GLORIA RAY KARLMARK, ONE OF LITTLE ROCK NINE, RECEIVES AN HONORARY DEGREE FROM ILLINOIS INSTITUTE OF TECHNOLOGY (IIT) Gloria Ray Karlmark, who was one of 9 African American students who ignited controversy when they enrolled at the allwhite Central High School in 1957 in Little Rock, Arkansas, received an honorary degree from the Illinois Institute of Technology (IIT) during its May commencement ceremony held recently.

After receiving her bachelor’s degree in chemistry in 1965, Karlmark worked as a school teacher, laboratory assistant, programmer, and mathematician. She later moved to Sweden and joined IBM’s Nordic Laboratory. Karlmark worked for IBM’s International Patent Operations for 11 years and received an honorary doctor of science, honoris causa at IIT for outstanding contributions to the development of a more inclusive society.

U.S. MEASLES CASES IN FIRST FIVE MONTHS OF 2019 SURPASS TOTAL CASES PER YEAR FOR PAST 25 YEARS As of May 30, 2019, the Centers for Disease Control and Prevention (CDC) reported 971 cases of measles in the United States, the greatest number of cases reported in the U.S. since 1994, when 963 cases were reported for the entire year.

If outbreaks continue through summer and fall, the United States may lose its measles elimination status, erasing the hard work done by all levels of public health. “Measles is preventable and the way to end this outbreak is to ensure that all children and adults who can get vaccinated, do get vaccinated. Again, I want to reassure parents that vaccines are safe, they do not cause autism. The greater danger is the disease the vaccination prevents,” said CDC Director Dr. Robert Redfield, M.D.

Illinois Congressman Bobby Rush recently hosted a community meeting at the Jacob H. Carruthers Center for Inner City Studies, 700 East Oakwood Blvd., to discuss the possibility of there being a serial killer in Chicago who is heavily targeting black women on the south and west sides.

“Since 2001, it’s been reported that there have been 55 women strangled and some of them smothered to death on the south and the west sides of this city. That is a fact that none of us can be comfortable with. These murders are something that we cannot tolerate in our midst and it is our responsibility to ask the questions and to mobilize each other so that we can stop these murders of women on the south and west sides,” said Congressman Rush.

The panel was moderated by Mary Mitchell, a well-regarded journalist in Chicago, and included representatives from the Chicago Police Department, the States Attorney’s office, The Dreamcatcher Foundation, and the

Murder Accountability Project.

The Murder Accountability Project is a nonprofit group that is dedicated to educating Americans on the importance of accurately accounting for unsolved homicides within the United States. The organization obtains information from federal, state, and local governments about unsolved homicides and publishes this information along with tracks patterns and helps to identify potential serial killers across the country.

“We developed an algorithm which is a series of mathematical steps that identifies similar murders committed in similar geographies and having similar victims that have an elevated probability of being serial murders,” said Thomas Hargrove, founder and chairman of the Murder Accountability Project.

Based on the Murder Accountability Project’s algorithm, Hargrove said that it appears as though these 55 strangled and smothered women could be the result of a serial killer.

Some similarities that stood out to Hargrove when examining these open cases were that 94 percent of the victims were recovered

outside or in abandoned buildings. He also noted that the victims disproportionately had histories of sex work, drug use, or both and that serial killers have historically targeted this vulnerable population of women as their victims.

“The act of being a sex worker is very dangerous and they become targets for some kinds of men,” said Hargrove. “Clearly, the killer or killers we are dealing with are targeting sex workers or women with a history of drug addiction. These women should take precautions and assume there is a target on them.”

Law enforcement representatives were hesitant to say that there is a serial killer in Chicago because they don’t have any DNA evidence at the moment that would suggest that these crimes were committed by the same person.

Congressman Rush said that he recently sent a letter to the FBI urging them to look closely at the information that the Murder Accountability Project has collected and to listen to the community that is crying out for answers.

Durbin Highlights Measure To Allow Student Loan Debt To Be Discharged In Bankruptcy U.S. Senator Dick Durbin held a news conference recently highlighting new bicameral legislation that would give Americans overwhelmed by student loan debt the option of obtaining meaningful bankruptcy relief.

The Student Borrower Bankruptcy Relief Act of 2019 — introduced last month with Senator Elizabeth Warren (D-MA), and U.S. Representatives Jerrold Nadler (D-NY-01) and John Katko (R-NY-24) — would eliminate the section of the bankruptcy code that makes private and federal student loans nondischargeable, allowing these loans to be treated like nearly all other forms of consumer debt. The Senate bill is cosponsored by U.S. Senator Tammy Duckworth (D-IL).

“Filing for bankruptcy should be a last resort, but for those student borrowers who have no realistic path to pay back their crushing student loan debt, it should be available as an option to help them get back on their feet,” said Durbin. “Our nation faces a student debt crisis, and it’s time to restore the meaningful availability of bankruptcy relief to student loan borrowers.”

Only a limited number of debts, such as child support payments, alimony, overdue taxes, and criminal fines, are treated as nondischargeable in bankruptcy. However, current federal law also makes student loan debt nondischargeable except in extremely rare cases.

Student debt has not always been given special exemption by the bankruptcy code. Prior to 1976, federal and private student loan debt were both fully dischargeable. Congress then began steadily narrowing the grounds upon which student loan bankruptcy relief could be granted until, in 1998, federal student loans were made completely nondischargeable absent a showing of “undue hardship” which courts have construed to be nearly impossible to demonstrate. In

2005, Congress also made private student loans nondischargeable in bankruptcy. As a result, student borrowers who find themselves unable to repay their loans are now saddled with this debt for life.

Forty-four million Americans owe more than $1.5 trillion in student loan debt. Cumulative student loan debt has surpassed credit card debt to become the second largest category of private consumer debt after mortgages, and student loan debt is the fastest growing segment of U.S. household debt, increasing by 157 percent since 2007. Nondischargeable student debt is constraining the career and life choices of student borrowers, and analyses by the Federal Reserve show that the student debt burden is affecting the broader economy.

Since this country’s founding, Americans have had the ability to start over through bankruptcy. Filing for bankruptcy is not a step that student borrowers would take lightly, and the strict means test for bankruptcy filing that Congress imposed in 2005 would ensure that borrowers who have the means to repay student debts cannot simply liquidate them in bankruptcy. However, for those student borrowers who have no realistic path to pay back their student loan debt burden, bankruptcy should be available as an option to help them get back on their feet.

The Student Borrower Bankruptcy Relief Act of 2019 is supported by organizations including Americans for Financial Reform, Center for Responsible Lending, Consumer Federation of America, Consumer Reports, National Association for College Admissions Counseling, National Association of Consumer Advocates, National Association of Consumer Bankruptcy Attorneys, National Consumer Law Center (on behalf of its low income clients), National Student Legal Defense Network, Student Debt Crisis, Public Citizen, U.S. PIRG and Young Invincibles.

Local Entrepreneur Teaches Young People About Business Development

Growing up in Englewood, Candice Cunningham said she didn’t have much exposure to entrepreneurship but because of her persistent curiosity, she was able to learn how to be a successful business owner.

“I did not see a lot of entrepreneurship first hand but what I did see was a difference between where I lived and where I would go to school. My mom always sent me outside of my community to get my education which exposed me to people from other places who came from more affluent families and that made me curious. I was trying to figure out why my friends had parents who owned their own business but in my community that wasn’t the case,” said Cunningham.

After launching several successful online businesses, like looklav.com, Cunningham is now working to give young Chicagoans the exposure that she never had by providing them with the opportunity to participate in a 16-week Entrepreneurial Training Program.

The Entrepreneurial Training Program is the flagship program for The Black EcoSystem which is a concept that Cunningham created to serve as a network of resources for struggling communities and specifically black communities.

“I wanted to create a network of resources so we can handle a variety of problems all at one time like poverty, mental health issues, lack of opportunities, family conflict, and homelessness. All of these things need to be addressed together in order for it to be effective,” said Cunningham.

On June 27 from 5 p.m. to 9 p.m., Cunningham, along with the students from the inaugural Entrepreneurial Training Program,

will host the Rise Collection Apparel Pop-up event at 1023 S. Delano Court where people will have a chance to shop the clothing line that the students created.

“We work with teenage students from disadvantaged neighborhoods, like Englewood and Auburn Gresham, and we expose them to entrepreneurship. We come up with a concept for a business and they are my business partners. I walk them through how to take their

ideas from concept to actually implementing them and we discuss product development, how to put it online, and how to work with one another,” said Cunningham.

The students who participate in the Entrepreneurial Training Program will stay attached to the program and to Cunningham for as long as their businesses exists and will get to lean on her as a business mentor.

“They are literally my business partners,”

said Cunningham. “It’s up to me to find balance and to make these kids feel included because they are my business partners and I don’t want them to feel like I’m trying to control them and their decisions but at the same time, I’m teaching them entrepreneurship.”

Chicago Wins National Grant to Build High-Quality Youth Apprenticeships Career Launch Chicago, a new collaborative initiative between Chicago Public Schools, City Colleges of Chicago and the City of Chicago, has received $300,000 in grants from national and local philanthropy to expand apprenticeship opportunities for Chicago’s young people.

Career Launch Chicago will focus on creating work-based-learning opportunities for Chicago Public Schools students that will connect them to college pathways and careers in the areas of information technology, manufacturing and healthcare.

“This new initiative is a prime example of how strong partnerships between CPS and City Colleges help ensure that every student leaves high school on a positive career trajectory,” said Mayor Lori E. Light-

foot. “High-quality apprenticeships that give students rigorous academics, relevant work opportunities and mentorships are truly career launching experiences, and the confidence shown by both our funding partners and national experts is a testament to the collaborative success of Chicago’s educational, business, civic and philanthropic communities.”

Selected from a highly competitive pool of over 220 applicants from 49 states and Puerto Rico, Career Launch Chicago was one of nine groups across the country to receive $150,000 from the Partnership to Advance Youth Apprenticeship (PAYA), an initiative of the non-profit New America. The initiative was also awarded a $150,000 match from Apprenticeship 2020, a collaboration of philanthropies including JPMorgan Chase, Pritzker

Traubert Foundation, Salesforce.org, the Joyce Foundation, MacArthur Foundation, Chicago Community Trust, and the Chicagoland Workforce Funders Alliance.

The grant funding will support the design and launch of a youth apprenticeship system across CPS and CCC, including the staffing, course sequence design, employer partnerships and data systems for program management. In addition to the funds, PAYA will provide tailored technical assistance from PAYA’s National Partners, cross-site learning, and opportunities to participate in national research, communications, and storytelling efforts.

The partnership will involve leadership from the greater Chicago workforce community, including City Colleges of Chicago, Chicago Public Schools, the Chicago Cook Workforce Partnership, the Mayor’s Office, Chicago Apprenticeship Network, Apprenticeship 2020, Education Systems Center, MxD, and Thrive Chicago.

Apprenticeships typically combine classroom learning, paid onthe-job training, mentorship, and the opportunity to convert to fulltime employment upon successful completion of the program. Participants of Career Launch Chicago will also be able to earn college credits through City Colleges while still in high school.

Aon, Accenture, JPMorgan Chase,

McDonald’s, Walgreens and Rush University Medical Center have each been developing or growing apprenticeships programs for City Colleges of Chicago students. Aon has employed 60 apprentices over three classes starting in January 2017. The Accenture Technology Apprenticeship launched in June 2016 and today Accenture expects that City Colleges will soon be the largest source of entry-level talent in its Midwest office.

The PAYA grant is supported by the Ballmer Group, Annie E. Casey Foundation, Bloomberg Philanthropies, the Joyce Foundation, JPMorgan Chase & Co., and the Siemens Foundation.

Chicago Public Schools serves 361,000 students in 644 schools. It is the nation’s third-largest school district.

Survey Reveals Loss Of Lunch Breaks Weighs Heavily On Millennials

A survey by Tork, an Essity brand and the maker of nearly half of the napkins used in the food service industry in the U.S., finds that Millennials – who are now the largest generation in the U.S. labor force – are nearly three times more likely than Baby Boomers to believe coworkers would judge them negatively if they took a regular lunch break.

The survey, conducted as part of the brand’s award-winning Take Back the Lunch BreakSM program, also reveals that Millennials have a greater desire to enjoy a real lunch break than other generations.

The survey finds: l 62 percent of Millennials would opt for a longer or more regular lunch break if possible, compared to 46 percent of Baby Boomers. l 44 percent of Millennials strongly agree that they look forward to taking a lunch break, compared to 36 percent of Gen X employees. l 16 percent of Millennials would take a pay cut of 10 percent so they could take a lunch break every day, which is nearly double the percentage of Gen X employees and more than three times the percentage of Baby Boomers.

Noted beauty industry executive Rochelle Weitzner, former chief executive officer of Erno Laszlo and former chief financial officer at Laura Mercier Cosmetics and RéVive Skincare, recently announced the launch of Pause™, a first-of-its-kind, science-based skincare line focused on supporting skin during the three stages of menopause.

Directions: • Prep your ribs by patting them dry, removing the membrane, and trimming them, if your butcher hasn’t already.

• Generously coat every inch of the ribs with mustard and Pit Boss Sweet Rib Rub. Lay them on the grill bone side down and smoke at 225 F for 3 hours.

• After 3 hours, wrap them tightly in foil, leaving one side open to add in your butter, brown sugar, honey, and apple juice. Then, seal them up and place them back on the grill flesh side down for 2 more hours.

• To finish them off, remove the foil and lay the ribs bone side down for an hour or until they reach an internal temperature of 185 – 190 F, making sure to add your favorite BBQ sauce and crank up the grill temperature to 275 F, 15 – 20 minutes before the ribs are done.
