Black HIV Infections Cut Almost In Half In Illinois SPRINGFIELD – From 2000 to 2015, the rate of HIV infection among blacks decreased by 46 percent.

However, as new HIV infections in Illinois plateaued in 2015, for every 100,000 black people in the state, 40 were still diagnosed with HIV (compared to 3.6 per 100,000 among whites) and more troubling, among young black gay men. Of the 224 deaths from HIV/ AIDS in Illinois in 2015, 140 were among blacks. > “While we have made great strides in reducing HIV infection in Illinois, African Americans continue to be disproportionately impacted by HIV/AIDS,” said IDPH Director Nirav D. Shah, M.D., J.D. “Echoing this year’s theme, ‘Stay the Course, the Fight is Not Over!’ Illinois will continue working with communities around the state to eliminate these disparities and encourage people to get educated, get involved, get tested, and get treated.”

In response to the burden of HIV among Illinois’ black communities, IDPH is partnering in Getting To Zero, Illinois’ framework to eliminate HIV in Illinois.

In honor of Black History Month, The Black McDonald’s Operators Association (BMOA) recently hosted its “Tolerance is Greater” tour, an in-school live performance designed to teach students how to spread love, show tolerance and decrease bullying within their schools and communities. The event was held at Charles H. Wacker Elementary located on 9746 S. Morgan.

Through the ‘Be a Buddy, Not a Bully’ performance, third through eighth graders learned about conflict resolution and antibullying techniques to help improve their relationships with their families and peers.

During the performance, play-instructors and demonstrated ways students can decrease physical, verbal and cyber bullying.

“The message, ‘Be a Buddy, Not a Bully,’ speaks for itself, but we try to give tangible solution to a society-wide issue,” said Calvin King, executive director of the Free Lunch Academy. “I think it is very important to know yourself, identify and accept who you are and then you can pass the respect over to other people and form a mutual respect.”

King said growing up he played several roles whether it was engaging in bullying behavior; being targeted by bullies or being a by-stander of bullying behavior within the community.

“Once I had children, I realized that it’s not acceptable to be a

by-stander of bullying,” he said. “Everyone is impacted by bullying either directly or indirectly so it’s all of our jobs to create solutions to address and hopefully eradicate it.”

Ekaterini Panagakis, principal of Charles H. Wacker Elementary, said one thing the staff tries to instill within the students is the importance of loving and respecting themselves and others.

“When you walk out this door it’s time for you to grow and add more seeds and flowers,” Panagakis said. “You are the catalyst and the fire-starter. So, your job is to take this message and think about ways you can be more kind; how you can be a good leader or friend and then come back and practice it.”

Derrick Taylor, president of the Black McDonald’s Operators Association, said the association’s vision is based upon empowering minds and building leaders and this is one of the ways it can continue to give back to the community.

“It’s great to see that we can have such a positive impact on the kids at such a young age,” Taylor said.

King said he has participated in the “Be a Buddy, Not a Bully” play in more than 150 Chicago Public Schools (CPS) for the last three years. Cook County Board Approves Four Tax Incentives Designed to Support Economic Growth Cook County Commissioners recently approved four proposals from President Toni Preckwinkle’s Bureau of Economic Development (BED) that will provide tax incentives to businesses in Cook County.

The incentives, which will either create new or save existing jobs, were approved in the following communities: Bridgeview (two), Dolton and Wheeling. As a result of redevelopment activities, these incentives should support the creation of an estimated 43 new private sector full-time jobs, retain an estimated 86 full-time jobs and support 40 construction jobs.

“The companies receiving these incentives have demonstrated their commitment to our communities and residents,” Preckwinkle said. “I’m pleased that we are able to use our tax incentive tools to either keep or expand businesses in Cook County.”

President Preckwinkle Urges Washington to Change Policy on ICE Arrests in Courthouses

Cook County Board President Toni Preckwinkle recently called on the Trump administration and members of Congress to advocate against civil immigration arrests in courthouses, which pose a threat to public safety.

Last month, the Trump administration issued new guidance directing immigration officers to make civil arrests in courthouses and claimed it would improve public safety. And recently, a recipient of Deferred Action for Childhood Arrivals (DACA) protections was wrongfully detained at the Cook County courthouse in Skokie, Illinoiswhen he appeared for a minor traffic violation.

“I was disheartened last week to see the temporary and wrongful detention of a DREAMer — a rule-abiding beneficiary of the Deferred Action for Childhood Arrivals order,” Preckwinkle said. “Christian Gomez Garcia, who came to the U.S. as a small child nearly 25 years ago and has been a DACA recipient since 2012, was subjected to detention that began with an arrest at the Skokie courthouse.”

Such detentions intimidate immigrants from engaging with the criminal justice system, which Cook County has an obligation to maintain for the benefit of all residents. By increasing civil immigration enforcement in courthouses, the Trump administration could discourage immigrants from cooperating as witnesses, appearing for trial or engaging with local law enforcement.

“Furthermore, I am concerned that the Trump administration’s new shift in policy — to prioritize courthouse arrests — could threaten public safety by discouraging individuals from engaging with the criminal justice system, from serving as witnesses to showing up, as did Christian, to a court date for a minor traffic violation,” Preckwinkle said. “We are all safer when everyone in Cook County feels comfortable using our court system and believes in justice.”

IEMA Encourages People to Prepare for Earthquakes

Some of the largest earthquakes ever recorded in North America rocked the mostly rural central U.S. between December 1811 and February 1812, including parts of southern Illinois. The strongest earthquakes in this series were estimated to be around magnitude 8.0, and were felt as far away as the East Coast.

Currently, this multi-state region is heavily populated and highly developed.

A similar earthquake now would cause widespread devastation to buildings, utilities, roads, bridges and other infrastructure, as well as result in many injuries and deaths.

Recognizing the earthquake risk in Illinois, the Illinois Emergency Management Agency (IEMA) and local emergency management agencies will promote earthquake preparedness throughout February.

“In addition to the New Madrid Seismic Zone, where the 1811-12 quakes occurred, southern Illinois is also adjacent to the Wabash Valley Seismic Zone,” said IEMA Interim Director Jennifer Ricker. “We can’t predict when the next devastating earthquake in this region will happen, but we can help people learn how to protect themselves and reduce damage to their homes.”

Ricker said people need to remember to “Drop, Cover and Hold On” when they feel the ground shaking: “Drop” down to the floor, take “Cover” under a sturdy desk, table or other furniture, and “Hold On” to the furniture item and be prepared to move with it until the shaking ends.

Activist Kina Collins leaves Pritzker campaign, joins Sameena Mustafa for Congress CHICAGO – On the day that tapes were released of Democratic gubernatorial candidate J.B. Pritzker speaking about African American leaders, Kina Collins announced her resignation from his campaign. “Character,” she explained, “is not what you do when the whole world is watching, character is what you do when no one is watching.”

Days later, Collins joined the campaign of progressive Democrat Sameena Mustafa, who is challenging Congressman Mike Quigley in the Democratic Primary in the 5th Congressional district.

Creme of Nature Marks Black History Month By Celebrating the Beauty of Natural Hair Leading hair care brand Creme of Nature joins Americans across the country celebrating the accomplishments of Black people in beauty and the arts, sciences, business, law, technology, medicine, sports and beyond. SPIRITUALLY SPEAKING: HE WHO IS WITHOUT, SHOUT!

Faith Columnist Special to the NNPA News Wire from The Dallas Weekly My pastor preached on this Sunday and although the subject is not new as this column isn’t either, I thought some might need reassurance, as I certainly did. Do you have an addiction, a weakness, something you are aware of but just cannot shake on your own? It may be a secret, your secret, something you dare not reveal for it goes the complete opposite of who you believe yourself to be and counter to the person whom you are truly trying to become. 2 Corinthians 12:7-9 says, “To keep me from becoming conceited, there was given me a thorn in my flesh, a messenger from Satan to torment me. Three times I pleaded with the Lord to take it away from me. But He said to me ‘My grace is sufficient for you, for my power is made perfect in weakness.’ Therefore I will boast all the more gladly about my weaknesses, so that Christ’s power may rest on me.” If I’m the only one shouting right now, it’s okay. I know many of you are shouting silently, internally, privately.

You know some things in the Bible reverberate over and over again and we still don’t get it. I don’t mean to infer that we don’t understand the words because most of us do. The point is we do not or cannot incorporate what we’re reading into our daily lives.

In this passage Paul lets us know that there is indeed a reason to accept our shortcomings and deal with our flaws and faults with a basic understanding that in doing so, God will invariably show up and then proceed to show out. It is through our warts that God demonstrates to us and the world that He is Lord. Can you imagine experiencing the “perfect power” of the Lord? Apparently it’s as easy as looking in the mirror and making an honest assessment of who you really are and who you should be striving to become. To put it into proper perspective, you are who you are only in relationship to God. And don’t forget to take your imperfections with you. If you know and accept yourself to be a child of God, then you must attempt to be an example of God’s Word and His work. The only

thing standing in your way is admitting to yourself, you can’t go it alone. You and I need help and that help comes only from one source. It’s the perfect source and comes with consequences. The consequences begin with recognizing that there is divine purpose in your particular set of weaknesses. I know that’s hard to believe, but it is true.

Dare I say most of us would reject the notion that sinful could be anything more than just sinful. The text however says it is our duty to understand through spiritual recognition that God chooses your problems to show off His righteousness through you by doing miraculous things. When you get a hand from the Lord to overcome your addictions, your passions, your vanity, your shortcomings, you get so much more than you bargained for.

According to this part of the bible, you also get Christ’s power to work with. Isn’t that something? No wonder Paul continues by saying, “That is why, for Christ’s sake I delight in weaknesses, in insults, in hardships, in persecutions, in difficulties. For when I am weak, then I am strong.”

By itself, you might wonder how Paul comes up with this conclusion. But when taken in the context of the entire passage, isn’t it true that out of many impossible situations and circumstances, God rescued you? How many testimonies do you need to hear before you give God the praise He deserves? Or is it that you can testify on your own about frailties that have become strengths to be relied upon and give you wisdom to share? All I’m saying is stop fighting yourself. Stop denying your insecurities. Accept them and give them too, over to the Lord. Then step back and watch God do His thing with your life. He’ll do things you never could. Then watch Him revel in those who see His divine work through you. It’s that let go and let God thing again.

Paul just reminds us that even on your worst day, it’s not about you. If you just remember it’s all about Him; not your good, your bad and your ugly.

I DIE DAILY Have you ever been in the headspace where you thought to yourself, “Is this all that life has for me?”

If you have or even if you are there right now, you may be ready to get more out of yourself than you ever thought possible?

God has given you a gift

and that gift is His greatness.

However, in order to access it, we must think in alignment with Him and remember, “As we think in the heart, so are we” Proverbs 23:7. One of the ways we think in alignment is by refusing to justify or rationalize our poor decisions. Don’t make excuses make improvements.

Change your mind and open up new possibilities to new experiences. Release the situations that no longer serve you, so that you can get into the situations that are meant to bless you.

Paul wrote to the church in Rome, “Do not be conformed to this world, but be transformed by the renewing of your mind, so that you may prove what is the good, acceptable, and perfect will of God.” The way we think becomes the process by which we handle ideas and create patterns in our life. Your thoughts become words and your words become actions.

Accordingly, if you want to change your actions, begin by changing the way you think and speak. These subtle habits form the foundation upon which you build the new you. Paul’s insights remind us that we must die daily. What old ways of thinking and being do you need to die to?

What unproductive relationships is it time to change your thinking on so that you can be free to live more creatively?

What old habits and behaviors have outlived their usefulness to you? What thoughts are you holding that are producing undesirable experiences in your life?

What are you willing to release in order to live out of the gifts God has given you? Repetition is a convincing argument.

Dying daily to the irrelevant and unproductive gives us license to live more fully into the new. New wine calls for new wine skins.

After releasing, we must diligently guard our hearts because this becomes the wellspring of our many issues. God placed His greatness inside of you because you can be trusted to do something great with it. Set your priorities in God then think your thoughts after him.

Rent vs. own: Which is right for you?

(BPT) - If you’re thinking of buying your first home, you’ve probably wrestled with the decision to rent or own your home - and for good reason.

Owning a home is a big commitment.

With it comes a lot of responsibility and a long-term financial relationship.

But which is right for you? To answer that, let’s lean into the facts.

The improving housing market Good news! Since the depths of the recession, the housing market has made a heroic comeback. That can be attributed to a number of factors, including a drop in unemployment and a stronger economy.

But as the housing market has recovered, it has experienced some growing pains.

With a sharp increase in demand, housing supplies are being strained. This means, among other things, that prices are going up.

For families and individuals still recovering financially, finding affordable housing options can be difficult. This applies to home sales and rentals.

Making the decision With rental and sales markets heading toward record highs, the decision falls back to what is best for you.

Specifically, what is financially feasible.

Let’s look at the basic numbers. According to the U.S. Census Bureau, the median gross rent paid from 2012 to 2016 was $949 monthly.

Compare that with the median selected monthly owner costs with a mortgage, which was $1,491 over the same time period.

Then there are utilities. The median monthly electricity cost for renters in 2015 was

$82, with owners paying $117. For piped gas, the median amount renters pay monthly is $42, while owners pay $58.

For renters, it is wise to carry renter’s insurance. Some landlords will also charge maintenance and other fees. Utility costs will also vary depending on the quality of the structure and materials used as well as size of the rental space.

Homeowners will pay property taxes, insurance and an estimated $500 annually for routine maintenance, according to the Census Bureau.

The benefits of homeownership At a glance, it may seem that renting is the lower cost option. But there are certain benefits to homeownership that may offset the additional regular costs. According to the Tax Policy Center, the primary benefit to owning a home is imputed rental income.

Simply put, making a monthly payment on a home that you own is like paying rent to yourself.

While that money is not taxed, it comes with another benefit potential tax deductions.

When you file your federal taxes, you may be able to deduct a

portion of the mortgage interest you pay. Talk to a tax professional for more information on the expenses you can deduct and the limits for those deductions.

Beyond the numbers Homeownership provides a variety of benefits beyond the numbers. For many

people, a home is the largest investment they will ever make. The upgrades, work and care put into the home that you own can add value to your investment.

It also adds a sense of pride knowing that it is yours.
