NEWS briefly EDUCATION GRAB-AND-GO MEAL DISTRIBUTION RESUMES WHILE DISTRICT PROVIDES RESOURCES FOR NAVIGATING DISCUSSIONS ABOUT RACE AND EQUITY Meal distribution has resumed at more than 300 school sites following a temporary one-day suspension of grab-and-go meal sites due to recent transportation and safety challenges that were anticipated for families and staff. During the one-day suspension, CPS delivered meals to families, as previously planned and scheduled. For the current list of active meal sites, please visit cps.edu/mealsites. At the board meeting in May, the district announced that it would be providing its current expanded grab-and-go meals structure throughout the summer.

Also, to help students, educators and parents navigate discussions around racial inequities that spurred action in Chicago and throughout the country, CPS has provided an instructional toolkit for families and staff. “We support and stand with Chicagoans who are forcefully, yet peacefully, advocating for the rights of black and brown people. We created a package of resources for families to navigate these difficult times and we hope this leads to critical conversations in households and virtual classrooms across Chicago,” CPS CEO Dr. Janice K. Jackson said in a news release.

Since the final day of in-person instruction, CPS principals and nutrition staff have ensured families are fed and supported. More than 13 million free meals have been provided to school staff and more than 125,000 computing devices were distributed to support remote learning.

IEMA REMINDS RESIDENTS WHEN THUNDER ROARS, GO INDOORS The Illinois Emergency Management Agency (IEMA) and local offices of emergency management are encouraging residents to stay aware of local forecasts and be prepared for severe weather. The National Weather Service says heat and humidity could fuel afternoon and evening thunderstorms, producing strong and dangerous winds. The forecast serves as a good reminder: when thunder roars, go indoors.

IEMA offers severe weather preparedness information on the Ready Illinois website (www.Ready.Illinois.gov), a one-stop resource for detailed information about what to do before, during and after disasters. To help Illinois residents prepare for severe weather season, IEMA and the NWS developed a Severe Weather Preparedness Guide that covers flooding, severe weather terms and tips for staying safe. DEPARTMENT OF JUSTICE AWARDS NEARLY $400 MILLION FOR LAW ENFORCEMENT HIRING TO ADVANCE COMMUNITY POLICING The Department of Justice recently announced nearly $400 million in grant funding through the Department’s Office of Community Oriented Policing Services (COPS Office) COPS Hiring Program (CHP). The Attorney General announced funding awards to 596 law enforcement agencies across the nation, which allows those agencies to hire 2,732 additional full-time law enforcement professionals. The awards announced are inclusive of the $51 million announced in May as part of Operation Relentless Pursuit.

The COPS Hiring Program is a competitive award program intended to reduce crime and advance public safety through community policing by providing direct funding for the hiring of career law enforcement officers. In addition to providing financial support for hiring, CHP provides funding to state, local, and tribal law enforcement to enhance local community policing strategies and tactics. Funding through this program had been on hold since the spring of 2018 due to a nationwide injunction that was lifted earlier this year. The COPS Office received nearly 1,100 applications requesting more than 4,000 law enforcement positions.

According to Moore, Black contractors built the Walgreens located on 1213 W. 79th St. and he said people need to understand the history of the location and where the community is today. “Where we are today, given everything that happened, wasn’t just about Mr. Floyd,” Moore said. “It was about systemic racism throughout.”

Moore said his focus on Chicago’s City Council and as vice chair of the committee on equity, is to make sure that there is equity in contracts and that Black contractors are hired for both labor and

professional services.

Moore said that he has spoken to both Walgreens and Walmart, but it isn’t just about those two companies.

“This is about every corporation from here in Englewood to downtown, to downstate by East St. Louis. So, we’re asking and we’re demanding for people to make sure they’re intentional in hiring Black people,” he said. “So, we’ve asked them to make sure that Black contractors were hired not only at this location, but throughout and to put a plan together.”

Moore said he reached out to clergy members and they made calls to companies. He also reached out to other elected officials and they made calls to companies. He said after a concerted effort, Walgreens agreed to a plan.

Father Michael Pfleger, of St. Sabina Catholic Church, said almost 20 years ago, the community fought to bring Walgreens to the location and they also fought to have a Black contractor build it.

“We need the businesses. [The] hashtag can’t be BlackLivesMatter, and nothing’s done to put it into flesh and reality. The nice phrases are great, but now they need to put it in[to] action, we need businesses

to come into the community and open up their businesses and stores in the community,” Pfleger said.

Pfleger added all the businesses that experienced damage during the unrest, need to open up again.

“You can’t determine [that] you’re going to open up on the North side, but not [on] the South side or West side,” Pfleger said.

Every one of the businesses has to open, he added. “They have to open up with the same speed. So, I don’t want to see that a Walgreens or a Jewel or a Walmart opened up someplace else and they’re back going and we’re still waiting to be done. They need [to] open up all at the same time,” Pfleger continued. He added hiring Black contractors doesn’t just have to happen in the Black communities in the city, but Black contractors should be hired in all communities in the city, he said.

“You’re going to find this hard to believe Chicago, but Black folks can work in the white community, too. We want to make sure they’re included and get equity in all the different stores, in all [the] different retail [stores],” Pfleger added.

“If the rebuilding is taking place, use African American contractors,” he said.

Annual Deaths Due to Alcohol, Drugs or Suicide Exceeded 150,000 Newly released data show that 151,964 Americans died due to alcohol, drugs or suicide in 2018.

This national death rate for alcohol, drug and suicide deaths was only very slightly lower than what it had been in 2017 despite progress in reducing some types of opioid overdose, according to a new study by Trust for America’s Health(TFAH) and Well Being Trust (WBT).

For the year, alcohol deaths were up 4 percent and suicide deaths were up 2 percent. The new data also show a continuing shift within the opioid crisis with reductions in deaths due to prescription opioid overdose but increases in deaths involving syn-

thetic opioids, including fentanyl.

Death rates for all opioids were down 2 percent, but the death rate for synthetic opioids was up 10 percent. Additionally, heroin involved overdose deaths were lower but deaths involving cocaine and other psychostimulants, such as methamphetamine, ecstasy, amphetamine and prescription stimulants, were higher.

While still disturbingly high, the 2018 data is the first time since 1999, when the current data collection began, that there has not been a sizable increase in the alcohol, drugs and suicide deaths per 100,000 rate.

However, this stabilization in the deaths rate

was not uniform. Some places and population groups are experiencing stable or decreasing deaths rates while rates among other groups or in other places continue to rise.

American Indians, Asians, Blacks, Latinos and older adults all experienced increases in drug-induced deaths between 2017 and 2018.

Blacks and American Indians had the largest absolute increase.

Blacks now have higher synthetic opioid overdose rates (10.7 per 100,000), cocaine overdose rates (8.8 per 100,000) and nearly the same overall drug-induced death rate (21.8 per 100,000) as Whites, after decades of having substantially

lower rates.

Population groups that experienced lower drug-induced death rates in 2018 included adults ages 18 – 54 and Whites.

“These data are a clarion call to action,” said John Auerbach, president and CEO of Trust for America’s Health. “We know what works to address deaths of despair but progress has been uneven and death rates continue to climb, with communities of color experiencing higher rates of increases in drug-induced and alcohol deaths. And there’s another immediate concern: the COVID-19 crisis has increased the health burdens and economic pressures on many communities of color.”

Pritzker Administration Launches COVID-19 Summer Youth Employment Program The Illinois Department of Human Services (IDHS) recently announced two COVID-19 response programs designed to provide much-needed support to Illinois residents – a summer youth program for more than 2,000 atrisk youth and an Immigrant Family Support Project for more than 3,600 families who have been generally excluded from or ineligible for federal COVID-19 relief and unemployment insurance.

“IDHS exists to assist residents who are in greatest need and who have not had access to resources and opportunities,” said IDHS Secretary Grace B. Hou. “In response to COVID-19, we have deployed additional resources to protect and support people who are experiencing homelessness, people with disabilities, and victims of domestic violence. These two additional projects extend our work to reach marginalized communities and provide some relief during an extremely difficult time.”

Summer Youth Employment Project IDHS, with support from the Illinois Criminal Justice Information Authority (ICJIA), has announced a COVID-19 Summer Youth Employment Program (C-SYEP).

Many of Illinois’ young people between the ages of 16 and 24 face significant challenges to securing employment this summer.

The COVID-19 Summer Youth Employment Program will be implemented and managed

by IDHS-funded Youth Services organizations across Illinois.

This group of young people makes up 24% of the overall workforce employed in industries at highest risk of closure due to COVID-19. To address this hardship, the COVID-19 Summer Youth Employment Program seeks to help employ 2,200 low-income, minority and at-risk youth living in high poverty communities and counties hardest hit by the pandemic. The primary objective for youth served in the program will be to develop essential employability skills and to earn entry-level work experience.

Grantees of the program will partner with local employers in need of summer employees.

Participating youth will be placed in age-appropriate, ability-appropriate, and experience-appropriate Work-Based Learning Opportunities, Career Development Experience Opportunities, or Pre Apprenticeship programs.

Eligible youth include those low income and/or at-risk youth ages 16-24 who have Illinois residency and are able to provide an I-9 prior to employment. IDHS anticipates that up to 30 projects will be funded in Champaign; Cook; Lake; Macon; McLean; Peoria; St. Clair; Stephenson; and Winnebago Counties.

ployment, loss of income, medical costs, and food and housing insecurity as a direct result of COVID-19 and are ineligible for any federal funding relief. IDHS will dedicate $2 million to the effort and the IFC, a private foundation funders’ collaboration, is raising an initial $750,000 to support the project.

“IDHS, with private philanthropic partners, can leverage our resources to support those families who have been expressly excluded from federal relief funding,” said Grace Hou, secretary of the Illinois Department of Human Services. “Immigrants play an essential role in our society and make up the fabric of our communities across the state of Illinois. IDHS is proud to work with our partners on the COVID-19 Immigrant Family Support Project to help Illinois’ immigrant community through this crisis. We want everyone to know help is here – for anyone who needs it.”

While many Illinoisans have access to support from federal Economic Impact Payments based on the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) and to other state and federal benefits, many immigrants are excluded. This project will help fill the gap and provide much needed direct support for immigrant families in Illinois.

With the IDHS contribution, the Illinois Coalition of Immigrant and Refugee Rights (ICIRR) will administer funds through a statewide network of over 60 community-based organizations and Illinois Welcoming Centers who identify, confirm the eligibility of, and enroll families in the program.

Through these partners, funding will then be distributed to more than 3,600 affected households of immigrants, focusing on those with the lowest incomes. IFC will also continue fundraising beyond its initial investment.

In order to be eligible for assistance, applicants must meet the following criteria: • Be a resident of Illinois.

• Have experienced an income disruption due to the coronavirus (COVID-19) pandemic (either a job loss or reduction in hours).

• Not be eligible for federal stimulus or unemployment insurance.

Priority will be also given to households with income below 200% federal poverty level.

“Before this crisis, Illinois’ immigrant communities and communities of color were already predisposed to health, housing, and financial vulnerabilities and inequities. Assistance programs like the COVID-19 Immigrant Family Support Project are a necessary first

step for those who did not receive stimulus relief funds despite their economic contributions to the state. This initiative will provide critical resources to thousands of families,” said Sylvia Puente, Executive Director of the Latino Policy Forum.

In addition to these funds, immigrants will also be screened for eligibility for SNAP for eligible children of immigrants, Pandemic-EBT, the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), and Moms & Babies – temporary healthcare coverage for pregnant women. The COVID-19 Immigrant Family Support Project is part of IDHS’ existing commitments to Welcoming Centers and builds on Illinois’ history as a Welcoming State. Illinois currently provides immigrants with a wide range of services, such as crisis intervention and services for health, food and housing needs at Welcoming Centers throughout the state.

4 Steps to Create a Household Budget with Staying Power StatePoint - These uncertain times are forcing more people to reexamine finances and rewrite their household budgets. According to the Pew Research Center in a survey conducted soon after the COVID-19 crisis began, 33% of Americans either lost their jobs or suffered a pay cut or reduction in work hours. Plus, 49% said the outbreak is a major threat to their personal finances.

Regardless of your situation, examining your budget and making some changes can save money and make your financial future more secure.

Here are four ways to budget wisely.

1. Calculate the bottom line: Figure out your baseline income. Then, categorize expenses by what you need to maintain your standard of living, such as a mortgage, utilities, groceries and insurance. 3 Expert Pay Negotiation Tips for Women StatePoint - As advocates continue to put gender equity under a microscope and some progress has been made, there’s still a long way to go. The income gap between men and women has yet to be closed, and while employers have a huge role to play in creating a level playing field, many women could advocate for themselves more effectively during salary negotiations.

A recent Randstad US survey found that 60 percent of women have never negotiated their pay. Additionally, roughly half of the women surveyed (51 percent) also said they’re more likely to leave a job because they’re underpaid, rather than ask their manager for a raise.

Asking for more money can be stressful, particularly for women. Research has shown that women have a tendency to both underestimate their value and avoid assertiveness (an essential skill for negotiating). These factors make negotiating more difficult, but no less important -- which is why you should be extra prepared.

Instead, use this time to ask your manager for feedback: What are you doing well? How would they like to see you improve? Show your manager that you want to do your job better, and then go make it happen.

Then, revisit that pay conversation a few months later.

Ultimately, the best thing you can do is advocate for yourself. For your employer, it’s all about the return on investment, and if you can make a solid case, most employers are willing to negotiate rather than lose you to one of their competitors.

Make a Commitment to More Family Meals Family Features - Spending moments together with loved ones carries obvious benefits like time to catch up and opportunities to bond, but sharing meals actually provides definitive value for families. With restricted social interactions and confinement at home due to COVID-19, many families are facing meal challenges that have shifted from juggling busy schedules to seeking new ways to mix up the traditional menu or using digital solutions to reconnect at a virtual table.

A study published in the “Journal of Nutrition Education and Behavior” funded by the FMI Foundation shows that more frequent family meals are associated with better dietary and family functioning outcomes. The results build on years of previous research studies to punctuate

the creation of the Family Meals Movement, which encourages Americans to pledge to share one more family breakfast, lunch or dinner at home per week.

Consider these notable findings from the study: l Family meals improve fruit and vegetable consumption. Studies show a positive relationship between family meal frequency and fruit and vegetable intake when examined separately, but also when fruit and vegetable intake are combined. l Family meals improve family dynamics.

Nearly all the studies included in the systematic review and meta-analysis demonstrated a positive relationship between family meal frequency and measures of family functioning.

Family functioning is defined as family connectedness, communication, expressiveness and problem-solving “There are thousands of individual studies that examine the impact of family meals on nutrition and family behavior, but this meta-analysis looks at the relationship between family meal frequency and family functioning outcomes,” said David Fikes, executive director of the FMI Foundation. “We can confirm that family meals are a valuable contributor of improved nutrition and family dynamics.”

1. Preheat oven to 350 F. 2. To make crust, beat together flours, sugar, egg, half-andhalf and almond extract. Add butter slices and mix together until sticky ball of dough forms. Refrigerate 30-60 minutes.

3. On heavily floured surface, knead dough a few times and roll out to fit greased 10-inch tart pan.

4. Carefully spread dough into tart pan and bake 15-20 minutes, or until tart starts to turn golden brown. Remove from oven and cool.

5. Dust crust with cornstarch to help fruit stick to crust.

Arrange strawberries, kiwi, banana and blueberries on top of crust; sprinkle with sugar, if desired.
