Adjusts To Changing Economy Continued from Page 1 By: Katherine Newman

The Mayor of the Village of Matteson, Sheila Chalmers-Currin, recently spoke at Victory Apostolic Church to give citizens an insight into her plan to feed the economy in Matteson. Members from the Economic Development team for the Village of Matteson spoke about the specifics of their efforts and plans to grow the community and attract more businesses. “This is a great opportunity to share what we have in our focus for the Village and the Southland region. I’ve lived here for 35 years and I’ve seen the village grow from 10,000 to over 20,000. We’ve had some positive events and we have had some challenges,” said Chalmers-Currin. One major accomplishment, that has been in the works for over two years, is the recent announcement of Pete’s Fresh Market coming to occupy the vacant building left by an old Dominick’s grocery store. Since the Dominick’s closed, the community has been lacking a full line grocery store, according to Ben Wilson, economic development director. “Pete’s Fresh Market will be fully redeveloping the store including facade improvements, roof, coolers, everything to make it a brand new store and it will offer an opportunity for shopping that we haven’t seen in some time,” said Wilson. Another major opportunity for redevelopment lies on the land that used to be occupied by the Lincoln Mall. The mall was a “derelict structure” and had several code violations relating to health, safety, and

building codes, according to Wilson. Another problem arose when a person from Cleveland broke into the foreclosed structure and took several photos and posted them on the internet. After that, it became a public safety issue with several arrests being made every weekend for people attempting to enter the building. “It was one of these things where it didn’t happen, and then once it did, it opened the floodgates. With the help of our receiver, we were able to tear down that structure. We are now working on moving forward on that sight for mixed-use development,” said Wilson. An encouraging message from Lavern Murphy, deputy director of economic development, brought the talk full circle. “Unfortunately in the world of economic development, you gain and you lose,” said Murphy. “We cannot allow the shift in retail to define Matteson as a declining community. We are still a beautiful community, we have gorgeous homes, we have public safety that’s keeping the community looking nice, our water is safe, we have good schools, we have a board that is cohesive and focused on forward-thinking, and last but not least, we have great residents.” Mayor Chalmers-Currin has only been in office since May and during that time she has been working to unify the community and speaks with great confidence about her ability to grow the Village of Matteson. Attorney General Candidate Sharon Fairley Releases Policy Paper on Use of Force and Police Accountability Recently, two men were released from prison after charges were dropped for the 1989 murder of a retired police officer’s wife. The men, who were 19-years-old at the time, say they confessed to the murder after being beaten by detectives trained under former Chicago Police Commander Jon Burge. Last month, the Better Government Association along with WBEZ released a report showing that over the last 12 years, 113 police officer involved shootings took place in suburban cook county without any findings of misconduct. The lack of police accountability has cost Illinois taxpayers hundreds of millions of dollars since 2000. In response to the entrenched need for police accountability and reform, Illinois attorney general candidate Sharon Fairley held a news conference Thursday at her Loop campaign office, 408 S. Michigan Ave., Chicago, Ill, to release proposed policies that will address the need for statewide standards and oversight. “We know police accountability isn’t just a problem in Chicago, but a statewide issue,”

explains Fairley, the former head of the Civilian Office of Police Accountability. “As attorney general, I’d like to create a statewide taskforce combining law enforcement and the state’s attorneys around the state to provide some infrastructure to these struggling law enforcement agencies to make sure they’re holding their officers accountable.” Fairley, who has spent the last two years creating new processes for oversight and investigation into police misconduct, believes the standard for deadly force is woefully low. “I think we need policy to raise the level for deadly force so we are authorizing officers to use force under circumstances that we as a community believe are appropriate,” says the criminal justice reform expert. Fairley wants to establish a Public Safety Bureau in the AG’s office to: 1) identify and implement evidence-based crime fighting strategies; 2) foster improved accountability and community engagement for law enforcement statewide; and 3) pursue smart criminal justice reform that will address overincarceration and bail reform.

Sen. Jones demands funding for Roseland and safety-net hospitals

State Senator Emil Jones III (D - CHICAGO) recently joined elected officials at Roseland Community Hospital to discuss the financial future of Roseland and safety-net hospitals in Illinois. “Safety-net hospitals provide quality health care to the poorest communities, which is something that all people in Illinois deserve, regardless of their race or income,” said Jones. “These hospitals also employ an estimated 25,000 people in Illinois and 23,000 people across the Chicagoland area.” To remain at a sustainable funding level for the year, Roseland has laid off nearly seven percent of its staff and reduced the pay of all of its doctors and nurses. As of now, all “fixed payments” to hospitals will sunset on June 30, 2018. The hospital assessment program, a combination of state and federal funds that provides financial relief across the state, is up for negotiation, creating uncertainty among safetynet hospitals. “Ensuring safety-net hospital funding for the next fiscal year has to be a top priority in Springfield,” Jones said. In the past, it has taken each hospital assessment 12-15 months for federal approval. It is estimated that taxed payments account for almost 50 percent of all payments to safety-net hospitals.

21 year-old challenges long-time Chicago City Council incumbent

Ugo Okere, a 21 year-old community organizer in the Budlong Woods neighborhood and senior at Loyola University Chicago, recently announced his candidacy for Alderman of the 40th Ward. “As a lifelong resident of Budlong Woods, and a millennial inspired by this political moment, the time is now for a new generation of leadership in the 40th Ward and across Chicago” said Okere. “I am running for Alderman of the 40th Ward because after 35 years of disconnected leadership, it’s time for a new, progressive change.” An immigrant from Nigeria, and son of a taxi driver and factory worker, Okere’s family moved to Chicago and settled on the north side when he was 3-months old. A graduate of Budlong Elementary and Lane Tech High School, Ugo will receive his diploma from Loyola University this spring. Today, Ugo serves on the Loyola University Senate, and is chair of Fureza del Sol, a youth community organization that works on immigrant rights and violence prevention.

MWRD COMMISSIONER KARI K. STEELE AND STAFF ASSIST WITH FUTURE CITY COMPETITION

The Chicago regionals of the Future City Competition which introduces 6th, 7th and 8th grade students to engineering with SimCity software was recently held at the University of Illinois Chicago campus. The Future City Competition gives students from across the country the opportunity to design cities with simulation software, build scale models, write essays and give oral presentations on their city’s design. In the US, over 40,000 students, representing 1,350 schools, take part in the Future City Competition. One of the nation’s leading engineering education programs and among the most popular, Future City has received national recognition and acclaim for its role in encouraging middle school students to develop their interest in science, technology, engineering and math (STEM). Metropolitan Water Reclamation District Commissioner Kari K. Steele and five MWRD employees participated in the weekend’s events. Terence Maiellaro, Senior Mechanical Engineer; Michael Zigulich, Associate Civil Engineer; and Lou Storino, Principal Civil Engineer, participated as preliminary round judges. Their role was to serve as a preliminary model and presentation judge for students’ diorama model and presentation on the day of the competition. “Participating in the Future City Competition is just one example of the many ways that MWRD staff contribute to support youth and other community projects throughout the year. It is important to engage and encourage students who are interested in science, technology, engineering and math at a young age so that they have a better understanding of the career opportunities that are available,” said Commissioner Kari K. Steele. “As an agency that relies on the skills and expertise of employees who have studied STEM curricula, we are proud to have the opportunity to support Future City,” said MWRD President Mariyana Spyropoulos.

MEMPHIS—Thousands of fast-food cooks and cashiers announced recently that they will walk off their jobs and protest nationwide ‪Feb. 12‬ – the 50th anniversary of the historic Memphis sanitation strike - carrying on the fight for higher wages and union rights led by hundreds of black municipal workers whose 1968 walkout became a rallying cry of the Poor People’s Campaign led by Dr. Martin Luther King, Jr. Workers in the Fight for $15 declared they will participate in six weeks of direct action and nonviolent civil disobedience beginning Mother’s Day as part of the new Poor People’s Campaign: A National Call for Moral Revival, uniting two of the nation’s most powerful social movements in a common fight for strong unions to lift people of all races out of poverty. “Fast-food cooks and cashiers like me are fighting for higher pay and union rights, the same things striking sanitation workers fought for 50 years ago,” said Ashley Cathey, a 29-year-old Memphis fast-food worker. “We’re not striking and marching just to commemorate what they did – we’re carrying their fight forward. And we won’t stop until everyone in this country can be paid $15 an hour and has the right to join a union.” ‪On Feb. 12, fast-food cooks and cashiers in two-dozen cities across the Mid-South will walk off their jobs, demanding $15 and union rights. They’ll be joined by thousands of workers protesting in another two-dozen cities across the country, paying homage to the 1968 strikers and vowing to continue their fight, and showing support for the Mid-South strikers and the new Poor People’s Campaign.‬ The actions stretching from coast to coast ‪on Feb. 12‬ will culminate in a 1,500-person march from Clayborn Temple to Memphis City Hall – the same route sanitation workers walked 50 years ago – led by strikers in the Fight for $15 from across the Mid-South; Memphis sanitation workers who participated in the 1968 strike; the Revs. Dr. William Barber II and Dr. Liz Theoharis, co-chairs of the Poor People’s Campaign: A National Call for Moral Revival; Mary Kay Henry, president of the Service Employees International Union; Coalition of Black Trade Unionists Founder Bill Lucy, who collaborated with Dr. King during the 1968 strike; and other national labor and civil rights leaders. The workers’ strike announcement comes 50 years to the day after Memphis sanitation workers Echol Cole and Robert Walker were crushed to death by a faulty truck’s compactor, the catalyst for the strike that launched less than two weeks later. “The fight for strong unions was at the heart of the original Poor People’s Campaign, and it must be at the forefront of our effort as well,” said the Rev. William Barber II, co-chair of the Poor People’s Campaign: A National Call for a Moral Revival. “To truly defeat systemic racism, poverty,

the war economy and ecological devastation, all working people must have the freedom to come together and harness their power collectively. Our movements are prepared to do whatever it takes -- including taking to the streets and risking arrest through civil disobedience -- to win the right to a living wage and a union for all.” The Memphis sanitation strike began on Feb. 12, 1968, when hundreds of Black men went on strike for recognition of their union, a local of the American Federation of State, County and Municipal Employees, and demanded a raise to $2 an hour – the equivalent of $15.73 today after inflation. Strikers marched daily from Clayborn Temple to Memphis City Hall holding signs declaring, “I AM A MAN.” “The 1968 sanitation strike was a groundbreaking moment for our country that showed the American people that labor rights, economic rights, human rights and civil rights are all inextricably linked,” said Lee Saunders, president of the American Federation of State, County and Municipal Employees. “As we march forward in the footsteps of the brave sanitation workers who risked everything to fight for dignity and respect on the job, let’s do more than just remember them. Let’s continue their fight against poverty and prejudice in all its forms.” Ahead of the strike and protests, the Fight for $15 launched a new website where visitors can create their own versions of the iconic “I AM A MAN” sign. People visiting the site can enter their own descriptor in lieu of ‘MAN’ and share their customized sign on social media. Submissions will be turned into printed signs that workers will carry in Memphis ‪on Feb. 12.‬ Hours before the march in Memphis, fastfood workers, workers who joined the 1968 sanitation strike, historians, and community leaders will participate in a symposium at the National Civil Rights Museum examining the legacy of the Memphis sanitation Strike, entitled “THE STRIKE NOW: 50 years from “I AM” to the Fight for $15.” People of color remain over-represented in low-paying industries like fast-food: more than half of Black workers and nearly 60 percent of Latino workers are paid less than $15, according to an analysis by the National Employment Law Project. “Now more than ever, working people need strong unions so they can fight back against racist politicians who work hand in hand with corporations to keep people of color locked in poverty,” said SEIU President Mary Kay Henry. “Our union is proud to support workers in the Fight for $15 as they step up their fight as they fight to turn fast-food jobs into good, union jobs and take part in their biggest protests yet as part of the new Poor People’s Campaign.”

U.S. Army Vet and Single Mother of Five Wins $5,000 Grand Prize in the Billion Dollar Challenge Rewards Sweepstakes Being a solider in the U.S. Army was one of the greatest challenges that Tameka Davis of Fairfield, California faced in life. Her battles with debt proved equally challenging. But after being randomly selected as the Grand Prize winner of the 2017 Billion Dollar Challenge (BDC) Rewards sweepstakes, Tameka said she feels more than blessed, and well on her way to financial freedom. “I won the Grand Prize? Praise God! In Jesus’ name, I claim it!” was Tameka’s immediate reaction to learning the news that she won the $5,000. She said she’ll use the money to establish an emergency fund for her family – something she wasn’t able to do this same time last year. Tameka learned about the dfree® Financial Freedom Movement, which launched the BDC, shortly before attending its first West Coast Regional Conference in March 2017. “I was in so much debt. My debt to income ratio was ridiculous,” she said. Much of her debt resulted from a “terrible divorce” in 2012. After, Tameka ended up moving herself and five young children (now ages 6 to 15) from her home state of Kentucky to California, so the eldest ones could be closer to their father. She said she made the mistake of subletting her home to “friends” while she took on a new rental burden in her new state. Later, she found out the friends failed to pay the mortgage and, eventually, the bank foreclosed on her Kentucky home. By 2013, facing homelessness, she had to declare bankruptcy. She said she didn’t know what she was going to do until a woman at church, Carrie Rasheed, approached her and told her that God told her to give her a place to stay. Because she had steady income from her military service, since 2014, Tameka rented and then tried to buy a new home but always was rejected due to the bankruptcy and her debt to income ratio. Then she was sent on a mission to gather data about dfree® to help her boss set up a training program. The conference was held at Mount Calvary Baptist Church in Fairfield. “The day I walked into that church, I believe that,

God used the dfree® program to wake me up and let me see my blessings,” Tameka said. Soaking up as much of the conference as she could, Tameka said she was particularly empowered by a workshop led by dfree® Executive Director Tamika Stembridge. While she gathered material for her boss, she purchased the Say Yes To No Debt: 12 Steps to Financial Freedom book and workbook for herself. Soon after, she followed the books’ guidance. “I had a hard time tracking receipts,” Tameka said, noting that you don’t have to be a perfect participant to benefit from dfree®. “dfree® made me aware of my spending habits. It helped me free up some money I didn’t realize I had coming in.” For example, before dfree® she would give her kids money for allowance and not really monitor how they were spending it. She realized that not only was she wasting money but she was teaching her kids to do the same. “I prayed and prayed and asked God to order my steps and touch the people’s hearts who were making decisions,” about her financial future, Tameka said. “It changed my perspective entirely.” When asked to offer advice to others who may be reluctant or afraid to join the dfree® financial freedom movement, Tameka said: “Taking the first step to gain more knowledge is the best thing you can do. If you don’t understand what overwhelming debt can do to your future, you won’t take steps to change it.” She added, the dfree® program has helped me to realize that I am not alone in my debt challenges. It’s possible to debt free, with,”perseverance, determination and discipline.” Founded in 2005, the dfree® financial freedom movement is a transformational, lifestyle movement that promotes financial freedom through valuesbased principles and practical approaches to financial management.

AN INSPIRED LIFE When living the inspired life, we must decide whether the inspiration God gives us will be nurtured by our design, or ignored by default. American politician Frank Clark said, “What great accomplishments we would have in the world if everyone had done what they intended to do. ” So why do we sometimes lack the necessary inspiration to execute? While in Canada, I once saw a beautiful piece of graffiti art that said, “We’re inspired but too tired. An inspired life is a choice wholly based upon attitude rather than circumstance. If you do not develop your own design and become responsible for how your inspiration will be used, you will by default empower other people and circumstances to not only direct, but also benefit from your inspiration. Your design setting directs inspiration according to your vision, while your default setting directs inspiration according to your script. The design setting gives clarity to the pattern. The default setting gives you back the baggage and excuses of past failings. True inspiration enables us to push past thehumd rum existence in which we now find ourselves. When we are truly inspired it is as if the very breath and life of Christ is arousing, animating, and empowering us with the Spirit to do something amazing. Inspiration links us with divine influence and brings us back to our purpose, for inspiration and purpose are alwayssynchronized. Job 32:8 says, “There is a spirit in man and the breath of the almighty gives them understanding.” Get in sync with the divine design of your inspiration. It will help you better understand the unique gifts that reinforce your unique contribution to the world. Now is the appointed time to live an inspired life.

What you should know to prepare for a blood test (BPT) - A new survey reveals Americans are not aware of what to report prior to a blood test. Only half (52 percent) believe it is very important to report use of supplements to their healthcare provider before getting a blood test. With recent interest in the use of supplements like biotin as beauty treatments, it’s especially critical for consumers, doctors and lab personnel to talk before blood tests because very high doses of supplements could interfere with some test results. The possibility of interference in blood testing is low, but if you’re taking high-dose biotin for hair, skin or nail health, for example, it is best to inform your doctor before a blood test. Just as you may need to fast before certain types of tests, you may need to hold off on taking supplements like biotin for at least eight hours before blood work. The survey, commissioned by Roche Diagnostics, also found that most Americans (85 percent) expect their physician to provide complete instructions on how to prepare for a blood test. “Many factors - from stress, to prescription medication, to vitamins - can affect blood test results, so it’s important to be proactive in communicating about medicines or supplements you’re taking rather than waiting to be asked,” said Dr. Emily Jungheim, associate professor of obstetrics and gynecology at Washington University School of Medicine in St. Louis. Ask your healthcare provider about ways to

Growing your business? These 2 financing mistakes can cost you big (BPT) - Starting a business can be tough. Growing one can be even harder. Dr. Nacondus Gamble knows this all too well. After her optometry practice, The South Eastern Eye Center, began to establish a reputation for great patient care, Dr. Gamble decided she was ready to expand. So she began looking for business financing to open another location in Georgia. That’s when she discovered that many lenders don’t share her commitment to high-quality service. So how can you get the best deal on a business loan? It helps to watch out for these three common mistakes: 1. Not understanding the true cost of your loan When shopping for a business loan, it’s easy to become overwhelmed by fast-talking salespeople, endless strings of acronyms and confusing terms. If it’s unclear how much you’ll really pay for financing, that’s a good sign you should walk away, Hodges cautions. 2. Getting trapped in daily or weekly repayment cycles Some types of business financing can seem like a godsend for a company in need of fast cash. These providers promise easy approval with quick access to funds. However, that speed can come at a steep price - in many cases, the provider takes a portion of your sales on a daily or weekly basis until the debt is repaid. Term loans are often the better option, Hodges says. They allow businesses to borrow a set amount of money for a specific purpose, like hiring new staff or stocking up on inventory. prepare for blood tests. Here are some simple tips to follow: * Write down all your prescription medicines the night before a blood test so you can share up-to-date information with the lab technician or your doctor. * Also report vitamins, supplements, nutraceuticals and any over-the-counter medications. * Know the doses of the medicines and supplements you are taking. The dose matters. You may not be aware that 5 mg of biotin per day, for example, is equal to the amount of biotin in 100 capsules of a typical daily multivitamin.

Clear winter roads: What works and what doesn’t (BPT) - It is no surprise that in the winter we see many articles about how our roads get plowed and treated. Nor is it particularly surprising that winter maintenance practices often lead to debates over different methods and materials used to keep roads clear. One often-heard rebuke is that road authorities should go back to using sand or abrasives for winter maintenance, instead of using salt. Unfortunately, that would be very counterproductive for many reasons. Sand alone does not melt any snow or ice. Any time melting has been associated with sand, it is because a small amount of salt (about 10 percent or less) is typically included in the stockpile to stop the sand from freezing solid. It is sometimes said that some melting occurs because the color of the sand creates excess solar heating, but that is minimal compared to the normal solar heating occurring on roads anyway. This matters because we need roads to be free of snow and ice in the winter. A study by Global Insights indicated that when roads are impassable because of snow or ice, a state can lose between $300 million and $700 million in economic activity per day. A study from Marquette University has shown that a safe and sustainable

snowfighting program that uses road salt in an appropriate manner will reduce accidents by up to 88 percent. Sand does provide a temporary increase in friction. However, to supply that increase in friction, it has to be located between the tires of the vehicles on the road and the snow or ice on the road. But the sand does not stay where it is needed for very long, especially at highway speeds. Studies have found that the friction increase due to sand disappears after 10 to 20 vehicles have

driven over it at highway speeds. So the benefits of sand in terms of increasing friction are very fleeting in high-speed and hightraffic situations. In addition, to get the friction benefits of sand, it has to be applied at much higher rates than salt. This means that trucks must be refilled more often, and when a truck is in the yard being refilled, it is not out on the road system plowing and applying materials appropriately. Some believe that there is no environmental impact from the use of sand, but this is not the case. When abrasives like sand settle in river beds, they choke off access of aquatic species’ eggs to oxygen, thus reducing their value as spawning grounds, potentially putting the breeding of certain fish species at risk. The other danger is to air quality. As cars drive over the sand and other abrasives, these get ground up and become dust. Both the city of Denver, Colorado, and Washoe County, Nevada, where air pollution is a particular concern, require that any abrasives used be vacuumed up no more than 72 hours after the end of the storm. This cleanup adds significantly to the cost of using abrasives. When properly applied at the right place, at the right time and in the right amount, road salt is the single most effective, economic and environmental way to keep our roads passable and people safe in the winter.
