CHICAGO – U.S. Environmental Protection Agency is preparing to award a $245,000 grant to the state of Illinois to develop and implement a beach monitoring and notification program. Since 2002 EPA’s partners across the nation have used nearly $206 million in BEACH Act grants to protect the public by monitoring beaches for bacteria, maintaining and operating public notification systems, identifying local pollution sources, and reporting results to EPA. Under the Beaches Environmental Assessment and Coastal Health (BEACH) Act, EPA awards grants to eligible state, territorial and Tribal applicants to help them and their local government partners monitor water quality at coastal and Great Lakes beaches. When bacteria levels are too high for safe swimming, these agencies notify the public by posting beach warnings or closing the beach.

EPA’s most recent Beach Report found that beaches on U.S. coasts and along the Great Lakes were open and safe for swimming 92 percent of the time in 2020. Check with your local public health authority on water conditions when making plans to go the beach.

GOV. PRITZKER SIGNS LANDMARK EQUITY-DRIVEN NURSING HOME RATE REFORM LEGISLATION TO IMPROVE CARE FOR SENIORS

CHICAGO — Governor Pritzker signed historic and equity-focused nursing home rate form legislation (HB246) that will improve care for nursing home residents across Illinois. The legislation holds facility owners accountable by tying new funding to improving care for vulnerable Illinoisans.

The reform principles include increased funding that is tied to staffing levels, a proven predictor of improved health outcomes for residents; a new pay scale for certified nursing assistants that increases wages based on years of experience; and funding connected to improving key quality measures. The Illinois Department of Healthcare and Family Services first introduced these reforms in March 2021, and they were also included in the Governor’s budget for this fiscal year.

Illinois will become the first state to implement this reform model, as well as the first to incentivize better nursing home staffing at this magnitude. For the first time in Illinois, there will be a direct tie between funding for nursing home industry and quality measures, including the hiring of staff.

“Since day one of my administration, I’ve made it clear that everyone deserves quality, affordable healthcare,” said Governor JB Pritzker. “With today’s signing, Illinois will no longer tolerate an emphasis on profits over people, especially at the expense of our most vulnerable Illinoisans. When it comes to taking care of our seniors, Illinois is setting a new standard— the highest in the nation. This is what accountability looks like.”

Medicaid customers, and especially Black and Brown nursing home residents, are more likely to live in understaffed facilities, making equity a driving force behind the changes in the nursing home rate reform legislation. COVID-19 disproportionately affected nursing homes in vulnerable, often Black and Brown communities, further widening the inequities that exist within long-term care. But the need for change in the nursing home Medicaid payment system in Illinois began long before the pandemic.

The law goes into effect July 1, 2022 pending federal approval.

Cook County Commissioner is a public health and mental health advocate Continued from page 1

At 10 years old his life was changed when he witnessed a murder. He suffered from Post Traumatic Stress Disorder. He made a decision that he would go to college and come back and make positive changes in his West side community. He graduated from Jackson State University and received a Bachelor of Science in Elementary/Special Education. From there, he earned a Master of Science in Rehabilitation Psychology and a Ph. D. in Christian Psychology.

After graduating, he worked with returning citizens who were dealing with mental health and substance abuse issues. Deer began to connect with elected officials to create the Second Chance Act, and was instrumental in crafting the first model of a Cook County program that hired ex-offenders, the Cook County Re-Entry Employment Program.

Deer has been a business owner and came up against roadblocks during that time, so he started a commission within the Cook County government to have business owners give feedback on more effective ways for the County to serve African American and minority small business owners. That became the Cook County Commission on Small Business and Supplier Diversity.

When Deer was re-elected, he was appointed chair of Health and Hospitals. Deer believes social determinants of health – housing, food security, access to healthcare and transportation – along with health inequities led to

more Black people dying on COVID-19.

It is Deer’s mission to ensure Black people are able to get their health taken care of. With declaring gun violence a Public Health crisis, Cook County has designated a $1 million fund to specifically deal with gun violence, prevention and intervention. Deer also declared Mental Health and lack of Mental Health services a Public Health crisis. This is an area Deer is very passionate about. He is aware that more Mental Health services are needed in Cook County, especially in the wake of COVID-19.

May was Mental Health Month and Thursday, May 19th, was Mental Health Day. Deer didn’t receive counseling for the PTSD from witnessing the murder at the age 10 until he was in college.

Deer is a proponent of Domestic Violence services.

Cook County partnered with the Chief Judge and the Cook County Sherriff’s Office to get 24-hour domestic service. Now, people can get orders of protection 24-hours a day and they do not have to wait.

Deer serves on the National Institute of Drug Abuse, part of the National Institute of Health, which supports scientific research on drug use and the consequences.

Deer believes there should be a campaign of education surrounding mental health, as well as in the faith community. He wants to roll out the campaign within the next four years.

Roughly Half of Public Schools Report That They Can Effectively Provide Mental Health Services to All Students in Need WASHINGTON, PRNewswire -- Roughly half (56 percent) of public schools moderately or strongly agreed that they could effectively provide mental health services to all students in need, according to data released today by the National Center for Education Statistics (NCES) within the U.S. Department of Education’s Institute of Education Sciences (IES). Seventy percent of public schools reported an increase in the percentage of their students seeking mental health services at school since the start of the COVID-19 pandemic, and roughly three-quarters (76 percent) of schools also reported an increase in staff voicing concerns about their students exhibiting symptoms such as depression, anxiety, and trauma.

“We’ve seen an increase in students seeking mental health services and in staff voicing concerns about students’ mental health since the start of the COVID-19 pandemic,” said NCES Commissioner Peggy G. Carr.

“The pandemic has taken a clear and significant toll on students’ mental health. This snapshot of the pandemic’s mental health impact is critical in informing the need for student mental health services.”

During the 2021-22 school year, the most common type of mental health service provided by public schools was individual-based intervention (e.g., one-on-one counseling) at 84 percent of public schools, followed by case management (e.g., coordinating mental health support) at 70 percent, and external mental health referrals at 66 percent.

Nearly all (96 percent) public schools reported providing mental health services for their students during the 2021-22 school year. However, 88 percent of public schools did not strongly agree that they could effectively

provide mental health services to all students in need.

The three most prevalent limitations identified by these schools that limit their ability to serve their students’ mental health needs were an insufficient number of mental health professionals to manage their school’s caseload, inadequate access to licensed mental health professionals, and inadequate funding.

The findings released today are from the latest round of the experimental, monthly School Pulse Panel (SPP).

The panel was designed to be nationally representative of public primary, middle, high, and combined-grade schools, with data collected between April 12 and April 26, 2022. A total of 830 schools participated in the April collection.

The School Pulse Panel is part of NCES’s innovative approach to delivering timely information regarding the pandemic’s impact on public K-12 schools in the U.S. The survey provides reliable data focused on virus spread mitigation strategies, learning modes offered by schools, student and staff quarantine prevalence, and mental health needs of, and services provided to, students and staff, as reported by principals in U.S. public schools.

This is the fifth experimental data product from the School Pulse Panel. Experimental data products are innovative statistical products created using new data sources or methodologies. Experimental data may not meet all NCES quality standards but are of sufficient benefit to data users in the absence of other relevant products to justify release. NCES clearly identifies experimental data products upon their release.

COLLINS’ MEASURE REMOVING PROHIBITIONS AGAINST CANNABIS USERS BECOMES LAW State Senator Jacqueline Collins sponsored a new law addressing the collateral consequences of cannabis use criminalization.

“People looking to correct their criminal record should not be stopped from meaningfully participating in society because of a positive drug test for cannabis,” said Collins (D-Chicago). “We have to stop treating its use as grounds for dismissal with respect to jobs and petition-filing.”

Individuals seeking to expunge or seal a felony conviction were previously required to take and pass a drug test to show the absence of illegal substance, including cannabis. House Bill 4392 will now allow petitioners to continue the filing process despite a positive test for cannabis. The new law was signed Friday.

Expungement and sealing are ways of allowing individuals to hide or clear their record, expanding their access to job opportunities and certain spaces. Before the signing of Collins’ law, despite cannabis’ legality in Illinois, a positive test would affect petitioners’ filing outcome prior to case consideration.

“People deserve second chances, and it is important that we afford this opportunity to those whose circumstances may have led them to crime,” Collins said. “This legislation is especially meaningful for our communities of color, who face disproportionate disparities in the criminal justice system.”

The new law takes effect Jan. 1, 2023.

HUNTER SUPPORTS NEW LAW TO ADDRESS RISE IN CATALYTIC CONVERTER THEFT Since 2019, the number of catalytic converter thefts has skyrocketed across the country, with Illinois being among the states with the highest robberies. That’s why State Senator Mattie Hunter co-sponsored a new law that will regulate catalytic converter sales.

“The amount of catalytic converter thefts is out of control,” said Hunter (D-Chicago).

“This measure will prevent thieves from being able to resell any converters and hopefully remove the motive for these crimes.”

By adding catalytic converters to the definition of recyclable metal, the new law requires recordkeeping on the purchase of catalytic converters. The record will include the license plate number of the vehicle, photographs or video of the seller, a verified name and address of the seller and a signed declaration by the seller stating that the catalytic converter was not stolen.

In addition, the measure will prohibit a recyclable metal dealer from purchasing a catalytic converter with a value over $100 in cash. On average, catalytic converters cost around $1000 to replace.

According to Schaumburg police, a skilled thief can remove a catalytic converter in less than 90 seconds with a few simple tools.

“Law enforcement agencies recommend protecting your car by parking in a garage or well-lit area, parking near a security camera and engraving your license plate number or Vehicle Identification Number on the catalytic converter,” Hunter said. “While this law will help stop the motivation behind these crimes, it is still important to find ways to protect yourself and your property.”

House Bill 107 was signed into law on Friday and is effective immediately.

CPS to Benefit from Lollapalooza Arts Grants CHICAGO – The team behind Chicago’s annual Lollapalooza music festival highlighted the 50 Chicago Public Schools that have been receiving funding so far from the Lollapalooza Arts Education Fund. The money helps CPS meet its goal of providing arts education to every child in every school.

Lollapalooza has committed a five-year investment to help close equity and access gaps in arts education at CPS. Ingenuity and the CPS Department of Arts Education jointly review grant applications and distribute the funding.

Support is targeted toward schools that will benefit from increased access and additional resources for arts education. Of the roughly 100,000 students in these schools, 92% are students of color and 67% live in low-income households.

CHICAGO’S WNDR MUSEUM CELEBRATES JUNETEENTH WITH NEW ART GALLERY, BLACK LIGHT AT WNDR CHICAGO – WNDR Museum, Chicago’s original immersive art and technology experience, will celebrate Juneteenth with the opening of a new art gallery, Black Light at WNDR. Curated by WNDR Museum managers Randi Townsend and Huey Douglas-Small, the gallery will shine a spotlight on Chicago-based Black artists. Black Light at WNDR will be on view at WNDR Museum throughout the month of June.

Black Light at WNDR will showcase works from local Black artists JUJU, Shaquita Reed, Arrington Porter and Fanni Graham. Featured artworks will span various mediums ranging from paintings and drawings to fiber arts and beyond.

“Living within the digital age, it can be difficult to find Black artists unless you’re specifically looking for them. With this in mind, we curated Black Light at WNDR with the intention to amplify the work of some of our favorite local Black artists,” said Townsend. “Throughout the month of June, we come together to contemplate what Black freedom looks and feels like, so we asked these artists to express how the concept of freedom is channeled and manifested through their work. We are thrilled to showcase these extremely talented artists in our space.”

WNDR Museum was recently voted one of the top five immersive art experience in the country by

Thursday, May 26, marked the completion of the three-week Maymester Music Accelerator Program at TSU. This program ended with guest lecturers, super producer Dallas Austin and recording artist Sir The Baptist, they both received honorary doctorates in music from TSU on May 6. The last class was held at the National Museum of African American Music and to their surprise, each student received a gold plaque from the RIAA. The Music Accelerator Program at Tennessee State University is a program in partnership with Black Music Action Coalition (BMAC), Nashville Music Equality, Recording Industry Association of America (RIAA), Wasserman Music, and YouTube Music.

Over the course of the 3-week program, guest lectures from influential music executives, along with internship placements for students looking to start their career paths across multiple music industry companies, including Wasserman Music, Warner Music Nashville and LVRN. Sheriff’s Office’s Assistant General Counsel for Litigation Appointed Editorin-Chief of the Illinois Bar Journal Cook County Sheriff’s Office attorney Khara Coleman has been named the 2022-2023 Editor-in-Chief of the Illinois Bar Journal, giving her the distinction of being the first Black woman to hold the position, Cook County Sheriff Thomas J. Dart announced today.

Coleman, who joined the Sheriff’s Office in 2018 and serves as Assistant General Counsel for Civil Litigation and Torts, previously held positions as Secretary and Vice Chair of the publication’s board.

“Serving as a member of the Editorial Board for the Illinois Bar Journal has been nothing put a pleasure, and it is one of the highest honors to hold a leadership role on this Board,” Coleman said. “I am fond of saying that the Illinois State Bar Association is more diverse in membership than it generally gets credit for, and the composition of the Editorial Board is proof of that.

I believe this Board serves ISBA members best when it reflects the diversity of the entire population of attorneys who are members of the Illinois Bar.” With 28,000 members, the Illinois State Bar Association (ISBA) is the largest bar association in Illinois and one of the largest voluntary bar associations in the country.
