briefly EPA ANNOUNCES $245,000 GRANT TO SUPPORT WATER QUALITY MONITORING FOR SAFE SUMMER BEACH RECREATION IN ILLINOIS

CHICAGO – U.S. Environmental Protection Agency is preparing to award a $245,000 grant to the state of Illinois to develop and implement a beach monitoring and notification program. Since 2002 EPA’s partners across the nation have used nearly $206 million in BEACH Act grants to protect the public by monitoring beaches for bacteria, maintaining and operating public notification systems, identifying local pollution sources, and reporting results to EPA. Under the Beaches Environmental Assessment and Coastal Health (BEACH) Act, EPA awards grants to eligible state, territorial and Tribal applicants to help them and their local government partners monitor water quality at coastal and Great Lakes beaches. When bacteria levels are too high for safe swimming, these agencies notify the public by posting beach warnings or closing the beach.

EPA’s most recent Beach Report found that beaches on U.S. coasts and along the Great Lakes were open and safe for swimming 92 percent of the time in 2020. Check with your local public health authority on water conditions when making plans to go the beach.

GOV. PRITZKER SIGNS LANDMARK EQUITY-DRIVEN NURSING HOME RATE REFORM LEGISLATION TO IMPROVE CARE FOR SENIORS

CHICAGO — Governor Pritzker signed historic and equity-focused nursing home rate form legislation (HB246) that will improve care for nursing home residents across Illinois. The legislation holds facility owners accountable by tying new funding to improving care for vulnerable Illinoisans.

The reform principles include increased funding that is tied to staffing levels, a proven predictor of improved health outcomes for residents; a new pay scale for certified nursing assistants that increases wages based on years of experience; and funding connected to improving key quality measures. The Illinois Department of Healthcare and Family Services first introduced these reforms in March 2021, and they were also included in the Governor’s budget for this fiscal year.

Illinois will become the first state to implement this reform model, as well as the first to incentivize better nursing home staffing at this magnitude. For the first time in Illinois, there will be a direct tie between funding for nursing home industry and quality measures, including the hiring of staff.

“Since day one of my administration, I’ve made it clear that everyone deserves quality, affordable healthcare,” said Governor JB Pritzker. “With today’s signing, Illinois will no longer tolerate an emphasis on profits over people, especially at the expense of our most vulnerable Illinoisans. When it comes to taking care of our seniors, Illinois is setting a new standard— the highest in the nation. This is what accountability looks like.”

Medicaid customers, and especially Black and Brown nursing home residents, are more likely to live in understaffed facilities, making equity a driving force behind the changes in the nursing home rate reform legislation. COVID-19 disproportionately affected nursing homes in vulnerable, often Black and Brown communities, further widening the inequities that exist within long-term care. But the need for change in the nursing home Medicaid payment system in Illinois began long before the pandemic.

The law goes into effect July 1, 2022 pending federal approval.

We’re going to prioritize communities that have the highest levels of poverty, unemployment, gun violence.”

Boykin, who grew up in Englewood, lives in Oak Park. He believes people should be safe. He said he never feared being shot going to school. He went to CVS High school and said he never feared for his safety.

He believes that things have gotten progressively worst and curbing gun violence can save millions of dollars.

Boykin wants to get the Cook County Sheriff’s Office to work with the Chicago Police Department. His reasoning is that Chicago residents pay taxes to the City of Chicago and Cook County.

“At the end of the day, you want them to get the services. Everybody ought to feel safe in their neighborhoods.

Right now, they don’t and that is a big problem,” he said. Boykin has vowed that as Cook County Board President he would ensure that people are safe in their neighborhoods.

Boykin also wants to ensure that people are healthy, and have a healthy mind, body and soul. He believes that something should be done about the food deserts in communities, so children can have access to healthy food.

Boykin acknowledged that there is a wealth gap. He wants to have equity in contracts and pointed to a statistic of less than 1% of the Cook County Hospital contracts go to African American firms.

Boykin believes equity in contracts can go a long way toward stabilizing communities, when it comes to creating jobs and hiring people in underresourced communities.

We’re going to prioritize communities that have the highest levels of poverty, unemployment, gun violence,” he said.

Boykin believes his plan to use the County Land Bank to give free houses to police officers, firefighters, teachers, paramedics, and first responders who live in endangered communities would stabilize those communities.

Boykin believes there has been a stigma in the Black community around mental illness. He doesn’t think the State of Illinois funded mental health services the way it should have. He believes Cook County should figure out how to destigmatize mental illness and fund services for those in need.

Boykin wants to have outreach workers go out to communities that experience trauma as a result of gun violence, to give them access to mental health services and take the services to them.

Boykin wants to call for a Public Safety Summit within 90 days of taking office as Cook County President, with the goal to figure out how to end crime.

“I know what Cook County can be and it’s not there. But, I believe brighter days are before us,” he said.

South Holland Resident Fatima Serrato Sworn in as Student Trustee at South Suburban College SOUTH HOLLAND, IL– South Suburban College (SSC) student Fatima Serrato was sworn in as Student Trustee at the college’s May meeting of the Board of Trustees. She was welcomed to her new role by Chairman Terry R. Wells.

Feeling a bit too comfortable with her life earlier in the school year, Serrato decided to run for the Student Trustee position for a change of pace. “I wanted to branch out and try something new that would be considered out of my comfort zone,” she said. “Normally I would not choose to be given the spotlight, but I’m looking forward to this role.” As a result of her victory, Serrato will vote on behalf of the student community at monthly meetings of the Board of Trustees.

Consistent communication was credited most by Serrato in her appointment as Student Trustee, noting that she was determined to obtain the 50 student signatures needed for her nomination, in spite of any obstacles created by the pandemic. “I informed students of my intentions for running for Student Trustee, how I want to be an advocate for them and implement some new ideas,” Serrato added. “My overall goal is to fulfill the needs of SSC students throughout my term.”

This South Holland resident has the desire to be an advocate for not only the student population at SSC, but also in her eventual career, working as an OB-GYN in the field of obstetrics and gynecology. Serrato remarked, “I’ve always wanted to positively impact the lives of others. I’m excited to begin serving the student population, similar to how I will advocate for my patients one day.”

In addition to her new role as Student Trustee, Serrato is active in the SSC Green Club, where she serves as Vice President. She also works as a student assistant alongside Dean Devon Powell in Student Services. Serrato has additionally earned a Summer School Scholarship as well as the SSC Student Trustee Scholarship, resulting from her recent election. COLLINS’ MEASURE REMOVING PROHIBITIONS AGAINST CANNABIS USERS BECOMES LAW State Senator Jacqueline Collins sponsored a new law addressing the collateral consequences of cannabis use criminalization.

“People looking to correct their criminal record should not be stopped from meaningfully participating in society because of a positive drug test for cannabis,” said Collins (D-Chicago). “We have to stop treating its use as grounds for dismissal with respect to jobs and petition-filing.”

Individuals seeking to expunge or seal a felony conviction were previously required to take and pass a drug test to show the absence of illegal substance, including cannabis. House Bill 4392 will now allow petitioners to continue the filing process despite a positive test for cannabis. The new law was signed Friday.

Expungement and sealing are ways of allowing individuals to hide or clear their record, expanding their access to job opportunities and certain spaces. Before the signing of Collins’ law, despite cannabis’ legality in Illinois, a positive test would affect petitioners’ filing outcome prior to case consideration.

“People deserve second chances, and it is important that we afford this opportunity to those whose circumstances may have led them to crime,” Collins said. “This legislation is especially meaningful for our communities of color, who face disproportionate disparities in the criminal justice system.”

The new law takes effect Jan. 1, 2023.

HUNTER SUPPORTS NEW LAW TO ADDRESS RISE IN CATALYTIC CONVERTER THEFT Since 2019, the number of catalytic converter thefts has skyrocketed across the country, with Illinois being among the states with the highest robberies. That’s why State Senator Mattie Hunter co-sponsored a new law that will regulate catalytic converter sales.

“The amount of catalytic converter thefts is out of control,” said Hunter (D-Chicago).

“This measure will prevent thieves from being able to resell any converters and hopefully remove the motive for these crimes.”

By adding catalytic converters to the definition of recyclable metal, the new law requires recordkeeping on the purchase of catalytic converters. The record will include the license plate number of the vehicle, photographs or video of the seller, a verified name and address of the seller and a signed declaration by the seller stating that the catalytic converter was not stolen.

In addition, the measure will prohibit a recyclable metal dealer from purchasing a catalytic converter with a value over $100 in cash. On average, catalytic converters cost around $1000 to replace.

According to Schaumburg police, a skilled thief can remove a catalytic converter in less than 90 seconds with a few simple tools.

“Law enforcement agencies recommend protecting your car by parking in a garage or well-lit area, parking near a security camera and engraving your license plate number or Vehicle Identification Number on the catalytic converter,” Hunter said. “While this law will help stop the motivation behind these crimes, it is still important to find ways to protect yourself and your property.”

House Bill 107 was signed into law on Friday and is effective immediately.

CPS to Benefit from Lollapalooza Arts Grants CHICAGO – The team behind Chicago’s annual Lollapalooza music festival highlighted the 50 Chicago Public Schools that have been receiving funding so far from the Lollapalooza Arts Education Fund. The money helps CPS meet its goal of providing arts education to every child in every school.

Lollapalooza has committed a five-year investment to help close equity and access gaps in arts education at CPS. Ingenuity and the CPS Department of Arts Education jointly review grant applications and distribute the funding.

Support is targeted toward schools that will benefit from increased access and additional resources for arts education. Of the roughly 100,000 students in these schools, 92% are students of color and 67% live in low-income households.

CHICAGO’S WNDR MUSEUM CELEBRATES JUNETEENTH WITH NEW ART GALLERY, BLACK LIGHT AT WNDR CHICAGO – WNDR Museum, Chicago’s original immersive art and technology experience, will celebrate Juneteenth with the opening of a new art gallery, Black Light at WNDR. Curated by WNDR Museum managers Randi Townsend and Huey Douglas-Small, the gallery will shine a spotlight on Chicago-based Black artists. Black Light at WNDR will be on view at WNDR Museum throughout the month of June.

Black Light at WNDR will showcase works from local Black artists JUJU, Shaquita Reed, Arrington Porter and Fanni Graham. Featured artworks will span various mediums ranging from paintings and drawings to fiber arts and beyond.

“Living within the digital age, it can be difficult to find Black artists unless you’re specifically looking for them. With this in mind, we curated Black Light at WNDR with the intention to amplify the work of some of our favorite local Black artists,” said Townsend. “Throughout the month of June, we come together to contemplate what Black freedom looks and feels like, so we asked these artists to express how the concept of freedom is channeled and manifested through their work. We are thrilled to showcase these extremely talented artists in our space.”

WNDR Museum was recently voted one of the top five immersive art experience in the country by

USA Today’s 2021 Reader Poll. Located in the West Loop, the 10,000 square-foot museum disrupts and redefines the traditional museum experience by inviting guests to fully engage with the artworks and multi-sensory installations. Thursday, May 26, marked the completion of the three-week Maymester Music Accelerator Program at TSU. This program ended with guest lecturers, super producer Dallas Austin and recording artist Sir The Baptist, they both received honorary doctorates in music from TSU on May 6. The last class was held at the National Museum of African American Music and to their surprise, each student received a gold plaque from the RIAA. The Music Accelerator Program at Tennessee State University is a program in partnership with Black Music Action Coalition (BMAC), Nashville Music Equality, Recording Industry Association of America (RIAA), Wasserman Music, and YouTube Music.

Over the course of the 3-week program, guest lectures from influential music executives, along with internship placements for students looking to start their career paths across multiple music industry companies, including Wasserman Music, Warner Music Nashville and LVRN. Governors State University will receive $450,000 grant for workforce recovery Governors State University will receive $450,000 for workforce recovery efforts as part of a $20 million state investment with support from State Senator Patrick Joyce.

“During my time in the General Assembly, I have been a strong advocate for more resources for job training so that our upcoming workforce has the means to be successful,” said Joyce (D-Essex). “This grant will provide GSU students with additional opportunities.”

A total of 44 community-based organizations will receive Job Training and Economic Development Program grants, which aim to expand access to workforce training services and support for unemployed or underemployed Illinois citizens.

The JTED program also supports industries that have struggled with labor shortages due to the COVID-19 pandemic by offering training focused on the hardest hit sectors such as construction or IT. According to Governors State University President Dr. Cheryl Green, many of their students are first generation, minority and often underrepresented. As a regional economic engine, this investment in students is also an investment in the region and will serve as a catalyst not only to job growth but equitable employment opportunities in Illinois.

1/2 lemon, thinly sliced 3/4 teaspoon kosher salt, divided 1/4 teaspoon sugar 3 3/4 teaspoons extra-virgin olive oil, divided 1 cup diced tomato 1 cup diced English cucumber 1 tablespoon diced dill pickle 2 tablespoons sliced green onion 2 tablespoons fresh flat-leaf parsley leaves, chopped 1 1/2 teaspoons red wine vinegar 1/8 teaspoon ground black pepper 1 pound fresh asparagus, trimmed 3 cups hummus 1/2 cup crumbled feta cheese 1 1/4 cups pitted mixed olives 6 pita breads, warmed and quartered In bowl, mix lemon, 1/4 teaspoon salt and sugar. Cover and chill 2-6 hours. Dice lemon. Mix diced lemon and 1/4 teaspoon olive oil. Cover and chill.

Mix diced lemon, tomato, cucumber, pickle, green onion, parsley, vinegar, 1 1/2 teaspoons olive oil and 1/4 teaspoon salt. Cover and chill.

Lightly oil grill rack and heat grill to medium. Mix pepper, asparagus, remaining oil and remaining salt.

Grill asparagus 2 minutes, or until tender-crisp. Let cool. Cover and chill.

Set large serving platter on work surface. Place hummus and tomato salad in small bowls.

To assemble, place larger items on platter then arrange smaller items around them. Group pita in several small stacks next to bowls. Arrange feta and olives in remaining space.
