NOBLE CHARTER SCHOOL SOPHOMORES EXPERIENCE A SUMMER OF A LIFETIME On May 29, over 1,000 sophomores from 17 Noble high schools across Chicago converged on Chicago’s southwest side for a final preparation and celebration ceremony before traveling to 84 colleges across the country, including Ivy League schools, several Historically Black Colleges and Universities, Big Ten schools, and dozens of others. Like Noble’s general student population, the vast majority of these 1,000 sophomores are minority and low income.

The Summer of a Lifetime program was founded in 1996 and solidifies the belief that college is a reality, not just a dream, for Chicago’s students. With funding and support from private donors, Noble students have been able to experience college life firsthand for over twenty years.

After teaching biology at South Suburban College for about thirty years, Gerald (G.A.) Griffith was recently honored with a Red Tulip award from the Village of South Holland Education Commission. The Red Tulip Award is presented every year to exceptional teachers who go above and beyond for South Holland students and make an impact in their lives.

“On behalf of the Commission and the Mayor, Clerk, and Trustees of the Village of South Holland, we are proud to have presented this award to such a worthy recipient as Gerald Griffith,” said Mike Nylen, chairman of the Village of South Holland Education Commission.

Growing up, Mr. Griffith’s mother was a teacher and he said for that reason alone he never thought he would go into education. But after spending his early years babysitting for his siblings and many cousins, he developed a

passion for working with young people.

Griffith eventually went to college and by happenstance took a biology class during his senior year just to fill up his schedule. He ended up loving the science course and instructor and went on to get a graduate degree in biology. From there, he discovered his passion for teaching.

“I started teaching at South Suburban College in about 1998. I taught for a few years as an adjunct instructor and then was hired full time.

When I was teaching as an adjunct professor, I was teaching at the high school during the day and then teaching at the college in the evening.

It really doesn’t seem like that long ago,” said Griffith.

In order to receive a Red Tulip Award, Griffith had to first be nominated. All of the submitted nominations are evaluated based on a teachers’ commitment toward student achievement, extending themselves beyond the classroom, exhibiting enthusiasm about teaching, caring for students, modeling appro-

priate behavior for students, and exemplifying professionalism, according to the Village of South Holland.

“To be honest, the award was totally unexpected. I got several emails from several people at the college and the Village on the same day and I was kind of surprised to learn that I had won. I was surprised because I consider myself [to be] a fairly traditional teacher and I don’t consider most of what I do to be all that out of the ordinary,” said Griffith.

In addition to the recognition, the Red Tulip Award also comes with a $250 check from the Village of South Holland.

“I would like to thank the Education Commission and the Village of South Holland for this honor,” said Griffith. “I feel fortunate to have been able to work with people I enjoy personally as well as respecting their views on education. It sounds cliché but I always tell my students to do something that they love and it won’t feel like work, and that’s how I feel about teaching at South Suburban College.”

RESEARCHERS FIND 28% OF 35­-50 YEAR OLD MEN STUDIED ARE AT-RISK FOR OSTEOPOROSIS Research published in The Journal of the American Osteopathic Association found 28 percent of men and 26 percent of women between 35 and 50 years of age had osteopenia, a precursor to osteoporosis.

The findings surprised the participants and researchers, who did not expect the condition to be more prevalent in men. Osteopenia occurs when bones are weaker than normal, but do not yet break easily.

Bone mineral density (BMD) is measured to determine bone health.

Nutrition, lifestyle, environment, physical activity and genetics all contribute to BMD. Peak BMD is believed to be established by 30 years of age.

SIMS INITIATIVES AIM TO LOWER ALARMING MATERNAL DEATH RATE Two bills sponsored by State Senator Elgie R. Sims Jr. (D-Chicago) to help lower the alarming maternal death rate in Illinois passed the General Assembly.

According to the Illinois Maternal Morbidity and Mortality Report released by the Illinois Department of Public Health (IDPH) in October 2018, an average of 73 women die annually within a year of giving birth, and black women are six times more likely than white women to be one of them because of a pregnancy-related condition.

HB 2896 was approved by the legislature recently and awaits the governor’s signature to become law. HB 2895 was sent back to the House for approval of Senate amendments. If they approve those amendments, the bill will then be sent to the governor.

Raoul, 20 Attorneys General File Brief in Texas Federal Court To Defend Contraceptive Mandate in the Affordable Care Act Attorney General Kwame Raoul, as part of a coalition of 21 attorneys general, filed an amicus brief urging a Texas federal district court to reject a request that would effectively deny tens of thousands of women across the country access to birth control guaranteed to them under the Affordable Care Act (ACA).

Raoul and the coalition recently filed the brief in DeOtte v. Azar, pending in the U.S. District Court for the Northern District of Texas. In the case, the plaintiffs have sought a permanent injunction that would bar the federal government from enforcing the ACA’s requirement that employer-provided insurance include birth control coverage. The challenge takes aim at the special accommodation for employers with religious objections to contraception that enables the employees of such entities to obtain seamless access to alternate coverage.

“The Affordable Care Act already allows employers with religious objections to opt out of providing contraceptive coverage,” Raoul said. “Employers do not have the right to stand between their female employees and the reproductive health care

they need.”

To date, the district court has certified nationwide plaintiff-classes of employers who have religious objections to providing contraception, and individuals who object to paying insurance premiums to insurers whose plans cover contraception.

Recently, the state of Nevada moved to intervene in the case to defend the contraceptive mandate.

the attorneys general argue the ACA’s contraceptive mandate does not violate the plaintiffs’ rights under the Religious Freedom Restoration Act because it does not impose a substantial burden on their own exercise of religion. A ruling in the plaintiffs’ favor could take away access to alternative coverage from women who work for employers with religious objections. The brief also urges the court to grant Nevada’s motion to intervene in the lawsuit.

Since the ACA was enacted in 2010, employers who provide health insurance coverage to their employees have been required to include coverage for contraception, at no cost to the employee, with narrow exceptions for religious non-profit organizations and for closely held, for-profit companies. The ACA also provides seamless alternative contraception coverage to employees of objecting religious employers. The ACA gives more than 55 million women in the United States access to birth control with no out-of-pocket costs.

According to the brief, the current accommodation in the ACA allows employers with religious objections to birth control

to opt out of “providing, paying for, referring, contracting or arranging contraceptive coverage” and does not force the organization to play any role in providing contraception coverage.

The plaintiffs’ arguments are in line with those the federal government is making to justify new regulations that seek to authorize employers with a religious or moral objection to block their employees and their employees’ dependents from receiving insurance coverage for contraceptive care and services. A nationwide injunction granted in the Eastern District of Pennsylvania has stopped these regulations from going into effect while litigation is pending. A separate case out of the Northern District of California has produced a preliminary injunction covering all of the plaintiff states challenging the rules.

Joining Raoul in filing the brief are the attorneys general of California, Colorado, Delaware, the District of Columbia, Hawaii, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Jersey, New Mexico, New York, North Carolina, Oregon, Pennsylvania, Rhode Island, Vermont, Virginia, and Washington.

South Suburban Officials Come Together To Garner Support For A New Airport In The Region

Across the South Suburbs, elected offices are coordinating efforts to encourage Illinois Governor J.B. Pritzker to designate $150 million of the 2020 capital bill for investment in Chicago’s Southland. The money will be necessary for completing the proposed south suburban airport and will support a new interchange on Interstate 57, local road upgrades, and connectivity to utilities that will accommodate the new airport.

Illinois Congresswoman Robin Kelly along with Illinois Speaker of the House Mike Madigan recently submitted a letter that outlined the infrastructure needs in the area and again asked for Governor Pritzker to consider including an investment in the South Suburbs in next year’s capital bill.

The letter was signed by three members of Congress, 14 state legislators, 29 mayors, four Chicago aldermen, two Cook County commissioners, and two mayors-elect.

Together, the group represents elected leadership from Cook, Will, and Kankakee counties.

The vision for the South Suburban Airport is to create an airfield that will serve the greater Chicagoland area and be located just south of the City of Chicago in the

Village of Peotone. The South Suburban Airport will offer travelers and businesses expanded options for air and freight travel to the midwest, according to the Illinois Department of Transportation.

With underfunded health care facilities and schools in our communities crying out for resources, it is essential that we look for new state revenue sources that can address these challenges – immediately.

There is now a simple and responsible way to generate $200 million to help our state meet its budget needs. A recent US Supreme Court decision effectively allowed all 50 states to legalize, regulate and tax wagering on sports if they so choose.

Other states are already bringing in millions to address their budget needs by legalizing sports wagering – and they are helping their residents by taking the market out of the shadows where it was dominated by unethical black-market operators and unregulated offshore websites. As a talk show host, resident, and community organizer who works with blighted communities, I have seen the negative impact that dangerous and illegal operators have had preying on our community. Change is sorely needed.

If Illinois acts quickly and implements a sim-

ple and fair sports wagering policy, it can almost immediately start generating revenue for key state services without further burdening taxpayers, while creating jobs and better protecting its residents. Every day that Illinois waits to legalize, regulate and tax sports wagering, significant amounts of money go to other states which have already done so -- or to the illegal black market.

There is a big difference between legalizing sports wagering and other gaming expansion proposals such as building new casinos. Most importantly, legalized sports wagering can begin generating significant revenue for the state almost immediately after its enactment and implementation. Alternatively, the process of licensing and building new casinos will take many years and can be fraught with unforeseen challenges and delays. Illinois has pressing budget needs – particularly for education and health care – that cannot wait for years to be met.

Illinois already has ten operating casinos and over 30,000 video gaming machines in 6,000 locations. Expansion of casinos may simply further cannibalize an existing and saturated industry, forcing communities and

casinos to fight for smaller slices of the same pie. This could put at risk the jobs of 6,200 employees at the existing casinos. Alternatively, legalized responsible sports wagering will bring an entirely new market out of the shadows and generate revenue and jobs without harming existing businesses. The large demand for sports wagering in Illinois is already clear; residents already wager on sports through offshore websites, through the large black market, or by traveling to the states that have already successfully legalized sports wagering. These wagers currently generate zero dollars for our community’s needs.

The creation of a legal and responsible sports wagering system in Illinois – run by experienced and qualified operators - will dramatically reduce the reach and impact of unethical and dangerous black market operators who prey on our communities, while helping us fund vital services and projects.

Illinois should pass a simple and responsible sports wagering legalization plan in to law as soon as possible. It is the right thing to do for our budget, our residents and our communities.

always felt that the third airport would be an economic development tool for the south suburbs and it’s certainly something that we really need,” said State Representative Debbie Meyers-Martin.

In 2017, the governor of Illinois at the time, Bruce Rauner, issued a Request for Information from the Illinois Department of Transportation. Up until now, Gov. Rauner’s request was the last major move on this project in a long saga of advocating for an airport in the Southland.

Representative Meyers-Martin said that she recently attended a meeting with Governor Pritzker to discuss the proposed airport and said that he understands the airport is a major issue for south suburban legislators and knows that many people are interested in seeing the project completed.

“The Southland legislators have been meeting cohesively to push for this project to be part of the capital bill that we are scheduled to vote on this year. We met with the governor to express our support for the third airport and the fact that we really felt that this was something that needed to be funded through the capital bill,” said Meyers-Martin.

Jones announces $250,000 grant for Village of Riverdale The Village of Riverdale is a recipient of a $250,000 community stabilization grant, State Senator Emil Jones III (D-Chicago) announced recently.

“Foreclosed homes present a real problem in the Village of Riverdale,” Jones said. “The immediate neighbors to these properties face a decrease in property value and the odds of vandalism increases. The community will benefit greatly from a grant to revitalize its neighborhoods.”

The Illinois Housing Development Authority Board of Directors awarded a total of $8.1 million to 62 municipalities, counties and land banks across Illinois to help community revitalization by eliminating blighted and abandoned properties.

Illinois has over 515,000 properties that are foreclosed, blighted, and abandoned. This has become burdensome to local government since many lack the funds to restore those homes.

Houston had the highest inflow of moving trucks in 2018, Chicago still ranks at No. 2 Houston holds steady as the No. 1 U.S. Destination City according to the latest U-Haul migration trends report, staking its claim to the top spot for the 10th consecutive year.

Houston saw a 3% yearover-year increase in one-way U-Haul truck arrivals in 2018 to remain the busiest city for incoming traffic among do-ityourself movers.

U-Haul has 34 Companyowned stores and 155 independent neighborhood dealers currently operating in the Houston city limits.

Each year, U-Haul counts down its top 10 U.S. Destination Cities as a prelude to Memorial Day weekend, the unofficial start of the summer moving season.

About 45% of all moves each year occur between Memorial Day and Labor Day weekends.

Chicago, Las Vegas, San Antonio and Orlando round out the top five cities for the most arriving U-Haul trucks in 2018. Other Texas cities on the list include Austin (7),

Acculminating talent while breaking culture barriers, the first ever Culturefest reached back to its roots to premiere one of the largest Black Diaspora festivals of its kind on the East Coast, incorporating Black powerhouse artists from all over the world.

Scheduled to launch June 8 at the National Harbor, from 1–9 p.m., Culturefest features international artists, including Reggae icons Aidonia; Romain Virgo & The Unit Band; Tanto Metro and Devonte; and SOCA superstars Patrice Roberts; Skinny Fabulous; and Afrobeat legend Timaya and the image band.

Culturefest’s Co-founder Freka Scott says, “This one, will be one for the books.”

“I’ve been a part of a lot of festivals, but I really wanted to do something on my own, something that was going to be

unique to the Black culture,” Scott said.

“This is a Caribbean/African Diaspora celebration, where you’ll get to see all shades of Black and Brown, dancing together in one rhythm, while appreciating what makes all of us different.”

Free Comic Book Day (FCBD) was once again a media favorite in 2019, with comic shop retailers, publishers, and Diamond all doing their part to drive media coverage on a local and national level, which resulted in an estimated $4 million in free publicity and an estimated 1.35 million people attending the event.

This year, over 5.2 million comics were distributed at over 2,200 participating comic book shops worldwide on Saturday, May 4th. The FCBD festivities were covered by over 700 TV broadcast stations and several thousand news outlets including CNN, NPR, Newsweek, Los Angeles Times, and Entertainment Weekly.

It also received exposure on the Reuter’s Board in Times Square. The total coverage created an uptick in press mentions, generating $4 million in free publicity for the event, comic shops, and the comics industry overall.

Word of this year’s event also spread through social media channels such as Twitter, Facebook, Instagram, YouTube, Snapchat, and others. Several thousand tweets referenced Free Comic Book Day on Twitter, resulting in the event trending nationally at the #2 spot on Twitter. FCBD also received support and promotion on social media from celebrities such as Krypton actor, Cameron Cuffe, and soccer star, Cristiano Ronaldo.

The Free Comic Book Day website recorded over 118,000 unique visitors on the day of the event, exceeding the previous years’ unique visitor count by over 20%.

Illinois Senate passes marijuana legalization bill Significant changes from initial draft helped bring on some GOP support

SPRINGFIELD – The state of Illinois is one step closer to legalizing recreational marijuana.

The Illinois Senate voted Wednesday to pass the bill, sending it to the House for consideration in the final two days of the session. The vote was 38-17, with two Republicans joining 36 Democrats in supporting it.

“This bill is going to set the model, I believe, the gold standard for how to approach social equity issues, relating (to) cannabis legalization,” Sen. Heather Steans, D-Chicago, the bill’s chief sponsor, said in her closing statement on the Senate floor.

The action Wednesday came just hours after a new, revised version of the bill was made public, and it is substantially different from the one Steans introduced on May 3, a proposal that sparked strong resistance from law enforcement, business groups and some local governments.

Like the original draft, the new bill, an amended version of House Bill 1438, provides that starting Jan. 1, 2020, Illinois residents could possess up to 30 grams, or roughly one ounce, of marijuana flower, five grams of THC concentrate and 5 grams of THC in a marijuana-infused product. It also authorizes the state to issue a limited number of licenses for cultivators, processors and retail dispensaries, and to charge excise taxes on the retail sale of marijuana products.

But other major provisions in the 622-page bill are substantially different from the original version, and those changes appeared to be key to gaining

support and diffusing some opposition.

For example, instead of enacting blanket, mass expungements of previous criminal records for minor marijuana-related violations, the new bill allows for expungement through the governor’s clemency process if the case involves less than 30 grams of marijuana. For cases involving amounts greater than that, up to 500 grams, individuals and state’s attorneys would be allowed to petition a court to vacate a conviction.

“I think what is proposed today is a significant shift from what was proposed, what, two or three weeks ago,” Sen. Jason Barickman, R-Bloomington, told reporters following a committee hearing on the bill Wednesday. “Moving that off the table, I think, paved the way for us to resolve a bunch of other issues that were very important that weren’t resolved initially.”

Among those other issues was a provision allowing people to grow up to five marijuana plants in their own homes, under certain conditions.

While the original bill would have extended that right to all adults, the new bill limits it only to people who have been approved to use marijuana for medical purposes.

The new bill also preserves the right of employers to maintain “zero tolerance” policies on drug use and to establish drug-free workplaces. And it allows local governments to prohibit

cannabis businesses in their communities, or to enact zoning regulations to control where they are located.

“We recognize there are shifts in social consensus,” Illinois Chamber of Commerce President Todd Maisch told the Senate Executive Committee. “And my board, after a lot of deliberation, said we aren’t really excited about this, but you know what, there are things that don’t shift, and that is the need for a safe workplace and a productive workplace. And I’m here to tell you that after a lot of work, and tremendous engagement from a lot of parties, … that we believe these are the strongest workplace protections in the nation.”

It also preserves the right of landlords to prohibit marijuana possession and use on their properties.

For many supporters of legalization, the most important issues other than expungement involved what they

called “social justice and equity” provisions. Among those are provisions that earmark 25 percent of the revenue generated to a grant program for reinvestment in low-income, high-minority neighborhoods.

It also gives preference in license applications to people who live in or have connections to neighborhoods characterized by high arrest rates for marijuana and other drug-related offenses.

Some opponents of the measure, however, said that provision was one of the reasons why they voted against the bill.

“There is a limited number of licenses and we’re going to give preference to vendors who are going to be in the poorest zip codes in Illinois,” said Sen. Chapin Rose, R-Mahomet. “We’re going to give preference to keeping poor people stoned.”

In addition to funding community

reinvestment grants, the bill calls for dedicating 35 percent of the revenue to the state general revenue fund; 20 percent for substance abuse prevention and mental health services; 10 percent to pay down the state’s backlog of unpaid bills; 8 percent for local law enforcement; and 2 percent for public education and safety campaigns.

“Illinois is poised to become the first state in the nation that put equity and criminal justice reform at the heart of its approach to legalizing cannabis, and I’m grateful that the Senate has taken this important step with a bipartisan vote,” Gov. J.B. Pritzker said in a statement released after the Senate vote.

“Senators Steans and (Toi) Hutchinson have done tremendous work to reach this point, and I encourage the House to take decisive action to make Illinois a national leader in equity and criminal justice reform.”
