IUPUI RECEIVES $3 MILLION ENDOWMENT FROM NINA MASON PULLIAM CHARITABLE TRUST The Nina Mason Pulliam Legacy Scholars program at IUPUI has received a $3 million endowment from the Nina Mason Pulliam Charitable Trust. The largest single grant in trust history, announced today at University Tower, will guarantee sustained financial support of the program, which benefits underresourced students.

The Nina Scholars program, which is part of IUPUI’s University College, provides nontraditional students from various backgrounds with the resources and financial support needed to complete their college education. Students participating in the program may be adults with dependents, have physical disabilities or have involvement in the public foster care system.

U.S. SURGEON GENERAL TO ADDRESS NATION’S OPIOID EPIDEMIC On May 23 at the Grand Hyatt Washington in in Washington, D.C., the United States Surgeon General, Vice Admiral Jerome M. Adams, MD, MPH, will deliver the keynote address at a Solutions Forum hosted by the American College of Emergency Physicians (ACEP), addressing the nation’s growing opioid epidemic and discussing ways to combat the crisis with emergency physicians. It’s part of ACEP’s 2018 Leadership & Advocacy Conference. In the afternoon, the Solutions Forum will focus on end-of-life care issues. Experts will discuss two areas: (1) ways to promote advanced care planning and appropriate end-of-life care, such as new value-based payment models, and (2) different tools and programs for advance care planning being used in emergency departments, and related ethical considerations.

RAOUL PUSHES FOR STRONGER REVIEW OF OFFICER-INVOLVED SHOOTINGS State Senator Kwame Raoul (D-Chicago 13th) passed legislation recently to ensure all officerinvolved shootings are properly investigated.

Senate Bill 2378 requires every law enforcement agency in the state to develop a written policy for the internal review of officer-involved shootings that would be available by request under the Freedom of Information Act. This legislation comes after a report from the Better Government Association which found that suburban police departments were neglecting to take administrative action after officers were involved in shootings.

“I have spent years working to improve relations between law enforcement officers and the communities they serve,” Raoul said.

“Establishing trust is an essential part of that effort, and that is impossible to do if police aren’t held accountable for their actions.”

Senate Bill 2378 passed unanimously and heads to the House for consideration.

Pullman Community Center Still Needs $3 Million to be Debt Free Continued from page 1

ommunity members and investors in Chicago’s Pullman neighborhood recently gathered at a press conference to celebrate the construction of the Pullman Community Center at 104th St. and Woodlawn Ave. Once completed, the community center will offer 135,000 square feet of climate controlled, indoor sports playing fields and courts. Nearly 1,100 people are expected to come through the Pullman Community Center on a weekly basis.

The $20 million project has received $5 million in funding by utilizing New Market Tax Credits provided by Citibank, U.S. Bank and National Community Investment Fund (NCIF).

The rest of the money has come from private investments, grants, and donations from the Chicago Bears, Chicago Cubs Charities, Chicago Community Loan Fund, Chicago’s Environmental Loan Fund, Chicago Housing Authority, City of Chicago, ESPN, Exelon, LISC Chicago, NFL Grassroots, State of Illinois Department of Commerce and Economic Opportunity, and

Wintrust. Citibank, U.S. Bank, and NCIF have also made financial contributions outside of assisting with the New Market Tax Credits, according to a press release.

Several project funders attended the press conference and took a moment to speak to the community and thank Beale for his hard work.

“Years ago when we took over the [Chicago Cubs] we did say, we are not the Wrigleyville Cubs we are the Chicago Cubs.

Since then, we have done everything we can to build ball fields throughout the city and to touch everyone and every ward throughout the entire city. We have done a lot of great projects, but this one might mean the most to me personally because of the passion and how much it means to Alderman Beale. It’s an honor to be part of something this great,” said Thomas Ricketts, chairman, and owner of the Chicago Cubs, at the press conference.

The facility will not only provide sports training, there will also be incorporated academic assistance and ACT/SAT preparation for students.

“We know that we can introduce people to sports all day long and we know that we can produce great athletes here in the City of Chicago and in the state of Illinois.

This facility is not only going to provide an opportunity to produce athletes, but we are going to have an ACT/SAT component so we can produce smart athletes out of this facility,” said Beale.

BlackHer Releases The Black Woman’s Guide to the 2018 Midterms

uilding on the power Black women brought to the Alabama special election that defeated Roy Moore, BlackHer, a new online community for and about Black women, released The Black Woman’s Guide to the 2018 Midterms, a primer that demystifies the electoral process to ensure Black women have the information and resources they need to make informed choices in the voting booth.

In fact, we are pioneering political change at every level of government,” said Jocelyn Harmon, co-founder of BlackHer. “We wanted to create a resource that makes it easy for all Black women to lead the nation this campaign season.”

The 41-page guide offers clear, accessible guidance to Black women on voting, volunteering, and giving to political campaigns and candidates. It provides links to key voter resources to help Black women verify their voter registration, find their polling place, and register to vote. The guide also Jocelyn Harmon shares research on the economic status of Black women, including their income and wealth gaps and suggests key policy reforms like raising the minimum wage and progressive tax reform, which could increase economic opportunity for millions of Black women.

The guide includes inspirational quotes from current and legendary Black women in politics, including: Shirley Chisholm, the first AfricanAmerican female elected to Congress; Kamala Harris, United States Senator; and, Andrea Jenkins, the first openly transgender Black woman elected to public office in the U.S. It also highlights Black women running for federal and state office in 2018. For example, the guide profiles Stacey Abrams, who is running for governor of Georgia and would be the first Black female to ever win a gubernatorial race.

The authors cite and link Black women to key organizations like The Collective, Higher Heights, Institute for Policy Studies, Institute for Women’s Research, National Coalition on Black Women’s Civic Participation, and Prosperity Now who are advancing Black women’s economic and political power.

State Senator Tom Cullerton (D-Villa Park) would make taxpayer dollars off limits for the purpose of purchasing silence regarding allegations and investigations of sexual harassment.

Cullerton’s measure, House Bill 4243, prohibits any public funds – including money that is appropriated for office allowances – from being paid to any person in exchange for his or her silence or inaction related to an allegation or investigation of sexual harassment allegedly committed by an elected official.

“Taxpayer dollars should not be used as ‘hush money’ by disgraced elected officials who have betrayed the public’s trust,” Cullerton said. “Our goal is to let government officials know that we have zero tolerance for sexual harassment.”

The measure is sponsored by State Representative David McSweeney (R-Barrington Hills) in the House, giving it bipartisan support.

House Bill 4243 is a response to recent news that members of Congress used public funds to pay settlements to former employees in response to allegations of sexual harassment.

“The time to take action is now. The people of Illinois have spoken. We will not and cannot support a culture that promotes inappropriate behavior,” Cullerton said.

House Bill 4243 passed the Senate’s Committee on Government Reform with bipartisan support and now moves to the full Senate for consideration.

Why it’s so Hard for Doctors to Understand Your Pain?

e’re all human beings, but we’re not all alike.

Each person experiences pain differently, from an emotional perspective as well as a physical one, and responds to pain differently. That means that physicians like myself need to evaluate patients on an individual basis and find the best way to treat their pain.

Today, however, doctors are under pressure to limit costs and prescribe treatments based on standardized guidelines. A major gap looms between the patient’s experience of pain and the limited “one size fits all” treatment that doctors may offer.

Concerns about the opioid epidemic make the problem worse. Opioids – including heroin and fentanyl – killed more than 42,000 people in the U.S. in 2016. Four in 10 of these deaths involved prescription painkillers such as hydrocodone and oxycodone. Physicians are increasingly reluctant to prescribe opioids for pain, fearing government scrutiny or malpractice lawsuits.

Where does this leave the patient whose experience of pain is outside the norm? How can physicians in all specialties identify these patients and do our best to manage their pain, even when their needs don’t match our

expectations or experience?

Let’s start with a question that for years perplexed physicians who specialize in anesthesiology: Do redheads require more anesthesia than other patients? Anecdotally, many anesthesiologists thought they did, but few took the question seriously.

Sure enough, most of the red-haired women required significantly more anesthesia before they didn’t react in response to a harmless but unpleasant electric shock.

DNA analysis shows that nearly all redheads have distinct mutations in the melanocortin-1 receptor gene, which is the likely source of the difference in pain experiences.

As a result, medical personnel may subconsciously take male complaints of pain more seriously, assuming that a man must be in severe pain if he’s complaining at all.

Race and ethnicity, too, can play a role in the experience of pain. The unequal treatment of pain, even cancer-related pain, among minority patients is part of the tragic legacy of racial discrimination in the U.S. In 2009, a major review article concluded that “racial and ethnic disparities in acute pain, chronic cancer pain, and palliative pain care continue to persist.”

For example, minority patients who presented to emergency departments with abdominal pain are 22 to 30 percent less likely to receive analgesic medications than white patients with similar complaints.

In spite of research showing that nonHispanic white patients show less sensitivity to pain than do black patients and patients of Hispanic ancestry, these inequities persist. The stereotype of the stoic Northern European patient may have a basis in genetics more than personality. The minority patients demonstrated a lower threshold for experiencing pain and a lower tolerance for acute pain, suggesting that they need more medication for adequate pain relief.

THE HOPE OF GENETIC RESEARCH My guess is that the next decades will bring an explosion in research illuminating the genetic mechanisms behind pain experiences.

Genetic differences can help explain why some

patients develop certain diseases while others, exposed to the same environmental factors, never do. Some patients undoubtedly are more sensitive to pain from the start than others, based on genetic factors that the medical community doesn’t yet understand.

At UCLA, where I work, the Institute for Precision Health obtains a sample of blood from nearly every surgical patient. By analyzing each patient’s genetic data, we hope to explain why patients often respond so differently after the same type of surgery, injury or illness.

Furthermore, chronic pain is associated with long-lasting changes in gene expression in the central nervous system. Simply put, the experience of pain changes a patient’s nervous system at the molecular level. These changes are linked to behavioral expressions of pain.

Emotional factors – including a history of previous traumatic stress or depression – increase the chances that a patient will become dependent on opioids after experiencing pain.

The best physicians can do in the short term is to respect what patients tell us and try to gain insight into any of our own biases that could lead us to underestimate a patient’s experience of pain.

“Rest In Power: The Trayvon Martin Story” will be based on the book “Rest

Martin was an unarmed 17-year old high school student shot and killed by a neighborhood watch member George Zimmerman, in the Florida community where they both lived. Zimmerman was acquitted on a second-degree murder charge after claiming he shot Martin in self-defense, sparking protests and outrage worldwide. The series delves deep into the heart of the story which is more than

tragic narrative about a young man’s life cut short – it’s a story about race, politics, power, money, and the criminal justice system.

Black Author Urges Women to Welcome Unconventional Love EVANSTON, IL – It has been several years since the popular

Self-executing Contract/Security Agreement in Event of Unauthorized Use: By this Copyright Notice, both the juristic person and the agent of said juristic person, hereinafter jointly and severally "User," consent and agree that any use of STEPHEN OLIVER COBB® other than authorized use as set forth above constitutes unauthorized use, counterfeiting, of Secured Party's common-law copyrighted property, contractually binds User, renders this Copyright Notice a Security Agreement wherein User is debtor and Stephen Oliver Cobb ® is Secured Party, and signifies that User: (1) grants Secured Party a security interest in all of User's assets, land, and personal property, and all of User's interest in assets, land, and personal property, in the sum certain amount of $500,000.00 per each occurrence of use of the common-law-copyrighted trade- name/trade-mark STEPHEN OLIVER COBB®, as well as for each and every occurrence of use of any and all derivatives of, and variations in the spelling of, STEPHEN OLIVER COBB®, plus costs, plus triple damages; (2) authenticates this Security Agreement wherein User is debtor and Stephen Oliver Cobb ® is Secured Party, and wherein User pledges all of User's assets, land, consumer goods, farm products, inventory, equipment, money, investment property, commercial tort claims, letters of credit, letter-of-credit rights, chattel paper, instruments, deposit accounts, accounts, documents, and general intangibles, and all User's interest in all such foregoing property, now owned and hereafter acquired, now existing and hereafter arising, and wherever located, as collateral for securing User's contractual obligation in favor of Secured Party for User's unauthorized use of Secured Party's common-law-copyrighted property; (3) consents and agrees with Secured Party's filing of a UCC Financing Statement in the UCC filing office, as well as in any county recorder's office, wherein User is debtor and Stephen Oliver Cobb ® is Secured Party; (4) consents and agrees that said UCC Financing Statement described above in paragraph "(3)'' is a continuing financing statement, and further consents and agrees with Secured Party's filing of any continuation statement necessary for maintaining Secured Party's perfected security interest in all of User's property and interest in property, pledged as collateral in this Security Agreement and described above in paragraph "(2)," until User's contractual obligation theretofore

Default Terms: In event of non-payment in full of all unauthorized-use fees by User within ten (10) days of date Invoice is sent, User shall be deemed in default and: (a) all of User's property and property pledged as collateral by User, as set forth in above in paragraph "(2)," immediately becomes, i.e. is, property of Secured Party; (b) Secured Party is appointed User's Authorized Representative as set forth above in paragraph "(8)"; and (c) User consents and agrees that Secured Party may take possession of, as well as otherwise dispose of in any manner that Secured Party, in Secured Party's sole dis-
