COLLEGE CONSENSUS PUBLISHES RANKING OF THE BEST COLLEGE ALUMNI ASSOCIATIONS FOR 2019 Northwestern University and the University of Chicago have been identified as being two of the 50 Most Supportive Alumni Networks for 2019 according to College Consensus, a college ratings website that aggregates publisher rankings and student reviews.

“Very few students really take the alumni association into account when they’re researching where they want to go to college,” the editors of College Consensus note. However, “alumni are key to conquering the job market,” they add.

ILLINOIS OFFICIALS CAUTION RESIDENTS TO BE AWARE OF BLUE-GREEN ALGAE As temperatures begin to rise, the Illinois Environmental Protection Agency and Department of Public Health are reminding residents to be cautious if they are planning activities on Illinois lakes and rivers, now and throughout the summer.

Water conditions are ideal for blue-green algae growth. Blue-green algae (also known as cyanobacteria) are microscopic organisms that naturally occur in lakes and streams. Rapid growth of algae is referred to as a “bloom.” While most blue-green algae are harmless, some can produce toxic chemicals that cause sickness or other health effects in people and pets, depending on the amount and type of exposure.

BIPARTISAN BILL TO ADDRESS PREDATORY PHONE RATES IN CRIMINAL JUSTICE SYSTEM U.S. Senators Tammy Duckworth (D-IL), Rob Portman (R-OH), Cory Booker (D-NJ), Brian Schatz (D-HI), Ed Markey (D-MA) and Angus King (I-ME) recently introduced the Martha Wright-Reed Just and Reasonable Communications Act to strengthen the nation’s criminal justice system. This bipartisan bill would help families keep in touch with their incarcerated family members, which studies have shown can help reduce recidivism rates and thereby save taxpayer dollars.

This targeted legislation would address long-standing concerns about the prohibitively expensive and predatory price of phone calls that incarcerated individuals at correctional facilities across the U.S. are forced to pay if they want to contact their family or friends. The bipartisan legislation would affirm the Federal Communications Commission’s (FCC) authority to address a market failure to protect family, clergy and counsel who communicate with prisoners, inmates and detainees. The legislation also makes clear that the obligations of fairness in inmate communications apply to all individuals, including those living with a disability.

A massive group of bike riders recently took to the streets of Englewood for an eight-mile ride through the neighborhood for Think Outside Da Block’s third annual Roll N Peace event. The purpose of the bike ride was to bring together neighbors, stakeholders, and 7th District police officers to tour the neighborhood and create a safer community.

Think Outside Da Block is a nonprofit organization that supports youth in the Englewood community through productive activities and communication, according to their website.

“Roll N Peace is a critical mass bike tour through the Englewood community that came about from the Englewood Quality of Life Plan Public Safety Task Force,” said Lyana Funches, vice president of Think Outside Da Block.

A critical mass bike ride is when a large group of cyclists gather to ride through a specific neighborhood or city together.

In this case, Think Outside Da Block has

organized a critical mass ride through Englewood for the purpose of addressing crime, according to Funches.

“We ride our bikes a lot, but you never hear about something like this transpiring in this type of neighborhood because the stereotype is typically that it’s too dangerous,” said Funches. “This bike ride was an innovative way to make sure that we show that these things are possible in every neighborhood.”

A local bike-share company, Divvy, donated 100 blue bikes to the Roll N Peace event for people who didn’t have their own to ride.

The bike ride was supported by TIME 21:36, a crime reduction initiative in Englewood, which originally launched in 2018 thanks to a $1 million grant that the Englewood Quality of Life Plan received from the Department of Justice to support their Public Saftey Task Force. TIME stands for This Is My Englewood and 21:36 represents the 60621 and 60636 zip codes that encompass the greater Englewood community.

reduction that utilizes the resources and expertise of community stakeholders to create a safer neighborhood, according to information provided by Think Outside Da Block.

“The Department of Justice’s plan is to allow the community to be the agent of change for what’s transpiring,” said Funches. “We partnered with them to launch the initiative because its full purpose is to reduce crime.”

This is the third year that the Roll N Peace bike ride has taken place and Funches said that Englewood has seen a reduction in crime every night that they have hosted the critical mass bike ride.

“We have noticed that when the community is present in an area, crime decreases.

So, whenever that presence is around, there is no crime because people don’t want to be seen committing those crimes,” said Funches. “We’re trying to reclaim our neighborhoods to make sure that people understand this is ours and the only people that have the capacity to create change are us.”

OIG Follow-Up Finds Some Recommendations Not Fully Implemented The City of Chicago Office of Inspector General (OIG) has completed a follow-up to its January 2018 audit evaluating the design and implementation of the Chicago Department of Transportation’s (CDOT) management of construction in the public way.

Based on the Department’s response, OIG concludes that CDOT has made progress, but more work remains to fully implement the recommendations.

The purpose of the 2018 audit was to determine whether CDOT maximized public way project coordination opportunities, thereby protecting City infrastructure and minimizing disruptions, and whether the Department ensured that street surfaces were restored in accordance with its rules and regulations.

The public way consists of all City streets, sidewalks, parkways, and alleys, and serves as a corridor for underground private and public utilities, such as sewers, water and gas mains, and telecommunications conduits.

CDOT has implemented some corrective actions. Oth-

ers are still in progress, only partially implemented, or not implemented at all. Specifically, CDOT has engaged and improved coordination with the Department of Planning and Development and the Public Building Commission and has implemented procedures to help ensure that contractors do not use emergency dig tickets to circumvent the project coordination process.

CDOT has improved the way it solicits information from stakeholder agencies via their capital improvement plans, though it still does not collect five-year plans from each agency, a significant operational shortcoming in an otherwise conceptually sound program.

CDOT has begun to address the gap between its mandate to inspect all public way restorations and its inspections staff ’s capacity, but has not been allocated resources to significantly expand this function.

It has begun to develop an electronic system to schedule, record, and track inspections and citations by associated permit, though development is still in its early stages.

Finally, CDOT declined to assume full responsibility for residential street infrastructure planning by removing it from the Aldermanic Menu Program.

“A holistic approach to core infrastructure will help the City realize significant benefits for its taxpayers and the infrastructure they depend upon,” said Inspector General Joe Ferguson. “In strongly urging CDOT to pursue full five-year capital improvement plans from all stakeholder agencies to maximize opportunities to coordinate projects, we note three recurring features that routinely bedevil numerous otherwise effective City initiatives and operations.

CDOT is managing a citywide initiative but lacks the enterprise-wide authority needed to achieve best outcomes. This is a problem only the Mayor can fix, either by giving CDOT the authority to require all relevant City departments and stakeholders to be full participants, or to direct them to do so herself.”

Ferguson continued, “Second, the City is taking a penny-wise and pound-fool-

ish approach, withholding enforcement resources which, if provided, would provide exponentially larger overall benefit than cost. Here, again, the Mayor can shift the paradigm by directing the Office of Budget and Management to work with CDOT to secure adequate staff for CDOT’s public way inspection function.

Finally, Ferguson added, “CDOT’s management of this function illustrates the corrosive impact of small-bore institutional politics, manifest here in the reluctance of a major infrastructure department to assume full responsibility for core residential street infrastructure planning because it touches upon a discretionary conferral of an administrative aldermanic prerogative—the Aldermanic Menu Program.

Both this follow-up and our original report make clear that providing CDOT full authority to coordinate construction impacting the public way is a best practice that would substantially improve governance.”

NEWS U.S. Department of Labor Investigation Cites Illinois Contractor For Continuing to Expose Roofers to Falls Hazards The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) cited residential homebuilder Florentino Rodriguez of DB Custom Carpentry LLC for exposing employees to falls at a residential site in Wheaton, Illinois. The contractor faces penalties totaling $196,905 for one serious and two willful safety violations.

In November 2018, OSHA inspectors observed employees working without adequate fall protection. The company was also cited for failing to train employees on fall protection and safe forklift operations.

Since 2013, OSHA has cited companies owned

by Rodriguez for fall violations 12 times. The contractor owes more than $797,000 in outstanding penalties, which OSHA has referred to the U.S. Department of Treasury for debt collection.

“This employer continues to expose employees to fall hazards ‒ the leading cause of injuries

and fatalities in the construction industry,” said OSHA Naperville Area Office Director Jacob Scott. “Employers must comply with federal safety requirements, and ensure that employees are adequately protected from and trained on hazards that exist at their worksites.”

The company has 15 business days from receipt of its citations and penalties to comply, request an informal conference with OSHA’s area director, or contest the findings before the independent Occupational Safety and Health Review Commission.

Under the Occupational Safety and Health Act of 1970, employers are responsible for providing safe and healthful workplaces for their employees. OSHA’s role is to ensure these conditions for American working men and women by setting and enforcing standards, and providing training, education, and assistance. More than $17 Million In Department of Health And Human Services Funds Go To The University of Chicago U.S. Representative Bobby L. Rush (D-Ill.) recently announced that the U.S. Department of Health and Human Services would award $17,249,630 in federal funding to the University of Chicago. This grant will support drug abuse and addiction research programs.

“This is a significant win for the University of Chicago. As one of the great institutions in the 1st Congressional District

of Illinois, it is important to see them lead in an area that impacts so many Americans right here in Chicago and the surrounding communities. I have long advocated for solutions to treat drug abuse and addiction.

Last year, I worked on a bipartisan basis to ensure that the opioid legislation included provisions to provide treatment to those suffering from addiction to crack cocaine as well as other

substances in addition to opioids. This important provision was signed into law as part of the SUPPORT for Patients and Communities Act in 2018,” said Rush. “I am excited to see the impact this funding will have on our district and the country and I will continue to fight for resources and federal funding that will provide solutions to the most pressing issues facing our communities.”

Marquette Bank Awards 56 Scholarships to Local Students Marquette Bank, a locally-owned neighborhood bank, continued its 50+ year tradition of awarding scholarships to local graduating seniors.

This year, the Marquette Bank Education Foundation awarded individual scholarships of $2,500 to 56 graduating seniors from Chicagoland schools.

“Marquette Bank is proud to invest in the future education of these students. Our

scholarship recipients have all exceeded their volunteer service requirements and have shown their commitment to making a difference in their community,” George Moncada, president and chief of Marquette Bank, said. “We wish them much success in college and beyond in their professional lives.”

Since the scholarship program began during the 1967 -1968 school year, more than

$3.4 million has been awarded to over 1,700 high school seniors from Chicagoland neighborhoods.

Students were selected based on financial need, scholastic achievement and a record of volunteer service in their communities. The scholarship can be used for any post-secondary education program, including: four-year universities, community colleges and vocational

training schools.

The scholarship program is funded by the Marquette Bank Education Foundation (MBEF) and scholarships were awarded to students chosen by their school’s guidance counselors and principals. Recipients reside in cities throughout the Chicagoland area including Blue Island, Chicago, Calumet Park, Hazel Crest and Markham among others.

Black Bodies Creating White Power

Almost every high school student in America knows about the compromise reached during the drafting of the U.S. Constitution resulting in enslaved people being counted as three-fifths of a person during the national census held every 10 years.

Even while white Southerners denied enslaved people in those states the rights guaranteed to citizens, they still demanded that the enslaved people’s bodies be counted in the census. The Southerners made this demand because the size of a state’s population determined how many representatives those states would be granted in Congress. The more representatives a state had, the greater the state’s power in the federal government.

The Northern states, seeing this ploy for what it was, resisted Southerners’ demand but, eventually, a compromise was reached where each enslaved body would be counted only as three-fifths of a person.

This is just another example of how white supremacists benefited from the use of black bodies while not providing one drop of benefit to the souls inhabiting those bodies. It also helps us to understand how black bodies currently are being used to enhance white supremacy in America.

Today, significant numbers of prisons – where brown and black inmates from urban areas are incarcerated – are located in rural, predominantly white census tracts. And for years, these brown and black bodies have been used to inflate the census figures in order to enhance the political power of those rural white areas.

The practice of counting prisoners in the census tracts where they are incarcerated decreases the political power of the home communities of those prisoners and transfers that power to an alien community with diametrically opposed interests. This is what happens when an individual is removed from his urban home in a liberal Democratic district and incarcerated in a district that voted for a white supremacist like Donald Trump. The body of that inmate, who by incarceration is ineligible to vote, has now increased the population count in the conservative district while the count of his liberal home district has been reduced.

The body of the inmate of color, like the body of his or her enslaved ancestor, has been stolen in order to enhance the political power of his or her oppressor.

There are approximately 2.3 million Americans in prisons and jails today. It also has been reported that between 1970 and 2000, more than 1,100 prisons were built in the United States, with roughly 70 percent of those prisons being located in rural communities, mostly in conservative Southern states such as Florida, Georgia, Oklahoma and Texas.

that voted for Donald Trump had a 53 percent higher jail admissions rate than those that voted for Hillary Clinton in the 2016 presidential election.

The national NAACP has reported that while African Americans and Hispanics make up approximately 32 percent of the U.S. population, they made up 56 percent of all incarcerated people in 2015.

A slide rule is not necessary to figure out that when you have large numbers of people victimized by the mass incarceration policies of this country, and a significant number of those inmates are used to further empower white supremacists in rural areas, there is little incentive for conservative politicians to correct this injustice that has been dubbed “prison gerrymandering.”

In addition to stealing bodies to gain political power, these rural areas receive increased federal funding based on their inflated population figures. This takes money from inner cities where many of the inmates had lived and redeposits those funds into the rural, predominantly white areas where the prisons are located. This is a win-win for white supremacy and a significant handicap for urban areas victimized by a lack of services, overpolicing and courts that hand down harsh sentences.

The practice of prison gerrymandering is slowly attracting attention. Six states – Delaware, Maryland, Nevada, California, New York and Washington – have outlawed prison gerrymandering and others have started taking steps to reduce or eliminate it.

The year 2020 is coming. It is not only an election year, but a year when the next census will be taken. Battles will be fought over racial gerrymandering and voter suppression. Ending prison gerrymandering is a battle that also must be fought. If prison gerrymandering is taking place in your state, organize and act.

The year 2020 is coming and we must fight against all attempts to foster white supremacy, including prison gerrymandering.

According to the latest State of Creative Hiring data, 75% of advertising and marketing hiring decision makers anticipate expanding their teams in the second half of 2019, up from 60% six months ago. In addition, 62% of employers plan to increase the number of freelancers they use, a 6-point jump from the first half of the year.

Web and mobile development remains the top area for recruiting among survey respondents.

Advertising and marketing hiring managers also reported a strong need for professionals with expertise in user experience, web production, and user interface and interaction design.

Staffing Challenges and Strategies A majority of advertising and marketing hiring decision makers (86%) said it’s somewhat or very challenging to locate the creative talent they seek. And when it comes to recruiting professionals with digital expertise, the job is just as tough: 75% reported difficulty finding and retaining these individuals. This may be one reason 45% of employers cited being

understaffed in digital areas.

In order to make better hires, many creative managers are keen on partnering with their peers on the technology team. More than 9 in 10 survey respondents (92%) said it would be helpful to work with IT hiring decision makers when recruiting full-time professionals to support digital marketing initiatives, and 65% said they frequently do.

“Creative and technology professionals are collaborating more than ever on digital marketing projects,” Domeyer noted. “Hiring managers who work together to identify recruiting needs across departments are in the best position to build high-performing teams with complementary rather than redundant skills.”

In fact, the city’s rabid sports fans - and teams - are known for their facial hair prowess. This distinction, combined with Mitchell Trubisky’s quarterback beard pact last season, helped launch the city into the No.1 spot on this year’s rugged roster.

To celebrate Chicago’s newly minted moniker, Wahl kicked off its national ‘Facial Hair Friendly Cities Tour’ at the Bears100 Celebration Weekend June 8-9, 2019.

Newly published data in Pediatric Dermatology shows that daily use of a sodium hypochlorite wash (CLn® BodyWash) significantly improved all primary and secondary outcome measures and is well tolerated with moderate-to-severe atopic dermatitis (AD), supporting its usefulness as a practical maintenance product.

A 6-week, prospective, open-label study was conducted on 50 participants (25 subjects from Houston and 25 subjects from Chicago) ages 6 months to 17 years who had moderateto-severe AD with Staph aureus colonization documented by skin culture. Participants were not allowed to use antibiotics and instructed to continue using their current medications while adding washing with CLn® BodyWash, once daily for 6 weeks.
