’s too late.” This has been a pivotal year for men’s health. In May, a federal health task finalized new recommendations impacting prostate cancer screenings for men and MHN partnered with advocacy organizations to debrief legislative staff on the new recommendations to offer comments. MHN held a briefing on opioid addiction and men’s employment; as

well as another briefing on how the crisis continues to impact men’s mental health and wellness. “Awareness and early intervention are both key in preventing most chronic diseases impacting men, such as cardiovascular disease, diabetes, high blood pressure and many types of cancer. Annual activities that promote awareness like Men’s Health Month are crucial in initiating conversations and leading men to be more engaged in their health,” said Jean Bonhomme, MD, Founder of the National Black Men’s Health Network. “Making men healthier can only lead to improved health for families and communities.” Over 300 mayors and governors across the country recognize June as Men’s Health Month with official proclamations. J.Hilburn, a custom, made-to-measure menswear line, has 2,000+ personal stylists in all 50 states across the country who travel to their clients for fitting and styling appointments with the product.

For Father’s Day This Year, Let a Personal Stylist Come to Dad NEW YORK – It’s a no brainer that the retail

market has been going through drastic changes over the past 10 years. Stores are competing with the continuous growth in online sales. One of the biggest factors contributing to this market shift is the convenience that online shopping brings to its consumers. Companies are brainstorming on ways they can bring customers back into the stores and make their shopping experience easier.  Stores know they have something that online doesn’t, people and the actual product. Another shift in the consumer market is the

growth in men’s fashion. Yes, men are actually paying attention to what they wear and J.Hilburn is revolutionizing the way they shop! J.Hilburn is a custom, made-to-measure menswear line, that takes pride in their 2,000+ personal stylists in all 50 states across the country who travel to their clients for fitting and styling appointments with the product.  As retail continues to evolve, J.Hilburn is already ahead of the game. With no brick and mortar, J.Hilburn has been around for 11 years and is already a multi-billion dollar company! Andy Janowski, J.Hilburn’s new CEO, said, “The extraordinary success of J.Hilburn over the past 11 years clearly established the brand as the leader in custom-made men’s clothing. As men’s tastes evolve, J.Hilburn is now well positioned to expand on its luxury customer experience and meet the changing style needs.” J.Hilburn started as a shirting company making  custom dress shirts of only the finest Italian and English fabrics that expanded into tailored suiting and has recently introduced a casual apparel, including golf, that has big plans on growing in the near future due to consumer demand. “We’re not abandoning our core DNA of shirts and suits,” said Janowski. “We believe we can triple the size of our traditional business.” Another game changer, in 2016 J.Hilburn opened their first showroom in their hometown Dallas, TX. Since then, three other showrooms have opened! One in New York City, Boston, and Bellevue, Wash. The showroom is a central location where stylists and clients can meet and best part, they are fully equipped with completed looks and garments with customization examples that are displayed across the showroom.

Make a list of everything you need to do and when you need to do it. It should include budgeting, decluttering, hiring movers, buying supplies, and updating medical and financial records. 2.
