briefly COLLINS PASSES BILL TO STRENGTHEN WORKER PROTECTIONS

CHICAGO — As part of her continued advocacy for workers’ rights, state Rep. Lakesia Collins, D-Chicago, passed legislation to steepen penalties for employers who violate the One Day Rest in Seven Act. “The One Day Rest in Seven Act is an essential tool in ensuring the safety and wellbeing of workers across the state,” said Collins. “Increasing the penalties for violating this regulation underscores the importance of treating workers with the respect and dignity they deserve.”

Collins passed Senate Bill 3146, which installs a two-tier penalty system for employers who do not comply with the one-day rest period and meal period requirement. Under the bill, individuals who work longer than 7.5 hours are entitled to a 20-minute meal period every 4.5 hours, and employees are granted a rest day after any 7 consecutive days. The bill also requires every employer to post a “Know Your Rights” poster in the workplace and online for remote/traveling workers.

Senate Bill 3146 passed both chambers of the Illinois General Assembly and now heads to the Governor for consideration.

CHICAGO — Related Midwest announced that it has completed a land transfer to the Discovery Partners Institute, which will anchor the innovation district in Chicago’s newest neighborhood, The 78, with a 300,000-square-foot research and innovation center.

The interdisciplinary hub and magnet for technology investment, led by the University of Illinois System, is projected to break ground in 2023 and open in 2026.

The Discovery Partners Institute will prepare young people, especially women and people of color, for careers in technology, fund research and development teams, and launch new ventures based on University of Illinois System research. The team has grown to about 45 people with eight positions open and has recently doubled its current headquarters at 200 S. Wacker Drive. Related’s one-acre land donation will enable DPI to attract and retain top talent in Chicago, with certain option rights to expand at The 78.

The 78 will transform 62 acres of undeveloped riverfront land into a vibrant downtown mixed-use community drawing inspiration from Chicago’s existing 77 neighborhoods. The 78 will expand the heart of Chicago southward, connecting the South Loop with Chinatown, Bronzeville with Pilsen, and providing industry-leading companies with a rare downtown campus opportunity that looks to the future of innovation while embracing the city’s rich history.

Approved for 13 million square feet of mixed use space, The 78 will include the capacity for more than 20,000 people to work onsite, drawing on Related’s proven track record of dynamic mixed-use projects. The 78’s forward-looking design incorporates multiple infrastructure improvements to support commuters and draw visitors, including a new pedestrian- and bike-friendly road, the new Wells-Wentworth Connector, that will link the Loop to Chinatown. It also extends Chicago’s famed Riverwalk, with a halfmile of entertainment-optimized riverfront space for visitors of all ages.

DPI’s building is funded with a $235 million commitment from the State of Illinois, $23.5 million of which has been released thus far to support design and development. Further, the Pritzker Foundation has gifted $10 million to establish the Pritzker Tech Talent Labs at DPI. Other funders include the CME Group Foundation, Apple and Google.

Legislation to make 127th Street safer for pedestrians and vehicles Continued from page 1

HB5328 amends the Illinois Vehicle Code, with a provision for special speed limits while passing schools that applies to local, county or State roads. The legislation increases the fine for speeding in a school zone from $150 to $250, for the first offense, and from $300 to $500 for subsequent offenses. It also includes state roads in the park zone street definition.

Rita, who is also a resident of Blue Island, along with officials whose municipalities sit along 127th Street have been voicing their concerns about the safety of the roadway. Pedestrians have been hit, injured, and some died. Also troubling is that Dwight D. Eisenhower High School and Memorial Park are located on 127th Street.

“When you look at the stretch from Kedzie to Western, you have two sets of railroad tracks, you have a hill, and you’re in between two expressways, I-57 and 294. So, you have four lanes of truck traffic, vehicles, it’s a pretty dangerous stretch of road. And, it’s a State owned road,” Rita said.

With the previous law, if a park was adjacent to an Illinois Department of Transportation road, it was not in the statute. HB5328 allowed for park speed zones on State-con-

trolled highways. With the park speed zone near Memorial Park, located at 12804 S. High land Ave. in Blue Island, it would reduce the speed to 20 miles an hour. Rita believes with the park zone speed limit and the school zone speed limit at Eisenhower it will make it a safer environment for the community.

Rita believes the legislation was the quickest solution to the safety issues that were concerning to residents in the community. The alternative would have been for the Illinois Department of Transportation to conduct a traffic study, or creating a divided highway, which might have taken longer.

“It feels good to respond to a community. We can’t take back what has happened, but hopefully this will help prevent other tragic incidents,” Rita said. “A measure like this that will potentially be saving lives can have larger impact than some of the bigger ticket items we do in Springfield, it has more of a meaning; being able to respond in a short amount of time to correct and issue.”

The municipalities where the park zone is located will enact a local ordinance to create the park zone. Then, signs will be posted and they will do enforcement of the new speed limit. This law is immediate once it is signed by Pritzker.

Driehaus Foundation Preservation Awards CHICAGO – Landmarks Illinois is now accepting nominations for the 2022 Landmarks Illinois Richard H. Driehaus Foundation Preservation Awards. Nominations for the annual awards program are due June 1, and can be submitted using Landmarks Illinois’ online nomination form found here.

The annual awards program, generously supported since 1994 through a grant from the Richard H. Driehaus Foundation, honors outstanding preservation projects in Illinois and/or individuals, organizations and advocacy efforts that demonstrate a strong commitment to protecting the places that are important to the people and communities of Illinois.

A jury of preservation professionals will review all nominations submitted and determine the winners of this year’s awards.

Those selected for awards will be honored at a public ceremony in Chicago held in the fall and receive a cash prize as well as a custom-designed trophy. Details on the event will be announced at a later date.

Nomination requirements Nominations submitted for the 2022 Landmarks Illinois Richard H. Driehaus Foundation Preservation Awards must be projects or people located in Illinois. Projects must have been completed within the last five years. Phased projects may be considered if the nominated phase is complete and can stand on its own merits. Nominations may be submitted in someone’s honor and/or without the knowledge of the nominee. Self-nominations are also accepted. Previous year submissions not selected for awards may be revised and resubmitted for consideration, as well.

MAYOR LIGHTFOOT PARTNERS WITH EARLY CHILDCARE PROVIDERS AND NORTHERN ILLINOIS UNIVERSITY ON CHICAGO EARLY CHILDHOOD INTEGRATED DATA SYSTEM CHICAGO – Mayor Lori E. Lightfoot announced the launch of the Chicago Early Childhood Integrated Data System (CECIDS) in a partnership with Northern Illinois University (NIU), Chicago Public Schools (CPS), the Department of Family and Support Services (DFSS), Carole Robertson Center for Learning, Chicago Commons, Henry Booth House, EasterSeals Serving Chicagoland and Greater Rockford, Start Early, and Third Sector Intelligence (3Si). This cloud-based data environment would allow multiple agencies to share data under a collaborative governance structure as ‘Data Governors’ and create citywide visibility into the early childhood education landscape.

“Research has proven time and time again that early learning is one of the best ways to set our children up for long-term success both within and outside of the classroom,” said Mayor Lightfoot. “Through the Chicago Early Childhood Integrated Data System, we will be able to better understand and create initiatives that have the most positive impact on children. I want to thank NIU, 3Si and the pioneering early childhood providers for partnering with our city on this incredibly important initiative, which will bring more transparency and efficacy to our early learning efforts.”

Starting this summer, CECIDS will bring together data from across systems and programs in near real-time, allowing for citywide and neighborhood level analyses as well as program-specific dashboards to serve a variety of audiences, including families, program administrators, funders, advocates, and policymakers.

“CECIDS will allow us to have a 360 view of Chicago children and their families to pair resources to needs, and build a citywide strategy where we all use data to continuously improve the quality of services and ultimately generate better outcomes for children. I am excited that we’ve arrived at this moment,” said Bela Moté, CEO of the Carole Robertson Center for Learning and CECIDS’ inaugural Co-Chair.

The first of its kind in Chicago, CECIDS is a leading exemplar in integrated data systems in Illinois and nationwide. CECIDS will be a resource for the Every Child Ready Chicago initiative (ECRC), a public and private partnership of cross-sector early learning experts building an equitable, high-quality prenatal to five ecosystems. To maximize impact and collaboration, ECRC will expand its membership to serve as the Birth to Five Action Council for the City of Chicago. CECIDS will also be a key resource for this body, as it seeks to better prepare communities for the expansion of Early Childhood Education and Care (ECEC) services by

improving data while amplifying authentic family voice in planning and policy design.

CECIDS builds on foundational investments by the Robert R. McCormick Foundation and Crown Family Philanthropies in recent years to modernize the city’s early childhood data infrastructure at DFSS and CPS. The DFSS data warehouse construction began in 2019, with a collaboration between the Office of Mayor Lightfoot and the McCormick Foundation. The CPS Department of Early Childhood Education has a roadmap to streamline and integrate its own early childhood data, to contribute to the goal of providing comprehensive, citywide views.

Alongside the new Data Governors, the Mayor’s Office will ensure a community-driven process for establishing guiding principles for data access and use. CECIDS will be a place for Chicago’s early childhood stakeholders, which will rely on the data as their “go-to” reliable, single source of accurate and real-time data on the needs of children and families across Chicago.

Northern Illinois University’s P-20 Research and Data Collaborative The NIU P-20 Research and Data Collaborative brings together the resources and expertise of teams across the university to deliver nationally-leading solutions in public sector data management, analytics, research, and reporting. The CECIDS project is led by NIU’s Education Systems Center, which has supported the governance and launch of the Illinois Longitudinal Data System and regional education data collaboratives, the Illinois Interactive Report Cards team, which serves as the home of the award-winning Illinois Report Card website, and the Early Childhood Transformation Team, which was recently established by Governor Pritzker in partnership with NIU to implement recommendations from the Commission on Equitable Early Care and Education Financing.

Third Sector Intelligence (3SI) Third Sector Intelligence (3Si) is a technology and consulting firm that provides expertise and support to the early childhood sector in data and analytics, cloud technology, and software development. 3Si works exclusively with the not-forprofit sector; past and present clients include over 30 states, local governments, research universities, philanthropies, and not-for-profit institutions. 3Si also maintains the Early Childhood Integrated Data System (ECIDS) Network, which is a coalition of governments who engage 3Si to actively maintain ECIDS using analytic and technological best practices.

LIGHTFORD: BUDGET PROVIDES SOLID ECONOMIC RECOVERY FOR HARDWORKING ILLINOISANS

Illinois Senate Majority Leader Kimberly A. Lightford (D-Maywood) released the following statement after the Senate passed its Fiscal Year 2023 budget Saturday: “Building on our recent economic decisions, this budget has the largest surplus we’ve seen in years. We are using these additional funds to provide stability to more than 95% of taxpayers.

“We are succeeding in paying our debts by meeting our pension obligations, saving taxpayers over a billion dollars, and fully funding College Illinois. In addition, to address violence in our communities, we are allocating funding to the Reimagine Public Safety Act. “I also worked diligently to allocate more funding for the Department of Human Services programs such as early intervention, parents too soon, and healthy families.

Also, to better serve our students’ success, I increased our early childhood education by more than ten percent and expanded our evidence-based funding model for K-12 students.

“We even increased mental health treatment services to address health crisis and enhanced our senior citizens’ care. This budget keeps on track with meeting our financial obligations and helps us on the road back to normalcy and economic recovery.”
