Justin Slaughter, D-Chicago, is encouraging local holiday shoppers, parents and guardians to consult Attorney General Kwame Raoul’s annual Safe Shopping Guide.

“For most people, the holiday season is a time to reconnect with family and loved ones, but for others it also presents the perfect time to scam individuals,” said Slaughter. “In addition to not buying recalled products, consumers must also be wary of other hazards like lead paint.”

Attorney General Kwame Raoul’s office recently released their 2021 Safe Shopping Guide, which is the latest in a series of annual lists of recalled and hazardous consumer products that include children’s toys, clothes and games. INTERFAITH CONVENING CALLS TO SUPPORT PROPOSAL TO HOUSE 12,000 CHICAGOANS IN THE NEXT 10 YEARS CHICAGO – “We may have different beliefs, but all of our faiths call upon the moral imperative to end homelessness,” said Reverend Jackie Triche Atkins, a minister with Christ Universal Temple on Chicago’s Southside. Yesterday, Thursday, December 9, 2021, 100 Chicagoans including leaders from the Islam, Bahá’í, Jewish and Christian faiths and members from over 15 faith institutions came together via Zoom to listen, learn, and share about the housing and homelessness crisis in Chicago. A yearly estimate from Chicago Coalition for the Homeless, states over 58,000 are experiencing homelessness on the streets, in shelters or living-doubled-up.

Bring Chicago Home, a campaign endorsed by over 85 organizations in Chicago, proposes to create a new, dedicated revenue stream to fund permanent, supportive housing (PSH) for people experiencing homelessness. PSH, a model that combines affordable housing with wraparound services like mental health supports and job training, plays a critical role in stabilizing and healing people after their traumatic experience with homelessness. The new revenue would come from increasing the real estate transfer tax, a one-time tax on properties sold for over $1 million, impacting less than 5% of property transactions in Chicago. This additional funding could house an estimated 12,000 families in the next 10 years.

After supporting the Bring Chicago Home campaign during her election bid, Mayor Lori Lightfoot has since refused to support a proposal that would both change the real estate transfer tax on high end property transactions and dedicate a portion of the additional resources to homelessness.

“It is incredibly frustrating, but this is a season of hope. I am hopeful. I am hopeful that our Mayor and city council Aldermen can act on this proposal. It’s simply the right thing to do,” ended Reverend Jackie.

The Far South Community Development Corporation and The Preservation of Affordable Housing are partnering on Morgan Park Commons, a 12-acre redevelopment, located at 115th and Halsted. The Morgan Park Commons is one of 24 developments that will receive part of the Department of Housing’s more than $1 billion investment in affordable housing.

Abraham Lacy, president of the Far South CDC, said the goal of Morgan Park Commons is to bring density and population back to the area, which once had a Jewel Food Store located there as part of the south Halsted Street Mall. The location had been vacant for almost 11 years. The Jewel Food Store moved to 119th and Marshfield. The development at the site would be a mixeduse concept, with 390 units, 250 rental and 140 single family homes, up to 20,000 square foot retail, as well as a community center that connects with three acres of green space that connects to the Major Taylor Trail.

D3 Realty, owned by Leon Walker, also is a partner in the development. The first phase of the project will have 80 units of the 390 rental units that will border adjacent to South Halsted Street. The Far South CDC was recently awarded the tax credits, which along with the

investment, will move the project forward.

The organizations are looking at a 2023 Spring/Summer construction date. The goal is to hire as close to 100% minority contractors as possible, to ensure the investment is going back into the community that it is serving.

The Preservation of Affordable Housing was invited to take a look at the Morgan Park Commons proposal by Lacy and The Far South CDC. It is the Far South CDC’s vision, and it controls the entire 12-acre site. The organization had not done a tax credit finance affordable housing deal before and were looking for a partner to help them execute that. That is where POAH came in.

Lacy shared the overall plan with POAH, which includes Bill Eager, senior vice president of POAH Midwest.

“I think it’s a really exciting vision for the site. It’s unusual to come across a site of this scale. It’s even more unusual to come across a site of this scale where a community partner has a really strong idea of what they want to do,” Eager said.

Having a really strong community partner in the Far South CDC is what interested the POAH to the project. The presence of a strong community-based partner on the ground for the Morgan Park Commons was part of the appeal.

For the Far South CDC, the affordable housing projects the POAH has taken on

throughout the years, made POAH an ideal developer for Morgan Park Commons.

“What they bring to the table, they’re the muscle behind all of this. They’re the ones who have the depth of experience, and of development. We’re learning from them. To learn from them is a treasure in itself,” Lacy said.

Lacy also spoke about the catalytic nature of the projects that the POAH has done.

POAH doesn’t leave communities after the development has been constructed.

It also helps the community with regards to homelessness and housing, not just the development. That is why Lacy thought it would be a good fit.

The Morgan Park Commons furthers the Far South CDC’s mission, which is to create affordable housing to address the housing crisis that is going on across the City of Chicago and the County. Once the project is constructed it will benefit everyone around it, the businesses, public transportation, school districts and homeowners.

Morgan Park Commons builds the Far South CDC’s development capacity. POAH considers it a success if the Far South CDC doesn’t need them after two or three phases.

“Once you get one or two under your belt, it gets immensely easier. I’m hoping that working with us here allows the Far South CDC to expand its own capacity to do development,” Eager said.

CPS Distributes Approximately 150,000 Take-Home COVID Test Kits CHICAGO — Chicago Public Schools (CPS) distributed approximately 150,000 take-home COVID test kits to more than 300 schools in communities that have been highly impacted by the COVID-19 pandemic.

To ensure the test is processed properly and that families receive test results in a timely manner, families are strongly encouraged to test students on Tuesday, Dec. 28 and drop the sample at their nearest FedEx Drop Box on the same day. Parents can find information about drop box locations and pickup hours at color.com/ fedex-dropbox. Instructions for conducting the test will be provided to each student that receives a test kit.

With the goal of advancing equitable testing strategies focused on the most impacted communities, CPS used the city’s COVID-19 Community Vulnerability Index (CCVI) to guide distribution of test kits. All schools in neighborhoods designated high risk by the CCVI and most elementary schools in neighborhoods designated as medium risk will receive tests for each student. The CCVI considers socio-demographic, epidemiological, and occupational risk factors, in addition to the number of COVID cases, hospitalizations, and deaths in a particular area.

Families whose students do not receive a test from CPS are also strongly encouraged to test their students over winter break. As always, sick faculty and students must stay home and anyone who tests positive for the virus must isolate for 10 full days to prevent spread to others.

POLITICAL Affairs Belt law removes standardized test requirement for university acceptance starting Jan. 1

Urban Autism Solutions gets grant to support vocational training for young adults with autism CHICAGO -- Urban Autism Solutions has been awarded a $10,000 Capacity Building Grant from Advocates for Urban Agriculture. The award will enable UAS’ Growing Solutions Farm, a 1.2-acre urban farm on Chicago’s West Side to hire a second part-time farmer. The additional staff would help maintain the farm’s high productivity while enabling the lead farmer to provide more intensive instruction to the Chicago public high school students with autism and related challenges who work at the farm to gain job skills.

“The Capacity Building Grant is a way for the AUA to directly support growers who embody the values the grant was built on: self-determination, collective growth, accessibility and community engagement,” says Bea Fry, development coordinator at the AUA. “Growing Solutions Farm is a wonderful example of how growers enrich our city through land stewardship. We are humbled to have the opportunity to contribute to their growth and are excited for the year ahead!”

Growing Solutions Farm, the signature program of Urban Autism Solutions, hosts students from West Side Chicago public high schools who have

autism or related challenges. Students learn about urban agriculture as they work at the farm while gaining transferrable job skills they can use at any job, such as showing up to work on time and in uniform, communicating effectively with coworkers and supervisors, and following directions. Their experience at the farm goes on their resumes.

“This past season it has become clear that we need additional staff to be able to provide more one-on-one instruction to our students while continuing to run our farm, manage our CSA subscription service and weekly farm stands and maintain our commitment to donate at least 20 percent of our crop to local food banks on the West Side,” said Heather M. Tarczan, executive director of Urban Autism Solutions. “It’s a lot for just one full and one part-time staff member, even with a core group of very committed volunteers.”

According to the A.J. Drexel Institute, about half of young adults with autism don’t have a job two years after graduating from high school. “A job comes with benefits other than a paycheck,” Tarczan said.

Work can provide critical structure and serve as a connection to the com-

munity. Once students graduate from high school and their school-based services and programming ends, many can become isolated and depressed without that structure that work provides. Autism can make it especially hard for young adults to remain engaged with others after school is out.

Working at Growing Solutions Farm gives students a chance to develop and practice skills needed for competitive employment.

For the last few years, the farm has been managed by one full-time and one part-time farmer. “Students at the farm need a lot of repetition and individualized attention,” says Tucker Kelly, lead farmer at Growing Solutions Farm. “Running a productive farm and ensuring that each student gets the help they need to get all they can out of the farm experience is a priority.”

The farm offers a CSA subscription service, manages three farm stands each week, and provides produce to local businesses and wholesalers. About 60 students from West Side high schools work at the farm each year in addition to students who work at the farm through the City of Chicago’s One Summer Chicago jobs program.

Starting Jan. 1, students who wish to attend an Illinois public college or university will no longer be required to submit ACT and SAT scores when applying, thanks to a law championed by State Senator Christopher Belt (D-Swansea).

“Standardized test scores do not showcase a student’s ability,” Belt said. “Students struggle each year to do well on ACT and SAT tests.

Removing this requirement will help test-anxious students get into college.”

The new law, led by Belt and Representative LaToya Greenwood (DEast St. Louis), creates the Higher Education Fair Admissions Act, which prohibits Illinois’ public universities from relying solely on a student’s ACT or SAT score to make an admissions decision.

Currently, a quarter of the country’s public universities do not require standardized tests scores for admittance. Notably, the University of Chicago recently saw record enrollment of firstgeneration, low-income and rural students after lifting its standardized test requirement.

Admission counselors have been looking more closely at the benefits from adopting test-optional strategies. Other submissions from students, including essays, activities and academic records, bring larger and more diverse applicants to colleges and universities.

“The ACT and SAT create a barrier for underprivileged and disadvantaged students,” Belt said. “When qualified applicants are denied admittance because of a test score, high-caliber students are left out. It’s essential that we continue to protect students and give them every available opportunity to support their future.”

Starting Jan. 1, incoming college students will not be required to submit standardized test scores under Public Act 102-0054.

Simmons law to ban hairstyle discrimination in schools to take effect Jan. 1 Starting Jan. 1, schools will be prohibited from discriminating against natural hairstyles traditionally associated with race and ethnicityincluding locs, braids, twists and afros - thanks to a law championed

by State Senator Mike Simmons (D-Chicago).

“No child should ever be singled out for sporting a hairstyle that authentically expresses their heritage and culture,” Simmons said.

“These policies only serve to humiliate students of color who choose to dress themselves and wear their hair in a style that honors and respects their heritage and ancestry.”

The Jett Hawkins Act prevents school boards, local school councils, charter schools and non-private schools from creating hairstyle-based dress code requirements. Simmons, who wears his hair in freeform locs, championed the law in support of Jett Hawkins, a 4-year old boy who was sent home from school earlier this year for having braids that violated his school’s dress code.

“Kids like Jett deserve to express themselves however they see fit and they shouldn’t have to be restricted by old fashioned and often racist dress codes,” Simmons said. “We need to empower Black children to have the confidence to express themselves naturally, and give them and their families more agency over their personal choices.

We still have more work to do, but I’m pleased that beginning in 2022, Black youth in Illinois will be able to wear their hair naturally in all schools.”

Public Act 102-0360 , which was signed into law by Gov. JB Pritzker on Aug. 13, will take effect Jan. 1 , 2022.

The funders recently tapped veteran labor strategist and organizer Jennifer Epps as LIFT’s next leader in its fight to build a stronger worker and labor movement and support innovative and bold strategies being developed by organizers across America.

Epps has worked on the frontlines leading strategies that have led to unionization, improvements in benefits, better working conditions, and raised millions of dollars for workers in the health care and education sectors.

As a former vice president of the largest local union in the world, 1199SEIU United Healthcare Workers East, and as the former executive director of one of the largest teachers’ union locals in the nation, Epps brings more than 15 years of experience organizing and winning for workers to her new role as Executive Director of the LIFT Fund.

As a seasoned organizer and strategic leader with extensive experience building worker power, Epps has helped forge relationships and alliances between labor and community organizations to win major victories.

After a nationwide search, Epps will become the second executive director in LIFT’s 10-year history.

Epps takes the reins after LIFT’s former Director, Valeria Treves, stepped down to serve as an Advisor for Worker Voice Engagement at the U.S. Department of Labor in February 2021.

Property reassessments released for Hyde Park Township Residential and commercial properties in Hyde Park Township show modest growth The Cook County Assessor’s Office released initial assessments of residential and commercial properties in Hyde Park Township. This is the last of eight townships in the City of Chicago to be reassessed in 2021 under the leadership of Assessor Fritz Kaegi, who took office after Chicago’s last reassessment in 2018.

“We’ve seen some growth in value in Hyde Park Township but not as much as in other areas of the city,” said Assessor Kaegi. “In some areas, home values are rising significantly, though others have plateaued. Despite the pandemic, downtown rents have increased since 2018, but Hyde Park’s commercial properties grew the least of other Chicago townships.”

Increases in assessments reflect increase in property values. Assessments, under Illinois law, should reflect overall market values. The first step to ensuring property owners pay only their fair share of property taxes—without needing to file appeals to correct inaccurate assessments—is to make sure assessments of all property types accurately reflect the real estate market.

Changes in assessed value in Hyde Park Township The following chart represents the increase in total assessed value in residential and commercial properties in Hyde Park Township.

Note: Percentage increases and total increases are for all properties in that category. Assessment increases or decreases to individual properties vary, depending on each property’s location and characteristics.

How assessments relate to property taxes An increase in a property’s assessment does not lead to the same increase in an individual property’s tax bill. A property’s share of taxes depends on reassessments throughout all of Chicago, from homes in Chatham and Jefferson Park to commercial properties in Little Village and the Loop.

Property reassessments are ongoing for Chicago’s remaining two townships. If the growth in assessed values throughout Chicago outpaces the growth of the assessed value of an individual property in Hyde Park Township, that individual property’s share of property taxes could shrink despite its increase in property value.

Property assessments in Chicago are used to apportion taxing district levies, which pay for services such as schools, parks, libraries, and pensions. The Assessor does not set levies or tax rates. In addition, increases in assessments do not necessarily increase the revenue received by taxing districts.

The graph to the left demonstrates that in Hyde Park Township, there were increases in both residential and non-residential total assessed value. These increases also shifted Hyde Park’s balance of residential and non-residential assessed value.

At the end of the 2018 reassessment cycle, 64% of Hyde Park Township’s total assessed value was residential, with the other 36% comprised non-resi-

dential and commercial multi-family properties.

The 2021 initial reassessed values have shifted this to 58% residential, and 42% non-residential and commercial multi-family properties.

These percentages may change at the final stage of assessment after appeals are processed by the Assessor’s Office and by the Board of Review.

The 2021 assessments will affect the second installment property tax bill issued in late 2022.

Residential assessments In 2020, median sale prices of single-family homes in Hyde Park Township were about $150,000 for single-family homes and $170,000 for condos.

In its assessment models, the Assessor’s Office estimated the 2021 median market value of single-family homes in Hyde Park Township was $150,000 and median condo value was $140,000. Estimates depend on the individual property’s location and characteristics.

The assessments for single-family homes and condos met all three International Association of Assessing Officer standards for high-quality assessments.

Third-party reporting, including a 2017 report in the Chicago Tribune, showed that the previous reassessments of the City of Chicago resulted in overassessment of some lower-value homes while higher-value homes typically were underassessed. l

Commercial assessments Hotels and retail properties are among the sectors with the largest declines since the onset of COVID, whereas rents in multi-family apartments, grocery stores, industrial buildings, and data centers have been stable or experienced positive growth since the onset of COVID. In the Assessor’s Office 2021 models: Market rents for apartments in Hyde Park range from $438 to $2500 a month. o Market vacancy is between 10 and 16%. o Market values are estimated from $16k to $248k per unit.

Office buildings in Hyde Park Township range in size from 2000 to 387k in square footage and are assessed at $4 - $29 in rent per square foot with 5-20% market vacancy. o Estimated market values are $28-$163 per square foot.

A report from the International Association of Assessing Officers stated that commercial properties in Chicago were underassessed in 2018, which may have shifted some of the property tax burden from commercial properties to residential properties. The 2021 reassessments reflect current market data and commercial property’s share of the market.

Here are three simple financial resolutions Lincoln Financial recommends for 2022 to help strengthen consumers’ financial outlooks in the new year: 1. Review finances holistically. Ensure you evaluate the big picture – not just where you are spending, but where you are saving and protecting your future too. A simple budget will help you differentiate between needs and wants, enabling you to find areas to cut back or eliminate to find money to meet your financial goals, like retirement or emergency savings. Maximize online budgeting tools,

calculators and other financial wellness resources available through your employer too.

2. Prepare for the unexpected. Without the right protections in place, an unexpected event can derail retirement savings, disrupt your ability to provide for your family or drive you into additional debt. Look into coverages like disability, accident and life insurance that may be available through your employer or consider an individual life insurance policy.

Also, commit to funding your emergency savings account as part of your budget. And don’t forget to think about how you would fund the cost of care if you or a loved one had a long-term care event.
