2 NEWS briefly Governor Pritzker Announces Record-Setting $11.2 Million in Funding to Support Family Planning Services

CHICAGO — Governor Pritzker announced that the State of Illinois has received $5.4 in grant funding from the U.S. Department of Health and Human Services (HHS) that will support and expand access to equitable and affordable family planning services for low-income populations across Illinois. This federal grant, along with $5.8 million in state general revenue funds, means the Illinois Family Planning Program is providing approximately $11.2 million in funding in state Fiscal Year 2023 to 29 delegate agencies that operate 98 family planning clinics throughout the state.

The new HHS grant to the Illinois Department of Public Health (IDPH) will support access to Title X services under the Illinois Family Planning Program that were sharply restricted under the previous federal administration, which imposed a “gag rule” that blocked family planning clinics from referring patients to abortion providers.

Title X provides a holistic portfolio of critical preventive health services, including HIV prevention and testing, breast and cervical cancer screening and treatment, and reproductive health care for thousands of low-income, uninsured and under-insured Illinois residents and families each year. The news of the federal funding comes amidst Governor Pritzker’s call for federal lawmakers to protect women’s rights with Roe v. Wade under threat and his continued condemnation of the Supreme Court’s upcoming decision to limit abortions across the country.

Governor Pritzker announced in July 2019 that the State of Illinois would forgo federal Title X funding in response to the rule imposed by the Trump Administration that banned federal funding for contraceptives for low-income people, unless grant recipients pledged not to counsel on abortion options or refer to abortion services.

Artist Theaster Gates’ Rebuild Foundation Announced Free Summer Concert Series at Kenwood Gardens

Rebuild Foundation, artist Theaster Gates’s non-profit platform for art, cultural development and neighborhood transformation, announced the inaugural lineup for their free concert series at Kenwood Gardens. Rebuild Foundation will collaborate with local musicians and instrumental ensembles to bring free concerts to neighbors and friends at their outdoor oasis each month from June through October. Citizen Newspaper: Why did you want to run for the 1st Congressional District?

Pastor Chris Butler: I’m running for the U.S. Congress because I believe that every person from every walk of life deserves an active, engaged advocate. I’m focused on working class families and individuals, and on fighting for the hope, safety, and opportunity we all desire.

Citizen Newspaper: What do you think makes you a viable candidate for this office?

Butler: I am uniquely poised to win this race. With a 10-month head start against the new candidates who threw their hats in the ring when Bobby Rush announced his retirement, I have been connecting with voters inside and outside the city over that time, as well as throughout my 25-year career in pastoral leadership and community organizing.

Together, we can defy the odds, defeat the status quo, and build a future that works for all of us.

Citizen Newspaper: How does your faith play into what you envision as the primary role of an elected official? How has your work with the AND Campaign shaped how you look at politics and local government?

Butler: One of the foundational tenets of my faith is called the Great Commandment. It informs us to love our neighbor. I view politics and civic engagement as an important platform for loving my neighbor. AND’s work continues to reinforce how I look at politics. I’m constantly reminded not to demonize people; even when I disagree with them and to challenge people and have tough conversations even when I agree with them on most things.

Citizen Newspaper: You registered voters as the Youth and Young Adult Coordinator on the Senate campaign for President Barack Obama. What did you learn from that experience and what are some of the ways it helped with your campaign?

Butler: I learned that getting youth and young adults involved in politics is hard work. But, after more than ten

years of broken, dysfunctional democracy, this is an even more difficult task. This is a major part of why I’m running for Congress, we have to get the people back involved.

Citizen Newspaper: How have you engaged the community in the last four years?

Butler: In the last four years I have been leading the Chicago Embassy Church Network and organizing the Chicago Chapter and national infrastructure for the AND Campaign.

Citizen Newspaper: What do you think is the single most important issue in the District?

Butler: The most pressing issue in the district is the most pressing issue in the nation: economic inequality and lack of economic opportunity.

Citizen Newspaper: How important do you think transparency and communication are when it comes to the role of an elected official?

Butler: We can’t move forward without transparency.

We’ve strived throughout this campaign to be up close and personal with everyone we can physically meet here in this district, and we’ve always been up front about where we stand on issues.

Citizen Newspaper: What attributes and experience do you possess that sets you apart from the other candidates?

Butler: Many of the candidates in this primary agree on almost every important policy question. The difference will come down to approach.

Our country is divided more deeply than at any time since the Civil War. Two major factors are driving this division. The first factor is economic inequality. The nation has rapidly increasing gaps in income, overall wealth, educational opportunity, and access to affordable housing and quality healthcare. The second factor is an all-consuming culture war.

I will effectively work with anyone who wants to pass policies to improve the everyday lives of everyday people, and I will boldly challenge anyone who stands in the way of that objective.

Collins-led Bill to Support Youth in Foster Care Signed Into Law CHICAGO – To further support foster care youth across Illinois, state Rep. Lakesia Collins, D-Chicago, introduced a measure to provide exit interviews to foster care youth when they leave a foster home. The bill was signed into law by Gov. J.B. Pritzker Friday, May 13.

“Foster care youth are some of our most vulnerable young people, and their voices too often go unheard,” Collins said. “When a young person leaves a foster home, it is critical that the Department of Children and Family Services understands their experience and perspective so that they can adequately address the young person’s needs going forward.”

House Bill 4304 requires DCFS to give exit interviews to youth over age 5 who leave a foster home.

Within five days of the child’s removal, a caseworker, mental health provider of a clinician from DCFS’s Di-

vision of Clinical Practice will conduct an exit interview with the child. The purpose of the interview is to address how the child’s basic needs were met and their safety, comfort and treatment in the home. The interviews will be documented in the foster parent’s licensing file, the child’s case file and provided to the children’s guardian ad litem and an attorney.

“As a former youth in care, I know how important it is to listen to and validate the perspectives of youth in foster care,” said Collins. “This legislation is an important step in making sure youth in foster care get a chance to live the happy, healthy and safe lives they deserve. FDA Authorizes First COVID-19 Test Available without a Prescription That Also Detects Flu and RSV The EUA authorizes at-home sample collection with testing performed in a laboratory SILVER SPRING, Md., PRNewswire -- The U.S. Food and Drug Administration authorized the Labcorp Seasonal Respiratory Virus RT-PCR DTC Test for use without a prescription by individuals with symptoms of respiratory viral infection consistent with COVID-19. This product is the first direct-to-consumer (non-prescription) multi-analyte COVID-19 test authorized by FDA and allows an individual to self-collect a nasal swab sample at home and then send that sample to Labcorp for testing. The test can identify and differentiate multiple respiratory viruses at the same time, detecting influenza A and B, commonly known as the flu, respiratory syncytial virus, commonly known as RSV, along with SARS-CoV-2, the virus that causes COVID-19. Results are delivered through an online portal, with follow-up from a health care provider for positive or invalid test results.

“While the FDA has now authorized many COVID-19 tests without a prescription, this is the first test authorized for flu and RSV, along with COVID-19, where an

individual can self-identify their need for a test, order it, collect their sample and send it to the lab for testing, without consulting a health care professional,” said Jeff Shuren, M.D., J.D., director of FDA’s Center for Devices and Radiological Health.

“The rapid advances being made in consumer access to diagnostic tests, including the ability to collect your sample at home for flu and RSV without a prescription, brings us one step closer to tests for these viruses that could be performed entirely at home.”

This home sample collection kit can be purchased online or in a store without a prescription. The samples can be self-collected by individuals ages 18 years and older, self-collected by individuals 14 years and older with adult supervision, or collected with adult assistance for individuals 2 years and older. This will enable consumers to more easily determine whether they may be infected with COVID-19, flu, or RSV, which can aid in determining if self-isolation (quarantine) is appropriate and to assist with health care decisions after discussion with a health care professional.

Sims champions law after death of Jelani Day When Illinois State University student Jelani Day went missing, it took two weeks to find his body and another three weeks to identify his remains. This led State Senator Elgie R. Sims, Jr. (D-Chicago) to champion a law signed Friday to allow county coroners and medical examiners to receive federal assistance in identifying missing persons.

“When we hear pleas from a family for help, we should be using all the tools at our disposal to bring them the support that they need to help find or identify their loved ones,” Sims said. “Unfortunately, some smaller counties and police departments do not have access to the same technology and resources as larger cities, and this law will address that.”

The new law, formerly known as Senate Bill 3932, will require a coroner or medical examiner with custody of human remains that are not identified within 72 hours of discovery to immediately notify the Federal Bureau of Investigation for assistance in identification.

The measure was filed to address the death of Jelani Day, a 25-year-old graduate student at Illinois State University. Day was reported missing on Aug. 24, 2021, discovered on Sept. 4, 2021 and wasn’t identified by the LaSalle County coroner until Sept. 24, 2021.

“When you look at missing person cases, typically the first 72 hours are extremely important,” Sims said. “Getting those resources in place can be critical to overall success in solving cases and getting families the help that they need.”

Senate Bill 3932 was signed into law Friday.

Collins says goodbye to ghost guns with new law

State Senator Jacqueline Collins (D-Chicago) led the General Assembly to pass a measure that was signed into law by the governor recently banning the creation, sale and distribution of unserialized firearms to address the growing dangers of ghost guns and gun violence.

“Despite the adversity I faced to push this legislation through the General Assembly, I am extremely pleased to see the implementation of such instrumental legislation,” Collins said. “This new law will help protect our communities in all corners of the state, all of which can be subject to gun violence.”

Technology developments have encouraged the spread of assemble-to-shoot firearms, which pose extreme dangers to public safety. Ghost guns lack serialization and are able to skirt police investigations because of it, making their presence in communities a great threat to Illinois residents and businesses.

Though President Joe Biden has enacted a national policy that cracks down on the manufacturers of ghost guns, the language presented by Senator Collins will phase out these weapons by ensuring even individual possessors and distributors of ghost guns are held accountable to the law. This law will especially help Illinois’ vulnerable populations such as communities of color and low-income families, who often see higher rates of armed violence.

“Firearms are the most non-discriminating form of weaponry in our communities because their impact is not driven by race, status or background,” Collins said. “With the help of Cook County Sheriff Tom Dart and State Representative Kam Buckner, I was able to create and push a policy that will have lasting positive effects on the people who call this state home.”

Having taken effect immediately upon the governor’s signature, the new law requires every existing ghost gun to be serialized and imposes penalties for violations.

Know how your score is calculated. There are six key areas that make up a credit score: - your payment history - how much you owe on your debts or balances - new accounts or credit opened - credit checks

These factors determine your score and influence any changes, however the most important one is making payments on time, which accounts for about 40% of the score .

Build your credit. Scores can range from 300 to 850. According to the credit bureaus, a score of about 700 is considered “good” . To build your score, pay bills on time and consider setting up automatic payments. If possible, pay down any debt you can, and only apply for accounts you need.

Prepare for large purchases. If you are getting ready to make a large purchase and plan to apply for new credit, such as a home or car loan, review your credit report and score to help you apply with confidence. Credit scores and credit history help lenders determine how much credit they will offer and at what interest rate. Sometimes, scores also can be affected by inaccuracies on your report, so checking ahead of time will help you identify and resolve potential issues before a lender does a credit check.

Only apply for credit when you need to. When you apply for new credit, lenders do a “hard pull”—which means getting access to your full report—which may cause your score to decrease. However, if you use credit monitoring tools, it results in a “soft” pull of information and does not impact your score.

ILLINOIS TOLLWAY AWARDS NEARLY $31.5 MILLION IN CONTRACTS FOR CONSTRUCTION AND PROFESSIONAL SERVICES IN MAY The Illinois Tollway Board of Directors today approved seven construction and professional engineering services contracts totaling nearly $31.5 million at its May Board meeting.

Nearly $195.8 million in contracts has been approved by the Tollway Board in 2022, as part of the 11th year of the Tollway’s 15-year, $14 billion Move Illinois capital program. To date, more than $9.6 billion has been invested by the Illinois Tollway since the Move Illinois Program began in 2012, with more than $2.5 billion of that total committed to small, diverse and veteran-owned firms.

In addition, the capital program has created or sustained an estimated 108,400 total jobs as of April.

“Move Illinois is providing construction and professional services opportunities for a wide variety of work needed in rebuilding and strengthening the Tollway’s transportation infrastructure across Northern Illinois,” said Interim Executive Director Lanyea Griffin.

The contracts approved in May include five contractors and consultants and 10 subcontractors and subconsultants that are certified as disadvantaged, minority-and women-owned business enterprise (D/M/WBE) firms and six subcontractors and subconsultant that are certified veteran-owned firms. Illinois Tollway professional engineering services contracts are selected in accordance with the qualifications-based selection process (Illinois Public Act 87-673 (30 ILCS 535/1-535/80) Architectural, Engineering and Land Surveying Qualifications-Based Selection Act), which requires state agencies to select professional architects, engineers and surveyors based on demonstrated competence and professional qualifications. Construction contracts for Illinois Tollway projects are competitively bid under the rules of the Illinois Procurement Code. ComEd Awards $280,000 in College Scholarships to 56 Illinois Students Pursuing Futures in Energy Future of Energy Scholarship Fund launched this year to remove financial barriers, boost diversity and inclusion in STEM and energy careers

ComEd today announced it will award $279,500 in scholarships to 56 local students pursuing college coursework in science, technology, engineering and math (STEM) and related fields this fall. The new Future of Energy Scholarships are part of ComEd’s growing efforts to build a more diverse future energy workforce by removing obstacles for women and minority students pursuing STEM careers.

The 56 students selected to receive scholarships reflect the diversity of the communities that ComEd serves, with scholars hailing from 28 different community areas across northern Illinois.

More than 50 percent of the scholarship recipients are minorities and nearly two-thirds are women.

One fifth of the scholars are committed to attend an Historically Black College or University (HBCU) in the fall. A full list of the spring 2022 scholarship recipients can be found here.

Since announcing the program in February, ComEd expanded funding to provide additional support for qualifying students who met needs-based criteria.
